TERRACE - The Nass Valley won’t be getting its own liquor store anytime soon. The application from the New Aiyansh Gas Bar/Convenience Store for a Rural Agency Store (RAS), a smaller version of a liquor store that’s part of an already established store, was turned down by the BC Liquor Distribution Branch (LDB) after the community consultation phase of the application process, said liquor distribution branch communications manager Vince Cournoyer. “The LDB does not publicly share the specifics of community
consultations,” he said. “In general though, if there is significant concern raised in a community during the stakeholder consultation about the granting of a RAS appointment, the LDB does not proceed beyond that consultation.” He added that specifics are not given out because the community consultations are done to help the liquor board decide whether to allow local stores to sell alcohol on its behalf. “It is essential that we receive candid input and each response is considered within the context of all other responses,” said Cournoyer. “Keeping the process confidential is the best way to ensure

participation and forthright responses in what are very small communities.” New Aiyansh Gas Bar/ Convenience Store interim manager George Adams said he received a letter from the liquor board that said there was too much opposition to the store selling liquor. Last year, a sign posted on the government liquor store here in Terrace from the Liquor Distribution Branch of the provincial government asked for input from the community on the branch’s request to “establish a rural agency store (RAS) at the New Aiyansh gas bar/convenience store.” The RAS would sell liquor so people would have “better, more
convenient access” to alcohol, the notice said. These types of stores are set up in rural communities that are too small to operate a government liquor store and where a suitable business, such as an “independently-owned full service general grocery store” is already located, the notice said. Only one of these stores is permitted in a community, it said. Written comments from the community were accepted until July 28, 2012. The process that the liquor branch goes through in deciding on whether to set up an RAS has three steps: an initial assessment that involves a site visit, a public consultation and finally an application, said the LDB.

Rotary auction starts on Monday By Martina Perry THE NORTHERN CONNECTOR
PRINCE RUPERT - More than 700 items will be sold off at this year’s Prince Rupert Rotary Auction, with funds raised going back into the community. “[The Prince Rupert Rotary Club] holds the auction each year as a primary fundraiser toward funding community projects,” said Bill Nicholls, treasurer of the Rotary club, adding last year’s auction raised about $55,000. This year’s Prince Rupert Rotary Auction will include items such as art, home renovations, advertisements, furniture, clothing, fishing charters, jewellery, entertainment passes, electronics, rentals, recreational activity passes, various gift certificates and more. All together, the items have a retail value of just under $8,500. Items were donated primarily by businesses, but also by members of the community. Nicholls
said around 200 businesses gave items to the auction this year. “The merchants have done really well this year. It’s a good indicator of how the town is doing [by how much they give]. We are starting to see improvement in the economy of Prince Rupert by the generosity of donors,” Nicholls said. The auction will once again include the popular 750 draw, with a top cash prize of $1,500, $750 for the second ticket holder and $250 for the third. The draw only has 750 tickets sold for a chance at the cash prizes. Tickets can be purchased from members of the Rotary club, or during the auction. Additionally, with every item purchased buyers will be entered into a draw for a Hawkair trip for two to Vancouver, with the winner being drawn on the final night of the auction, along with the 750 ticket draw. The Prince Rupert Rotary Auction starts on Monday, Nov.
18 and will run until Wednesday, Nov. 20 from 6:30 p.m. to 10:30 p.m, and will be aired on CityWest Community Channel 10. People can bid either by telephone or online, with items being delivered to the winning bidder. Online bidding started on Nov. 11, and will continue throughout the auction on the event’s website, auction.prrc.ca. People must register for online bidding, with the required information being listed at the auction’s website. Since its inception, the auction’s website has been adding more features each year. This year, bidders will be able to track items to be able to see if they are still the highest bidder. Money raised from the auction will go to community projects such as Rotary Exchange trips for students, the annual backpack program, the Polar Bear Swim, Easter Egg Hunt and breakfast programs and fruit programs at Prince Rupert schools.

KHAG awaits talks on SO2 By Cameron Orr THE NORTHERN CONNECTOR
KITIMAT - The Kitimat Health Advocacy Group (KHAG) is encouraging the public to get informed about sulphur dioxide (SO2) emissions from Rio Tinto Alcan’s modernized smelter, and saying people should send letters to the company if they have concerns about the new emissions. KHAG Chair Rob Goffinet said they anticipate meeting with Rio Tinto Alcan in the near future to discuss their position on SO2, including consultation with representatives from the Ministry of Environment. As a health advocacy group they are obviously concerned about the possible health impacts to Kitimat residents from increases in SO2 emissions. This issue relates to the eventual new emissions once RTA opens production on their modernization smelter. While most emissions will see a dramatic reduction, and an overall 50 per cent reduction in emissions, SO2 is the single increase on the list, which is said
to be rising along with increased aluminum production. Sulphur Dioxide is increasing by 56 per cent to 42 tonnes per day, according to company numbers. One of KHAG’s own members, Dorothy Cheyne, is particularly concerned with any additional emissions in the air. She has long struggled with air quality, and carries and inhaler with her wherever she goes. “When it’s bad here...I don’t go outdoors. I just can’t,” said Cheyne, who suffers from chronic obstructive pulmonary disease (COPD). “And there’s many of us here in Kitimat that have this, and they’re all worried about what’s going to happen once [the smelter] starts up.” She said she’s had former doctors tell her her breathing issues relate to emissions from the RTA smelter. She said she did not have a problem with the Eurocan Pulp and Paper mill. Goffinet said they’ll be questioning the company on exactly why SO2 emissions have to go
up.
“To me, why would you reduce everything and have this one glaring exception?” asked Goffinet, adding that with the reduction in other emissions the smelter will be much healthier. But he’s also concerned about the people who work in the smelter. If someone 10 kilometres away like Dorothy may be impacted, what about the people right at the smelter, he wondered. He said not mitigating SO2 emissions paints a target on RTA. “You are going to have people who, rightly or wrongly, are going to say their bad breathing is a direct result of [RTA] emitting more,” he said. Meanwhile, as the group awaits further meetings with the company, Cheyne said she’d also love to see a real-time, publicly available monitor of the smelter’s emissions. The company does have five air quality monitoring stations throughout the Kitimat area and Kitamaat Village, of which the results are submitted to the Ministry of Environment.

Marty and his horse “Blue” are well known in the community, having participated in many community events; however, we are told that this was by far the most bizarre (but most memorable) request they have had. Both horse and rider posed for photos in what proved to be the talk of the Halloween Howl. Curtis Hampton, Heritage Park’s resident Blacksmith, took time from work to fire up the forge and hung out his shingle as the “Blacksmith of Sleepy Hollow.” The fire with the sights and sounds of a “smithy” hard at work mesmerized parents and children of all ages. Six council candidates face the public at all-candidate forum THE NORTHERN CONNECTOR
PRINCE RUPERT Five of the six candidates looking to fill the council seat vacated by MLA Jennifer Rice faced the public on Wednesday night during the lone all-candidates forum of the campaign. Each of the present candidates in the Nov. 16 byelection— Larry Golden, James Kirk, Len Lovering, Wade Niesh and Gurvinder Randhawa — began the evening by introducing themselves through opening statements, while moderator Tom Harvey read a statement from candidate Barry Cunningham, who was unable to attend due to medical issues. Wade Niesh, a selfemployed building contractor who previously worked at the airport and as a bus driver, said his diverse work background has allowed him to get to know a wide range of
people and needs in the city. “I can take this community and apply the same logic that I apply every day as a builder, which is common sense and thinking 10 steps ahead so you don’t have to do the same thing twice. I want to help shape this community in preparation for the future,” he said. Larry Golden, who spent 35 years as a light-keeper at Triple Island, said his experience watching the city for the past decade gives him an understanding of council and motivation to run. “Previously I was trying to shine a light on city council, and I have a website where I have 10 years of history on city council, but the way things have evolved I can no longer see what is going on from the outside. Now I am asking citizens to put me on the inside so I can see what is going on,” he said. Barry Cunningham,
who built a flooring contract business and currently works as the pollution response officer with the Canadian Coast Guard, said he looks forward to working with the council on numerous issues as Prince Rupert grows. “As opportunities present themselves, we need to ensure the city is working as effectively as possible with stakeholders and the port to ensure that the city benefits from future growth. As the city benefits from projected growth, so should the First Nations and surrounding villages on the coast,” he said. James Kirk, who worked 45 years in the business sector and has served with the legion for the past 18 years, said he is a Rupert booster who believes in transparency, availability and commitment. “I will work with business to create more jobs, which will increase the tax base and allow
council to attend to the suffering infrastructure ... I support Don Krusel, the CEO of the Prince Rupert Port Authority, and his team fulfilling the vision of Charles Hays,” he said. Len Lovering, who is now retired, said he is running for council be-
cause he wants to give back to the community after seeing the impact the closure of the pulp mill had on the town. “Fast forward 12 years later and we are faced with businesses banging on our doors ... it means the ball is in our court. We have the

BG Group announces $5 million investment By Shaun Thomas

PRINCE RUPERT The BG Group wants to make sure youth in the province have the tools needed to meet the demand in job growth projected for the liquefied natural gas (LNG) industry, and on Wednesday the company made a multi-million dollar commitment to help. The BG Group, proponents of the Prince Rupert LNG project on Ridley Island, announced a five year, $5 million funding partnership with the Canadian Youth Business Foundation to develop youthled businesses in B.C. In making the announcement, the BG Group said the money comes with a focus on enhancing opportunities for First Nations and communities that are near the terminal site. “That is where our business interest is and that is the area we are considering investing in. When you invest, you need professional jobs to support business ac-
tivities, and that is why we want to see this funding go back to northern B.C.,” said spokesperson David Byford, with CEO Chris Finlayson noting the numerous opportunities that come with LNG development. “We foresee industrial growth creating significant opportunities for the western Canada workforce. Our relationship with the Canadian Youth Business Foundation represents an investment in the future — the young entrepreneurs who receive startup funding today may well be serving a vibrant LNG sector tomorrow,” he said. Finlayson was joined at the announcement by both Premier Christy Clark and Minister of Natural Gas Development Rich Coleman, both of whom welcomed the partnership. “BG Group is investing directly in the future of our northern communities. This is the first of many social benefits we expect to see as a result of liquefied natural gas development,”

BC Coastal Ferries Community Engagement November 18 to December 20, 2013
The BC Coastal Ferry Service has been wrestling with cost pressures for more than 20 years which, if not addressed, could threaten the sustainability of the entire system. Accordingly, the Province has engaged coastal communities and ferry users from across the province on strategies to ensure the long-term sustainability of the coastal ferry network. The Province will undertake a further round of community engagement in 2013 following a province-wide consultation in 2012.
How Input Will Be Used Input received through the community engagement process will be compiled and presented to the Ministry of Transportation and Infrastructure and BC Ferries as they plan for the long-term sustainability of the coastal ferry network. Public Open House Schedule The first 90 minutes will be a public open house. The second 90 minutes will be a question and answer session with the project team. Rinse the raisins well in warm running water. Spread and pat dry on a paper towel. Roughly chop the raisins. The goal is just to break open their skins, not to make small pieces. Put into a muslin bag and set aside. Put the water into the plastic open fermenter. Add 6 and 1/3 lbs of the sugar and set aside the rest for later. Add the acid blend, yeast nutrient, yeast energiser and the crushed Campden tablets to the water. Stir until all the sugar is blended into the water. Put the muslin bag of chopped raisins into the water mixture and push it under making sure it is totally wet. Allow this to rest for twenty-four hours. At this time take a hydrometer reading. The reading should start at 1.070 to 1.090 specific gravity. If it is below 1.070, add some of the reserved sugar stirring in the sugar until the reading is right. Put the rest of the sugar back in the bag. Sprinkle the yeast on top of the must do not stir in the yeast. Congratulations, the fermentation of the wine is now starting! Push your bag of raisins under the liquid with a sanitized spoon twice a day. In about one to three days, ferment will be apparent if it is not do not panic. Take a hydrometer reading if the number is dropping then ferment is progressing. If there is no drop in specific gravity you will need to re-pitch your yeast. After six days of ferment take another hydrometer reading and when it is down to 1.030 or below, take out the muslin bag and gently squeeze it to get the goods out and discard the bag. Miners provide support TERRACE - Minerals North 2013, held in Terrace in April, has disbursed $38,000 in profits from the conference. Northwest Community College received $5,000 to be used as an emergency fund for students entering trades and $10,000 to buy new equipment for its culinary arts program. The City of Terrace received $8,000 to buy round tables for events at its Sportsplex and Volunteer Terrace $2,500 for operating expenses. The Terrace Community Foundation received $2,500 and the Heritage Park Museum $2,000 for mining displays. The Coast Mountain School
District received $3,000 for mining or trades scholarships and Centennial Christian School received $1,000 for mining related studies or scholarships. And $4,000 was provided to the central Minerals North group as a rainy day fund. Minerals North is held in a different community each year in northern B.C. The 25-year tradition of the Minerals North conference is that of a community-based event planned and hosted by a local organizing committee. In addition to providing a forum to bring the mining industry and communities together, the conference is a chance to showcase mining as it
has been, and is unfolding, in the host community. The objectives are to: • Establish contacts and build working relationships • Inform communities about mining and expioration projects and issues • Inform mining companies about the interests and concerns of local people • Provide a forum for First Nations to speak to their interests and learn about the mineral industry • Hold a dialogue on the impacts and benefits of mining Minerals North focuses on respectful and informed discussion.

Rotary Auction sets record By Margaret Speirs THE NORTHERN CONNECTOR
TERRACE - Terrace Rotary Club set another record on its earnings in its 53rd Rotary Auction. “We had all together about $46,000 in revenue,” said Rotary Auction chair Brian Downie. That included 427 auctioned items with a gross value of about $61,000, for a return of about 72.8 per cent, he added. And that’s fewer items than last year, but they were of more value, he said. Most of the bids that came in were on the internet, 3,400, same as last year. “We had a good time,” said Downie. “We had fun auctioning off a cast iron bathtub and we had lots of bids on the Hawkair return trips to Vancouver and also Elan Travel put in anywhere Westjet flies and those were well received.” The auction is the club’s biggest fundraiser of the year, enabling it to do projects in the community and internationally, said Downie. For example, the start of the new bus shelter by the Park Avenue medical building received a fair bit of money from the club and it also gave quite a bit to the Dr. REM Lee Foundation for its ultrasound, he said. The club takes requests for project financing and has a form for those people to fill out, then they come to a Rotary meeting and outline their project to the club, he added. “The auction wouldn’t work without businesses and non-profits donating to the auction, giving us the products that we can sell,” said Downie. The auction moved to the sportsplex due to the construction at the Inn of the West, and Downie gave kudos to the city and arena staff for everything working well. Next year’s auction may be in the sportsplex again, he said.

NHA recommends scrubbers THE NORTHERN CONNECTOR
KITIMAT -The Northern Health Authority recommended the installation of scrubbers to minimize the emission of sulphur dioxide into the air as part of Rio Tinto Alcan’s Kitimat smelter modernization project now underway. Scrubbing, or flue gas desulphurization, refers to procedures that remove sulphur dioxide from gas using chemical and mechanical processes, usually transferring it to water or solid waste. The environment ministry has issued a permit allowing Rio Tinto to emit more sulphur dioxide into the air than is now the case. The health authority review also recommended the permit contain a “trigger� to cut emissions through a reduction in production or by other measures should the technical assessment of the emissions plan be found to have underestimated the risk to the population. Bowering noted that the health authority’s review and recommendations were submissions made to the company and to the environment ministry and were not necessarily incorporated into the permit issued to the company. He also said it was important to place the increased sulphur dioxide emissions within the context of other potential industrial development in the region. “You just can’t look at this in isolation,� said Bowering of the cumulative impact to the airshed of Rio Tinto Alcan’s new smelter and of planned liquefied natural gas plants to be based in Kitimat.

Authority hires a new officer
TERRACE - The Terrace Economic Development Authority (TEDA) has hired Blaine Moore as its new economic development officer. Originally from Kitimat, Blaine Moore was the successful candidate to fill this position. Currently residing in Victoria, he and his family have expressed a strong interest in returning to the north to be closer to family. “We believe Blaine will be a great asset to TEDA and will bring with him some new and fresh ideas that will continue to help in strengthening our economy,” stated Rob Dykman, TEDA Chair. “He will bring with him experience in marketing, business and finance and we believe he will work well on TEDA and city initiatives”. Blaine will be starting his new position by early January. He replaces Evan van Dyk who left the post at the end of October to move to Australia. TEDA was originally formed in 1999 as an outreach to local businesses in Terrace. Today, its mission is to stimulate Terrace’s economy, with the objective of improving economic infrastructure and facilitating new investment. In addition to raising the profile of Terrace as a place to invest and do business, TEDA provides access to local talent, goods, and services. It has created First Nations negotiation packages for small businesses, as well as comprehensive industrial resource service directories. TEDA also actively supports community and not-for-profit groups, and acts as an advisor and advocate to local businesses. Most recently, it acted as the host body for the April 2013 Minerals North conference held in Terrace and which attracted more than 900 delegates. A key part of TEDA’s work is building off of Terrace’s central location in the heart of northwesterm BC and its role as a service centre supplier.

Environmental Assessment of the Proposed Pacific NorthWest LNG
OPEN HOusE AND INvItAtION tO COmmENt Pacific NorthWest LNG (Proponent) is proposing to construct and operate a liquefied natural gas (LNG) facility and marine terminal near Prince Rupert, within the District of Port Edward. The proposed Project would be located on Lelu Island and convert natural gas to LNG for export to Pacific Rim markets in Asia. The proponent has applied for a license to export up to 19.68 million tonnes of LNG per year for 25 years starting in 2019. Victor Gerald Hoffman Passed away after a short, courageous battle with cancer on October 11, 2013. Born to Clarence and Mary Hoffman in Loon Lake Saskatchewan on March 17, 1945. Vic moved to Terrace in 1971. He is survived by his wife Helen, his children Andy (Sandra) Hoffman of Terrace, Nadine (Dean) Turner of Terrace and Trevor (Vanessa) Hoffman of Vanderhoof. Vic has one brother Ellsworth (Kathy) Hoffman of Kamloops BC. Vic was very proud of his five grandchildren, Marlee and Alaina Hoffman, Tori Turner and Connar and Ethan Hoffman. He is also survived by many in-laws, nieces and nephews. Vic spent his life working in logging and construction. He had a love of fishing and hunting. Vic loved dogs and horses. He was always there for his family and his friends. He loved spending time outdoors and the beauty that surrounded him. His great sense of humor, fishing advice and his big heart will be missed by his family and his friends. Funeral services were held October 16, 2013. Donations can be made to the REM Lee Hospital Foundation or a charity of your choice. The family would like to thank Dr. Strydom, Dr. Fourie, all of the nurses and staff at Mills Memorial Hospital for their care. The family would also like to thank all those who have offered their support during this time.

PRINCE RUPERT - The Prince Rupert Rampage will be glad to get home. After picking up a pair of bonus points following a CIHL decision to award the club a post-game win over the Kitimat Ice Demons for the illegal use of a suspended player, the Rampage were outscored 18-5 in a pair of weekend games versus the Williams Lake Stampeders, 10-3, and the Quesnel Kangaroos, 8-2. On Sunday, two goals just 12 seconds apart early in the second period cemented what would become a Quesnel runaway as the Kangaroos jumped all over the Rampage 8-2. Quesnel bounced out to a 3-0 lead in the first but goals by Levon Johnson at 3:00 and Justin Fulton at 3:12 of the second period chased Rampage netminder Colby Hagman, who allowed five goals on 16 shots. The Rampage attempted to make the game interesting picking up a pair of powerplay goals in the early stages of the third by Jeff Stromdahl and Marcus Atchison but the Kangaroos roared back with two more to put the finishing touches on an 8-2 victory. TERRACE - It’s been a fall full of changes for the Shogun Dojo in Terrace – with a new location, new competitions, and new fighters on the mat. And the team is proving that change is a good thing – seeing success at their most recent tournament in Burnaby and planning to hit more smaller competitions before nationals in June. Six athletes, including coaches Amber Pipe and Rajan Sangha, headed to Burnaby last month for the Western Canadian Martial Arts Championship – and it being their first time at the competition, and a different style than they are used to, they had no idea what to expect. “Usually we know who we are fighting against, so we train to fight against them, whereas this tournament we didn’t know who we were going to fight or what they were like, so it was a little different,” said Sangha. “We spar more aggressive than they wanted us to fight down there... They were kind of looking at us when we were coming in there like, who are these guys?” said Robbie Cline,

“It was the coolest feeling,” he said, adding he battled hard with his nerves throughout the tournament. “It was definitely something else.” He wasn’t the only one who performed well. Sangha took bronze in his category, and Pipe won gold – fighting despite a lingering knee injury. Nathaniel Alexee, who has been training for six months, won a silver medal in point fighting. He said it took him a bit to get used to the lighter style of fighting at the competition. “I didn’t really know what to expect,” he said. Nikolas Yasinchuk, who has been to a few competitions before, won bronze in continuous. “Nerves weren’t really affecting me,” he said. “I was just there to fight.” And the dojo is settling into its new location – in the same neighbourhood as the old location, but a few floors up and with added perks, including a kitchen, a weight room and separated change areas. “It’s smaller but we like it better,” said Sangha. “It’s more homey... There’s windows and it’s a lot brighter, the energy seems to be a little more positive.”

TERRACE - In a thrilling overtime win over Prince George’s Tier 2 team, Terrace’s Midget Reps took gold in Quesnel two weekends ago. Teams from across the northwest attended the tournament, held on the Nov. 2 weekend. Terrace went undefeated in the tournament, largely outscoring their competition, with an overall margin of 20 – 6 goals for. In the team’s first game against Prince George Tier 3, Terrace took the game 5 – 1. They then beat Williams Lake 7 – 1. And followed that game with a 5 – 2 win against Dawson Creek. That set them up for the final against Prince George Pier 2, tied 2 – 2 at the end of the third, the game was close. But Terrace ultimately prevailed in overtime, winning 3 – 2.

Patrick Roy has Colorado flying high THE NORTHERN CONNECTOR
Patrick Roy, who spent his Hall of Fame National Hockey League career keeping pucks out of his net and annoying the opposition, is back at it. Roy, lured behind the bench of the Colorado Avalanche in the offseason after a successful coaching/ownership career in the Quebec Major Junior League, is getting his proper due for the Avs’ sensational start to the 2013-14 season. Colorado, picked by Sports Illustrated in preseason rankings to finish 13th in the 14-team Western Conference, won 13 of its first 15 games, giving up only 27 goals in the process. Those defensive numbers bring a big grin to Roy’s face, but creating an even bigger smile is the realization that the Avalanche are solid everywhere and have to be considered an early favourite for Stanley Cup contention next spring. In only two of the Avs’ first 15 games did the team give up more than two goals — and those were the team’s two losses through midNovember (6-4 to Nashville; 4-2 to Detroit). They’re doing it with great offence (while giving up 27 goals in 15 games, the Avalanche scored 53) and a virtual no-name defensive corps. Colorado has no starry offensive blueliner in the mould of Kris Letang, Erik Karlsson or P.K. Subban, but the top six of Andre Benoit, Jan Hejda, Erik Johnson, Cory Sarich, Ryan Wilson and Nate Guenin have been keeping things clean in front of goalies Semyon Varlamov and J.S. Giguere. The Avs are winning games with Roy’s coaching, great defence and a solid offence, led by third-year forward Matt Duchene, a firstround pick in 2009 who has blossomed this season, averaging a point a game. Rookie Nathan McKinnon, the 18-yearold overall first pick, hasn’t hurt either, with 10 points through his first 15 games. “We just want to surprise the world of hockey,” Roy repeated over and over during the early part of the season.
