Blueberry harvest back to normal near record cranberry crop ripening for thanksgiving by Ne i l Cor be tt staff reporter

Colleen Flanagan/the newS

A worker harvests cranberries at the Golden Eagle Cranberry Farm along Rannie Road on Tuesday.

The worldwide crash in honey bee populations hit home for blueberry farmers in Pitt Meadows and Maple Ridge this summer. Blueberry producers found this year’s harvest somewhat disappointing, in that it returned to normal. A lack of pollination was one of the negative factors. After a 2012 bumper crop that produced 115 million pounds of blueberries in B.C. – virtually all of it grown by Lower Mainland farmers – production slid back 105 million pounds this year. This is the key crop for area farmers. Some 95 per cent of all high-bush blueberries grown in Canada are produced in B.C., and Pitt Meadows and Maple Ridge are one of the most productive regions. Ideas for a vibrant downtown Some on council feel trouble in area has lessened by P h i l M e l nychuk staff reporter

It’s time to loosen the rules a bit and make it easier for restaurants and store owners to use the sidewalks outside their businesses and make Maple Ridge more of a happening place. “I do feel that we’re over regulated,” Coun. Cheryl Ashlie said Tues-

day. “We have so many regulations on how we use the streets that we’ve pushed everybody inside. We have regulations for something that’s never occurred.” Providing pedestrians and the disabled still have a clear path along the sidewalk, businesses should be encouraged to set up tables or display products as a way bringing life to downtown streets. She was commenting after council looked at a wish list from the Vibrant Downtown Task Force that tossed out ideas on how Maple Ridge’s core area could be im-

proved. More free Wifi locations, better lighting, a night market on 227th Street, better signs to show people how to get around, and painting Hogarth the store front windows of vacant buildings so they present a better appearance were some of the suggestions

from the 15-person task force. Adding more playground equipment for kids in Memorial Peace Park and putting an off-leash dog area in the downtown were two other ideas. In the summer in Penticton, parking lanes are used to detour pedestrians around the sidewalk cafes, allowing businesses more room for outdoor sales, Coun. Al Hogarth said at council’s workshop. “Maybe that’s something we can take a look at,” providing businesses agreed to the parking stall loss. See Downtown, p8

Sockeye salmon numbers sink this year Only nine counted in South Alouette River by Phil M elnyc h u k staff reporter

The long awaited rebuilding of the sockeye salmon run in the South Alouette River will have to wait a while longer because it’s not making any great leap forward this year. “We’ve had small numbers of sockeye,” returning, said Greta Borick-Cunningham, with the Alouette River Management Society. Some years, more than 100 sockeye can be found in the South Alouette River, either Allco hatchery or at the base of the B.C. Hydro dam trying to get into the Alouette reservoir so they can spawn. This year, though, only nine showed up. “It’s not a great number, so it was going to be a small year anyways,” said Borick-Cunningham. The society is trying to rebuild the run by letting thousands of sockeye fry over the top of the dam in the spring so they can migrate down the South Alouette River to the Pacific Ocean. But a fish ladder is needed to connect the lake to the river before the run can be fully restored to pre-dam and pre-1925 levels of about 250,000 sockeye. In the meantime, pink salmon are back in the both the Alouette system and Kanaka Creek. “It’s like flicking on a light switch,” said Ross Davies, with the Kanaka Education and Environmental Partnership Society. Since the fall rains came in and raised stream levels, pink salmon have made their way up to Kanaka Creek from their staging point in the Pacific Ocean near Vancouver International Airport. “Since the run took off in 2009, we’ve been getting up to 2,000 to 3,000 every two years.” The pinks are on a two-year life cycle. Davies said the fish were eliminated from the Kanaka system in 1955. “All the restocking efforts, for some reason,

The numbers could be between 2,000 and 10,000, in the next few weeks. “Chum usually peak around Halloween, the coho usually peaking mid- to late- November.” Noons Creek Hatchery in Port Moody

is asking people to keep their dogs out of spawning streams at this time of year. If a dog scares a female salmon during spawning, it can result in the loss of up to 3,500 baby fish, says the hatchery. This year’s hot and dry summer was touch and go in the Kanaka system. “In the summer we had some low water, but it seemed that any time things got close to critical, we’d have some rain, so it was pretty nice.” Davies said the new water control device in

Spencer Creek, where it connects to Kanaka Creek, is making it easier for fish to move back and forth in the Albion flats. That’s resulted in coho moving into the flats, almost near the sports fields.

Salmon return KEEPS is hosting the Return of the Salmon event Oct. 20 at the Kanaka fish fence, at where the creek crosses 240th Street.

“It has not been an ideal year, but it has not been a disaster either,” said Mike Makara, the outgoing chairman of the B.C. Blueberry Council. There are not enough bees in B.C. to pollinate all the crops, and Fraser Valley producers have been bringing in boxes of hives from Alberta to do the job each year. However, this year the beekeepers themselves had difficulties keeping their insects alive, and Fraser Valley farmers worried that the diminished hives might not be worth the investment of up to $100 per hive to bring them here. “The price of hives was quite high, and some growers didn’t want to pay that high price,” said Makara. The weather also took its toll. Just when the blueberry plants were in full bloom, the Lower Mainland had a run of rain and hu-

mid weather, and the flowers were struck with bacteria and mould. “It was a normal, problematic spring,” said Makara. While the drop of 10 million pounds does not look like a “disaster,” Makara said his group was expecting continued growth. “Our industry is expanding, and with lots of new plantings, we expected 125 million pounds this year,” he said. The next time ideal conditions come around, B.C. producers could see a crop of 135 to 140 million pounds, he estimates. “But I’m an optimist.” There’s nothing farmers can do about the weather, but there are hopefully solutions to the pollination problem. “That’s one thing we should be able to control,” Makara said. Federal regulations keep pollinating bees

from crossing the border, but he said California hives could be a solution for B.C. farmers if government regulations change, and he said industry groups will consider lobbying for those changes. Cranberries are just starting to come off the plants, and this weekend could see flooded fields and seas of red berries on some Pitt Meadows farms. They are just waiting for the right rosy hue to appear. The dry harvest is already under way, and there will be fresh cranberries in time for Thanksgiving dinner. Farmers report that the weather was near perfect for their berries, which are larger and plumper than usual. “It looks like they’re going to have a really great year,” said Dianne Driesen, general manager of the Abbotsford-based B.C. Cranberry Commission.

She said there were 94 million pounds of cranberries last year, and this year the crop is better. Producers are estimating it will be 95 million pounds. It will be enough to fill 2,111 tractor trailers, says a press release from the commission. “This is probably going to be our best year,” predicts Driesen. Richmond is a hotbed of cranberry production, but the plants are grown throughout the Fraser Valley, including Pitt Meadows. B.C. cranberry producers are asking for public support through a buy-local campaign. They say 95 per cent of the province’s cranberry farmers belong to the Ocean Spray grower cooperative. It was started in 1930 by three farmers, and remains farmer-owned, so supporting these cranberry products directly supports B.C. producers.

Planning for North Lougheed begins

fun fur, fleece, felt, tulle, netting, spandex

No construction for two more years by M o ni s ha M a r tin s staff reporter

The first step towards developing the North Lougheed commercial corridor is underway as the City of Pitt Meadows begins a lengthy process this week to amend its official community plan. Although the provincial Agricultural Land Commission removed protection for 33.1 hectares (81 acres) of undeveloped land, bulldozers won’t tear up the strip for at least another two years. In a report to council Tuesday, director of operations Kim Grout explained the process will involve two phases. The first entails changing the land use designation of the property from agricultural and highway commercial to mixed employment. Grout expects council to consider the OCP amendment bylaw sometime in November, with a public hearing set for December. Once the council gives third reading to the official community plan amendment, it will ask Metro Vancouver to amend its regional growth plan, a decision that could take up to three months. In the second phase, the city will craft a comprehensive development plan for the property, setting out the financing and construction considerations of the North Lougheed Connector road, as well as standards for developing amenities, such as pathways, public spaces and buffering. Public consultation during the first phase will be limited to online commenting and a public hearing, but staff anticipates that the community will take an active role in discussions surrounding the details

No excuse Is the world a safer place for kids since Amanda Todd killed herself on Oct. 10, 2012 after posting that heart-wrenching video seen around the world? No, but we have learned a few things since. We’ve learned, for example, that the internet can be a rough, cruel world for kids unless they are taught how to protect themselves and their privacy — and we know that the internet is a powerful tool for ruining someone’s reputation. We’ve seen that vulnerable girls and boys are easily exploited online by voyeurs who lure them with false names and post their pictures and videos, sometimes with devastating consequences. We learned, as well, that rape culture is so deeply engrained in our society that Canadian university students didn’t see anything wrong with frosh week chants about sex with underage girls until authorities found out and put a stop to it. We’ve learned that it’s easy to troll the internet for photos and then post them, without consent, as a Facebook dating chat room did with a picture of Rehtaeh Parsons (the Nova Scotia teen who committed suicide after photos of an alleged gang-rape were posted). Simply put, laws are inadequate for dealing with meanness and stupidity on the web. Even Port Coquitlam couldn’t find a way to legislate against bullying. But there has been some action, too. B.C.’s ERASE Bullying website, available during the school year, provides resources for families with bullying concerns, and administrators and school counsellors are being trained to identify and support at-risk youth. The Kids Help Phone got more publicity about its services for kids and School District 43 has a new digital responsibility policy for teachers, students and parents working on the web. Even workplace bullying has received a higher profile in the year since Todd’s death, with a new Workplace B.C. website addressing the issue, and the B.C. Coroner’s Service studied youth suicide this fall and recommended more collaboration and resources. Will all this talk prevent another Amanda Todd situation from occurring? May be not, but we can no longer have ignorance as an excuse. – Black Press

Marijuana referendum misguided VICTORIA – I won’t be signing the “Sensible B.C.” petition to demand a provincewide referendum on marijuana enforcement. You shouldn’t either, and here are a few reasons why. Let me start by saying I’ve been calling for legalization and B.C. Views regulation of pot for 20 years, to conserve Tom Fletcher police resources and reduce violent crime. Our war on drugs is a failure even for heroin and cocaine, and marijuana is obviously much easier to produce. But the current effort led by Dana Larsen, B.C.’s clown prince of pot, is not only misguided, it’s dangerous. The petition does not propose legalization. It seeks to impose a provincial law that would stop B.C. police from using any resources for simple possession charges. This would create a loophole in the federal drug law. So what would that do? It would protect otherwise innocent customers of the current illegal marijuana trade, while leaving the criminal distribution business in place. For a closer look at that, I recommend reports from the Surrey Six murder trial now underway, or the upcoming case against three accused assassins of Red Scorpion gangster Jonathan Bacon in Kelowna. Larsen’s loony law would tie police hands when they are trying to hold someone on a lesser charge while they search

for evidence of something nastier. This is a source of many simple possession charges today. Police chiefs have a different idea, asking for the option of treating simple possession as a ticket offence to keep the court time to a minimum. Both of these notions have the same obvious flaws. They don’t deal with sales to minors and they divert no revenue to government, leaving most of that in the hands of criminal dealers who buy cocaine, guns and fancy cars. Colorado and Washington have gone the legalization route, so far without interference from their federal government. These states need money, and they don’t need more crime or ill-considered hippy gesture politics. Meanwhile in Ottawa, Health Canada is trying to convert a poorly regulated mess of small-scale medical marijuana licences to a free-market system of commercial producers. Local politicians tore a strip off Health Canada officials at their recent convention, after years of warnings that federal licences were scattered at unknown locations, often used as fronts for larger grow-ops. Mission Coun. Dave Hensman predicted that when a grower gets a letter cancelling his licence, he’s more likely to roll up a big joint with it than to shut down. Burnaby Coun. Nick Volkow suggested the response would echo an old Cheech and Chong routine: “Dave’s not here, man.” Here’s another reason not to support Larsen: the conduct of his organizers. One fellow set up a petition table at, of all places, the Terry Fox Hometown Run

in Port Coquitlam. After scrawling “pot cures cancer” on the table, he proceeded to interrupt speeches by cancer survivors and the run itself by yelling the same false slogan. You can imagine how people with terminal cancer and their loved ones would react. Some would know that marijuana may alleviate side effects of chemotherapy, just as it can ease suffering for some multiple sclerosis patients.

Burnaby Coun. Nick Volkow suggested the response would echo an old Cheech and Chong routine: “Dave’s not here, man.”

But the suggestion of a cure is as cruel as it is moronic. Larsen’s “cannibus” has been rolling around B.C., reaping uncritical media coverage. It even blundered into the recent Walk for Reconciliation in Vancouver, an event to mark the end of federal hearings into the effects of residential schools on aboriginal children. I wouldn’t support the Larsen bunch for anything, unless it involved them looking for jobs. Just say no.

This week’s question: Should public schools still issue letter grades? @ Online poll: cast your vote at www.mapleridgenews.com, or e-mail your vote and comments to editor@mapleridgenews.com

Proud of health Just phone PoCo about garbage care services Editor, The News: I just returned home from a minor surgery at the Ridge Meadows Hospital imaging department. This is the third time I have used this facility. I have been to a few hospitals in other provinces as well as the United States. The treatment I received here has to be commended. The whole staff were diligent in their tasks. Not only were they prompt, knowledgeable, and friendly, they gave you the secure feeling you were in good hands, which is comforting in many cases. It’s nice to know that our health services are still on track with all the negativity they receive. These people who take care of us in times of need are normal people like you and me, just doing their jobs. So kudos to them, and thank you. I’m proud that I am Canadian, have Canadian health care, and live in Maple Ridge. R.J. Resek Maple Ridge

Editor, The News: I live approximately two blocks from the train station. Being semi-retired, I see about five trucks, including a driver, and at least two workers picking up garbage or just driving around. They do not pick up green stuff like bags of branches. We either wait twice a year for the municipal recycling or pay a minimum of $7 to recycle our branches, or we select an empty lot and place the branch’s or green stuff in a way as not to offend any one. You can see the evidence across the parking lots at the train station. I walk down 203rd Street and I will see bags of garbage left by others. I know that some home-

owners will get together and have 1 pickup for two-thirds of the houses, to save money. The best garbage pick up I have seen is in Port Coquitlam, with 18,000 customers. Example: week one truck with one driver picks up recycling stuff. The truck stops, two arms go out and attach to the marked flip-top container and lifts up and empties the stuff into the truck. The next week, two trucks go by, one for regular garbage and the other for garden stuff, and the routine carries on. Nice and easy, three containers marked accordingly. Benefits: •no sick leave for out side workers; • garden stuff gets picked

Where’s your accountability, TransLink? Editor, The News: Re: Bridge still ‘underperforming’ (The News, Oct. 2). I enjoyed reading reporter Phil Melnychuk’s article outlining the need to subsidize the Golden Ears Bridge by $30-$40 million dollars for the next few years – 30 times the proposed subsidy to maintain a reduced, free crossing at Albion. A more appropriate headline, however, would have read, ‘Past incompetence returns to haunt TransLink’s Golden Ears Bridge.’ I was active in trying to maintain the Albion Ferry service to complement the new bridge, and attended almost every public meeting and made several presentations to both

the TransLink board and to Maple Ridge council. No one, it seemed, was using common sense. Everyone just ecstatic that finally a bridge was being built, regardless of the faulty assumptions that were being made, and, as far as Maple Ridge taxpayers were concerned, the blatant disregard for reality. At the time, the toll-free Albion Ferry was transporting approximately 4,000 vehicles per day, and by our statistics, more than 90 of our clients were living or heading to areas east of 230 Street – a fact that suggested a good portion would choose the free Mission crossing versus fighting the congestion getting to the tolled Golden Ears

Thank you Ridge Meadows for being

Bridge. The new tolled bridge was, according to TransLink, going to carry 30,000 vehicles a day. Where were all these users going to come from? TransLink maintained that over 80 per cent of the users of the Pitt River Bridge were actually on their way to Surrey, thus their position that a new Pitt bridge was unnecessary, as the new Golden Ears Bridge would totally eliminate the congestion. Thank goodness the province and federal government decided to build a new Pitt bridge. The original budget for the Golden Ears project was approximately $800 million for the bridge and approaches. up regularly; • households would be more inclined not to dump on other properties; • air quality should improve; • fewer cars going to the recycling depot; It should be easy for municipal hall to get a cost estimate. Just call up PoCo and ask – how much per house hold do es that city charge each homeowner? The city either contracts it out or takes it over. Glenn Swanson Maple Ridge

Leave us alone

Editor, The News: Re: Pick up the phone (Letters, Oct. 4) Karen Murray’s letter is

set around $2.95. The actual cost of the project came in north of $1.1 billion, with no required change to the toll; the official word, even after the announcement that a new Port Mann Bridge would also be built, reducing the demand for the Golden Ears Bridge, was, “there is no concern, we will be on budget”. While the Langley side received an extensive four-lane highway system, connecting both to the north arterial route and to Highway 1, Maple Ridge received a couple of miles of road ending abruptly into a narrow two-lane backstreet. I tried to suggest that Maple Ridge should be demanding a four-lane extension of Abernethy Way up to at least 232nd Street, but no one was listening. TransLink maintained that there would be little east-west travel, that the new bridge would handle

spot on. We’ve paid for garbage pick up for 24 years in Maple Ridge and are perfectly satisfied. She is right about the black hole of municipal coffers. Our property taxes go up approximately $100-200 every year as it is without garbage pickup added on. Until Maple Ridge gets out of the stone age, as far as commercial enterprises with ensuant tax revenue, leave us alone. It’s a disgrace that Maple Ridge had to wait all these months to have a large department store that coincidentally opens just before Christmas. Cherryl Katnich Maple Ridge

only north-south commuters living in central Maple Ridge and Langley. I could only shake my head in disbelief. Their assumption required almost a quarter of our entire population to utilize the bridge daily. In addition, I tried to assert that the Harris Road intersection would be a major congestion point and, therefore, should be remedied, somehow, as if it wasn’t the congestion would limit demand from growing from areas west of Pitt Meadows. Again I was ignored. The brain trusts at TransLink knew better, and, after all, I was just a captain on a soon-to-be-disposed Albion Ferry. Many of those ‘brain trusts’ are still in high position in TransLink. Where is the accountability? Graham Mowatt Maple Ridge

The Vibrant Downtown Task Force has been analyzing and brainstorming about the downtown for the past 12 months. Two walkbout tours were included. “I think there has been real engagement,” said Shawn Matthewson, the district’s staff liaison on the project. “I think there is a definite improvement in how businesses are feeling about the downtown.” Even a simple thing such as posting menus outside a restaurant, as is common in Vancouver, can be a way of engaging pedestrians and inviting them inside. But only the Chameleon Cafe does that in Maple Ridge. Coun. Corisa Bell wanted more money spent on security downtown and said crime is a “huge

component” to business unhappiness and is the No. 1 complaint. She wanted staff to compile the various crime-fighting tactics that are now underway in the downtown. “I just want to see what we’re doing … if there’s anything we can be doing differently,” she added later. Council, though, was told that the task force looked at crime stats and there was a feeling from businesses that crime had dropped. Bell also asked about improving parking in the downtown, but was told the task force didn’t see that as a huge issue. Coun. Al Hogarth, however, is bothered by cyclists zooming around without lights after dark. “I’m really getting tired of the Motor Vehicle Act not being enforced.” The same thing bothers Port Haney resident John McKenzie, who said drug dealers use disadvantaged people to act as bicycle couriers, peddling drugs in the

downtown core. “It’s a very well-organized network of drug dealers.” The only way to deal with that is through better enforcement, he added. “I watch these guys exploiting these poor people.” Coun. Bob Masse asked if there were any downtown business people on the 15-person task force. Only two people on the task force live downtown and there are no downtown business owners on it, although one member plans to locate in the downtown. Masse sparked the creation of the task force a year ago after complaining about the amount of crime and prostitution near his chiropractic office on Selkirk Avenue by 222nd Street. “I really think things have improved since August 2012. I think we’re definitely moving in the right direction, though we have a ways to go.”

Cleaning Water Mains The District of Maple Ridge Operations Department will be commencing the annual flushing/cleaning program starting at 232nd Street working east to 272nd Street between River Road and 144st Avenue, for approximately twenty (20) weeks beginning October 1, 2013. This maintenance work will improve the water quality; however, during this cleaning process some residents could experience water pressure drops and milky or dirty water. You may take the following steps to correct the problem: MILKY WATER: Open tap slightly to bleed air from the water lines. DIRTY WATER: Turn an outside tap on until the water becomes clear. This temporary interruption in service will be as brief as possible. Your understanding and cooperation is appreciated. If you have any questions or concerns please call the Operations Centre at 604-463-9581. 11995 Haney Place, Maple Ridge, BC V2X 6A9 Tel: 604-463-5221 • Fax: 604-467-7329

Reduction in pay parking at RMH sought by Phil Mel nyc hu k staff reporter

Health Minister Terry Lake has heard Maple Ridge politicians’ concerns over pricey parking at Ridge Meadows Hospital. Now, after the brief chat during September’s Union of B.C. Municipalities, council will follow that up in writing, with some suggestion to make parking less painful for patients and their visitors. Coun. Cheryl Ashlie said the letter will suggest reducing parking fees so they serve as more cost-recovery than a revenue source for Fraser Health, “recognizing there’s a cost for everything.” Lower parking costs

for long-term patients could also be considered. But determining the fees for parking would differ at each hospital site in the system. For instance, reducing parking charges at Vancouver General Hospital would result in the parking lot being used by commuters. For Ridge Meadows Hospital, however, parking should be operated on more of a costrecovery basis, Ashlie said. “It’s an important conversation for people. Once something becomes a revenue stream, you don’t want it entrenched that way moving forward, when the public is starting to say, ‘we don’t like what you’re doing here.’” Hospital parking fees

Request for Expressions of Interest FULL SERVICE CAMPGROUND, MAPLE RIDGE, BC Project: RFEI-ED13-69 Economic Development

The District of Maple Ridge is seeking expressions of interest from qualified, experienced Firms or Individuals that have demonstrated a specific and relevant competency in the design, construction and management of destination-style, full service family-oriented camping facilities for the opportunity for consideration for the potential development and management of a camping facility to be located on District-owned land in the vicinity of Whonnock Lake and to select a short list of Respondents to respond to a more detailed Request for Proposal “RFP” process. If you are interested in this opportunity, the full details may be obtained by downloading the RFEI document which is available from BC Bid at www.bcbid.ca. Clearly marked submission packages should be delivered to the undersigned by 2:00 pm (PST) Friday, November 29, 2013. However the District may, entirely at its discretion, consider submissions that arrive after this time.

ANOTHER GREAT REASON

and the fines used to enforce them became an issue last December, when the band Rx Rockers was ticketed $60 when they were giving a concert in Baillie House Residential Care at Ridge Meadows Hospital. Ashlie said if hospital parking charges are too low, people will use the stalls for non-hospital uses. But parking fees are a burden. “Because it’s an additional tax on somebody who’s going there. A good chunk goes back to the health care system.” However, financial help is available for those in tough financial circumstances. Projected revenue from parking for the Fraser Health for 201213 is $11 million. Projected revenues from Fraser Health’s Maple Ridge parking sites for 2012-13 fiscal year is about $500,000, and the cost of operating

these services is about $78,000. It’s a complicated issue, Ashlie added. If parking revenue is reduced, how will Fraser Health make up the difference? On the other hand, people who are visiting patients are subsiding the health care system through parking fees. “It’s quite a complex conversation.” Discussion will continue at Fraser Health’s municipal government advisory council meeting. Ridge Meadows Hospital is currently reviewing its parking policy and the demand for parking. Fraser Health spokesman Roy Thorpe-Dorward said previously that paid parking is not simply a revenue source, it also ensures a rotation of vehicles so that people aren’t using the parking lot when not attending Fraser Health facilities.

More money for city hall renos $48,000 needed to complete $332,000 project by M o ni s ha M a r tin s staff reporter

Pitt Meadows needs $48,000 more to complete renovations already underway at city hall. In a report to council Tuesday, director of finance Mark Roberts updated council on the project’s progress to date, explaining the additional funds were needed to complete the renovations. Overall, the project is good value, Roberts noted. “The building houses 30-plus staff and renos will serve primary needs for several years,” he added. The total budget for the renovations is $332,000. Council had previously approved $284,000 to reconfigure the building and “open concept work stations.” The city still needs to pay for furniture, architect fees, electrical and

structural consultants, as well as construction. The additional $48,000 would be drawn from the city’s future capital reserve, but staff need council’s approval to proceed. “The budget shortfall is a result of an insufficient estimate for the initial budget,” said Roberts.

“The budget shortfall is a result of an insufficient estimate for the initial budget.”

Public Hearing Notice TAKE NOTICE THAT a Public Hearing will be held in the Council Chamber of the Municipal Hall, 11995 Haney Place, Maple Ridge, North-East corner entrance, at 7:00 p.m., Tuesday, October 15, 2013, to consider the following bylaws: 1a) 2012-057-RZ MAPLE RIDGE OFFICIAL COMMUNITY PLAN AMENDING BYLAW NO. 7020-2013 LEGAL: Lot 1, Section 27, Township 12, New Westminster District, Plan 11128 LOCATION: 12933 Mill Street PURPOSE: To amend Figures 2 and 3D of the Official Community Plan as shown on Map No. 860. The renovation project involves minor improvements to allow for more efficient use of the space and furniture replacement. Roberts explained the last renovation and furniture replacement in this area of the city hall took place more than two decades ago. The renovations are scheduled to be couple by mid-December.

Workplace anti-bullying policy Nov. 1 All businesses required to comply by Phil Mel nyc hu k staff reporter

The time crunch is on for every store, shop, business or government agency to ensure everyone is nice. Under the new Work Safe B.C. policies, in effect Nov. 1, B.C. businesses must all have those to ensure bullying, swearing and harassment isn’t tolerated by anyone in the place of work. “Everybody is obligated. Everybody has to comply,” said Roberta Ellis, senior vice-president with WorkSafe B.C. And while businesses owners could see a policy as another bureaucratic burden, having one that deals with workplace bullying and harassment can actually help a business thrive by creating a good atmosphere where people want to work. In consultations WorkSafe has had so far with employer groups, the response has been positive. Ellis said the reaction has been largely positive from the business com-

munity. “At this stage, we’ve been very pleased with the support.” “A lot of the employers are quite OK with the rules of the game being clarified.” Ellis said the intent was to keep the policy as simple as possible. Ordinary workplace interaction doesn’t constitute harassment. “They’re saying not every unpleasant or challenging situation in the work place constitutes harassment.” In other words, a manager talking to a worker about showing up late or not meeting deadlines, wouldn’t fall under the policy “Any reasonable action that you’re taking to manage and direct workers, that’s not harassment.” What could be considered harassment or bullying though is name calling, insults or verbal aggression, or yelling, a la Chef Gordon Ramsay on Hell’s Kitchen. “It’s the humiliation and intimidation stuff.” Maple Ridge municipal hall is currently working on a respectful workplace policy that

will encompass the new rules and will be ready by Nov. 1, said Mayor Ernie Daykin. Staff have been working on that for about the past year, he added. “We’re on top of it,” added City of Pitt Meadows human resources director Lorna Jones. The city already joins with the Canadian Union of Public Employees in issuing a joint statement saying that harassment won’t be tolerated at municipal operations. Now, it’s just ensuring it meets all of the new WorkSafe regulations by ensuring employees are trained on the new procedures. There’s a committee to investigate complaints and forms are available for filing complaints. “This has been around for a while and we’re just updating with the new WorkSafe requirements.” Jones said such a policy doesn’t cover elected members of Pitt Meadows council. Councillors are not considered employees of the city. Legal advice from the District of Maple Ridge said the same thing earlier this year. Clarence Friesen, with

WorkSafe BC, said the new policy will be a “game changer” in workplace rules, given that shouting and screaming are now expressly prohibited. Ellis said about a quarter of the 2,800 mental health complaints that have been filed with WorkSafe since legislation was changed last year alleged bullying or harassment. Business owners who want to know where to start, can look at WorkSafe’s website, but creating a policy needn’t be a complicated effort. Templates will create a sample policy that can guide businesses as they write their policies. The policy can be as short as one page, simply saying that the workplace doesn’t tolerate bullying or harassment and telling people if they see it, to report it. A shop or business must also have a procedure for investigating it. Just as every business has to have a safety policy, it now must have an anti-bullying policy. “If an officer is at your worksite, they’re going to want to know that you have a policy.”

Prokop investigation progressing Police still looking for a man in his 50s who wears a turban, walks with limp staff reporter

Police continue to receive tips about the attempted murder of a Maple Ridge realtor a week after investigators released a description of a suspect. RCMP won’t say if they are close to arresting a person, but revealed the investigation is progressing. “The most I can tell you is that it is moving forward,” said Sgt. Jennifer Pound, with the Integrated Prokop Homicide Investigation Team. “We continue to ask the public who have information to speak with investigators.” Prokop was shot multiple times in the head on a property on Lougheed Highway just east of 240th Street on Aug. 31. The former District of Maple Ridge councillor managed to flag down a passing car, and an off-duty paramedic was one of the first people on scene. Prokop was airlifted to hospital as police rushed to shut down a long stretch of Lougheed Hwy., from 240th Street towards Mission. Investigators are still focused on a suspect seen with Prokop on the day he was shot. He is described as an Indo-Canadian or South Asian man in his 50s, who speaks with an accent, has a full beard, a round face, wears a turban and walks with a limp. Police are also want to speak to anyone who drove past the Lougheed Highway property around noon on Aug. 31 and may have spotted Prokop’s darkcoloured BMW car, as well as the suspect’s vehicle, which is a large, dark pickup truck.

Eating at the Bamboo Inn Looki ng Bac k by Sandra Borger

F

or busy parents, tired students, and hungry adults, there is nothing better than eating out: no cooking, no cleaning, and no effort required. It is a fine way to spend time with loved ones, since attention is devoted to the people around the table rather than the tasks associated with dinner time. Long-term residents of Maple Ridge will remember the Bamboo Inn. Owned by Choy Hong, the Bamboo Inn was a great family restaurant originally located on Lougheed Highway near 5th Avenue (now 216th Street). Sometime during the early 1970s, the restaurant moved closer to the centre of town. Though the Bamboo Inn’s home was still on Lougheed Highway, it was now near 8th Avenue (now 224th Street), on the old Knight and Day restaurant site. The original restaurant site, which had a long gravel driveway that led up to the building, looked almost like an old hotel on the outside, with wooden stairs leading up to the entrance. Inside, “it looked like an old house,” Goldie Lynn Wiebe said on Facebook. “Like an old church with pews that were gone and had tables instead.” Home of the “best egg rolls ever,” the Bamboo Inn specialized

in Chinese cuisine – deep fried prawns, savory noodle dishes, egg foo yung, won ton soup. A visit to this Maple Ridge foodie heaven was a treat each time. Moreover, the cook did not skimp when he was dishing out your meal. According to Melanie Able, “you got oodles and oodles on your plate. You always took stuff home.” The Bamboo Inn also had many other non-Chinese dishes to offer residents whose stomachs yearned for something different: boneless spare ribs, burgers and fries, and fish and chips served on toast, all of which are remembered as immeasurably delicious. One of the more interactive goodies at the restaurant was the ‘turkey’s blood’ appetizer, which tasted much better than it sounded. Patrons would get a small bowl of soya sauce and a small bowl of sesame seeds, then use either a fork or their fingers to dip

into the soya sauce. With the soya sauce dripping onto the table or back into the bowl, hungry customers would dip their fork or fingers into the sesame seeds and then crunch away happily. “So good,” said Goldie. The Bamboo Inn was the best place to go in the wee hours of the morning after a party or burning up the dance floor. Since it stayed open and busy until two or three in the morning, in the earlier years the restaurant often did not open until four in the afternoon, sometimes even later, in order to give staff sufficient time to rest. Later on, the owners decided to open the Bamboo Inn for lunch as well. Enjoying a meal from the Bamboo Inn was a real a treat. Melanie cheerfully reminisced about the meals her brother would bring her after she was done babysitting for him and his wife. “They had the best Chinese food,” she declared. “In all the years I’ve had Chinese food, I’ve never had anything so good.” And Melanie is not alone; a great deal of individuals on the “We Call it Haney” Facebook page make the same assertion, sadly complaining that they can no longer indulge themselves like they once did at the old Bamboo Inn. For all the popularity and fond memories of the Bamboo Inn, the community archives does not have one single picture of either location. Please, if you have a picture, share it with the community by contacting the museum. • mrmuseum@uniserve.com

Representation agreement takes burden off family Agreement from p16

Adding

The Representation Agreement Act of B.C. requires that a medical professional determine whether a person has an RA in place before providing any medical services, emergencies excepted. Anderson says the Act itself provides a standard set of instructions that applies to all British Columbians unless an RA is in place to override the Act’s provisions. Most people, he adds, are content to let the Act’s regulations determine what happens, but in some cases people want something different for their own reasons. “For instance, a Jehovah’s Witness might have an RA drawn up to prevent blood transfusions, which is against their religion,” he says. “More typically, an RA would be used to determine what happens when someone is on life support.” In addition, people will have an RA drawn up if they don’t want the people on the standard list of representatives to have control of their life. The standard list starts

with the person’s spouse, then the children, parents, and so forth. The advantage of an RA, says Anderson, is that it takes the burden off of your family when it comes time to making such life and death decisions. In effect, you’re maintaining control of your life in spite of your situation. For those who aren’t picky about who is calling the shots in the case of mental incapacity, the RA has a cousin, the Advance Directive (AD), which can be drawn up to cover specific medical situations only while leaving the general details for the Act and medical professionals to determine. They’re not used very often, but they’re available, says Anderson. Anderson says it’s important for people to understand that the PoA and the RA are two different documents that can co-exist, but which relate to different aspects of a person’s life. Country Jam with The Johnson Brothers Join the Maple Ridge siblings on stage every Sunday Maple Ridge siblings Trent and Brett Johnson know it’s essential for budding musicians to have a platform. They’ve been playing in country bars since they were 15. “Trent and I remember going to the country jam at the old Maple Ridge Hotel every Sunday and that jam helped and allowed us to learn and grow as musicians,” said Brett Johnson. By the time, the brothers hit 20, they had played every country bar in the Fraser Valley, creating an energetic and popular live show that features songs by legends like Buck Owens, Merle Haggard and Waylon Jennings, as well as contemporary artists like Toby Keith, Brad Paisley and Keith Urban. The Johnson Brothers are now returning the favour by hosting a weekly jam every Sunday at the Mission Springs Pub. “We are hoping that

Local rivalry kicks off by Nei l Corbe tt Black Press

A crosstown football rivalry has begun. How can the Samuel Robertson Technical Titans feel anything but a yearning for revenge after suffering a 42-3 hazing at the hands of an established Pitt Meadows Marauders football squad. Friday’s game at Pitt secondary was the first time there has been a clash between two local senior football teams. Predictably, the more experienced program easily handled the rookies, before a large crowd of parents, high school kids, alumni and football fans. Despite the score, the Titans weren’t hanging their heads. Team captain and centre Donny McNee loved the atmosphere. “It’s awesome. I’ve been waiting for this since I started playing football,” he said. “Even being beaten, it’s great to be out there.” “We’re going to come together as a team.” After an injury to their starting quarterback Tim Nica, the Titans converted their star running back Tyrel Ogloff to the pivot position. He did an outstanding job, considering it has been a few seasons since he played the position, but the Titans lost a key weapon in the backfield. “We’ve got to pull together and become more of a team, and win the games to come,” said Ogloff. He has of course faced the Marauders as a junior football player, but the first senior clash with the crosstown rival was a game to mark on the calendar. “It’s one of my favourite games during the season,” said Ogloff. “We were all really pumped up for it.” The Titans came out and scored a field goal on their first possession, but Pitt answered with a touchdown on their first turn, and never trailed again. For SRT, the biggest plays were from QB Ogloff to sure-handed six-foot-six receiver Liam Evanow. The Marauders were loaded with weapons. In the ground attack, Brandon Stewart had 142 rushing yards and a touchdown, Dalton Hebblethwaite had 89 yards and score, and Scott Cawallader ran for 51 yards. Callum Williamson was part of a defensive

line that manhandled the smaller SRT line. He said Pitt is just hitting their stride. They lost to the Mission Roadrunners, but that is a team which is one of the top ranked on the double A circuit. “We have a chance of winning every game on the rest of our schedule,” he said. Williamson praised the work of the entire defensive line in the game, and gave props to quarterback Jake Schuster, who threw four touchdowns, and had 219 passing yards after completing eight of 11 attempts. He spread the ball around, throwing touchdown passes to Matt Cameron, Ryan Beaubien, Justin Tweddie and Manny Gill. Cameron had the most receiving yards, with 82, while Beaubien had 64 and Tweddie 63. On defence, Cole White led the way with five tackles and a quarterback sack, and big Williamson had two tackles and a sack. Beaubien and Mack Dhami both had six tackles. Williamson has been playing at Pitt for five seasons, and remembers when their fledgling teams were first venturing out onto the gridiron, and got the sort of hard lessons that Pitt gave SRT on Friday. “We got beat up pretty bad too,” he recalled.

Titans quarterback carrier Tyrel Ogloff (No. 36) is wrapped up by a Marauders defender. The dynamic Ogloff found little room to run on Friday night Pitt’s Brandon Stewart (No. 28) ran for 142 yards and a touchdown on Friday, as one of the many weapons deployed against the Titans. Flames player Nicholas Maydaniuk checks an Aldergrove Kodiaks player in Junior B action at Planet Ice on Friday.

Positive signs for Jr. B Flames by Nei l Corbe tt staff reporter

After taking the conference’s top team to overtime on Friday, then blowing out an opponent the next night, the Ridge Meadows Flames coaching staff is hoping their team has turned a corner. Friday night at Planet Ice, the Flames hosted the Aldergrove Kodiaks, and the top team in the Harold Brittain Conference jumped out to an early

3-1 lead after the first period. But the Flames got a power play goal in the second period and a shorthanded goal in the third to force overtime. Flames head coach Jamie Fiset noted his team had gone 0-13 against the Kodiaks over the past two regular seasons.

“The’ve owned us,” is how he put it. So, for the Flames to come back and steal a point after trailing almost felt like a win. Ridge goals were scored by Danny Wilson, Marco Ballarin and Travis Oddy. Then, on Saturday the offence exploded in a

Rematch against Panthers this Friday night at home Flames from p23

Vitaly Morozov had a goal and an assist, and Brandon Inwood also scored. Now the Flames have seven points in nine Pacific International Junior Hockey League games. “It felt good this weekend, to get rewarded for our efforts,” said Fiset. “I think we’re a better team than last year. We’re definitely faster and more skilled.” Rostvig has been a great addition. The White Rock prospect had taken two years off of hockey. When he returned, he chose to come to the Flames in order to play with his good friend, goaltender Tyler Read. Playing with Ballarin and Dale Howell, they are going around opposing defenders like they’re turnstiles. “A lot of teams have had a hard time han-

dling their speed and work ethic,” said Fiset. There’s still team captain Oddy, the dangerous Morozov and MacLean Hewitt for a second line that is fully capable of being the team’s best line on any given night. Fiset has been impressed with 20-year-old Oddy’s leadership so far this year. “He’s really done a great job of bringing these young guys together,” he said. “You can definitely see he’s playing with a purpose.” The Flames penalty kill was outstanding through the two games, leaving the Kodiaks frustrated at one-for-seven, and allowing Port Moody one goal on nine chances. “The PK really tightened up this weekend,” said Fiset, noting he has cycled through numerous pairings of forwards, and they’re all getting

the job done. “It’s been a complete team effort.” For their part, the Flames power plays went one-for-five in both weekend games. The lopsided power plays are not a concern for Fiset – the coaching staff is urging a more aggressive style of play this year, and extra penalties will be an occasional consequence of that. “We’re letting teams know that we’re here to play,” said Fiset. Goaltender Read looked good, with 40 saves on 44 shots on Friday, and 27 for 29 on Saturday. “He had a very good weekend, and he was due for a good one.” The Flames will host the Panthers on Friday at 7:30 p.m. at Planet Ice for a rematch of last Friday’s laugher. “We know they’ll come out firing.”
