An Indo-Canadian man who walks with a limp has been identified as the main suspect in the attempted murder of a Maple Ridge realtor. The RCMP’s Integrated Homicide Team re- Prokop leased a description of the man Tuesday, a month after Franz Prokop was injured while showing a sevenhectare (19-acre) property listed for sale, located on Lougheed Highway, just east of 240th Street. Prokop, with Macdonald Realty, was shot multiple times in the head just after 12:40 p.m. on Saturday, Aug. 31. The former District of Maple Ridge councillor managed to flag down a passing car, and an off-duty paramedic was one of the first people on scene.

Daykin said he’s pleased Health Canada brought in new rules, but remains frustrated that there’ll be no way to ensure to current licensees comply with them. As of September, 572 people in Maple Ridge held personal use production licenses, while 59 were designated to grow medical marijuana for others. In Pitt Meadows, there are 50 people with personal production licenses. The number of designated licenses was too low for Health Canada to disclose. Both Pitt Meadows and Maple Ridge have bylaws in the works to deal with commercial medical marijuana growers. Pitt Meadows is going to restrict the growops to industrial areas, while Maple Ridge wants them on agricultural land. Two companies have already expressed interest in setting up commercial operations in Maple Ridge.

or the past five years, the Pitt Meadows senior has been assured the medical marijuana operation across the street from his home will soon disappear. The daily whiff of pot that floats across the fields, the constant stream of traffic and unsavoury characters in muscle shirts will be gone by spring, so he’s been told after repeated complaints to RCMP and city bylaw officials. “I honestly don’t think it’s going to happen,” said the man, who asked to remain anonymous, as he was threatened by the people who operate the large medical growop on a street off Harris Road. “They’ll just carry on and do what they want.” By next spring, more than 600 medical marijuana grow operations in Maple Ridge and Pitt Meadows will no longer be legal, but there are no plans in place to ensure each one will be stop producing marijuana. Health Canada does not intend to enforce the closures, and won’t disclose where the operations are located, citing privacy concerns. Ridge Meadows RCMP and municipal staff will be tasked with tracking down the growops and ensuring they are dismantled. “Since Health Canada will no longer sell and distribute the marijuana for medical purposes after April 1, 2014, any activities undertaken by licensed individuals who disregard licence requirements may be subject to law enforcement measures under the applicable legislation,” said Health Canada spokesperson Sara Lauer. Health Canada’s lack of a plan annoys the mayors of Maple Ridge and Pitt Meadows, who are concerned that many growers will continue producing in residential neighbourhoods until they are caught. “There is no provision, no information or anything from the federal government on how they are going to wind these things up,” said Maple Ridge Mayor Ernie Daykin. “No. 1 is we want them out of our residential housing stock.” Come April 1, Health Canada will no longer sell and distribute marijuana for medical purposes. Personal and designated production will no longer be permitted and people who currently hold personal or designated production licenses will have to safely dispose of all dried marijuana and plants. “It’s a huge concern for RCMP and the Fire Chiefs Associations of Canada,” said Pitt Meadows Mayor Deb Walters. “How are we going to shut them down? That’s something they’ve not told us yet.” For Walters, it’s back to square one – municipalities with already strained resources are left to clean up a federal mess. According to statistics from Health Canada, about 21,000 people in the country hold personal or designated production licenses. “I think there is going to a lot of outrage from municipalities across Canada, “ Walters said. “They’ve left this problem for us to deal with and we have no additional resources to deal with it.” Ridge Meadows RCMP, meanwhile, are consulting with both municipalities to figure out how to tackle dismantling soon-to-be illegal medical grows. Walters believes her civic counterparts across Canada will be joining forces to deal with the new changes. “It’s just the beginning of many, many discussions that are starting to happen,” she added. “We are going to start uniting and there’s going to have to be some sort of reaction from the federal government.”

Two doormen were shot early Sunday after removing patrons from a downtown Maple Ridge pub. The men were working at the Haney Public House and had just escorted two others off the property when one allegedly returned a few min-

Jennifer Pound, with the RCMP’s Integrated Homicide Investigation Team, said despite an extensive search of the property, no one was found. Investigators are now focused on a suspect seen with Prokop. He is described as an Indo-Canadian man in his 50s, who speaks with an accent, has a full beard, a round face, wears a turban and walks with a limp. “We are still looking to identify what the motive was for this shooting,� Pound added. “We do believe it was targeted and it was planned.� Police also want to speak to anyone who drove past the Lougheed Highway property around noon on Aug. 31 and may have spotted Prokop’s dark-coloured BMW car, as well as the suspect’s vehicle – a large, dark pickup truck. Pound would not elaborate on Prokop’s condition, offering only that “he is recovering. “Our No. 1 priority is to ensure the safety of him and his family,� Pound added. “At this point, we just want to concentrate on

Bob Shantz, a lawyer who is representing Prokop in a civil suit concerning a $3.6 million lottery ticket, is pleased a suspect description has been released. “That’s some progress at least,â€? he said. The civil suit, filed in New Westminster Supreme Court, alleges Peter Dushop, who was the son of Prokop’s former common-law wife, Angelika Dushop, took a lottery ticket Prokop purchased and cashed it just prior to the one year expiry date in July 2008. • Anyone with information about the suspect is asked to call the IHIT tipline at 1-877551-IHIT. Alanna Dunlop. “The police officers who were first on scene described the scene as being quite chaotic.� People who know the doormen said both were shot in the leg. Police said the men were treated at the scene by paramedics and released. No one has been arrested.
“Investigators feel this is a targeted shooting, and are asking for witnesses who have not yet spoken to police to contact the lead investigator,� said Dunlop.

A personal agenda The furor touched off over a story about the apparent attitudes of some U.S. Customs and Border Protection members, and their effect on the questioning of Canadian visitors, seems to have taken on a decidedly partisan tone. It’s not surprising there are some Canadians more than willing to take shots at Americans or generalize about our neighbour to the south in the same shallow tone a few online commenters, apparently CBP members, used in describing Canadians in a jobforum website. Nor is it surprising that a subsequent story brought forth a link, in a comment on the same website, to the horrible experience of an American writer at the hands of an overzealous Canadian border-protection officer. Sadly, we can all readily believe such an incident took place – and many more like it that have never been reported. It is likely that many who have travelled have had experiences of bullying and intimidation at border checkpoints throughout the world – and, depending on the borders and tensions involved, to a far more horrific degree than Canadians or Americans are ever likely to receive on either side of our ‘friendly’ dividing line. But the point of the article was not to provoke some Canada-versus-America game of tit for tat. The point was to focus attention on a problem that is truly international. No matter how amicable the border, the relationship can be soured – even subverted – by the actions of a few, with economic and social effects they may never dream of. No one can argue that protecting a border isn’t a challenging job requiring unceasing vigilance. But, by the same token, just about everyone can recognize the difference between earnest diligence and the kind of lip-smacking satisfaction some individuals derive from the exercise of power. Those who abuse this power believe they exist in a world where they can’t be scrutinized like the visitors waiting in line, where complaints can disappear in a bureaucratic sinkhole and supervisors are ready to look the other way. But these same supervisors should recognize – and emphasize through training and instruction – that such behaviour is in no one’s best interest. The real dividing line in this story is not between Americans and Canadians. It is between those doing their duty and those who see fit to redefine their duties to serve a personal, not a national, agenda. –Black Press

In Sweden, the Intergovernmental Panel on Climate Change finally issued its widely leaked update on humancaused global warmB.C. Views ing. Tom Fletcher As expected, it downgraded predictions of temperature rise in the face of 15 years of measurements that show little or no average surface temperature increase. The official spin also went as expected. The revelation that more than a dozen computer prediction models have all more or less agreed, and all have been wrong, was played down. The IPCC went from “very likely” to “extremely likely” to affirm its belief in human-caused warming, even as its own core evidence went the other way. Again and again we are told that the vast majority of scientists believe in humancaused warming, and those who don’t are labeled “skeptics” or even “deniers” with hidden agendas. The problem is, science isn’t supposed to be done by polls or popularity contests, or assertions of faith like those that greeted Galileo’s wild claim that Earth is not the centre of the solar system. Before the angry mail starts to arrive, let me hasten to add I am not arguing for or against the theory of human-caused cli-
mate change. You can label me a “skeptic” as I view the temperature readings and the shifting theories advanced to explain them. Speaking of temperature data, David Suzuki had a problem with that at a TV town hall in Australia. Polite, wellinformed questions soon revealed that while Suzuki rails constantly about the horrors of global warming, he doesn’t actually know much about the latest science. As I’ve written before regarding his CBC-funded attacks on Canada’s oil and gas industry, Suzuki is not only behind on his homework, he resorts to cheap, sensational tricks to exaggerate and misrepresent hazards. His tactics are identical to the U.S.-financed environment groups that obsessively target Canadian petroleum. As for his appearance on Australia’s public broadcaster, don’t take my word for it. Just Google “An Audience with David Suzuki” and watch the show for yourself. Back in B.C., local politicians gathered in Vancouver for their annual convention. One of the most intense debates was over a call to the provincial government to declare B.C. “genetic engineering free.” The heart of this movement, which has resorted to vandalism in Europe, is hostility towards Monsanto’s “Roundup ready” seed. Speakers at the municipal convention warned of sinister “corporations” trying to contaminate and control our food supply for profit. The debate pitted hobby farmers against professionals. Peace region grain farmers said such a ban would put them out of business. Others pointed out that the province has no jurisdiction and that sci-
entific decisions shouldn’t be influenced by emotion. The session ended with a classic pseudoscientific claim. A woman who used to have a couple of bee boxes said someone’s bees died and there was a Roundup-ready canola field next door. Case closed. The misguided “G.E.-free B.C.” motion was supported by a narrow majority.

The problem is, it’s not Roundup, and it’s got nothing to do with genetic engineering. They’re called “neonicotinoids,” because they’re similar to nicotine. Old sheep farmers may recall using a crude version: tobacco soaked in water to kill insects on sheep. It’s ironic that as the “information age” accelerates, our society, overwhelmed by conflicting messages, slips back towards superstition.

The News/letters Some students do need electronics Editor, The News: Re: iPads are nice, but not a necessity (Letters, Sept. 27). I just read the article by Sue Bentley regarding CUPE and cuts that are required. She states that the tablets aren’t required, but simply a luxury. I have a son with dyslexia. If he didn’t have the use of a tablet and the programs available through the school district, my son would still be at least five years behind his classmates as far as reading and writing. With the help of the tablet, my son was able to achieve amazing leaps in education. He is now in Grade 8, loves school, reads books (actually reading now, not just read for him by the tablet), prints out all his own work rather than needing a scribe, or the tablet, He is at grade level. This would not be the case had we not had these options available to us. I agree that teachers don’t all need individual laptops, or perhaps we just don’t know how much they do need them? After all, we don’t do their job, so I won’t be judgemental in that regard. But don’t kid yourself about students and electronics. They do need them. Especially children with learning disabilities. Roadblocks to garbage pickup Editor, The News: Re: Garbage collection debate stifled (The News, Sept. 27). Why do veteran Couns. Al Hogarth, Cheryl Ashlie, Judy Dueck and Mayor Ernie Daykin continue to resist and deflect the possibility of exploring this overdue essential service and deny the citizens the right to the facts? Last year, Coun. Robert Masse had suggested to staff and council about conducting a survey at the Ridge Meadows Home Show. They turned him down. Experts in the waste management field are willing, at no charge, to meet with council and senior management and provide a demonstration on how the system works and offered to submit a cost analysis for free. I was informed they were denied this opportunity. Yet, Mayor Daykin recently said he doesn’t think companies would respond to a request for quotes. Council and staff feel there is no public interest in a district-wide collection and the public will recycle less if this service is implemented. But a citizen’s survey reported that 41 per cent of Maple Ridge residents have said they want municipal garbage pickup. One councillor stated it would cost $900 a year for this service and our taxes would skyrocket. Coun. Ashlie stated our taxes would go up by 10 per cent if we were to have this service and they would need to hire staff to deal with the complaints. Pitt Meadows doesn’t. The city waste complaints go to the contractor. Where is Maple Ridge council getting its information from? If our system is the envy of every municipality, why are we the only one left using it? Why the continued resistance from these four councillors when there is current and accurate information out there that counters everything they say?
Why the continued roadblocks? All Couns. Bell and Masse are asking council for is to put forth a request for information, not a request for tender. Maple Ridge has grown up. We are no longer a rural community. We need a council and mayor who will recognize this and move Maple Ridge forward. Whenever I’m considering buying a product or service, I do a bit of research first – quality, cost, value, other options. Then when I feel I’m educated enough, I make a decision. It’s simple and effective, much like the approach suggested by Coun. Corisa Bell regarding her proposed investigation of municipal garbage collection options. Progressive and logical down at the municipal hall? How refreshing. Oh, not so fast, kid. Coun. Cheryl Ashlie says ‘we should sit on the sidelines and watch’ to see what the MMBC (Multi-Material B.C.) proposes. But Coun. Bell suggested getting this information prior to the MMBC proposals – you know, to be one step ahead, to be prepared, to be able to progress efficiently. Good idea? Still, there are other naysayers to progress, unless it’s in the form of under-serviced urban sprawl. But all that aside, I’m at a loss as to why Mayor Ernie Daykin is afraid to get a few quotes. Apparently he said if Maple Ridge
goes on a “fishing expedition” ... “we could be on the hook for a contract.” Really? If that’s his experience with getting quotes, perhaps before he goes ‘fishing’ again he should take some casting lessons so the hook lands in the water, not the seat of his pants. Grant Baker Maple Ridge

It’s not people like me, who have little garbage. It’s the people who are too lazy to reduce their waste, but want someone else to help reduce their cost. There are contractors who already do this job, for a fair price. You make more garbage, you pay more. Very simple. But apparently to Coun. Corisa Bell this not an easy concept to understand.

The idea of putting it to a referendum shows a lack of respect for those of us who have made a difference to reduce, reuse and recycle. Also, a 10 per cent tax increase will just be the start. Gaming centre opens its doors Oct. 23 Chances will vacate Haney Bingo Plex by Phil M elnyc h u k staff reporter
Opening date has been set for the new gaming centre at the newest intersection in Maple Ridge. Chances Maple Ridge opens Oct. 23 at 5 p.m. in the new building at 227th Street and Lougheed Highway after an 11-month con-
struction period. The new centre will have 200 bingo seats, both electronic and paper, a bar-restaurant, meeting space, and slot machines. Following the ceremony the band, Atlantic Crossing will take to the stage, followed by a dueling pianos performance. In addition, a caricature artist, magician and show girls will entertain guests. “We are excited to open Chances Maple Ridge and offer our

Bridge has benefitted business park Bridge from front
“You can see most days, there’s hardly any traffic on the darn thing,” says Canadian Tire store owner Bryan Hutton, whose store is located at the north end of Golden Ears Way, which leads to the bridge. Hutton says he’s seen “no discernible uplift” from having the new connection to Surrey and Langley, adding that it may even account for a slight decrease in store’s client base as people drive south. Despite the low numbers, the toll bridge is a key to the 100-acre Golden Ears Business Centre on Airport Way in Pitt Meadows. “If that bridge wasn’t there, that park wouldn’t be anywhere near the success it is right now,” said leasing agent Chris Morrison. Development of the centre started five years ago and has now reached critical mass. “It’s been a real success,” Morrison added. The last building put up is now 80 per cent leased. The centre’s location, access rates, and lack of space elsewhere, as well as a streamlined building permit process provided by the City of Pitt Meadows, is speeding the development of the centre, he said. Phase 1 of the centre, 650,000 sq. ft., should be all
leased out by the end of the year. Bridge tolls are a factor for businesses setting up in the centre, but Morrison points out there could be tolls everywhere eventually, and at some point, people will give up trying to avoid them. Large trucks, with transponders, currently pay a toll of $6 for each crossing, while autos with transponders pay $3 a crossing. The pay-as-you-go rate for casual auto users is now $4.25 each way. Having a connection to customers on south side of the Fraser River has been a big plus for West Coast Auto Group whose Nissan, Kia, Toyota, Ford and Mazda stores are all at Golden Ears’s northern approach. “Most definitely it has,” said Scott Jones, general manager of West Coast Toyota and West Coast Mazda. “More specifically, Walnut Grove,” in north Langley. Before the Golden Ears Bridge opened, car shoppers would have to drive over the Port Mann or Mission bridges to get to Maple Ridge dealerships. Now, it’s a 10-minute drive, putting Maple Ridge dealers closer than those on the Langley bypass for Walnut Grove residents. “It’s certainly opened up the market, there’s no question about that.”
Having the connection means the dealerships can also hire from Langley and Surrey as well, with employees only having a 15- or 20-minute commute, if they don’t mind paying the toll. But it can get pricey to cross the Golden Ears, especially if families are making regular trips south for minor sports, said Jones, who said lower tolls could increase user-ship. According to TransLink, when Golden Ears was being planned in 2004, the revenue projection for 2012 was between $40 million to $70 million, with the average daily crossings projected at between 33,000 and 61,000. (Compared to actual figures of $38.9 million with an average daily crossing of 29,500.) Zein said the projections were made before the 2008 recession when the economy was growing and gas prices were lower. As well, while traffic is growing about three per cent this year, there’s no expectation in TransLink’s 10-year plan for revenue “to grow sufficiently,” to cover the annual costs. There was never a guarantee that the annual toll revenues would cover the annual cost of the bridge, he added. – with files from Black Press

Developers can build more houses in the Albion area, on smaller lots, but there will also be more money for parks, trails and other facilities in the neighbourhood. Maple Ridge council has approved the Community Amenity Bylaw, which will allow developers to pay an amenities fee of $3,100 per lot in exchange for smaller lot sizes. The funds will go into a new Albion Area Amenities Reserve Fund, and will be used for trails, parks and

community gathering places. This is a new policy in Maple Ridge, but is in use in every neighbouring community, noted Coun. Bob Masse. “This is long overdue,” agreed Coun. Al Hogarth. “Other communities have been doing this for a long time.” Frank Quinn noted it is a pilot project for the Albion area, which would be expanded to other areas of the community only as dictated by council. Coun. Corisa Bell spoke against the new bylaw, saying she wanted a firm plan of what projects the funds would be spent on. “My concern is we’ll end up with density, and the neighbourhood will get not much back
in return,” said Bell. Coun. Cheryl Ashlie answered that a lack of amenities in the Albion area has been an ongoing issue, and the bylaw would offer some solution to that. She said it is also a way for the district to gain a new source of revenue without going to the taxpayer. The density bonus structure would apply only to lands within the Albion Area Plan. Existing base density would remain in place and continue to be an option for developers, without extra cost. The area in question stretches from 240th Street as a western boundary, east to past 249th Street, and from Hill Avenue in the south, north to 113A Avenue.
The bylaw spells out that in zoning where the base density is a lot area of 2,000 square meters, the new density bonus would allow a minimum lot area of 557m. To achieve this, the minimum lot width would be halved from 30m to 15m, and the lot depth from 40m to 27m. In zones where the minimum lot size is 557 square metres, the density bonus would allow 371m square, with a minimum lot width of 12m and depth of 24m. Other density bonuses for apartments and townhouses in the area are also spelled out. Council requested that staff report on how the density bonus is being used after six months using the new policy.

Oct. 28 deadline fast approaching The Maple Ridge Art Gallery is seeking submissions for their Ensemble 2013 exhibition, the show that gives selected artists the opportunity to display of their work. There are strict limitations on size and each artist will be expected to show between three (minimum) and seven (maximum) artworks that are related in some way – either by theme, medium or are part of a series. The idea is to have each artist make a statement in some kind of unified way, so it is important that the artwork submitted is not simply a miscellaneous collection. “It’s so great to hear that local artists who have appeared in the show before are now preparing submissions for this year’s show,” commented curator, Barbara Duncan. Maple Ridge artist Tammy Routley, for instance, is hard at work on her new series called Shakespeare Owls, which she hopes to submit for the exhibition. “I started working on this series of paintings after reminiscing about attending Shakespeare plays with my family. She wondered: “If Shakespeare were alive today, texting and tweeting, what would he use as an avatar? The owl, a symbol of scholarly wisdom, seemed the perfect icon.” The ensemble show also represents a great opportunity to find a totally unique Christmas gift, and the rela-

Pitt and SRT clash for the first time Varsity rivals square off under Friday night lights by Nei l Corbe tt Black Press
The SRT Titans, in their first year of football at the varsity level, will face their crosstown rival Marauders under the Friday night lights in Pitt Meadows. “It should be a big night,” said Pitt Meadows coach Matt Todd. “We’re expecting big crowds.” Pitt has attracted as many as 400 fans for their regular games, so a contest where they face an in-town rival should bloat the crowd considerably. Todd said the kids have developed a proper cross-town rivalry playing junior football against each other. Now, both sides will arrive at the Pitt Meadows field determined to prove they are the big dog in the Ridge Meadows school district. “It’ll be a tough, hard-hitting game.” The Marauders are coming off a big 28-0 league win over the Abbotsford Collegiate Panthers on Friday. They led 7-0 at the half, and then broke the game open in the second half to improve to 1-1 in league play. High school teams are typically known to emphasize their running games, but Pitt used an aerial attack to put up points. Quarterback Jake Schuster found wide receivers Manny Gill and Justin Tweedie in the end zone, for passes of 20 yards each. Then he hit wideout Jacob Gowler with deep pass as Gowler blew past coverage, for a 40-yard pass/run scoring play. The other touchdown came from running back Brandon Stewart, who ripped the Panthers for 175 yards and a major on just 21 carries. The Grade 12, second-year starter was playing his first game of the

league game of the season, which was a close 21-18 loss to Langley. The Titans are coming off a 35-0 route at the hands of the Robert Bateman Timberwolves on the week past, so they have started their inaugural campaign in the Eastern
Conference with an 0-2 record. The Marauders are 1-1, suffering a Week 1 loss to the Mission Roadrunners, by a score of 20-6. Mission is considered one of the elite teams on the double A circuit. • Kickoff is at 7:30 p.m.
Juniors Bs stumble out of the blocks, host tough Kodiaks The Ridge Meadows Flames suffered a pair of losses over the weekend, and as the first month of the junior B season closes, they have sunk near the bottom of the standings. On Friday night at Planet Ice, the Flames put together a late comeback to salvage a point in a 5-4 overtime loss. The North Vancouver Wolf Pack led the game 4-2 with less than four minutes left to play, but the Flames scored twice, including
the tying goal with 34 seconds on the clock, to force OT. Dale Howel had a goal and two assists, Marco Ballarin had a goal and an assist, and Grant Rostvig and Vitaly Morozov both scored. Travis Oddy and MacLean Hewitt had two assists each, while goaltender Kurt Klimek make 31 saves on 36 shots. The Flames lost 2-1 to the North Delta Devils on Saturday at the Sungod Arena.
Their only goal came from Trevor Sutton, assisted by Jordan Rendle and Shawn Tilton. In goal, Tyler Read made 38 saves in a tight contest. The losses drop the Flames’ record to 1-41-1, as the Pacific International Junior Hockey League continues to include wins, losses, overtime losses and ties in their standings. The schedule is not giving the club any breaks as it enters October. This Friday night
the Flames host the tough Aldergrove Kodiaks. They have been the Harold Brittain conference champions each of the last two seasons, and are in first place again so far this year after winning five straight games. The Kodiaks are led by Stephen Ryan, who has scored eight goals in six games so far this season. • Game time is Friday night at 7:30 p.m. at Planet Ice.
