Such guarantees he said have precedent in the country and he was encouraged by ministers at the federal level to submit applications. The guarantees are needed because Black had to seek Canadian-based investment after the Industrial and Commercial Bank of China decided not to debtfund the entire project but 75 per cent of it. Black said the project is estimated to cost $28 billion, with a $3 billion increase to the refinery itself due to the introduction of Fischer-Tropsch technol-

ogy, which will mean a reduction of CO2 emissions to 3.5 million tonnes a year. Black’s hour-long presentation, which included questions, covered a number of topics including his desire to have a new pipeline constructed, since he was not successful in convincing Enbridge’s partners to divert the Northern Gateway proposed pipeline to his refinery rather than to the coast for raw export. He said rail transport is also not off the table. He was questioned by Phil Germuth about selling refined product locally, but Black suggested the pursuit of doing so would be bad for business.

“We could provide it cheaper, but of course you’re entering into a price war to do it because there’s already a current supplier, and you’re not going to do very well at the end of that because some of these suppliers are enormous companies, they can wait you out,” he said, saying sending it to growing economies in Asia means you’ll get full price. David Black, as well as being president of Kitimat Clean, is the chairman of Black Press, the company which owns, among others, this paper. VANCOUVER - Premier Christy Clark met Alberta Premier Alison Redford in Vancouver this week to announce what they are calling a “framework agreement” for heavy oil pipeline expansion to the West Coast. Alberta agrees to support B.C.’s demand for a revenue share from the oil production and export, as long as it doesn’t come from Alberta’s resource royalties. B.C. agrees to support Alberta’s call for a national energy strategy, Clark and Redford said Tuesday. “Alberta has reached a broader understanding and acceptance of British Columbia’s five conditions, and our province had agreed to join the Canadian Energy Strategy discussions started by Premier Redford,” Clark told reporters at an energy conference in Vancouver. In previous meetings, Redford has been adamant that none of Alberta’s resource royalties from oilsands crude will be shared. B.C. has argued that the oil producers and the federal government have to find a solution to the condi-

NEW HAZELTON One female and 4 males were arrested Nov. 4 at a problematic multiplex that was well known to the community and local RCMP for drug trafficking offences. New Hazelton RCMP executed a search warrant at a multiplex residence on Templeton Street. Once inside the complex, police located marihuana, a large quantity of unknown pills, a large amount of cash and other paraphernalia used for the selling and distribution of illicit drugs. Also located inside the residence, police seized property believed to be stolen, a battering ram, brass knuckles, a rifle, over 20 cell phones and approximately 20 identification cards. RCMP continue to investigate whether the ID was stolen or being held for debt collecting purposes. A local 49 year old female was arrested at the complex and later released from custody pending drug and weapons charges. Her

PRINCE RUPERT - Hallowe’en could have been a painful experience for one Prince Rupert family were it not for the vigilance of the parents. Brenna Stanley was going through her children’s candy haul when she noticed an open wrapper. When she investigated further, she found a metal pin had been inserted into the candy by someone along her child’s route. Stanley quickly called the Prince Rupert RCMP, and the matter is now being investigated as a criminal act. Upon arrival at the scene, Prince Rupert RCMP spoke with the complainant who advised that they had been out trick or treating on Hallowe’en night. The parents further advised that their child had been walking in the area of Smithers Street, 7th Avenue West, and Sloan Avenue where it is believed the tainted piece of candy was received. “This is a very concerning find and this matter is being actively investigated by the detachment,” said Const. Matt Ericson, spokesman for the Prince Rupert RCMP. Police are asking anyone who may have found something similar to this instance to phone the detachment immediately. RCMP also say this should serve as a reminder of the importance of thoroughly checking out Hallowe’en candy every year before children are allowed to eat it. “As infrequent as this type event is, we take these complaints extremely seriously. We want to remind the public to ensure that all Hallowe’en food items are carefully inspected prior to

Floating LNG terminal proposed for North Coast By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - Another LNG export facility has been proposed for the North Coast, but this one is quite different from others proposed in the Prince Rupert area. “Triton LNG LP is preparing preliminary engineering designs for the construction of liquefaction facilities and has identified potential site locations in the vicinity of Kitimat and Prince Rupert, British Columbia,” read an Oct. 29 LNG export licence application to the National Energy Board. Those plans call for a floating liquefaction storage and offloading (FLSO) vessel to include two liquefaction trains and storage for up to 200,000 cubic metres of LNG. Along with the floating facilities, the application includes a marine berth and dock to support the

berthing of the FLSO and temporarily dock LNG carriers, shore side facilities including power supply, condensate storage, water supply and the feed pipeline and metering infrastructure. The FLSO would have a production capacity of 2.3 million tonnes of LNG per year, with the gas being delivered from the Western Canadian Sedimentary Basin to the Pacific Northwest LNG pipeline to the coast. Triton LNG is expecting to complete the feasibility study for the project in 2014, and says LNG exports could begin as early as 2017. One of the partners in Triton LNG is AltaGas Ltd., an Alberta energy company that recently acquired 11 acres of waterfront land in Port Edward. The other partner is Idemitsu Canada Corporation, a subsidiary of Japan’s second largest petroleum company Idemitsu Kosan Co. Ltd.

Environmental Assessment of the Proposed Prince Rupert Gas Transmission Project Open House and Invitation to Comment Prince Rupert Gas Transmission Ltd. (Proponent), a wholly owned subsidiary of TransCanada PipeLines Limited, is proposing the Prince Rupert Gas Transmission Project (proposed Project), an approximately 900 km natural gas pipeline from near the District of Hudson’s Hope to the proposed Pacific NorthWest LNG liquefied natural gas export facility on Lelu Island, within the District of Port Edward. The proposed Project would involve the construction and operation of a 48-inch (1,219 mm) diameter pipeline, metering facilities at the receipt and delivery points, and three compressor stations, with provision for up to an additional five compressor stations to allow for future expansion. The proposed Project will have an initial capacity of approximately 2.0 billion cubic feet (bcf)/day with potential for expansion to approximately 3.6 bcf/day.

The proposed Project is subject to review under BC’s Environmental Assessment Act.

There are 30 days for the submission of comments by the public in relation to the draft Application Information Requirements.

The Proponent must obtain an environmental assessment certificate before any construction work can be undertaken on the proposed Project. However, before submission of an application (Application) for a certificate by the Proponent, the BC Environmental Assessment Office (EAO) must first issue the Application Information Requirements. The Application Information Requirements will specify the studies to be conducted and the detailed information to be provided by the Proponent in its Application. EAO has now received draft Application Information Requirements from the Proponent and invites comments on this draft.

The public comment period will begin on November 19, 2013 and end on December 18, 2013. All comments received during this time in relation to the Application Information Requirements will be considered. The intention of seeking public comment is to ensure that sufficient information is provided to assess all potential effects – environmental, economic, social, heritage and health – that might result from the proposed Project in the Application. At this stage of the process, the primary intent is to receive feedback about the studies or information required for a comprehensive environmental assessment.

After taking public comments into account, EAO will issue the Application Information Requirements. Like the drop in crime, Steinhammer said the increase in drug offences show a shift in focus for the detachment from grow operations to street-level crime. “Before you go into a grow-op, you have to spend a lot of time gathering information and doing surveillance. You can spend two weeks gathering information and lay one charge in those two weeks. With street level crime, the officers can go out on night shift and, instead of laying one charge every two weeks, can lay multiple charges in one night.” On the roads, Prince Rupert RCMP issued 44 per cent more traffic violations, laid 16 per cent fewer impaired driving charges and saw hit and run instances drop by 28 per cent, from 36 to 26. While crime is down this year compared to last, Steinhammer said he doesn’t see that trend continuing in the future. “We are going to have a population increase with LNG and other industries coming to town, and I don’t see how we can continue to have a drop in crime with a jump in population,” he said.

PRINCE RUPERT - At the same time as construction work on the North Coast is on the rise, the Prince Rupert RCMP are reporting a drop in crime in the region. Through the first nine months of 2013, Prince Rupert RCMP have responded to 7,108 files compared to 7,546 files during the same time period last year — a drop of 438. Files handled within the City of Prince Rupert have fallen from 6,922 to 6,517, while rural crime files have decreased from 624 last year to 591 through the first three quarters of this year. But the quarterly report from Insp. Wayne Maughan to Mayor Jack Mussallem goes further and breaks down crime by category, with most showing declines year-over-year. Crimes against persons has dropped 15 per cent this year compared to last, falling from 515 in 2012 to 438 this year. Although the number of sexual related offences remains unchanged at 31, assaults are down 12 per cent, instances of uttering threats is down 18 per cent and assaults with a weapon dropped 22 per cent. Robberies increased from seven last year to nine this year and criminal harassment cases increased from 12 in 2012 to 15 in 2013. The number of property crimes dropped 13 per cent, falling from 879 in 2012 to 768 in 2013, but the numbers are up in a number of key areas. Two more businesses were broken into this year than last, residential break and enters increased from 30 in 2012 to 41 this year, one more vehicle was stolen and there were nine more cases of fraud. Theft under $5,000 was down by one from last year, shoplifting was down

Country singer Aaron Pritchett returns to Kitimat after 23 years By Cameron Orr

KITIMAT - Aaron Pritchett, who spent 1977 to 1982 being raised in Kitimat, returned to his roots to perform in front of the hometown crowd on October 20, part of the Lets Talk Energy forum held at Mount Elizabeth Theatre. It was a good time back in Kitimat for the country-music singer, who hadn’t seen the town for 23 years. “Coming back was pretty amazing, and I never really spent time like I’m going to spend this time here, since about ‘82, really,” he said. So what does Pritchett think about how the town has developed? “So much is the same. Driving down Haisla [Boulevard] and the trees looked like they haven’t grown, but I like that...it’s familiarity,” he said. “I feel comfortable with coming back.” He did notice a few things missing, namely Kitimat’s former hospital. And the appearance of a Tim Horton’s didn’t pass his notice. Pritchett can’t claim that much of his path to writing hit Canadian country music singles started in Kitimat, but he did know he always wanted to be in the entertainment business. He even noted the room he gave his interview in, the drama room at Mount Elizabeth Middle Secondary School, was a room he knew from growing up in town. “I gained more of a country thing when I moved down there [Vancouver] and started listen-

But he does find forums like this valuable to people. “I think an event like today is necessary for people to get a better idea of what’s possibly going to be happening,” he said.

PRINCE RUPERT - An upcoming performance will light up the stage at the Lester Centre of the Arts. Lightwire Theater, an American theatre company, in conjunction with Corbian Visual Arts and Dance will be putting on The Ugly Duckling and The Tortoise and the Hare, shining new light on two classic tales: The Ugly Duckling by Hans Christian Andersen and Aesop’s fable The Tortoise and the Hare. The high-tech show will bring a modern twist to both of the two time-honoured stories. This will be Lightwire Theater’s second time performing in Prince Rupert, after putting on Darwin the Dinosaur in 2010. Lester Centre manager Crystal Lorette said since the 2010 show, Rupertites have been requesting the group come back for another performance. Following in Darwin the Dinosaur’s footprints, performers will use electroluminescent puppetry to bring gigantic, glow in the dark characters to life in the

PRINCE RUPERT - Three decades after coming together in Kelowna, the Grapes of Wrath will be bringing their folk rock sounds to the stage of the Lester Centre of the Arts at 7 p.m. on Nov. 15. The band, consisting of Kevin Kane, Tom Hooper and Chris Hooper, will be in town to promote its new critically acclaimed album High Road, the first release from the platinum selling group has released as a complete trio since 1991’s These Days. “This record is a continuation of where we last left off. This isn’t a nostalgia trip. It’s like our other records—the next step in our growth as songwriters and musicians. The only difference is it took us a little longer to make the step,” Hooper said in an interview with Black Press.

The Grapes of Wrath formed in Kelowna in 1983 and released their first album in 1985, September Bowl Of Green. In 1987, band broke through to Canadian mainstream radio with their sophomore effort, Treehouse. Environmental Assessment of the Proposed Pacific NorthWest LNG

OPEN HOusE AND INvItAtION tO COmmENt Pacific NorthWest LNG (Proponent) is proposing to construct and operate a liquefied natural gas (LNG) facility and marine terminal near Prince Rupert, within the District of Port Edward. The proposed Project would be located on Lelu Island and convert natural gas to LNG for export to Pacific Rim markets in Asia. The proponent has applied for a license to export up to 19.68 million tonnes of LNG per year for 25 years starting in 2019. The proposed Project is subject to review under British Columbia’s Environmental Assessment Act and the Canadian Environmental Assessment Act, 2012 (CEAA 2012). The proponent must obtain an environmental assessment certificate before any work can be undertaken on the proposed Project. However, prior to submission of an application for a certificate, the Environmental Assessment Office of British Columbia (EAO) must first approve the Application Information Requirements.

Public Comment Period The EAO is holding a 30-day public comment period from November 13 to December 13, 2013 on the proposed Pacific NorthWest LNG draft Application Information Requirements (AIR) document. The EAO and the proponent are looking for public feedback on: • If proposed studies, methods, and information included in the draft AIR satisfies public interests and concerns

• Any further interests and concerns the public would like to be included in the Application. The EAO accepts written comments received during the public comment period, and will require the proponent to track the issues and concerns identified and provide responses. On November 2, 2013, after a lengthy illness, Jacqueline Thomas passed away peacefully in the Kitimat General Hospital surrounded by her family. She is now reunited with her husband (Louis), parents and siblings. Jacqueline was born in Giffard, Quebec and lived there until she was 21 years old. She met Louis Thomas in Quebec and they got married and moved to Kitimat in 1956. There, they created a warm and loving home for the family that was to come. Jacqueline was a devoted wife, mother, grandmother and great grandmother who is survived by her children Christian (Wanda), Michel (Cynthia) and grandchildren Jessica, Sara (Nieva), Kassidy, Cameron and Nicole (Cayden). The family would like to thank Dr. West, Dr. Wahl and Dr. Van Wyk and all the nursing staff of Kitimat General Hospital for the loving care they provided over the years, especially in making her last days more comfortable. Our heartfelt thanks also go out to Father Ken the Eucharistic and bereavement committees from the Christ the King Church and all those who supported us through their time and prayers. Also special thanks to Father Terry of Sacred Heart Parish in Terrace. Funeral Services will be held on Tuesday November 12, 2013 at 1:30pm at Christ the King Church in Kitimat, BC. TERRACE - The Kitimat Ice Demons have their fans wondering what’s going on with the team. After a fast threewin start, the Demons went on a three road losses spin in their next three games and got back to the win column with a come-from behind victory, 3-2, in Prince Rupert on Saturday night. But Friday’s 6-1 loss the the Terrace River Kings hurt. Both the Terrace and Rupert games showed that the three western teams are going to be at war for the rest of the season, with Kitimat going short-handed more often than the opponents – which is never a good thing for teams seeking a turnaround in winning fortunes. The Oct. 5 6-3 win by the Demons over the River Kings was obviously on the Terrace players’ minds Friday and in the first period they came out shooting and kept it up all night. With a 1413 edge in shots, Terrace probably felt unlucky to be behind 1-0 on a Brandon Wakita (Jeff Mildenberger) goal at the 8:52 mark of the opening frame. But in the second, where the Kings poured on the pressure, they were on the board with the tying goal early, by Ben Reinbolt from Steve Cullis and Josh Murray, at 1:38. Terrace lost Rich Clair in the first, banished from the game for a hit from behind. Then came the Rajan Sangha show as the Terrace winger was involved in assists on four goals in a row, two in the second period and two more to start the third. The first goal by Calen Findlay was on a power play, and assisted also by Josh Murray, his second point of

the night. The goal was scored in a foron three play with Steve Cullis in the box for Terrace and Terry Whelan and Blaine Markwart both sitting for Kitimat after a fracas at 17.01. The next recipient of a Sangha setup was Murray himself, who made the score 4-1 for the River Kings as they out shot the Ice Demons by 20-11in the period. With the rough going established, the third period saw Calen Findlay add to the Terrace lead (from Sangha and Reinbolt) at 5.15 of the period. This goal was followed 30-seconds later by a double minor penalty to Terry Whelan, which the Demons were able to kill. But Terrace kept coming and firing shots 18-11 in the period and a boarding penalty to Blaine Markwart re-opened the door for another Sangha setup, this time to Joey Cormano, in the ensuing power play, also set the scene for the usual shenanigans to follow when these teams meet. At 16:33 Chris Brown was penalized and ejected from the game for boarding, Terry Whelan was given a boarding penalty, Jordan Goncalves was ejected for fighting and Dan Jerrett from Kitimat took two for roughing. All that was left was ill feelings and the need to play out the game. To rub it in for Kitimat, Austin Legros made it six straight goals for Terrace, with the assist going to goaltender Patrick Leal. Terrace out-shot Kitimat 18-11 in the penalty-filled third period and 52-30 overall. For Terrace, despite the warlike conditions in the game, it showed the team is rebuilding in the right direction with youth and speed.

PRINCE RUPERT - The Prince Rupert Rampage played host to the Kitimat Ice Demons on Saturday night, and fell short of picking up the win in a close, hard-fought game. The Rampage opened the scoring to the delight of the home fans as Kendal Stace-Smith fired a hard slapshot from the top of the circle that got by Thomas Mildenberger with 13:48 on the clock. The two teams exchanged chances for the next 10 minutes, including Colby Hogman making a big save after a turnover at the side of the net left the Rupert netminder one-on-one with the Demons offence, but Rupert made it a two goal lead with five minutes left when Travis Helland blasted a slapper from just inside the blue line that beat Mildenberger glove-side. The joy was shortlived, however, as just 20 seconds later Terry Whelan put one past the pads of Hogman from a bad angle, and the first ended with a 2-1 Rampage lead. There were physical fireworks early in the second when Kitimat took exception to a Jared Meers hit and all 10 skaters mixed it up along the boards. It took several minutes to clear up

the commotion, but the result was Meers and Jared Davis being ejected from the game, Kitimat’s Jordan Goncalves being ejected, and a three minute Kitimat powerplay that followed two minutes of four-on-four action. After killing the penalty and a penalty that immediately followed, the Rampage had a two minute 5-on-3 opportunity but were unable to capitalize and both teams had their opportunities during the period, including Mildenberger shutting down a Kory Movold breakaway. While it looked like Prince Rupert would take the lead into the second, Jeff Mildenberger put a spinning backhand through Hogman’s five-hole with just 10.3 seconds left to tie things up with 20 minutes to play. Kitimat completed the comeback just 28 seconds into the third as Blaine Markwart outwaited Hogman and went top shelf over the downed goalie. Things exploded on the ice again with 5:06 to play as a Demon player snowed Hogman after the whistle resulting in two fights as Kitimat’s Nick Markowsky and Ben Rumley squared off with Prince Rupert’s Brian Tates and Travis Helland respectively. With the clock winding down, the Rampage pulled their goalie for the extra attacker but couldn’t put home the tying goal to fall to Kit-

imat 3-2. “We had a lot of neutral zone turnovers in the first and in the second we didn’t get a shot off until about four minutes in. We were on the powerplay for a lot of the game, but we just couldn’t get the shots off,” said Rampage president Ron German, who was behind the bench for the game, adding the team could have played more physical. “We should have capitalized on our opportunities, that had to be the difference. We had a lot of chances, we just couldn’t capitalize,” said assistant captain Kory Movold. The Rampage now sit alone at the bottom of the CIHL rankings with one win in six games. Both German and Movold say the slow start to the season has to do with losing players to injury. “We just have to get healthy. When we get the full roster back, you are going to see quite a difference,” said German. Next up for the team is a road trip this weekend to play both the Quesnel Kangaroos and the Williams Lake Stampeders, teams that are numbers one and two in the CIHL eastern conference. “We’ve played Quesnel before so we know what we’re in for. We haven’t played Williams Lake yet, but I expect a tough, physical game,” said Movold.

PRINCE RUPERT - A Prince Rupert event aiming to let Rupertites have their say in liquefied natural gas (LNG) has been postponed. Skeena - Bulkey Valley MP Nathan Cullen initiated the LNG tour to ensure constituents were knowledgeable in LNG, and had a fair say in projects in the area. The first leg of the tour was to start on Nov. 12 in Smithers, with events in Terrace and Kitimat before stopping in Prince Rupert on Nov. 15. Both the Prince Rupert and Smithers events are being put off until a further date, with Cullen explaining LNG proponents signed on to take

part in the events had to pull out at the last minute because of scheduling conflicts. “They continue to show interest. Rather than hold the event without the LNG companies themselves, we’re going to hold those two events [at another time],” Cullen said, adding Prince Rupert LNG will be involved in Prince Rupert’s event.
