Pitt council bypasses pay raises to donate seven per cent increases to charities, events by M o ni s ha M a r tin s staff reporter
Pitt Meadows council will donate a seven per cent salary increase received this year to charity. City council struggled last week with a bylaw that recommended the significant increase in their remuneration while discussing proposed budget cuts and a demand for no new taxes in 2014. Coun. Janice Elkerton failed to get support for a motion, calling for the city to disregard the bylaw and maintain council salaries at 2012 levels. Following the meeting however, the city reported each member has decided to donate the proposed amount or a portion of the increase back to a local charity. “It’s a step in the right direction,” said Coun. Elkerton. “I see this as a temporary solution but I don’t see this as the ultimate benefit to the citizen.” see Salaries, p9

“I think it was clear why we raised the issue,” Daykin said. “If it’s free parking, you’re going to fill up the lot with people who use it for park and ride,” he said. “In every community there will be potential use of the lot for other than parking use.” But Coun. Bulldoze derelict buildings: councillor Cheryl Ashlie worries problems could persist until redevelopment by Phil M elnyc h u k staff reporter
Cheryl Ashlie wants to speed up the demolition of derelict homes, several of them still managed by her Maple Ridge council colleague, Al Hogarth. The homes occupy two future condo sites, and Ashlie thinks tearing them down will make life easier for surrounding neighbours. “How will we manage these properties while we’re waiting for these developments to come through?” Coun. Cheryl Ashlie asked at council’s committee meeting Monday. “Timewise, can we ask that happen up front, that these properties are cleared away quickly? “When can we see removal of properties, that essentially may be boarded up or may be problem properties?” Two old homes remain on the site where a three-tower condo residence is proposed for the corner of Edge Street and Brown Avenue. That project has first reading and was forwarded to a regular council meeting for second reading and public hearing. The project will be built in phases, first a six-storey tower, followed by 13- and 19-storey towers. Council heard that the district can demand the two houses be torn down before rezoning is granted. Another project, on 223rd Street and St. Anne Avenue, proposes a four-storey apartment building on three lots, requiring the ripping down of two old homes. The developer wants a year’s extension for the rezoning application.
Coun. Cheryl Ashlie wants troublesome rental houses, such this one off St. Anne Avenue, torn down. Ashlie wanted to know if it’s possible to require demolition of the two homes before the district gives an extension. “Is there anything we can do about the existing buildings there that are problematic? Because they could sit for over a year.” Council heard that, legally, the district can’t do much, apart from talk to the owners to press for early demolition. The project includes incorporating the historic Turnock/Morse house at 22309 St. Anne Ave., into a restored two-unit duplex. But the back section of that was raided three times by police in the past few years.
“We’ve got to start putting pressure on these guys. We just can’t have these homes sitting there and the neighbourhood put up with these behaviours,” Ashlie said. “It’s taking our police efforts, our fire department efforts … when we’re having to put that much energy into it and you’re giving somebody a year’s extension, I just think needs to be that agreement … the neighbourhood really welcomes your project, but what’s going until you get there is not welcome and please do something about it.” She pointed out the district pressured the developer to tear down the old homes on the northwest corner of Brown Ave. and Edge St.
Colleen Flanagan/THE NEWS
before that project was built. “We’re the ones who are spending the money on the management if the boards get taken down and people start squatting and garbage starts getting dumped – we have to deal with that at no cost to the developer.” Coun. Al Hogarth manages two of the lots at the St. Anne Avenue site, at 22309 and 22331 St. Anne and used to manage the middle property, 22319, until he gave an eviction notice to the tenant in October 2012. However the tenant is still there. “But this guy just keeps wandering around. He even signed an agreement he would be out at the
end of October, signed it in front of an RCMP officer.” It’s that middle home that’s now causing the complaints, Ashlie added later. Hogarth said since he gave the eviction notice, he no longer manages the middle home, saying that’s now up to the property owner. He said that owners have tried to comply by keeping the properties secured. A tiny apartment was removed from the heritage house which required dismantling a bathroom and kitchen. “It’s not like these guys haven’t tried to comply.” Sometimes RCMP had to be on site. “There were some threats uttered at the same time.” Hogarth said as far as he knows the rear portion of the 22309 St. Anne that was slapped with a no occupancy order following the police raid in March, remains vacant. Five people were arrested. “I’ve had no report from the legitimate tenant [at the front of the house]. It’s been secured at the times I have been around.” He said it’s up to council to decide how to manage the site. “Personally, I think the owners should do whatever council is suggesting there.” Hogarth excused himself from the council meeting and those two discussions because of possible conflict of interest on both sites. He used to manage the two homes on Brown, but still manages a house farther down the road, which has the same owner, Ascent One Properties, which wants to build the towers. Ashlie said that her council colleague knows how she feels about the properties, but also understands the difficulties facing landlords under the Residential Tenancy Act. “The landlord is not always the bad guy.”
Dogs banned from sports fields, playgrounds, does anyone know? Council will review new bylaw after its been in effect several months by Phil M elnyc h u k staff reporter
Dogs have been officially banned from even coming within five metres of Maple Ridge sports fields and playgrounds for several months now. But do dog owners even know or care that they’re not allowed to let their pets run, poop or dig up sports fields or playgrounds? Council will try to find out how the ban, part of the new Animal Control and Licensing Bylaw passed last year, has been working,
at its Dec. 2 meeting. “It’s been in place for six or eight months now. How did it actually work? Did we get a lot of complaints? Has it reduced the amount of dog excrement on the playing fields?” asked Mayor Ernie Daykin. “We’ve had so many sports groups, the coaches are there half an hour ahead of time scooping dog poop off the fields, before the kids can play soccer or baseball. So it’s becoming an issue.” Our four-legged friends’ recreational habits are also costly. Their love of digging can be a safety hazard to athletes and costs Maple Ridge about $100,000 yearly to repair damage to sports fields. That’s a weekly procedure that requires
crews to go on patrol and make repairs every Thursday and Friday to get the fields ready for the weekend. “It’s not an insignificant amount of money.” Daykin said he knows that most people are responsible and only a small percentage cause problems. If a person walks a dog and picks up the waste, “What’s the big deal, really?” Although the ban has been in place for several months, the mayor has heard no feedback from people either way, from field groups or dog walkers. He and the rest of council will get a staff report on the ban, which should explain whether it’s had an effect or not. Daykin said enforcement and education of the bylaw was discussed when the bylaw was
passed, but that the district has taken a goslow approach on enforcement and instead emphasized educating people. “This is what we’re doing and this is the reason why we’re doing it and try to educate people and hopefully most people would understand.” Dogs on fields is an issue for the Maple RidgePitt Meadows school district, however. “Though it’s not so much the dogs on the fields as it is what they leave behind,” spokesperson Irena Pochop said. There may be many responsible dog owners who clean up after their dogs, but the state of the district’s playing fields shows there are just as many people who don’t clean up after their dogs, she added. Dogs still welcome in parks, not on fields Dogs from p3
Jackie Chow said walking dogs on sports fields allows their owners to get exercise at the same as their dog and that most people pick up after their dogs. She didn’t know however that the new bylaw was in effect. “I clean up after her and she doesn’t bother anybody. I just think it’s a friendlier world with dogs off leash.” People enjoy interact-
ing with dogs off leash, she added. Maple Ridge has four off-leash dog areas: Jerry Sulina Park, Volker Park and Albion fairgrounds. Parks director Dave Boag said people are “absolutely welcome to bring their dogs,” to Maple Ridge parks. They just can’t go on the playing surfaces such as sports fields, children’s playgrounds, water parks or tennis courts. “They should not be

Hands off play An elementary school in Aldergrove has banned kindergarten students from touching each other. Langley School District has banned Kindergarten students at Coghlan Fundamental Elementary from all forms of hands-on play. That means children are not allowed to play tag, or hold hands, even in the form of a walking school bus, or during imaginary play, such as fake fighting games. The ban only affects kindergarten kids. How does the school intend to enforce this ban? Send every boy to the principal’s office? Actually, yes. A letter home to parents says the school is going to have a “zero-tolerance policy with regards to hands-on play, resulting in the missing of playtime and trips to the office for those who are unable to follow the rules.” The decision to temporarily ban hands-on play stemmed from concerns made by some parents about rough play on the playground. Apparently, some kids were getting hurt. “Appropriate play means you can’t grab a kid by his hoodie and pull him to the ground when you are playing tag,” said Langley School District spokesperson Ken Hoff. “Star Wars” imaginary play was also particularly troublesome. High fives and fist bumps probably injured a few hands, too. Imagine if the kids were playing knuckles or slap, or giving each other wrist burns. What would happen if a girl kicked a boy in the shin? A ban on hands-on contact for six-year-olds is a bit ridiculous. If the kindergarten students at Coghlan Fundamental start saying bad words to each other next, will the district ban talking? Eye contact? If one or two or more boys are causing a little trouble, deal with them individually, speak to their parents, explain and model appropriate behaviour, as well as consequences. To put in place an almost unenforceable rule on all students shows poor judgement on the part of adults in charge of teaching young children about such skills. – The News

Help the hospital, get a flu shot VICTORIA – I got my influenza shot this week, paid for out of pocket since I don’t qualify for any of the higher-risk groups provided with free immunization. A reminder to take this simple health precaution came in October when a labour arbitrator ruled B.C. Views that it is a reasonable Tom Fletcher employment requirement for health care workers to either get the current immunization or mask up in patient care areas. Quiet advocacy by Provincial Health Officer Dr. Perry Kendall has paid off. Staff, doctors, outside contractors and visitors will have to put patients first. Health care unions pressed a grievance on behalf of members, who insist they have a right to refuse immunization and increase exposure to patients. They have apparently run up the white flag. “We will be telling our members to comply with the new policy, or risk being fired,” said an overly dramatic Val Avery, president of the Health Sciences Association. HSA lawyers led the grievance, supported by the Hospital Employees’ Union and the B.C. Nurses’ Union. Avery said the union will continue to urge its members to take advantage of on-site flu shot clinics. That’s right, like most provincial employees, they all get immunization that is not only free, but administered at work. Kendall announced the regulation last
year, after finding that 40 per cent of employees in long-term care were not getting the current influenza vaccine, and the rate of immunization was declining. Their objections make no sense. Aside from the self-serving “rights” argument, they complain that the annual flu vaccine isn’t effective enough. The formula is developed by international effort to track the dominant strains that emerge as winter rolls around the world. Kendall says a poor match results in about 40 per cent immunity, and a good match reaches 90 per cent. At the risk of stating the obvious, he notes that even 40 per cent is better than nothing. After two weeks of expert testimony, arbitrator Robert Diebolt, a retired UBC law professor, wrote as follows: “It is indisputable that influenza can be a serious, even fatal, disease. Immunization also indisputably provides a measure of protection to health care workers and I have found that their immunization reduces influenza transmission to patients. “I have also concluded that there is a real and serious patient safety issue and the policy is a helpful program to reduce patient risk.” The B.C. Centre for Disease Control calculates that if all health care workers would get immunized, the risk to patients would be reduced nearly 50 per cent. The Ministry of Health warns: “you can spread influenza for 24 hours before you have any symptoms.” What would cause educated health care workers to defy common sense? A hint is provided by professional union promoter
and publicist Bill Tieleman, who railed about the decision on his blog. This regulation is inspired by big bad U.S. health care corporations that would rather impose immunization than pay for sick days, Tieleman asserts. Ah, so an infected health care employee should wander the wards until symptoms emerge, and then go home for a few days of paid rest. What a perfectly stupid idea.
”It is indisputable that influenza can be a serious, even fatal, disease. Immunization also indisputably provides a measure of protection to health care workers and I have found that their immunization reduces influenza transmission to patients.” Last week, BCNU president Debra McPherson was warning about “chaos” at the new Surrey Memorial emergency ward, her latest of a career of media protests. The big new facility is already overflowing, and more beds and more staff are needed, stat. Perhaps if better preventive measures were taken by nurses, doctors and other staff, this chronic “chaos” would be reduced and these unions would have more credibility. Tom Fletcher is legislature reporter and columnist for Black Press and BCLocalNews.com.

Unnecessary and wasteful deal
online comments Bike lane a ‘waste’ Nicole Read: Re: Million-dollar bike path to nowhere (mapleridgenews.com). Too many comments aimed at Mr. McDougall versus his point. I own a business on 224th Street. Riding a bike on the sidewalk is not a proper option. He is absolutely correct that the new bike lane is a million dollar path to nowhere. I’ve heard from cyclists who believe the bike lane is ridiculous. It’s a waste of our tax dollars in various levels of government and I felt inclined to ask the residents if I could post a sign on their fence that read, “This cost you a million dollars Maple Ridge.” This community needs money put in the right places and a million dollar expenditure along such a small stretch of road is unacceptable. • Pat Seigo-Underhill: Re: Million-dollar bike path to nowhere (mapleridgenews.com). Why is it not mandatory for cyclists to have some sort of licensing or insurance to help pay for these lanes? We pay taxes on gas etc. to do the roads, we have to have insurance through ICBC to help pay for roads. What are cyclists paying? Just a note of thought.
Editor, The News: Re: ‘Opening new markets in Europe’ (Letters, Nov. 1). MP Randy Kamp sings the praises of the new European Union deal, but he fails to define what the federal government had to give up to get it. The Conservatives just threw the purchasing power of every municipal government, provincial government and marketing board under the bus. Policy makers within the EU are now openly laughing up their sleeves as they brag about taking the rubes from Canada. I believe there will be
80,000 new jobs created. Unfortunately, they won’t be in Canada. The altar of free trade will run with blood of the many jobs that will be lost because of this unnecessary and wasteful deal. Their jobs, growth and prosperity mantra is turning into a nasty joke on the Canadian public. Meanwhile, back in Canada, the Conservatives are doing their best to kill 200,000 jobs in B.C. as they refuse to face the issue of cannabis prohibition. Hi my name is Nanners! I am a petite, affectionate cat looking for a place to call home. I am an outgoing cat and I do not mind the company of other cats. I love being around people and I am great company too. You’re working on the computer? Let me press the keys. Watching TV? I’ll plop in your lap so you can pet me. I love an orderly house, don’t you? I’ll help you with your chores and I’ll help you relax when we’re done. You’ll wonder how you ever managed without me!!

I’m certain Pitt Meadows Day is a nice celebration, too, but it’s also tantamount to sending out invitations to a party and telling everyone they have to pay for it whether they attend or not. We need to start running our governments like we do our households and businesses – pay for the essen-

As we wander, we will lose our marketing edge in an emerging industry that promises to pay billions in tax revenue while creating thousands of new jobs, all this without going begging to the deficit-ridden governments of Europe. I am still waiting for acknowledgement of the biggest Conservative job creation program to date –

We have all had to make serious adjustments to our standards of living in the past few years. But then perhaps the mayor and council really don’t feel our pain. A mandated seven per cent annual sal-

The only way to make those politicians who support the failed prohibition model as a way of regulating and controlling cannabis is to force them to change. all may bring bright splashes of yellow and red to the boulevards of the Lower Mainland, but those who wax eloquent about colourful fall leaves sound like halfwits to those responsible for raking them up. The leaves have to come up before they get wet, slippery to walk on, and plastered to the sidewalks, creating stains on the pavement after they are scraped
up. The fall rains will wash them down to catch basins, where they work as effectively as sink plugs, creating deep pools on streets, and floods that can wash away sections of driveways. A single mature maple tree, for which the district is named, can grow and shed an estimated 200,000 leaves each year, and Maple Ridge is blessed with more than its share of them. Walter Oleschak, the district superintendent of roads, said the nice weather has kept leaves on the trees of Maple Ridge longer this fall, and as the temperature drops, so are the leaves. “We’re right in the thick of it, right now,” he said. “Now they’re
coming down all at once, and we’re going hard to keep up with it.” District crews are blowing leaves off sidewalks in the downtown area, with the street sweeper following up to collect them. The sweeper is doing passes in the morning and afternoon to keep up with the sudden fall. He said the municipality needs everyone to pitch in a little to help ensure that leaves don’t become a nuisance. Oleschak notes that homeowners are expected to keep the sidewalk in front of
Maple Ridge Backyard Burning “Backyard Fire” is an outdoor fire where garden refuse such as leaves and small branches indigenous to the property are burned for the purpose of disposal due to garden clean-up or damage from high winds. Before you burn, please consider the Brush Chipping Program. For more information call the Ridge Meadows Recycling at 604-463-5545 or visit www.rmrecycling.org. their property free of leaves, and he asks that they also make sure that drains on their street stay clear. Sometimes, when there is flooding, municipal crews remove a single shovelful of leaves and the water is draining again. In addition to the catch basins, there are also asphalt troughs around the community that direct storm water away from properties and into drains. These too can be rendered ineffective by leaves, and need to be kept clear. “It’s sure helpful if homeowners do their part,” said Oleschak. “It’s widespread, on every street, and on a street where we’ve never had flooding issues, we could this year. We get a lot of flood calls.” “If leaves are on their sidewalks, we ask people to clear it, as with snow removal.” Exacerbating the problem for district crews are landscaping crews who conduct lawn maintenance around the community. Too often they use leaf blowers to send them off the properties they are working, and onto the roadways. “You’re not supposed to do that,” said Oleschak. “They just don’t want to haul it away.” Mature trees are carbon sinks – they purify the air, they buffer noise and they directly increase property values. And they produce leaves, which from now until December will be falling and will be collected. The municipality will load the street sweeper, and is creating a mountain of leaves at the former Cottonwood landfill site, where it is composted, and used in local parks. • Residents can dump unlimited yard and garden waste, including leaves, at the transfer station at 10092 – 236th Street.

‘Giving a bit more’ Salaries from front
Elkerton would rather see the increase returned to city coffers to offer all taxpayers relief next year. As per the Council Indemnity Bylaw, created by a committee of residents in 2008, council salaries are reviewed on Jan. 1 each year. The mayor’s salary is then adjusted to 75 per cent of the published median salary of all Metro Vancouver mayors for the preceding year, while councillors make 37.5 per cent of the mayor’s salary. The pay increases were not determined by council, but recommended by an independent committee, which drafted the bylaw. Pitt Meadows council salaries however have risen 50 per cent over six years. In 2013, the mayor will earn $70,864, compared to $47,160 in 2008. Councillors are set to make $26,574, compared to $17,544 in 2008. No one will get a pension from the city. “As leaders of our city, we realize that we can’t ask others to do with less, unless we are willing to do so as well,” Mayor Deb Walters said. “Therefore, the members of our council have individually committed to make a donation to the charity of their choice throughout the next year. Some members would like to spread out their donations to a num-
ber of community groups, while others would like to earmark their portions to a specific group or activity such as the centennial celebrations.” Given the unusually high figure this year, council agreed to review the bylaw, re-evaluate the method for calculating salary rates and adjust them accordingly so that these “anomalies” do not occur in the future. Walters, who has already donated $3,720 this year to several local charities, including the Terry Fox Foundation, dry grad fundraisers and the legion’s Poppy Fund, will put her increase towards the city’s centennial celebrations, set to take place throughout 2014. It will amount to almost $5,000 and she’ll continue to donate the increase until the end of her term. “This allows me to give a bit more,” said Walters. Coun. Elkerton and Coun. Bruce Bell will both be donating to the centennial celebrations. Elkerton will donate the seven per cent increase, which will amount to around $1,500, while Bell is donating 4.5 per cent or $1,200. Other councillors did not respond to a request for information on which charities they will support. Council has directed staff to add the Indemnity Bylaw review into their 2014 work plan.

Cleaning Water Mains The District of Maple Ridge Operations Department will be commencing the annual flushing/cleaning program starting at 232nd Street working east to 272nd Street between River Road and 144st Avenue, for approximately twenty (20) weeks beginning October 1, 2013. This maintenance work will improve the water quality; however, during this cleaning process some residents could experience water pressure drops and milky or dirty water. You may take the following steps to correct the problem: MILKY WATER: Open tap slightly to bleed air from the water lines. DIRTY WATER: Turn an outside tap on until the water becomes clear. This temporary interruption in service will be as brief as possible. Your understanding and cooperation is appreciated. Fireworks go off despite municipal bans Fire department calls still down by Monisha M ar t ins staff reporter
Bottle rockets, Catherine wheels, Roman candles and a “Grave Digger” were among a pile of fireworks seized by Ridge Meadows RCMP on Halloween, despite a ban that’s been in place in Maple Ridge and Pitt Mead-
ows since 2005. RCMP confiscated almost 100 pieces of illegal fireworks Oct. 31, but did not hand out any tickets. Calls through the night were also lower than previous years. RCMP received 75 calls for service on Halloween, compared to an average of more than 100 calls in the past. They included four people who spent the night in the RCMP’s drunk tank for public intoxication,
25 calls about mischief and five disturbance calls. People Maple Ridge and Pitt Meadows, however, continued to defy the fireworks ban, setting off crackers and rockets, sending dogs into a frenzy. In Maple Ridge, a recycling bin on 116th Avenue near Lougheed Highway caught fire after someone dumped fireworks in it. “It was much quieter than usual,” said as-

HELP BUILD A STRONGER COMMUNITY, VOLUNTEER OPPORTUNITIES AVAILABLE The Municipal Advisory Committee on Accessibility Issues (MACAI) advises Municipal Council on civic matters which affect people with disabilities. Letters of Interest are being sought for the following positions: • Four vacancies for Maple Ridge Citizen-at-Large members to begin January 1, 2014 for a term that will expire December 31, 2015. • Two vacancies for Pitt Meadows Citizen-at-Large members to begin January 1, 2014 for a term that will expire December 31, 2015. sistant fire chief Timo Juurakko, adding crews were kept busy with medical calls and car accidents. Pitt Meadows fire department did not receive any calls related to fireworks, but noticed many people disobeying the ban. “It is disappointing,” said fire chief Don Jolley. Since 2005, the sale, purchase and lighting of fireworks in Maple Ridge and Pitt Meadows has been restricted to individuals who hold a certificate from Natural Resources Canada’s Explosives Regulatory Division. The course costs $100. The fireworks bylaw allows RCMP, bylaws officials and firefighters to ticket offenders with fines of $1,000 for selling fireworks and $200 for setting them off without a permit. Jolley intends to review Halloween night with RCMP and discuss whether the city needs to step up enforcement. Jolley points to a 32-year-old woman in Vancouver who was suffered serious injuries after being hit in the face on Halloween with a bottle rocket. “There are still dangers and people using them are putting others at risk,” he said. Enforcing the ban isn’t easy either as it requires police, fire or bylaw officials to catch the person in the act. “By the time, we see it, respond and get there, they’re gone,” said Jolley. Although most Metro Vancouver municipalities have a fireworks ban, Vancouver and Burnaby still allow them. Residents also purchase fireworks across the border in Bellingham. “We seem to have a supply that reaches our local community from somewhere,” said Jolley. “Enforcing the ban is very challenging when you can go to another community and bring them back.” In August, two homes in Maple Ridge were damaged by a fire sparked by a group of teens playing with fireworks. Jolley and the Maple Ridge Fire Department encourage residents to help them enforce the fireworks ban by reporting folks who flout it. Despite the rule breakers, both fire departments believe the ban is working. “We used to get a lot more calls. We’d have fires, we’d have injuries,” said Jolley.

Fees may be on their way up for the pool and other recreation facility rentals. The Maple Ridge and Pitt Meadows Parks and Leisure Services Commission is putting a new schedule of fees before both municipal councils for approval this week. It will introduce a new non-prime time rate. According to the staff report, the schedule of fees has slipped below the market average. However, neither council endorsed the last fee proposal set before them by staff in May, instead directing them to confer with community groups and bring “alternative options that support our non-profit community organizations and foster the parks and leisure services community development model.” After consulting with community groups, staff propose a nonprime time rate that will be a 50 per cent reduction of the regu-

For example, the prime time rate for the Maple Ridge Leisure Centre will be 3:30 to 8 p.m. on Monday to Friday from September to June. In July and August it will be from 8 a.m. to 5 p.m. on weekdays. Weekend prime time will be from 8 a.m. to 8 p.m. year-round. The current rental of the pool for a youth non-profit group is

$5.84 per hour, per lane. That rate will rise in each of the next three years, to $6.85 in year one, $7.61 in year two and finally $9.88 in the third year. However, if it is rented at non-prime times, those prices will be $3.43, $3.80 and $4.94. The 2013 market average is $9.70 per lane/ hour, the report says. There are similar schedules for halls, meetings rooms and multi-purpose rooms. The report notes that the phased-in fees will give groups time to

plan and prepare for the increases, and adds that the non-prime rate offers significant financial relief. Staff remarked that one of the major pool users, the Haney Seahorses Swim Club, will actually see fees decrease in the first year under the new schedule. Overall, however, admission revenue is forecast to rise by $15,000 per year under the proposed new rates. Because the fees will be phased in over three years, the costs in Maple Ridge will be slightly lower than neighbouring communities by the time they are at the full rate, in 2016. Some meeting rooms did not have an hourly rate for local nonprofit organizations, but they will under the new policy. These multipurpose rooms will be rented at $2.96 per hour in 2014, rising to $11.83 by 2016. The non-prime time rate will be half that, and prime time is 5-9 p.m. weekdays and 8 a.m. to 9 p.m. on weekends.

Fraser CEO open to talk of merging Two authorities spend $650m per year in ‘corporate’ costs by Jeff Nage l Black Press
Fraser Health CEO Nigel Murray says he has no opinion on whether the health authority should merge with neighbouring Vancouver Coastal to create a single giant health region to save more money. A review of Fraser ordered by Health Minister Terry Lake to search for cost savings will also look at the structure of the authority and consider possible changes to boundaries. “Nothing should be off the table,” said Murray, adding he welcomes the review. But he said he’s more concerned with ensuring there’s
seamless care when patients are handed back and forth between the health regions. “We often get distracted by structure as opposed to function,” Murray said. “I don’t think patients really care if there’s two health authorities or one. What they care about is getting services that are timely, in the right place for them and that are high quality, and that as a taxpayer they’re efficient.” Murray said the two Lower Mainland health authorities have jointly procured various services and supplies for years to get more competitive pricing. The shared services strategy has expanded over time to other functions, such as consolidating the two regions’ pharmacies and labs. Much of that has been done primarily to standardize patient care, he added. Merging the two health authorities would potentially save
some portion of the administration costs of their twin bureaucracies. Fraser lists $253 million a year as “corporate” costs in its service plan, while Vancouver Coastal spends around $296 million. Fraser’s corporate spending, at about 8.3 per cent of the overall budget, is the lowest share going to administration of any health region in the country, Murray said. Fraser has repeatedly tried to redesign its services over the years, in an ongoing search for health innovations to do more with less money. Murray called the review an exciting chance to get a fresh strategic view of the challenges and possible solutions. Vancouver Coastal includes Vancouver, the North Shore and Richmond, while Fraser Health covers the rest of Metro Vancouver and the Fraser Valley from Burnaby to Boston Bar.

Mystery and melodrama in Sleuth Theatre in The Country’s latest production will keep you guessing by M o ni s ha M a r t i ns staff reporter

illionaire mystery writer Andrew Wyke is a consummate toff. Leading a cushy life in a comfortable old mansion in Wiltshire, he has the luxury of indulging in eccentricity. He dons the costumes of his characters while he writes. “He’s quite full of himself,” says Reg Parks, who transforms into an upper class snob for Theatre In The Country’s production of Sleuth. “He thinks he’s all that and a bag of chips.” This 1970 mystery by Anthony Shaffer is a classic British thriller with lots of shocking twists to keep the audience guessing. Wyke, a fading mystery writer of some renown, invites his wife’s new lover Milo Tindle to his country mansion. Everything seems very civil until Wyke realizes that Tindle is not wealthy enough to keep his spend-thrift wife in the luxurious style to which she has become
accustomed. This is a problem because Wyke wants ‘to lose the dear girl for life, not just a two week “Tindle Tour economy class.” The two men launch a plan for Tindle to steal Wyke jewels and defraud the insurance company – all nicely clear and simple – or is it? A ladder, a clown suit and a stick of TNT later, and soon both men are embroiled in game which may have deadly consequences.
“I was fascinated by all the twists and turns and reversals in the story.” Reg Parks, artistic director, Theatre in The Country
Parks, artistic director for Theatre in The Country, first saw Sleuth when he was 16. “I was fascinated by all the twists and turns and reversals in the story. It is great fun, lots of laughs, and makes for a perfect night of entertainment on a cool

November evening,” he says. “I always thought I would end up playing the younger role but that opportunity never came along.” Parks does 12 different accents during the play as he cycles through the mystery writer’s characters. “In terms of an acting challenge there’s no mercy in it. From the opening scene, you’re on,” he adds. Luckily, accents have always come easily to Parks. “I used to goof around as a kid with lots of different ones,” he explains. A Theatre Arts teacher at Maple Ridge Christian School, Parks shares the stage with one other actor Mark Lee, a radiologist from Abbotsford. Parks and Lee have acted together off and on for almost 20 years and their chemistry is fun and highenergy. Other key roles are played by local actors who add great flavour to this funny, spin-tingling piece that features a superb set designed by John B. Webster. The show is directed by Francis Boyle, who played Henry Higgins in Theatre in the Country’s recent production of My Fair Lady. There are some serious themes in the midst of all the mystery. Like many plays of that era, it’s an exposition of the final crumbling of the British class system. “It plays on all of that,” says Parks.

Ensemble opens in time for Christmas

Eclectic annual show at MRAG The Maple Ridge Art Gallery opens its 2013 Ensemble Exhibition next week. As many local art aficionados will already know, this exhibition has a distinctly loose and eclectic flavour. Although there are strict size restrictions, the submission process is open to artists working in all media, in either two or three dimensions. The one ‘constant’ feature underpinning the display is that each artist is able to show their work in an ‘ensemble’ format, so that the visual statement carried by the artwork is significantly enhanced. Although it is not a requirement, most of the work is available for sale, making this event a great opportunity to purchase a totally unique gift or acquire art for a personal collection. Sales of the artwork benefit both the artist and the Maple Ridge Art Gallery. As the Christmas season approaches, the gallery shop is also stocking new items so that shoppers can find attractive items from both local and regional artists right

Sleuth made into two movies Sleuth from p16
Sleuth also makes the audience consider the how foreigners were treated at the time - with Milo, being an Italian who is part Jewish. Sleuth is regarded as one of the greatest stage thrillers, winning the Tony Award for Best Play and inspiring two film versions. The first movie in 1972 starred Laurence Olivier and Michael Caine in the two lead roles. Almost 40 years later Caine took on the role of the old writer in conflict with the younger man played by Jude Law. The script that Theatre in the Country uses is from the original play and movie.
Showtime Sleuth runs every weekend until Nov. 30 at Theatre in The Country , 9975 272 Street in Maple Ridge. There are full dinner tickets with a delicious roast beef buffet including full dessert. There are also three Saturday matinees with a pasta bar luncheon. You can also forgo the meals at any of the shows and get theatre-only tickets for any performance. Runners chase down medals Wadhwani wins provincial title, Hennessy takes bronze by Nei l Corbe tt staff reporter
B.C. cross-country champion Nathan Wadhwani was the top finisher in an impressive group of local athletes at the provincials on Saturday. Wadhwani knew he had a good shot at winning the B.C. high school cross-country championship, and his main competitor was going to be a former Team Canada teammate. Wadhwani travelled to the Ukraine over the summer as part of Team Canada’s entry in the IAAF World Youth Championships, for the top athletes under 20. He ran the 3,000m, while fellow distance runner Liam Kennell of Oak Bay secondary competed in the 1,500m event, and the two longtime track rivals became friends. Wadhwani saw Kennell at the B.C. cross-country championships at Aldergrove Park on Saturday, and knew he was going to be his fiercest rival. They took off in a downpour, on a muddy track. Wadhwani separated from the pack, and Kennell was right beside him. “I set a fast pace, and he came with me,” said Wadhwani. “We went at it the entire time.” It was a tough run on a heavy, 6.3km course, with a grueling and slippery hill. Wadhwani’s legs were burning as they started the last click. He knew Kennell couldn’t be feeling much better, and with about 800m left, he made his move, getting a separation of about 10m ahead of his rival. With 400m to go, Kennell brought his best final kick, and actually managed to pass the ailing Wadhwani. So it stayed, until with about 200m left, Wadhwani picked it up for one last gutsy burst, and passed Kennell. The Island athlete apparently had used up everything in the tank, and couldn’t catch Wadhwani, who steamed across the finish line in first place. “It’s definitely a checkmark beside one of the big goals that I’ve always had,” said Wadhwani. Last year he placed fifth in the event. This year Wadhwani finished in a time of 20:32.51, and Kennell was second with a time of 20:37.76. Reid Muller of Pitt Meadows secondary was fourth in the field of

In the junior women’s race, Maple Ridge secondary’s Jamie Hennessy was third, finishing the 4.3km event in a time of 16:54.58. There was a field of 232 junior girls competing Ryan Butler didn’t win a medal, but the Thomas Haney runner finished an impressive sixth in a field of 247 junior athletes, after covering 4.3km in a time of 15:19.56. Wadhwani said he’s savouring the moment, and then will get back to training for the junior national cross-country championships, coming up at Jericho Beach in Vancouver on Nov. 30. The Grade 12 Terry Fox student will be up against students who are running with university teams for the first year, so he will be in tough. Given the talented field, a Top 10 finish would be a realistic goal, and he is hoping to crack the top six. That would get him on Team Canada for junior national competition, and another international trip wearing the Maple Leaf.

Both Pitt football teams in playoffs For the first time, both the Pitt Meadows varsity and junior varsity football teams will be in the playoffs. The senior squad had to again get past the Langley Saints to take their playoff berth, and the Marauders came through with a 50-29 victory on Friday. With the win they finish 4-3, in fourth place in the double A Eastern Conference. Pitt opens the playoffs on Saturday in Nanaimo, when they take on John Barsby, the top team from the Western Conference, who went a perfect 6-0, and boast a defence that allowed only 34 points to be scored against them during the regular season. In Friday night’s win in Langley, an 85-yard kickoff return for the score from Marauder Mark Ashamalla, opened the second half, and broke a 14-14 tie. Pitt was led by running backs Dalton Hebblethewaite, who had 17 carries for 260 yards, and four touchdowns, and Brandon Stewart, who had three carries for 50 yards and a score. QB Jake Schuster was 8-for-12 for 130 yards. Three of those passes went to Manny Gill who finished the game with 100 receiving yards. Tackle Cole White had two sacks and linebacker Zach Hetherington five tackles to lead the defence. Pitt’s junior varsity team won five straight games to finish the season, including a 12-6 victory over Seaquam last week. On Wednesday (today) at 3 p.m. they will host the Robert Bateman Timberwolves in their first playoff game.

Annette passed away peacefully on November 2, 2013 at Holyrood Manor. She is survived by her husband of 57 years, Roy, sons; Dean (Jennifer) and Darren (Julie), and two granddaughters Paige and Abby. A Memorial Service will be held at 1:00pm on Sunday, November 17th at Garden Hill Funeral Chapel, 11765 - 224th St, Maple Ridge.
Golden Memories They say memories are golden, well, maybe that is true. We never wanted memories, we only wanted you. A million times we cried. If love alone could have saved you, you never would have died. In life we loved you dearly, in death we love you still. In our hearts you hold a place no one else could fill. If tears could build a stairway and heartache make a lane. We’d walk the path to Heaven and bring you back again. Our family chain is broken, and nothing seems the same. But as God calls us back one by one, the chain will link again.
