Burnaby council and pitbull advocates do appear to agree on one thing: it’s irresponsible dog owners who are the problem, not the breed itself. It’s how to address the problem where they differ. On Monday, council unanimously approved changes to Burnaby’s animal control bylaw that sets out increased fees and fines for infractions by vicious dogs, of which pitbulls are the only breed specified. Before that, biologist and animal behaviour expert Jason Jones reiterated what others have said, that the focus should be on irresponsible owners’ behaviour and not on the breed itself. Alisha Robie, manager of a Tisol pet supply store in North Burnaby, expressed concern the proposed changes had some customers stating they wouldn’t support city hall by shopping at Burnaby businesses. Mayor Derek Corrigan was skeptical of such an impact since Burnaby’s bylaw, which requires pitbulls to be muzzled in public, has already been in place for 11 years. Please see PITBULL’S, A3

Local man still missing after three weeks Claire Paradis Black Press

It’s been more than three weeks since a Burnaby man went missing not far from Nakusp, east of Vernon. Nakusp RCMP and Arrow Lakes Search and Rescue are still on the lookout for Kyung Chun, 71, who went missing while picking mushrooms with a friend. Campers in the area alerted RCMP on Sept. 12 that a van appeared to be stuck and hadn’t moved for about five days. The van, full of Pine mushrooms, was in a spot about an hour drive into the bush and away from a base camp. Chun’s mushroom-picking partner has contacted his family and told them Chun had left the van to pick

mushrooms and hadn’t returned. The partner waited by the van, and eventually made his way north, hitching a ride to Revelstoke. It was only after he had made his way back to the Lower Mainland that the police were notified of Chun’s disappearance. RCMP have now spoken to Chun’s friend, but no new information was discovered. No foul play is suspected. A search began Sept. 19 and has been ongoing since. Arrow Lakes and Castlegar Search and Rescue also searched for Chun over the Sept. 28-29 weekend. “Unfortunately, chances of survival are slim at this point,” said Sgt. Darryl Little of Nelson RCMP.

Border security It seems everyone has a border horror story to tell. Sometimes it’s a zealous customs officer who insists on going through every rote question about the intent, duration and nature of your visit, even if you’re just popping over the line for a tank of gas or jug of milk. Sometimes it’s a wave to the inspection lane. Followed by a hand-wringing wait as officers peer into every nook and cranny of your vehicle Sometimes it’s just about enduring the interminable lines when only one or two booths are open at the end of a holiday weekend. No matter how honest we are, sweaty palms and a hushed, serious demeanour always seem to be a part of the border experience. Border security officers have a tough job. Some of them don’t always do it with a smile on their face, or humour in their voice. A few seem to even relish the power they hold over the fate of individuals trying to enter their country. This goes for both sides of the line that separates Canada from America. Most of us can recognize the difference between diligence and power-tripping. Those who abuse the power of their position feel they are above reproach. They’re confident complaints will be swamped by bureaucracy, their bosses will look the other way. But bullying, over-aggressive behaviour by those entrusted as their country’s gatekeepers doesn’t serve anyone whether they’re regular visitors, tourists or residents. Or keep the country they’re protecting any safer. Proper training of border officers ensures everyone who comes through their station is dealt with in the interest of their country’s security and economy, not to make themselves feel better about their rotten day.

Knock, knock! Who’s there? Within a one-minute walk of my home there are five empty houses. One has been empty for 26 years. Fortunately it is well cared for; gardeners come to cut the grass and prune the shrubs. A maintenance company checks for wear and tear, leaks, wasps nests, and squirrels in the attic. A young couple lived in it for six months in 1989, but no one has since then. One house has been empty for 14 years, another for 11 years. These are big homes. The other two are more recent—vacant less than five years. I’m surprised they aren’t rented out. Someone owns these homes and pays taxes, pays upkeep or security. It’s a bit strange, like dead teeth in an otherwise bright smile. Friends who live in condos say there are empty units, some for more than five years. There may be a rule against subletting, or perhaps the owners think of it as a bank account, a term deposit with hefty fees. They can’t all be mysterious overseas owners, can they? A colleague lives near Queen’s Park in New Westminster and

Anne Hopkinson says the same thing. As she runs she notices homes that are vacant: no garbage or recycling bins on the curb, overgrown lawns and gardens, and piles of soggy flyers on the doorstep. The up side is that they are quiet neighbours. Usually that’s a good thing, but some houses are dead quiet when they shouldn’t be. My house in Victoria is empty too. It’s a lovely old house right on the harbour. I own it with the rest of the citizens of B.C. But this house, the provincial legislature, is empty because of a political decision to avoid debate. I’m not a political pundit but even I am suspicious when the legislative assembly has only sat for 36 days out of 579. I know, Christy says she wants to “go out and talk to the people of B.C.” rather than “close

herself off in Victoria” but really, it’s just not enough democracy for me. I need to see the house full and functioning to have confidence in the government. She didn’t attend the 17-day summer session. Now they won’t meet until February? Not good enough. What about accountability? The purpose of an opposition is to question the government on its policies and programs. They can’t do it if the Legislative Assembly doesn’t meet. Freedom of speech is a hollow principle if there are no speeches being made. My house by the river in Ottawa is empty too: another political decision to avoid debate. Yes, the Senate scandal is embarrassing, and Mr. Harper did appoint Pam (Wallin) and Paul (Duffy), but what’s with the cowardice? Some call it political manoeuvring, political smarts, but to me it looks weak. He’s using time as a damper on hot issues. We are promised 35 days out of the usual 55 for a fall session. What’s with the dwindling democracy in Canada? The old quote “Not only must justice be

done, it must be seen to be done,” can be applied to government. Not only must governing be done, it must be seen to be done. And I don’t see it. And I’m just a barely political retiree from Burnaby! If I’m ticked off about abandoned and deserted legislatures then we know it’s bad. Ask pollsters why more people don’t vote in provincial or federal elections—this is one of the reasons. I want debate. I want both sides of an argument. I want to hear the facts and questions the government doesn’t want me to hear. And I want to know if the opposition is doing its job. If democracy falls in parliament and no one is there to hear it … The trouble is that nothing is more important to Ms. Clark and Mr. Harper than getting elected and staying in power. Secondary suite program gets go-ahead Wanda Chow

A program to allow secondary suites to be legalized in Burnaby will start in January but will not be enforced until Jan. 1, 2015. That will allow time to educate the public and implement the program, said city council, which gave the go-ahead to the program Monday. Property owners wanting to legalize their suites will have to meet certain requirements, bring the units up to building code standards and pay for their fair share of city

services. The decision came after the results of a public consultation process found majority support for the program among survey respondents. “I think a lot of people have been waiting a long time to see this,” said Coun. Pietro Calendino, who noted one of the aims was to create more affordable housing. Once implemented, the program will mean people won’t be forced to be evicted because there was no provision to legalize suites, Calendino said. Currently, all it takes to shut down an illegal suite is a complaint from a neighbour. Coun. Paul McDonell said the program will help address

safety issues in some suites. During his days as a firefighter he often came upon suites “where the outcomes were not very good” because owners cut corners, creating fire traps and hazards. Mayor Derek Corrigan noted Burnaby drew on the experience, both good and bad, of other cities in creating its program. He noted that the additional charges for legalized suites will likely lead to higher rents and some housing will be lost through the city’s enforcement efforts. “It doesn’t in the short term create more suites. In the longer term it will create higher-quality suites.”

‘Keep an eye on what you fry’

This year’s theme for Fire Prevention Week is ‘Prevent Kitchen Fires.’ Cooking is the leading cause of home fires, according to the National Fire Protection Association.

Come meet local firefighters at Lougheed on Saturday As part of the annual Fire Prevention Week, the Burnaby Fire Department will be at the Lougheed Town Centre on Saturday, Oct. 5 for a fun and informative display related to Fire Prevention and Safety Awareness. Remember to check the batteries in your smoke alarms at regular intervals and ensure your family has a Fire Escape Plan! Always plan to have at least two fire escape routes that all family members are familiar with. Demonstrations will include the proper use of fire extinguishers, featuring a piece of specialized equipment that simulates an actual fire.

We will also have information pamphlets on had regarding Smoke Alarm & Carbon Monoxide Alarm recycling, as well as many other fire related topics. Firefighters will be available to provide fire safety information and to answer and fire related questions you may have. How often has the doorbell rung or a child interrupted you while you were cooking, causing you to forget about the chicken you left sizzling on the stove—until smoke filled the house? If this scenario or a similar one sounds familiar to you, you may want to think about it a little more because it’s likely that you, a friend or family member has run the risk of having a dangerous fire. As Chief of the Burnaby Fire Department, I often talk to people about the ways they can stay safe in their homes. Too often, we have that talk after they’ve suffered a damaging fire. It’s my hope that people reading this article won’t have to learn the hard way. If I could give just one fire warning, I’d say, “Keep an eye on what you fry!” Why? Because cooking is the leading cause of home fires, according to the nonprofit National Fire Protection Association (NFPA). The latest statistics from NFPA say U.S. Fire Departments responded to an estimated annual average of 156,600 cooking-related fires between 20072011. We’re joining forces with NFPA and thousands of other fire departments across North America to commemorate Fire Prevention Week, Oct. 6-12, “Prevent Kitchen Fires.” The theme reminds us that leaving cooking unattended and other unsafe kitchen practices are a recipe for disaster. Often when we’re called to a cooking-related fire, the residents tell us they only left the kitchen for a few minutes. Sadly, that’s all it takes for a dangerous fire to start. The bottom line is that there’s really no safe period of time for the cook to step away from a hot stove. A few key points to remember: • Stay in the kitchen when you are frying, grilling, or broiling food. If you must leave the room even for a short period of time, turn off the stove. • When you are simmering, baking, or roasting food, check it regularly, stay in the home, and use a timer to remind you.

Burnaby Fire Chief Doug McDonald • Keep cooking areas clean and clear of combustibles (e.g. potholders, towels, rags, drapes and food packaging). • Keep children away from cooking areas by enforcing a “kid-free zone” of three feet around the stove. • If you have a fire in your microwave, turn it off immediately and keep the door closed. Never open the door until the fire is completely out. If in doubt, get out of the home and call the fire department • Always keep an oven mitt and a lid nearby. If a small grease fire starts in a pan, smother the flames by carefully sliding the lid over the pan (make sure you are wearing the oven mitt). Turn off the burner. Do not move the pan. To keep the fire from restarting, do not remove the lid until it is completely cool. Never pour water on a grease fire. If the fire does not go out, get out of the home and call the fire department. • If an oven fire starts, turn off the heat and keep the door closed. If the fire does not go out, get out of the home and call the fire department. A cooking fire can quickly turn deadly. I have seen too many homes destroyed and people killed or injured by fires that could have been easily avoided. Please heed these simple safety rules. What is your escape plan? Statistics reveal that 78 percent of deaths from fire occur in the home, with most of the fatalities taking place between 2 and 4 a.m., while occupants are asleep. That is why it is critical to develop an escape plan, because one needs to react quickly.

Develop and Practice a Fire Escape Plan • Install smoke alarms on every level. Keep smoke alarms clean and dust-free, checking monthly. Replace batteries yearly and alarms every 10 years. • Draw a floor plan of your home showing all possible exits from each room. • Where possible, plan two exits: a main route and an alternate route from each room. • Since the majority of fire deaths occur while you are sleeping, practice your plan at night as well, getting down on your hands and knees with a flashlight while crawling to safety. Heavy smoke impairs breathing, which is why staying close to the floor increases chances of escape.

• Fireplace: always use a fire screen, ensuring it is the appropriate size for the fireplace opening. • Do not overload electrical outlets or use extension cords in the place of additional outlets. • Smokers should check furniture for fallen cigarettes or embers, which can smoulder undetected for hours before bursting into flames. • Ensure careful use of smoking materials and extinguish in water before disposal. • Never leave cigarettes in an ashtray unattended. • Use ashtrays with a double rim and deep centre. • Keep matches, lighters and lit candles out of the reach of children. • Never leave lit candles unattended.

BedRoom • Install at least one smoke alarm outside each sleeping area. For improved safety, install a smoke alarm in every bedroom. • Check electrical appliances regularly: electric blankets, heating pads, curling irons, radios, televisions, irons. • Bedrooms should be non-smoking areas. In 2011, cooking was involved in an estimated 156,300 home fires that caused more than 470 deaths, 5,390 injuries, and $1 billion in property damage in North America. These numbers could be greatly reduced if people paid more attention when they cooked and practiced simple fire safety behaviours.

• When choosing a costume, stay away from billowing or long trailing fabric. If you are making your own costume, choose material that won’t easily ignite if it comes into contact with heat or flame. If your child is wearing a mask, make sure the eye holes are large enough so they can see out. • Provide children with flashlights to carry for lighting or glow sticks as part of their costume. • Remember to keep exits clear of decorations, so nothing blocks escape routes.

• Dried flowers, cornstalks and crepe paper are highly flammable. Keep these and other decorations well away from all open flames and heat sources, including light bulbs and heaters. • It is safest to use a flashlight or battery-operated candles in a jack-o-lantern. If you use a real candle, use extreme caution. Make sure children are watched at all times when candles are lit. When lighting candles inside jack-o-lanterns, use long fireplace-style matches or a utility lighter. Be sure to place lit pumpkins well away from anything that can burn and far enough out of way of trick-ortreaters, doorsteps, walkways and yards.

• Tell children to stay away from open flames. Be sure they know how to stop, drop and roll if their clothing catches fire. (Have them practice stopping immediately, dropping to the ground, covering their face with hands, and rolling over and over to put the flames out.) • Use flashlights as alternatives to candles or torch lights when decorating walkways and yards. They are much safer for trick-or-treaters, whose costumes may brush against the lighting. • If your children are going to Halloween parties at others’ homes, have them look for ways out of the home and plan how they would get out in an emergency. Woman seriously injured in Kingsway crash

Pickup driver may have made illegal turn: RCMP A woman was sent to hospital with serious injuries after a crash involving her sedan and a pickup truck on Kingsway at Imperial Street Wednesday morning. The accident happened at about 6:15 a.m. and disrupted traffic in the area for about two hours, said Burnaby RCMP Staff Sgt. Major John Buis. From the initial investigation it appears the pickup truck, being driven by a man in his 20s, may have made an illegal left turn. “The truck driver was BUIS westbound on Kingsway and began a left turn onto Imperial, failing to yield to the eastbound car,” Buis said. “The force of the impact drove the car underneath the truck.” Both vehicles sustained major frontend damage and airbags were deployed. Despite media reports the car rolled over, Buis said that was not the case. “It did not flip but [firefighters] had to cut the roof off to get her out.” There were no indications alcohol or drugs were involved. Police continue to investigate and the pickup driver could face charges, he said. While serious, the injuries sustained by the woman, who is in her 30s, were not believed to be life-threatening. twitter.com/WandaChow
