he BC SPCA wants the sale of cats and dogs prohibited at retail stores in West Vancouver, citing “filthy conditions” typical of puppy mills that sometimes supply stores, lack of proper animal socialization and impulse purchases that are part of many pet stores. Tim Earle, representative from the West Van SPCA, sent a letter to district council asking for the ban, and added the accusations aren’t directed at Canpets — the only pet store in the municipality — specifically, but at pet stores in general. Although the animal welfare organization wants a blanket ban throughout the district, Canpets in Park Royal South is on Squamish Nation land and under different rules. Formerly Noah’s Pet Ark, the shop sells kittens and puppies, as well as rodents, reptiles and fish. The district, however, has no plans to ban pet stores, said West Van spokesman Jeff McDonald. “If this becomes a serious issue it’s something we could look into but we have no plans at the moment to do that,” he told The Outlook. The Squamish Nation didn’t get back to The Outlook by press deadline when asked if it is considering banning pet stores selling live animals. Earle said many people aren’t aware of the problems that can be associated with buying animals from pet stores. “Animals suffer daily because of widespread and unscrupulous practices of breeders, dealers and pet stores who turn a blind eye to the fact that the animals they sell are often subject to inhumane conditions,” he writes, again not accusing Canpets of any of these practices. Alex Go, representing the owner of Canpets, said he gets his puppies from specific breeders he knows well and goes to private homes for kittens. “If you come into our store and see… the space they live in, it’s comfortable,” he said. “They need the space and they need the comfort as well… There are times when they go into the big playroom and interact with each other.” Earle hopes a ban on pet stores selling cats and dogs will prevent any other stores from doing so. Almost all dogs in pet stores are sourced from suppliers who breed high volumes of animals with little regard to welfare, he claimed, adding cats and dogs often lack proper socialization and travel long distances and “even die in transport.” Go, however, says his animals only travel a few hours to get to Canpets. “If they’re in the airport overnight [for example], then that is really unacceptable.” When the SPCA letter was discussed during a council meeting, Coun. Mary-Ann Booth said she has concerns about the treatment of animals “especially those coming from puppy mills and factory breeders.” Coun. Bill Soprovich advised not to jump to conclusions about Canpets based on the letter, adding the previous owners ran it for many years in Park Royal and “received commendation [for their store] in Burnaby for the best run pet store in the Lower Mainland.” The BC SPCA letter is in “no way shape or form focusing on [Canpets],” he added. “It could have an adverse effect, and I don’t want it to…” Staff at Canpets spend time with new pet owners to make sure they understand their responsibilities, Go told council members. “Our main concern is that the pets are going to a good home and are properly taken care of with the proper support of the new owners,” he said. “We make sure that we follow them up and occasionally make calls and find out if there are any needs or anything we can be supportive of…” Other municipalities in Canada, including Richmond, have banned pet store from selling puppies. In 2010, Richmond was the first city in Canada to do so. Although four stores in North Van currently sell live animals, such as birds, rodents and fish, none sell cats or dogs, according to the BC SCPA.

Neighbour outcry sends seniors ‘memory care’ residence back for revision

new 75,000-square-foot seniors “memory care” residence on the corner of Taylor Way and Keith Road is on hold until the developer makes changes to please nearby neighbours.

After several homeowners close to the project told West Vancouver council on Monday of their objections to Maison Seniors’ Living, members voted unanimously to send the application back to Milliken Developments for revisal. In addition to a community consultation meeting held in May, Milliken Developments must further consult the public before council will consider an Official Community Plan amendment and rezoning on the two large lots, 825 Taylor Way and 707 Keith Road. Many of the seniors living at the 110-bed, privatepay assisted-living residence would be memory impaired, often suffering from Alzheimer’s or dementia. All-inclusive living would start at $5,500 a month. Among other changes, the developer must increase the amount of green space, reexamine tree retention with invasive species in mind and create a “cohesive architecture with more variety to the massing and materiality.” And, an important step for neighbours, re-look at the number of parking spaces and how the project will affect traffic. “…This is a big intrusion on the area residents as far as their property values. The development will impact their area, there’s no doubt about it,” said

The estimated $3.3-billion project to build five medium-endurance, multi-tasked vessels and five offshore patrol vessels for the Canadian Coast Guard is adding steam to the existing $8-billion shipbuilding contract Seaspan was awarded two years ago. Standing inside a brand-new sub-assembly building — part of Seaspan’s $200-million upgrade to prepare for the forthcoming projects — Percy Darbyson, business manager for Allied Shipbuilders Union local 506, spoke to The Outlook about renewed optimism at the local shipyard. “I know all the workers in the yard are ecstatic over the long-term work — and they look forward to being able to have a future within the shipyard that at one point we weren’t sure whether that was going to happen or not,” said Darbyson. “We didn’t think there was any future for shipbuilding on the West Coast — now it looks great.” As Seaspan looks to hire 4,000 new employees to build the vessels, the question remains: Will the majority of them live in the community? “At one time they were mainly [living] on the North Shore,” said Darbyson “Now they are spread out throughout the [Fraser] Valley because of the cost of living on the North Shore and the cost of living in Vancouver.” Speaking to the gathered media, Finley said, all told, the federal government is committing $38.3 billion to the National Shipbuilding Procurement Strategy, which in turn is expected to generate $2 billion annually in economic benefits. “That, ladies and gentlemen, represents a lot of good stable jobs for Canadians — particularly here in B.C.,” said Finley. John Weston, MP for West Van-Sunshine Coast-Sea to Sky Country, told The Outlook that he’s heard from Seaspan of their plans to hire a large number of employees in the near term. “And they are good jobs that reflect the international centre of excellence that’s being created here,” said Weston. “It’s a very big day for the North Shore.” The modernization of Seaspan’s shipyards is expected to be completed in time for the start of construction on the first new ship next October — an offshore fisheries science vessel.

uppression and emotional distress in contemporary society are the themes of West Vancouver Museum’s new exhibit, Dialect of Failure.

Thirty terracotta “scream pots” resembling human organs make up one component of the show where visitors can pick up a pot and scream into it. The diversity of shapes give each cry a unique muffled and repressed sound. In another area, a digital projection captures the act of someone forcibly throwing lumps of clay against a sheet of drywall. est Vancouver’s annual Pumpkinfest scored big this weekend as the sun shone down on everyone at the West Vancouver Community Centre. It was a true family fun weekend complete with contests and displays and a Saturday night dance for the adults. There was music, food, kids’ activities, a scarecrow contest and, of course, the pumpkin patch. Sunday afternoon the awards were handed out to those who participated. A big congrats to all the volunteers who helped lift more than a bale or two to help make it all happen.

Dore, a former Fairmont Waterfront hotel executive chef who now experiments with hops as Bridge’s principle brewer, will tinker with a recipe twice before he really starts to nail it down. “That’s the beauty of having a brewery this small — we can make changes to our recipe because our customers are right there with us and feedback is instant,” says Dore. The beer that has the locals coming back for more is fresh, unfiltered and unpasteurized. Leigh draws a comparison to the difference between drinking freshsqueezed orange juice and concentrate. “The practice and thought behind buying beer in this form is that you are stopping by the brewery to buy the freshest beer you possibly can,” says Leigh. The refillable 1.89-litre glass growler jugs that Bridge sells are growing in popularity. The growler name harkens back to the 1800s when blue-collared workers in England would send their kids to pick up fresh beer from the pub in galvanized pails. As the suds splashed around in the pail, CO2 would rattle the lid and make a growling sound. Many craft breweries pride themselves on using environmentally sustainable practices and Bridge is no different. “We are actually a garbage-free facility,” says Leigh. “We recycle everything that we produce.” The brewery’s owners have challenged themselves to repurpose the one thing that can’t be recycled: foil-lined hop bags, which are made from hundreds of plastic and metal varieties all melted together. Also at the heart of the local craft brew industry is camaraderie. Yes, their seeming competition across the street, the boys from Deep Cove Brewers, have been over for a beer. “The brewing industry is really great. We are all friendly,” says Leigh. In fact, after his Outlook interview, Dore is on his way to borrow a piece of equipment from Parallel 49 Brewing in East Van. He shares Leigh’s sentiments about the friendly flavour of the industry. “It is competitive, but you also need each other because people don’t drink the same beer all the time anymore,” says Dore. “So trying to think that everybody is going to drink your beer and your beer alone — that’s not the case anymore.” That said, Bridge has built up a local following and is backed by many North Shore dining establishments including The Meatery, Fishworks, El Matador, The Corner Stone, Seymour Golf and Country Club and Bridge House Restaurant. “It’s North Van people supporting a North Van business which is refreshing to see,” says Dore.

**** Across the road, at Deep Cove Brewers and Distillers, Shae de Jary and Shawn Bethune are celebrating their second month in business with a cold one poured fresh from the tap. An earthy odour permeates the place around noon last Friday. It’s the smell of beer brewing in the cavernous cylinders in the back of the building. The tasting room out front is reminiscent of a winery — bedecked with pyramids of casks. A bar set up in the centre of the room is furnished with glasses and a bartender who accomplished the Grouse Grind before his shift. Before the brewery has a chance to open, a woman walks through the door with her young son in tow and breathlessly announces she just needs to pick up a growler because she won’t get a chance after work. Over the course of the next hour a spate of men stop by for a beer sampler or to fill up their growlers. Some Arc’teryx employees from next door show up, like clockwork. De Jary says they arrive at the brewery every Friday to observe the end of the work week. Bethune and de Jary don’t serve food here, but rather brings in food trucks that offer slow-roasted meat sandwiches and meat pies from Wednesday to Saturday from the parking lot outside. Opening the brewery has been a surreal experience for the 25-yearold de Jary and 30-year-old Bethune who met while studying engineering at Queen’s University in Ontario. “It especially hit me hard this week because our bottles are now available in liquor stores,” says de Jary. Christmastime will be cause for another celebration: that’s when their vodka, gin and moonshine will be ready for consumption. “Our vodka test batches have been extremely smooth. It will be as close to tasting like water as you can get,” says de Jary.

Touring and tasting notes from the road I just came back from an epic tour, presenting B.C. wine education seminars on behalf of the BC Wine Institute (WineBC. com) all around the province, from Nelson to Prince George and even hopping over to the Island a couple times. kurtis@kurtiskolt.com While much of my time was spent on “official” business, I did get a chance to catch up with some friends and colleagues, Instagramming all the way (as one is wont to do these days). This week, a few bits of new notes from the field.

Victoria — The first place I did a few of my seminars was in our capital city, with the carpet rolled out for me and a bunch of Victoria wine trade at Little Jumbo (LittleJumbo.ca), definitely the hottest new restaurant in town. Owner Shawn Soole was the barman extraordinaire at Clive’s Classic Lounge at the Chateau Victoria for years, so you know the cocktail program has some legs. To go with an array of sharable small plates, there’s a fantastic wine program as well – something that often smacks of a backburner priority in cocktail-forward joints. No sign of that here. There’s a smattering of global gems and plenty of the best of B.C., including a juicy and opulent Pinot Gris from Vancouver Island’s own Unsworth Vineyards (UnsworthVineyards.com). Cawston — Over in the windswept Similkameen Valley, I dropped in to see my pals Rhys and Alishan at their Little Farm Winery (LittleFarmWinery.ca), recently plunked onto their home vineyard where they grow Chardonnay and Riesling. I’m thinking their new winery is a contender for “Smallest Winery in B.C.” (it’s smaller than our one-bedroom Main Street condo), but it’s destined to churn out fresh, expressive wines in what will be their third vintage (they previously borrowed friends’ facilities). It was a race against time for them this year, as finishing construction of the winery sprinted towards the finish line, neck-and-neck with the earliest grape harvest in B.C. history. Happily, the winery was finished and licensed a mere two days before they started harvest, with Chardonnay, Riesling and Cabernet Franc Rosé ferments now humming away just fine. Oliver — Finally got to pop in and see the brand-spanking new Culmina Family Estate Winery (Culmina.ca). In fact, I even hopped in the truck to get a mountainside vineyard tour with owner Don Triggs (of Jackson-Triggs fame) and winemaker Pascal Madevon, who’s recently come over after years of knocking it outta the park at Osoyoos LaRose. Their 2011 Hypothesis red ($48) is a big, juicy Bordeaux-style blend, but my money’s on their $26 Dilemma Chardonnay, a citrus-bomb of minerals and rocks with a perfect lashing of French oak. After plenty of wine tasting, a good craft beer always hits the spot! The new(-ish) kid in town is Firehall Brewery (FirehallBrewery.com), who’ve properly dubbed themselves “The Beer of Wine Country.” The two ends of the spectrum are a Backdraft Blond Ale and their Holy Smoke Stout, but nestled in the middle is my favourite, a hoppy, toffee and citrus explosion known as their Stoked Ember Ale. After a long day of wine tasting and work, chief brewer Sid Ruhland was my hero. I’m currently hassling the guy to send some of his ales this way. A

new national database that blacklists lost or stolen smartphones is bad news for thieves targeting North Shore residents.

Canadian cellphone companies will now check if a phone has been reported lost or stolen before activating it on their network. If the International Mobile Equipment Identity (IMEI) number is on the industry maintained “blacklist,” the phone will be denied service. Since January, 21 thefts of electronic devices, most of which have ben cellphones, have been reported stolen to police in West Van (the number was not immediately available for North Van). The Canadian Association of Chiefs of Police predicts the new blacklist will have a direct impact on reducing the number of smartphone thefts. “They’re light, easy, high-value and up until the creation of this list it was easy to go back to a carrier and say ‘I bought this, activate it for me,’” said WVPD Cst. Jeff Palmer, adding it imperative to promptly report lost

or stolen phones to service providers so they can be added to the blacklist. “You have to take the financial reward out of it,” he added. If purchasing a pre-owned phone, the website protectyourdata.ca has a section where the IMEI (found by entering *#06# or underneath the battery) can be entered to ensure the phone isn’t stolen. In past years, West Van police have dealt with thieves forcing or threatening people to hand over their cellphones but the cases this year have only involved unsuspecting victims who weren’t paying attention. The first smartphone was reported stolen from a school in West Van during the initial week of classes. Smartphones, tablets and MP3 players accounted for all but one of the 14 thefts at West Van schools last academic year. The majority of times, thieves picked up devices left unsecured or unattended for brief periods in libraries, gyms, cafeterias and even classrooms. “If the [IMEI] number is put promptly on the list then it’s not going to get reactivated, and now the person has stolen a worthless phone basically.” American carriers are implementing a similar blacklist this fall. mgarstin@northshoreoutlook.com

he man who held up an Argyle secondary student at knifepoint along an isolated trail still hasn’t been found.

The incident occurred when the student was walking in the forest near his school at 8:30 a.m. on Oct. 2. The mugger confronted the victim in Hunter Park with a knife and stole his backpack which contained a small amount of cash. Shaken but physically unharmed, the student continued on his way to school, where he reported the incident to Argyle staff. The suspect is described as a tall, lanky man with shoulder-length blond hair. He was wearing a balaclava, blue hooded sweatshirt and grey sweatpants at the time of the incident. North Vancouver RCMP spokesperson Cpl. Doug Trousdell called the incident concerning. “It’s very alarming for anyone, but certainly for it to be a student it creates a lot of unease in the public,” said Trousdell.

He described Hunter Park, which borders Fromme Road and Chaucer Avenue, as being heavily wooded and nestled between a number of cul-de-sacs and streets. “It’s a bit deceptive — it has a complex system of trails,” said Trousdell. Victoria Miles, spokesperson for the North Vancouver School District, said when a security issue arises the district’s Safe and Caring Schools team is brought in to liaise with law enforcement and school staff, and link students with counselling support if needed. “So that process did happen in this situation,” said Miles. A letter went out to parents in the Argyle school community informing them of Wednesday’s incident in Hunter Park. It also included some personal safety advice for students. Chief among those tips: travel in groups, use well-lit trails, carry a whistle — and always call 911 if your personal safety is being threatened. Anyone with information relating to the Hunter Park incident is being asked to contact the North Van RCMP’s non-emergency line at 604-985-1131.

around $1,000-$1,300 across the board compared the 2012 models should help convince more than a few minds. But re-designing the 2013 RAV4 is not a task to be taken lightly. Made here in Canada at Toyota’s Woodstock assembly plant, the next generation RAV4 doesn’t stray far from the winning formula that has made one of the top-selling compact CUVs in this country. Making sure not to tamper too much with its overall size and shape, the 2013 RAV4 features a new transmission, optional dynamic torque control, and a bevy of upgrades to improve performance and handling along with improved cargo capacity and premium look and feel interior. The new RAV4 is powered by a 2.5-litre, inline four-cylinder engine with 176 hp and 172 lb/ft of torque with a choice of front- or allwheel-drive. Acceleration time from 0-100 km is 8.9 seconds faster than the 10.2 seconds of the 2012 model. Fuel consumption numbers for the FWD model is 8.7/6.4/7.7L/100 km city/highway/combined and 9.1/6.8/8.1L/100 km. The transmission is a six-speed automatic with sequential manual shift mode. The engine/ transmission mapping has three modes – Normal, Eco and Sport. In Normal the torque split is front/rear 100/0 but it can go up to 50/50 depending on conditions. It can also be locked up to 50/50 for sand and snow. In Sport the torque split is 90/10. Toyota invited Canadian auto writers to the plant in Woodstock that builds Corolla, Matrix, Lexus RS350 and the RAV4. When I was there four years ago, it was literally a green field and now is a massive facility that, along with the assembly plant in Cambridge, gives Toyota a huge presence on the Ontario/Canadian economy. In the presentation, Toyota made a big deal about the fun aspect of the new RAV4 and how that blends in with the whole driving experience. We did a drive loop around the sprawling farmlands between Woodstock and Cambridge on mainly straight two-lane blacktop roads where the RAV4 felt very solid, which is something one expects in a Toyota. The engine had more than enough power to deal with normal passing and the transmission was seamless in shifting. I would have liked to try in deep snow which blew in two days after the launch, but it was not to be. One thing new is the signature RAV4 swing out rear door has been replaced by a proper liftgate and a lower loading height. Toyota is claiming class-leading cargo volume of 1,087 litres (38.4 cu ft) behind the second row seat with a total of 2,078 litres (73.4 cu ft) with the second row folded flat. Properly equipped it can tow light loads such as a snowmobile up to 1,500 lb. Also gone is the rear door mounted tire, replaced by a full spare carried under the cargo floor not under the car where is gets clogged with snow and, over time, rust. In terms of safety, the RAV4 leads its category with eight airbags while optional safety features includes Rear Cross Traffic Alert, Lane Departure Alert, Blind Spot Monitor, Automatic High Beam System and rear Back-up Camera. Practicality meets fun in BMW’s X3

topped and waiting for a break in Toronto traffic, I finally got a chance to tap into one of BMW’s traditional strengths, which is found under the hood and contributes to the brand’s reputation for providing the “ultimate driving experience.” My xDrive 28i’s 2.0-litre inline four with twin-scroll turbocharger delivers a snappy 241 hp and 258 lb/ft of torque (from as low as 1,250 rpm) to launch the X3 from rest to 100 km/h in seven seconds. Performance is not the only reason for owning a BMW, but it’s a big one, and it no longer relies on gutsy inline sixes and V8s. Like Audi and now Mercedes-Benz, BMW offers a turbocharged four-cylinder unit that can legitimately do the work of a six. Not the twin-turbo 3.0-litre unit still found in the 28i’s big brother, the xDrive 35i (which cranks out 300 hp and 300 lb/ft of torque). But compared with the inline six it replaces, the new four banger does generate the same number of horses and significantly more pounds-feet, much earlier. It also does so more fuel efficiently. The previous engine was rated at 10.9/7.8 litres/100 km; the new one at 9.7/7.0 city/hwy. Let’s be clear. If you’re like many BMW drivers, who like to push it a little (and reap the reward), you’ll never see these numbers. But the X3 does offer an Eco Pro setting that will help curb such naughtiness, as it blunts the throttle response, shifts earlier and tweaks climate control settings for less drain on the system. This setting even turns down your seat heater. And when you consider the insane price of premium fuel, Eco Pro does make sense, although it pretty much saps all the fun of driving a BMW. Sport mode and Sport+ were my guilty pleasures, and although I paid dearly for them at the pump, the quicker throttle, more direct steering and higher shift points made me forget I was driving what is essentially

he all-new 2014 Acura MDX takes luxury, performance and safety up a gear. Even though the base X3 lists at $42,450, which isn’t particularly steep for a premium compact SUV, its interior, as you’d expect from BMW, is nicely crafted. There are abundant soft-touch surfaces, for example in the door panels and dash, along with brushed aluminum accents, and all of it nicely stitched and fitted together with the tightest of seams. Controls are easy to use – in particular the HVAC which employs simple knobs and buttons – but the iDrive is less old school. It is, however, now more intuitive. iDrive’s main knob and buttons for media, radio, phone and navigation (the latter is part of the $2,200 Technology Package) make it easy to access these functions through a series of menus. The X3 also includes the usual stuff you’d expect in this segment: dual-zone climate control, heated front seats with driver memory, tilt/telescopic steering with controls, and a decent audio system with Bluetooth. Sure, the standard upholstery is ‘leatherette’, but for another $1,900 you can remedy this with Nevada leather. Other upgrades in my tester included the Premium Package ($3,600), which provided panoramic sunroof, park distance control, bi-xenon headlights and auto dimming mirrors. All X3s offer abundant leg and head room in the back seats, and ample cargo room behind them despite the vehicle’s outwardly stubby appearance, inward-sloping rear hatch and relatively low rated capacity of 550 litres. Drop the second row and you max out at 1,600 litres, although it does

appear larger. I had no problem loading it with enough stuff to set up and fill our 10-foot by 10-foot Home Show booth one weekend, with plenty of room to spare. In practice, I’d say that it’s not far off its more capacious competitors. Setting all that practical stuff aside, the BMW roundel delivers something else that’s hard to put a price on. And that’s brand cachet.

there are three interior color and material choices including a rather sharp terra cotta used for seat and interior trim. Heating/cooling is done with three large, round knobs. They are simple to use and adjust and, in my opinion, still the best solution. At the top of the dashboard is a centrally placed vent. Its purpose is to increase ventilation to passengers in the back seat by sending the flow between the two front seats. Simple and effective! While the seating position is higher in a CUV, Toyota decided to lower the height of the steering wheel. It’s just enough to make it feel more like a car and less like a truck. On the exterior there is a new grille and lighting but the real difference between the 2012 and 2013 is in the aerodynamics, with under-body trays to cut drag and along the shoulder the character line turns into an aero ramp to increase airflow towards the rear. There are also small raised vortex generators on the A-pillar and rear taillight lenses. All these combine to lower the drag coefficient on the 2013 model to 0.329 from 0.334 on the 2012 on a vehicle, which by its nature, is essentially a big box in terms of aerodynamics. In a crowded compact CUV market, there are many choices and even more new competitors on the way. THANKSGIVING APPETIZER Creamy Garlic Mexican Prawns INGREDIENTS:

1 lb. Colossal Mexican Prawn Tails (butterflied) 3/4 cup Mayonnaise 1 – 1 ½ tbsp. Minced garlic The zest of one lemon Sea salt & white pepper to taste Paprika for garnish METHOD:

Mix mayo, garlic & lemon zest. Cut prawns along the back length-wise. (through to the inner side but don’t cut bottom tip of shell) Remove veins, leaving shells on. Spread the tails open to “butterfly”. Season with salt & pepper. With the backside of a spoon spread the mayo mixture generously on the prawn meat. Place prawns shell down on a baking tray and bake at 400º F for 3-4 minutes depending on the prawn size. After the shells turn pink, only cook for a minute or two more. T

ransLink is earmarking nearly $300 million to rehabilitate the aging Pattullo Bridge over the next three years even though the structure could be torn down soon after the work is done. But officials at the regional transportation authority insist they will try not to spend the money unnecessarily and are hopeful the bulk of the outlay can be averted if a decision on replacing the Pattullo with a new bridge can be made soon enough. The projected amount to be spent repairing the bridge has doubled from a previous estimate of $150 million to $299 million after work on the span this summer gave TransLink a better idea of what is needed. Executive vice-president of policy and strategic planning Bob Paddon said the rehab work could begin as soon as 2015 and he hopes a decision on the Pattullo’s replacement will be made in 2014. But even a quick decision on replacement won’t avert the need to expend a significant amount fixing the old bridge, Paddon said, because those repairs will be necessary before a new bridge opens. “We will need to spend some money though because even if we have a decision we’re still going to have to figure out how to fund it and then you have to build it,” he said at a recent meeting of Metro Vancouver mayors. Much of the required work is on the bridge deck itself, in addition to seismic upgrades. CEO Ian Jarvis said TransLink is required to

plan for the rehabilitation scenario in its new base plan, because it has no revenue secured yet to replace the bridge. Vancouver Mayor Gregor Robertson said it would be much better to divert Pattullo upgrade spending to increased bus and SkyTrain service, if possible. “We want to put as much into [transit] service as we possibly can,” Jarvis responded. Public consultation found most respondents back a new six-lane Pattullo, but the idea was opposed by most New Westminster residents, who would rather trucks and other traffic from Surrey somehow bypass their city. TransLink has winnowed 25 bridge replacement configurations down to six. It aims to short-list two or three preferred options this winter ahead of a final choice – if the cities of Surrey and New Westminster can unite behind one. It’s assumed the new $1-billion-plus crossing would be paid for through tolls but no decision has been made on financing. The Pattullo could be knocked out of service by a moderate earthquake or a ship collision, and is at risk of being undermined by river scour, according to TransLink reports. TransLink released its new 2014 base plan Friday for public consultation. It will maintain total transit service hours on a $1.49-billion budget despite a $20 million a year deficit that requires it to draw down reserves and prepare to sell surplus real estate. The plan calls for TransLink to move ahead with seven SkyTrain station upgrades and provides for its share of the cost of building the new Evergreen Line to Coquitlam.

A fifth fail to tap out in Compass card test TransLink boosts budget to $194m, eyes fixes JEFF NAGEL Black PrEss

A

three-week beta test of TransLink’s new Compass card payment system found nearly a fifth of the 10,000 volunteers forgot to tap off with their cards as they exited the transit system and may have paid too much. Users tap their Compass card against readers to board a bus or pass through new SkyTrain faregates. They’re supposed to tap off again when they leave to record how far they went and have their account debited accordingly and those who forget are billed for the maximum three zones, when they might have only travelled one or two. Eighty one per cent of users remembered to tap out during the test period, which recorded a total of 568,760 taps. TransLink vice-president Mike Madill said overall the system performed well, but testers flagged several problems TransLink is working to fix. They found the validators on buses were often slow to detect cards. “I’m pretty comfortable we’ll be able to get that remedied before we roll it out to the general public,” Madill said, praising testers for their valuable help. Many passengers also found the green screen colour of the Compass card readers hard to read. Another glitch is the card readers on buses only work when the bus engine is running. Madill said TransLink is looking for a fix so drivers aren’t forced to keep buses idling more than necessary. He noted many testers waited for the screen to confirm their card was read when they could just proceed through as soon as they hear a beep. Making sure people know that will be part of an intense public education campaign ahead of the full rollout. Madill said the budget for Compass card public outreach has been raised to $8 million from around $5 million previously.

That’s budgeted separately from the Compass card/faregates project itself, which is also costing more than originally anticipated. The initial $171 million project cost has now climbed to $194.2 million, a 13.5 per cent jump. Madill said much of the nearly $23-million increase stems from inflation – the budget was drawn up in 2009 – along with some higher capital costs and system changes. TransLink plans a phased rollout of the new fare payment system, issuing the first cards to West Coast Express train users later this fall, with more groups of users being added through the winter and into the spring of 2014, when Compass cards will be available to all. Faregates at stations won’t be closed – terminating the old fare passes and tickets – until everything is working and ready, likely next spring or summer. Despite the increase in costs, there are no plans by TransLink to reconfigure so that passengers who pay with cash on buses can transfer to SkyTrain without paying twice – a change it estimated would have cost another $10 to $25 million. Others who face a higher bill are Fraser Valley residents who until now have been given a $3.25 transfer credit when they take a local bus to West Coast Express. Those Valley passengers will have to pay full fare to board the TransLink system – on top of their local bus fare – starting in the new year. “Transfers are not valid from TransLink to their system so we decided we needed to end that,” Madill said. “Those folks do start outside the TransLink region in terms of tax funding.” He said WCE users will be the first offered Compass cards because they’re a small, well defined group. ransportation Minister Todd Stone wants B.C. residents to weigh in on a potential increase in highway speed limits now under consideration. Stone announced the formal review of speed limits last Friday in Kamloops although he had previously indicated it was coming and technical work is already underway. The Coquihalla Highway already has a speed limit of 110 kilometres per hour but traffic there does an average speed of 118, while drivers routinely exceed the posted limit of 90 or 100 on many other provincial highways. “There’s no question the Coquihalla is a prime candidate for an adjustment in the speed limit,” Stone said, also listing sections of Highway 1 in the Lower Mainland and around Kamloops as well as the Cariboo Connector towards Prince George. It’s been a decade since B.C. last reviewed speed limits. Stone said any increases would involve mainly rural provincial highways between communities, not highways in urban areas of the Lower Mainland, although which specific corridors to adjust will be subject to public input. He said a higher speed limit in some stretches of highway has been made possible by billions of dollars in major road upgrades since the last review in 2003, including 180 additional kilometres of four- or six-lane highway. He also said vehicles are “much safer today than 10 years ago” as a result of traction stability control, anti-lock brakes and other improvements. Stone cited a 28 per cent drop in injury-causing collisions since 2003. And he said research increasingly suggests the greatest danger isn’t necessarily speeding itself, but driving at a much different speed than most other drivers. A minority of 15 per cent of drivers who don’t keep up with the flow or who speed excessively are at greater risk of a crash than the other 85 per cent of drivers who may be going somewhat over the posted speed limit, he said. Stone stressed decreases in the speed limit are also possible. “This review is not about increasing speed limits, it’s about making sure we have the right speed limits.” And he said there will be “no Autobahn” in B.C. where speed limits are lifted altogether. “I am not interested in making any changes

that are going to compromise the safety of motorists.” He said one option could be variable speed limits that are higher in the day and lower at night. The review will pull in fresh research from around the world, and closely consider factors unique to B.C., like its geography and high mountain passes. The risk of crashes with wildlife will also be a key consideration. Bright signs that warn of wildlife at night – potentially activated by sensors that detect animals near the highway – are among various options the ministry will consider to counter that risk, particularly on highways where posted limits might rise. Stone said other technologies being tried elsewhere include automated sirens that scare wildlife off roads in areas where they pose a frequent hazard. The speed limit review aims to generate recommendations by next spring, when the Legislature reconvenes. Public forums on the issue will be held in Kamloops, Chilliwack, Vancouver, Nanaimo, Prince George, Dawson Creek, Cranbrook and Kelowna starting in November, with potentially more sites still to be added. One group advocating for higher speed limits is Sense BC, which was behind a recent viral video making the case for change. Sense BC’s Ian Tootill said even a 10 kilometre an hour increase on the Coquihalla to 120 wouldn’t be enough to match the prevailing speeds in summer. “I’m not suggesting the Coquihalla should be 150 or 160 but it shouldn’t be 120,” he said. Tootill argues speed limits should be set at the upper end of what’s safe – allowing those who can drive that speed to legally do so – while most motorists would go slower. Others reacting on social media argued faster speeds would compromise safety and burn more fuel. Some cities have also advocated for a lower default speed limit on urban streets of 40 kilometres per hour instead of 50, but that idea was defeated by a majority of delegates at last month’s Union of B.C. Municipalities convention.
