Minister rejects report of agricultural land reserve demise By Tom Fletcher News reports suggesting the B.C. government is considering dismantling the Agricultural Land Commission are not accurate, the minister in charge of the government’s “core review” says. A plan outlined in documents leaked to

the Globe and Mail this week is “so secret that I don’t even know about it myself,” Energy Minister Bill Bennett said in an interview. “We’re not even considering blowing up the ALC, or bringing it inside government.” Bennett said agricultural land commissioners will continue to de-

cide on applications to amend the land reserve, established 40 years ago to protect farmland from development. Bennett refused to comment on the suggestion that the province could be divided into two zones with different processes. But he said he is aware of many cases outside the southwestern part of B.C. where obviously unfarmable land remains locked in the reserve. Part of the problem has been a lack of fund-

ing to the commission, Bennett said. The current budget adds $4 million to the commission’s budget over three years. “It’s not all their fault, it’s the way the legislation is written, it’s the way their policies have developed,” Bennett said. “All of those things add up to a lot of questionable decisions being made, and certainly not in areas where they have good agricultural land like Richmond and south Vancouver Island and

Origami workshop with the arts council The Cranbrook and District Arts Council is pleased to announce their upcoming origami workshop and introduce you to guest instructor Steve Bondy. Origami, commonly considered to be an art form originating in Japan, receives its name from two Japanese words ‘ori’, meaning fold, and ‘kami’ (when compounded becomes ‘gami’), meaning paper. Bondy said that he’s ‘dabbled in origami on and off for as long as I can remember’. On his practice, he says ‘I have advanced to what I’d call the level of experienced novice, or early intermediate. I love making things and working with my hands, and particularly enjoy working with paper and wood’. Bondy’s modesty in his ability is evident in the beautiful pieces he creates from the simplest of mediums. Steve also volunteers as a Cub Scout leader, working with youth 8-10 years old, and loves teaching people new things. In his workshop on Thursday November 28, for $20 all supplies included, between 6:30 and 8:30 p.m., Bondy will introduce students to the basic folds used to create simple animals and shapes. The class will then move on to more complex models, including the famous crane. The crane is perhaps the most iconic origami piece, however not many people know how it came to be a staple of the practice. The paper crane has featured in the practice for many years, as the crane is a symbol of fortune and longevity in Japanese culture. However, the crane was made iconic because of a Japanese girl by the name of Sasaki, Sadako. A victim of the Hiroshima atomic bombing in 1945, growing up with and suffering the effects of leukemia, Sadako heard of the lore of wishes granted by the gods to anyone able to fold one thousand paper cranes. Determined, Sadako set out to fold 1,000 cranes in the belief she’d be granted a wish to save her life. Sadako sadly did not reach her goal, and perhaps realizing that she wouldn’t is believed to have changed her wish to that of world peace

and an end to suffering. Upon her death at the

age of twelve, Sadako’s friends in the hospital completed the remaining cranes, burying her with all one thousand. The workshop is suitable for people of all ages and levels, but is

intended as an introduction to the art, students will be given all the materials needed and Bondy welcomes students to bring their own paper if they would like. To register for this

Nature Trust helping to preserve the iconic hoodoos for the future Submitted

The Hoodoo Conservation Property, situated between the communities of Dutch Creek and Invermere, was purchased in 2003 by The Nature Trust of BC (TNT) with financial assistance from a number of local, regional and provincial funding partners. At 4,037 ha in size, the Hoodoo Conservation Property is one of the largest undeveloped private land parcels in the East Kootenays. In 2010, The Nature Trust of BC initiated the first phase of the Hoodoo Conservation Property Access Management Project with

financial assistance provided by the Regional District of East Kootenay (RDEK) Columbia Valley Local Conservation Fund (CVLCF). “This fencing, gating and appropriate access use information project was a planned response to motorized recreational vehicle abuses that are threatening biodiversity values on the Hoodoo Conservation Property”, said Rob Neil, The Nature Trust of B.C.’s Kootenay Conservation Land Manager. “Our primary concern is that unregulated off-road use will accelerate the extent of detrimental impacts on sensi-

tive grassland habitats and impose unacceptable levels of stress on grassland dependent species such as ground nesting birds and wintering ungulates”. Neil, who credits support from the Kootenay Conservation Program and the RDEK, commented that “in terms of effectively controlling unauthorized motor vehicle related activities and informing the public about the value and sensitivity of grassland ecosystems, this project has been a land management success story”. Kootenay Conservation Program (KCP) Manager Dave Hillary emphasizes that “the

valley has received enormous benefit from The Nature Trust’s conservation work and presence”. In 2013, the last phase of this project was completed. The next phase will involve support through provincial legislation which will enable staff from The Nature Trust to protect and maintain the biodiversity values inherent to the property. With the success of this project, The Nature Trust is now working to improve grassland habitat through the implementation of thinning and prescribed burning projects. Neil is pleased that “we are slowly reach-

ing our goals and objectives and we are maximizing the biodiversity benefits on a small portion of the landscape”. Neil adds that “the fencing component of the access management program has the added benefits of providing work to local contractors and will protect our investment in the habitat restoration work done on the property over the years. We really appreciate the work done by these contractors and by local conservation groups such as the Lake Windermere Rod and Gun Club”. The Hoodoos are available for non-mo-

Six biologists, including four from Simon Fraser University, cast doubt on the scientific soundness of management of British Columbia, Canada’s grizzly bear population in a new paper published online in the scientific journal PLOS ONE. The SFU co-authors are: Kyle Artelle, the study’s lead author, Raincoast biologist, and doctoral student; John Reynolds, a professor and Artelle’s co-supervisor; Andrew Cooper, a School of Resource and Environmental Management associate professor; and Sean Anderson, a doctoral student cosupervised by Cooper and Nick Dulvy, an SFU biologist. The manuscript, Confronting uncertainty in wildlife management: performance of grizzly bear management, was a collaboration between biologists from SFU, the University of Victoria, and the Raincoast Conservation Foundation. is the first independent, peer-reviewed study of the Ministry of Environment’s grizzly bear hunt management program. The authors tested whether government policy assured the sustainability of its trophy hunt for grizzlies from 2001 to 2011. In this period, out of an estimated population of 15,000 bears, more than 3,500 bears (including more than 1,200 females) were killed. Legally sanctioned trophy hunting took more than 2,800 bears (including more than 900 females) in the kill. In reviewing the government’s 2001-2011 record of all humancaused mortality, the researchers discovered that the number of kills exceeded government sanctioned limits in half of the populations open to hunting. In addition to a high number of overkills, the researchers discovered that the government might have underestimated the risk of overkills in up to 70 per

Senior Caregiver Network, funded by Continuing Care Mental Health, and then Interior Health, provides support and information for caregivers of an elderly person, with a long term chronic illness and lives in the community or in facilities throughout East Kootenay region. We are a non-profit agency with a volunteer Board of Directors. The support groups provide a safe, nonjudgmental place to validate feelings of anger, frustration, guilt, isolation, helplessness and hopelessness. Assistance is given how to navigate the “system” to get the kind of help needed to keep everyone healthy. Caregivers share practical ideas and coping strategies along with expectations now placed on the caregiver. Literature and educational events are made available in each community. Recruitment for Committees 2014 City of Cranbrook There are several opportunities for public participation and involvement in the City of Cranbrook advisory committees listed below. Youth of Cranbrook are also strongly encouraged to consider applying for positions on any of the Committees. Membership is open to residents of the City of Cranbrook. Advisory Planning Commission The Advisory Planning Commission advises Council on matters respecting land use, community planning or proposed bylaws and permits. Two positions are available. Board of Variance The Board of Variance is an independent body formed pursuant to the provisions of Section 899 of the Local Government Act. The Board considers requests for minor variances to the City of Cranbrook’s Zoning Bylaw regarding the siting, size and dimensions of buildings. The Board considers whether compliance with zoning regulations would create undue hardship resulting from aspects of the site as opposed to those which are personal to, or generated by, the property owner. One position is available. Cranbrook in Motion The Cranbrook in Motion Committee was formed to examine transportation planning and policy issues facing the City. There is a significant relationship between transportation, land use, social needs, traffic safety, parking and the environment. The Committee will examine these connections, in the context of both short term and long term planning, and provide recommendations to City Council for all modes of local mobility. One position is available Cranbrook Public Library Board Members of the Library Board and their successors in office are a corporation with the powers and duties given under the Library Act. Six positions are available. Economic Development Committee The Economic Development Committee provides advice and recommendations to Council on the City’s economic development strategy, Cranbrook’s competitive position, emerging economic development priorities and opportunities, and ensuring a sustainable resilient economy. Two positions are available. Applicants shall represent one of the following economic sectors: Energy and Natural Resources; Tourism, Arts & Culture. Environment and Utilities Committee The Environment and Utilities Committee provides advice and assistance to Council in the enhancement, restoration, management and protection of the City’s utilities and its built and natural environments, as well as ensuring that the community is planned to provide for environmental sustainability. Two positions are available. Highway 3/95 Revitalization Committee The Committee will identify opportunities to improve the attractiveness of the highway corridor (highway 3/95 – Cranbrook St and Van Horne St within City limits and prepare recommendations for improvement including consideration of the functional requirements of Highway 3/95 and its accesses as well as its relation to adjacent land uses and the broader community. The Committee’s focus will be to make recommendations aimed at making the highway corridor aimed at making the highway corridor more attractive to the travelling public including consideration of public and private lands. Two positions for business owners of businesses located on Highway 3/95 in Cranbrook and one position for representative from the public-at-large are available. Family and Community Services The Family and Community Services Committee provides advice to Council on issues of importance to senior, youth, homeless people and physically challenged. The objective of the committee is to provide information and insight on creating a livable, diverse and inclusive community. One position is available.

Key City Theatre Society The City of Cranbrook appoints two of the nine directors of the Key City Theatre Society. City appointed directors will be expected to provide regular reports to Cranbrook City Council on the operations of the Key City Theatre Society. Two positions are available. Wellness and Heritage Committee The Wellness and Heritage Committee provides advice to Council on priorities for planning and policy development with regards to sports, arts, leisure, culture, heritage, parks, and recreation facilities and activities. One position is available for a youth representative. Urban Deer Management Advisory Committee The committee examines the issues related to urban deer within the boundaries of the City of Cranbrook and continues to maintain and monitor an ongoing management plan and report to Council. Slugs: I would like to thank the person who had the guts to go through my yard with a cardboard box that contained a kitten in order to put in the back corner of my carport in Kimberley, in the first week of November! Slugs: On Saturday Oct 26th a person in a white pickup drove into a cart in the WAL MART parking lot because you were irate, and in a hurry. Then you jumped out shouting the worst of profanities as you threw the cart across the parking lot. After your hissy fit, you tore out of there at a very high speed. My family and I were parked beside you. My two children who are seven, and nine are way ahead of you in maturity, and IQ, I suspect. Slugs: We live in Gold Creek. We have 2 and a half hounds (2 cougar and one Basset) admittedly they do have their moments of ridiculous barking episodes but for the most part they’re pretty good. We haven’t had much complaint about them. However if the neighborhood would keep their own dogs out of my yard maybe they would bark even less! I do have remote shock collars for them but I’m sure not going to reprimand my dog for barking at intruders on my property. Especially since they can’t do anything about it because they’re in their dog runs.... Which is where dogs should be if they can’t stay on their own property. PLEASE keep track of your pets!

Getting rid of unwanted house guests A few weeks ago, I took advantage of the warm and sunny fall weather and went for a long walk with the dog in the community forest. About 40 minutes into the walk, I suddenly felt a sharp, stabbing pain in my foot. I quickly took off my boot and out flew a very disgruntled wasp. All the way back home, I pondered, how on earth the wasp would have gotten into my fairly high hiking boot without me noticing. The only reasonable scenario I could come up with was that the wasp was seeking shelter from the increasingly cold temperatures in my boot that was sitting just on the deck. Why it only noticed over half an hour into the walk that its new living quarters were getting a bit too tight? Beats me! Late in the fall, there are typically a few unwanted guests, not only in my boot, but also ones looking to crash our warm and cozy homes. Most are accidental home invaders. They arrive unintentionally, often with our help. Insects can wander in through open windows and doors, foundation cracks and broken window seals. But they can just as easily get in, riding on our shoulders or on the back of the family pet. Check for bugs on everything you bring in from the outside. Shake out and inspect the laundry from the clothesline, lawn furniture, cushions and other items from the deck that you are storing inside. You should also carefully inspect any plants coming in and pay close attention to the soil they are planted in as well. Firewood is another bad culprit as it may not only have insects but their eggs as well. One pest that has been appearing with more frequency in our homes is the hobo spider. Also known as the aggressive house spider, hobo spiders are brown and measure roughly ½- ¾ inch in length. Their legs show no distinct rings and have short hairs. Several chevron-shaped markings can be seen on their abdomens. Male hobo spiders also have what looks like two boxing gloves. The bite of the hobo spider can be quite irritating. Hobo spiders are usually found in the basement of your home, often entering through damaged door and window seals or brought in on firewood. The best strategy is preventing the hobo spider from entering in the first place, but if they have already made their way inside, you can rid your home of hobo spiders by trapping them. Hobo spider traps use strong, non-toxic glue that has been baited with a natural pheromone. A single trap can catch as many as 30 spiders in an infested area, however, they may not all be hobos. Another home invader can leave a trail of destruction. Droppings, gnawed furniture, tracks and eventually sightings will alert you that mice are settling down in your home. In nature, mice primarily feed on grains, but they are known to feed on many different foods available. We’ve all seen the cartoon mouse with a piece of cheese, but in reality, mice seem to prefer foods higher in carbohydrates. Chocolate, for example, may be a more effective attractant than cheese. Mice may gnaw on other, seemingly inedible materials as well. You could find chew marks on electrical wiring, cardboard boxes, tea towels and other household items. There are various types of traps available, talk to your garden centre expert about the one that’s right for you and make sure to ask about changing regulations around mouse bait. Blue Lake Centre is operated by the Blue Lake Forest Education Society, a registered non-profit organization. Governed by a volunteer board, the Society consists of concerned individuals, educators, businesses and industries dedicated to encouraging responsible stewardship of our environment. Its wilderness location and outstanding education staff makes Blue Lake a Mecca for outdoor education programming. For over 35

years Blue Lake Centre has served as an important destination for summer camp and youth outdoor education programs. The camp community is unlike any other in opportunities it provides for children in a positive supportive environment; the impact from attending camp can last a lifetime. Blue Lake Forest Education Society has recognized the need for all children and youth to have the opportunity to experience camp life. To address this need, the society has developed a Campership program that allows businesses and individuals to support local children and youth who would not otherwise be able to participate in camp programs. These programs are offered throughout the year and take participants on a journey of adventure, leadership development, and personal growth. Through the challenges of wilderness expeditions, participants learn communication, survival, team development, and conflict resolution all while developing their leadership skills. Outdoor Youth Leadership programs are currently available during the December, Spring and Summer school breaks. The Winter Blast program for youth aged 1417 will take place during Spring Break 2014. This winter technical skills and leadership program is part of the Outdoor Youth Leadership program. Community foundation services The Cranbrook and District Community Foundation is excited to have Mayor and Council declare November 15th National Philanthropy Day in Cranbrook! So what is philanthropy? The Oxford Dictionary defines it as “the desire to promote the welfare of others, expressed especially by the generous donation of money to good causes”. However it is so much more than that. Philanthropy is the vehicle that allows us to contribute directly to the well being citizens today and into the future. We are overjoyed to be sharing this day with all members of the nonprofit sector whose tireless efforts bring support and caring to all members of our community.

We are thankful for the opportunity to showcase the many amazing charitable organizations that make Cranbrook and District the vibrant community it is today. Philanthropy is around us every day as we walk the streets of our community and see philanthropy in action. The services provided by the social sector are comprehensive. The challenges we work with everyday range from affordable housing, to senior care and assisted living. Area charities fill empty bellies, provide parenting support and welcome newcomers to Canada. They care for the dying and provide support to family members. Social organizations provide quality childcare and commu-

nity gardens; they house the homeless and build inclusive gathering places for all levels of ability. Non-profit organizations give youth the opportunity to explore their abilities and contribute positively to their city. The social sector is often tasked with responding to crisis and they do so with the grace, dignity and kindness. It is important to remember many organizations provide prevention-based work that not only educates but assists people to gain the skills and agency to help themselves and others. The main goals of the Cranbrook and District Community Foundation are to build endowments, grant to charities and convene community.

GivingBack About the local Hospice Society The Cranbrook Kimberley Hospice Society offers many free services to our communities and surrounding areas. Our volunteers receive 33 hours of training over a period of seven weeks. This provides them with knowledge to support and listen compassionately to clients and their families. We do not offer direct client care or housework. Our sole purpose is to be there. Services we offer are: Client and Family Visits. Our trained volunteers spend time with clients wherever the client is – at home, in hospital or in residential care. Volunteers sign a confidentiality form and have a criminal record check. Our dedicated

team of volunteers commit to four hours of service each week. They are available to their clients for regular visits. They are not rushed and have time just to be with them or their families to support and listen to their concerns with a non judgmental attitude. Vigil Service. When requested, Vigil can be provided for the last 72 hours a client’s dying time in four hour shifts. We hope this allows the family some respite and peace of mind that they and their loved one are not alone. Phone Support. After the client passes the volunteer will keep in touch with the family or friend through face to face visits or phone calls for up

to one year. Bereavement Support. Every November we offer a Bereavement Support Group facilitated by two experienced volunteers for 12 weeks. Currently our program involves six classes before the Christmas holidays and six classes after. Walk & Talk Program. In the spring, usually the first part of May, there is a Walk & Talk program available designed for bereaved people to meet others who share similar feelings. Six organized outings on Saturday mornings with one trained volunteer to three participants. The focus is fresh air, mild exercise, and socialization for the bereaved participants. Rainbows Program.

This is a program for elementary aged children who have experienced a loss in their lives through, separation, divorce, death or a move to a new community. It is a

12 week program facilitated by specially trained caring and compassionate adults. We are always looking for more volunteers as our services expand. If

Youth Volunteers with Auxiliary supervisors also assist in the Joseph Creek Village where they are a very welcome sight to the residents. On any given business day as many as 15 Cranbrook Health Care Auxiliary volunteers at the Thrift Store, located at 30 8th Avenue South in Cranbrook, collect, sort, and sell clothing, household items and many other treasures donated by the community. The Thrift Store is the main fundraiser for equipment for our hospital and provides over $300,000 a year to the Auxiliary fundraising activities as well as offering a service to the people living in our community by offering a wide variety of merchandise at Thrift Store prices. Cranbrook Health Care Auxiliary volunteers at the Hospital Gift Shop, open seven days a week, offer a unique assortment of gifts. Annual events, including the very successful Fashion Show and Tim Horton’s Cookie Campaign, enjoy huge support from

the community. Funds generated through these activities allow the Cranbrook Health Care Auxiliary to purchase much needed equipment of the hospital. Since 2000, over $4,000,000 has been pledged for purchase of this much needed equipment. The Cranbrook Health Care Auxiliary also contributed $250,000 toward the Digital Mammography Unit. Most recently, the Cranbrook Health Care Auxiliary pledged $600,000 to the East Kootenay Regional Hospital for equipment purchases. Yearly the Cranbrook Health Care Auxiliary provides 2 scholarships of $3,000 to graduates of Mount Baker Senior Secondary who are entering Health related fields of study. There is also an assortment of gifts provided to the ‘last baby born’ each year and each baby born on Christmas Day is presented to their mother in a large Christmas stocking. The Cranbrook Health Care Auxiliary continues to be a busy and productive group contributing both money and time to health care in Cranbrook.

Cranbrook Health Care Auxiliary Beginning with the opening of the St. Eugene Hospital in 1901 the Cranbrook Health Care Auxiliary has had a long and prosperous presence in the city of Cranbrook. ADSHADE, Brenda Caroline In the early morning hours of Monday, November 11, 2013, Brenda Caroline Adshade passed away at the East Kootenay Regional Hospital at the age of 73 years. Brenda was born on March 10, 1940 in Springhill, Nova Scotia to Charles and Gwendolyn Ford. Left to mourn her passing are her beloved husband, Arnold and her son Larry (Marilyn) MacKinnon. She also leaves her grandchildren; Tracey MacKinnon, Shelley (Brett) Forsberg and Tiffany (Brent) Rybachuk as well as four great grandsons; Mattias, Grey, Owen and Dane and one granddaughter, Sloan. Brenda is also survived by three brothers, Ronald, Murray and Merlin. She was predeceased by her grandson, Troy and her three sisters; Joyce, Joan and Eleanor. A service to celebrate her life will be held at Mark Memorial Funeral Home on Friday, November 15, 2013 at 1:00 pm. OBITUARY Kenneth Lloyd Mason 1935 - 2013 With great sadness the family of Kenneth Lloyd Mason announces his passing with his family at his side in Cranbrook B.C. Ken left us on Sunday, November 10, 2013. Ken was born August 7, 1935 in Kearney, Ontario to Lloyd & Annie Mason. Ken spent 38 years in Jaffray enjoying his wife, family, and friends which he cherished along with his dogs which were his pride always. Ken also took great pride in his mechanics and being a tow truck operator for many years. He was energetic and involved in his community. Ken spent many hours enjoying camping, hunting, fishing, and quading. Ken will be greatly missed by his wife Evelyn of 54 years, son Gary (Marlene), daughter Brenda, and many grandchildren and great grandchildren, brothers, nieces and nephews. Ken is predeceased by his parents Annie & Lloyd and sister Roberta. His memorial service will be held at the Church of Latter Day Saints on Highway 3 in Jaffray, BC. at 2:00 pm Saturday, November 16. In lieu of flowers, memorial donations can be made to the Sand Creek Lions Club. Arrangements entrusted to McPherson Funeral Service.
