bers of the Provincial Cabinet to discuss issues important to the City and the region. “We really appreciated the Premier, the Cabinet Ministers, and their senior staff, taking the time to meet with us last week,” says Cranbrook Mayor Wayne Stetski. “While the meetings are short and often referred to as speed dating, the purpose is to ensure that the Provincial Government is aware of what is important to the citizens of Cranbrook, so that when funding becomes available they know we are here.” The issue of managing urban wildlife, particularly deer was one of two topics discussed

with Premier Christy Clark and the Honourable Steve Thompson; Minister of Forests, Lands and Natural Resource Operations. Council expressed the need to have additional tools available around management other than culling. Mayor Stetski, along with other Mayors who together form the Highway 3 Coalition sat down with Premier Clark and the Honourable Todd Stone, the Minister of Transportation and Infrastructure (MOTI) to talk about issues facing communities along the Highway 3 corridor. Council also had an opportunity to discuss the potential of an overpass/underpass across

Around education, Council met with the Honourable Amrik Virk, Minister of Advanced Education to inquire about possible future conversion of the College of the Rockies to a University College. The replacement of Mount Baker Secondary School and Key City Theatre was the focus of a meeting with the Honourable Peter Fassbender, Minister of Education. The status of the proposed Salvation Army homeless shelter project in Cranbrook, the commitment of the Ministry to and the timeline for the project was the topic for Council’s meeting with the Honourable Rich Coleman, Minister of Natural Gas Development and Minister Responsible for Housing. A meeting with Min-

ister of Agriculture, the Honourable Pat Pimm was set up to discuss the potential development of a greenhouse industry in the City and funding opportunities around such a program. This comes on the heels of the City being named a BC Solar Community this past spring. The developing relationship between the City of Cranbrook and both Taicang, China and Wonju, South Korea was brought up in a meeting with the Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour, the Honourable Shirley Bond. Trade, business and tourism opportunities with Asia, along with opportunities for cultural exchanges of dancers, artists and musicians were also discussed with the Minister.

And the Minister of Community, Sport and Cultural Development, the Honourable Coralee Oakes met with Council. Outdated planning legislation with the main concerns being cumbersome procedures for minor variances was brought up by Council. The inability to issue development permits for discretionary uses and definitions for Preliminary Layout Approvals (PLA) was also discussed. “Many of the concerns we brought up were not news to the Cabinet Ministers,” Mayor Stetski noted, adding, “it was very clear that our MLA Bill Bennett has ensured that they are well aware of our interests, and we very much appreciate his support.”

In the weeks leading up to the rut (into November and December) bucks increase their displays of dominance and indirect threats. A dominant buck typically circles a rival with deliberate steps; back arched, head low and tail flicking. Bucks can also display dominance by violently thrashing the bushes with their antlers. “We are into a transition period, where some does with fawns remain wary and potentially aggressive toward humans with dogs,” says Mayor Wayne Stetski. “Now we could also see an increase in aggressive activity from the local urban buck population.

People want to have fun. Nowhere is this more true than in the communities of Cranbrook and Kimberley, judging from the two upcoming events and the scores of events that have taken place over the years. This Saturday, Cranbrook is having its annual Zombie Walk, where shambling husks of humanity, (actually, people in costume) will wander the streets begging for brains, or in this case, donations for the Food Bank. This same Saturday, up the road in Kimberley, a group of merchants in Kimberley have teamed up for Oktoberfest. Fun and games for the kids and even more fun and games for the adults is what is on tap. What is important to note is that these events, and others like them over the years, are driven by local residents or merchants who have taken the time and energy to put them together. Anyone who thinks that these kind of initiatives are easy to stage has never been on the planning end of one. But why would they go through all the work? After all, the past few years have been an economic struggle and leisure time has come at an ever-increasing premium. Time spent by these groups, and every group that has put fun events together over the years is time spent not making money or relaxing. There are a couple of probable answers to this question. The first, in the case of the events for worthy causes such as the Food Bank, the local hospital, muscular dystrophy or cancer research is because these groups realize the importance of the service they are soliciting dona-

tions for and are doing everything they can to help. It is no big secret that as we consistently elect governments who promise us less taxation, social programs go by the wayside, leaving altruistic citizens the responsibility to keep them afloat. For this group of dedicated volunteers there should be nothing but appreciation from the community. Of course, some of the fun events staged by local merchants or residents do not have an overriding charitable component. This does not diminish the workload or the benefit to the community in the least. What the individuals organizing the event know is that a community is more than just a place where you work, it is the place you have chosen to call home. Home, to them, is that special area where you know your neighbours by name, have shared experiences and have shared at least a few belly-laughs with over the years. Whether the event planned is for charity or fun, (or both) in the end the community is stronger for it. While people living in this area generally know and like their neighbours, this concept is virtually unknown in places like Calgary or Vancouver and is not to be taken for granted. Events such as this are the cement that bonds our communities together and they deserve our support, recognition and in some cases our money. While you are at it, make sure to shake the hand of an event organizer when you are at one of these events. They know the true value of community. For that matter, just for showing up, so do you.

Conservation fund bolsters lake ambassadors Submitted Because of a myriad of pressures on Lake Windermere from development and recreational use, the health of the waterway remains a concern for all residents, visitors and relevant government agencies. Recognizing the need for updated scientific findings and study on the lake, and the need for continued study, the Lake Windermere Ambassadors (LWA) formed and for the past three years the mostly volunteer-led organization has conducted regular water testing and monitoring of the lake. Providing some of the funds for the project has been the Regional District of East Kootenay’s (RDEK) Columbia Valley Local Conservation Fund (CVLCF), managed in partnership with the Kootenay Conservation Program (KCP) and derived from a $20 annual levy of properties in the valley by the regional government. dinator Kirsten Harma says the CVLCF was instrumental in getting the Ambassadors started with an $18,000 grant. “It was a huge component when we first started,” she said. KCP Program Manager Dave Hillary said the CVLCF has been instrumental in helping to support a wide number of projects in the Columbia Valley that wouldn’t have otherwise found funding. While some funding amounts have been “small,” Hillary noted, “Conservation impacts can be substantial.” The RDEK-collected fund generates approximately $230,000 a year and supports between 6 and 12 projects annually. “It’s been the right amount of money so far,” Hillary said. It is volunteers who drive the LWA, Harma said while riding south on Lake Windermere on a calm, sunny midAugust morning. Operating the boat was volunteer Gavin Jacobs, ferrying her

and a volunteer to three designated locations on the lake where the LWA conducts a series of tests: between Fort Point and Timber Ridge (the deepest part of the lake); off Windermere Creek; and near the south end of the lake. Harma conducts a series of tests, utilizing several thousand dollars in monitoring equipment at all three locations. The strength in the monitoring work is the bigger picture developed over time with a bank of data to consider, she said. “We can look at a number of things over time and then start to peel back the layers,” she said. KCP’s Hillary and Administrative Assistant Duncan Whittick accompanied Harma on this day, part of a program audit required to ensure the project is progressing as planned. Each project that receives funding must present two annual reports and occasionally host a field-audit. Included in the audit

was a look at the shoreline restoration work the LWA has undertaken at the southeast end of Invermere’s Kinsmen Beach. The work came about as a result of a shoreline inventory completed by the East Kootenay Integrated Lake Management Partnership. ‘The section of beach was identified as having moderate habitat values and as being somewhere where restoration could increase ecological value,” Harma said, explaining why the location was chosen. LWA have worked extensively with the District of Invermere on the project. It has included physical works to prevent erosion and planting of native plants with the goal of improving fish and wildlife habitat value. About $30,000 has been spent in the past two years, with close to that amount of “inkind” services and materials received, Harma said, adding she believes the work will

educate many lakeside property owners and hopefully spur some of them to follow suit. The time remains perfect for the LWA’s work to continue, Harma said. “The issues haven’t gone away because the boom ended,” she said, referring to the slow down of development around the lake since 2008. There remains a strong need for watershed governance, expanded lake stewardship, monitoring and education, Harma said, pointing out Lake Windermere is still a beautiful and healthy lake, even if much of its shoreline has been impacted. “But it’s not going to stay this way on its own,” she cautioned, adding she is thankful the CVLCF is available to help with the always-difficult-to-find funds for such projects as the LWA. Join the Columbia Basin Alliance for Literacy and Black Press to promote, celebrate and support literacy initiatives in your community. The Columbia Basin Alliance for Literacy (CBAL) is respected locally and beyond for our leadership in community-based literacy programs, but this success could not have been possible without the partnerships that exist across the region. Partnerships are essential to the work we do and the most effective have been a result of a few key ingredients. First, an issue or challenge drives communities to seek solutions and participation from traditional and non-traditional partners. Second, a working relationship based on mutual respect, collaboration and open

communication must be established among partners. Third, the acknowledgement of a shared goal and the steps to achieve that goal must be identified. These ingredients become the beliefs and values of the partnership and create a forward path to change. Across the region, partnerships are working to support literacy initiatives. Regionally, CBAL partners with Selkirk College, College of the Rockies, Okanagan College and College of New Caledonia to support adult literacy initiatives. As a result, more adults are able to participate in learning opportunities in non-traditional settings. These programs support the development of parenting, life, workplace and academic skills. Locally, CBAL programs are partnering daily to deliver programs. Not only does CBAL partner with colleges, but we partner with school districts, libraries and other com-

Last week I wrote about how the CDC is warning about a serious increase in antibiotic resistant superbugs like Clostridium difficile (C. diff.). In fact, this hospital has the lowest rate of C. diff infection of any hospital in Canada. Using probiotics is one of the safest and most helpful things you can do to improve your health. Not only will appropriate use of probiotics reduce your risk for infection with a superbug, you might also find that it helps lower your blood sugar, manage your cholesterol, improve your digestion, improve immunity,

help you lose weight and reduce your allergy symptoms. How is it possible that beneficial bacteria can so profoundly affect your health? Here is one example as it pertains to blood sugar: harmful bacteria produce toxins (aka waste) called "endotoxins." These endotoxins get absorbed from the bowel into the blood stream. Once in the blood stream they have access to most of the cells in your body and can bind to receptors on the surface of your cells. By binding to a cell receptor, the endotoxin will trigger the release of pro-inflammatory molecules that actually inactivate insulin receptors and block the insulin message (the insulin message is: "get that sugar from the blood to the cell!") With the insulin message blocked, sugar stays circulating in the blood where it can cause the damage we know of as diabetes. Beneficial bacteria (probiotics) reduce the amount of endotoxins in the bowel and stop the cascade I just described. This is just one pathway by which probiotics reduce disease and promote health.

Celebrating100 years of service Family mentoring program now offered Submitted The Family Mentoring program is a pilot project that is specific to immigrant families. The purpose of this project is to provide immigrant families with meaningful mentoring relationships with families already living tin the Cranbrook/Kimberley area. The mentoring families will introduce the immigrant families to services, agencies, community groups and events and recreational activities. After the families

have been matched for six months it is our goal that the mentoring families will have gained a new perspective on their community from their mentees and that the immigrant families will feel more connected to their communtiy and better understand their options for services and activities. This project was made possible through funding from the Government of Canada and Government of BC and in partnership with Columbia Basin Alliance for Literacy.

Annual Zombie Walk for the Food Bank

It’s time again for the second annual Cran brook Zombie Walk in support of the Cran brook Food Bank on October 5. For those who haven’t seen a zombie walk before, the walk is an organized public gath ering of people dressed

up in zombie costumes. In Cranbrook, the walk is a fun, family friendly parade down Main Street, which ends at Baker Park where music, refresh ments and costume judging known as “The Best Dressed Pageant” takes place. Participants bring food donations to enter both the walk and the pageant. Last year, the walk raised $1,500 worth of donations for the food bank.

About 10:20 the next morning Handy’s truck sputters to a stop and Charlotte watches in disbelief as his dog is let out to do his morning “business” on their boulevard and another cigarillo is added to their sidewalk. When asked about his late start, Handy’s “I’m here now, aren’t I?” does nothing to ease Charlotte’s still queasy stomach. Over the next two weeks Charlotte’s stomach issue intensifies and she no longer blames curry. Handy is continually late, arrives for a couple of hours and then disappears for a day or two, always has some excuse….traffic, lousy suppliers, truck problems, or sick kids. After a month of living with a ripped apart kitchen now smelling of stale cigarillos, and putting up with constant lying and lame excuses, Jim and Charlotte fire Handy, who promptly bills them for additional mate-

rials and labour and then threatens to sue when they refuse to pay. Jim spends hours calling contractors whose standard response is “we feel for your situation and what you’re up against, unfortunately we are servicing our existing clients and simply don’t have the time or resources to finish your handyman’s job.” Is there honesty and respect in their answers? Yes, but hardly comforting as the facts haven’t changed: the kitchen is still unusable, the renovation nest egg is rapidly depleting, and now poor Charlotte has developed migraines to go with her stomach issues. Jim does what any responsible husband would do and heads to Home Depot to open an account for Handyman Jim. It’s true that there are all kinds of homes for seniors, but many people believe that welcoming a still-independent elderly parent into your home can be a win-win situation, despite the hectic pace of modern life. In such a situation, seniors would have to be able to adapt to the dynamics of their new home. That could be a difficult feat for them, especially if they consider that they are past the age of being able to cope well with big changes. Indeed, their best interests must always be kept in mind. A good, clear agreement on the living situation is vital to their well-being. Honest, open, and respectful communications, compatibility of tempera-

Most executors, when asked if they would ever take that task on again, answer with a resounding “No”. Although honoured when first appointed Executor, many quickly realize they lack the legal know-how to properly administer an Estate when called upon. Most Canadians are either named as Executor in a Will or have a Will of their own in which they’ve named an Executor. As Executor, certain duties must be performed, within a certain timeframe and in a specific order. Vehicle ownership must be transferred, terminal tax returns filed, taxes paid (including the possibility of capital gains tax), property transferred, accounts closed and accurate records kept. The average estate in Canada takes 18 months to settle. Even a little planning by the testator (writer of the will) now can make a big difference to the executor later when called upon. “Executors, usually at a very emotional and stressful time in their lives, need to complete a task they have never done—or did once twenty years ago.
