A Burnaby man says he loves trees and has several in his backyard but should be allowed to cut them down if he ever wants to without interference from city hall. Walter Hallam appeared at Monday’s council meeting to oppose proposed changes to Burnaby’s tree bylaw. “I think it goes without saying that fewer and less restrictive bylaws are preferable,” Hallam said. Homeowners normally trim trees on their properties and remove them when they’re diseased, dangerous or not in a suitable location, he said. “Why does Big Brother, in the name of Burnaby city council, have to involve itself in this normal and innocent way of living our lives?” Currently, the tree bylaw only applies to single-family and duplex properties in the process of being redeveloped. Police can seize fireworks ⫸

She urged people to call police if they see people violating Burnaby’s fireworks bylaw. The bylaw limits the sale of fireworks to between Oct. 25 and 31. They’re only allowed to be set off on Oct. 31 (unless there’s a permit for a special occasion) and only by someone at least 18 years old and on private property where they have the consent of the owner. Once the person is off private property, on the sidewalk for instance, they’ll need to get a permit from city hall. He planned to raise the issue of a lack of fines in the fireworks bylaw at an upcoming council meeting. “If you’re gonna have a bylaw you’ve got to have some way of enforcing it.” Last March, council also directed city staff to look into the feasibility of banning the sale of fireworks altogether.

In 40 years of living in Burnaby, Hallam said he has removed two large alders, one large maple, and at least four evergreens from his yard while three significant evergreens have fallen during windstorms. His neighbour’s Douglas fir also fell, causing about $25,000 in damage to Hallam’s roof. He has about eight trees

left on his land and if he wants to remove some because he’s worried they’re in danger of falling, or any other reason he believes he should be allowed to without having to get the city’s permission, pay a permit fee for each tree and plant replacements. “It’s on the city’s part to show we’re somehow losing trees, that there’s a shortage,” Hallam said. “I look around and I don’t see that shortage.” In fact, he said, the bylaw changes could result in people taking down more trees to avoid having no choice at all when the trees

get large enough that greater restrictions take effect. But there was a good reason for the proposed revisions, said Coun. Colleen Jordan, who noted several large delegations of residents brought a petition indicating a need to save significant trees that are disappearing from neighbourhoods. There have been cases where homeowners have removed large, healthy trees and replaced their yards with pavement as part of a remodelling or rebuild of their homes, she said. The city gets many complaints when significant trees are taken down.

Mayor Derek Corrigan said part of the concern about losing trees is that they’ve become a less dominant feature in neighbourhoods as houses have become larger and there are fewer gardens than in decades past. Corrigan said the city is trying to strike a balance between property rights and neighbourhood interests. “Even though you own a piece of property, you live amongst neighbours.” Following public input, city staff will report back to council with suggested changes to the bylaw before seeking final approval.

Will pet store bylaw have enough teeth? Public input sought Wanda Chow

Coun. Sav Dhaliwal thinks Burnaby can do better when it comes to proposed new regulations for pet stores. “I do not see how the welfare of animals is addressed in this report, it’s not,” Dhaliwal said at Monday’s council meeting. The proposed changes to the city’s animal control bylaw would establish regulations for pet stores—aimed at ensuring the animals are cared for properly and to protect consumers—where there were none before. Animal welfare groups had called for a complete ban on the sale of live animals in pet stores out of concern that they’re supplied by “mills” where they’re bred in substandard and unhealthy conditions. Dhaliwal said the changes were headed in the right direction, citing the proposed ban on the sale of turtles due to concerns they’re often dumped in local waterways, and a requirement that rabbits

be spayed and neutered before they’re sold. “They’re good steps but they’re very small steps,” Dhaliwal said. He said he’s concerned about the welfare of dogs and cats being kept in small glass cases all day while on display in pet stores. And he believes the bylaw could be improved by addressing concerns about impulse buying created by having animals on display. Dhaliwal also wants to see cats spayed and neutered before they’re sold to prevent an overpopulation, leading to cats often ending up abandoned and at the city’s animal shelter. Of the measure for rabbits, he said, “that’s the smaller of the problems, the bigger problem is the cats.” Coun. Pietro Calendino suggested the bylaw seems lenient and without much teeth to go after pet stores who don’t care for the animals properly. However, Coun. Paul McDonell was in favour of the proposals as they are, noting that unlike with online sales of pets, pet stores can be held

accountable. “If you ban it from stores you’re not curing the problem because the percentage [of pets sold in retail stores] is so small, but at least you have some way of tracking it, you know [the animals] have their shots,” McDonell said. Mayor Derek Corrigan agreed, saying city hall can’t control breeders, online pet vendors and what happens when owners bring their new pets home, but it can regulate pet stores. He also wasn’t convinced impulse buying is as much of a problem as some make it out to be. The concern is that it leads to pets being given up when owners discover they’re more trouble than they realize. “I don’t know how impulsive people are when it comes to spending $500 [on a pet],” said Corrigan. “I know I mean it when I spend $500.” Council is seeking public input on the bylaw proposals over the next two weeks before it makes a final decision.

Scandal scramble The scandal over the Senate grew larger Monday, with allegations from Senator Mike Duffy’s lawyer that Prime Minister Stephen Harper’s office knew a lot more about Duffy’s controversial expenses than the PM is admitting. These are simply allegations from a lawyer, but there is a hint that Duffy has some evidence to back these claims, in the form of emails from the prime minister’s office (PMO). The impetus for this extraordinary spectacle of a senator in disrepute taking aim at the prime minister who appointed him to the Senate is a move being pushed by the Conservatives (almost certainly crafted in the PMO). They want to take away the pay of Senators Duffy, Pamela Wallin and Patrick Brazeau — even though Duffy and Wallin, as yet, are facing no charges. Brazeau is facing charges in a domestic dispute, and has been suspended with pay from the Senate. His expenses are also in question, but he faces no charges on this matter yet. While public opinion likely backs the suspension of the three senators’ pay, all of us, even senators in disrepute, deserve fair process. There may well be a case for suspending Brazeau’s pay, given that he is facing criminal charges, but for the moment Duffy and Wallin should have the right to confront their accusers head-on and sit in the Senate until charged with criminal offences. The uproar over their expenses is legitimate, but it is not yet a criminal matter. Suspending their pay is a brazen attempt to try and take the heat off the prime minister, who appointed all three and campaigned on a platform of Senate reform. The Conservatives and PMO cooked up a scheme which may come back to bite Harper in a very severe fashion. —Langley Times/Black Press

A vicious, political circle Local politicians are so out of touch with the people who pay their bills, they blithely take pay raises each year. They do it by rote – without even thinking. The latest to take dollars out of taxpayers’ pockets are the very well-paid directors of Metro Vancouver. As most of these people are mayors, they are already at the top of the local governmentsalary food chain. They are well-compensated in their own municipalities, and each of them also gets a decent stipend for being part of the TransLink Mayors’ Council. The latest Metro pay increase is a modest (for these people) 2.3 per cent for 2013, retroactive to the beginning of the year. It means politicians get $354 for every Metro board or committee meeting they attend. If the meeting runs more than four hours, the amount they receive doubles. One wonders how often politicians in the fourth hour of a meeting look at their watches and

Frank Bucholtz are tempted to talk just a little longer on a specific topic. The meeting fees that Metro politicians receive has jumped 40 per cent in five years – from $253 per meeting in 2008. Since that time, of course, there has been a worldwide recession. The Lower Mainland economy is still soft in many respects, and a large number of the people who pay taxes to all levels of government have not received any raises. If they have, very few of them have seen a 40 per cent pay increase since 2008. Metro Vancouver chair Greg Moore, who is also mayor of Port Coquitlam, has no problem justifying the latest pay increase. “Those are the rules that we live in,” he said. “We’ve tried to do it as fairly and transparently

as we can and this is what we’ve come up with.” He says Metro has to be sure that politicians don’t fall behind. It isn’t just the Metro board that is so out of touch. City Councils are constantly comparing themselves to other cities – usually looking for those who hand out larger increases. They then raise their pay accordingly and justify it by saying “the other guy is doing it.” Metro itself sets the pay for meetings based on the median rate of pay for mayors in the region. So it is one big vicious circle: Mayors’ salaries are based on other mayors’ salaries; Metro salaries are based on mayors’ salaries; and cities base their ongoing and constant pay raises on decisions made in other communities. Local politicians should lose all power to give themselves raises. It’s easy to say that voters can get rid of them if they are offended by the raises, but until more people start paying attention and actually voting,

that is not likely to happen. Perhaps the provincial government needs to regulate the salaries paid to local politicians and set a maximum amount based on the size of the community. That maximum should include all extra meeting fees, such as Metro Vancouver and TransLink fees. At one time, the province did just that with school trustees. In the early 1980s, trustees were permitted to make a maximum of $2,000 per year, with the school board chair allowed to collect up to $4,000. That low level of pay didn’t stop people from running for school trustee positions, and by implicitly agreeing to that low salary as candidates, they set a good example of public service. It’s too bad that attitude of serving the public and not being in it for oneself has fallen out of favour so badly with municipal politicians.

She said that the cities of Vancouver and Port Moody allow cultural tea lounges through changes to their smoking bylaws. Mayor Derek Corrigan was sympathetic, recalling that many pubs, clubs and legion halls in Burnaby suffered financially when the provincial government decided such businesses could have separate smoking rooms, then prohibited them a few years later after many had made significant investments in them. “This is not something that we haven’t dealt with before, which is the regulations imposed on cities by Fraser Health,” Corrigan said. “Now they’re using the bylaw they made us put in to enforce against you.” Adibi-Larijani said the business is not actively marketed but its customers come from all over the Lower Mainland through word of mouth. Her mother added that

many tourists come to visit as a result of online reviews. Coun. Nick Volkow was supportive of an exemption, noting he visited the business in the past and a person wouldn’t even know people were smoking, “its not like smoking tobacco.” The business owner added she received her temporary business licence last week from city hall but Fraser Health won’t let her open until she abides by the smoking bylaw. And if she goes ahead anyway, she faces a fine of $350 per day she’s open. “I’ve been closed since May, I’m almost broke, I’ve got bills to pay,” she said. “You’re just going to have to avoid being fined until we figure out what opportunities can be provided,” responded Corrigan. “We need staff to report back, and quickly.” Council asked staff to look into Port Moody’s smoking bylaw and how it can offer an exemption.

A Burnaby hookah lounge forced to relocate is hitting smoking-bylaw roadblocks in its efforts to reopen. Honeyeh Adibi-Larijani spoke at Monday’s council meeting on behalf of her mother, the owner of Hafez Tea House which has operated in the city for 12 years. The business serves non-tobacco hookah and Persian teas and beverages in a traditional Middle-Eastern setting. The owner is seeking an exemption to the city’s smoking bylaw which prohibits smoking indoors except in a smoking room that is physically separated from the rest of the premises, complete with separate heating and ventilation systems. The bylaw would also prohibit the business from serving beverages in the smoking-only room which would be necessary to sustain the business. In 2004, the family asked Burnaby council for an exemption to the bylaw, which was granted, said AdibiLarijani. Hilton evacuated after suspected gas leak The Hilton Vancouver Metrotown was evacuated Tuesday evening after a report of a suspected gas leak. But no natural gas leak was ever found, said acting assistant fire chief Darcy O’Shea. Burnaby fire crews responded at about 7:30 p.m. after someone reported the smell of what was believed to be

natural gas. The hotel was evacuated while firefighters and technicians from FortisBC and the company that services the hotel’s HVAC systems checked out the situation using gas analyzing equipment. “The Fortis technician found one of the HVAC units on the roof did not seem to be igniting properly,” O’Shea said. The unit

was shut down, but the issue would not have been the source of a natural gas leak. “Nobody ever did find a reading for natural gas,” said O’Shea. Once the fire department gave the all clear, the hotel’s guests were allowed back inside. The last fire truck left the scene at about 10 p.m.

12 secrets about popular horror movies If Halloween typically finds you curled up on the sofa with a bowl of popcorn in hand and a favorite scary movie all set to play, you may be interested to learn some behind-the-scenes horror movie trivia. Here are 12 interesting horror movie tidbits in honor of Halloween. 1. Few movies are shot in the order the scenes play out in the final cut. However, Texas Chainsaw Massacre was filmed in chronological order. 2. Johnny Depp is known for taking on some eccentric roles, including Edward Scissorhands. However, Tom Cruise was initially offered the title role in that film, ultimately turning it down because he wanted a happier ending. 3. Jack Nicholson evoked fear in many in his role in The Shining. Safe ways to trick-or-treat For youngsters, so much of the fun of Halloween involves scouring the neighborhood with friends in search of candy. While children may have their eyes on the sweet prize, parents may be concerned about their little ones’ safety. To ensure everyone

has a safe and fun Halloween, here are some safety tips. • Go in groups. Children can be accompanied by their parents while older children should be encouraged to trick-ortreat in groups. Should an emergency occur, having a group of friends around enables

someone to call for help or alert an adult. • Use a flashlight. When trick-or-treating at night, take steps to improve visibility. This includes using reflective tape on costumes and carrying a flashlight or glow sticks. • Walk on sidewalks. Wherever possible, trick-ortreaters should use sidewalks and crosswalks. Avoid walking in the street, where the risk of being hit by a car is considerable. • Avoid distractions. Trickor-treaters should not wear earbuds or talk on a phone while trick-or-treating. They should be paying attention to their surroundings and using caution. • Do not enter

homes. If an adult or even a youngster whom a child does not know offers entry to the home, the trickor-treater should not enter. Let kids know they should only enter the homes of known friends, and even then should only do so after getting permission from a parent. • Consume only factory-wrapped treats. Well-meaning people may hand out cupcakes or marshmallow cereal treats. The ingredients such people used and the safety of these treats cannot be confirmed, so it is best to stick with storebought items instead. • Wear well-fitting shoes. Shoes that are uncomfortable or loose can cause children to fall and risk injury.

The future is electric AMSTERDAM – BMW has joined the race for the electric car dollar. On the evidence of two days driving the funky-looking all-electric i3 through the narrow streets of old Amsterdam and alongside the picturesque canals of rural Holland, the German manufacturer may have a winner. For starters, it is simply great fun to drive. The lithium-ion battery, encased in an aluminum cage below the five-seater cabin, provides enough instant zap to the electric motor to propel the car smoothly to 100 klicks in less than eight seconds. Left the stopwatch

at home, but counting “one-and-two etc.” to count seconds, my lips barely mouthed “six” before the speedo leapt from 80 to 120 km/h while passing. Best classic cars for ten grand or less Rob Sass

Most of the focus on the collector car world comes from televised auctions where six-figure cars are the norm, so it’s easy to conclude that the average person is priced out of the collector car world. But the fact of the matter is there are still plenty of interesting collectible cars out there for under 10 grand. Granted, they tend to be from the 1970s and 1980s rather than the 1950s or 1960s, but they’re all fun to drive and relatively easy to live with. Here are five of our favorites: 1. 1985-93 Ford Mustang: The third generation or “Fox” platform Mustang brought affordable V-8 muscle back to the masses. Although it was introduced in 1979, better breathing cylinder heads and a re-designed four-barrel carburetor in 1985 pushed horsepower above 200 for the first time since the early 1970s. The relatively light and simple design of the car made the best use of

the newfound ponies. While the oldest are just under 30 years old, the collector world is starting to wake up. Still, nice 5.0-litre V-8 examples of all three body styles (coupe, hatchback and convertible) are available in LX and GT trim for 10 grand or less. 2. 1966-77 Ford Bronco: The Bronco pushes the 10 grand budget the most and you’ll have to look hard to find an unrusted or unmodified original Bronco in this price range, but they do occasionally lurk on Craigslist. Competition for the likes of the International Harvester Scout, early Broncos look right in the way that early Land Rovers do and collectors have taken a big shine to them lately. Buy now. 3. 1965-69 Chevrolet Corvair Corsa coupe: The poor Corvair. Shunned by Chevy fans and import fans alike, it really is a poorman’s Porsche, with styling on the second generation cars as nice as anything to come out of Germany, Italy or the U.S. at that time. Corvairs pioneered the use of turbocharging, and

Incidentally, the 50th anniversary of the book “Unsafe at Any Speed” is coming up the year after next. Good reason to buy a Corvair, we think. Jay Leno loves his red Corsa Coupe. 4. 1983-91 Porsche 944 coupe: The vintage Porsche market is on fire

right now, with some cars appreciating 300 percent or more over the last five years. All have one thing in common — they’re air cooled and the engine is in the back. Water-cooled front-engine Porsches have yet to see the love from collectors, and we think that the 944 is one of the best of the bunch. A derivative of the nicely balanced but underpowered 924, the fender bulges

and smoother and more powerful balance shaftequipped twin-cam four was just what Dr. Porsche ordered to make the 944 a credible performance car. Maintenance doesn’t come cheaply (break a timing belt and you’ll wish you hadn’t been born), but the 944 is a bargain-priced precision instrument for dissecting curvy back roads. 5. 1976 Chevrolet Corvette: Malaise-era Cor-

vettes get a bum rap from most Corvette fans but in reality, they’re quite nice and anything but pathetically slow. The move from gross to net horsepower makes it seem as though power was down more than it really was, and mid-1970s Corvettes came in some great colors with nice options like competition-inspired gymkhana

suspension and aluminum wheels. 2014 Mazda 3 is solid and fun to drive

Mazda, on a global scale, is a small company, so developing new products is a major undertaking. This is why they shared engineering with the Ford Motor Company for many years. But that relationship dissolved in 2010. Instead of modifying existing, co-developed vehicles platforms, engines and transmission, the company took a radical turn in the way they develop new products. I’m sure by now you have seen Mazda’s ads for “Skyactiv Technology”. This is the name for their radical design and manufacturing approach. By engineering vehicles from a blank sheet of paper, Mazda could focus on simplifying the manufacturing process to save money, a crucial part of this small company’s survival. This new 2014 Mazda3 is the third vehicle to be built using Mazda’s

Skyactiv Technology, behind the Mazda CX-5 SUV and Mazda6 sedan. Looks The platform used to build this all new Mazda3 is a shared chassis with the other two Skyactiv products. They elongate, widen or shorten the platform to suit each vehicle. In this case, it is slightly shorter then the CX-5. In fact, the new Mazda3 is lower, wider and slightly shorter than the last model but the wheelbase has been stretched by 60mm. This pushes the wheels out to the corner of the car, providing a solid stance and improving interior space. Then Mazda went about hand forming the body to produce a style that conveys motion, even standing still. Sold as a sedan or hatchback, the long hood, sweeping lines and powerful stance make a statement in a class that can be rather subdued. Inside The goal for this latest model was to have a dynamic looking interior, fitted with materials and features not typically found in a compact car. The dashboard is covered with a soft, rather plush-feeling material. Then there is the dash-mounted communication screen placed in the centre of the dash. This is

The driver can touch the screen to access music, navigation and phone settings but once the car is in motion the screen is only adjustable through a rotary dial controller between the front seats. Mazda places three easy-to-memorize buttons above the dial for access to the most common functions. On the top GT model there is even a heads-up display that sits right on top of the driver’s instrument cluster, helping to keep the information high enough that it focuses the driver’ s attention on the road. The seats are comfortable and can be fitted with leather on the top model. Even though Mazda lengthened the wheelbase by 60mm, the back seat isn’t long on legroom. The lighter platform and powerful 2.0L 4-cylinder with 155hp is a nice match on the base and GS trim levels, driving either a 6-speed manual or all-new 6-speed automatic. The top GT is equipped with a 2.5L engine with 184hp but is only available with the automatic. I’m surprised that the manual is not offered with this engine, as driving enthusiasts will be attracted to this engine right away. On the road, the

steering is very quick and the feedback well above average. The previous Mazda3 was at the top of the class in terms of driving dynamics and this new model takes it to a whole new level. I’m confident in saying that this new model feels like a much more expensive car. Verdict The standard features list is strong, including

keyless entry, push button start, Bluetooth and USB connectivity for $15,995. If you equip the base model with air conditioning and automatic transmission, the price jumps to $18,795. The middle GS trim is the place most Canadians will shop and the range is from $19,695-$22,595 for things like heated seats, leather steering wheel, rain sensing wipers and more. The top GT with the larger engine, 18-inch wheels, xenon

headlamps, Bose stereo and navigation, ranges from $25,855-$$29,855. As you can see, the price can ratchet up rather quickly. The upside is that this is a car that can provide solid, fun to drive transportation, wrapped in a stylish package. Higher-end models feel like a much more expensive car, with qualities not found previously in this class. So, the price might be justified. I truly believe that Mazda is onto something.

Amy Lawson, 35, leads an active life. She likes to be outdoors, to play sports, surf, bake and has a thriving social life. Professionally, she was recently promoted to be the Territory Manager for

Drydock Footwear Group. Her territory covers British Columbia and Alberta. Being on the road is a sizeable component of her work. When it came time to trade in her Nissan Xtrail – which she loved to pieces – she was torn when deciding what vehicle to purchase. “The Xtrail has been a fabulous car, but I’ve outgrown it and need something that can better accommodate all my equipment,” she says. In the process, she considered SUVs, hatchbacks and crossovers. The Ford Flex, Ford Escape, Honda Pilot, Mitsubishi Outlander were on her list to look at. Amy states, “When I started to research vehicles, the No. 1 thing on my priority list

Price was also a factor for her. “I had a budget to work with, and I needed my payments to be around $500 a month,” Amy mentions. “And since I’d be spending a fair amount of time behind the wheel, I’d need something that was comfortable, too.” When chatting about potential matches, the idea of a minivan came up.

I saw the excitement in her eyes. In her personal life, she is not the typical minivan candidate. With no children to drive to hockey or soccer practice, some people might question her enthusiasm. But to her, it seemed like the perfect fit. “I was just so excited about it. Minivans make life so much easier and you can just do so much with them,” she explains. “It made a lot more sense than a pickup and much more sense than an SUV.” A few minivans/minivanesque vehicles she looked into were the Honda Odyssey, Toyota Sienna and Mazda5. continued on page 21

Amid lingering global financial turmoil, recession recovery was already in high-gear at Ford, with a 40 per cent year-over-year sales gain that made Ford the top-selling automaker in Canada, in 2009. It was also the year it launched an all-new 2010 model year version of its popular mid-sized family car the Ford Fusion. The 2010 Fusion was offered in SE and SEL trim levels with a choice of a 2.5-litre I4 or a 3.0-litre V6 engines and a 3.5-litre V6 powered an all-new Fusion

Sport model with all-wheeldrive. Ford also introduced its first hybrid edition of Fusion with an Atkinson cycle version of the 2.5-litre engine and an electronically controlled continuously variable transmission (e-CVT). The hybrid’s battery is a nickel-metal hydride type that’s smaller and lighter than competitors and it’s temperature is controlled by air extracted from the passenger cabin. Claimed city/highway fuel consumption is a very impressive 4.6/5.4 L/100km. Fuel consumption ratings for the other Fusion engines are as follows; 9.4/6.4 L/100 km (city/highway) for the 2.5-litre; 11.1/7.3 (city/ highway) for the 3.0-litre V6 models; and 12.7/8.3 (city/ highway) for the 3.5-litre with all-wheel drive. A new optional safety feature on the 2010 Fusion (well worth having) was a Blind Spot system that comes with Cross Traffic Alert, which was unique to Ford. Radar sensors in the rear side quarter panels can de-

tect a moving object within a 20 metre (65-ft) range on either side. Great to have when vision is restricted (as it often is) when backing out of a parking stall. This generation is also a quieter Fusion. Changes to reduce cabin noise levels include an acoustic windshield, thicker front-door glass, new hood insulators, additional sound deadening in the trunk and a new headliner in the cabin that’s made with an absorption material. An air filter that removes respiratory irritants and toxins from entering the cabin was also a new standard feature of Fusion. A new standard innovation was a fuel filler system called EasyFuel. Not only does it eliminate the need to remove a gas cap when filling up, it reduces evaporative emissions. You simply push the fuel-pump nozzle into a gas tank receptacle and it automatically seals shut when removed. Six standard airbags helped the Fusion attain a top five-

star crash-test rating. If an air bag is deployed, Fusion also has a unique emergency alert system that flashes the hazard warning lights and sounds the horn, to attract attention. An electronic stability-control system with a brakeactivated traction control

system was a new standard safety feature. The MyKey security system was made a standard feature on the 2011 Fusion, a spotter mirror, to help eliminate blind spots, was incorporated in the door mirrors and the SE edition got standard automatic

or the black one?!” she jokingly asked. She went with black. When looking back on the experience and looking at her Grand Caravan, she happily says, “What I didn’t think would be a very sexy vehicle ended up being the sexiest to me. And there’s so much space!” Ladies, if you’re looking at buying a new vehicle and

Erratic drivers An early morning drive from Kelowna to Vancouver is normally a pleasurable experience. But a recent a jaunt was made much less so by an erratic driver, whose actions required all fellow travellers to watch his antics with great care and attention. The young guy at the wheel of a late model Honda CR-V constantly changed speed, below and beyond the posted speed limit. If he wasn’t passing and cutting in too early, he was inexplicably reducing his speed and dropping back in the passing lane. Thank goodness, he pulled off at Merritt. Haida master inspired modern artists

Doris Shadbolt’s 1986 book Bill Reid beautifully chronicles the career of Canada’s best known Haida artist, whose signature works reside at the University of B.C., Vancouver International Airport and the Canadian Embassy in Washington D.C. French anthropologist Claude Lévi-Strauss declared that Reid “tended and revived a flame that was so close to dying,” and lifted Northwest Coast aboriginal art onto the world stage. More than two decades later comes a book and exhibition to recognize the artist who kept that flame alive at its lowest ebb, and passed it down to Reid and other modern masters of Haida art. Charles Edenshaw was born in 1839 and died around 1920, after surviving the second wave of smallpox that devastated aboriginal populations along the B.C. coast. In a foreword to the lavishly illustrated book Charles Edenshaw, Haida chief and carver James Hart describes how the young artist learned the ancient ways at a time when his culture was struggling to survive European settlement, disease and cultural domination. “Charles still worked with his Uncle Albert Edenshaw, carving totem poles, argillite, etc., perfecting his artistry,” Hart writes. “Carving was – and is – our way of writing, recording history, showing our prerogatives, our stories, our beliefs, our religion.” Robert Davidson, perhaps the most famous Haida artist since Reid’s death in 1998, is Edenshaw’s great grandson. Davidson and later Hart were taught by Reid, closing a circle that began when Reid learned the Haida way of carving from his maternal grandfather, who had been trained by Charles Edenshaw. “The magic of Edenshaw’s work embodies millennia of development of Haida art,” Davidson writes in the book. • An exhibition of more than 200 of Charles Edenshaw’s works, assembled from public and private collections around the world, is at the Vancouver Art Gallery from Oct. 26 to Feb. 2. • Charles Edenshaw, the companion book to the exhibition, is published by the Vancouver Art Gallery and Black Dog Publishing.

Deadline for depreciation reports coming in December By Michael LaPorte, CRP, AACI, P. App.

On Dec. 13, 2011, the B.C. Government created the regulation related to depreciation reports, affecting all strata corporations in B.C. with five units or greater. This regulation requires all regulated strata corporations formed on or before Dec. 14, 2011 to either have a Depreciation Report completed

by Dec. 13, 2013, or self-exempt through a 75 per cent vote of owners at either an annual general meeting or special general meeting. Newer strata corporations will have longer to comply, with their depreciation report deadline being six months after their newly formed strata corporation’s second AGM. A depreciation report is a study which determines the funding needs of a strata corporation, related to the common components of the property which are the responsibility of the strata corporation to maintain or repair, and which require repairs and maintenance work less often than annually.

The majority of B.C.’s strata corporations have still not had their report completed. Many strata corporations have chosen to self-exempt, whether on the principle that they would like to defer indefinitely, or perhaps in the hope that with greater experience and qualified individuals the price of these reports may come down, or because they are running out of time. With the deadline approaching, many strata corporations will opt for having a self-exemption vote, even if they wish to have the report completed in the near future. A vote to selfexempt could be presented, along with a resolution to fund and complete the depreciation report in the new year. If your strata corporation has already completed their report or deferred through self-exemption, you have met the current legislated requirements.
