Speed limit review underway by Jeff Nagel Transportation Minister Todd Stone wants B.C. residents to weigh in on a potential increase in highway speed limits now under consideration. Stone announced the formal review of speed limits recently in Kamloops although he had previously indicated it was coming and technical work is already underway. The Coquihalla Highway already has a speed limit of 110 kilometres per hour but traffic there does an average speed of 118, while drivers routinely exceed the posted limit of 90 or 100 on many other provincial highways. “There’s no question the Coquihalla is a prime candidate for an adjustment in the speed limit,” Stone said, also listing sections of Highway 1 in the Lower Mainland and around Kamloops as well as the Cariboo Connector towards Prince George.

It’s been a decade since B.C. last reviewed speed limits. Stone said any increases would involve mainly rural provincial highways between communities, not highways in urban areas of the Lower Mainland, although which specific corridors to adjust will be subject to public input. He said a higher speed limit in some stretches of highway has been made possible by billions of dollars in major road upgrades since the last review in 2003, including 180 additional kilometres of fouror six-lane highway. He also said vehicles are “much safer today than 10 years ago” as a result of traction stability control, anti-lock brakes and other improvements. Stone cited a 28 per cent drop in injurycausing collisions since 2003. And he said research increasingly suggests the greatest danger isn’t necessarily speeding itself, but driving at

a much different speed than most other drivers. A minority of 15 per cent of drivers who don’t keep up with the flow or who speed excessively are at greater risk of a crash than the other 85 per cent of drivers who may be going somewhat over the posted speed limit, he said. Stone stressed decreases in the speed limit are also possible. “This review is not about increasing speed limits, it’s about making sure we have the right speed limits.” And he said there will be “no Autobahn” in B.C. where speed limits are lifted altogether. “I am not interested in making any changes that are going to compromise the safety of motorists.” He said one option could be variable speed limits that are higher in the day and lower at night. The review will pull in fresh research from around the world, and see Speed page 4

closely consider factors unique to B.C., like its geography and high mountain passes. The risk of crashes with wildlife will also be a key consideration. Bright signs that warn of wildlife at night – potentially activated by sensors that detect animals near the highway – are among various options the ministry will consider to counter that risk, particularly on highways where posted limits might rise. Stone said other technologies being tried elsewhere include automated sirens that scare wildlife off roads in areas where they pose a frequent hazard. The speed limit review aims to generate recommendations by next spring, when the Legislature reconvenes. Public forums on the issue will be held in Kamloops, Chilliwack, Vancouver, Nanaimo, Prince George, Dawson Creek, Cranbrook and Kelowna starting in November, with potentially more sites still to be added. One group advocating for higher speed limits is Sense BC, which was

behind a recent viral video making the case for change. Sense BC’s Ian Tootill said even a 10 kilometre an hour increase on the Coquihalla to 120 wouldn’t be enough to match the prevailing speeds in summer. “I’m not suggesting the Coquihalla should be 150 or 160 but it shouldn’t be 120,” he said. Tootill argues speed limits should be set at the upper end of what’s safe – allowing those who can drive that speed to legally do so – while most motorists would go slower. Others reacting on social media argued faster speeds would compromise safety and burn more fuel. Some cities have also advocated for a lower default speed limit on urban streets of 40 kilometres per hour instead of 50, but that idea was defeated by a majority of delegates at last month’s Union of B.C. Municipalities convention.

It just wasn’t the wonders of hearing the amazing songs of country music star Paul Brandt when he played a concert last May at the Cranbrook Alliance Church but it is the wonder of his generosity that is now touching the community. The Calgary born Brandt decided to thank the Cranbrook Alliance Church for hosting the concert by sending a gift of $1,000 from The Build It Forward Foundation, formed by Paul and his wife Elizabeth Peterson, to the East Kootenay Foundation for Health. “We were absolutely blessed to learn of this wonderful gift coming from Paul and his foundation. We were also equally moved when it was the foundation who suggested that the gift be earmarked for use by the regional hospital’s Spiritual Care Committee. This is something we think Paul (a former pediatric nurse) and his family will really be pleased with,” explains Steve Pommier, representative for the Alliance Church. The East Kootenay

Best reason for thanks by Brian Coombs Thanksgiving has come and gone and while memories of the meal most of Canada just gorged on float through our gravy-sodden brains is a fine to time contemplate what many of us are most thankful for. For many of us, especially on the day after this holiday, the gratitude we felt on Thanksgiving is mixed with the knowledge that much of what we are thankful for is beyond our control. This feeling could come from enormity of abundance that surrounds us and the amount of sheer luck in our good fortune. For example, many of us have been blessed to be born in a wealthy country—a country where we can take a day off work to powermunch and hang out with family. An offshoot of this largess is that this region happens to be one of the most beautiful areas in a province pretty much overflowing with jawdropping scenery. Living in the Kootenays is awesome. While this is something, for at least a good portion of us to be grateful for, that fact always brings up

the flip side of the coin. There are places on the planet where we would be lucky just to survive the day. Staying local however, brings up another piece of fortune that is also heavily reliant on luck; employment. It’s true that your chances of maintaining employment, or keeping a business afloat is influenced to a great degree by how hard you work and how serious you take your responsibilities. But for at least the past five years, much of the planet has been an employers’ market. Outsourcing, downsizing caused by increasingly tight margins squeezing businesses and in some cases, corporate greed, have led to good people we know losing their jobs through no fault of their own. No matter how well we perform, we also know deep down that luck plays a part in our success and again, that can tinge our gratitude with a touch of ennui. This is all a part of what makes Thanksgiving a different kind of holiday, and good fortune, no matter how lucky, is marvellous. But the examples above and situations like hav-

ing a good base body type or hair, or winning a lottery depend, in at least some way, on the vagaries of chance. That is because these benefits are external. But there is something not left to chance, especially as we grow more mature. The relationships we maintain and grow is an internal bond forged purely by the wills of the people involved. We make the choices that lead to our circle of friends and we make the choices to maintain or disregard our family connections. It is these connections that share our joy over a job promotion, share food and laughter with and share in our grief when like all things, someone we know passes away. And no matter what the physical beauty is in the Kootenays, should we leave here, it will be the people we remember far longer than the scenery. And on this reflective day after Thanksgiving, take another moment and look around at the people that surround you and offer thanks for yet another piece of good fortune.

Input sought on priorities for the Elk Valley for rest of the month Submitted “Think Elk Valley” is the name of the game for the Elk Valley Community Directed Funds Committee and it is seeking your input on how to best allocate $600,000 from Columbia Basin Trust (CBT) to create social and economic benefits across the region. During the month of October Elk Valley residents and stakeholders will have a number of opportunities to give the Committee feedback on how to spend the funds by identifying projects and priorities that will create benefits for all communities in the Elk Valley. These opportunities include giving input

Last week a study was published showing that 59% of herbal products available over the counter (OTC) were contaminated with lower quality fillers or plant species not listed on the label. The authors found that plant species with known toxicity, side effects or interaction with other herbs were present in some of these products. Obviously, this could pose a threat to the consumer. At the very least, this poor quality control reduces the effectiveness of the supplement. There are two issues at play in this problem. First, there are currently no best practices for identifying the herbs being used in a product. Many OTC supplement companies have no role in the actual collection of the herbal material, they simply call up an herbal warehouse and ask for so much of herb x, y and z to be mixed together. The selling company then labels it and sells it. To properly

deal with this issue the authors of the study suggest using DNA testing to identify plant species, thus guaranteeing the species of plant being used. The second issue is the choice of fillers and binders used in the product. In the interest of saving money, many OTC supplement companies cut corners and use lower quality and less expensive fillers in their product. As a general rule, you get what you pay for and companies with more expensive supplements generally have higher quality control (a cost that is added to the product and passed along to the consumer). While this is no guarantee, it does increase the chances of less contamination. Using professional grade herbal supplements is also a good idea. As a specific example, Metagenics is a professional grade US company that spends over a million dollars a year in third party quality control to prevent contamination.

Connie Kaldor brings her folk roots with her to Key City Theatre Submitted

Folk singer/songwriter Connie Kaldor will perform at the Key City Theatre on October 22.

Canadian born folk singer and songwriter Connie Kaldor will be performing at the Key City Theatre. A native of Regina, Saskatchewan, Connie Kaldor has been performing for most of her life. Born into a musical family, she grew up singing in the choir. Her love of performing led her to a theatre degree from the University of Alberta, and then to alternative theatre companies such as the Mummers and Theatre Passe Muraille, an influence still very much in evidence at any Connie Kaldor concert. Although she left theatre to pursue her songwriting career quite early, her engaging character and storytelling skills are hallmarks of her live performances.

In 1981 Connie established an independent record label, now called Coyote Entertainment. She has recorded 14 albums. By the mid nineteen-eighties she was headlining folk festivals across Canada and the U.S.A. Connie has toured extensively ever since, bringing her

music all over North America. She has shared the stage with innumerable artists, including Shawn Colvin, Tracy Chapman, Sylvia Tyson, the Chieftains, and Daniel Lanois. In 1984 she received a Most Promising Female Vocalist Juno

nomination for her album Moonlight Grocery. In 2000 Love is a Truck was nominated for a Juno in the Folk Roots category. Connie Kaldor plays the Key City Theatre on Monday, October 22 at 7:30 pm. Tickets are $35 plus HST and are available

Family and loved ones held a wonderful memorial in the valley where Cathy and David, her loving husband, have been residing. Cranbrook remembers Cathy, where for many years she blessed everyone with her professionalism managing the Cranbrook Golf Club, while still finding time to balance advice and guidance with her less experienced team. One cannot forget how she conquered the daunting task of being a successful leader and throughout this plight it still was easy to be Cathy’s lifelong friend, with her kind heart and supportive nature. It is with great honor that Cranbrook shall share in a “Celebration of Life” with those that knew, loved and respected Cathy. This fresh and unique affair of memorial, laughter, toast or tear shall be held at Mission Hills Golf Course in Cranbrook, BC. Please, come and leave your personal expression. Marian Laverne Martin 1947-2013 It is with deep sorrow that the family of Marian Martin announces her passing on Sunday, October 6, 2013 in Cranbrook at 66 years of age. Marian was born on January 20, 1947 in Gull Lake, Saskatchewan. She enjoyed the "odd" game of bingo. Marian was proud of her pride and joys - her seven grandchildren. She was so happy when they were around, whether it was one at a time or seven at a time. Marian will be greatly missed by all who knew her. Marian will be missed by her loving husband Bill of 48 years, her children Sherri (Tim), Nadene (Albert) and Brad, her grandchildren Kayleigh, Dayton, Tianna, Sarah, Taryn, Chris and Justin, her brother Richard (Carol), her sister Doreen, her very special niece Ashley, numerous nieces and nephews, her sisters-in-law Helen Grieve and Maryanne (Ken) Bonderoff and her brother-in-law Rob (Joanne) Martin. Marian was predeceased by her parents Roland and Ethel Migneault, her nephew Ken Migneault and brothers-in-law Don Martin and Rick Grieve. At Marian's request, there will be no funeral service. A Celebration of Marian's Life will be held on Saturday, October 19, 2013 from 1:00 pm until 4:00 pm in the Heritage Inn Ball Room. Arrangements entrusted to McPherson Funeral Service.
