They will have sold another $2 million in land by the end of the year,” she said. “Port Edward [will have] sold $4 million of land in a community where people haven’t wanted to buy land in over a decade,” she said, noting $7 billion has been spent by LNG development companies already. “If you don’t believe LNG is happening, talk to the people of Port Edward.” The speech came on the same day the Province of B.C. announced it was making $150,000
in infrastructure planning grants available to communities in the Northwest that will be impacted by the development of the LNG industry. The Ministry of Community, Sport and Cultural Development will be finalizing grants to the eligible communities in the coming months. “Communities in the northwest will see an influx of jobs and people - as a result of LNG development. It’s our job to help them manage that growth and assess what their communities need in terms of housing, municipal services like water and sewer and provincial services in health,
education and justice,” said Premier Clark. “These grants will be the first step in that process.” Both the speech and news of the grant were welcomed by Mayor MacDonald, who was at the UBCM meeting throughout the week. “We have to make sure the different government agencies know we are going to need help with infrastructure should Pacific NorthWest LNG move ahead,” he said. “We could be looking at a situation where we have three times as many people living in Port Edward.”

Potential LNG plant in Kitimat draws people to luncheon By Cameron Orr

KITIMAT - Some involved in the LNG Canada project — the liquefied natural gas plan proposal headed by Shell Canada — spoke to the business community in Kitimat last week, in an information update hosted by the Kitimat Chamber of Commerce. Co-presenting were Jane Newlands, manager of community and aboriginal affairs, and Seiichi Tsurumi, stakeholder affairs for Mitsubishi, a major partner in the LNG Canada proposal. Among the details explained over the lunch is that the company is hoping that by 2015 they’ll have cleared the regulatory and environmental hurdles, clearing the way for construction to wrap up in 2020. LNG Canada expects a construction workforce of 5,500 people for the project, a sizeable amount of people to settle. Newlands told the attendees that
the company is looking at different ways to house the workers, including possibly making use of Rio Tinto Alcan’s own work camp which is in place for the modernization project. That camp is currently set to peak at 1,672 workers for that project. Other housing options are also being explored but those were not explained in detail at the event. Meanwhile, Tsurumi explained the project, which includes a much larger footprint than Methanex’s former site, where the plant is proposed to be built. LNG Canada’s land extends south to where they hope to acquire Eurocan’s former wharf, which is currently owned by Rio Tinto Alcan. He overviewed the process of liquifying natural gas — which involves cooling the gas to -162C — and shipping the product, which happens on double-hulled tankers, which has been the standard since the 1960s. He said the plant

will be quite safe to the community. “The LNG storage tanks are a very, very robust construction. I might point out that Japan has 27 LNG import terminals, and each of those terminals have storage tanks that will be very similar to what you’ll have in Kitimat,” he said. He continued that despite two large earthquakes in recent memory to areas where these terminals exist, there was no reported
damage to any LNG storage tank. “We have great confidence in these designs,” he added. He said that once all four trains of the plant are online — a train is “LNG speak” for, essentially, a production line — the Douglas Channel may see about 350 tankers in a year. The responsibility of shipping, he said, would be on the buyer once the cargo is loaded on the vessel.

Public Notice Municipal Liability Insurance Claims Section 288 of the Local Goverment Act states that municipalities are not liable in any action based on nuisance where the damages arise, directly or indirectly, out of the breakdown or malfunction of a sewer system, a water or drainage facility or system, or a dike or road. Nuisance actions are defined as instances in which a home is damaged as a result of a sewer, drainage or water system, or roadway or dike, breaking down and malfunctioning. For instance, it could be a basement covered by several inches of water stemming from a drainage system being jammed by someone dumping garbage into a municipal ditch, or it may be a home filled with backed up sewage. Residents are cautioned to take steps to protect their property and are strongly urged to review their insurance policy with their individual brokers to ensure adequate coverage in the event of a nuisance claim. NDP leader stepping down By Tom Fletcher

VICTORIA - Adrian Dix announced Wednesday he intends to stay on as B.C. NDP leader until next year, when party members hold a vote to replace him. Dix said the NDP’s loss to the B.C. Liberals in the May provincial election is his responsibility. “It has become clear to me that the best interests of our party mean that I need to step aside for a new leader who can lead us to victory in 2017,” Dix told a news conference at a downtown Vancouver hotel. “It is my hope that a leadership vote can be held by mid-2014 at the latest, though of course any final decision on timing will be made by the NDP.” Dix said he intends to stay on as MLA for Vancouver-Kingsway and
run for re-election there. The party has a convention scheduled for November, at which his continued leadership will be considered, along with the overall direction of the party. Dix announced his intentions at a party caucus meeting before makAdrian Dix ing his intentions public, where he said his fellow NDP MLAs are “resolute and determined to keep the pressure on the government and hold them to account for their cynical campaign.” He expects the race to succeed him will likely begin soon. Port Coquitlam MLA Mike Farnworth, who finished second to Dix in the 2011 leadership race, told reporters he is considering making another run for the top job. Juan de Fuca MLA John Horgan, the third-place finisher in 2011, is another likely contender.

Guitar Trio set to perform in Kitimat Submitted The Northern connector
KITIMAT - “The hottest guitar ensemble in Canada” (CBC) is coming to Kitimat to kick off the Kitimat Concert Association’s 2013/14 season. The Montreal Guitare Trio, also known as MG3, will be in Kitimat on September 28 at Mount Elizabeth Theatre, to display their world-renowned talents. The talented trio has crisscrossed the world over the past four years, bringing their diverse collection of musical styles to countries as far away as Denmark and Australia. They have entertained in clubs as famous as New York’s BB King Blues Club and Amsterdam’s Concertgebouw. Most famously, they won the 2011 Opus Prize for concert of the year in the Jazz/World Music category. They have created four albums (Cambria to
be released this fall) all of which display their uniquely diverse influences. On some songs, they cross Argentinian Flamenco with Cuban Music. On others they combine Nordic music, Brazilian Samba, and Progressive Rock. On still others, the Orient blends seamlessly with modern pop. Kitimatians can expect to be treated not only to some familiar covers performed with unique flair like While My Guitar Gently Weeps (check out the video on YouTube) but also to some dazzling originals from their own collection like Surf sur l’Orient. ome people from afar have thought of Kitimat as a mining community. Who could blame these folks for assuming because of our smelter that we also had a mine. But we don’t mine here, or do we? Well yes. Believe it or not, Kitimat is a mining community and we have a large mine worth millions. Ours is an open pit, or should we say an open hillside mine. Ours is known as, the Sandhill.

Kitimat Celebrates The Sandhill has historically been an essential element of Kitimat’s success. In pioneer times it was prominent. It was featured in the early 1900s with a picture in an early edition of the church newspaper, the Na-Na-Kwa. In those days, the valley did have a few hard rock mines, including the Golden Crown Mine. Since then, our most valuable and successful property has been the Sandhill. The origins of our pile of gravel goes back tens of thousands of years ago when the continental ice sheets were in retreat. In melting, the vast glaciers left huge ground-up rock or gravel deposits known as moraines. The Sandhill is a particularly deep deposit of material which at one time

STEWART - Another swift rescue made by an RCMP helicopter has a 55 year old male thankful to be back home with his family and friends. On September 20th, 2013 the 55 yearold Anahim Lake man set off with a group of friends to collect mushrooms in a location 12 km up the Van Dyke Forest Service Road which is 107 km north of Kitwanga on Highway 37. Stewart RCMP were called at approximately 2 pm the following day, September 21st, after the man got separated from the group and they could not locate him on their own. Several members from the Stewart Search and Rescue Team and one member of the Stewart RCMP were deployed to the area. Members were advised that the missing male was not properly equipped to stay in the wilderness overnight and temperatures were dropping. The man was not lo-

RCMP Air 4, KamloopsRCMP Helicopter Air 4, was in the area for an unrelated operational requirement but was available to assist with an aerial search. At approximately 1:30 p.m. RCMP Air 4 spotted some smoke in the search area and the ground search crew was directed towards it. By 2:15 p.m. the search crew located the male in good shape and the crew helped walk him out. Despite being dehydrated, hungry and cold from the 48-hour ordeal, the man was in good health. When questioned about the delay for calling police, the group was under the impression that they had to wait 24 hours before reporting someone missing. This is not the case and RCMP urge the public to contact police as soon as possible with any missing or lost per-

PRINCE RUPERT - For more than three decades, the Prince Rupert Harley Riders group have taken to the streets around town to make Christmas merry for those in need. This year, riders of all makes and models will want to bring their bikes to Grenville Court on Oct. 5 for the 32nd Annual Toy Run. The bikes will be leaving the Salvation Army Corps at 1 p.m. and making their way to five points around town, as well as a stop for a barbecue at the Port Edward Fire Hall, for a poker run. After the ride there will be a dance with entry by a donation of $10 or a toy. The riders will also have t-shirts for sale the day of the ride and the weekend after in the Rupert Square Mall. As with past years, all of the money raised and toys collected are donated to the Prince Rupert Salvation Army to be distributed during the
holiday season. Harley Riders president Norm Sklapsky has set a goal of $10,000 for this year,. “We work hard up to the first week of December to collect cash donations, which give us more time and companies more time to meet our goal,” he said, noting his fifth year organizing the ride will also be his last. “After five years, any community group president should pass the torch down to the next member. They can meet or beat what has been produced in the last five years, but it is a lot of hard work. It certainly doesn’t come easy.” Last year’s ride collected $10,200 and 281 toys, the largest yet and well ahead of the numbers from 2011. In the last 31 years, the Harley Riders have collected just under $300,000 and approximately 6,000 toys for the Prince Rupert Salvation Army. “I jut want to thank all of the merchants, businesses and the people of Prince Rupert,” said Sklapsky.

Spectra discusses LNG competition By Shaun Thomas THE NORTHERN CONNECTOR
PRINCE RUPERT - It’s not often that the supplier of a product will find itself competing with its customers. But Spectra Energy vice-president of Canadian LNG Rob Whitwham told members of the Prince Rupert and District Chamber of Commerce that is exactly what is happening in the LNG industry. “The problem right now is that the United States is our only export market for Canada. It is the only country we send LNG to. But because of the same advancing technology in the industry in Canada, they are increasingly able to access their own LNG ... so our only export market isn’t going to need us any more,” he explained, noting the U.S. is ahead of Canada in some respects. “The U.S has some import terminals on the gulf coast that are being repurposed for export ... while all of the projects here are what we call greenfield projects, meaning the infrastructure needs to be built from the ground up, the projects in the U.S. are brownfield, meaning the infrastructure is in place. The advantage we have is we are closer to the market, meaning less sailing time.” At the moment the industry in B.C. is experiencing significant growth, with Whitwham noting production in B.C. could surpass Alberta later this decade. However, for that to happen, he said there needs to be more movement on the export terminals being proposed. “The critical issue is the lack of markets. Access to markets will determine how much is produced,” he said, adding he is doubtful all of the projects proposed will move forward. “There are, I believe, seven projects proposed and others to be proposed. At the end of the day there won’t be seven projects developed. There will be a few, but there won’t be seven.” Whitwham also mentioned the different pricing structures in place that some point to as complicating

commercial agreements between Canadian producers and Asian customers. “In B.C gas will sell between $3 and $4, but in Asia it is quite different because they have no indigenous supply ... that same gas in Asia would sell for $16,” he explained.

PRINCE RUPERT - After walking more than 7,400 kilometres across Canada, a group aiming to raise awareness and demand justice for the hundreds of missing and murdered women in Canada completed their cross-country journey in Prince Rupert on Friday. The Walk4Justice group, led by Gladys Radek, began the Tears4Justice Walk in Nova Scotia this June. The group was welcomed to Prince Rupert at a ceremony held Saturday evening, where the topic of Canada’s missing and murdered women was discussed at length. The subject is personal for Radek as the aunt of Tamara Chipman, who went missing between Prince Rupert and Terrace on Highway 16 in September of 2005. Chipman was last seen five kilometres east of Prince Rupert, and was said to be hitchhiking. She has not been seen or heard from since. After Chipman disappeared, Radek began researching the topic of murdered or missing women and was astounded with how many cases there were. Radek participated in the Highway of Tears March in 2005 from Prince Rupert to Prince George, which was initiated by Florence Naziel. Years later, little had changed. “When 2008 came around, I couldn’t help but notice the Highway of Tears initiative was slowly falling to the wayside. I couldn’t help but to wonder why. Is it because this government doesn’t care about our people?” Radek asked during the welcoming ceremony on Saturday. Radek started Walk4Justice in 2008, along with Bernie Williams, to raise awareness and demand justice for the alarmingly high number of women who have gone missing across the country, a majority of which are aboriginal. Since the first event, Radek and other Walk4Justice members have been on three walks using var-

This year’s campaign was called the Tears4Justice Walk, ending the cross-country journey by walking the Highway of Tears. “Having walked across this nation several times, this is the most beautiful, most pristine area in Canada with the deepest, darkest secrets,” Radek said. Radek was joined by Mable Todd, a 78-yearold Fort St. James women, Willy Abraham from Haida Gwaii and Hartley Bay’s Alec Clifton. Todd, Abraham and Clifton have participated in all of the Walk4Justice journeys over the years. Additionally, along the route, the crew was joined by newcomers William Dick in Ottawa, and Kelly Houle in Winnipeg. After walking the Highway of Tears, the group approached Prince Rupert on Friday evening. They were joined by a number of people outside of Prince Rupert who completed the cross-country walk with them. The group stopped to pay their respects to Chipman at the stretch of road where she was last seen. The following evening on Sept. 21, the eighth anniversary of Chipman’s disappearance, a welcoming ceremony was held at the Fishermen’s Hall. All walkers shared their stories and reasonings for partaking. “It’s a long journey and very emotional for all of us. But we care; that’s why we walk,” Todd said. “My hearts go out to all of the people who have lost their loved ones, but most of all my heart goes out to the children that are growing up without a mother.” The ceremony ended with a candle light ceremony to honour those women who have vanished from various points across the country. The objective of the walks has been to stand in unity with all the family members to demand justice and a National Missing and Murdered Women and Children Symposium to discuss and devise a national action plan to eliminate all forms of violence against women. Steelheads beat Rampage to win Challenge Cup By Shaun Thomas

PRINCE RUPERT - The Prince Rupert Rampage competed for the 2013 Challenge Cup Saturday night, playing the defending CIHL champion Smithers Steelheads. The Rampage earned their spot in the final on Friday night with a convincing win over the Terrace River Kings. The Rampage wasted no time when they took to home ice. After a disallowed goal just 28 seconds in, captain Jared Meers picked up a loose rebound and put it into the open net past a down Garret Muir to put the Rampage up just 5:18 in. Less than a minute later, Craig Munro put another rebound through the pads to make it 2-0 Rupert. Despite chances on both sides, that would be all the scoring in the first. The early second featured back-and-forth play, with the only goal coming with 9:42 on the clock as Kory Movold dropped the puck for Meers who wristed it ove the glove of Muir. Terrace had plenty of opportunities in the frame, but Warren Hanson seemed unbeatable in the Rupert net to the delight of the fans, and the period ended 3-0 for the Rampage. The River Kings finally got on the board in the third
when captain Steve Cullis put a slapshot five hole 6:25 into the period, but it was too little too late. Joey Hidber’s shot from the blue line found the back of the net with 5:11 to play, and Gavin Harburn put one past a downed Muir with 4:20 to play to give the Rampage the 5-1 win. The Steelheads had a short bench for the final on Saturday, with 12 skaters and two goalies, but showed they came to play. Smithers opened the scoring when Ryan Green put a rebound into the open net beside goaltender Blake Buckham, and the team controlled much of the play in the first frame. The Rampage had their chances, including a penalty shot by Kory Movold that was stopped by the pads of Steven Andrade after a poke check attempt, but the first ended with a 1-0 lead for Smithers. The Steelheads finished off a tic-tac-toe passing play with 16:47, and Buckham was forced make a breakaway save minutes later. The home fans came alive with 10:30 to play when Jonathon Hunt found the back of the net after a scramble in front to pull the Rampage to within one, but that excitement was short lived. 55 seconds later, Calvin Johnson beat Buckham after a turnover behind the net, and less than two minutes later Ryan Devries

TERRACE - Twenty-one Terrace mountain bikers went all out at this year’s Flathead Flatout bike race, held at Terrace Mountain Sept. 15. Organized by Terrace Off Road Cycling Association (TORCA) and sponsored by McBike, the time-trial race, returning after a year-long hiatus, travelled the Terrace Mountain bike loop, also known as Flathead – the same route the King of the Mountain trail race started using last year. “The race went really well,” said TORCA’s Tara Irwin. “We had better than expected turnout and the race conditions were perfect.” Irwin noted that four racers were 19 and under – a promising statistic for future races. The focus this year was on fun – with eccentric prizes and a barbecue that followed – but that doesn’t mean there weren’t some exceptional race
times. Paul Betrand (37:42:00) took first place open. Willie Muller (38:36:00) – who also took the “Freaky fit for Fifty something” title – flew in second. James Clay (39:55:00), who had the “Best Decorated Bike” came in third. Travis Carter (42:02:00) took fourth. Matt Murray (42:26:00) was bestowed the “Best recovery from mechanical during race” award. And David Charette (42:48:00) took first place under 19. That would be the final as the Steelheads celebrated another Challenge Cup trophy. “We came out with a lot of energy in the first game and got some early goals. In tonight’s game, we took
too many penalties and with the skill level of the Smithers team, they could really sit back and pace the game to their liking,” said coach Roger Atchison, noting the tournament was a good way to get the players familiar with their roles for the coming season. “I think we’re going to have a lot of exciting hockey this season.” The Rampage will kick
off the 2013/2014 Central Interior Hockey League season on Oct. 5 with a visit from the Quesnel Kangaroos. And the Kitimat Ice Demons beat the River Kings in their Saturday night Challenge Cup consolation match 5-1 that saw 130 penalty minutes in total. They’ll play each other again when Kitimat hosts the River Kings for the first regular season game Oct. 5.

KITIMAT - The head organizer for this year’s community Terry Fox Run in Kitimat says they raised $2,600 this year, well ahead of last year’s $1,200 total. Christine Doherty-Maggs credits the 42 participants who came out to participate this year, which is up from the 28 participants last year. Next year’s run is already scheduled for September 14, a Sunday and the schools hold their own Terry Fox Run on September 26.
