Recipe contest features Ambrosia apple

Contributed The apple discovered in the Similkameen is being featured in an online recipe contest. Ambrosia Apples announced October 29 it has launched its Orchard to Table Recipe Contest online at ambrosiaapplescontest.com Ambrosia apples were discovered in the Mennells’ Cawston orchard. In the early 1990s, workers in the orchard picked and tasted the bi-coloured apples from a lone tree unlike the others in the orchard. The fruit was so good they stripped the tree clean. The Mennells took over where

mother nature left off and created more trees. To their excitement, the resulting apples were as perfect in appearance and taste as the apples from the original mother tree. The bi-coloured apple was named Ambrosia, which in Greek mythology means food of the gods. The apple was registered in 1993 and over the past 20 years, it has grown in popularity and is now grown and available for purchase worldwide. The contest began 9 a.m. November 1 and will run through to December 10 at 4 p.m. Full rules and regulations can be found online at: ambrosiaapplescontest.com

New play in the works for Cawston Players Contributed Cawston Players are at it again, as they make preparations for their Christmas season offering at Cawston Hall. The theatre group will be performing in “Hotel Bethlehem,” Friday, Saturday and Sunday, December 6, 7 and 8 this year. The play begins at 7 p.m., Friday and Saturday. A Sunday matinee is planned for 2 p.m. The play, it must be noted, is a comedy meant for a mature audience, not suitable for children.

Grist Mill faces funding grind Province ponders future options for the Grist Mill, including property sale By Steve Arstad news@keremeosreview.com The regional district Community Services Committee and a gallery full of Grist Mill proponents heard about the province’s latest plans for the heritage site at the regional district board meeting on November 7. Richard Linzey, Manager of Heritage Programs and Services, part of the Heritage Branch, took the board on a short trip down memory lane as he outlined the property’s history, including the changes in provincial policy with respect to operation of the site over the past 40 years. The Grist Mill has been a designated Provincial Heritage Site under the Archaeological and Historic Sites Protection Act since 1974. The site was developed into a tourist attraction through the 1980s and early 1990s. In 1994, the Heritage Conservation Statutes Amendment Act gave authority to provide heritage conservation as a service in the Local Government Act, among other statuates. It was also recognized at the time that historic places are “best identified and most effectively cared for by the communities for which they hold significance.” In 2003, however, a core services review came to the conclusion that the province should provide leadership in heritage conservation, but leave stewardship of heritage property to local government as a community-based responsibility. Betweeen 2003 and 2007, $65,000 was provided on an annual basis to subsidize the cost of operating the Grist Mill as a gated heritage attraction. Site revenues peaked in 2002-3, then declined from $150,000 annually in to $46,000 in the 2005-6 season. In 2007, the RDOS commissioned a business case analysis for the Grist Mill from the Similkameen Valley Planning Society. The study identified the level of investment required to bring the mill back to peak operational levels. The plan also investigated a traditional gated attraction model and determined that it would take six years and $400,000 in operations and maintenance subsidies to reach the break even point. After assessing the business case, the RDOS opted not to enter into a partnership agreement with the province. From 2009 until 2012, the mill operated as a gated heritage attraction, run by Jim and Brenda Miller of Port Moody.

Editorial Provincial commitment needed at the Grist Mill It appeared to many that under operator Chris Mathieson, the Grist Mill had finally turned the corner towards financial self sufficiency. However, regional politicians were dismayed to find the historic site’s future once again appears to be uncertain. Heritage Programs and Services Manager Richard Linzey presented a number of potential options the province is in the process of contemplating to regional district committee members last week, none of which Similkameen directors consider palatable. Mathieson seemed to be well on his way this summer to finding that elusive formula that would allow the province to achieve its goals for the Grist Mill - financial sustainability. That was the goal expressed through a 2007 business case study and a 2011 workshop involving the local community. However, financial stability doesn’t happen overnight, (nor was it projected to) and less than a year into Mathieson’s tenure, the province appears to be accelerating its desire to divest itself of its local heritage site, at any cost - in spite of hundreds of thousands of dollars spent funding the mill over the past decade, with no defined performance expectations through that period. Money is tight in provincial coffers - we get that. We understand the need to get the province’s books in order. But that priority should not allow the province to relinquish its responsibilty to heritage sites in the province, most of which are in places (like the Similkameen) that need the historical protection the province can offer as well as the tourism aspect that locations like the Grist Mill bring to a region. Mathieson has indicated that he would like to be here for the long term - that he has a vision for the future of the mill and the energy to make it happen. All he needs is the not unreasonable commitment - of public funding in the short term - that previous consultation has indicated as necessary for a business model at the mill to succeed.

Costs outweigh benefits of expensive off-road vehicle regulations By Jordan Bateman Canadian Taxpayers Federation “There is no such thing as free regulation,” John Hutton once said, and the Brit was right. Every rule set out by government comes with a price – both to individual freedom and to taxpayers’ wallets. Sometimes, the regulation is worth the loss of freedom or the cost. Few begrudge spending tax dollars or the loss of freedom to have the Auditor General review the province’s books. But when government attempts to solve a problem that appears to be overblown, regulation becomes expensive and unnecessary. For decades, one of the perks of living outside B.C.’s urban areas has been easy, free access to some of the most beautiful and diverse wilderness on earth. Rural British Columbians often use allterrain vehicles (ATVs) and other off-road vehicles (ORVs) to enjoy the 94 per cent of B.C. that is crown land – collectively

owned by taxpayers. But the provincial government is preparing to tinker with the Motor Vehicle Act to bring in new regulations – and, naturally, new fees – that will make owning an ORV a lot more expensive. The cost to individual ORV owners, and to provincial taxpayers as a whole, could be substantial, although the government’s website promoting this “ORV management framework” is suspiciously light on tax and fee details. Henry Van Soest is a realtor in Williams Lake and an avid ORV rider. He knows precisely what the effect of these changes will be: “More tax, more user fees, less freedom, increased legal costs, and much more restriction to using our crown lands,” Van Soest told the Canadian Taxpayers Federation. “Anytime you have hundreds of thousands of potential tax or fee targets [ORV drivers] government just cannot sit back and let well enough alone.” Many questions remain. How much will

the ORV registration fee? What guarantees are there that the fee will remain one-time and at a reasonable level? What will that money be used for? Will expensive ICBC insurance become mandatory for every ORV? Policing these new rules won’t come cheap. Whenever a new regulation is passed, there needs to be enforcement, meaning taxpayers spending money. Will there be spot checks? ORV enforcement traps? How much will those cost, and how can a “one-time registration fee” cover ongoing, annual wages, benefits and infrastructure for more conservation officers? Or will it be downloaded onto local police forces, to add to their already significant workload? And will the police then ask property taxpayers to pay for more officers? Will ICBC have to build a special database to monitor all of the ORV registrations? Will this cost be passed on fully to the ORV owners, or seep into other insurance rates?

Those who damage environmentally sensitive areas by driving their ORVs like idiots are already being targeted and can be fined up to $100,000. Tellingly, most of the patrols for this happen in southern B.C. – near Chilliwack, Mission, Hope, Squamish, Whistler, Pemberton and the Sunshine Coast. In other words, this is mainly a southern B.C. problem, likely caused by a small handful of dummies who are not taking care of the wilderness they enter. Yet, it will be rural British Columbians living in the northern three-quarters of the province who will bear the brunt of this expensive regulation and unnecessary tax grab. The B.C. government has taken several positive steps forward in reducing regulations and other red tape in the past 12 years. This flies in the face of that philosophy and ORV owners and taxpayers should write their local MLA and ask them to rethink this plan.

Sometime in the night of October 26, or during the early morning hours of October 27, Risbey’s backyard shed was broken into and the contents rifled. The theft was undiscovered until the following morning when Risbey, out walking his dog, discovered a plastic tray full of tools - his tools - tucked into a hedge that wraps around the north and east sides of his property on Second Avenue. Curious as to how and why the container got there, Risbey went to check his garden shed, which he found in a big mess. “It took me all morning to sort it out,” he said, “there were a number of items missing.” Risbey took inventory of his losses, which included corded and cordless drills, small tools, a carpet stapler and a 20 litre Mercury outboard fuel tank. “I estimated over $500 worth of tools stolen,” Risbey said. On another curious note, a passing motorist, somewhere in the vicinity, as Risbey was unaware of the exact location - spotted and picked up other hardware of Risbey’s and turned over to the police.

Valid reasons for council members to attend municipalities conference To The Editor: In response to Mr Johnson’s letter in the November 7 edition of the Review, I will address some of his inquires as related in my experiences, as Mayor, from 2002 to 2011. The total cost for the UBCM convention is significant. Traveling to Vancouver, hotel rooms for at least four days, registration fees, and daily costs in Vancouver is not cheap. I believe UBCM is essential for our elected representatives. They have the opportunity to meet with cabinet ministers, and other senior provincial bureaucrats. Meeting with your municipal peers to discuss issues of mutual concerns to your

communities is also invaluable. The convention encompasses panel discussions and lecture which will benefit the attendee and his community. In the years I was mayor, I had many valuable, casual and formal meetings with MLA’s, and senior members of the provincial government. I would advise village taxpayers who are unhappy with the way elected officials’ dialogue with their constituents, to either run, or find suitable candidates to run in the village election in 2014. I sincerely hope that any potential candidates for next year are aware of the immense responsibility they will carry on behalf of the village. Thank you, Walter Despot, Keremeos

Reader offers thoughts on the recent Lower Similkameen Indian Band election To the Editor: For the past month many of our band members have been campaigning and organizing to be ready for the election of our next council. It has been interesting and exciting to listen in on some of the wants and ideas that each camp is putting forward that justifies their choice over others who are running for office. Like most, I believe that there is only one way to vote that will serve the membership on what I perceive to be fair and priority issues. However, in our democracy we each get only one vote and must accept what happens over the term (four years) of those who are successfully elected. The issues, and the inability to address them by the many councils over the past fifty years, appears to remain the same, with a few exceptions caused by the band taking control and running an office that directly deals with everything, thus eliminating the need for government involvement and an Indian agent. Some might ask what an Indian agent did, others have formulated opinions based purely on what they have heard, and then there are those who believe they are so knowledgeable that they can lead us better than has ever been done because it has never been right. Well, here are a few facts and ideas of why it works the way it does, and why it will probably never change if we continue to use the present mind sets. Those who do not really understand just where our (Band) income comes from and how that money was obtained should take the time to get properly informed from the money source and not believe what is provided by council, there is in most cases a very big difference. INAC funding is applied for and designated for explicit purposes based on need as would be expected by those providing the funding. We know that this funding (treaty money) is payment for land use that the federal government never negotiated beyond the part that was for Indian sustenance until an agreement for permanent control was in place. This agreement is still pending. Most of our band members are not aware that money is accessed using band member names and ear marked for their families, ( housing, health, education,

Garbage bin fires cause for concern By Steve Arstad Between November 1 and 4 the village reported six garbage container fires along Seventh Avenue. Four of the container’s lids and liners were completely destroyed, the other two sets were damaged. Cost to replace and / or repair is $1,500. “We were very lucky, as one of the containers that only had minor damage

Factors appear to be that we have no business experience at the top, we have no one to support those heading our departments, department heads are being chosen for reason other than knowledge and experience, there is no policing policy to ensure that each department is honoring and using its funding in a fair and just manner, there are too many assistants allowing department head to become disconnected, and council has distanced itself from being held accountable. Spiritual, emotional, and linguistic values are very important to preserve and identify who we are and how our communities have lived here over the many centuries, but the first things have to come first and not be overshadowed . Food,

shelter, employment, medical, communication, and care facilities, etc., etc. come a long way ahead of all others and survival proves that without these the other values cannot exist. Although we are a band of Indians with certain rights and privileges, we co-exist in a much bigger community with non-native people who we rely on to fill our basic needs in every respect. Comparing the two new councillors to those who now serving or have served in the past we see the same thought process. The personal agendas they bring may further divide us from who we really are and mix us into a much bigger group thus eroding our identity, heritage and way of life. Being Similkameen first has always been a defining factor of who we are in this native community, we now hear many referring to our heritage as being

Okanagan without the mention of Similkameen. It is difficult not to believe that there are certain movements with personal mandates that are being headed by some of our own. The outgoing council members may be confused about not being re-elected and wonder why, this again satisfies the comments made about pre-requisites. Without experience and knowledge of political ethic, the lack of accountability usually sends mixed messages to members who then grasp onto a quick fix and a vote becomes more about removal instead of a step forward. It has been interesting being on the front lines for the marijuana referendum. I would like to tell you I am not a criminal or a pot head . I am a retired business owner and I have five adult children and 13 grandchildren. It’s not necessary to finger me or call me names and interestingly, one could not smoke a joint if one was to shove it up one’s butt.

want one of my family members getting a criminal record because they got caught with marijuana or were in the company of a pot smoker. The time is now for changing this poorly thought out law. So when you see me outside in the cold and the wind I’m not the enemy. I am a person like you, but I have stepped up to the
