Mayor Pankiw begins four-year term By Treena Mielke With his first town council meeting as mayor under his belt, Rick Pankiw is looking ahead to the next four years with confidence and enthusiasm. “I was nervous at that first meeting,” he admitted, “but I am looking forward to moving ahead and working with council as a team.” With himself, Einar Olsen and Mathew Jaycox as new to municipal politics he is pleased to note Donna Tona, senior corporate consultant and vice president operations of Transitional Solutions Inc. is meeting with council Nov. 30. Tona was in Rimbey before the civic election explaining the role of elected officials and will again offer her expertise to help the new council gain a clearer understanding of municipal politics. Pankiw is determined to focus on moving forward in a positive way and believes communication is key to making that happen. To encourage the public to bring their concerns and questions forward, an open mike session will be established at council meetings. The 20-minute session will allow the public to talk to council without being on the agenda. “We will still have regular delegations which will be on the agenda, but the open mike sessions will allow us to get feedback from the citizens. That is what we want. We want to listen.” The new mayor plans to get together with council in early December to allow each councillor to bring forward issues which are priorities for them. “We will prioritize those issues and take those priorities to the public and hold an open house so we can get feedback. And then we will start working on making those priorities happen. Engaging the service clubs is another priority Pankiw wants to address immediately. “They do such a great job of raising money in our community and we need to work with and communicate with them. I know they are more than

willing to help, and I’m sure we can work together.” Pankiw is pleased council agreed to eliminate the individual expenses from council packages and will now only show these costs on the town’s website. “It will save us time and money, but the costs will still be available for the public to see,” he said.

The new mayor is pleased to note the proposal for the proposed aging in place facility is not dead in the water despite information to the contrary received during the election campaign. When running for mayor, Pankiw read an e-mail he said he had received from MLA Joe Anglin which said the application for the lodge had expired. However, he said he and CAO

Tony Goode met with Denis Beesley, president of Bethany Group last week. “It’s (the application) still ongoing and it looks good,” he said. Pankiw will represent council on the Rimoka Housing board with Mathew Jaycox. Rimoka Housing will hold its organizational meeting Nov. 6 in Rimbey. Council will attend the Alberta Urban Municipalities Association convention Nov. 18 to 22.

Remembrance Day service to be held in Rimbey Nov. 11 By Treena Mielke Rimbey’s Remembrance Day Service will be held Nov. 11 at 10:45 p.m. at the community centre. The annual service will include the traditional marching in of the colour party, followed by the laying of wreaths. The poppy campaign has been ongoing the last few weeks. Money raised from the campaign goes to help

veterans and their families, air cadets and the hospital. Money also goes towards a poster, poem and literacy contest held in the schools. Entries are judged locally before being judged provincially. Rimbey Legion members will be at the Christian School, Nov. 6 at 9:30 a.m. and on Nov. 7 at the Outreach School at 10 a.m. and at the elementary and high schools at 10:30 a.m. They will visit the hospital at 2 p.m.

NOTICE OF INCREASE TO FRANCHISE FEE ON NATURAL GAS BILLINGS The Town of Bentley is proposing to increase the natural gas distribution franchise fee which it charges ATCO Gas and Pipelines Ltd., for the exclusive right to deliver natural gas to the residents of the Town of Bentley and for use of municipal lands for its natural gas lines. The franchise fee applies to all customers that receive gas services in the Town of Bentley, and is required to be billed as a separate charge on gas billings. The current franchise fee is set at 0% for ATCO Gas and Pipelines Ltd. delivery revenues and will increase to 10% effective January 1, 2014. For an average residential customer using 120 GJ’s per year, this will result in an annual increase of about $51.00 from the average paid in 2013. The newspaper headlines, now faded and yellowed with age, read ‘Germany Defeated.’ The story goes onto say “unconditional surrender terms signed at 2:41 a.m. May 7. Hostilities ceased at 11:01 p.m. Central European Treena Mielke Time, May 8. On The Other Side Surrender ratified in Berlin. The story is written in a local newspaper. The date is May 9, 1945. Every year about this time, I re-read this story. And every year, as I pin a blood red poppy to my jacket, I feel humble, proud and grateful simply because I can. It is almost time, once again, for Remembrance Day. Poppies. Blood red symbols of what went on before. Lest we forget. Part of my job as a reporter is interviewing veterans. Humbly asking them to reach into the past and shake off the dust of memories that have stayed undisturbed for year. They are gentle, kind, and mellowed with age, these veterans, grandfathers, great grandfathers. And sometimes, if I’m very lucky they will talk to me. And in the telling, they allow me to go there with them, to no man’s land, to places where fear lived hand in hand with courage. And as they take me with them to those long ago days where theirs was a nameless face among thousands of other nameless faces who fought on the front lines, in the trenches and stared death down face to face, there is always an invisible thread of pride woven into the pictures they paint. Fierce. Unwavering. Strong. The guns are silenced now. The uniforms have long since been packed away.

But etched deep inside, the memories will never die. The short life story of one such war veteran holds special interest to me because we shared the same birth father. I never met him, but I have read and re-read his diary. Richard Wellington Warden was killed March 9, 1944 during a night take-off on the east/west runway at RAF Station Einshmer, five miles east of Hader, Palestine. He is buried in the Khayt Beach War Cemetery, Israel. He was 21 years old. I think about him sometimes, especially now, as Nov. 11 rolls around again. I think about the entries he wrote in his diary. He didn’t write about war, or medals or honor or even being afraid. He wrote about girls. Buddies. The thrill of flying. Mostly he wrote about coming home. That’s really all he wanted. He didn’t want to be in a stinking war where the stench of the dying that littered the

battlefield threatened to choke those who were living still. He wanted to be home – to smell the fragrance of spring, taste the sweetness of his girl’s kiss, hear his brother’s laughter, see the smoke curling out of the chimney of the old farm house. But he never came home. “We regret to inform you,” the telegram said. “Your son lost his life during flying operations at 2 a.m. on March 9, 1944. The telegraph my father received that day brought the grim reality of war to a little Alberta town where the first crocuses of spring were just beginning to peak through the brittle white crust of winter snow. I think about that young man and how history, with maddening regularity, seems to repeats itself. I think about the young men and women who have died in Afghanistan. And I think about the wives and husbands and parents who wait. And, this year once again, I pin a blood red poppy on my jacket. Lest we forget. How can we?

Municipal anti-bullying bylaws are inherently flawed One of the easiest ways for a municipal politician to keep his constituents happy is to givethem what they want. Sometimes this means enacting popular yet dubious bylaws. Perhaps this is the impetus behind the Town of Airdrie’s push to amend itsPublic Behaviour Bylaw to prohibit bullying. After all, nearly everyone will rally behind politicians who enact laws to protect children from harm, regardless of those laws’ faults. And Airdrie is not alone. Many other municipal governments in Alberta have already enacted similar bylaws. For instance, Consort, Grand Prairie, Hanna, and Rocky MountainHouse each already prohibit bullying. Oyen’s Town Council has discussed it. There are likely many others. Each of these bylaws is similar. Bullying will not be tolerated at any place in town to which the public has access. In some municipalities, bullies can be fined up to $1,000 plus costs, and be imprisoned for six months on default of payment. These are significant penalties. Regardless of their goal, each of these bylaws is flawed. They are redundant and viciously subjective, they make some acts illegal that they shouldn’t, and theyare outside of the jurisdiction of any Alberta municipality. Consort’s bylaw considers “harassment of others by the real or threatened infliction of physical violence and attacks” and the “extortion or stealing of money and possessions” as bullying. But harassment, extortion, and theft are already illegal. How will enacting yet another law solve the

problem when there’s an apparent lack of will to enforce current laws? Grand Prairie’s bylaw defines bullying as an “objectionable or inappropriate comment, conduct or display” directed at an individual “which causes or is likely to cause physical or emotional distress”. Simply put, this is vague and hopelessly subjective. By relying on words like “objectionable” and “inappropriate” and requiring those enforcing the law to find the line between behaviours that are likely to cause emotional distress and those that are not, this bylaw will inevitably function as a proxy for the personal views of those enforcing it. This could easily make all sorts of otherwise excusable behaviours illegal. For example, a fine could be issued for a single hurtful comment uttered in anger even though “bullying” is generally understood to mean repeated hurtful behaviour. Rocky Mountain House’s bylaw, like the others, applies in all locations to which the public has access to, including schools, public parks, recreational facilities, and even sports grounds. Don’t taunt the umpire at a baseball game in Grand Prairie – even in jest – because if it could be construed as likely to cause emotional distress and you could be fined for single offhanded remark. And while in Hanna, it’s best to avoid verbally taunting your opponents if you are playing in the

game. At their core, these bullying bans are unadulterated attempts to restrict freedom of expression and are therefore outside of municipal jurisdiction. Alberta’s Municipal Government Act lists three municipal purposes, none of which grants municipalities the power to enact laws for the sole purpose of restricting expression. Further, the Province of Alberta cannot delegate to municipalities the authority to restrict expression. Under the Constitution Act, 1867, provincial laws may only incidentally restrict expression provided those laws are otherwise within provincial jurisdiction. But it’s not all bad. There is some good in these bylaws. Each demonstrates that bullying is not acceptable and should not be tolerated, and issuing fines may be a quick and efficient means to curb hurtful behaviour. And to be clear, no one endorses or excuses real bullying. It can have devastating and lasting effects, particularly on children. Regardless, the flaws in these bylaws cannot be ignored. Each needlessly duplicate other laws, some make excusable and nonreoccurring acts illegal, and all overstep municipal and constitutional authority. Think of the problem this way. What these bylaws do –they should not. What they should do – they cannot. Relying on bad laws to prevent bullying is similar to believing that two wrongs somehow make a right. In this 21st Century, there are two often-competing stories of life and meaning: one, the evolutionary story of science’s gifts to us, the other, the gift of faith known through sacred religious texts collected, and preserved over many centuries. The Rimbey United Church is hosting a seven-week video study on Science, Religion and an Evolving Faith. Everyone is welcome to join the discussion as we probe the questions. A group will meet on Monday nights beginning on November 11, at 7:30 - 9:00 pm. A daytime group will gather on Tuesday mornings beginning on November 12 at 10:00 am. Come join us for an open conversation about Science, Cosmos, and how our faith is evolving. It is more about “Living the Questions” than handing out answers.

At least one Rimbey couple is happy the town’s walking trails are paved and ready for use and are anxious to spread the word. “We see the recent path expansion as the most significant, positive change in a long time,” said Keith Spelrem. “In our society our infrastructure is designed around the automobile so it’s great to see focus shift towards people.” Spelrem said he and his wife, Glenna have spent time in other communities where the pathways were extensive. “To us that represents vitality and it’s welcoming to younger families. It also provides a safe, outdoor recreation opportunity for children through to seniors.” Spelrem said the trails give people an opportunity to get away from the traffic, connect and stay active. “It promotes a healthier community.” He gives credit to the former council for beginning the project and is hopeful the new council and the citizens will continue to expand the trails. “It’s like a house, hopefully this is only the foundation. We’d love to see the town linked through the path system.” Spelrem and his wife often walk with their golden retriever cross, Solas. He encourages anyone who has a dog to be a responsible pet owner. “As a dog enthusiast and companion dog owner it’s very upsetting to see irresponsible, uncaring pet owners behave this way. Because of them and irresponsible dog breeders we see numerous restrictions being put on dogs. Please, please, pick up after your dog.” Rimbey CAO Tony Goode said the trails begin at the ball diamonds next to the Nesting place and run to the north on the west side of the Giebelhaus property, continuing north to the hospital and recreation centre. The previous council spent around $147,000 on building the approximately six-kilometer trail system. Goode said trails will be maintained in the winter as time permits.

Rimbey RCMP busy with impaired drivers, break and enters This week Rimbey RCMP responded to 36 calls for service. Highlights include impaired drivers, sexual assault, break and enter, domestic assault, and other serious matters. Thieves break into Blindman Community Hall On October 25, Blindman Community members discovered that thieves had pillaged their hall sometime the night before stealing a valuable meat slicer, food and other items. Police are currently investigating the matter. Man killed on job Also on October 25 in the early afternoon, Police, EMS and Fire Department personnel from Clearwater County quickly responded to a location just east of Medicine Lake where an oil field worker was involved in a workplace accident. A 67-year-old man from central Alberta was working in the remote rural location when the water truck he was operating rolled back over him after he had stepped out to close a gate behind him on the lease road. The victim was declared deceased at the scene. RCMP, Occupational Health and Safety and the Medical Examiner’s Office are investigating the matter. No foul play is suspected. Drunk driver charged Mounties arrested and charged another drunk driver on Highway 20. The writer may have to order a new breathalyser after the 58-year-old man nearly blew up the machine when he blew four times the legal limit!! Again, this lost soul advised the intuitive officer that he was heading northbound on Highway 20 from Camrose on his way to a friend’s house in Rocky Mountain House? Deer killed Several deer were killed the week before hunting season. In one case, it was a Dodge. However, in most cases it was a Ford. The colder weather and mating season has put wildlife on the move. Please exercise caution while driving at night because many of the deer seem to be negligent or have been just plain disregarding crossing the road at the designated deer crossing signs. Officers respond to domestic dispute Officers responded to a domestic dispute in progress in Bluffton. Police arrested a 49-year-old female at the residence and she

has been charged with breaching a court order to not consume any alcohol. Cougar sighting Police stopped a farmer this week to give him a “head’s up” that there have been several cougar sightings in the area near Range Road 41. Shortly after his wife called in to say that she didn’t take too kindly to being called a cougar! Rimbey and District Victim Services assist Rimbey and District Victim Services assisted members on several occasions when police investigated a sudden death. It was a great weekend and the weather was mostly cooperative. On October 1st, 2013 we had our first club meeting which included orientation for the new members, elections and a Diary Workshop for the returning members. I am looking forward to another great year in 4-H learning new skills and continuing to build great friendships.

Flu shots are available at both Rimbey drug stores By Treena Mielke Flu shots are now available at both drugs stores in downtown Rimbey. Carl Ziegler, owner of Rimbey Pharmasave says getting a flu shot as early as possible is the best prevention against the flu. “Flu season starts in November,” he said. “The best time to be immunized is in October or November, however, people can be immunized at any time in the influenza season.” Patrick Rurka from Rimbey Value Drug Mart agreed. “There is a misconception among individuals that getting the flu shot can cause the flu which is not the case at all. People mistake diarrhea and vomiting as flu symptoms. However, the flu we are preventing is a disease of the respiratory system causing a cough, fever and chills.” All Albertans six months and older should receive a flu shot according to information from Alberta Health Services. However, pharmacists at the local drug stores will not give flu shots to anyone under nine-years-of-age. Flu shots are especially important for people who

are at a higher risk of developing complications from influenza. While some people can experience side effects such as mild pain and/or swelling and muscle aches in the arm used for the shot, the influenza vaccine is an effective way to protect people from becoming sick with the flu. Influenza is spread through the air when someone with the disease coughs, sneezes or even talks. The virus can also be spread by touching objects that have been coughed or sneezed upon by a person with the flu. Covering one’s mouth and nose when coughing or sneezing and staying home when sick also helps prevent the spread of the flu. It is important to immunize people who are able to spread influenza to those who are at high risk of influenza-related complications such as health care providers and other caregivers. Healthy children from the ages of two to 17-years-of age may be given live nasal spray vaccine. People 18 to 59 years of age who are healthy may also be able to get live nasal spray vaccine.

Communication needs ongoing attention Dear Editor As spokesperson for the Rimbey & District Chamber of Commerce I would like to thank Treena, the Rimbey Review, Black Press and staff for some of the great coverage of our chamber projects. We are very excited about the upcoming meeting on Nov 7th at the Best Western (7 pm) regarding the small business incubator. We have already had some interest since you ran the story! The Chamber was pleased to be able to host the election forum and showcase individuals running for town council. The turnout was wonderful and the follow-up article was well done. A windshield stuffer that appeared shortly after the forum entitled: “Chamber of Commerce Results” did not come from the Chamber office or any of our board members. As a political forum host we do not, nor are we allowed to, grade or judge participants. Good communication is something

that needs on going attention. Ways that Chamber communicates with its members, town council, the business community and the general public comes in many forms. We appreciate the town giving us opportunity to place announcements in the utility bills. We send out emails or drop information off to our members. We post on our Facebook page, our website and we do mail inserts. All of our documents carry the official Chamber logo and contact information including names and phone numbers. We are very excited about the new membership plan which already has some businesses onboard as gold sponsors, lighting up Paskapoo Park for Christmas, passport to Christmas program and of course Expo 2014 and the Hot Air Affair. Rimbey town council holds organizational meeting By Treena Mielke Rimbey’s new town council and mayor wasted no time getting down to business last Monday. The organizational meeting, held prior to the council meeting, was brief and committee appointments were quickly ratified. Mayor Rick Pankiw said council had met with adminstration previously to discuss appointments. “All the appointments were decided as

a team,” he said. Pankiw will sit on the bylaw and policy committee, cemetery committee, chamber of commerce, interagency committee and the Rimoka Foundation. Coun. Jack Webb was appointed as deputy mayor from November until April, 2014. Webb is also the council representative on the bylaw and policy committee, CAEP board, cemetery committee, FCSS board and historical society board. Coun. Einar Olsen will sit on the

Although the Serbians and Croatians were at war with each other, Stratton recalled a house where a group of Muslims, Croatians and Serbs lived together peacefully. “It still had a roof on it, maybe that was why, it was one of the few houses that did,” he said. “Anyway, they all lived there together and were protected by a Serbian office commander who looked after them all.” Stratton said he was amazed at how simply the people lived and how grateful they were for extra food and clean water.

Explosive mines that were buried haphazardly throughout the country were a constant danger, he said. “You could never leave the hardpack,” he said. You never went out on grass.” He recalled how years later when he was working in the oil patch, suddenly without warning a panic came over him as a memory of those mines and snipers who could come out of nowhere suddenly overtook him. During his time as a peacekeeper, Stratton saw things he hopes never to see again. He saw buddies wounded in action, shot under hostile fire, lived in

War museum at Pas Ka Poo Park undergoes renovations By Treena Mielke Rimbey’s own war museum has an amazing collection of artifacts from the First and Second World Wars, but presently they are in disarray as the museum is undergoing renovations. Cheryl Jones, Pas Ka Poo Park administrator said many of the artifacts have been hauled out of the Bluffton Legion Hall which is being used as the park’s war museum so the floor can be renovated. Jones said she is also hoping to install track lighting so the artifacts can be illuminated. “I am looking for an inexpensive way to do track lighting.” Jones wants to set up the artifacts so they can be displayed in interesting and realistic settings. “We are looking for any volunteers who like to help with this project,” she said. The park has come into the possession of uniforms, services medals, disabled firearms, helmets, knapsacks, canteens, bugles and historical writings and pictures, all of which Jones wants to display. “I am looking to focus more on our hometown and area service he-

roes,” she said. One of the interesting displays at the museum is that of J. J. ‘Pete’ Pederson, a local pilot who flew in the Second World War to take supplies from India to China while that country was being attacked by Japan. Pederson was one of the allied pilots who flew needed goods over a spur of the Himalaya Mountains through extremely dangerous conditions. Jones hopes to have the war museum completed by July 1 of next year. “1914 marks the hundredth anniversary of the beginning of World War 1,” she said. The Bluffton Legion, now the war museum at Pas Ka Poo Park, was formed by a group of veterans after the First World War. Veterans who fought in the Second World War became members of this Legion as well. The building, constructed in 1952, was often used for community events such as bridal showers, dances or elections. It was not winterized, so was used only during the summer. The Rimbey Historical Society purchased the building and moved it to the park in 1986 as a war museum.

These artifacts have been taken from the Bluffton Legion which serves as a war museum in Pas Ka Poo Park and will be re-arranged back in the museum once the renovations are complete. Anyone who wishes to help with set up the museum in a creative way to highlight the war memorabilia which is very much a part of our loal history is asked to contact Cheryl at Pas Ka Poo Park.
