Stewart hydro project powering up By Anna Killen THE NORTHERN CONNECTOR
STEWART - A $100 million hydroelectric project near Stewart is powering up. The Long Lake hydro project, located 25 km north of Stewart on Cascade Creek, is expected to generate nearly 130 GWh/ year for sale to BC Hydro over the next 40 years. “We are commissioning and hopefully we’re going to start generating power next week,” said Neil McLaughlin, project manager at Regional Power, which owns the 31 mw hydroelectric project along with Summit Power, speaking last week. “We’ve been here three seasons and we’re pretty much on target to spark this thing up.” A series of tests will be con-
ducted over the next few weeks, running the plant for a few days at a time, checking the systems, running it for longer, and checking again. “Everything gets looked at closely ... and if everything’s okay we run it for as long as it runs,” said McLaughlin. The project works like this: a rock-filled dam at the head of Long Lake builds up a supply of water which is then diverted down a 7.25km penstock, gathering pressure to turn two-jet Pelton-type turbines which in turn generate power year round. The water is then discharged into Cascade Creek. A 10km transmission line connects the turbines to BC Hydro’s 138kv line which runs into Stewart, flowing the power into the crown corporation’s pro-

vincial grid. The line runs over and down a mountain ridge and was built by Valard, the same company which is building BC Hydro’s 287kv Northwest Transmission Line. Canadian Projects Ltd, out of Calgary, designed the site, with a contracting consortium called WEN handling construction. Westpark Electric, based in the Fraser Valley, was also involved as was Soucie Construction from Stewart and All North and Triton, companies with offices in Terrace. The work took three years and the powerhouse portion of the project, which houses the generators, turbines, and all of the control equipment, has actually been finished for a year, said McLaughlin. “The powerhouse is the most

sophisticated equipment that’s involved in all of this, the rest of it’s civil works and a pipe in the ground,” he said. “We finished that a little earlier than scheduled, so that was good.” At the peak of construction, the project provided 270 direct jobs, he said. Now, three to five full time operators will be running the plant – to put that into perspective for the small community of Stewart, explained McLaughlin, the three men already signed on to work at the plant have six children between them, which is “10 per cent of the public school.” Long Lake will be the biggest tax base for the Stewart community, and will provide power for mining and exploratory projects in the surrounding area.

Japan had the terrible earthquake a few years ago and after the earthquake, they found out they cannot rely on nuclear plants for electrical generation. “That is why they have decided to switch all of their power generation to natural gas, and the government and their people have been talking to our government hoping that we can provide the supply for them in the decades to come,” she said.

KITIMAT - She may be working in B.C.’s capital but Dr. Jacquie Green (or, Kundoqk) keeps her Haisla roots close to her heart. Green is a distinguished member of the province’s social worker circles, in July taking the role as the University of Victoria’s first aboriginal director of social work. It’s also the first aboriginal director of social work in any mainstream Canadian university. She began her new position in July, not too long after she successfully defended her dissertation in her home community of Kitamaat Village. (Sentinel, April 17, 2013) She said that being in the position she’s in it does make a difference for First Nations. “It makes a difference in the sense that they see our own people reflected in a leadership position, and for probably the last half of the century, in terms of social work and child welfare, this has always been problematic for our people. Our people are over-represented in the state, almost 50 per cent of our children are in foster care,” she said, noting that in places further north than Kitimat there might be 70 per cent of children in the care of the state. PRINCE RUPERT - Real estate sales in Prince Rupert continue to climb, with more than 200 properties being sold through the first three quarters of 2013. A total of 206 properties worth $43.4 million sold in Prince Rupert by the end of September, up 82 properties and $23.2 million from 2012 figures. Included in that figure are 154 single family homes with a median selling price $180,000 and an average selling price of $196,215. Those numbers are also well up from 2012, where 98 single family homes sold for an average of $193.691. “It’s a bull market. House sales are up 57 per cent year-to-date ... I don’t see any reason why it would not continue. Our office is busy and there is a
steady supply of buyers and sellers,” said Victor Prystay with Royal LePage Prince Rupert, noting there is also a difference in what is being sold. “It is evolving into a seller’s market, but I don’t think it is a hard seller’s market yet. The houses that are under $200,000 are being picked up.... if you look at the inventory in the $150,000 to $200,000 range, it is getting pretty sparse.” Although that average selling price is up significantly, Prince Rupert is well below other northwest communities when it comes to the avselling price. The Victor Prystay erage average price of a home in Smithers is $253,075, the average price in Terrace is $250,157 and the average price in Kitimat jumped from $175,959 in the first nine months of 2012 to $230,716 during the same time period this year.

Year-over-year increases in some areas

KITIMAT - While the number of calls for service is seeing a downward trend for the Kitimat RCMP — 467 for August — they’re still seeing high levels of cases, putting them beyond 2012 levels for some. The August statistics for crime files was presented to Kitimat Council by staff sergeant Phil Harrison on September 23. Sexual assaults haven’t yet exceeded 2012’s level of 12 files, but it’s close at 10 files for the year, three in August. There was no aggravated assault for the month, but so far the total is three for 2013, compared to only one in 2012. Assault with a weapon or assault causing bodily harm files were at two for the month, bringing 2013’s total to 19, five short of 2012’s 24 files. Common assault are nota-
bly far greater this year than last. There were 35 files in August, making it 141 files for the year. In 2012 there were only 96. Harrison noted that the assaults are not happening in the general community and mostly take place at bars and pubs. He said that with a nearly full complement of officers working or expected to begin work shortly, he hopes to begin ‘bar walks’ again. There were two robberies in August, the same total as all of 2012. This year’s total is at five. (Robberies are stealing from someone using violence or a threat of violence.) August saw seven threats against persons, bringing the year total to 64. Business break and enters have doubled over 2012, with August’s five files adding to 16 for the year. Residential break and enters are similarly increased over last
year but so far not by as wide a margin. So far we’ve seen 37, including three in August, while there was 30 in 2012. There have been 31 vehicle thefts for the year, after three files in August, which is above the 14 in 2012. Shoplifting however is quite low, only three cases for the year, one in August, against 13 in 2012. Kitimat has almost seen equal numbers of files for causing a disturbance, with 22 in August meaning 160 for the year. Five more files and we’ll hit 2012’s total. On drug offences, it was a relatively quiet month in August, with two files for possession of cocaine, and one for possession of marijuana. So far there’s been 18 possession of marijuana files in 2013 (28 in 2012) and six cocaine possessions total (eight in 2012). There was one trafficking of cocaine file opened in the month. There’s been six for the year, against four in 2012.

TERRACE - The rain didn’t dampen the grand opening of the Kitsumkalum Health Centre Sept. 30. People from the community, Kitsumkalum chief councillor Don Roberts, Mildred Roberts, Terrace city officials, many others and Health Canada representative Prince GeorgePeace River MP Bob Zimmer, came out for the opening. Mildred Roberts said she worked for Kitsumkalum Health for nearly 20 years, wanted to work until she turned 80 and told Health Canada she would continue working until the health centre was done. She, along with a Kitsumkalum child, cut the ribbon following her opening prayer and chief Don Roberts’ opening remarks and thank-yous to those involved with making the health centre a reality. Visitors then were let in to look around the building and then to the Kitsumkalum Hall for a feast.

Kitsumkalum elder Mildred Roberts, who was one of Kitsumkalum Health’s first employees and worked there for 20 years, cuts the ribbon, for the grand opening of the Kitsumkalum Health Centre Sept. 30. Project management of the 4,423 square foot one-storey facility fell to Vancouver-based Unitech Construction Management with Lubor Trubka Associates Architects handling design and other project responsibilities.
Built on a slab, seven feet of rock was first placed on the site to raise the property above the 100-foot flood level. The building is wood framed with heavy timbers and is equipped with an extensive sprinkler system inside and
outside under the eaves. Security cameras have been installed inside and outside. Earlier this year, Don Roberts said the new building was badly needed as health centre and other workers were housed in trailers, which
had long ago outlived their usefulness. In addition to regular health unit staffers, there’ll be space for a visiting dentist and eye specialist. And there will also be office space for the RCMP’s community policing office.

A Year of Careful Study In June 2012, TransCanada PipeLines announced the Coastal GasLink Project, to safely deliver natural gas from the Groundbirch area, near Dawson Creek, B.C., to the proposed LNG Canada gas liquefaction facility to be developed by Shell Canada Ltd. and its partners near Kitimat, B.C. We began with a “conceptual corridor” based on aerial inspection, available maps and renderings. We then met with First Nations, landowners, local government officials and northern B.C. residents to find opportunities to improve our plan and avoid social and environmental areas of concern. We made significant adjustments to the corridor based on this input and narrowed our focus to a two-kilometre-wide “study corridor.”
During 2013, we have sent hundreds of scientists, engineers and technicians into the field to travel along the corridor, test rocks and soils, study rivers and streams, and gather information about plant and animal life. First Nations community members have shared traditional ecological knowledge through many of our field studies. Using the information we have gathered, we are developing a proposed pipeline route. Our route proposal will be part of our application to the BC Environmental Assessment Office, and our application to the BC Oil and Gas Commission. We are grateful to the communities of northern B.C. for their constructive contributions to this process.

PRINCE RUPERT - People in Prince Rupert, the last stop along the Highway of Tears, marched and remembered the missing and murdered women found along Highway 16 on Friday. The North Coast Transition Society (NCTS) and Native Women’s Association of Canada held Take Back the Highway Walk and Sisters in Spirit Vigil on Oct. 4, where people walked from the Prince Rupert courthouse to the Lester Centre of the Arts for a candlelight vigil. Christine White of the NCTS said the event was held to raise awareness. “We don’t want to become complicit and let things fall into the background. We want governments to hold to the things they said they’d do and carry through with those things,” White said. Many walkers wore numbers, representing the women who went missing or were found deceased along the Highway of Tears. The victims were mainly of aboriginal descent. “Prince Rupert is the last stop on the Highway of Tears, where so many of our women have gone missing. There are conflicting numbers around how many women are victims of the Highway of Tears ... what we know is that every women missing is one too many,” White said, adding cell service along the highway would go a long way in helping women. The vigil at the Lester Centre included a number of speakers, including Jen-
nifer Rice, MLA of the North Coast, who told the Northern View she recently experienced a scare along Highway 16. Rice accidentally locked herself out of her vehicle at a rest stop, where there was no cell service. “All I could think about was the women along the Highway of Tears, and how that could’ve easily been me. I’m definitely in favour of getting cell service between Prince Rupert and Prince George,” she said, adding she would like to see the federal government do a national inquiry on the issue of missing women. During Rice’s first question period in July, she asked B.C. Justice Minister Suzanne Anton why a safer transportation option hasn’t been implemented on Highway 16, despite the fact the 2006 Highway of Tears Symposium and the 2012 Missing Women Inquiry report both called for one. While the event was held in honour of the Highway of Tears victims, it also revolved around the issue of violence against women in general, calling on action to be taken to end the problem and to not blame victims. Treena Decker, NCTS Stopping the Violence counsellor, shared her story about losing her friend Marne. Marne and her friends went out to the bar one night, but because she was underage she couldn’t get in. “She said she was fine, and would catch a ride home. She never got home ... she was found months later,” she said. Decker reminded people not to lay the responsibility of violence against women on the victims, but against the perpetrator.

KTIDS Northwest to close its doors by the end of 2013 Kitimat & Terrace It is with great pride that the board of directors of Kitimat-Terrace Industrial Development Society (KTIDS), at their board meeting on 30 September 2013, has agreed that the original purpose and mission of the founding society has been achieved. The communities of north-western British Columbia have transformed from isolated and floundering repression to an interdependent, thriving and rebranded economies that are attracting huge investments to the region. With this realization in play, the directors unanimously agreed to discontinue the volunteer organization after eight years of strong and forceful operation. KTIDS was founded in early 2005 with the key goal to strengthen the region’s economy by working to diversify the existing Aluminum, Forestry and Petrochemical industries and attract new investment. The region was well positioned to attract industry with affordable housing, capacity in its schools and quality industrial lands with access to the growing Asian market but needed to be championed. Over the years the directors and staff of KTIDS Northwest have initiated numerous studies, research and business attraction documents then utilized these resources to meet with investors and Government representatives, both municipal and provincial, to market the region and its communities as open for business. Today, with the massive global interest in investment in our region, efforts now have to be made to seize the myriad of opportunities in front of us and manage the social change. As the founding goals of KTIDS have been achieved, this new role of economic development will be done by the excellent organizations we have enjoyed working with over the years. With this announcement, KTIDS Northwest President Robin Lapointe said, “The Board would like to thank our business partners and engaged community representatives for their support and input throughout the years and particularly our funding partner, Rio Tinto Alcan. Without their generous support none of this would have been possible”

PRINCE RUPERT - The City of Prince Rupert has torn a local family apart. Dog owners Katherine and Ray Spong say Prince Rupert is a “petunfriendly town” after Ketherine Spong being forced to give up one of their four dogs after being denied the necessary permit from City Hall to keep the dog at home. The City of Prince Rupert’s dog control bylaw states “the number of dogs is limited to a maximum of three within any household”. Anyone exceeding the maximum can apply for a kennel licence, provided their household is permitted to do so within the municipal zoning bylaw and Official Community Plan bylaw, and complies with any other municipal bylaw as required. At the end of September, following a complaint, Prince Rupert’s city bylaw officer contacted the Spongs saying the city was going to levy fines or impound one of the dogs. The couple was willing to pay for a kennel licence to keep all their dogs at home, but were denied that request. Katherine said she believes the four dog maximum should be considered case-by-case, and believes the person that complained did so maliciously. “The city has a duty to the citizens of course, but the bylaw is to protect the helpless too. However, when a complaint is malicious, the city must do its due diligence, use local resources to verify the situation and then work with the people involved ... maybe they just love dogs and have made the sacrifice to give a needy dog a new life in a loving home,” she said. Katherine said her and her husband have the resources and knowledge to manage a four-member pack, and have no intentions of getting more pets. The couple has been violating the bylaw since September 2011 when they took in a Karelian Bear Dog they named Lily. The Spongs found Lily abandoned in a remote location when she was five or six months old. After consideration, the couple decided Lily was the most self-reliant of their pets. “We moved Lily out of town immediately. All of our dogs area adopted and most are special needs. Lily is the dog we felt could handle the separation,” Katherine said. “The City of Prince Rupert has ripped our family apart.” Katherine said people who take on a dog or multiple dogs are usually caring and compassionate, with the exception of backyard breeders and puppy mills. The couple said they have the resources and experience to manage four dog. Katherine said none of the Spongs’ dogs are vicious, and they have never ran at-large in the city or caused any trouble. “They are happy, friendly, well-cared for, wellexercised and much loved house dogs,” she said. “We don’t have kids so the pack is our family. Not everyone can do this, nor do they have the desire to. That’s okay too, but the point is it is work and you must be committed.” Ray met with Prince Rupert Mayor Jack Mussallem last week, and said he was sympathetic toward the situation, but said there is nothing the Spongs can do. The couple is planning to live separately and continue their efforts to get their family all under one roof. Katherine said the couple will be petitioning council to amend the current kennel licence policy. The City of Prince Rupert’s Department of By-Law Enforcement did not immediately respond to requests for comment by the Northern View.

David Rankine Harvey April 14, 1921 to September 28, 2013
It is with great sadness that we announce the passing of David Rankine Harvey at Mountainview Lodge, with his family by his side. David was predeceased by his wife Fidelis, in July, 2012, and leaves to mourn his daughters Fidelis (Tom) and Pat (Ron), grandchildren Kariann, Thomas, Lorna, David, Steven and Catherine, and great grandchildren Brittany, Ethan, Cameron, Owen, Alec, Isla and Isobel. David came to Kitimat in 1974 and worked at Eurocan until his retirement in 1986. He and his wife then moved to Winfield, but returned to Kitimat in 1997 to be closer to family. We would like to thank Drs. West, Wahl and Huang for their care, also thanks to the wonderful nurses, aides and volunteers at Mountainview Lodge for their exceptional kindness and care, and friends who have supported us at this time. To honour David, a tea in celebration of his life will be held on Saturday, October 19 at 1:00pm at the Royal Canadian Legion, Branch 250. He will be laid to rest in Scotland at a later date.

It is with great sadness that we announce the passing of Terry Shirley Nardon. She passed away peacefully on October 5, 2013 with her family at her side at the age of 78. Terry was pre-deceased by her parents Eric and Florence Winfield. Terry was born in Jersey Channel Isles in Great Britain on March 29, 1935. In 1957 she moved to Vancouver and on her second day in Canada she met the love of her life, John. They married in 1958 and settled in Prince Rupert where they raised two daughters. Terry worked at Eaton’s and B.C. Packers where she made many friends and was known for her positive personality and kindness. John and Terry retired and they moved to Kelowna. Terry always enjoyed hot weather, thrift shops and travelling. Terry and John enjoyed many wonderful cruises together. Terry will be deeply missed by her husband John of 55 years, daughters Christina (Mel) and Anita. She will be fondly remembered by her six grandchildren Tyler, Kyle (Sarah, James, Ellie), Nicole (Mike), Lauren (Scott), Tovah, Kieren her sister Diane Brady (Sean) and many close friends. A celebration of our mom’s life will be held at their home in Kelowna on Friday October 11th at 1pm Please make donations to a charity of your choice.

Ernst Johann Friedrich Mueller Born April 11, 1923 in Magdala, Germany Passed October 4, 2013 in Kitimat, BC
Ernst lived a full life right up to his last days, arriving in the Kitimat area in 1954 to work for Alcan. He was one of the old-time pioneers that built the town of Kitimat and created a home for himself and his family. Quick to smile and laugh, and always ready to enjoy a hearty meal, he will be missed and lovingly remembered by his wife Agatha, and his children Lothar and Patrick, his grandchildren, great grand daughter and their families. His funeral will be held at 1:30pm on October 12 at Christ the King Church in Kitimat.

Born in Oldenburg, Germany, Karin immigrated to Kitimat, British Columbia, Canada in July 1960. Daughter of successor Guenther and late Gerda Johannes of Summerland, BC and sister to Ursel Johannes-Roach of Cumberland, BC. Residing most of her life in Kitimat, Karin was an active member of the Kitimat 4-H Club and Minor Hockey League, receiving commendations for her roles as Manager of the REP hockey league and the success of Kitimat’s first 4-H fall fair by the MLA of Skeena. She had an overwhelming love and passion for her family, friends and all living creatures. She was a proud, loving Mother and Oma. Survived by four children, Guenther Tyrone Thompson of Kitimat with grandchild Aspen Sherwood Thompson; Matthew Alfred Roy Thompson of Calgary, AB; Norman Brett Thompson with grandchild Zalund Brett Thompson of Vernon, BC and Krista Merle Thompson of Toronto, ON. A private family service was held Sunday, September 29 in memorial of Karin.

Rampage drop season opener to Kangaroos By Shaun Thomas

PRINCE RUPERT - The Prince Rupert Rampage kicked off the 2013/2014 CIHL season against the Quesnel Kangaroos on Saturday night in a fast-paced, high-scoring affair. The two teams left it all on the ice in the first period, but the highlight was the play of goaltenders Ryan Manderson of Quesnel and Warren Hanson of Prince Rupert. After Manderson shut the door in close on the powerplay, there was a close call at the other end of the ice when the puck got behind Hanson and sat there before eventually being cleared from the crease by the Rampage defense. With six minutes to play in the frame and Prince Rupert on the powerplay, both goalies were called upon to make some big saves. The period ended in a scoreless tie, but an altercation after the buzzer between Quesnel’s Dave Gordan and Jordan Aubee ensured the Rampage would start the second on the powerplay. The late penalty proved to be costly for Quesnel as Kory Movold opened the scoring just 1:19 into the second with a wrister from a bad angle that beat Manderson. The excitement of the crowd was short lived though, as Tyrell Turgeon
stole the puck in the offensive zone and went five-hole just over two minutes later to tie things up, Nick Tomassetti put one over the pad of Hanson less than five minutes later and Matt Stang netted a shorthanded goal by picking up a rebound at the side of the net with 5:06 to play to make it 3-1. While it looked like the Kangaroos would take a commanding lead into the final frame, the Rampage offence came to life as the clocked ticked down. Kendal Mossini’s unassisted goal with 2:56 to play was followed by a Kendal Stace-Smith goal just 13 seconds later to tie things at three. The crowd came to their feet at the end of the period when Jordan Weir picked up the puck at the side of the net and beat Manderson with 2.3 seconds left to give Rupert the 4-3 lead with one period left. Quesnel quickly tied things up just 1:26 into the third when Paul Girodat forced a turnover at the blue line and fed Turgeon to complete the 2-on-0, and took the lead just over three minutes later as Alek Gibbs sniped a top-shelf wrister on a rare 2-on-1 shorthanded rush. The Rampage had opportunities late in the game, including a 5-on3 powerplay with six minutes to go, but a late penalty for too many men on the ice resulted in another Kangaroos goal as Turgeon deked

out Hanson and put away the backhander to give the visitors the 6-4 win. “Tonight, there were a couple of turnovers on our powerplay and we gave up two shorthanded goals.
I think that was the difference. Fiveon-five I thought we were even, but those shorthanded goals were the difference ... the special teams have to step up,” said coach Roger Atchison, noting this game was a good
start for the season. “All I want to see is hard work and the guys have to gel a bit more. I think that’s coming, we just have to play more disciplined and play a full 60 minutes.”
Demons boast back-to-back home wins opening weekend By Allan Hewitson

KITIMAT - The Kitimat Ice Demons prevailed in back-to back wins on home ice over Terrace River Kings, 6-3, Saturday night and 7-3 over the Quesnel Kangaroos, Sunday afternoon. “We played a lot better against Quesnel than Terrace, so overall, I think we had a good start to the season,” said head coach, Cliff Madsen. The Ice Demons started the 2013-14 season on a fast note taking a 1-0 lead on the first shot of the game, a drive from the top of the left circle by centre Josh Slanina (Jeff Mildenberger, Jordan Goncalves) that beat Terrace starting goaltender Patrick Leal cleanly – just 43 seconds into the game. But Terrace had much of the offensive play in period one, but could not put a shot past veteran Demons goaltender, Brett Vilness, who earned star of the game honors, playing like the style he employed in the Demons’ heyday in the early 2000s. While out-shooting the Demons 12-8 in the period, Terrace could not get a goal, but the Demons took a two goal lead into the change room on a short-handed goal scored by Derek DeLisser (Derek Wakita) with just 1.10 left in the period.
This was not the usual TerraceKitimat rough-house barn-burner, with Terrace taking only two minor penalties in the game and the Demons giving the River Kings only five opportunities on the power play. The Kings were only able to capitalize once, late in the third period, when captain Steve Cullis slid a Tristan Murray rebound behind Vilness with just over four minutes remaining, and with the game mostly out of reach with Kitimat leading 6-2. The Ice Demons managed to keep Terrace off the score sheet until early in the second, when Josh Murray beat Vilness off the post, assisted by Jeremy Vandenbroek and Rajan Sangha. This made the score 2-1 and Terrace kept up the pressure until Derek DeLisser again abruptly turned the tide with a super goal, to make it 3-1 (assisted by Josh Slanina and Ben Rumley.) Just a minute and two seconds later, Derek Wakita finished off a play from Ian Coleman and Blaine Markwart that took a lot of the momentum drive out of the River Kings’ offense. But they were still alive three minutes after the Wakita goal when Jeremy Vandenbroek converted a pass from newcomer Cory Dekelver to bring Terrace back to 4-2 at the second intermission. Shots in the period were Demons, 11, Ter-
race 13. The Ice Demons began to look more like their old selves in the third period out shooting Terrace 14 to 10, and adding goals by Jordan Goncalves (Ben Rumley) and Ben Rumley finished Demons’ scoring, with assists to Josh Slanina and Derek DeLisser. Steve Cullis finished the scoring with his power play goal with just four minutes left in the game. On Sunday afternoon the Ice Demons played a more assertive game although the Kangaroos turned the tables on the Ice Demons with the first goal of the game. While Demons scored on the first shot of Saturday’s game, the first shot of the Sunday game,scored by Quesnel’s Matt Stang (unassisted), squirmed along the line and behind Tommy Mildenberger in the Kitimat goal to gave the Kangaroos a 1-0 lead. With a power play goal and three shorthanded goals, all in the third period, the Kitimat Ice Demons used special teams to take the 7-3 victory on home ice against the Quesnel Kangaroos. The Demons now go on the road playing in Prince Rupert on Oct. 12 and against the Houston Luckies in Houston on Oct. 19. The River Kings host their home opener this weekend, with two games against Williams Lake Oct. 12 and Oct. 13.
