Government conference slated for Sept. 16-20
Union of British Columbia Municipalities (UBCM) delegates will gather in Vancouver for its 110th annual convention Sept. 16-20. Representatives from the Cariboo Regional District (CRD) and District of 100 Mile House will be among about 2,000 delegates from 196 member communities debating about 150 policy resolutions. These resolutions cover community safety, environment, public health, transportation, land use and other hot button issues. Throughout the week, delegates can also take in 50 workshops, clinics and other sessions on topics, including election reform and strengthening the finance system for local government. The CRD is putting forward some new resolutions to the floor this year, as well as again bringing back others that didn’t make it into the debate previously. New submissions include asking UBCM to lobby the provincial government for support of the Rural BC Project to create a rural development strategy and revise rural economic development programming. The CRD will also ask UBCM to consider moving the annual Heritage Week from the third week of February to a date more likely to have fair weather conditions for showcasing heritage sites and associated tourism opportunities. Another calls for changes to B.C.’s Insurance Act to make home or contents insurance policies (initial or renewal) contingent on a written declaration that there is a working smoke alarm in the house. To assist the ranching community in controlling noxious weeds, the CRD will ask UBCM to also lobby the province for assistance with the cost of a pesticide applicator’s certificate, and to tailor the course material and timing to the ranchers needs. Finally, the CRD will ask UBCM to request that provincial legislation be implemented to levy an additional tax of up to half of one per cent on all commercially-produced animal food sales in B.C., to help cover the operational costs of non-profit animal protection organizations. Store managers Craig Lee of 100 Mile House and Mark Law of Williams Lake handed out three $675 steer bursaries and 13 swine and sheep bursaries for $75, ensuring the lucky winners can buy their animal for next year. Law noted that in the past, they’ve always come to the sale and bought cows, pigs and sheep. “We’d take them to Rodear Meats and bring them back and showcase them for sale in the store with pictures of the kids who raised them,” he explained. “Things changed with food safety regulations and we couldn’t do that anymore. We had to come up with another idea. The first year

I want to thank Shannon Pennicott for taking over the Terry Fox Run organization in 100 Mile House. Janet and I have done it for over a decade and we have enjoyed every year, but now it is time to hand over the running of the organization to someone else. International Literacy Day 2013: information in the digital world
By Kimberly Vance-Lundsbye Digital literacy is the ability to critically evaluate information and create information using digital technologies. Whether you text message your spouse about dinner plans or you’re scrolling through hotel reviews online before you book, you are using and developing your digital literacy skills. If you are digital media literate, you may question whether the “viral video” about

Recently, the American University of Beirut in Lebanon launched a new academy to promote digital media literacy education in the Arab world. This region has been noted as being behind in general digital media literacy. Professors and students from universities in Iraq, Jordan, Lebanon, Palestine and Syria are participating
Silvopasture workshop and tour slated for Sept. 27 Zirnhelt Ranch will host a day of agroforestry information and a tour of an operational silvopasture, with funding from the BC Agroforestry Industry Development Initiative (BCAIDI). It takes place from 10 a.m. to 4 p.m. on Sept. 27, starting at the Zirnhelt Ranch, 5455 Jacobson Rd. (near Big Lake Ranch). Presentations will run from 10 a.m. to noon, and the tour begins at 1 p.m. with an informal “walk and talk” through the ranch’s silvopasture demonstration area. The presenters are Zirnhelt Ranch’s David Zirnhelt; BCAIDI representative George Powell; and Ministry of Agriculture regional agrologist Geneve Jasper and Interior agroforestry specialist Lisa Zabek. Silvopasture management offers practical and sustainable solutions to address economic diversification for agricultural and timber interests, and can boost regional economic stability and environmental stewardship, says Zirnhelt. the community and we all know there’s a real need out there.” The annual charitable event sees a procession of a few dozen motorcycles, hot rods and classic cars and trucks ride through the 100 Mile House area before making its final stop and a

A BC Hydro service interruption left 1,521 people without power in the early morning of Sept. 6, affecting residents and businesses at Buffalo Creek, Forest Grove and Canim Lake. Their power was off from 6:18 to 9:15 a.m., just as many residents were getting ready for work or preparing their breakfasts. The areas without electricity spanned from central Houseman Road along, and across, parts of Eagle Creek Road, Pine Valley Drive, Canim Lake Road, Bakken Road, Prosper Way, and various other connecting streets. BC Hydro media relations representative Dave Mosure says the source of this sizable power outage is a mystery. “Crews did a full patrol of the line and they could not find the cause. So it’s listed as cause unknown. They re-energized and it stayed [live].” Four days earlier, another major power outage due to a windstorm hit 2,839 BC Hydro customers near 100 Mile House. That one was reported by BC Hydro as south-east of central Highway 97 and also west of Highway 97 and north of Exeter Road, but occurred at 12:20 a.m. on Sept. 2, when

Workshops update horse owners on new code for horse care
The BC SPCA is launching a series of workshops across British Columbia to bring horse owners and interested members of the public up-to-date on Canada’s new Code of Practice for the care of horses. The workshops will be held in Prince George, Fort St. John, Kamloops and Nanaimo, beginning Sept. 23. Dr. Bettina Bobsien, an equine veterinary specialist, will provide information on Canada’s new Code of Practice for the Care and Handling of Equines, which was recently updated and strengthened. Topics will include nutrition, health management, breeding, housing, humane training and other requirements and recommendations included under the new code. Dr. Bobsien will also provide information on the BC SPCA’s approach to preventing and addressing situations of horse abuse and neglect, and Horse Council BC representatives will also be on hand to provide their perspective on the importance of horse welfare. The original Equine Code was written in 1998 and it had about 25 “should” statements. The new code has about 75 requirements – minimum standards of care that are enforceable under B.C.’s Prevention of Cruelty to Animals Act. The BC SPCA encourages all horse owners to read the new Code of Practice thoroughly and to take advantage of Dr. Bobsien’s talks to ensure they are aware of their responsibilities as animal owners. The presentations are in Prince George (Sept. 23), Fort St. John (Nov. 13), Kamloops (Nov. 21) and Nanaimo (Dec. 3). Dr. Bobsien is also speaking at The Mane Event in Chilliwack
