Elk Valley Water Quality Plan Consultation Open Houses Teck is working with communities, First Nations and governments to create an Elk Valley Water Quality Plan that will maintain the health of the watershed and support continued, sustainable mining in the Elk Valley. That’s one reason why Transportation Minister Todd Stone has added the topic of tires to a provincial review of highway safety that includes speed limits. “It’s been almost 40 years since the current definition of a winter tire was actually changed, and tire technology has advanced dramatically,
particularly over the last five to 10 years,” Stone said Tuesday. With the popularity of all-season tires and allwheel-drive vehicles, Stone said there is some confusion about what is acceptable for requirements that took effect Oct. 1 on routes that have winter conditions. Those routes have signs advising drivers to use winter tires or carry chains, and police may turn drivers away if they are not properly equipped. True winter tires have
a symbol of a mountain and snowflake on the sidewall. All-season tires with the “M+S” mark to indicate traction in mud and snow are also permissible, but all tires must have a minimum tread depth of 3.5 mm. A quick test can be done using a dime. Point Her Majesty’s head downward and insert the dime in the tire tread. If the top of the head remains visible, the tire is too worn to qualify for winter conditions. Driv-

Challenges abound for tourism, but initiatives well underway

As Kathy Cooper officially takes the reins as CEO of Kootenay Rockies Tourism — a position she has been in unofficially since the retirement of Chris Dadson last fall — the tourism industry in this area still faces challenges. Tourism took a hit with the economic collapse of 2008, and Coo-
per says that while there are positive areas, the industry as a whole has not yet fully recovered. “We haven’t made any gains since 2008,” Cooper said. “It’s been a slow climb back up to those levels and we are not there yet.” It is a changing world and one of Cooper’s goals is to make sure Kootenay Rockies Tourism stays abreast of current trends and provides the best opportunities for all its stakeholders to increase revenues. “One of the challenges in the tourism industry is that it has become seriously competitive,” Cooper said. “We compete with other jurisdictions with bigger marketing budgets. It’s global now. The tourism world has shrunk. We don’t just compete with Alberta. We’re competing with Australia, Germany, Asia. Tourism dollars are shrinking and everyone wants a piece of the pie.”
The high Canadian dollar hasn’t helped in recent years as visitors to Canada may hold off waiting for a more advantageous exchange rate, and Canadians themselves travel to other countries to take advantage of the same. But Canadians remain the largest market in the Kootenay Rockies Tourism area. “67 per cent of our revenue comes from Alberta,” Cooper said. “When the dollar is strong and they want to go elsewhere, we lose. But, we are lucky that many of our Albertan visitors have second homes or family and friends in this area and will come no matter what.” Another challenges is that Kootenay Rockies Tourism and the five other destination marketing arms under Tourism British Columbia have not seen any increase in their marketing budgets. “In order to get those
increases we need to see an increase in tourism revenue.” It’s not all challenges, Cooper says. There are some success stories in individual areas. “We are seeing some growth in individual communities and some sectors. Golf has taken a hit and is still not back. There is some increase in festivals and heritage. We’re definitely seeing the U.S. visitors coming back, but we still have some challenges. “As I take the position officially, my goal is to move forward with maintaining a clear vision and objectives. Despite challenges, we want to move forward providing our partners and stakeholders with the best opportunities we can to develop their businesses and increase tourism revenues.” One of the issues going forward is bridging the gap between print and online marketing. When they get a little closer they want that brochure
in their hands. We have to present products in both of these worlds.” The Kootenay app for smart phones was launched two years ago under Dadson’s tenure and has 8,000 downloads in that time. “We just want to continue to bridge the gaps between marketing and innovation. Slugs: To the vehicle dealership in town that serviced my car. The engine light was on in my car, you charged me $108.90 to put a scope on my car (to find out the problem). You installed a purge solenoid, the cost $211.47, which I paid. I did not even get out of the parking lot and the engine light came back on! Then you put the scope on my car again and you came back and told me it would cost me $700-$800 to fix my car. I am a blonde woman, however not a dumb blonde. All that had to be done, was to disconnect the battery in my car. Shame on you. Slugs: Why is it that 2nd St N has a posted 30km/hour sign yet people and a certain police officer I talked to insist it isn’t? Does the sign that says 30km/hour not mean that you need to drive 30km an hour? Please stay off my rear bumper when I am driving down this street, you are going to cause a serious accident if I have to stop suddenly. Think about it, do you need to get where you are going 2 minutes sooner? If you do, maybe leave your house a bit earlier!!!!

Local conservation fund helped to preserve ecology around lake

The conservation of District Lot 48, located on the undeveloped eastern side of Columbia Lake, is hailed as the finest example of multi-faceted cooperation when it comes to conservation in the East Kootenay’s recent history.
It took about two decades of negotiation, discussion and organization, resulting in several agencies working together, from conservation to industry, before the property was officially protected for its ecological and cultural importance. While $2 million in funding support from
Teck Resources helped reach the $7.2 million goal to purchase the property, the NCC received valuable initial support from the Columbia Valley Local Conservation Fund (CVLCF), managed by the Regional District of East Kootenay (RDEK) in partnership with the Kootenay Conservation
Program (KCP). This fund is derived from a $20 per property tax levy through the Regional District of East Kootenay (RDEK). “Protecting Lot 48 is essential to maintaining the integrity of the entire east side of the lake forever. This is an incredible win for the conservation commu-
nity in British Columbia, and we couldn’t have succeeded without the support of so many partners,” said Nancy Newhouse, Nature Conservancy of Canada’s Canadian Rockies program manager. The area supports valuable winter range for bighorn sheep, elk and other ungulates, several rare and endangered species, and is a sacred landscape to the Ktunaxa Nation. Lot 48 is adjacent to Columbia Lake Provincial Park, as well as the Columbia Wetlands Wildlife Management Area and the East Side Columbia Lake Wildlife Management Area, effectively ensuring the entire east side of the Columbia River’s headwaters lake is preserved for future generations. “As reviewers, we recognized the exceptional ecological value of Lot 48 and were pleased that the Columbia Valley Local Conservation Fund could provide this critical initial funding,” said Columbia Valley
Local Conservation Fund Technical Review Committee Chair, Dr. Cameron Gillies. “The value of the Columbia Valley Local Conservation Fund cannot be overstated. The RDEK showed true leadership in supporting the establishment of the fund, which was truly unique in Canada, and now so many worthwhile projects benefit as a direct result of that leadership including the Columbia Lake – Lot 48 project,” added Dave Hillary Kootenay Conservation Program Manager. The RDEK provides funds for the Columbia Valley Local Conservation Fund, an initiative that found its feet when the majority of Columbia Valley taxpayers, via an election referendum when they agreed to spend $20 a year on a special property tax that provides about $230,000 a year, and now goes to a wide variety of conservation and stewardship programs in the valley.
In recognition of the RDEK’s leadership in establishing and administering this Local Conservation Fund, they have been selected as a finalist for the Real Estate Foundation of BC’s Land Awards, with the winner being announced at the Land Awards Gala in Vancouver on October 25. Final garden workshop coming on Saturday The 6th and final workshop in the One World Garden Series, Can-Do Composting, is coming up Saturday, November 2, 10noon in Kimberley and 3-5pm in Cranbrook. We’re planning a very hands-on experience this month, so if English is not your most comfortable language, it will be manageable to follow this workshop and in the case of chilly weather we’ll all keep warm! In Can-Do Composting, we’ll be learning what kinds of things we can do to get our composts ready for winter and how to keep composting despite the cold weather. A compost in your backyard is an incredibly beneficial nutrient source for your garden – and
it’s a great way to reuse ‘waste’ from your kitchen and yard. The best part about it is that it’s free! This process is simple and relatively easy when you know the tricks to keep things on track. “At this time of the year there are certainly some people out there, myself included, who are overwhelmed with an out of control compost after a season’s worth of feeding it,” remarks Shannon Grey Duncan, project coordinator. “This workshop will be a great chance to bring up troubleshooting questions for our experienced local mentors to help with.” The goal of this workshop series is to increase the local capacity for growing food by offering a place where immigrants or people new to gardening can
learn more about growing food locally while gaining hands-on experience and exchanging skills with local members of the community. This is the final workshop in our 6 part series, and it has been really wonderful to share a season of gardening with many participants since June. “We’ve been fortunate to have different guest garden mentors at each workshop, and this one will be no exception,” says Jessica Windle of Wildsight Kimberley Cranbrook. “The wealth of local knowledge is inspiring and the garden is a great place to learn and share, as well as meet new people and get to know our local community gardens.” The Kimberley workshop will be held from 10-noon at the Kimberley Community Allotment Garden, located on Wallinger Ave. beside Coronation Park and in Cranbrook from 3-5pm at the Public

2nd Street South Conceptual Design & Moir Gravel Pit Reclamation Project Open House The City of Cranbrook, in conjunction with Urban Systems, will be hosting the public at an open house on both the conceptual design of the 2nd Street South corridor from Highway 3 to 14th Avenue South and the reclamation plan for the Moir Gravel Pit. The session on the 2nd Street South corridor project is intended to gather public input to provide to Council for decision making purposes. The session on the Moir Gravel Pit is around the plan to redevelop the Moir Pit once the gravel resources have been depleted and the development of an off leash dog park on part of the site in early 2014. Urban Systems representatives and City of Cranbrook staff will be on hand to provide information on both projects including: project concepts and intents, progress to date and next steps. There will be information panels and 3D animated video loops of flyovers of both projects. Colour and life for winter
There is nothing like a week of continuous fog to give you a taste of what we can expect up ahead, with the winter months just around the corner. There are many techniques people use to keep the winter blues at bay. One of them is to surround yourself with lots of colour from vibrant blooms all around the house. Forcing bulbs is a great way of creating spectacular blooms with very little effort. Probably the most well-known winter bulb is the amaryllis. With the tall stalk, topped off with amazing flowers, this plant makes for a great accent piece in your home as well as an ideal present. Amaryllis are not only for a real plant lover, but also all those people on your list that have everything, and they are a fantastic hostess gift as well. To enjoy their full display for the holiday season, you will have to plant them soon as they will take anywhere between four to ten weeks to bloom. Plant the bulb in a pot with the top third showing above the soils surface. All bulbs hate to be soggy, so ensure you use good potting soil with proper drainage and a pot that has good drainage as well. Heavier clay or ceramic pots are preferred over plastic as they offer some weight to these plants that can be somewhat top-heavy. Place in a well lit area and water occasionally. Growth can be somewhat regulated by temperature. For example, if your plant is growing too quickly and you want it blooming for Christmas, placing it in a cool spare room or cold room will slow it down. If you want to speed it up, then a warmer room or even placing the plant on top of your fridge may help your cause. Amaryllis bloom for a long time - once the plant is finished and the stalk dies back, allow the leaves to grow normally. Once the frost fears are over, put the pot outdoors in a semi-shaded area and fertilize monthly with a well balanced water soluble fertilizer. In late September, stop fertilizing and watering. Once the leaves begin to turn yellow and become floppy, cut them back and bring the pot indoors to store it in a cool room. The temperature should not exceed 17°C. Do not allow it to freeze and do not water it. After about two months, bring the pot back out into a warm, well-lit area and start watering once the new shoots begin to appear. Your amaryllis should begin to do its thing for you all over again. There are other great options if you want to try bringing some of your bulb favourites indoors in the winter.The bulbs most commonly grown indoors are daffodils, paperwhites, tulips, hyacinths and crocuses, but other types of bulbs can be ‘forced’ as well. Look for the “Good for Forcing” label on the package or ask your garden centre experts which ones are best. Most bulbs need a cooling off period, ranging from a day or two to 12 to 16 weeks, whether kept in the fridge or a basement cool room . When the time is right the bulbs are brought into warmth and light, triggering the formation of leaves and blooms. Allow approximately three to four weeks for blooms to develop. Plant anywhere from the beginning of October to end of November for flowers in January to April. Bulbs are self-contained little units, they have all the food for developing leaves and blooms and do not need to be fertilized during forcing. While they are most often planted in potting soil, bulbs will grow in just about anything, including decorative rocks with just a bit of water. In any case, they must have proper drainage or they will rot. Keep them evenly moist, not wet, and not allowing them to dry out. As the days get shorter, get creative with bulbs and bring some colour and life into your home. Or start a holiday gift giving tradition that will bring smiles all season. In 1968 Judy Collins released her Wildflowers album which won a Grammy for her rendition of Joni Mitchell’s “Both Sides Now” and was subsequently entered into the Grammy Hall of Fame. In 1975 Judy’s version of “Send in the Clowns” a ballad written by Stephen Sondheim won song of the year at the Grammy awards. Judy has continued an impressive musical career with an extensive catalog from every decade throughout the 60s, 70s, 80s, 90s and up to the present. Judy has authored several books, including the inspirational memoir Sanity & Grace, focusing on the death of her only son and the healing process following the tragedy; it speaks to all who have endured the sorrow of losing a loved one before their time. She is also co-director, with Jill Godmillow, of an Academy Awardnominated film about Antonia Brico, the first woman to conduct major symphonies around the world—and Judy’s classical piano teacher when she was young. fernie SubStAtion upgrAde project Site Activity commencement The Fernie Substation is reaching capacity and in order to meet future demand and provide reliable power for generations an upgrade and expansion is needed. BC Hydro would like to advise the public about site activity in the immediate area around the Fernie Substation. Geotechnical, environmental and archaeological testing and assessments are expected to begin in late October and completed by the end of November 2013. Friendship and family in Visiting Mr. Green Submitted
Cranbrook Community Theatre (CCT) brings us a comedy and poignant drama about friendship, family and forgiveness in their upcoming production, Visiting Mr. Green. The story is about an elderly Jewish Manhattanite, Mr. Green, who has withdrawn from life following his wife’s recent death. Ross Gardiner, a young corporate executive, is found guilty of reckless driving after almost hitting the elderly Mr. Green, and a community service order is imposed upon Ross: he must spend the next six months making weekly visits to Mr. Green.
What starts off as a comedy about two people who resent being in the same room together develops into drama, as family secrets are revealed and old wounds are opened. Director Tanya Laing Gahr, brings a small apartment in New York City to the stage where two local actors, Michael Grossman and Jerrod Bondy will have you shedding tears of laughter and empathy as they portray the tale of Mr. Green and Ross. “This is a play I’ve wanted to direct for almost ten years,” said Laing Gahr. “It blends humour and pathos so beautifully and I think the themes will resonate strongly with Cran-
brook theatre-goers. And the way Michael and Jerrod absolutely embody these characters is simply brilliant. They astonish me every rehearsal with their willingness to take chances and connect to this piece. They are outstanding actors.” Visiting Mr. Green will run for 10 nights at the Studio/Stage Door, 11 – 11th Ave. S., Cranbrook, November 29 & 30, December 4-7 and December 11-14, 2013. Elk Valley Official Community Plan Introductory Meetings
You are invited to attend an introductory public information meeting which will initiate the Elk Valley Official Community Plan (OCP) planning process. This process is intended to result in the adoption of a new OCP which will cover the northern two-thirds of Electoral Area A, excluding the Fernie Alpine Resort area, the Island Lake Lodge area, the City of Fernie, the District of Sparwood, and the District of Elkford. The new Elk Valley OCP will replace the existing Elk Valley Land Use Strategy and the Fernie Area Land Use Strategy. Topics to be covered at the meeting include an introduction to OCPs, an overview of the expected planning process, and a discussion of the intended outcomes. Meeting attendants will be offered an opportunity to share their initial thoughts on the process and to identify important topics that should be addressed in the plan. COUTTS, HARRY MACDONALD: 1925 - 2013 The family of Harry Macdonald Coutts wishes to announce the passing of their beloved father, grandfather and great grandfather on October 23, 2013 at Kimberley Special Care Home. Harry was born in Kerrobert, SK April 27, 1925 and grew up in Olds, AB. Harry was predeceased by his parents Benjamin Coutts and Susan Coutts ( Taylor), Siblings: Albert Coutts, Archie Coutts, Gordon Coutts and Gerry Coutts. His wives Ruth Coutts (Laird), Dora Coutts (Thompson) and Evelyn Coutts (Bissett). Daughter Shirley Ruth Coutts. Harry is survived by sister Margaret Isenor (Coutts) of Calgary, AB and Norman Coutts of Milk River, AB. Children Robert Coutts (Betty) of Saskatoon, SK, Norma Harrisson-Meyers ( Dennis) of Parkside, SK, Kenny Coutts of Raddison, SK, & Jim Coutts (Sharon) of Elkford, BC. Harry has 13 grandchildren and 10 great grandchildren and many nieces and nephews. Harry joined the army at an early age and served 22 years in the Canadian Armed Forces. He married Ruth Coutts and had 5 children. Harry then married Dora Thompson while working at Fording Coal in Elkford, BC. At the time of his retirement they retired in Nanaimo, BC until the time of Dora’s passing. He later moved to Sicamous, BC and then married Evelyn Bissett. They enjoyed many years of travelling. After the time of Evelyn’s passing Harry moved to Joseph Creek Lodge in Cranbrook BC. At the time of his passing he was at the Kimberley Special Care Home. Harry was a veteran of two wars; the 2nd World War and Korean War. Harry was very proud of his many years of military service and has devoted relationships with many people he served with. His sincere love for animals and support for the Legions of Canada were very important in Harry’s life. A Memorial Service and lunch will be held at 11:am November 7th Royal Canadian Legion 5241 46th Street , Olds AB and after laid to rest Olds cemetery. In lieu of flowers donations can be made to the Royal Canadian Legion of your choice.

Owen Sherratt June 13, 1929 – October 24, 2013 Owen Sherratt, 84, passed away peacefully on Thursday, October 24, 2013 at the F.W. Green Memorial Home where he was staying temporarily while recuperating from a fall he’d had a few weeks earlier. Owen was born in England on June 13, 1929 to Maggie and Herb Sherratt. He moved to Canada when he was 6 weeks old. He was raised in Coleman, Alberta. He worked with his dad at the Red and White General Store in Coleman and learned to butcher, which served him well in later years. He moved to Cranbrook on his own to start work at CPR at the age of 15. He continued to work for the railroad for the next 41 years and retired in 1985. He spent more than 4 decades in Cranbrook. It was during this time he met and married his best friend Muriel (nee Wallace) in 1951 and then shared the next 60 years with her. All 5 of their children were born and raised in Cranbrook. Owen spent countless hours as a member of the Fraternal Order of the Eagles and was their secretary treasurer for more than 20 years. He was very proudly inducted into the Eagles Hall of Fame. Owen and Muriel bought their dream property in the early 70’s at Kootenay Lake in Boswell, BC. They spent many years making it into a beautiful place for all family and friends to gather. They moved permanently out to the lake in 1992. While they loved the lake, Owen thoroughly enjoyed almost 20 years of being a snowbird, going south to enjoy their winters in California. It was in 2007 that they returned to Cranbrook as age and health were catching up to both of them. Owen was predeceased by his wife Muriel in 2011 and spent the last year and a half surrounded by many good friends at Joseph Creek Care Village. Owen was very social, so Joseph Creek was perfect for him. He loved a visit with family and friends, played a great crib game, was the Chinese Checkers champion, learned to run a computer (for e-mail and solitaire) and enjoyed a good game of Mexican Train or dice with any and all. He will be missed by many. Left to mourn his passing are his 5 children Kay (Ken) Epp, Irene (Jerry) Bischler, Glen (Lou) Sherratt, Jean (Kelly) Easton, Sandra (Travis) Preston, grandchildren and great grandchildren Connie (Ron), Jayden and Carter White, Jamie (Courtnay) Epp, Gary (Danielle) and Wyatt Bischler, Troy (Lindsay) and Brody Bischler, Stephen (Emily) Hutchinson, Jason Sherratt, Christian Hutchinson, Kristi Sherratt and Quinn Preston and his faithful canine companion, Zoey. There will be no service at this time, but a family celebration will be held at a later date. Memorial donations in honour of Owen can be made to the East Kootenay S.P.C.A., PO Box 2, Cranbrook, British Columbia, V1C 4H6. Arrangements entrusted to McPherson Funeral Service. Ray was born and raised in Kimberley and for last few years resided in High River Alberta. He lost all he had in the High River flood and while in temporary living quarters he was called to Edmonton for a life saving liver transplant, which was done on Oct 3rd 2013. He will now be required to stay in Edmonton for an extended period to be monitored and treated further. All applications being submitted as of October 22, 2013 MUST be submitted on the new application forms. While we transition from the old bylaw to the new bylaw, permit processing time may take longer than the current two (2) weeks. We ask that you take that into consideration when submitting your application. One notable change is a $50.00 non-refundable application fee, payable at the time of submitting the application for permit. This application fee will be subtracted from the permit fee. All permits will be processed in the order they are received and we will work hard to have your permits processed and released in a timely fashion.
