Dubbed “Save Our Seafood Chowder – Defend Our Community”, the outdoor rally scheduled to take place across from Atlin Terminal from noon to 1 p.m. is part of the nationwide Defend Our Climate, Defend Our Communities day of action. Candidates touch on growth and training Looking to a brighter future

Wade Niesh, a self-employed building contractor who previously worked at the airport and as a bus driver, said his diverse work background has allowed him to get to know a wide range of people and needs in Prince Rupert. “I believe that I can take this community and apply the same logic that I apply every day as a builder, which is common sense and thinking 10 steps ahead so you don’t have to do the same thing twice. I want to help shape this community in preparation for the future,” he said. Larry Golden, who spent 35 years as a light-keeper at Triple Island, said his experience watching the city for the past decade, gives him an understanding of council and motivation to sit in the council chambers. “Previously I was trying to shine a light on city council, and I have a website where I have 10 years of history on city council, but the way things have evolved I can no longer see what is going on from the outside. Now I am asking citizens to put me on the inside so I can see what is going on,” he said. Barry Cunningham, who built a flooring contract business and currently works as the pollution response officer with the Canadian Coast Guard, said

he looks forward to working with the council on numerous issues as Prince Rupert grows. “As opportunities present themselves, we need to ensure the city is working as effectively as possible with stakeholders and the port to ensure that the city benefits from future growth. As the city benefits from projected growth, so should the First Nations and surrounding villages on the coast,” he said. James Kirk, who worked 45 years in the business sector and has served with the legion for the past 18 years, said he is a Rupert booster who believes in transparency, availability and commitment. “I will work with business to create

more jobs, which will increase the tax base and allow council to attend to the suffering infrastructure ... I support Don Krusel, the CEO of the Prince Rupert Port Authority, and his team fulfilling the vision of Charles Hays,” he said. Len Lovering, who is now retired, said he is running for council because he wants to give back to the community after seeing the impact the closure of the pulp mill has had on the town. “Fast forward 12 years later and we are faced with businesses banging on our doors ... it means the ball is in our court. We have the unique opportunity to mould our destiny ... we must learn from the past and move forward to mould our future,” he said.

Gurvinder Randhawa is a selfemployed business owner who graduated with a Bachelor of Science and Bachelor of Commerce in India, and he said now is the time to look to the future. “It is important to train Prince Rupert people for the future and I can enhance that concept to train local workers and prepare them to take advantage of new industrial opportunities,” he said, noting he is committed to openness, transparency and accountability. I think it’s going to be really good,” she said.

The District of Port Edward said it is ready to fight to keep the community’s post office operating. Councillor Christine McKenzie brought forward a letter from the Canadian Union of Postal Workers stating Canada Post “wants to dramatically cut service to improve its financial situation”, and said Port Edward needs to add their voice to other communities fighting reduced service. “I got a little concerned with what Canada Post is thinking of doing, and one of those things is to get rid of rural post offices ... they’re talking about not even having the boxes, so we would have to go to town to get the mail,” she said, a statement that found support among those in council chambers. “Port Edward built that post office to make sure we had postal service ... what gets me is we’re growing and they want to start getting rid of things,” said Mayor Dave MacDonald. One thing the union said it would like to see happen is for the upcoming review of the Canadian Postal Service Charter be open to the public, and the district will be writing Lisa Raitt, the federal

minister responsible for Canada Post, to voice their support for the idea. “I think that is the important thing, that we have the right to express our opinion during this review,” said Mayor MacDonald. Canada Post spokesperson Anick Losier said there are no definitive plans for changing service, but discussions about the future of Canada Post are ongoing. “At the moment we know the current business model is broken,

it doesn’t meet the needs of current Canadians, so we are having the discussion about how to meet the needs of Canadians now and into the future,” she said, noting the company is “very much concerned” about its long-term viability. “We do have a special relationship with rural communities because a lot of the time we are the only ones who will deliver there ... we will continue to be the lifeline to rural Canada, but what that will look like is still being discussed.”

Boomtown Port Edward?

W

hile many eyes around the country are on Prince Rupert as a potential boomtown with the development of the LNG industry, the District of Port Edward has been quietly preparing for a bright future. Under the radar of the national media, but well covered by the Northern View, Port Edward council has been proactively working with industry and developers to position itself as a boomtown in its own right. In the recent past, Port Edward has sold a large chunk of land to the PTI Group to develop a massive work camp for construction workers, has sold 11 acres of land to energy giant AltaGas for what will probably be a floating LNG terminal or a propane Shaun Thomas export facility, has constructed a brand new school while leasing out the former building to Pacific NorthWest LNG and the PTI Group to create a new business/office space in a town that was otherwise devoid of such. There is also talk with a developer to purchase and improve the community’s trailer park. Outside of work being done with companies, the community has completely revamped its Official Community Plan to outline areas of future industrial and residential growth, has planned for a major bypass road to keep truck traffic off of the main road by the school and is using the money from previous land sales to try and purchase additional crown lands that may be of interest to the business community. While the major media may not be entirely aware of what is happening in Port Edward and its potential for growth, BC Premier Christy Clark knows what “Dancing Dave” and the rest of council are up to. Out of all of the communities in B.C. she could have mentioned as successes in a highly public speech to the members of the Union of British Columbia Municipalities, she shone the light on the District of Port Edward. While people in Prince Rupert are rightfully excited about the potential growth of the community, Port Edward is preparing for growth that is just as significant. And that bodes well for the future of the North Coast.

Pipe up before pipes put down Coal trade sustains

Editor: TransCanada Pipelines and Spectra Energy, plan to build pipelines to transport natural gas from the fracking grounds of northeastern B.C. to LNG plants on the west coast. Pipelines would pass though the Kispiox Valley, following different routes, on to Cranberry Junction and westward. Each of the three 48-inch diameter pipes (Spectra proposes two), would have the capacity to move nearly four billion cubic feet of gas per day, all for export. This would be more than twenty times the province’s current domestic use. The National Energy Board reports: natural gas pipelines of smaller diameter, but of similar length, experience one operational leak annually, and one catastrophic failure every seven years. Roads would parallel each pipeline’s entire length. A large swath would be cleared and sprayed to prevent vegetative growth. There would be over 1,300 stream and river crossings on each route, including the Babine, Skeena, and Kispiox. Construction crews would temporarily dam and divert many salmon bearing streams. Spectra Energy has stated

At the moment, people in eastern Canada are outraged and fighting TransCanada’s plan to convert a major natural gas pipeline system from gas to oil. In Alberta, oil pipeline ruptures occur on average twice a day. Only the larger ones require reporting. Is this what we collectively want for our territories, our lands, and our salmon? A sensible plea for signatures Editor: Sensible BC marijuana petitions have been out for just over a month and a half. This is an official, province-wide petition, just like Stop the HST. It has deadlines, and we are required to get a minimum of 10 per cent of registered voters in each of our 85 electoral districts. This grassroots campaign is driven by the people of B.C. for the people - both for medical users, and recreational use. Registered canvassers volunteer daily to sit outside, in various locations, and wait for people to sign the petitions. Most people don’t realize how important their signature is. Because of the nature of this petition, most people do not realize that we are out there every day for their children’s future. That’s why most people I sign in a day are over 60. These folks know the impact of a possible criminal record, or jail time to a family member. For what? A harmless and beneficial plant. No one will ever know you signed the petition.

We do not sell these names; they go to the head office for counting and then will be delivered to Elections BC in Victoria in early December. Also, it is clearly stated in the Initiative and Recall Act that no one shall be punished in any way for signing a petition presented by Elections BC. Next, you should sign the petition even if you are opposed to the initiative. The reason is in order to have the referendum, and the discussion to begin, on ways to implement or change our proposals we must have enough signatures in the petition phase. You also will be able to cast your ballot either in favour or against the actual referendum question next September. How often do we really get to enact changes to laws? Join in on the democratic process? Be heard? End prohibition? And make history all with one little signature. Tumbler Ridge family

he District of Tumbler Ridge is receiving much-deserved attention, as it once again becomes a focal point of Canada’s coal mining industry. The community is already home to two of northeast British Columbia’s four operating mines, which enjoy the advantage of direct rail access to the Port of Prince Rupert and the Asian markets served by its gateway. Additional investments worth hundreds of millions of dollars are being made to expand current operations or to open new mines in the area. It bodes well for the future of families like Doug Taylor’s. The Taylor family has been mining since the early 20th century, when Doug’s grandfather worked in underground mines on Canada’s east coast. They were among the original families to move to Tumbler Ridge when the community was founded in the 1980s to support new mining operations that would supply Japan with metallurgical coal for steel making. However, the history of Tumbler Ridge has been a turbulent one since its inception over 30 years ago, something Doug and other residents are all too familiar with. “It’s really been the same for years,” says Doug. “We have no control over the price of coal, the market is up and down all the time, and the jobs tend to come and go with it. I think that’s something everyone realizes up here. “But it’s what we do, and we’re proud to be making a positive contribution to our community and supporting other jobs in the province that depend on this resource.” Doug has been a heavy-duty mechanic at Walter Energy’s Wolverine mine for the last seven and a half years, during which time he welcomed the birth of his third child and watched his family in Tumbler Ridge grow. Today his extended family is nearly 20 people strong, and he describes them as typical residents who enjoy the close-knit sense of community and the abundant wildlife and recreational activities found in their backyard. Doug’s two sisters-in-law, Gina Taylor and Christine Banham, are also among the 475-person workforce at the Wolverine mine, and share Doug’s cautious optimism for the future of their community. “We all know there’s a risk of getting laid off at any time, but that’s part of coal mining and that’s part of the industry,” said Gina. “There’s lots of coal here and there’s lots of opportunity. As long as we can take advantage of it, and the companies we’re working for are smart about it, there’s going to be opportunity here for a long time. “A lot of us in Tumbler Ridge have a good understanding that what we are producing is good met coal, which is a strength we have here and elsewhere in B.C. Developing LNG just makes sense for B.C. Editor: With recent events bringing attention to hydraulic fracturing, I think it is important for British Columbians to know the facts about natural gas operations in our province. B.C. has been producing natural gas for more than 50 years. Hydraulic fracturing, the technology used to extract a large portion of our natural gas, has been occurring for decades. Our extensive experience has enabled us to put strict rules in place to govern how the industry conducts its business, ensuring it is rigorously monitored and as safe as possible. We were the first province in Canada to make it mandatory for industry to disclose the fluids used in the hydraulic fracturing process. The online registry - FracFocus.ca - provides information about our regulations and an account of each well drilled. Our province’s geology provides us with natural advantages over other areas in North America with the hydraulic fracturing process occurring in B.C. kilometres away from the surface and below impermeable layers of rock and

soil. When wells are drilled, they are lined with cement to a depth of 600 metres to protect our soil and water. This provides even more protection for our drinking water. As well, water usage is carefully monitored and protected in British Columbia. The net result of both our strong regulatory framework and our geology is that B.C.’s water supply is protected and safe. It has never been contaminated as a result of hydraulic fracturing. To ensure industry adheres to our rules, we have a dedicated provincial regulator in place. The BC Oil and Gas Commission has expert geologists, hydrologists, and engineers to ensure natural gas work remains safe. And while the experts do their job, we continue to do ours. The provincial government has made sound policy decisions to support responsible natural gas development. World-leading regulations and best practices continue to guide how we operate. Our government supports responsible growth and development because it makes

long-term sense. We want industry to grow in an environmentally sensible manner so all British Columbians can benefit directly from natural gas production. We recognize safe exploration as an opportunity to support and grow our economy. Revenue generated enables us to better protect our environment and pay for important services such as health care, education, infrastructure development and more. The reality is we must strike a realistic balance between the needs of our families and strong communities, and the need to be responsible stewards of our environment. We need to accomplish both to be successful in the long term. And we are confident we are doing that on many fronts. For instance, to address growing demands from many industries, we are updating legislation with the proposed Water Sustainability Act. Following opening statements at Wednesday’s all-candidates forum, the candidates answered two questions prepared by the Prince Rupert and District Chamber of Commerce and the Prince Rupert Labour Council, organizers of the forum. The first question related to addressing the many infrastructure needs of the city while maintaining operational and financial sustainability. Larry Golden said the key to achieving that was providing as much information as possible to the public through the Internet; Barry Cunningham, through a statement, said a new industrial tax base would go a long way to providing the needed certainty; James Kirk also pointed to making more information available to the public online; Len Lovering wanted to hear from people what their priorities are and explore grants; Gurvinder Randhawa said the provincial and federal governments need to bear the brunt of the costs for Prince Rupert to grow as needed for industry; and Wade Niesh said the city needs to be looked at as a business and have a review done similar to what would be done in a business nearing bankruptcy. The second question related to working with large and small business to ensure benefits for all. What you need to know about tsunamis By Martina Perry

metres,” Moore said, adding 65 to 70 centimetres was the largest wave seen in North Coast communities. Moore said people’s first warning of a potential tsunami is an earthquake. Those living in a tsunami danger zone should move to higher ground immediately once the shaking stops and stay there until directed otherwise. It’s important to note people shouldn’t wait for official warning because the earthquake is the warning. If people notice a sudden rise or fall of sea level or a loud roaring from the ocean, these are warning signs of a tsunami. The next portion of the information session revolved around notification, with Anne McCarthy, weather services specialist from Environment Canada, informing people of how they can be notified of a potential tsunami. Notifications come from the National Tsunami Warning Centre, which spreads the information to agencies like Environment Canada and EMBC, who then spread the word in various ways. McCarty mentioned a number of ways people can be alerted of a potential tsunami, but focused on the value weather radios can have in a tsunami notification. Modern weather radios include a variety of special features, such as the ability to have the radio only warn users of tsunami notifications. Some of the radios will automatically turn on if there is the possibility of a tsunami.

Just over a year has passed since the North Coast was rocked by a 7.7 magnitude earthquake and tsunami warning. The event was an eye-opener for many British Columbians who realized they were not prepared for “the big one”. Representatives from Emergency Management BC (EMBC) and Environment Canada have been travelling around the province holding tsunami public education forums in various communities, including an event the City of Prince Rupert helped put on at Northwest Community College last week. The event started with a “tsunami 101” information presentation by Teron Moore, a seismic specialist from Emergency Management BC. Moore said the fact that there was a tsunami warning on the North Coast was not expected. The tectonic plates of the Queen Charlotte Fault have been known to move horizontally, which scientists have proven wouldn’t create an uplift of the ocean floor to create a tsunami. However, last October’s earthquake did create a tsunami warning for a short period of time. “Mother nature always throws these little uncertainties, and in fact in the Haida Gwaii event there was some uplift of the ocean floor significant enough to cause large waves on the west coast of Moresby Island to the measure of five to seven

“It’s like a smoke alarm, but in this case it’s for weather. I don’t get up and walk through my house checking for fires every night. I have smoke alarms,” McCarty said. McCarty said Environment Canada is currently installing coverage for Weather Radios in Prince Rupert and Masset, and will also add coverage in Sandspit. As for the tsunami danger areas in Prince Rupert, fire chief Dave McKenzie said if a tsunami were to be heading to the shores of Prince Rupert, it would be in the form of a water surge, not giant waves. Prince Rupert’s emergency services crew focused on notifying Rupertites in the Beach Place and Water Street area of a potential tsunami in October and January, with McKenzie saying that area is one of

the few areas at risk as they are about 30 feet above sea level. “There’s a few of the large boats in the harbour, [a water surge] may dislodge one of them and be a hazard that ends up on the beach,” he said, adding if people move up to the intersection on 11th Street and Park Avenue they’re safe. In Port Edward, people living near the shore are asked to move up to Skeena Drive, which fire chief Shawn Pettitt said is considered the safe zone. McKenzie said Rupertites need to be prepared to be self-sufficient for 72 hours in case of an emergency by having an earthquake kit with water, food, cash, flashlights, clothing, batteries and more.

Ridley Terminals Inc. (RTI) took another step to ensuring northwest students are prepared for the skilled labour jobs projected for the region. RTI recently donated several pieces of machinery to Northwest Community College (NWCC) to be used for demonstrations, troubleshooting and repair practices in the college’s heavy duty equipment technician program. Students in the course will now get to learn hands-on with two dozers, an excavator, a grader, a forklift, an ambulance and a flat deck truck. “As Ridley Terminals continues to be committed to building human capacity through educational initiatives ... the donation of decommissioned heavy equipment from our site to the heavy duty mechanic program at NWCC was a natural choice for us. We are very happy to contribute to the learning of students in our region,” Michelle Bryant, corporate affairs manager at RTI, said. RTI and NWCC already have an existing partnership, along with the Prince Rupert School District, through the Coastal Pathways Partnership agreement, a program that aims to provide skills training initiatives and projects that benefit the North Coast region. Denise Henning, NWCC’s president and CEO, said RTI is a valued industry partner of the college’s. “[RTI’s] generous donation of this equipment further enhances the quality education and training students receive at NWCC. It gives trades students the opportunity to practice, hands-on, what they are learning on equipment that reflects the real world work environment,” said Henning.

Fairview Terminal saw 44,699 twenty-foot equivalent unit (TEUs) move through the operation in October compared to 50,720.5 TEUs last October, a drop of 11.87 per cent. Monthly declines have resulted in a 5.66 per cent decrease in traffic so far this year at Fairview Terminal compared to the same time period in 2012. 445,647.5 TEUs have moved through Fairview year to date in 2013 compared to 472,391.4 in 2012. Both imports and exports were down in October, with exports seeing the largest decrease. Last month, 20,302.5 TEUs were exported out of Fairview

Terminal, down 15 per cent from last October when 23,905 TEUs were exported. On the import side of things, there were 24,396.5 TEUs imported through Fairview last month, compared to 26,815.5 TEUs in October 2012, a drop of nine per cent. Once again, the lower imports and exports has meant a year to date fall of nearly five per cent in imports and 6.5 per cent in exports. However, all other Port of Prince Rupert operators saw an increase in traffic last month, with Ridley Terminal seeing the highest month-over-month increase. In October, 1,1 million tonnes were moved through Ridley Terminal, increasing 103.6 per cent when compared to last October’s total of 541,606 tonnes. The year-to-date amount went up 16.5

per cent this year, with 10.5 million tonnes being moved thus far in 2013 in contrast to nine million in 2012. The Prince Rupert harbour saw the second highest increase last month, moving 57,678 tonnes of logs, which is up 103.46 per cent from last October when 28,348 tonnes of logs were moved. This year’s year-to-date total is up 38.16 per cent, with 355,560.7 tonnes of logs being moved in the first 10 months of 2013 compared to 257,349 in 2012. Prince Rupert Grain also had an impressive month, improving tonnage by 20.67 per cent month-over-month. In October, 604,822 tonnes were moved through Prince Rupert Grain, up from 501,223 in 2012 an improvement of 13.8 per cent.

Region’s jobless BG Group commits $5 million to youth Focus to be rate unchanged on North Coast

The jobless rate held steady in northwestern B.C. in October compared to September, Statistics Canada on Nov. 8. For both months, the jobless rate was 5.5 per cent and for both months, the rate was better than the provincial average. So far this year the Northwest has enjoyed a steady reduction in the jobless rate with percentages now in the single digits, a situation improved from a year ago when the rate hovered in the low double digit range. If the jobless rate held steady from September to October, so did the number of people in the workforce, indicates Statistics Canada. The workforce number of 43,700 remained the same for both months from the North Coast to just this side of Vanderhoof, as did the number of people working at 41,300. In September, the Northwest had the third lowest jobless rate in the province. In October, the northwest had the fourth lowest jobless rate. The Kootenays posted the lowest jobless rate of any region in the province in October at 3.7 per cent with the Northeast coming in at 4.9 per cent and the Cariboo at 5.4 per cent. In October the provincial jobless rate was 6.5 per cent and in September it was 6.2 per cent. Employment was little changed for the second consecutive month across Canada, reported Statistics Canada, and the unemployment rate remained at 6.9 per cent in October.

The BG Group wants to make sure youth in the province have the tools needed to meet the demand in job growth projected for the liquefied natural gas (LNG) industry, and on Wednesday the company made a multi-million dollar commitment to help. The BG Group, proponents of the Prince Rupert LNG project on Ridley Island, announced a five year, $5 million funding partnership with the Canadian Youth Business Foundation to develop youth-led businesses in B.C. In making the announcement, the BG Group said the money comes with a focus on enhancing opportunities for First Nations and communities that are near the terminal site. “That is where our business interest is and that is the area we are considering investing in. When you invest, you need professional jobs to support business activities, and that is why we want to see this funding go back to northern B.C.,” said spokesperson David Byford, with CEO Chris Finlayson noting the numerous opportunities that come

with LNG development. “We foresee industrial growth creating significant opportunities for the western Canada workforce. Our relationship with the Canadian Youth Business Foundation represents an investment in the future — the young entrepreneurs who receive start-up funding today may well be serving a vibrant LNG sector tomorrow,” he said. Finlayson was joined at the announcement by both Premier Christy Clark and Minister of Natural Gas Development Rich

Coleman, both of whom welcomed the partnership. “BG Group is investing directly in the future of our northern communities. This is the first of many social benefits we expect to see as a result of liquefied natural gas development,” said Coleman. The Prince Rupert LNG project is expected to create between 400 and 600 full-time, permanent positions and require as many as 3,000 workers during the construction phase. The BG Group expects to make a final investment decision in 2016.

According to Central Interior Hockey League president Ray Hallock, the reversal came as a result of the Demons playing a suspended player. “Kitimat player Jordan Goncalves received a fighting penalty in the last 10 minutes of the Terrace game on Friday, Nov. 1. Under Hockey Canada Rule 4.6, this called for an automatic one game suspension,” he said, noting the infraction was quickly picked up on by the league. “The scoresheets for all games are reviewed by the league statistician after each game. The Prince Rupert Rampage will be glad to get home. After picking up a pair of bonus points following a CIHL decision to award the club a post-game win over the Kitimat Ice Demons for the illegal use of a suspended player, the Rampage were outscored 18-5 in a pair of weekend games versus the Williams Lake Stampeders, 10-3, and the Quesnel Kangaroos, 8-2. On Sunday, two goals just 12 seconds apart early in the second period cemented what would become a Quesnel runaway as the Kangaroos jumped all over the Rampage 8-2. Quesnel bounced out to a 3-0 lead in the first but goals by

Dale Campbell honoured with provincial award BY MARTINA PERRY PRINCE RUPERT / The Northern View

A Prince Rupert artist has been provincially recognized for her work. Dale Campbell was one of five First Nations artists to receive the 2013 BC Creative Achievement Award for First Nation Art, recently announced by Premier Christy Clark and BC Achievement Foundation Chair Keith Mitchellon Nov. 5. “I’m really excited about it. I’m really thankful,” she said. Campbell has been carving for more than 40 years, first starting under the mentorship of Dempsey Bob, who was one of the judges of this year’s award recipients, and Freda Diesing. The Tahltan/Tlinget artist finds inspiration for her pieces from traditional First Nations stories. Over the years Campbell’s art has taken her on a journey around the world and the country. “I consider myself to be very lucky,” she said. “If you find something that you love doing, you never know where it’s going to take you. You have to work on what you love and whatever comes along is [a bonus].” A number of years ago Campbell and her brother were selected to travel to China for a festival where they carved a totem pole, representing aboriginal people of Canada. Furthermore, Campbell designed and constructed a button blanket that was selected for the year-long exhibition “Robes of Power: Totem Poles on

Campbell’s art has also taken her to Arizona, when she was selected to take part in the Heard Museum Guild Indian Fair and Market in Phoenix, competing with hundreds of aboriginal artists from all over North America. Earlier this year, Campbell won first place in the Non-Pueblo wood carvings category of the competition. This March, Campbell will be returning to the art show, bringing a number of pieces including a rattle she is currently working on. In the 1980s, Campbell was part of the National Native Role Model Program which selects role models to travel around Canada visiting schools and remote communities to inspire aboriginal youth. “I used my artworks as an example of where I was going and getting the kids to identify with me,” she said, encouraging First Nation youth to stick with their ambitions. “As long as you’re working hard and trying to develop yourself as an artist, doors will open,” she said. “The great thing about being an

I think that’s the biggest reward to hear that, especially when it’s another woman.” Campbell, along with Old Massett’s Marlene Liddle, Tofino’s Joe Martin, Terrace’s Ken McNeil, Sammy Robinson from Kitamaat Village and Lifetime Achievement Award winner Mandy Brown will be presented with the awards at a November ceremony in Vancouver. The six First Nations artists will join 37 others the foundation has recognized over the last seven years.

Premier Clark said First Nations art is a source of pride for all British Columbians. “These ... artists are carrying on a legacy that stretches back thousands of years, preserving a rich tradition for generations to come,” she said. RCMP warn of illegal hunting BY CPL. GLEN BRECKON MASSET / Masset RCMP

Masset RCMP responded to 25 calls for service from Oct. 29 to Nov. 4. This included four drunk in public files and four breach of peace/`disturbance files. On Oct. 29, it was reported that over the weekend someone had attempted to break into the Wellness House on Collison Avenue. It appeared as though someone had used a pry bar to try and gain entry through the door. The door was heavily damaged but entry was not gained. RCMP are still investigating this incident and anyone with information is encouraged to contact the RCMP. On Oct. 30, RCMP responded to a report of an intoxicated male passed out in the old Military Barracks. Members attended and located the male. The BC Ambulance Service was called to assess the male before he was lodged in cells until safe and sober. A small quantity of marihuana was located on the male when he was searched. Hallowe’en was relatively quiet for the Masset RCMP. Extra members were on shift and patrols were conducted throughout the evening in Port Clements, Masset and Old Massett. The people out and about in all the communities seemed in great spirits and out to have a good time. The RCMP only had two calls for service over the evening. One was a traffic complaint in Old Masset and the other was an individual found in breach of his conditions in Masset. In the early morning hours of Nov. 2, the Masset RCMP were called to disturbance at a residence on Hill Avenue. Members attended and found several intoxicated people inside the residence. The intoxicated complainant said the problem person had left and refused to provide any further details to the police, saying it was none of their business. Unfortunately this is a common occurrence. People should expect the RCMP to ask questions after they arrive in an effort to determine what transpired in order to ensure safety and that no one is hurt. The Masset RCMP have heard some concerns about illegal hunting and shooting activities in the areas around Port Clements. These activities are concerning to the RCMP as they involve the careless and unsafe use of firearms. This is a prime time for deer hunting and there is a lot of hunting pressure in the area. RCMP would like to encourage people to report any suspicious activity they observe while in the outdoors. This includes obtaining licence plates if possible, which will allow the RCMP to initiate and conduct follow up investigation into any alleged violations of the Criminal Code, Firearms Act, Wildlife Act and Hunting Regulations. Marlene Liddle, a cedar weaver from Old Massett, had to keep quiet about her most recent achievement. But Liddle is happy Premier Christy Clark and BC Achievement Foundation chair Keith Mitchell have announced the recipients of the 2013 BC Creative Achievement Award for First Nation Art, with Liddle being one of five British Columbians to receive the award, along with Lifetime Achievement Award winner Mandy Brown. “I was ecstatic ... I knew several months ago, but had to wait to make the public announcement. It was really hard for me to not tell my family I got this award,” Liddle said. “I was really happy to be able to tell them.” The Creative Achievement Awards honours British Columbian artists whose work is judged to be original and innovative while having practical function. “It’s pretty fantastic to be selected. It means I’m getting recognized for my hard work and dedication,” Liddle said. Liddle began gathering and

In 2008, Liddle started her apprenticeship under Carty in the traditional disciplines of cedar bark hats. “[Christine Carty] pretty much told me I had to start weaving. I was getting too old to climb around in the bush,” Liddle said. Today, Liddle creates traditional cedar hats and baskets in a contemporary style, incorporating traditional techniques and modern materials. Liddle weaves with mainly red and yellow cedar, as well as occasionally using waxed Irish Linen, copper, steel, brass and the occasional bead. Working full time, Liddle does her weaving in the evenings while her husband watches television. It takes the Haida artist approximately 15 hours to complete a traditional hat,

not taking into consideration the harvesting and prepping of the bark. She has also completed more lengthy projects, including a Texan-style hat and a buret. Along with receiving the BC Creative Achievement Award for First Nation Art, Liddle considers receiving a BC Arts Council grant in May as a highlight in her art career. The grant was given to her to create a pounded cedar bark rope using waxed Irish Linen for the piece. “It was the first proposal I wrote, which was outside of my comfort zone,” she said. Liddle also said being featured in the quarterly magazine for the American National Basketry Organization was another highlight, as well as having advertisement on the BC Ferries vessel that travels to the islands. “That really gets my name out there,” she said. Liddle, along with Prince Rupert’s Dale Campbell, Tofino’s Joe Martin, Terrace’s Ken McNeil and Sammy Robinson from Kitamaat Village will be presented with the awards at a November ceremony in Vancouver. The six First Nations artists will join 37 others the foundation has recognized over the last seven years.

Skeena - Bulkley Valley MP Nathan Cullen has ruled out switching from federal politics to the provincial scene to seek the leadership of the B.C. NDP. Cullen made the announcement through his Facebook page on the afternoon of Nov. 8, saying there is much more to be done in Ottawa. “I believe that I must complete the work that was started by Jack Layton and continued with the leadership of Tom Mulcair to help build Canada’s first federal New Democratic government,” he wrote. “I will continue to do all I can to stop Stephen Harper’s regressive plans for Canada and

British Columbia - stripping environmental laws, the Enbridge Northern Gateway pipeline, the tearing of the social safety net to name a few. B.C. will be one of the key battlegrounds in the 2015 federal election. I want to do all I can to help create a national government we can feel proud of.” Cullen, who finished third in the federal NDP leadership race, was seen by many as a strong contender to replace Adrian Dix. “I have been humbled and inspired by the calls, posts and many conversations over the last number of weeks and believe firmly that all the elements exist for our party to renew itself in British Columbia to form government in 2017,” he said of the party’s future.

The District of Port Edward is moving ahead with its plans for temporary rezoning permits, but more of the say in the matter is being put into the hands of individual councillors. The bylaw, which allows parcels of land to be rezoned for three year periods and up to six years in total without going through the rezoning process, originally put the decision to approve any applications in the hands of the mayor and the chief administrative officer. But at the Nov. 5 council meeting, Coun. Knut Bjorndal said he wanted to see that changed following a public hearing on the matter earlier in the night. “We could have an instance where this

council, or future councils, have something the mayor and CAO approved but council is opposed to,” he said. The idea of bringing these applications before all of council not only found support from other councillors, but from Mayor Dave MacDonald and CAO Ron Bedard. “We could have something where we don’t think it is controversial, and then at the next meeting the room is packed with people saying ‘you boneheads’,” said Bedard. “At this time I have no problem with it ... it has to be council as a whole that looks at these,” said Mayor MacDonald. Traffic light Drivers urged to beware wildlife delayed to Animals moving as snow falls December Busy contractors to blame

It may be months behind schedule, but the Ministry of Transportation remains committed to installing a traffic light at the intersection of McBride and 9th Ave. West. The province announced plans for the light in August and it was scheduled to be installed this fall, but the time line now puts the traffic light in place by mid-December. “Provincially, there was a high demand for electrical design and engineering this year,” said a ministry spokesperson, noting the design was completed and passed on to the contractor at the end of September. “There was also a high demand for electrical projects for the ministry’s electrical contractor.” The pedestrian-controlled light was something both the City of Prince Rupert and the Prince Rupert School District were seeking. The school district began the conversation shortly after Prince Rupert’s two high schools amalgamated, contacting the City of Prince Rupert in late 2012 to support the idea. The anticipated budget for materials and installation of the light is $156,000, which will be paid for entirely by the Ministry of Transportation as McBride is a provincial highway.

A number of recent collisions between vehicles and wildlife has caused Terrace-based conservation officer Gareth Scrivner to put a call out for drivers to both exercise caution and also to report an incident as soon as possible. “At this time of year many animals may be travelling to new areas before winter. Some bears will be moving to higher ground, where they can find consistent cold temperatures to den so they don’t wake up during midwinter mild times,” said Scrivner. “Also, some moose will be moving down from higher elevations to over-wintering grounds ... collisions with moose are more common in winter.” By reporting any incidence swiftly to the conservation office, the public can ensure that the animals have the best chance at being rescued and rehabilitated; euthanized to avoid suffering; or to have any edible remains salvaged for meat which can be donated through the Salvation Army. In the past two months there have been approximately six incidents involving moose and bears. One incident where a cow moose

Environmental Assessment of the Proposed Pacific NorthWest LNG

OPEN HOusE AND INvItAtION tO COmmENt Pacific NorthWest LNG (Proponent) is proposing to construct and operate a liquefied natural gas (LNG) facility and marine terminal near Prince Rupert, within the District of Port Edward. The proposed Project would be located on Lelu Island and convert natural gas to LNG for export to Pacific Rim markets in Asia. The proponent has applied for a license to export up to 19.68 million tonnes of LNG per year for 25 years starting in 2019. The proposed Project is subject to review under British Columbia’s Environmental Assessment Act and the Canadian Environmental Assessment Act, 2012 (CEAA 2012). The proponent must obtain an environmental assessment certificate before any work can be undertaken on the proposed Project. David Black, president of Kitimat Clean Ltd., made his first public appearance at a northwest municipal council meeting, speaking at length about his proposed oil refinery in Kitimat. Black, who is also the chairman of Black Press, the company which owns the Northern View, was an unscheduled presenter at the Nov. 4 meeting. As overview, Black touted the $26 billion price tag the entirety of his proposal would cost, including $18 billion for the refinery, $6 billion for a pipeline to supply the refinery, $1 billion for a fleet of tankers and $1 billion for a share of a natural gas pipeline. The refinery had earlier be estimated at $15 billion, however the inclusion of Fischer-Tropsch technology, which he said will reduce the refinery’s emissions from 7 million tonnes year to 3.5 million, will add a $3 billion premium to its cost. Black spoke to issues such as Canada’s energy policy and pipeline safety. “Canada is in danger of getting a lot of its oil landlocked, and a huge part of our economy in Canada is tied to being able to export our oil,” he said, noting Canada can only sell its oil to the United States at a significant discount. He also pointed out the U.S. is needing to import less and less oil as they refine their own supply. “So we are fighting with all the other exporters in the U.S. for a diminishing pie,” he said. “Meanwhile the oil we’re producing is going up, so we are desperate for pipelines running somewhere other than the U.S.”

On the issue of pipelines, Black said the problem he sees with projects like Enbridge’s Northern Gateway is not in the pipeline but in the tankers. “Modern pipelines don’t leak,” he said, pointed to U.S. statistics. He said the numbers show only a handful of leaks over a barrel in the last 10 years, a third of those caused by excavators and very few from ruptures. He said the pipe that ran through Kalamazoo was an older pipe and he is referring to modern construction. He admits that pinhole leaks, which could leak litres of oil a day with no alarm, are still a problem. He did say during his presentation that if he can’t get Enbridge to bring their proposed Northern Gateway pipeline to serve his refinery — which he has asked for and been denied by the company — then he hopes to serve the refinery with a separate pipeline or by rail. Coun. Phil Germuth asked Black about selling refined product locally. While Black said byproducts like butane and propane would likely be sold locally, and reduce the price in the region, complications would arise if he sold refined product in Canada. “We could provide it cheaper, but of course you’re entering into a price war to do it because there’s already a current supplier, and you’re not going to do very well at the end of that because some of these suppliers are enormous companies. They can wait you out,” he said, noting exporting it to growing economies in Asia means full price would be paid. Meanwhile he also answered questions from Coun. Mario Feldhoff about the benefit of building on the B.C. coast rather than in-land at the

source. The economy and environmental considerations come into play for that. For one, Black hopes to construct large units for the refinery, such as 300 foot distillation towers, in lower cost areas and bring them in, which reduces the cost. Transporting pieces of the refinery further inland from the coast would add $10 billion to the cost, he said. It would also mean that instead of one pipeline bringing in the diluted bitumen from the oil sands, there would be eight pipelines transporting refined product to the coast. “You don’t want to have to put in eight pipelines from Edmonton to the coast, you want to run one,” he said. As for next steps, Black wants to get financing for a feasibility study he expects to cost $200 million, which would be undertaken during anticipated environmental reviews he wants to submit for this fall. He will also be seeking First Nations agreements regarding potential pipeline arrangements through traditional territories, and wants a memorandum of understanding with the Government of Canada to get loan guarantees worth $8 billion to finance the project.

The B.C. government has spent 10 years and $66 million on meetings and consultants to discuss aboriginal “governance” of children in protective care, while actual services such as domestic violence safe houses remain inadequate to meet the need. That conclusion emerges from a new report from B.C.’s Representative for Children and Youth, Mary Ellen Turpel-Lafond, who calls it a “confused, unstable and bizarre area of public policy” where millions continue to be spent without accountability. “For example,” Turpel-Lafond wrote, “nearly $35 million was spent discussing regional aboriginal authorities, including large expenditures on paying people to meet, hiring consultants to facilitate those meetings, and producing materials of questionable practical value following such meetings that almost never addressed the actual difficulties children and youth were experiencing in their lives – issues such as parental addiction, domestic violence, poverty, neglect and the need for mental health services or special needs support.”
