Official search halted
TERRACE - The official search for two mushroom pickers missing since Sept. 22 was suspended Sept. 29 ending seven days of looking which culminated in an all-out effort last weekend. Ike Murray, 26, and Michael Devlin Sabo, 32, have not been seen since Sept. 22 when they and another man traveled up by boat to the north side of the Skeena River east of Terrace, B.C. When the pair did not return as scheduled the afternoon of Sept. 22, the third man returned to summon help. Approximately 150 people, including community volunteers, family members, friends, a group of Canadian Rangers, members of Terrace Search and Rescue and search and rescue experts from southern BC were involved on Sept. 28, the largest search day. Dave Jephson from Terrace Search and Rescue said the decision to suspend the official search was made with difficulty. “We feel, and we believe, all efforts have been made to find them within the search area,” said Jephson. He said the search area was combed thoroughly, first by searchers calling out for Murray and Sabo and looking for smoke from a fire, for example, and then by closely examining the terrain, looking for signs the two may have been trapped or injured. But while the official search ended, an unofficial search began earlier this week with groups of people, including friends of the missing pair and family members continuing. “We, search and rescue, will go into a supportive role,” said Jephson. That includes providing maps of the area and advice. The official search was conducted under the umbrella of a provincial agency called Emergency Management BC through the RCMP.

they don’t seem to get it at all.” The City of Prince Rupert’s Official Community Plan indicates the city recognizes “the importance of providing a system of playgrounds and open space” and commits to developing “a program of playground restoration and maintenance ensuring geographic diversification”. The group notes the area is and has been a park, going back to the first city survey in 1909, and for decades, parents have taken their children and grandchildren to the park. The residents say this plan continues the trend of removing public space that has been experienced with the closure of Ridley Island
and the waterfront. “As new families move into the area, their kids should be growing up in this park ... this should concern every Prince Rupert resident because it is in our park now, but it could be theirs next. We could see condos proposed for Mariner’s Park at this point,” said Judy Warren. “We don’t want a park anywhere wiped out. People are going to think it is because this one is in our back yard, but this is about keeping Prince Rupert’s parks,” said Carol Kristmanson The city has scheduled a public information meeting on Oct. 22 at the Lester Centre of the Arts from 7 p.m. to
9 p.m. to discuss the potential for developing the land.

PRINCE RUPERT Residents in the Atlin Ave. area say plans to develop residential properties at Westview Park not only fly in the face of the city’s Official Community Plan, but are misleading and could violate both federal and provincial wildlife regulations. The park, located adjacent to the former Transition House, is home to one of only two Great Blue Heron nesting sites, known as a rookery, with at least eight nests being sighted. A letter to city planner Zeno Krekic from the Ministry of Forests, Lands and Natural Resources notes that, as Great Blue Herons are a provincially recognized threatened species and a federal species of concern, many nesting sites in the province are protected. The letter states any development would require plans to protect the nests. The recommended protection for such a site would be a 300 metre buffer area. But a notice of public meeting in last week’s issue of the Northern View outlined plans to develop the area. The letter from the ministry not only appeared in the Sept. 11 council information package, but was brought to the attention of Mayor Jack Mussallem by six residents including the Kristmanson, Rowse and Warren families. “That 300 metre buffer would cover the area down to 17th street, which means no development at all ... the heron should have settled this. It should have never gone to notice until that issue was taken care of,” said Bill Kristmanson, noting the mayor didn’t seem concerned. “It amazes me. Jack was sitting there, I was waving this heron letter at him and it was like he was looking right through me ... they cannot build there because of the heron nests, but

KITIMAT - Journalists and researchers for Canadian Real Estate Wealth Magazine have compiled a list of the top 100 ‘neighbourhoods’ in Canada which are “set to lead the country in growth.” Kitimat as a whole was placed into the top 100 neighbourhoods to invest. The list includes communities from coast to coast, and includes Terrace among those top 100. The full results of their findings was published on September 30 in their magazine. The report found a number of small towns made the list as well, including Bedford, Halifax and Cold Lake, Alberta. Researchers used a number of data to compile the list, including population, median price, price growth over 12 months, vacancy rate, infrastructure and cash flow. The magazine used 2011 population levels of 8,335, noting it was a -7.3 per cent growth rate. The average house price, they found using data from Brookfield RPS, was $222,070. The findings from Real Estate Wealth was supported by Re/Max and Verico Financial Services. Manuel Leite, the managing broker for
Kitimat’s Re/Max office, speaks cautiously about Kitimat’s investment potential, careful not to outright say it’s a sure-fire investment market, but he says there’s definitely been movement from investors in town. “I’m not too surprised [at the report] because we know a lot of activity has been going on in town,” he said. But that said, “I’m very cautious when I talk to people about the future because I don’t have a crystal ball.” That being the case, he has seen more investment sales than any of his many other years of selling real estate in the community. That includes residential properties — small bungalows have been selling fast — and commercial properties. He points to the City Centre Motel, the North Star Inn, and the Aluminum City Motel, among other properties, as having been recently sold or listed. “For awhile there we had a lot of demand for large buildings, warehouse-type buildings,” he said, saying those sorts of properties were typically selling to big companies with contracts for local construction projects like the Rio Tinto Alcan modernization. Of course investors come in all shapes and sizes and there are many individual investors as well.
RCMP issue fraud warning NEW HAZELTON - New Hazelton RCMP responded to a total of 73 calls during the period of Sept. 19-25. September 20, police were called to a report of a sexual assault. A search warrant was written to obtain evidence. The file is still under investigation. No arrests made at this time. The RCMP have received complaints that their computers picked up a virus and a notice
will inform them that the RCMP were monitoring the computer and they will have to pay a fee to have the computer repaired. This is a virus and scam and the RCMP are not involved in any way. During this week, police responded to a total of 4 calls of people apprehended under the Mental Health Act. The people were transported to the hospital.

Council defends UBCM expenses By Shaun Thomas THE NORTHERN CONNECTOR
PRINCE RUPERT - A question of cost turned into a defence of the Union of British Columbia Municipalities conference during the early portion of the Sept. 30 Prince Rupert council meeting. As part of the Committee of the Whole, Larry Golden asked how much money was spent sending five members of council to the conference in Vancouver. While Mayor Jack Mussallem told him to submit a Freedom of Information request to get that information from city staff. But what he said next clearly raised the ire of those in the chamber. “You would hope government wasn’t run by handshaking, it was run by budgeting and the best project wins. Secondly, from a former member of council, he said,’gee, when you go down to UBCM all these meetings are empty. Everyone is out shopping’,” he said.
With that, hands went up around the council table. “Each and everyone of us that went down there, we have our breakfast meeting and then go to every meeting there is. Believe me, we run from 7:30 in the morning until 7 at night,” said Councillor Nelson Kinney. “I sacrifice a lot of my personal time, a lot of my personal and I resent it when people accuse me of just handshaking and going out drinking,” said Councillor Gina Garon. Other councillors noted the importance of the so-called handshaking and getting face time with provincial leaders. “I know it does cost money to go to UBCM, but especially with the growth and development proposed for our region and that is happening, especially at this time, it is really important we have our voices heard ... I am sure you are familiar with ‘the squeaky wheel gets the grease’, and if we’re not
down there making our voices heard then we are missing out because others are,” said Councillor Anna Ashley. “The handshaking, that is where it all happens. That is where the deals are done,” said Councillor Judy Carlick-Pearson. Councillor Joy Thorkelson was the only member of council who did not attend the meeting, but said it was not because she doesn’t see the value in the meeting. “I think going to UBCM is not a waste of time. It is where we get to talk to ministers, deputy ministers and the Premier. It is not an opportunity we often get here in the north,” she said. “I think that going to UBCM is one thing that is a must for council.” After pressing for further information and again being told to submit an FOI request, Mayor Jack Mussallem cut the microphone when Golden began to speak.

Driving Force opens northwest BC branch TERRACE - One of the growing number of companies coming to the northwest in response to an improving industrial development climate officially opened its doors in Thornhill near Terrace with a ribbon cutting Sept. 24. Driving Force, which provides vehicle rental services, is based in Edmonton and the Thornhill location is its 18th outlet in Western Canada and the Arctic. This is its second location after Fort St. John in northern British Columbia and it also has an outlet in Whitehorse, Yukon. Approximately 80 people attended the grand opening. The location, which began doing business in March, has already exceeded projections, with more than 170 vehicles already on rental, and plans for fleet expansion to keep pace with demand, indicated a company press release. John Wiebenga from the Terrace Churches Food Bank was also on hand to accept a $1,500 cheque from the company. The outlet has two employees and
is overseen by Tammy Hamilton, the company’s Whitehorse branch manager. “There’s a really good fit between Driving Force’s entrepreneurial attitude and the economic growth in the northwest,” she said. Those at the official opening included Conservative Senator Richard Neufeld who once sat in the provincial legislature as provincial Liberal MLA and who also served as provincial energy minister. His wife manages Driving Force’s Fort St. John branch. Also at the opening was Al Hamilton, a defenceman in both the NHL and WHA. He was captain of the Edmonton Oilers WHA franchise for four seasons. Driving Force president Jeff Polovick says that the company’s culture of service is the key to its success, dating right back to its founding in 1978. “We always knew that this was a service business and that the way to succeed was to exceed our customers’ expectations in everything we do,” said Polovick.

Terrace council passes zoning for hotel and a vet clinic

TERRACE - City council has adopted zoning amendments helping clear the way for the construction of a hotel
and for renovations for a new veterinary clinic. The hotel would belong to the regional Sunshine Inn and Suites network owned by Smithers developer Kim Tran. Tran has al-
ready received a zoning amendment allowing him to build more floors than normally permitted under C3 zoning and detailing how he’ll be able to add apartment/condominiums to the planned

Contract costs should not be a surprise, says education minister By Tom Fletcher The Northern connector
VICTORIA - Education Minister Peter Fassbender says boards protesting the cost of a 3.5 per cent raise for school support should have known it was coming, but some opted to wait and hope for an NDP government to take over. Fassbender said in an interview that school trustees have been working with the education ministry for months on “savings plans.” They knew the B.C. Liberal government would not increase budgets to cover a raise for workers who haven’t seen one in four years, and have been without a contract for more than a year. “I think there was some hope on the part of some [trustees] that we would, with our backs to the wall perhaps, come up with additional dollars,” Fasssbender said. “And the other reality, quite honestly, was that up until May 14 there was some anticipation that there was going to be a change of
government.” Trustees around the province are grappling with added costs for contracts with 69 union locals representing education assistants, bus drivers, custodians and crossing guards. Mostly members of the Canadian Union of Public Employees, support staff workers are currently voting on a two-year tentative agreement that is already more than halfway to expiring next June. Union locals and boards of education must all vote to ratify the agreement by December for it to take effect. It includes a one per cent raise retroactive to July 1, another two per cent starting Feb. 1 and 0.5 per cent in May 2014. Districts calculate costs from the deal to be more than $2 million in Vancouver, $700,000 in Chilliwack and proportional amounts in other districts, most of which have already cut services due to declining enrolment. Fassbender said the support staff settlement meets the government’s “cooperative gains”
mandate imposed on all public service unions, because CUPE chose to accept a smaller raise and protect its ability to bank sick days.
The ministry’s new chief negotiator, Peter Cameron, offered CUPE two per cent raises in each year, as other government workers have received, but the
tradeoff was to give up accumulating unused sick days. School support staff and teachers are the last provincial government unions to ac-
cept a “cooperative gains” contract. Fassbender and Premier Christy Clark have offered to fund raises for teachers, if they will agree to a long-term
settlement. Fassbender said the expired support staff contracts had to be dealt with first, and new negotiations with CUPE will have to begin soon.
CITY OF PRINCE RUPERT Notice of Elector Approval Process in relation to City of Prince Rupert Airport Authority Agreement Loan Authorization Bylaw No. 3333, 2013 The City of Prince Rupert gives notice that it is seeking the approval of the electors to borrow a sum not exceeding $7,000,000 to loan to the Prince Rupert Airport Authority for the purposes of airport terminal renovation, airfield and access road asphalt refurbishment. The maximum term for which debentures may be issued is 20 years. This borrowing will not result in an increase to property taxes. Elector Approval Council may adopt the City of Prince Rupert Airport Authority Agreement Loan Authorization Bylaw No. 3333, 2013 unless at least 10% of the electors of the entire City of Prince Rupert sign elector response forms and submit them to City Hall by the deadline of 4:30pm on Tuesday, November 12, 2013. If 10% of the electors sign and submit elector response forms by the deadline, Council must obtain the assent of the electors before proceeding. This approval process applies to the entire area of the City of Prince Rupert.

Nov. 1, 1954 - Sept. 19, 2013 With sadness we announce that Terry James Intermela, born in Prince Rupert November 1, 1954 and lifelong resident, passed away at peace September 19, 2013. Eldest son of and predeceased by James "Whitey" Intermela and Victoria Laura Lewis, he is survived by his partner in arms, Ann Strutt of Prince Rupert, brother Don and nephew James and niece Melody of Hazelton.

A founding member of Prince Rupert SPEC and delegate to the Labour Council, he was a letter carrier, welder, pulp mill worker, and last served as Coordinator for the Prince Rupert Unemployed Centre Society where he successfully assisted people with compensation and benefit claims. Terry was an early and committed fly fisherman and had great respect and many tales to recount about the rivers of the northwest. He apprenticed on Kloiya Creek and spent many seasons fishing the Copper, Babine and Kispiox among others. His participation in school band and accomplishment on the classical guitar established a love of music which he believed could be (and was) enhanced by a dram of scotch. He was widely read, packed a keen and humorous intellect, and campaigned for the NDP and progressive causes. A loyal fan of the Detroit Red Wings, he left us with his Atlanta Braves looking hopeful for the World Series. Prince Rupert to the core, his many friends and colleagues miss a true original who lived life by his own definitions.

CIHL season opener sees rivals face off By Cameron Orr THE NORTHERN CONNECTOR
KITIMAT - The Kitimat Ice Demons will start the 2013-14 CIHL season on home ice, with perennial rivals the Terrace River Kings as the first opponents for the new season. They’ll face off tomorrow night, Saturday, Oct. 5 at Tamitik Arena in Kitimat. Both teams had close games last season, with the Ice Demons winning three of four and losing on home ice to Terrace on December 7, 2012 by a close score of 5-4. Kitimat also despatched the River Kings in the playoffs in two games winning 4-3 on home ice on January 26 and eliminating Terrace in a hard-fought game, 7-4 on February 2. And last month at the 2013 Challenge Cup in Prince Rupert, Kitimat beat Terrace handily, 5-4, in the consolation final. The opening weekend is a double header, with the Quesnel Kangaroos, who start their season in Prince Rupert on Saturday, providing opposition for a 1:00 p.m. start on Sunday, the first of three Sunday games the Ice Demons will play this season. The Demons then go on the road playing in Prince Rupert on October 12 and against the Houston Luckies in Houston on October 19. The away trip winds down October 20 when the Demons will be in Smithers to play last season’s league champions, the Steelheads. The River Kings host their openers next weekend, with two games back-to-back against the Williams Lake Stampeders Saturday night and Sunday afternoon.

PRINCE RUPERT - After briefly joining the team last year, Prince Rupert Minor Hockey product Devin Oakes will be joining the Kamloops Blazers for the 2013/2014 Western Hockey League Season. Oakes played the last season with the Kamloops Storm of the Kootenay International Junior Hockey League, though his season was cut short by injury. Oakes played 32 games during the season scoring eight times and adding 13 assists for 21 points. This year, the Prince Rupert native will wear #23 on the ice and be with the Blazers for the rest of the season. Just like you don’t expect to see a figure skating champion emerge from an upbringing in the Sahara Desert or a golf star grow up in the Antarctic, it’s mind-boggling to consider that one of the world’s best snowboarders and a favourite for a gold medal or two in Sochi, Russia next February, is a teenager from the flatlands of Regina, Sask. Mark McMorris, 19, known as a superstar in the snowboarding world, is still probably the second-best-known member of his family in Saskatchewan, because his father is Don McMorris, an elected member of the Legislature since 1999 and a member of Brad Wall’s government caucus as Highways Minister. How big a star has Mark become? A few weeks ago, the venerable New York Times ran a 2,800-word feature on him, head-
