Laidlaw said the report can be used as a sort of benchmark, but it’s really about choice. For instance, he pointed out, West Vancouver chooses to have its own police, fire and bus services, because it can afford to do so, and the same goes for other affluent communities. By contrast, small communities on Vancouver Island are also among the worst. In descending order from worst to best in B.C.: Sooke leads the way at sixth worse; Tahsis, seventh; Sayward, 14th; Zeballos, 17th, Port Alice, 32nd; Port Hardy, 75th; Victoria, 85th; Gold River, 87th; Cum-

By comparison, Nanaimo and Parksville are among the leaders province-wide with respective rankings of 143 and 152. The “worst” was Langford with 18 and next on the list was Penticton at 41. As L a i d l aw s a i d though, it’s nice to be on the good side of the list, but he’s not doing cartwheels in his city hall office. Here’s what he had to say about the criteria used to generate the federation’s results, “Very highly suspect.” Laidlaw, who’s wellfamiliar with the annual report, then took a “wild guess” and said West Vancouver and North Vancouver are also among the so-called worst in the province for municipal spending. He wasn’t far off as the two affluent communities ranking fourth and sixth respectively for worst in B.C. Rounding out the low-five were Langley and Kelowna.

a better benchmark for municipal spending is currently underway by the provincial government and the Municipal Auditor General. In fact, Campbell River is participating in two spending studies by the auditor general’s office and results are expected in 2014. “The look at more precise costs,” he said. For instance, Campbell River’s purchasing and project management will be scrutinized and compared to like-sized communities such as North Cowichan, Vernon and Mission. These results, said Laidlaw, will provide a better benchmark for communities to compare spending. The federation’s full

“I’m an alcoholic and the first step is admitting I have a problem,” he said. “I do believe I can stay away from alcohol.” Brown intends to live at his grandmother’s home in Willow Point. He told the judge his grandmother is strict, does not allow alcohol or drugs, and helped his mother stay clean for an extended period prior to her death. Brown’s father died when he was 10 years old and his mother – a long-time drug addict – passed away two years later. From there, Brown bounced around foster homes, none of which he liked and that led to further problems. “He’s always been a troubled child,” his law-

A young man considered an untreated sex offender will serve a jail sentence in the community after pleading guilty to assaulting two police officers. Clifford Brown, 19, was given a “challenge” by Judge Ted Gouge to either accept a short jail sentence or serve a lengthier sentence in the community. “I’m going to offer you an opportunity to see if you can do it,” the judge told Brown on Monday in Campbell River provincial court. Brown appeared by video from cells in Victoria and accepted the 14-month community sentence order.

yer, Doug Marion, told the court. Marion added that what Brown requires is a stable home and that’s not something he’s been able to find while trying to reside in the Salvation Army shelter. He said the grandmother’s home would be suitable. “She knows what she’s getting into,” Marion assured the judge. Brown was on a oneyear probation order and was supposed to be residing in the Evergreen Shelter as well as abiding by a curfew. Police checked several times in August and September to see if he was following the court orders, but he wasn’t at the shelter. Then, on Oct. 26, RCMP were called to a disturbance at a 4th

Avenue apartment. Officers spotted Brown in the apartment, who was wanted on warrant for breaching probation, but he took off towards the balcony. Brown hopped from balcony to balcony before reaching the ground and then took off on foot. But the two officers caught up with Brown and were able to subdue him. However, at the RCMP detachment, Brown told the officers he was a “tough guy” and tried to hip check one of them into the wall. Then, as he was entering a jail cell, Brown punched one of the officer’s in the nose, drawing blood, and threatened the other constable. “I got your partner and I’ll get you,” Brown

yelled, according to Crown prosecutor Adrienne Venturini who read from the police report. Venturini called the report an abbreviated account of the assault and said the 5’9”, 230pound Brown poses an imposing figure. As well, he has a history of violence with police. Venturini also told the court that Brown was convicted of sexually assaulting a nine-yearold and has yet to complete treatment programs and has not received “ongoing, meaningful counselling.” She asked the court to impose a 10-month jail sentence, but then Judge Gouge presented Brown with his option which included the warning, “If you can’t behave outside of jail, you’re going to be in jail for a long time.” During his 14-month community sentence, Brown will be on a 8 p.m. to 5 a.m. curfew, cannot consume alcohol or illegal drugs, cannot go into any establishment whose primary business is the sale of alcohol, cannot possess any weapons, and must take counselling as directed.

This year’s edition of the city’s Extreme Weather Shelter for the homeless is up and running and the results are in. “They love it,” said Paul Mason, a co-ordinator with Campbell River Family Services. “They feel safe in it, they’re warm. “When you give people the option of sleeping outside or in a cardboard box, they’ll take the cardboard box.” The ‘cardboard box’ is really a trailer made from a steel shipping container with eight separate units that each sleep two people. Each unit has heat and there is one shared bathroom. E ach person that spends the night in the shelter is given a pair of fleece pyjamas as well as blankets, sandwiches and hot coffee, followed by a warm breakfast the next morning. The shelter opened Nov. 1. “It was just in time because it was torrential rain Friday night,” Mason said. “We just got it done in the nick of time, it’s been bloody cold at night.” Mason said seven clients used the shelter on both Friday and Saturday night and 12 people used the shelter on Sunday. “That’s 12 people off the street,” Mason said. “Word’s getting around.” The shelter is open

every night, 7 p.m.-7 a.m. from now until March 31, 2014 and is operated by Radiant Life Church on the city-owned gravel lot next to the downtown fire hall. Two Radiant Life workers staff the shelter every night until midnight to provide assistance while one worker remains from midnight until 7 a.m. Mason said safety procedures are in place for the workers, including phone check-ins with the local transition house. Mason said so far ever ything is going smoothly and the support from the community has been amazing. “The amount of people and companies in this town who have jumped on board to help, it’s been absolutely amazing,” said Mason, who wants to thank the businesses who have helped deliver building supplies and gravel to and from the shelter site. The only wrinkle has been in Mason trying out the shelter for himself. Mason, along with Mayor Walter Jakeway and Camille Lagueux, the executive director of Family Services,

intended to spend a night in one of the units prior to the shelter opening on Nov. 1. But delays in getting the shelter up and running forced the trio to scrap their plans. “I’m not going to take up a bed that a homeless person can use because of a publicity stunt,” Mason said. “I want to ensure there’s a spot for someone who truly needs it.” Jakeway said the same thing. “The set up has been so delayed by council that if we stay in it overnight now then legitimate homeless will be denied a warm place,” Jakeway said. Though council was first presented with a proposal from Radiant Life Church at its Oct. 8 meeting to locate the shelter next to the fire hall, council received the request just prior to the start of the meeting. Council wanted more information from city staff on the ramifications of using the site and as a consequence, had to wait until the Oct. 22 council meeting to give final approval to the church. Radiant Life then had to wait for final approval from the fire department before opening the shelter to the public. The final piece is new lighting and a storage shed. The city already has a few light standards available and the city’s electrical contractor is willing to hook up the lights free of charge to

two existing lamp standard bases at the fire hall. As for the storage shed, intended to store clients’ backpacks and shopping carts, Mason is asking anyone who may be able to donate a wooden garden shed to call Radiant Life Church. The church is also looking for sponsors to contribute $30 towards heating the shelter for a night. To donate a shed or sponsor heat, call Radiant Life Pastor Art Van Holst at 250-830-0190.

Grant-in-aid committee juggles funding requests

A total of 17 local nonprofits will receive community grants next year, while seven others who applied have been denied funding. Each year, community groups are invited to submit applications for community grants-in-aid from the city but not all make the cut. The city’s Community Partnership Committee evaluates the applications and grants are awarded based on city policy and what’s available in the budget. Barry Watchorn, chair of the Community Partnership Committee, said the program exists to help non-profits stay afloat in the community. “Council’s support of the Community Partnership Grant program has helped to develop a strong arts and cultural component to our community which has in turn enhanced the quality of life for our citizens,”

Watchorn wrote in a report to council. “Again this year, it was apparent during presentations that the biggest challenge facing our local organizations is uncertainty and in some cases, cutbacks to provincial government funding.” The committee recommended council award a total of $526,579 in community grants to the 17 groups which are listed below. That represents a decrease of $3,534 over 2013 grant monies. The committee received grant requests totalling $563,600 which is just short of the budget of $564,291. Watchorn said after two full days of meetings, the committee recommended council deny seven requests. The groups declined funding are: Museum at C ampb el l R iver (increase for capital expenditures)-$18,521; Shoreline Arts Society (maintenance of carvings)-$5,000; Campbell

Trees at city’s Dogwood entrance to be replaced Thanks to a $9,000 grant from Tree Canada, the City of Campbell River will replace trees along the south end of the community’s Dogwood Street entrance. Parks staff will remove the existing trees along the east side of the route, upgrade the irrigation system and plant 80 new European hornbeam trees. “The existing trees and associated irrigation system were not installed properly by the contractor when the original project was undertaken in 1999,” explains Ross Milnthorp, the City’s general manager of parks, recreation and culture. “As a result, after 14 years, the existing trees are stunted or dying and need to be replaced.” The new trees are expected to be planted within three weeks.

River Hospice Society-$5,000; Kitty Cat P.A.L.-$5,000; Newbark Canine Rescue and Rehoming Society-$5,000; Greenways Land Trust-$3,000; River City Arts Festival-$500. Groups are denied funding if they do not fit the criteria of being a non-profit organization, open to the entire community, or based in Campbell River. Grant requests were als o declined if the applicant already receives funding from another level of government or a government agency. The following groups received grant funding for 2014, 2015 and 2016: Recreation and Culture Facility Rentals ($10,000); Museum

Receiving funding in 2014 are: Campbell River Art Gallery ($49,500); Shoreline Arts Society ($5,000); River City Arts Festival ($1,500); Twinning Society ($2,400); Rivercity Players Society ($5,000); and Volunteer Campbell River Good Deeds project ($1,000).

A young offender is awaiting sentencing for stealing a bait car and several other offences. The 17-year-old, who cannot be named, committed the offences while living in the Lower Mainland. On Monday, he appeared in Campbell River provincial court where he pleaded guilty to two counts of mischief, possession of cocaine, stealing a bait car, and impaired driving. The offences occurred last March in Surrey and New Westminster. A pre-sentence report is being prepared for the court. Sentencing will take place sometime after Nov. 18.

Our View

Trevena’s useful ferry comparison MLA Claire Trevena’s excellent ferry adventure has come to a close and the North Island representative will be delivering a report to the legislature and the public. Last month, Trevena conducted a five-day, fact-finding tour of the We say: Do we Washington State ferry system. Trevena want low fares was able to travel on six ferry routes and no frills ferry in Washington and it cost her $97. By contrast, six routes in B.C. would cost a service? few hundred dollars. But Washington’s ferries are older and less luxurious. Trevena’s visit raises a big issue that the ferry-travelling public (i.e., Vancouver Islanders) need to consider. Are

we willing to accept no-frills ferry travel in exchange for lower fares? Washington’s fleet is older and the vessels are not as nice. But the cheaper fares come at a cost. The vessels will need to be replaced over the next 20 years at an estimated cost of $4.2 billion. We’ll see how low the fares remain after that replacement program gets underway – especially when Washington’s policy of building its ferries in Washington has its impact. While admirable and justifiable on many levels, local shipbuilding has not proven to be the most cost-effective in B.C. at any rate. Not to say that it couldn’t be but we all remember the Fast Ferry fiasco under the NDP’s last watch.

Washington has also had more than 80 trips on different routes cancelled because the ferry system is under-staffed. That’s not likely to happen with BC Ferries. Still, Trevena’s tour serves to bring the ferry service debate to the legislature and to the public in an effective way. The concrete issues – or should we say the steelhulled issues – have been spotlighted in that we need to include the travelling experience and the how much we’re willing to pay for that into the debate that is currently dominated by the exorbitant salaries of BC Ferries executives. We look forward to Trevena’s report.

Minister heard concerns

Re: Big 5 forests firms to log big windfall (Mirror, Oct. 31) In response to Ben Parfitt’s Oct. 31 op-ed, I think it’s important to remind your readers of some key facts. This government was re-elected by the people of B.C. and it remains our intent to govern for all the people of B.C. It was the Special Committee on Timber Supply, after reviewing over 650 submissions from across the province, produced a unanimous report that recommended increasing area-based tenures as an option to enhance mid-term timber supply in mountain pine beetle-impacted areas. When I withdrew the amendments to the Forest Act that would allow, on a select basis, the ability to convert some volume-based forest licences to area-based forest licences in areas of the province where it might enhance mid-term timber supply, I committed to continuing with a consultation process before re-introducing any legislative amendments. We heard the concerns being expressed, and now we’re taking the time to ensure any revised proposal addresses those concerns before launching our consultations. Last but not least, I want to strongly emphasize that areabased tenures are not privatization – not even close. Crown land remains Crown land. While Mr. Parfitt mentions tree farm licences, I would remind all British Columbians that very popular community forests, woodlots and First Nation woodland licences are all area-based tenures which are strongly supported in their communities. Steve Thomson Minister of Forests, Lands and Natural Resource Operations

You gotta speak out in favour as much as against

Alistair Taylor

Out On A Limb @AlstrT

editor@campbellrivermirror.com

It kind of leaves you shaking your head. I got an e-mail from someone asking for information on what to do to get the city to agree that a cell phone tower needs to go up in the Willow Point area. Now, you’ll remember this story, of course. Telus wanted to erect a cell phone tower in Willow Point Park last summer but city council rejected it after a period of “public consultation.” The issue became a lightning rod (pun intended) for the anti-radio wave emissions crowd. In fact, it was a petition from the antitower activists that convinced city council that the community didn’t want the tower. Coun. Andy Adams, for example, said he wasn’t swayed by the “scientific” argument that radio waves are or are not

a health hazard, saying instead that he couldn’t move forward with the tower because it is something the public was resisting. And therein lies the nub of the issue. Was it something “the public” was resisting? Telus’ consultation period didn’t generate much comment from the public but those who did comment were in favour of the tower because it would improve their cell phone performance. Anti-tower activist Nan Latchford circulated a petition that got 125 signatures on it and submitted that to Telus as part of their comment. So when Telus turned over the public consultation data, it looked like the community was against the tower and council rejected it based, at least to some extent, on a petition that outnumbered the people who bothered

to respond positively about the tower. So, that all happened last summer. So, while Willow Point residents “struggle” with poor cell phone reception, I get an e-mail from Tessa saying she doesn’t agree that the 125 or so who signed the petition speak for thousands who want the improved service. And now an e-mailer wants to do something about it. Well, where were you when Telus was looking for input? This is a classic situation that happens all the time. Those who are against something get motivated to fight it but those who are in favour, rarely make the effort to show support. Consequently, legislators get the mistaken impression that “most” people are opposed. This happens all the time. There’s something about the human

psyche that makes the positivelyinclined to be complacent and not concerned enough to take action. But those who are against something get up in arms at the drop of a hat. And lawmakers listen to who speaks the loudest. So, when there’s some issue at hand in which you have even a passing interest, if you don’t want the naysayers to hold the day, get out and say something in support. Never assume city councillors are going to keep the positive side in mind while looking at hundreds of negative signatures or statements. Democracy requires you to be loud and assertive when you’re in support of something just as much as when you’re against things. Probably more so because the negative side tends to be louder.

Area D residents to form ratepayers association Kristen Douglas Campbell RiveR miRRoR

Kristen Douglas/the Mirror

Bob Solc, a retired businessman, looks over a map of Area D. Solc is one of the founding members of a new Area D Ratepayers group which holds its inaugural meeting Dec. 11 at Oyster Bay Resorts.

Bob Solc wants his neighbours to open up and share their problems – even if it means he’s in for a long night. Solc, along with friends Pat Evans, who owns the Shelter Point Distillery in Oyster River, and Rod Nugent, a retired Campbell River dentist, have formed an Area D Ratepayers group to encourage people to speak up and be heard. The big kick-off is Dec. 11, 7 p.m. at the Oyster Bay Resorts when the first ratepayers meeting will be held and the group is officially formed. “We hope people will each bring four or five issues,” said Solc at his Area D home, just across from Oyster Bay, which he built four years ago. “If we can get 50 or 100

people crowded into Oyster Bay Resorts, fantastic. The more issues bring forward, the better. “ Solc said while the group’s focused issues will be generated by its members there are three issues top of mind. “We’ve t a l ke d to numerous people in the area here and it’s been on the agenda for 20 years to get a community centre for social functions, a farmer’s market, or a community dance,” Solc said. “There’s so many things a local community centre can offer a community.” Number two is less taxes. “For the last 20 years our local director has been able to keep taxes flat or with a minimal increase every year,” Solc said. “We’re trying to come at it from a different stand point. Let’s get

taxes down. People want to get fair services for a fair tax burden.” The third is sewers. The city of Campbell River is considering annexing the northern portion of Area D (Crawford Road area) in order to hook up homes to the city’s sewer service. Solc said he’d like to see the city include the ratepayers group in its planning and consultation and have both sides work together. The goal of the ratepayers is to improve the quality of life for residents in Area D, which stretches to the north of the Oyster River to Ocean Grove Road and west to the boundary of Strathcona Provincial Park. That goal happens to be similar to the vision statement of the Strathcona Regional District which governs Area D. “Our vision statement

is almost identical to the regional district’s,” Solc said. “What they’re trying to accomplish is what is identical to what we’re trying to accomplish, so we should be able to work together.” Solc said the group also intends to work with the regional director, Brenda Leigh. Leigh said she met with the group’s founding members last week and “was interested to hear their ideas and perspectives on local government. As I explained to them, I believe that we live in a spectacular community.” Solc wants to ensure it remains that way. One of the things he would like to see is more open lines of communication between the residents and the local director and between the neighbours themselves. “We would like our

director to put out a monthly newsletter,” Solc said. “People want to know what’s happening in their area, so we’re going to request that of our local director.” Leigh acknowledged that she does regularly put out a newsletter once or twice a year, as the budget permits, and the next one will be coming out in December. Leigh noted she also submits press releases and letters to the editor to the newspapers when an Area D issue needs addressing. As for communication between the neighbours, Solc said the group plans to put out its own newsletters once a month. Solc is encouraging everyone in Area D over 18 years of age to join the ratepayers at their inaugural meeting on Dec. 11. There is no charge to join the group, but donations are being accepted.

Beaver-boy Patterson flips his tail at Comedy Network Canada’s top stand-up comic is coming to the Tidemark Theatre Paul Rudan Campbell RiveR miRRoR

Steve Patterson is the proud owner of two Beavers. The Beaver, by the way, is also the name of Canada’s comedy awards. Patterson picked up his first Beaver in 2011 as the country’s top stand-up male comic, and last month, in Ottawa, he won it for a second time. Patterson has been doing stand-up since the early 1990s, but he’s probably best known in Canada as the host of CBC Radio’s “The Debaters.” You can see and hear Patterson for yourself when he brings his solo comedy tour “This Is Not Debatable!” to the Tidemark Theatre on Nov. 13. The Mirror caught up with Patterson who spoke by phone from Toronto. Q: The tour is called “This Is Not Debatable!” Is that like “The Debaters Lite?” Steve Patterson: No, it’s like “The Debaters Heavy.” I get to have my say and offer my point of view on everything! I don’t have to be a referee, so it’s a little more freeing.

Q: Your first joke, was it a “knock-knock,” or was it “why did the chicken cross the road?” SP: I don’t know. I never really told jokes and comedians never tell street jokes. No, I never told a knock-knock, but I did make up my own jokes. My parents probably thought I was weird. And comedy is tougher than singing. A singer can sing anyone else’s songs, but no one wants to hear a comedian doing another comedian’s jokes. Q: Growing up, who made you laugh? SP: My older brothers. I was the youngest of five and they did goofy things. I watched the Eddie Murphy videos “Delirious” and “Raw.” And I’ve always enjoyed Billy Connolly and Derek Edwards. They write really good stuff. I sometimes quote Derek around the dinner table AND I do give him credit. I guess I should

give him royalties too, but don’t tell him that. Q: Favourite CBC news anchor to make fun of: Peter Mansbridge or Knowlton Nash? SP: Knowlton Nash is such a great name for a news anchor and Peter

Mansbridge is a pretty good porn name. Q: Congratulations on winning your second Beaver as Canada’s best standup male comic. Does the trophy come with a beer bottle opener?

SP: No! And they’re always different. For some reason they keep re-designing them every year? It’s always some form of the maple leaf. But a beer bottle opener would be an excellent addition. Q: So, why doesn’t the Comedy Network show the Canadian Comedy Awards? SP: Excellent question! They seem to have no answer. I guess they have an agreement with Comedy Central, so they just show the American comics, rather than develop and support comedy in Canada. To be blunt, it’s STUPID! Q: Worst moment on stage? SP: I was at the Frog and Bucket Comedy Club – really – in Manchester, England. I’m not sure what I said to set off this guy who started yelling at me in a thick Manchurian accent that’s supposed to be English. So I

started mocking him and he just took off and started running at the stage with his head down. He was like this five-foot-six bulldog and he’s coming straight at me! But I guess they expect that, so these two huge bouncers grab him under the arms, pick him up, and his legs just keep flailing as they carried him! It was like watching a cartoon character, so I just started laughing harder and everyone else is laughing too! It’s the first time I was rolling on the floor laughing. Anyway, at the end of the night the bouncers escorted me out because he was still outside waiting to fight me (laughs). My worst moment was also one of my best. Q: When people recognize you, do they immediately start debating? SP: When I’m flying on Air Canada and I try to order something,

they hear me speak and then they recognize the voice. They ask if I’m “that guy” and I say “yes.” Then they’ll either tell me jokes or pitch me on debate ideas for the entire flight. So I try not to speak and just point at the things I want. Q: Who’s funnier, Stephen Harper or Rob Ford? SP: Hands down it’s Ford. Stephen Harper might be funny if he said anything. Rob Ford looks like a 1980s super-villain. And when you have that kind of appearance you think you might want to combat that with an endearing personality. n Steve Patterson brings his endearing personality to the Tidemark Theatre on Wednesday, Nov. 13. Tickets are $42 plus tax, available at the box office. Call 250-2877465 or visit www.tidemarktheatre.com

Wednesdays, Nov. 13 and 20 from 3:30 p.m. until 5:30 p.m. Through demonstrations and practice, participants will learn everything from preparing coloured pulp, to molding and embossing. Students will also explore the practical uses of paper in collage, art cards and three-dimensional design. Cooper is well-known

for her vibrant textural prints and collages. She has taught workshops across Canada and in Thailand and the United Kingdom. ADVERTISE in the LARGEST OUTDOOR PUBLICATION IN BC The 2014-2016 BC Hunting Regulations Synopsis

Mario DelCasino

The 3rd eldest child of Mary and Wasyl Liznick, William grew up on the farm with a great love for all animals. He served during WWII aboard HMCS Prince Robert, on an anti aircraft ship as Orlicon Gunner After the war he studied electronics and married his sweetheart Catherine Philliban. Together they built a lovely home surrounded by colorfull flowers and shrubs. He rescued needy animals so we always had such exotic pets, such as a great horned owl, a flying squirrel and even a bear cub. He worked for Abitibi Pulp and Paper for 25 years before moving to Campbell River, British Columbia, where he was employed as s paper machine electrician for Crown Zellerbach. He retired at 65 to enjoy hobby farming, fishing and teaching his much loved grandchildren how to plant vegetable gardens. He was a kind and generous man who always gave of his time and money to help friends family and strangers. When it came to helping someone in need he would reach into those deep pockets and hand out $20’s and $50’s like they grew on his fruit trees. He accepted Jesus and was baptized while in hospital. He spent the last 7 years at Yucalta Lodge. We loved, respected and will sorely miss him. To quote his son Brian : “ William Colin Liznick was a hard working father who loved the outdoors; gardening being his most favorite pastime. If there was a seed to plant he would do it and do it well. His gardens were always full of interesting and sometimes exotic plants which grew so easily for him. Regular outdoor excursions were always a treat for Elizabeth, and me. He taught us from our youth how to ice fish, hunt, ski , build a campfire, roast marshmallows and appreciate the fall colours. He never demanded much of us but if we strayed we soon found out. I was privileged to follow his career choice and enjoyed years working side by side with him as an Electrician. Hopefully we did not disappoint him. He leaves behind brothers John, and Danny, sisters, Anne and Rose, daughter Elizabeth and son Brian as well as four granddaughters, Noni, Molly, Amy and Breanne and nine great-grandchildren, Chloe, Lydia, Eden, Seth, Kael, Kohra, Hayden, Lyly and Sofia. Predeceased by his wife Catherine, brothers George, Peter, Harry and sister Julia. His memory will always be in our hearts and our creator’s book of remembrance. Sleep well Dad, until we meet again in Paradise. Special thanks to Dr. McFadden for her caring professionalism and vigilance, and to the staff at Yucalta who treated him like their own family with such love, understanding and wisdom. They called him Papa and gave him lots of hugs and kisses. We can never express how much your caring meant.

Developer says he’s getting hosed by red tape Kristen Douglas Campbell RiveR miRRoR

An Alder Street development, criticized by several area residents, is being held up by red tape at city hall. The developer of a proposed triplex at 741 Alder Street said city bureaucrats are forcing him to install an expensive sprinkler system before they will issue a building permit. “We were informed by the building depart-

ment that a fire suppression sprinkler system is required for residential buildings over two units,” David Welychko wrote in a letter to city council. “This bylaw therefore adds an additional $20,000-$25,000 expense that had not been factored in to the cost of building a triplex. This cost is impossible to recover for a building of that size.” Welychko said city staff in the building department agree that

the requirement goes above and beyond what is required by the B.C. Building Code but it is up to council to remove the sprinkler bylaw requirement. Welychko, who owns a small restoration company in Campbell River, said cost is not the only factor in his decision to not install the fire suppression sprinkler system, but also the damage sprinklers can cause. “My experience in the water and fire restoration

field is that the failure of sprinkler systems sometimes runs into hundreds of thousands of dollars in insurance claims,” Welychko said. “These claims were all caused by sprinkler system failures or damage, rather than by fires. “Reducing the sprinkler requirements to the equivalent of the B.C. Building Code would encourage denser property development, which the city of Campbell River has been promot-

New buses to roll into School District 72 Circle the globe 825 times and you will have travelled 33 million kilometres, the distance B.C. school buses travel each year. Through its annual fleet renewal program, government is providing $11 million for 31 school districts around the province to purchase a total of 96 new buses – three of which will stop in Campbell River to begin service in School District 72. This is the third year that the Ministry of Education has worked with the Association of School Transportation Services of B.C. to procure buses using the Standing Offer Pricing model, which achieves the best possible pricing. Previously, school districts negotiated with bus providers individually. This pricing has resulted in savings of 10 to 15 per cent each year. Over 1,000 buses are owned and operated by school districts with student transportation services costing more than

$90 million annually. Districts will receive the new buses in spring. Peter Fassbender, Minister of Education said, “These new buses will provide safe, comfortable transportation for students while lowering operating costs for

districts and ensuring that these savings can be directed into classrooms.” School District 72 will be getting $330,494 for three buses. Quick Facts: n Districts receive buses with wheelchair

lifts where required. n Buses are replaced based on the following criteria: 80 plus passenger buses 15 years or 400,000 km; 34-76 passenger buses ; 12 years or 325,000 km; 20-29 passenger buses 10 years or 250,000 km.

ing. “Yet, this roadblock makes it economically impossible to fill.” Welychko was granted a re-zoning on his Alder property in late July to accommodate construction of the triplex near Alder and 7th Avenue. The triplex is expected to have three, 1,300

square foot three-bedroom units with each unit on its own floor. Council granted the re-zoning and a development permit despite objections from the neighbours during a public hearing July 9 at city hall. Some were concerned their views would be

obstructed by the new building while others were concerned about a potential loss of privacy and an increase in traffic. Welychko was expected to make a presentation to council, requesting the sprinkler requirement be scratched, at Tuesday’s council meeting after the Mirror went to press.

Program coordinator. Most of their programs are learner-centered and based on a one-on-one tutoring model, which means they tailor their programs to fit the literacy needs of each individual. Learners are paired with their own volunteer tutor who works one-on-one with them. There is no cost for any of the programs. Enrolment for our programs is year round. If you are interested in improving your reading, writing, basic math or pronunciation, contact us for more information. Programs run during the day and in the evening to meet each person’s individual needs. “It is important to recognize that knowing how to read and write impacts our everyday life. Nearly half of all Canadians struggle with some part of Literacy. When some of our learners come to us, they are not able to read such things as bus schedules, street signs or many other things that we take for granted,” said Sherry Bujold, Adult Literacy Program Coordinator. Campbell River Literacy is always looking for more students and more volunteer tutors. They have an upcoming tutor training session that will begin early November. If you are interested in helping someone improve their quality of life through literacy, contact Campbell River Literacy for more information. Many people do not want help with literacy issues because they are ashamed, this is more normal then you expect. “The issue of Literacy is a very embarrassing topic for some people,” said Kat Eddy, Outreach Literacy Coordinator. So if you or someone you know needs help or if you are interested in volunteering drop by the office Monday - Thursday 8:30 a.m. - 3:30 p.m. at A121A – 740 Robron Road, Campbell River or call 250 923 1275 or e-mail info@literacyforall.ca “After being a tutor for only a few months, I thoroughly look forward to each tutoring session and enjoy them immensely! They are very rewarding personally and give me a great sense of accomplishment through paying it forward and contributing to, what I consider, is a great need in our community,” said Lynette Duncan, Volunteer Tutor
