Firefighters have been heading out into communities and helping food banks for as long as food banks have been around. In Lake Country, it’s no different. But this year the department will be able to hit more homes than ever before in the third year of a growing program introduced by a local realtor and onetime food bank user. The program will see most residents in Winfield receive bags to place

non-perishable food items in for pick-up by the fire department on Dec. 2. “When it comes down to it, there are 12,000 people in Lake Country and another 3,500 to 4,500 people who live in the area but are outside of the district limits,” said assistant chief Brent Penner. “There is just not enough of us to get to every home. When you go through some of the more heavily populated areas, having the bags already out and ready to go saves us a substantial amount of time and we

The District of Lake Country received one of the coveted Five Bloom awards handed out at the annual Communities in Bloom provincial award ceremony held in Kamloops recently. Communities in Bloom judges pointed out great numbers of volunteer hours spent on environmental action in Lake Country and identified an extensive list of projects completed this year by a variety of groups including the concept and development of the Quail Trail. “This year we took what we learned from the previous two years of the Communities in Bloom program and highlighted more of the great things that our community is doing,” said Coun. James McEwan, Communities in Bloom committee chairman. “Through the hard work of our staff and community volunteers, we have now been recognized as a 5 Bloom community. What I appreciate about the Communities in Bloom process is that it gives us a chance to reflect on the amazing things that are happening in our community, highlight them, and learn what we can im-

Kids get involved during fire prevention week

The Lake Country Fire Department played host to about 50 kids and many parents last week as part of the department’s annual fire prevention week. As many as 50 Grade 3 students from schools from Oyama through to Peachland took part in the educational event

which featured a theme of kitchen fires and how to deal with them. The day began early last Wednesday as three Lake Country students were selected to be fire chiefs for the day. The three were picked up early in the morning by a Lake Country fire truck and returned to the

Winfield Fire Hall before being dropped off at school. The evening session featured an educational component for kids and parents at Lake Country Station 1. “We have some fun with the children and teach them about fire safety,” said Eric DeGel-

der, Lake Country fire inspector. At the end of the night firefighters set fire to a small out-building that was built to represent a living room with a couch, tables and book shelf with a working smoke alarm. Kids and parents gathered around to watch just how quick-

ly everything caught on fire. “It’s more geared for the parents to show how important a home escape plan is and how important it is having a working smoke alarm,” said DeGelder. Fire prevention week lasts until the end of October.

Counterfeiters nabbed by police Flights to Cranbrook

On the evening of Oct. 8, Kelowna RCMP received a report of a suspicious vehicle in the alley between Smithson Drive and the 1700 block of High Road in Kelowna. A silver Ford sedan bearing truck plates was located, with two occupants. The vehicle was uninsured and while the male driver was issued a violation ticket the female passenger was ob-

served with American currency, which police had reason to believe was counterfeit. A search revealed several American $20 and $50 bills, many with the same serial number, and she was arrested for possession of counterfeit currency. A further search revealed small quantities of crack cocaine and crystal meth. As a result of the seizure and information previously obtained through

an ongoing counterfeiting investigation, RCMP executed a search warrant on a well-known residence on the 1800 block of High Road. Items believed to be associated with the production of counterfeit money were seized and a Kelowna man was arrested. Lindsay Purdy, 26, and Jesse McDonald, 27, were charged with various counterfeiting charges.

said Steve Schaffrick, director of community and customer services. “I was very pleased with the judges’ acknowledgement of the above and beyond effort of our parks team in making Lake Country an extraordinary community. We have a very committed group of seasonal and full-time staff that are creative and visionary

in their work.” Among the initiatives to get youth involved were several different projects, from volunteering in community cleanups and food bank fundraisers, to having youth representatives at regular council meetings. “Youth are continuously playing a positive role in our community,” said McEwan. “I’m

Knowing the fire department’s reach was limited by time, Davies canvassed some friends and colleagues and decided to make it easier for residents and the firefighters. “We will take as many areas as we can and drop bags off at the door with a note asking them to leave non-perishable items outside,” she said. “It just makes it so much quicker for the fire department. “The food bank is a vital part of our community. It’s personal for me. I can’t imagine where I would have been if I didn’t have access to the food bank,” Davies said. At Lake Country fire hall #1, Penner said it’s a partnership within the

Firefighters have just one day to volunteer their time and Davies’ program allows them to reach more homes, getting out into more parts of the Lake Country community. “The guys like it,” he said. “It’s a way to give back to the community. It’s been well-received. We’ll turn on the lights as we are going through the neighbourhood. “It’s an opportunity for people to see the firefighters,” Penner said. “We get questions about recruitment or about the fire hall so it’s a great night for us.” The annual fire hall pick up will take place on Dec. 2, while collection boxes will go out in the other Lake Country wards on Dec. 1. ‘Social justice’ as student indoctrination A s the B.C. Teachers’ Federation executive moseys back to the bargaining table after a summer off, I’m reminded of former education minister George Abbott’s thoughts on his time trying to establish a civil discussion with the province’s most militant union. It started with a lecture. “In my first meeting with the BCTF, and I gather this is characteristic of all first meetings with education ministers, the TF advises that yes, they are a union, but first and foremost they are social activists and agents of social change,” Abbott recalled. Their buzzword is “social justice,” which is portrayed by leftists as superior to plain old justice, in ways that are seldom defined. So what exactly are the goals of this “social change”? Here’s some of what I’ve gleaned. Parents may recall the 2008 introduction of an elective high school

Tom Fletcher course called Social Justice 12. This was mainly the result of intense protest by a couple of gay activist teachers, and the ministry curriculum describes its emphasis on inclusion of racial, cultural and sexual differences. That’s all good, and it’s now bolstered by urgently needed anti-bullying and empathy efforts at all grades. Then there is the BCTF version. It’s not just a battle against “racism, homophobia and sexism” but also “poverty and globalization.” The BCTF has a quarterly “Social Justice Newsletter” filled with

predictable economic assumptions. Readers of the latest issue are reminded at length that the United Nations takes a dim view of Canada’s record on human rights, including a right to housing. Undefined “poverty” statistics are cited, although Statistics Canada has nothing but incomplete relative measures. One article describes a social justice club for Grade 2 and 3 students, with activities that include collecting food bank donations and “writing to the premier asking for a systemic plan to address child poverty.” Leaving aside whether eight-year-olds can understand what “systemic” means, this rhetoric is taken directly from the tired old NDP policy book. It rests on the cherished myth that poverty is imposed by right-wing governments that refuse to double the minimum wage and pile more taxes on “the rich.” And what about that darned “globalization”?

The BCTF still has a 2001 teaching guide on its website promoting the claim that Nike is uniquely guilty of making shoes and exercise gear in Third World sweatshops. Teachers are to instruct students how to organize a boycott of Nike, thus passing the received wisdom of campus radicalism to the next generation. This was all debunked years ago. Are Adidas, Reebok, Apple and Microsoft any different? Has nothing changed in 12 years? A quick web search will show this is a stale old tale with a convenient villain, to avoid complex questions. A BCTF official assures me this unit is being updated. Once that one is done, maybe they could check over their teaching unit on Enbridge’s Northern Gateway proposal, another labour of the union’s “social justice” truth team. Entitled: What We Stand To Lose With Pipelines and Supertankers, it boasts wildlife

photos and “key sources” from the left (Canadian Centre for Policy Alternatives) to the far-left fringe (Pipe Up Network). It is another protesters’ guide designed around a pre-determined viewpoint. BCTF bosses love to talk about the importance of “critical thinking.” These one-sided caricatures of Nike, Enbridge and other familiar villains seem designed to produce the opposite. They remind me of George Orwell’s classic novel 1984, where loyal party members are required to focus on selected enemies in a daily ritual called the Two Minutes Hate. Perhaps this is a clue to why our school system produces so many students lacking in employment skills and bursting with demands for government-imposed wealth redistribution. on a pyramid or a hilltop and shouting. Like Moses, perhaps, transmitting God’s commands to the Hebrew escapees huddled at the base of Mount Sinai. Since religions are the oldest organizations I know, I’ll continue with the religious theme. There’s no record of Jesus writing anything— except for one ambiguous reference to him writing in the sand. But the story doesn’t specify what he actually wrote; some translations suggest he merely doodled in the sand. Communication was still oral. Peter spoke to the crowds after Pentecost. Paul spoke to people around the Mediterranean. The written scriptures—the epistles and gospels—didn’t come 5until later. For centuries, letters were also one-to-one. With no way to make multiple copies, you wrote to a specific individual. Perhaps, like most of Paul’s letters, you expected your correspondents to pass your message around. That makes them a bit more distant, a bit less personal. The gospels came later, written for a more undefined audience. Matthew apparently wrote for Jewish converts to Christianity, Luke for Gentiles. Each new technology since then has further distanced the writer from the audience. Guten-

berg’s movable type and the printing press meant that Bibles and other documents could be distributed to anyone, anywhere. Writers no longer needed to know their audience personally. Today, most of us get most of our information from dramatically distant sources—from newspapers edited in Toronto or Vancouver, from television studios in Atlanta or New York, from observers in South Africa or Egypt, transmitted by satellite or Internet. There’s nothing faceto-face about most of our communication anymore, even if faces appear on the screen. Electronic social media supposedly bring us closer together. But unlike personal letters, 90 per cent of the electronic communications I send and receive involve people I’ve never met, and probably never will. A sociologist somewhere calculated that it takes 17 hours of continuous interaction to build a friendship. Continuous—not a few seconds at a time. That statistic casts some doubt on the validity of “friending” someone on Facebook. Increasingly, therefore, I treasure those situations—like congregations, clubs and recreational activities—where I can build real relationships with flesh-andblood friends, face to face. arlier this month I had the opportunity to participate in the grand opening of the new Rutland Transit Exchange and the announcement of three new vicinity buses to service Kelowna and area. Many students, seniors, residents and commuters all rely on transit services every day to travel, commute and get to school. That is why our government has invested more than $10 million to improving transit in the Kelowna area, since 2001. These investments help make transit more attractive, reduce congestion and encourage more people to ride the bus. Like many B.C. communities, we have seen tremendous growth and with that growth is a need for more transit service. Families, commuters

The frequent transit network is a fancy way of saying that passengers will get reliable and frequent transit service— with buses running every 15 minutes during peak periods. The new exchange will also provide passengers with direct access to the final phase of Rapid-

Bus when it’s complete in the fall of 2014. Last month, the premier was in Westbank to kickoff construction for RapidBus on the Westside, which includes extending the service from downtown to West Kelowna and the Westbank First Nation. Once complete, the entire RapidBus route will provide 30 kilometres of service between UBCO and West Kelowna, saving people even more time. Ridership has grown by almost 500,000 rides across the Kelowna regional transit system since RapidBus started in 2010, and is expected to grow even more with the expansion of RapidBus to the Westside. This new exchange wouldn’t be possible without the $1.4 million contribution of the federal government, our provincial government,

which contributed $2 million, and $1.1 million from the City of Kelowna. The investments were made in the transit exchange, and in the revitalization of the Rutland Town Centre. There have been several major infrastructure improvements in our region in the past year. Keeping our roads safe and efficient is important, but there’s more to improving and maintaining our infrastructure. Effective public transit allows our communities to grow, attract further investment, and gives residents more options in their daily lives. Plan to accomplish your financial goals

hen your money is not properly allocated, you may not be able to meet your financial objectives. Here are common sense tips to get you started focusing on short- and long-term goals. Identify your financial goals and then ask yourself how long it will take to achieve these goals. Time horizon is a very important component as it defines an approximate date in the future when you need to access your money. You need a reasonable time frame to achieve any financial goal. Investing in equities with a long term horizon helps minimize the impact of short-term market volatility. A longer time horizon reduces the risk to equity exposure. Combining your short

term goals and long term goals can be used with a mixed strategy of savings and investing. Start with a threemonth emergency source of money sitting in a daily interest account as the first step in achieving your financial goals. You can then choose a building block of using a balanced mutual fund for a blend of fixed-income and equities and an equity position for your long term investing goals. n oncoming Silverado pickup truck loses traction in icy road conditions, crosses the centre line and smashes headon into an oncoming car, a Chevrolet Cobalt. The impact occurs entirely in the oncoming lane. On the face of it, it seems like a “cut-anddried” case of negligence against the driver of the Silverado. Not necessarily so if the Cobalt is equipped with three well-worn all-season tires and one summer tread tire. The crash occurred on Green Lake Road near Okanagan Falls on Dec.

I found the case when doing a little research for this column, my topic being the seasonal warnings by the RCMP to have our vehicles equipped with proper tires for winter driving conditions. The lawsuit was brought by the driver of the Cobalt who was seeking fair compensation for his injuries and losses arising from the crash. I expect that those injuries and losses were significant. The evidence, which

included “black box data” and engineering opinions, was carefully reviewed by the trial judge. The judge came to the conclusion that the driver of the Cobalt had temporarily lost control seconds before impact, the loss of control attributed to the poor tire tread coupled with overdriving the icy road conditions. The judge accepted that the driver was probably in the process of regaining control at the time of impact. That temporary loss of control is something that has happened to most, if not all of us, countless times in icy road conditions. We seem always to be testing the limits of the traction between our tires and the road. We hit that point of temporary loss of control, there is a brief moment of panic as we regain control, and then we carry on at a slightly slower speed hav-

ing found that “traction speed limit.” Think, for a second, how dangerous that is. Goodness! How about the alternative option of assessing the conditions, adjusting our speed accordingly, and never losing control. The driver of the Silverado reacted. Yes, in retrospect, he reacted poorly. Had he simply carried on without hitting his brakes, the crash would never have occurred. In the heat of the moment, he locked up his brakes, causing the truck to slide into the oncoming lane. We don’t have the benefit of calm, cool, collected thought in the heat of the moment, though, and the law doesn’t expect that of us. The judge found the driver of the Cobalt to be the one entirely at fault and dismissed the lawsuit. The decision was appealed. The highest court

of this province, the British Columbia Court of Appeal, upheld the decision. The seasonal warnings of the RCMP refer to fines that they will impose against drivers of vehicles that are not equipped with proper tires for winter driving conditions. I believe the fines are in the $120 range. I have provided you with an example of a legal case where a claim for injury compensation was dismissed, in part, because a driver didn’t heed those warnings. The financial consequences to that driver was probably tens if not hundreds of thousands of dollars. What about the real consequences? What about the injuries suffered by the occupants to the vehicles involved in this crash and the occupants of the countless other crashes that occur because of improper tires and overdriving winter driving conditions? What about the deaths? How oblivious must we be to the real consequences of dangerous driving behaviours if we could be influenced by the risk of a $120 fine? I wish everyone a safe winter driving season. Let’s make it more

New Warriors goalie spent two seasons at Lake Country sports school Off to the best start in West Kelowna Warriors history, (8-2-0-1) head coach Rylan Ferster hasn’t stopped thinking about the future and this week moved to solidify the Warriors goaltending position for years down the road. And a player who attended the Pursuit of Excellence in Winfield the past two seasons has been tabbed as a potential goalie of the future. West Kelowna’s head coach/GM has added 16-year-old goalie Cody Porter to the Warriors roster, and dealt back-

up Tanner Burgardt to Weyburn of the Saskatchewan Junior Hockey League. Porter, a Vancouver native who spent the past two seasons with the Pursuit of Excellence in Lake Country, had begun the 2013-14 season with the Vancouver NW Giants of the BCMML. “Cody’s a very good young goalie,” said Ferster. “I think he’s going to be an outstanding player in our league. In camp he was one of our best goalies, if not our best one.” After failing to crack

the Warriors roster our of training camp, Porter went back to his home in the Lower Mainland to play in the BCMML. It wasn’t long however before Ferster decided to bring the 6-foot-1, 180 pound ‘tender back into the Warriors fold as a back-up to 19-yearold starter Andy Desautels this year and likely a starter down the road. “You never want to look too far ahead” Ferster cautioned. “But we feel that our goaltending is covered, hopefully, for the next two to three years.”

For his part, Porter admits that he’s excited for the new opportunity in front of him. “I’m really excited, it’s a big opportunity especially as a 16-year-old to be able to play here. I’m really looking forward to it. I’m happy but not satisfied. F

rom the moment he awakes each morning at his family’s home in West Kelowna, Rylan Sundstrom must follow a stringent routine. The seven-year-old begins his day by pricking his finger to test his blood sugar level. It’s an exercise he or his parents will repeat at least another six times over the next 24 hours. Rylan also needs four to six insulin injections per day, usually self-administered on his abdomen, but also occasionally on his arms or legs. On top of it all, he must also follow a strict diet regimen, as his mom, Tiffany, carefully measures calories and carbohydrates for each meal, including two separate lunches for school. Such is the life of a young type 1 diabetic whose day—and that of his family’s—revolves around the maintenance and treatment of a disease which does not yet have a cure. By the fall his parents, Wes and Tiffany, had a hunch this was more serious than a virus or case of the flu. “One morning he fainted at breakfast, not unconscious, but he just slouched over and that’s when we took him to emergency,” said Tif-

fany. “We were extremely scared. That’s when they diagnosed him with type 1. The doctor explained his pancreas had stopped producing insulin, that this was serious and life-threatening. We were shattered.” Tiffany admits she knew next to nothing about T1D prior to Rylan’s diagnosis. One misconception she shared with many others was that the onset of the disease can be induced by a poor diet or unhealthy lifestyle. On

It’s just part of our lives now.” While Wes, Tiffany and Rylan’s sister, Aly, all take an active role in the day-to-day treatment of his condition, there are others the Sundstrom family count on for help. The Sundstroms said the staff and students at Chief Tomat Elementary, where Rylan attends Grade 2, have been invaluable partners in caring for their son. “Our school has been fabulous” she added. “We’re basically putting his life in their hands…he needs to be checked regularly. “Keeping a normal kid safe is hard enough, but this is a whole other story. They’ve just been wonderful.” Unlike most kids his age, Rylan needs continuous supervision at events like field trips or birthday parties.

Are they feeding sugar to their kids?’ I’m so sorry for that,” she said. “Because when it happens to you, you realize it’s out of your control, there’s nothing you could have done as a parent. We’ve always eaten super healthy, well-balanced food. It was hard to accept.” Still, with more than a year having passed since his diagnosis, the Sundstroms—with the help of others—have learned how to both live with and manage Rylan’s T1D. Good time management, patience and careful planning have all been beneficial in treating Rylan. “We’re past feeling sorry for ourselves and have learned a new normal,” Tiffany explained. “A lot of times we’re up in the middle of the night with him to monitor his blood sugar. I get called to the school,

Mortgage brokers play a part in maintaining a healthy market balance

I

n the next few years we could find that the mortgage broker channel proves essential to maintaining a healthy mortgage market balance. Heightened competition generally leads to better mortgage products, more choice and lower prices. Interestingly, competition doesn’t always lead to the lowest rate or best deal in the mortgage and

banking markets. Getting the lowestcost mortgage also takes research. When a consumer chooses to work with a mortgage broker they are outsourcing this research (i.e., comparison shopping) to a qualified expert. The broker then uses his or her knowledge of the market, access to multiple lenders and evaluation of the client’s unique needs to identify

suitable options. On average, brokers deal with approximately six lenders for each client. These lenders all vie for the client’s business and, in turn, recent studies have found consumers who use mortgage brokers save an average of 19 basis points on their interest rate. That equates to the difference between a rate of 3.49 per cent and a rate of

3.68 per cent. It’s surprising then that CMHC’s latest mortgage consumer survey found that a whopping 73 per cent of mortgage consumers still choose to not use a broker. In large part this may be due to a lack of awareness about what brokers really do. In 2005, a report was released titled Structure Of The Canadian Housing Market and Finance

History has shown that a formidable broker channel promotes lender transparency. This results in more aggressive pricing for all consumers and not just the best negotiators. Today, broker share hovers near 30 per cent. One could imagine the savings to consumers if that number was closer to 50 per cent. The best five-year rate is currently 3.49 per cent. One person in Kelowna with T1D who can attest to a sustainable and happy existence is Doug Loepp. Now 43, he was diagnosed with the disease 25 years ago. While his daily routine revolves around blood sugar tests, insulin injections and painstaking diet planning, he continues to function normally at work and life in general. “I try to control it the best I can,” Loepp said. “Everyday is a little different, you’re eating different things, if you exercise or go for a hike, you

have to adjust for that. “It’s a challenge sometimes, you always have to be aware of it, but it’s doable. Everybody is different, but I’ve had it now for 25 years and haven’t had any serious complications.” What Leopp, the Sundstroms and some 300,000 other Canadians ultimately hope to see is a cure for type 1 diabetes. The JDRF (formerly Juvenile Diabetes Research Foundation) will soon be announcing human clinical trials in a cure therapy. It’s the beginning of moving research out of the lab, where diabetes has already been cured in mice over 130 times.

“There are amazing things happening in diabetes research right now and with research funding, we can move testing from the lab into human clinical trials,” said Pam Prentice, manager of fundraising and development for JDRF. “Our other focus is on prevention and treatment, to keep people as healthy as we can, so that when a cure is discovered, those with type 1 diabetes will be able to take full advantage of it.” For Rylan Sundstrom and hundreds of other type 1 diabetics in the valley, research is the key to making the next breakthrough discovery that will potentially change their lives.

Obituaries

Born in Waldheim, Russia & Immigrated to Canada in 1953. He is survived by his wife, Helen; four children, Ernst, Edward (Brenda), Earl, Lynn (Erhard); five grandchildren, Aaron, James, Michelle, Jennifer and Kristen. Bill enjoyed many vocations throughout his life: mechanic, logger, truck driver and orchardist. He loved living in Canada, especially Oyama, which he called home. The Lord called Bill to his eternal home October 3, 2013. A Memorial Service will be held at 2:00 p.m. on Thursday, October 10, 2013 at First Mennonite Church, 1305 Gordon Drive, Kelowna. O’SULLIVAN, KATHLEEN EDITH “KAYE” Kathleen Edith O’Sullivan (Kaye) was born in London, England in 1924 and passed away on October 7, 2013 in Kelowna, BC. She served with the UK military, in England and Egypt during WWII. After the war she became a teacher and worked in UK, Portugal, Peru, Canada, Dominican Rep., Panama, Ecuador, Ireland, Bahamas, USA, and returning to Canada, making Okanagan home. Kaye was a wife to Declan for 57 years, and mother to Sean and Kevin a grandmother to Morgan, Caitlin, and Padraig, a great grandmother to Justice and Saint and an aunt to many nieces and nephews in Ireland, England and USA. A celebration of life held on Friday, October 18 at 10:30 am, at St. Edwards Catholic Church, 11123 Okanagan Road Ctr E, in Winfield, BC. 3rd Annual Free Tire Recycling Collection Program This fall, you can easily clear out some prime mosquito breeding habitat around your home! And you can do it for free. The Regional District of Central Okanagan and its Mosquito Control Program contractor BWP Consulting are providing four free, passenger tire drop-off opportunities in Kelowna and Lake Country. Any old passenger vehicle tires or transport tractor-trailer tires (no agricultural tires), with or without rims, can be dropped off locally for recycling Sunday, October 20th 10:00am to 3:00pm.

Semi-Annual Water Utility Bills Semi-annual water bills for the period July 1 to December 31, 2013 have now been mailed. The bills are due and payable before 4:30 pm on Thursday, October 31, 2013. Payments received after the close of business on October 31, 2013 will be charged a late penalty of 5% on the unpaid balance. Payments can be made by mail; in person at Municipal Hall 10150 Bottom Wood Lake Rd; at all major financial institutions; or via internet and telephone banking. October 22nd 5:30 – 8:00 pm at the Municipal Hall The Forum is open to all members of the public. There will be a mix of presentations and interactive discussions and activities including:

the results of a land supply analysis, a comparison of two different growth scenarios (based on community members’ work at the design charrette in June) request for your feedback on the plan’s vision and goals, and on specific actions that could support the strategies.

This event is the time to bring your creative suggestions for actions that make the most of Lake Country’s tremendous community spirit. We are also pleased to announce that Lake Country's “State of Sustainability Report” will be released prior to the October 22nd event.

The report assesses Lake Country's performance with respect to the goals that were established at the charrette, and identifies areas of strength and areas for improvement. Please keep an eye out for the press release about the report in the week before the Forum. oursustainablelakecountry.ca
