Houston council held their first 2014 budget meeting last Wednesday. Mayor Bill Holmberg said they will be looking at cuts in 2014 to help them prepare for a big decline in tax revenues due to the closure of Houston Forest Products (HFP). Houston Director of Finance William Wallace said HFP paid $618,980 in property taxes to the District of Houston, which is 12.2 percent of the $4,321,124 total collected by the District in property taxes in 2013. Wallace said $524,975 of the HFP property taxes went towards the District’s general services. Mayor Holmberg said council should be planning ahead for that loss in revenue.

The District of Houston is setting aside $6,000 for a Steelhead Park site plan, and working with the Multicultural Society of Houston (MHS) to restore the old train station in the

The Multicultural Society of Houston is working to restore the old railway station in Steelhead Park. PARK from Page 1 “At this juncture, things have to either have a direct line to improvements that result in tax revenues, or they’re a part of a bigger package that you could connect to other improvements that would result in tax revenues,” Wallace said, adding that he considers this project as part of the Highway 16 project. “I think it’s very positive… as part of [the highway project], this needs to be supported,” he said. Council agreed to develop the park plan and support the MHS in efforts to restore the train
station. The MHS formed five years ago with the purpose of restoring the old train station building to look like an old fashioned railway station and to make it useable. Glen Farrell, Director and originator of the MHS, said they want to put a pony wall around the building, put on a peaked roof, and make a stage on the south side of the building for shows and events. They want to put a kitchen and a canteen with sliding glass windows in the basement, as well as clean up the bathrooms and the
rooms on the main floor so groups can use them for meetings. Farrell says lots of groups are interested in using the building and stage once it’s fixed up, including some from the East Indian community and the First Nations community, as well as the East Coast Association and Houston Search and Rescue. Farrell says it all started because he got tired of looking at that old building and wanted to do something about it. “I thought, ‘Aw, there’s got to be a use for this building. It’s terrible that it’s just going to waste here,’” he
said, describing his thoughts after he went inside the station to board up windows for the District of Houston. Farrell says he formed a society with other interested people and they have slowly been moving the project forward, negotiating with CN and Via Rail. He says it took two years for CN and Via Rail to decide about ownership, as Via Rail owns the station, and CN owns the lot. Via Rail wants to sell the station to the MHS for $1, and CN has agreed to a low-priced lease, but Farrell says they lack needed funds for the costly liability and
the CN lease. “Our problem is we don’t know much about going after grants,” Farrell said, adding that they also need a new Director for the society. Farrell says he’s been meeting with several people, including Tanya Amonson, Manager of the Houston Bulkley Valley Credit Union and District of Houston planner Guenther, to work on ways to begin pursuing money for the project. Moustache love
My uncle was diagnosed with an advanced stage of prostate cancer three years ago and since learning of his condition, I’ve paid more attention to Movember. It’s taken on more meaning for me since this ugly disease has affected my family and someone I love. Movember, of course, takes place during the month of November, and it is the official global charity dedicated to having an everlasting impact on men’s health. It raises money for prostate and testicular cancer as well as mental health. This is important since men die on average five to six years younger than women, and often from preventable diseases. Their suicide rate is also four times higher. What do moustaches have to do with it? The small group who created the charity in
2003 decided to use it as the catalyst for change. The concept was that by changing your appearance by growing a “mo” for 30 days, you could change the understanding and attitudes men have towards their health by getting them to talk about something they don’t typically discuss. “Guys don’t communicate the way women do,” my friend Cameron Carter said. “This charity gets them talking, and I know from experience that the moustaches are a conversation starter.” By growing a mo and becoming a “Mo Bro” four years ago, Cameron has enjoyed explaining the mission of the organization, and he raises money by asking his friends to donate just $5 each. But it’s the education part he enjoys the most. “When I found out that one in seven men
get prostate cancer, I thought, hey, that’s two guys on my ball team,” he said. “I’d better let them know.” Realizing that he can’t influence everyone, he says that even if only one man improves his health or gets checked out and his life is saved, he knows he’s doing the right thing. “A lot of guys are afraid to get the prostate exam because they think it will hurt,” he said. “But it doesn’t, and it’s only mildly uncomfortable for seconds. That’s nothing compared to what women go through with their pap tests and mammograms.” Not everyone’s supportive of Movember though. I’ve heard from a lot of people that they’ve had enough with all the campaigns trying to raise funds and awareness, and don’t believe any of it helps. I completely disagree.

A mere 10 years ago, 30 men banded together in Australia to become the first “Mo Bros.” Since then the Movember movement has grown to include 20 additional countries that raised over $146 million last year alone. 87 per cent of the funds raised go directly to research and managed programs, and more men have become pro-active by adopting healthier lifestyles and getting prostate exams. That’s a significant improvement to men’s health that should not be dismissed. Instead it should be applauded, supported and improved. Being a woman who can’t grow a moustache, I decided to sing about them instead. “Moustache Love,” inspired by Captain & Tennille’s old 1970s hit “Muskrat Love” is my funny new video. Letters to the Canfor CEO discusses timber swap with HFP

Editor: After 18 months of searching for a different solution, Canfor announced recently that we will be permanently closing our sawmill in Quesnel, B.C. in March 2014. This closure impacts 209 Canfor employees who have persevered through the United States’ economic slowdown and pine beetle epidemic, and kept the mill profitable. It is an extremely challenging time for our organization, our Quesnel employees and their families, and for the community itself.
Our Quesnel facility has been one of the key mills behind the success of our China market program, and we deeply regret that this closure decision is necessary. It was through the dedicated effort of our employees in Quesnel that Canfor was able to produce lumber from some of the most heavily mountain pine beetle-impacted fibre in British Columbia, and ship 100 per cent of it to China. We are extremely proud of what was achieved here, and are saddened to see it come to an end.
Closing a profitable sawmill is very difficult, but there is simply not enough fibre remaining in the Quesnel area to support all of the mills in the community. While we considered every option – including harvesting areas currently constrained for environmental reasons or bringing in wood from longer distances - these would only have delayed the inevitable. Another key part of the decision to close our Quesnel mill was choosing what to do with our tenure rights. It is in the best interests of the community of Quesnel for the tenure to be
utilized and not held indefinitely after the closure. We also want this to be the last mountain pine beetle closure we take at Canfor, so we looked for a Quesnel operator who would be willing to exchange tenure in one of our other operating areas, allowing us to safeguard the future of another Canfor mill, in this case Houston. As was also announced today, we have entered into an agreement with West Fraser that allows us to strengthen our fibre position in Houston while they do so in Quesnel. Canfor will not walk away from the Quesnel employees
who have given so much to our organization. We have pledged to every member of our Quesnel team that they will be offered a position at another Canfor division. For those that choose to remain in the community, Canfor will work with our regional competitors and other employers to find positions for as many of our employees as possible. Labor demand within Canfor and across the forest sector is high, and we are confident that we will able to place our employees quickly. I recognize that some may question our decision to close this mill, and I want
to state very clearly: if there was an option that would allow us to keep a profitable mill in operation, we would have found it. B.C.’s government has taken all possible steps to manage the impacts of the mountain pine beetle epidemic while developing new offshore markets and ensuring a forest policy framework that allows our industry to be globally competitive. That our industry had Chinese customer opportunities to support our companies, workers and communities through the U.S. housing market collapse was largely the result of government policy and market development
work of a decade ago. It is critical that this work continue. While adjusting sawmilling capacity to fibre availability following the mountain pine beetle will be a difficult transition, B.C. will continue to have a strong and vibrant forest sector into the future. Ensuring our sawmilling capacity matches the sustainable supply of fibre is an essential part of safeguarding the future of the industry, and we appreciate the support of government, our communities and our employees as we move forward. B.C. government trying to revive climate program The B.C. government has reached out to U.S. states and the domestic clean energy industry in an effort to keep its greenhouse gas reduction goals in sight. Energy Minister Bill Bennett hopes to have details out by the end of the year for a “modest” clean energy program he promised to private power developers at a confer-
ence in Vancouver this week. With BC Hydro projecting an electricity surplus in the near future, there won’t be another clean power call any time soon for run-of-river, wind and other producers, Bennett said in an interview. A priority will be energy development for aboriginal communities, which have used small power produc-
tion to get off diesel generators and to generate new income. The new commitment comes as BC Hydro continues weeding out proposals that haven’t delivered on power purchase contracts, in order to cut down on the utility’s growing debt. The government also signed an agreement this week with western U.S. states
called the Pacific Coast Collaborative, to extend efforts to put a regional price on carbon. California has launched its own capand-trade system for carbon emissions, and B.C. continues to administer a carbon tax on fossil fuels imposed in 2006. B.C. Environment Minister Mary Polak signed the agreement in San Francisco
with Washington Governor Jay Inslee, Oregon Governor John Kitzhaber and California Governor Jerry Brown. Kitzhaber said more than 500,000 people on the North American west coast now work in green economy jobs, and the region will lead the way in the future. “We are here to reject the myth that jobs
and the environment are in conflict,” he said. Meanwhile, B.C. continues its central effort, to develop liquefied natural gas exports to Asia. The province has exempted greenhouse gas emissions used to process and export LNG, arguing that it will displace coal in China and other countries with a less

Book reading from local author at Library on Thursday
The official debut of Houston author Debi Lyn Smith’s new mystery book called Not Just One is Thursday November 14 from 7-9 at the Houston Library. There will be a reading from both books, a question and answer period ,treats served and special pricing. dangerous drug dealer named Snake who figures if Kathy dies, Billy will show for the funeral. It’s fast, funny and furious reading to get to the end to see if Kathy ever learns to put both feet and Not Just One down with all the people in her life before it’s too late not only for her, but for her children and babysitter as well. This is the second book of local author Debi (Lyn) Smith. The first, Running From Cancer: a tilted memoir has acquired accolades from across B.C., notably from Betsy Trumpener , CBC Daybreak North host who said, “It is just FANTASTIC. SO well written. I love the energy, the honesty, the humor, and the writing. It’s really, really, really good.� which scored Debi a
call from health writer Charlie Smith (no relation) for an article in the October 3rd issue of the Georgia Straight. In it Charlie says “cancer survivor and author Debi Lyn Smith mixes humour with graphic descriptions to help others avoid her fate.� Debi was also recently on Open Connection, a thirty minute expose of local interests for CFTK (CBC Terrace) television. “It was a real highlight- I know I reached many more people out there who needed to hear more about preventing their own cancer. It’s time to stop thinking you’re going to outrun it. Cancer is in everyone’s back yard. It’s a matter of adjusting our attitudes and our lifestyles. A tightening of our anti-cancer belts with Vitamin D sup-
plements, more water, fruits and vegetables, less alcohol, red meats and processed foods. Quit smoking, stop the suntanning booths and above all, quit running from your fears. Learn to stand up to them and fight back. Trust me, you sleep better at night when you know you’re doing what you can to live a disease-free life. If cancer catches up, you won’t have to waste time blaming yourself. You’ll be prepared for battle. But why wait for that moment. Why not make your body into a place where cancer can’t grow? Where it can’t thrive and spread before you know its there? That’s what I’m talking about. Prevent going down this dismal road in the first place. Because this is one place you do not
want to go.� As for her mystery, Debi says this is the first of three that have been written about the same town and heroine. “You won’t have to have read one before you read the next,� she admits, “but they will always be the same fictional characters with the same bad and good traits, the same things we love to laugh at, especially with the psychic Mini and Kathy’s kids Wendy and Warren. “Anyone living in Houston will want to read these books,� she says.�Even though the book is fiction, they will recognize more than a few things from our community. Pleasant Valley Restaurant, a 24 hour store called the Sev and a mayor named Sharon Smith.� Kathy
gets a second job in newspaper advertising sales, something Smith has done herself in the past.  “They say to write about what you know. Take that knowledge and add and subtract and twist and embellish and you have fiction. Every one and every thing is fictional, yet some of the things I’ve written do ring with some resemblance to a person, place or thing. Never will anyone be the same as they are in real life. I’m not out to hurt anyone or be malicious. If you think one of the characters is someone you know- I’ll tell you right now that you’re wrong. Even the samenamed characters will always be fictional. In real life Sharon Smith has moved on from her political career, but in this series she
will remain a fictional mayor, next door neighbor and good friend to the heroine.� As for the side story of the missing native babysitter, Debi adds “with this book, I hope to put the issue of missing young native women in the north into the hands of book readers who might not follow news about our area. Houston high school rugby player Jamie Beck was top try scorer on the B.C. women’s U18 rugby sevens team at the Las Vegas Championship last year. Now she is trying out for the Nanjing Youth Olympics next August. By Jackie Lieuwen Houston Today
“It’s my dream, my chance to do what I want to do. “There’s no words, I’m just so excited,” said Jamie Beck, 17-year-old rugby player from Houston who was selected to tryout for the Canadian Youth Olympic team. Jamie says she was asked by Rugby Canada to come to Victoria for an evaluation, where she did a fitness test and practiced with the National Canadian sevens rugby team. “It was probably the hardest rugby practice I’ve ever played in my life and it was over so quickly. “It was incredible experiencing what it’s like to train at the elite level. “I learned so much, even just from an hour and a half… it was fantastic,” she said. Jamie says the Youth Olympic tryout
is a five-day camp in Langford, B.C. next March, where she will play with the top girls in Canada, grades 11 and 12. Twelve girls will be selected for the 2014 Youth Olympic team, competing in Nanjing, China next August. “If I could make this team, it would be a dream come true,” Jamie said. “Even having the opportunity to go to this camp and learn from the best and spend a bit less than a week learning about rugby, making my skill better, and building friendships with these girls - it’s amazing. “I’m just so excited to learn more about rugby and how to get better. “For me, this opportunity is just unbelievable,” she said. After her evaluation, Jamie was put on the nontravelling reserve list for the Canadian sevens team, so if a player from their team
couldn’t compete, she would compete in their place, she said. Jamie says that between now and the Youth Olympic tryouts, she will be training and grabbing every opportunity she can to play rugby. She will tryout for the Vegas U18 Sevens Rugby team a provincially-based team one step down from Nationals, which she played on last year. She will also make a few trips to Duncan to play with a club team there, just because they can play rugby in winter, she said. In late-April she will play in the High School Provincials with the Houston Secondary School team. Training hard, eye on the prize, Jamie prepares for the chance to live out her dreams. “If I could be there, standing with my team, hearing the national anthem playing… that would be the glory,” she said.

C a n f o r C o r p o r at i o n recently reported net income attributable to shareholders (“shareholder net income”) of $28.4 million, or $0.20 per share, for the third quarter of 2013. This compares to $110.3 million, or $0.77 per share, for the second quarter of 2013 and $20.5 million, or $0.14 per share, for the third quarter of 2012. For the nine months ended September 30, 2013, the company’s shareholder net income was $200.6 million, or $1.41 per share, compared to $5.1 million, or $0.03 per share, reported for the comparable period of 2012.

A local resident talked to Houston council last Tuesday about concerns involving a lane closure connected to the new water treatment plant. Bonnie Decooman lives in a home adjacent to the water treatment plant site, and said the lane was closed off without any notice to residents. â&#x20AC;&#x153;We have always had access to the back
of our property,â&#x20AC;? she said, adding that they rent the property beside them and their renters use the alleyway to access their wood shed. Decooman said she and her husband Wayde talked to the contractors, who said the dirt and gravel will go right up to their fence line, which is nearly two feet in from their property line. Linda Poznikoff, District CAO, said council gave direction October 1 for staff to move forward with works and closing the lane - which is owned by the District of Houston. They did the first reading of the official bylaw to close the lane last Tuesday, and following that reading they give public notice and send letters to adjacent property
owners, Poznikoff said. She says there is a period for public feedback until Nov. 27, and then council decides on official approval Dec. 4. In the meantime, the lane is owned by the District of Houston and can be used for their gravel storage and works, said Edwards. Decooman says her other big concern is the spring flooding. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve lived there 15 years and weâ&#x20AC;&#x2122;ve never had a problem with flood waters or water seepage,â&#x20AC;? she said, adding that she hopes the District of Houston is considering that in their construction plans. Edwards said spring flooding is being considered and factored into their construction plans. The preliminary site preparation contract for the water treatment plant is done, and the main contract will go up for bid (tenure) in early December, Edwards said. Construction will start next April, he said.

Untangling the oil pipeline politics By Tom Fletcher Black Press
Reaction was swift and scattered after the “framework agreement” on new oil pipelines announced last week by B.C. Premier Christy Clark and Alberta Premier Alison Redford. First, here’s what it doesn’t mean. “B.C. blinked,” according to one Toronto commentator, based on the popular notion that B.C. gave up its claim to a share of Alberta’s resource royalties from heavy oil. Clark never made such a claim, so it would be difficult to give it up. Her often-repeated condition of a “fair share” of revenues from any new oil pipelines is purposely vague, but after repeated protests from Alberta, Clark clarified as far back as last June that provincial royalties are not on the table. There is no constitutional way to make such a demand, a point Redford has made several times. NDP leader Adrian Dix and the usual chorus of professional protesters claimed that Clark flip-flopped, opposing the Enbridge Northern Gateway proposal before the election and then embracing it once she was
re-elected. This is also inaccurate. Clark’s five conditions were set out before the May election, demanding approval by a federal environmental review, “world-leading” spill

Ottawa has sole jurisdiction over interprovincial projects such as Northern Gateway and the proposal by Kinder Morgan Canada to expand the 60-yearold Trans Mountain pipeline to Burnaby and refineries in Washington. If there is to be some extra revenue for B.C. from oil traffic, it could theoretically take the form of a toll on pipelines. Redford pointed out the problem with that idea in her speech to an energy forum in Vancouver last week. She noted that 42 per cent of B.C. natural gas is piped through Alberta to markets. If B.C. can toll Alberta oil, the same could be done with B.C. gas. None of B.C.’s five conditions has yet been met. Legally, they don’t have to be, except for the one about accommodating aboriginal title.

HOPE forToday Council discusses local economy aids and zoning Whose Fault?
A mother once told me of a story about her young daughter who had just broken an ornament in their living room. When she was confronted with the broken pieces, and was asked “Who did this?” she told her Mom, “Daddy did it”, even though Daddy was nowhere in sight. This would seem like a cute little story if it were only an isolated childhood incident, but we see this type of reaction happening on a daily basis all around us. Why is it so easy to blame my wife for the dish that I broke (she should not have left it on the edge of the counter)? For me being late for that important appointment (she should have had breakfast ready sooner}? Why is it usually the other guy we blame for the accident when I backed into his vehicle (he should not have parked in that spot behind my vehicle)? We are all inherently selfish. It seems that our primary task is to defend ourselves at any cost. We deflect the blame onto someone else by pointing our finger their way. The problem is, when I point my finger at others, there are three pointing back at me, and my thumb is pointing to God! The book of Genesis, in God’s word, records the first time this ever happened (Genesis 3). The first human beings, Adam and Eve, soon after they were created by God, sinned. God confronted them on their transgression. First he spoke to Adam, and Adam pointed the finger at Eve, blaming her. He even blamed God for putting him in this situation. When the focus was on Eve, she pointed the finger at the serpent, blaming him. Nobody wanted to take responsibility for their actions. We have been blaming each other and God ever since. It is only when we take responsibility for our own actions that we can change. The Bible addresses the problem of finger pointing. “You may think you can condemn such people, but you are just as bad, and you have no excuse! When you say they are wicked and should be punished, you are condemning yourself, for you who judge others do these very same things.” Romans 2:1 NLT. God is the one who will judge sinful mankind, but if we take responsibility for our own sins and confess then to him, he is willing to forgive us. “If we claim we have no sin, we are only fooling ourselves and not living in the truth. But if we confess our sins to him, he is faithful and just to forgive us our sins and to cleanse us from all wickedness.” 1 John 1:8,9 NLT Should we not want this for ourselves and for all those around us? Reporting to the Chief Electrician, this position is responsible for the installation, commissioning, repair and maintenance of all electrical apparatus in a 19,000 tonne per day modern copper and molybdenum mine. You must be able to perform in a team oriented environment of electrical and instrumentation peers. The successful candidate must possess a journeymanâ&#x20AC;&#x2122;s trade TualiĂ&#x20AC;cation and have a minimum of Ă&#x20AC;ve years experience in an industrial environment with preference to individuals with experience in a mineral processing plant. Huckleberry Mines is located approximately two hours driving time from Houston, British Columbia. Employees live in a camp environment on their days of work. The work schedule for this position is 8 x 8 (8 days on, 8 days off), changing to 7 x 7 (7 days on, 7 days off) working 12 hours per day on January 1, 2014. Transportation to and from the mine site is provided from Houston by bus and while at the mine site all meals and accommodations are provided free of charge to employees.
