at the South Similkameen Health Centre. The students engage in cards, colouring and other activities with the seniors. This week a Halloween theme was the order of the day as pumpkin carving was on the agenda. The gourds were generously donated, coming from Bears, Parsons and Harkers Fruit Stands. “The students are really starting to

connect with their buddies after our

first few visits,” SESS grade six teacher Celia Brouwer said of the studentretiree relationship, “the activities and

quality time spent together is a really nice way to bridge the generations.” It appeared that Orchard Haven residents and the students had no problems getting along with each other. The pumpkin carving was good practise for the students, who all seemed to enjoy carving, digging and spooning out the icky insides of the pumpkins.

National Film Board releases “Similkameen Crossroads” Contributed T h e N at i o n a l F i l m Board recently released an “interactive” project called Similkameen Crossroads. Similkameen Crossroads is the second interactive release from the NFB/imagineNATIVE Digital Media Partnership, which supports new forms of indigenous artistic expression and offers Canadian Aboriginal artists an opportunity to develop audacious, innovative and socially relevant new media works.

For Métis artist Tyler Hagan, the iconic little church off Highway 3 near Hedley serves as the focal point of the interactive photo essay, as Hagan seeks to reconcile his Christian upbringing with the church’s blighted yet enduring relationship with First Nations people. Similkameen Crossroads combines stunning images of the church and surrounding valley with audio fragments from Hagan’s highly personal exploration of place, faith and identity. It’s the latest interactive

work from the NFB, whose Web documentaries and immersive online experiences are pioneering new directions in storytelling while exploring underrepresented stories and issues across Canada. After his Christian upbringing in the suburbs of Vancouver, Hagan was thrust into an examination of faith and identity when his father died, triggering a process that eventually led him to claim Métis citizenship. For Similkameen Crossroads, he spent weeks gathering images

and interviews, aided by the generous spirit of the people of the Similkameen Valley, who shared their stories, beliefs and practices. What they described to Hagan was a complex, often contradictory, set of spiritual and cultural identities, one that gave this Vancouver-based filmmaker and digital artist an invaluable working model for a way of being that embraces multiplicity. Editorial Process should be open for all to view The Lower Similkameen Indian Band is in the midst of an election for the chief and one councillors position. With the close of nominations last week, there is a two way race for chief and a four way race for the councillor’s position, with the election slated for November 4. We were recently disappointed to find ourselves denied when we asked the LSIB for permission to cover an all candidate’s meeting, which was held at Cawston Hall on October 28. Relationships with the region’s First Nations bands and local governments have been moving forward recently, as matters of mutual interest combine with increasing awareness and enlightment amongst the various players. As examples of increasingly meaningful participation, we look at the recent regionally-oriented protocol agreement signed between the Regional District Okanagan Similkameen and most of the region’s native bands, as well as the recent efforts made by Similkameen Valley Planning Society members to ensure that the LSIB was fully represented at the SVPS table. As First Nations and other local governments begin to engage more fully in meaningful discussion, we believe there will be a corresponding increase in interest by the public to understand the issues and backgrounds of everyone sitting at local decision making tables. Even though non-natives do not participate in the election process, the outcome of these elections has the potential to affect us all. Hopefully, the LSIB will see fit to look at a policy regarding media coverage and non native attendance for future election debates.

Perils of an ‘entitlement state’ By Steve Arstad news@keremeosreview.com With the B.C. and federal governments once again struggling to climb out of deep operating deficits, it’s a good time for the release of Mark Milke’s book “Tax Me, I’m Canadian.” An update of the same title published 12 years ago, the book retains the history of taxes in Canada, detailing how Canada’s tax system was initially built to mimic the United States system in the late 19th century. Beyond the history, it is mostly new material. Included are chapters on the global meltdown of 2009, the surge of pension liabilities as the baby boomers retire and the flawed logic behind the “Occupy” and “Idle No More” protests. Some readers will immediately note that Milke works for the Fraser Institute and was previously B.C. director of the Canadian Taxpayers’ Federation. But the book is not just an argument for cutting taxes.

It also dismantles persistent myths that income taxes are illegal, and launches a broadside on what Milke calls “Canada’s corporate welfare carnival.” Many people will be able to identify some top names in the government subsidy game: Bombardier, General Motors, even poor old Rolls Royce Canada. Some will also be well aware that our supposedly tightfisted Conservative federal government has continued to pour out “regional development” and other funds to every part of the country. But I did not know that Industry Canada grants were handed out to pizza parlours (including the remote pizza-starved village of Kamloops), or to help open gas stations or convenience stores in Kelowna, Vernon and Chilliwack. Milke makes a useful point for B.C. about royalty rates for timber, natural gas and other resources. They are resource rents, and if they are too high the tenants will move out. Reducing them isn’t a subsidy, especially if it leads to

big revenue gains as B.C.’s unconventional shale gas incentives have done. On the Occupy movement: The infamous “one per cent,” who in Canada earn $250,000 a year or more, earned 10 per cent of all income and paid 20 per cent of all taxes in 2010. The bottom 73 per cent of tax filers paid just 17 per cent of all taxes. About a third paid no tax at all. On Idle No More: When Attawapiskat Chief Teresa Spence played to the Ottawa media with her soup strike, former Liberal leader Bob Rae suggested a nearby diamond mine should share more revenue. Milke omits the substantial support and employment that mine provides, and glosses over the misguided blockades that disrupted that and other job-creating enterprises. But he does detail the disastrous effects of passive resource wealth bestowed on impoverished aboriginal communities, and contrasts it with the success stories of reserves that build their own enterprises through

hard work. On public sector pensions: Milke notes that historically, public employees traded higher wages for better benefits and job security. Now their wages are generally higher, and taxpayers have to cover their personal pension contributions (as a portion of those wages) as well as the employer contributions, plus the “defined benefit” payout, which has to be subsidized far beyond what the pension fund can support. On the debt-financed welfare state, there are memorable observations, like this one: “For the record, the generous Quebec welfare state and its ostensibly more progressive model are paid for in part with the taxes of other Canadians; Quebec is merely the North American equivalent of Greece.” The recent B.C. political crisis over adoption of the harmonized sales tax showed that there is too much emotion and too little knowledge about how taxes work. This book is a step towards addressing that.

Trash talk in Keremeos Competition in waste pickup has local businessess scrambling to take advantage of lower rates By Steve Arstad news@keremeosreview.com Bright red garbage dumpsters began appearing in back alleys of Keremeos’ Seventh Avenue business section late this summer, like ripening apples in nearby orchards. The bins belong to a new waste collection company in the South Okanagan-Similkameen called Appleton Waste Services Inc. The company made some major inroads into the Keremeos commercial waste collection market since mid summer. Keremeos’ business section, like other commercial and industrial properties throughout the Regional District Okanagan Similkameen, are not contracted through the RDOS for garbage pickup. Merchants have had to contract waste collection services individually, and for many years in the Lower Similkameen, BFI was the only agency available to collect the valley’s commercial trash. Appleton’s owner, David Appleton, began the waste collection service in May. The Okanagan Falls based company was asked to provide a quote to a Keremeos business in August. Appleton also went door to door in the downtown core and received a positive response from the village’s commercial community. “We had a great response here in Keremeos,” said Appleton. “We had been concentrating on expanding our service south of Okanagan Falls, having had some good results there, but the fact is, there has been no competition here for many years with the market 100 per cent controlled by a single company, leaving people with few options.” Appleton said his company’s low overhead and local control means he can offer a very competitive rate that he assures won’t change significantly in future years, noting that landfill fees generally set the tone for pricing. Appleton said the biggest issues Keremeos merchants had with their waste collection service in the past were price and service related. “BFI has been making it very difficult for people to

Minor theft is a major inconvenience By Steve Arstad news@keremeosreview.com Dave Dugas thought the recent theft of his bike didn’t warrant contacting the police, but the consequences of the theft are devastating for him, nonetheless. “It was the only form of transportation I have,” Dugas, who resides on Second Avenue, explained. “My house insurance has a $500 deductable on it, so I couldn’t get reimbursed for it even if I did report it.” Dugas has two bad knees, one of which needs to be replaced. He noticed the bike was gone on the morning of Tuesday, October 22. “The lady across the street said everything happened Saturday night,” Dugas said, reporting that she had suffered some vandalism as well. Lyn Shiels noticed her shed door ajar on Sunday morning, October 20. “The shed was closed but not locked,” she said, “ but Sunday morning the door was wide open.” Shiels said the only thing amiss was a loaf of garlic bread that had been ripped open. “It was weird,” she said of the incident, “but it looks like we are going to have to be more careful around here,” adding that she would be locking the shed door from

The newly formed Keremeos and District Arts Council is pleased to announce “Young at Art.” An art exhibit for children and young adults in the Keremeos area has been set for November 16 - 17 from 10 a.m. to 4 p.m. daily. This is a community event to support local kids, open to the public with free admission. The location is Gibson House at 521 - 11th Avenue in Keremeos. This is not a juried show and all participants will receive a certificate at a presentation on Sunday afternoon at approximately 2:30 p.m. The arts council is also calling for submissions from any young artists for this show. There is no entry fee but artwork must be brought to Gibson House with an application form and a waiver. Deadline for entries is November 9. Wood heating workshop well attended Contributed

Thirty-five residents attended the Wood Heating Workshop held at the Keremeos Grist Mill and Gardens on October 27. There were many prizes won at the end of the event with Tina Estin winning the grand prize, a $150 dollar fan from North West Stoves. Everyone went home with an information package that included a moisture meter for testing moisture content in firewood

and a wood heating DVD. Local youth to host national water workshop By Steve Arstad news@keremeosreview.com Four Similkameen Elementary Secondary School students are involved in a year long, national water conservation project funded by the Canadian Centre for Indigenous Environmental Resources titled “Our Water, Our Future.” The school based project, which partners with the Lower Similkameen Indian Band and the Okanagan Nation Alliance, will be hosting one of four week long workshops during the week of November 25 - 28. The four workshops, one of which has already taken place in Ontario, represent Canada’s watersheds - the Atlantic, Pacific, Arctic and Hudson’s Bay. The Keremeos workshop will look at water issues in the Similkameen, with participation coming from four groups of four youths and their chaperones, project leaders and guest speakers.

“Each group identifies water issues in their community,” explained SESS Aboriginal instructor Sandy Terbasket, “the students become emerging water leaders, developing a community water action plan that is broad in scope.” Terbasket cited such local issues as agricultural water use, water licensing, the proposed Similkameen dam and mining as Similkameen based issues that the workshops will discuss. At the conclusion of the workshop, students will develop a digital story which will be posted on the CIER website. The students recently attended a workshop hosted by the Beausoliel First Nations on Christian Island in Georgian Bay, Ontario. Part of the student’s work there included taking part in the Great Canadian Shoreline Cleanup. “They heard about the water issues dealt with by the people in that community, who are faced with flucuat-

ing water levels, which affects ferry transport to the island. It really helps the students increase their awareness about water and its importance to everyone when they hear what other communities’ issues are,” Terbasket added. “The ultimate goal for the students is to develop an action plan for the community and implement it.” The timing for the project is ideal, as the Similkameen Valley Planning Society moves into the second phase of its Similkameen Watershed Study. Lower Similkameen Band Chief Rob Edward has indicated that there may be a role for the students in that study as it moves forward. Other workshops will be held in Shoal Lake, Manitoba, and Yellowknife, Northwest Territory. CIER is a national, First Nation-directed environmental non-profit organization with charitable status and is based in Winnipeg, Manitoba, Canada.

Poor early season road conditions contribute to fatal accident Early morning tractor trailer accident near Bromley Rock kills driver RCMP press release

The Princeton RCMP and RCMP South Okanagan Traffic Services attended a single vehicle fatal collision involving a commercial transport truck early in the morning of Friday, October 25. The collision, which occurred on Highway 3 approximately 26 kms east of Princeton, happened near Bromley Rock, at approximately 5:41 a.m.

A tractor trailer unit had gone off the road, with the trailer blocking both lanes of traffic. The lone male driver was pronounced dead on the scene. Road conditions and weather conditions were poor at the time of the collision with dense fog and ice covered roads. The RCMP South Okanagan Traffic Services and the BC Coroners Services are investigating the collision. Efforts were continuing to notify the 50 year old man’s next of kin at the time of this press release. The man was from the Lower Mainland with the truck being operated by a LMD transport company. Further information may be provided by the BC Coroners Service when available.

Similkameen Country Visitor Information Centre Contribution Service Bylaw BYLAW NO. 2622, 2013 Notice of Alternative Approval Process NOTICE IS HEREBY GIVEN pursuant to Section 86 of the Community Charter, that the Board of Directors of the Regional District of Okanagan-Similkameen seeks the approval of the electors within the boundaries Village of Keremeos, Electoral Areas “B” and “G” for the adoption of the Similkameen Country Visitor Information Centre Contribution Service Bylaw No. 2622, 2013. In general terms, the bylaw is to establish a service for the purpose of contributing funds to the Similkameen Country Development Association to assist with the operation of the Similkameen Country Visitor Information Centre. The alternative approval process applies to qualified electors within the service area, which comprises the Village of Keremeos, and Electoral Areas “B” (Cawston) and “G” (Keremeos Rural/Hedley). The annual maximum amount that may be requisitioned under the Local Government Act for the Similkameen Country Visitor Information Centre Contribution Service is $33,000 or $0.0543 per thousand dollars of next taxable value of land and improvements in the service area. PLEASE TAKE NOTICE THAT the Regional District may proceed to adopt Similkameen Country Visitor Information Centre Contribution Service Bylaw No. 2622, 2013 unless at least ten percent (10%) of the qualified electors (those meeting the criteria below) indicate their opposition to the bylaw by signing the Elector Response Form. The Regional District has estimated the total number of qualified electors in the service area (Village of Keremeos and Electoral Areas “B” and “G”) to be 4,088 and that 10% of that number, or 409 qualified electors, must submit signed Elector Response Forms to prevent the Regional District from adopting the bylaw without the full assent of the electors by referendum. An elector response form must be in the form established by the Regional District. Elector Response Forms are available from the Regional District office, including by mail, fax, or e-mail, on request or on the Regional District website at www.rdos.bc.ca. The deadline for delivering the original signed Elector Response Form to the Regional District is 4:30 pm on Monday December 2, 2013. The only persons entitled to sign an Elector Response Form are qualified electors within the Similkameen Country Visitor Information Centre Contribution Service Area and must meet the following criteria: Resident electors must: (a) be 18 years of age or older; (b) be a Canadian citizen; (c) be a resident of British Columbia, for at least 6 months; (d) be a resident of the Similkameen Country Visitor Information Centre Contribution Service Area for at least 30 days; and (e) not be disqualified by an Provincial enactment, or otherwise disqualified by law, from voting in an election. Non-Resident property electors must: (a) not be entitled to register as a resident elector of Similkameen Country Visitor Information Centre Contribution Service Area (b) be 18 years of age or older; (c) be a Canadian citizen; (a) be a resident of British Columbia, for at least 6 months; (b) be a registered owner of real property in the jurisdiction for at least 30 days; (c) not be disqualified by any Provincial enactment or otherwise disqualified by law, from voting in an election; and (d) only register as a non-resident property elector in relation to one parcel of real property in a jurisdiction.
