Animal issue to be under control

The new animal control officers for the Regional District of Kootenay Boundary (RDKB) have been hired and have begun. Niki Best and Gary Maletta were hired by the Commissionaires, which signed a oneyear contact with the RDKB to perform animal control services for the region which covers Grand Forks, Area C (Christina Lake), Greenwood and Area D. The two are working out of the old SPCA building on Donaldson Avenue in Grand Forks. “They began at the start of September,” said Elaine Kumar, director of corporate administration for the RDKB. “They’re providing us with animal control services. They’ll pick up dogs at large. It does include animals such as if a horse gets out they’ll help get them back. But it’s mainly controlling dogs.” The Boundary had been without animal control since the previous contractor, Boundary Animal Control, terminated its contract in June.

At the regular board meeting for the Regional District of Kootenay Boundary (RDKB), the board of directors approved, in principle, the undertaking of the Bylaw Notice Dispute Adjudication system as a means of bylaw enforcement. Bylaw adjudication is an alternative to the court-based model currently in place to enforce bylaw violations. The system provides a framework for a non-judicial system for local governments to deal with bylaw enforcement disputes.

Community Trail market vendors head indoors Valerie Rossi West Kootenay Advertiser

A select group of merchants is ready to move indoors for the winter after a growing outdoor market on the Esplanade wrapped up last week, according to the executive director of the Trail and District Chamber of Commerce. Though it’s hard to estimate the number of people traveling through the market grounds, Norm Casler said that on average at least several hundred and up to 600 people attended any given market. The market attracted on a successful day about 50-70 vendors, with close to 120 participants total throughout the year, he added. “I think we built on the success of the first year and would definitely be looking forward to doing it again,” said Casler. “I believe that it’s great for the community, I think it’s good for business, I just think it’s

good all the way around.” Casler will be at it again in November but this time indoors. The first market in the Cominco gym is scheduled for Nov. 8, with two others planned for Nov. 29 and Dec. 13. The city and the chamber partnered last year to deliver the market for the first time along the Esplanade, after a plan from the Downtown Opportunities and Action Committee recommended an ongoing event to bring more foot traffic downtown. The first market kicked of on June 7 and continued every second Friday until Oct. 11. With early success, market grounds expanded into Jubilee Park and down Helena Street. “There was some demand from the food vendors and things like that to have some more street access and in general to have more space for the market,” he said.

“Definitely that’s a triumph for this year.” Another was the first weekend event. Market organizers signed vendors up last Saturday to coincide with the city’s Spooktacular Halloween event on regular market grounds. “That was really an answer to a lot of people’s requests that could you do it maybe at least once on a Saturday so some other people that couldn’t make the Friday market could come,” he explained. “I can assure you next year we’re going to definitely take that into consideration.” By that he means more “special” markets that are scheduled to attract another batch of people that otherwise couldn’t attend. “There’s definitely some new developments that we’ll be talking about next year,” he offered. “It wouldn’t be really so much as an expansion, just some ideas we’re exploring.”

Connecting Names and Places Carmi was the Payroll City of the West Fork Greg Nesteroff West Kootenay Advertiser

Thirty-fourth in a series on West Kootenay/Boundary place names According to the 1958 Boundary Historical Society, the ghost town of Carmi, on the west side of the Kettle River north of Beaverdell, was named after the Carmi mine, staked by James C. Dale (1848-?), who hailed from Carmi, Illinois. (That town was in turn was named for a Biblical figure.) The claim was recorded on September 5, 1896 and mentioned in the Boundary Creek Times a week earlier. Carmi later took on airs as a townsite was laid out. The Greenwood Weekly Times of February 7, 1901 stated: “Jas. Dale, one of the owners of Carmi City, will arrived from the east in a few days.” With partner James Kerr, Dale placed ads calling Carmi “The Payroll City of the West Fork” and “the Mining Center of the Upper West Fork Country.” The Carmi post office opened on June 1, 1902 with Kerr as postmaster, followed in 1904 by Dale. It closed January 31, 1969. The last vestige of old Carmi, the abandoned

Smith House hotel, burned in 2000, although Carmi Station Road, which recalls the Kettle Valley Railway that passed through town, keeps the name alive. Carmi, Illinois fared much better than Carmi, BC: it has a population today of over 5,200. Cedar Point This sternwheeler landing on the north shore of Kootenay Lake, near Willow Point, is noteworthy mainly because a post office

operated there from January 1, 1912 to November 11, 1915 with H.A. Masters as postmaster. It was on a 1924 map produced by the Department of the Interior and included in the 1930 BC Gazetteer, but it’s no longer in use. Circle City This obscure spot was first mentioned in the Revelstoke Herald of June 12, 1897: “Lou Thomson is putting up a hotel in Circle City on the Glacier ranch on the

North Fork of the Lardeau.” According to Milt Parent’s Circle of Silver, Thomson and partner Harry Carter hired A.P. Cummins to survey their 320-acre ranch as a townsite in 1900. “This was a great sounding name given to their homestead,” Parent wrote. “They owned the Union Jack mine there and [newspaper publisher Parm] Pettipiece described the townsite as a good one.” Ads in the Herald of 1902 promised Circle City as the terminus of a proposed railway, with “splendid water power” for concentrating plants. However, it never amounted to much. It probably took its name from Circle City, Alaska, a gold rush town that today is known as just Circle, population 104. Clark’s Camp This spot seven miles up the North Fork of the Kettle River was the home of Robert Clark. The Grand Forks Gazette of March 27, 1897 reported that a petition was circulating to open a post office there with Clark as postmaster to serve miners and prospectors in the area. However, it never opened.

Compassionate group puts its HEART into it Ida Koric West Kootenay Advertiser

Rossland-based dog advocacy group, HEART Rescue, recently reached an important milestone. In August of this year, after three years of operation, HEART adopted out their 100th dog in need. About 25 of those dogs now call the Rossland area their home, with another 50 or so spread throughout the Kootenays. Dogs have traveled as far as Calgary and Vancouver Island to find their perfect families, but that is only the end of a long and trying journey for most. The group focuses on improving the lives of Canada’s most threatened dogs; those that live in remote northern communities or on reserves. The dogs often come from little known places like Kuglutuk, Rae-Edzo or the Hobema reserve, traveling by plane to Edmonton, then by car to the Kootenays thanks to a well-developed network of volunteers and shelters.

Franklin is HEART’s newest intake. At three months of age he was abandoned to the SPCA Shelter in Yellowknife with a badly broken leg. The shepherd-collie mix arrived in Rossland three weeks ago, at which point he was patched up by the one-miracleaway-from-sainthood Dr. Ruth Sims at Kettle River Veterinary in Grand Forks. Franklin suffered an unusual amount of muscle and tissue damage around the break, so the ladies of HEART are holding their collective breaths until the end of October, when they will learn the long-term prognosis for the healing limb. Jen Broughton, one of HEART’s five board members, lived in a northern community and recalled why she became involved with the rescue. “The dogs were treated horribly; roaming for food and scraps of affection, belonging to no-one, underfed and lacking shelter,” she said. “The dog ‘solution’ in these places is always the same—a bullet.”

Fellow school teachers, Ida Koric and Andraya Hughes, Tails Pet Supply owner Amanda Hamilton, and practicing nurse, Amber Paquin, complete the board. Countless local volunteers help with fostering, walking and fundraising to make the rescue a continued success. “I can’t believe we’ve paired 100 dogs with forever homes,” said Hughes. “We run such a small operation, with a handful of dedicated fosters that we couldn’t be more grateful to, that it really feels like an achievement. Even knowing you’ve given one dog, like a broken little Franklin, a life so very different from the one they were heading toward, is so gratifying.” The HEART outfit is always in need of more foster homes; there is no physical shelter, and foster families are often the dog’s first exposure to warmth, safety, stability and, most importantly, love. Personal Finance/Community Uncle Sam – You’re Getting Nasty

I’m sure many of you had read my articles in the past regarding the taxation issues for our U.S. citizens living in our area. Well, brace yourself - yes, Uncle Sam is at it again! I recently returned from an industry conference held in Los Angeles. I attended a break-out session that focused specifically on how the IRS is classifying certain investments as Passive Foreign Investment Corporations or PFICs (pronounced “peefick”). PFICs are simply “pooled investments” registered outside of the U.S. This includes almost all foreign mutual funds, hedge funds and many insurance products. It might even encompass your bank account if that account is a money-market fund rather than just a straight deposit account. What this means is anyone who is a U.S. citizen living here in Canada, and who may have open (non-registered) monies invested in mutual fund-type investments, be forewarned that you may want to consult your cross-border tax preparer before filing your U.S. tax return. We are hearing that the tax treatment of PFICs is extremely harsh and the other complicating factor is that they require a very onerous tax form 8621 – for each PFIC investment - just to comply with the IRS reporting rules. Americans abroad could quickly run up a tax preparation bill of many thousands of dollars no matter how much (or how little) the underlying investments are worth or how well they have performed. I have been in contact with our MP Alex Atamanenko’s office to see if anything has been negotiated between the Canadian and U.S. govern-

ments. Although there have been requests to exempt mutual funds and other investments from the PFIC tax reporting, to date – nothing has come about. I have also contacted prominent accountants and cross-border specialists in Toronto as well as our professional industry association of the Investment Funds Institute of Canada (IFIC). A letter had been written by IFIC to the U.S. tax reform committee back on April 15, 2013 – however, it doesn’t appear that any negotiations have taken place. Another issue facing U.S. citizens here in Canada (and throughout the world), is the concern with the FATCA legislation. FATCA stands for “Foreign Account Tax Compliance Act” which is going to require all foreign financial institutions to report on the assets held by U.S. citizens and permanent residents, directly to the IRS by 2014. And while it may seem hard to believe that our Canadian banks would willingly comply with such reporting, the fact is the IRS is pushing its weight and our financial institutions may have no other choice. The IRS could soon have a direct and easy access into your holdings

and it will be easy to cross-reference direct reports from your financial institution to the IRS. They will quickly know whether you’ve filed your U.S. income tax, properly reported your holdings and have calculated and paid your tax owing. The latest word I received from our MP’s office states: “Whatever the government is doing, it’s happening behind closed doors. Mr. Flaherty has had nothing to say for quite some time. What I do know is that, so far, Canada has not yet signed the new Intergovernmental Tax Agreement with the U.S. It is in direct violation of our constitutional right to privacy. That fact, in combination with the million or so dual citizens in this country, may be making them hesitate. My concern is that with or without the government’s okay, the new FATCA requirements for 2014 may force Canadian banks into reporting depositor information to the IRS or face having assets withheld in the U.S.” Wow, hard to believe…so much to think about, so much to deal with. As a financial planner it makes it incredibly difficult as to what to advise to everyone. I am not an expert in these matters, there are very knowledgeable and experienced cross-border tax professionals you should call to see how this affects your personal situation. To those neighbours and friends who are U.S. citizens, I really feel for you. Were they afraid, but, still carrying on? Yes. The answer is yes, they carried on! Their faith was strong! Last summer, I was happy to have visited the Burning of the Arms site in Orlovka, Georgia (Visit with Georgian Doukhobors). This summer, I was indeed very fortunate to visit my second Burning of the Arms site in present day Karahan, Turkey, close to the city of Kars. Karahan used to be named Terpeniye by the Doukhobors who lived there at the time. Canadian Doukhobors referred to their group from the Kars area settlements as Karakhanskiye.

It is good to reflect on our Doukhobor heritage and to continue to be inspired by the courage of our forefathers who burned their guns in the middle of the night in 1895. Their heroic acts should never be forgotten and their convictions for peace can still continue to direct and guide us in our lives today. I have always dreamed of visiting the Burning of the Arms sites and the villages where our Doukhobor forefathers used to live to better understand for myself the courage, the team-work, the planning, the commitment, and the many sacrifices that went into organizing the burning of the arms. Green Car Journal to Reveal Winner at LA Auto Show

Green Car Journal has identified its five finalists for the magazine’s high-profile 2014 Green Car of the Year program. I keep hearing TV F1 commentary teams talking about the perfect race in relation to the now four-time world champion Sebastian Vettel. As I watched the German driver for Infiniti-Red Bull race team take the chequered flag in India on Sunday, the repeated reference to his perfect race reminded me of another open-wheel racer. Back in the early 1990s, Vancouver Indy racer strived for what he called the ‘Perfect Drive’, not on the track but on the roads of B.C.

Ross always told me that he found the racetrack a safer place to drive because he pretty much knew what other drivers were going to do, whereas drivers on the street were very unpredictable. And I was reminded of that the other morning when a young driver whizzed by me in the curb lane, then cut in front of me and crossed two more lanes to turn left at an intersection just a block ahead. Of course, he didn’t signal when he got there either! Ross devised a little game that he played every day while travelling to and from work across town. The Perfect Drive Concept was designed to help drivers

concentrate and I can’t help but think it would be a great game for us all to play some 20 years on from when he first outlined the idea to me. “The idea is to drive smoothly at a constant speed with minimal braking,” he explained. “To do so, you must anticipate light changes and ease off when you approach a stale green. You have to slow in such a way that if your passengers had their eyes closed they wouldn’t be aware of the exact point you stopped.” Keeping a healthy distance between your car and the one you are following is key. Others

do cut into the space but they disappear as fast as they arrive. And even if you ease off to open it up the gap again, Ross figured if even 10 cars did that to you and stayed during the average trip you might lose a minute in travel time. I loved this comment: “The Perfect Drive can be ruined by others so I try to figure out what crazy things they might do and adjust accordingly. If I have to brake jerkily in anticipation of the other driver’s move, I don’t deduct any points!” However, if you hold up traffic or disrupt the flow then you deduct points. If you can let

somebody in smoothly or provide an opportunity for somebody else to turn then you’re assisting the flow so he figured that was worth a few bonus points.” Ross concluded: “The Perfect Drive can be different for everybody and you can work out your own scoring technique. Disappearing cars: The endangered, extinct list

Several years ago, there was a large reward posted for evidence that the Ivory Billed Woodpecker was not extinct as was previously thought. Strangely, the classic car world has yet to respond in like fashion for evidence that breeding pairs of Plymouth Crickets or Mercury Bobcats are still out there. We’re not offering a reward but for what it’s worth, here’s the Hagerty Insurance list of some of our favourite threatened, endangered and extinct cars:

1. 1975-80 Chevrolet Monza: The Monza, based on the infamous Chevy

Vega, might well have been the most attractive GM car of the mid-1970s. More than 300,000 were built, and although the styling was a high-quality job, build quality wasn’t any better than anything else of the era, which may explain the extreme scarcity of survivors. Status: Threatened

2. 1971-76 Mercury Capri: The Capri was Ford of Europe’s answer to the Mustang. Like the Mustang, it was built on rather ordinary sedan underpinnings but the result was handsome, well made and, in

96 horsepower. Chrysler’s reinvention of the station wagon relegated that very category to “endangered” within a decade. Despite its massive sales, we’re not sure if a single collector-grade example exists outside of Chrysler’s own museum. Status: Extinct 4. 1984-1985 Ford EXP Turbo: The basic idea was simple: Take an Escort coupe, rip out the back seats to make it a “sporty” two-seater. The problem was that the EXP weighed 200 pounds more than the already pathetically

Corolla – The Car That Conquered The World By Bob McHugh

Toyota Corolla 2010 to 2012 More than 30 million Corollas had already been produced when an all-new tenth-generation 2009 Toyota Corolla hit the streets with a new body and chassis, increased interior space, more power and a revised suspension system. It isn’t about what a Corolla does, it’s about what a Corolla doesn’t do – stop working. In fact, Corolla could be a substitute for the word ‘durable’ in the dictionary. While the competition has certainly made great strides to improved product quality, Corolla is still the benchmark and consumer confidence in this compact car is reflected in used prices. Ironically, from a used car buyer perspective, it may also be its biggest drawback ... good luck with finding a good used Toyota Corolla at a bargain price. The 2009 Corolla came in CE, S, LE and XRS trim levels. The

highline Corolla LE (originally $21,495) added power windows and locks, climate control air conditioning, a 4-speed automatic transmission, a woodgrain interior trim package, a push-button keyless start system and more. Most Corolla models come with a 1.8-litre (132-horsepower) engine and the base versions came with a smooth-shifting fivespeed manual with a light, easy to operate clutch. A four speed automatic was the optional transmission and fuel economy is excellent, with a 7.5/5.6 L/100 km city/ highway rating. The sporty Corolla XRS (originally $21,925) offered a bigger engine, better brakes and tires plus other stuff. Powered by a 2.4-litre (158-horsepower) engine it came with 17-inch tires on alloy wheels, electronic stability control, traction control, rear disc brakes and a strut tower brace. It was also the only version with a 5-speed automatic option. On the inside, this Corolla is roomier than

the previous generation, with more shoulder room, legroom and trunk storage space. A tilt/telescoping steering column was standard on all trim levels and it came with two glove boxes, as seemingly past owners had complained about a lack of cabin storage space. Almost all Corolla models come with the same safety features, which includes six airbags and the front seats come with active head restraints. An anti-lock brake system is also standard, but only the XRS trim has electronic stability control and traction control. Stability control was included as standard on S and LE trim levels and optional on CE, in 2010. In 2011, stabili-

ty control was made a standard feature on all Corolla trim levels. It also got a minor styling revamp, which included new headlights, grille, front and rear bumpers, taillights and trunk lid. No significant changes in 2012, other than some re-packaging of options offered. Specifically this eclipse is a Hybrid Eclipse which is quite rare and means that due to the Sun’s angle in relation to the Earth, it will appear Total to some and Annular in other areas. The best place to be to see it will be in the South Atlantic and Caribbean and spanning from the South East Coast of North America including the North East of Mexico and spanning to South Western Europe and North Western Africa. Astrologically, this eclipse generally implies both a heightened and deepened realization of the need for spiritual healing. The main advantage to achieve this will come from the desire and actual ability to see through and beyond the limitations of materialism. The materialistic philosophy asserts that life emerged from matter or that biology emerged from chemistry and physics randomly. Although this cannot be actually proven in any conclusive way, the theory has actually taken on the image of truth. Selkirk College is opening the door of possibility to prospective students. On November 6th, Selkirk is hosting an Open House at the Castlegar Campus between 4 p.m and 6:30 p.m. Secondary students from across the West Kootenay and Boundary are invited to come to the campus to explore the more than 60 programs offered. Parents, high school teachers, career counsellors and all members of the public are also encouraged to check out what Selkirk has available. “There is no better way to show our future students what a great learning environment we have to offer than to have them stop by,” says Amy Kinakin, Educational Recruitment Specialist for Selkirk College. “This is a great opportunity for area high school stu-

Winter weather is just around the corner, and drivers need to be prepared for snowy and icy conditions. Motorists are required to have winter tires or carry suitable chains from Oct. 1 to April 30 while travelling on highways designated with winter travel signs. The best way to prepare is to equip your vehicle with good winter tires, identified with a mountain snowflake symbol that appears on the tire sidewalls. While winter tires are not mandatory provincewide in B.C., there are many routes that regularly experience severe winter conditions. On these routes, winter tires or chains are mandatory and signs are posted to warn drivers. There have been many improvements in tire technology in recent years, resulting in some confusion around what is a “winter tire”. Many winter tires have the mountain snowflake symbol, while many others bear the designation M+S meaning traction in mud and snow. In light of changing technology, the Ministry of Transportation and Infrastructure will review the existing definition of winter tires and chains as part of the highway speed and safety review that is underway. While this review is ongoing, the police will continue with past practice of allowing either tires with a mountain snowflake symbol or an M+S designation on highways where winter tires are required, as long as they are in good condition with a minimum tread depth of 3.5 mm. In severe winter weather, police officers will turn vehicles around if they feel the tires are unsafe for the conditions and may be putting the driver or others at risk.
