HFP workers need training By Jackie Lieuwen Houston Today

The Steelworkers Union is working with Houston Forest Products (HFP) employees to help them make a smooth transition and get answers. “[The closure announcement] is so sudden, and there’s so many questions and so few answers,” said Wayde Decooman, Plant Chairman for United Steelworkers (USW). Boota Johal, USW Business Agent, says they want to alleviate stress and anxiety in the workplace and they are doing a survey to find out what their 225 union members need as far as training and education. Then they want to get programs set up at the mill, he said. Johal says one of the main concerns

workers have is losing health benefits, especially for those with families, and whether the benefits will extend for a time period beyond the closure date. Another issue is that workers don’t know the HFP closure date, and thus they cannot figure out pensions, he said, adding that there are also questions about whether West Fraser will bridge pensions to help people retire. Council cuts spending to save money in 2014 budget By Jackie Lieuwen Houston Today
Houston council is looking at ways to save money and cut back on spending in 2014. At a budget meeting last Wednesday, council went through a list of 65 key projects that are part of the 2014 draft budget, planning to contract more work locally and re-look at some of the ways they do things.
“There is a way to do most of these [planned projects], that’s the good news,” said Director of Finance William Wallace. He says that between grants, Northern Development Initiative funding and Gas Tax funding, as well as reserves allocated to various projects, they can form a balanced budget with most of the key

a new street sweeper and $7,000 for a grave digging attachment for the 2004 bobcat.
“Contract it out,” said Councillor Kyle Thomson. Thomson says there are local businesses that own street sweepers, and the cost to contract someone to do grave digging would be minimal. “The way I’ve been thinking about this public works stuff, is that if there’s a big enough usage that the town needs it, that somebody else
can actually build a business off it, then we keep it within the town, such as street sweeping or garbage pickup,” he said. Staff agreed to look into the costs of contracting out grave digging and street sweeping to see if savings can be made. The draft budget also included a new dump box for the District dump truck, budgeted at $90,000,
and paid out of equipment reserve funds. Mayor Holmberg said they should look at the condition of the box and see if they can put on a new liner instead. “A lot of people just redo their boxes,” he said, adding that a new liner would cost around $10,000, and save the District a lot of money. Weekly police report By Jackie Lieuwen Houston Today
HOPE forToday Focus
While driving through the Prairies, we encountered a swarm of bugs which splattered all over our windshield. In a very short time it was very difficult to see past them and keep my eyes on the road ahead. I had to concentrate to keep my focus off of the mess on the windshield and onto where I was going, so I wouldn’t run into the ditch. I am sure that you have experienced the same thing to a greater or lesser degree. (Though this was very extreme, the windshield was almost covered in bugs. We had to pull over at the nearest opportunity and clear them off, only to hit another swarm a little farther down the road). Life is often like this. There are many “bugs” that come along that distract us from the path that we should be on. On the negative side, that unkind remark, the car that would not start, the bank account that is empty, the bills that need to be paid, the rust on the old car, or the eyesight that is not as good as it used to be. Sometimes even things that we think are positive take our attention from the really important things in life. Take for instance too much attention on my hobby at the expense of my family, or eating my favorite flavor of ice cream cone without watching my waist line. Maybe it’s making sure I am blessed without thinking how I can be a blessing to others, when Jesus tells us it is more blessed to give than to receive. (Acts 20:35) Splat, another bug has hit and is obstructing my view. What am I to do? Should I focus on the distraction? If I do I will become disoriented and my true sense of direction will be impaired at best or even completely lost. I will end up in an accident or in the ditch, The only way to stay on the path laid out for us is to keep our focus on where we should be going, on our goal. Our Creator, God, has made a way for us. It is the only true way, all the rest end up in the ditch. That way is through the person of Jesus Christ, “I am the way, the truth, and the life. No one can come to the father except through me.” John 14:6 NLT We must keep our eyes focused on him and the life he has for us, Then we will have a true direction with eternal results, no matter how many bugs hit us along the way. “We do this by keeping our eyes on Jesus, the champion who initiates and perfects our faith.” Hebrews 12:2 NLT Submitted by Ken Penner Sponsored by Riverside Gardens

Will District buy new fire truck?
MONEY from Page 1 The District budgeted $35,000 for needed upgrades to technology equipment, which includes seven server and wireless components, 15 computer stations, 18 notebooks, and 11 printers. Having set aside money for such upgrades for many years, the $35,000 budgeted was scheduled to be paid through reserve funds. Discussing the new computers the District needs, council directed staff to look into leasing computers instead of buying them. Mayor Bill Holmberg said Finning leases their computers, and it seems to be a lot cheaper than buying them. District staff is looking to see if sav-

budget meeting. Included in the 2014 to 2018 financial plan is a new fire truck, budgeted at $450,000, to replace a 1979 pumper truck. But council said Fire Chief Jim Daigneault will need to make his case to council before pur-
chasing anything. The District currently buys replacement fire equipment through a five-year lease arrangement, set up so that the cost of the lease is about the same as the upfront purchase price, said Wallace. Council discussed a proposed $10,000 heater replacements at the Houston arena, deciding not to budget money towards it. “Staff have been encouraged to follow-up on grant or donation opportunities, energy efficiency savings options and to consider the use of regular annual building maintenance money, and if a way can be found by combining those items to pay for new heaters, then they will bring that proposal to council for further consid-

Those who still have ten to 15 working years left, and have only labour skills, are in a tough place, Stringfellow said, adding that many workers don’t have grade 12, as they started working at HFP before grade 12 was a requirement. “People who don’t have grade 12, what do you do? You get your GED and now you’re 50 years old? “And then what do you do with it when you get it? What’s out there?” Stringfellow said. “There’s not too
many labour-skilled jobs out there anymore, [especially not ones] that pay a decent wage,” he said. He says that with employees staying at HFP until May, in order to get their severance pay, there will be 160 people putting out resumes at the same time. Some younger workers with only a few years at HFP are leaving now and getting jobs ahead of others instead of waiting for severance pay, Stringfellow said. Decooman says some young people are

Some younger workers are leaving now to get work HFP from Page 1 Johal says the biggest concern is work, particularly for the third generation workers with little education and no skill set beyond general labour. There are close to 100 people who have worked at HFP all their lives, and sawmill labour is all they’ve ever done, Decooman said. Johal says he was talking to a woman who works at HFP, as does her husband, and he only has grade 9. “They’re overwhelmed. Where are they going to go?” he said. Stringfellow says he and Lori Saretsky, HFP Transition Coordinator, are interviewing employees and asking them if they are interested in in moving to another West Fraser mill, but they don’t know how many jobs are available or where they will be. “Some guys will retire, but there are 30-year-old guys with three kids and a house and no skills,” said Decooman. Tom Stringfellow, Union Transition Coordinator, said close to 45 workers will retire, but there are at least 160 people who will need work.

waiting to see if there will be education and training opportunities. “They’re hoping and waiting to see what kind of money the government is going to provide for education. If that comes forth then you’ll see more of them stick around. “We need more answers from the government, from West Fraser, from everybody,” Stringfellow said. “We just don’t have enough answers to even tell the membership.” Johal says they are
meeting with West Fraser again, and they are hoping to have a general meeting with union members before the holidays with some information. “Hopefully we’ll have some answers to help relax some worries, because at Christmas you shouldn’t be worried about what you’re doing. It’s going to be there for most people anyway, but if we can get some things lined up by then, then at least they can start feeling a little better about what’s next,” Decooman said.

In our opinion:
Trade missions integral to new markets
S
ince 2003, the British Columbia forest industry has shipped more than 4.7 billion dollars of lumber to China. This figure is even more striking when you consider that before 2003, lumber shipments to China were minimal. China is now BC’s largest offshore market for forest products, and this market was built over the course of a decade through exceptional collaboration between the BC Government and the forest sector. We charted a strategic and methodical course to build this market, and lumber sales to China have supported jobs, families and communities across BC. One of the key elements of that market development plan has been and continues to be government-led trade missions. Trade missions work to build a strong brand for BC wood products, and a unified presence between industry and government sends a strong message of commitment to markets that can’t be overstated. The BC forest industry has used these trade missions to make business introductions, develop relationships, formalize training programs to teach local engineers how to build with wood, sign Memorandums of Understanding to advance wood frame construction projects, and much more. The outcomes of these trade missions have brought real, tangible benefits to British Columbians. International trade is far and away the single largest determinant of our prosperity. The Government’s strategy of opening up international markets for BC products is working, but there is more work to be done. That’s why we were pleased to join Minister Steve Thomson on his trade mission to China and Japan in October. And on November 21, when Premier Christy Clark leads a 13-day trade mission to China, Korea and Japan, we will be alongside her to promote Canfor and our products to potential new customers and to bring new opportunities to British Columbia. Trade missions are an important way to grow our economy, and Canfor is extremely appreciative of the support BC companies receive from government in growing international market opportunities. - Don Kayne, President and CEO Canfor Corporation

Time to change the channel I was lazy last weekend. I didn’t plan to be and I didn’t schedule for it. In fact, I had every intention of getting a bunch of things done and I also arranged to meet some friends at an anniversary party. But when the weekend arrived, I didn’t want to do anything or go anywhere. “You’ve been working too hard,” my husband said. “You’ve burned yourself out.” It’s true. I have. I’ve also been under a tremendous amount of pressure professionally and personally. All I wanted to do was lay low and recoup. I watched television, read magazines, and ate too much junk food. I also slept. Much more than usual. Aside from the bad eating, my reaction
to the stress wasn’t typical and I felt like I should be doing things differently. Maybe talking things out, or writing things out, or at least sweating them out in the gym. But I didn’t do any of that. Once the weekend ended, I woke up with the realization that I was right on deadline: I had to write this column immediately. It wasn’t Monday morning like it seemed. Since it had been a long weekend, it was actually Tuesday. I felt like I’d lost a day in my negative haze. There would be no more laying on the couch watching other people’s work or lying on the bed reading about other people’s lives. I would have to sit in an upright position at my desk and try to conjure up something interesting to write about in my completely
uninterested state of being. Yet again I was reminded of why having a back-up story or two is a great idea. I also recalled something that my former boss brought up when I first proposed this “On a Brighter Note” column almost five years ago. “Won’t you run out of positive things to write about?” he had asked. I felt like calling him and answering: “Yes, yes I will.” At the time, that seemed impossible. After his unconvinced response to my idea, I sat down with a coffee and easily came up with over one hundred future topic ideas just like that. But a funny thing happens when you’re living life and you go into a selfinduced shut-down mode: your freedom to express yourself
2009
can all of a sudden feel less than free. And your eagerness to look for the silver lining in every experience can occasionally dissipate. But that’s the ebb and flow of life. Some days we’re happy and we feel like we’re walking on air. Other days we’re glum and feel weighed down by stress and strain. Yes, attitude can play a major part in us shaking off dark feelings when they arise, and usually I’ll do whatever it takes to cast them aside and get on with life. This time, though, I decided to stay stuck in the muck for a while. I surrendered to the blues while thinking of one of my favourite quotes from my mother-in-law: “This too shall pass.” One of my best friends also sent me some words of wisdom in a text that
On a brighter note Lori Welbourne simply said: “If ‘Plan A’ doesn’t work, don’t worry. The alphabet has 25 more letters.” The note came out of the blue, unsolicited and without her knowing anything about what I was going through or thinking about. Reading it was a gift. I typed it out and hung it at my desk. And now that I’ve written this column, I’ll get working on ‘Plan B.’ Or whatever letter I happen to be on now.

Editor: Here in the aftermath of my final game of eligibility in junior hockey, if you were to ask me to sum up my career so far in a single word, all I would be able to come up with would be “disappointing.” Now Junior B is by no means an elite level in the hockey world, but to a kid coming from such a small northern town, I should’ve
felt something like “victorious.” After all, having the chance to further my abilities and have a real life experience should have shot that word category up to the likes of “exciting,” “blissful,” or anything else of that style. The truth is, when it comes right down to it, I wasn’t disappointed that I didn’t excel to a higher level of play myself. It’s just that I had lost the spark. If
Keeping the flame very much alive you’re a hockey player, a fan, a coach, or are a part of the game in any capacity, you know exactly what I’m talking about. The kid who goes to the neighbourhood outdoor rink in -40 weather and laces ‘em up until the icicles form on their brow and their toes have long since gone numb, well, quite frankly, they’ve got the spark. The spark in my mind is that infectious, indescribable, joyous feeling you get every time you touch the
puck, or hear the ice exploding under your blades. I had definitely lost that feeling. I’m quite ashamed to say that as I looked up at the clock in my final Junior B game and saw but seven seconds remaining, a flood of relief filled my body, relief that I could now have a break from the disappointment and especially the pressures of consistency. So seven or so months have rolled around since my stint in Junior B and it’s
hockey season again. I have struggled recently as I felt that ever-present, familiar, disappointing feeling well up inside me. Thinking of playing with childhood idols such as Glen Kelly and Alonzo Slaney on the local men’s hockey team, guys I looked up to when I was younger, high fiving them as they stormed the ice, even something that humbling could not bring the spark back. Or, so I thought. Now, I’m very proud to say that the
spark is decidedly burning stronger than ever inside of me today, and it was something so bizarre and completely unexpected that reignited my flame. At my first game as a member of the Houston Luckies, as I was getting ready in the change room to go out for the warmup skate, I noticed that our path to the ice was flooded with pint-sized people just looking for a high five. Every game they are there, enthusiastically and completely innocently
looking up at us to get a high five from their idols, the players of their local hockey team. I am 20 years old now and I can honestly say nothing has brought me more joy than seeing those kids faces light up as they watch ‘the boys’ hit the ice. Thank you Houston Luckies fans, I appreciate your ability to nurture the spark and keep the flame very much alive. - Brad Crump Luckies player
Houston needs community champions: get involved Rural northern communities such as Houston remain critical to BC’s economic, social and environmental well being. It is said that 70% of BC’s export revenue is generated north of 100 Mile House. That means we, at less than 7% of the population generate 16 times more export revenue than someone in the lower mainland. From 1986 onward we have known that change was imminent and yet still slightly less than one-half of rural communities
diversified their economies and increased their w o r k f o r c e . Unfortunately, we are one of those communities. It is true that we are just one of many rural municipalities that face an array of formidable challenges. For Houston these challenges include the provision of adequate public infrastructure, such as drinking water, public services, and communications. Houston may have it’s own unique challenges but it also has its own
unique opportunities and it is the latter where our emphasis should be placed. It is said, “Although roads and scenic beauty encourage people to visit rural communities, quality of life will convince them to stay.” If we do not receive our fair share of provincial revenues it affects quality of life and subsequently the community’s ability to attract people and businesses. It is in fact a serious impediment to rural economic development. Building Houston’s
community capacity involves recognizing and strengthening the unique skills of individuals and community groups so we can develop our community. We must build on community priorities and offer variety and flexibility. Do we know what those priorities are? If not, then establishing what they are is our first step. Although funding is important, capacity building cannot succeed without the necessary tools and expertise. Yes we need the programs,
but along with that we need community momentum and the determination to use them. We face a time of transition. A time that could be one of fear and uncertainty or, in a positive frame, a time of re-envisioning, reinventing and repositioning ourselves by tackling issues head on. We need to engage our community, encourage diversification, s u p p o r t entrepreneurship and promote community vitality. Now is the time to
respond with public/ private partnerships and small business startups. Perhaps we may need government financial support and now is when we have the leverage to acquire it. Houston needs champions. Getting involved is a lot more gratifying than just complaining and a hundred times more profitable. Creating Houston as a vibrant community means revisiting our economic, social, environmental and cultural foundations.
With resilient, responsible local governments we must facilitate in a timely manner realistic, down-to-earth, locally produced, sustainable d eve l o p m e n t strategies utilizing a bottom-up approach. How can we get this to work? – Imagination – resolve -vision - innovation – entrepreneurship and above all community support. Yes folks it comes down to us. - Rob Newell Regional Director Bulkley-Nechako Regional District

The leisure pool at the Houston Leisure Facility was closed last week because of bacteria found in the water. Kelbey Trottier, Aquatic Coordinator, said they got a call from Northern Health at 4 p.m. on Friday, Nov. 8, that the monthly water sample from that pool contained pseudomonas

Houston leisure pool closes because of common bacteria in water enter the pool,” said Wendy Van Barneveld, facility receptionist. Responding to a similar situation last May, Ryan Coltura, Director of Leisure Services, said the water chemistry at the pool is kept well above minimum ranges so the public need not worry about the pool being clean. “We always monitor the water chemistry closely,” he said.

LNG pipeline bonanza By Frank Bucholtz Black Press
A banner behind the stage at Langley Events Centre said it all — “We won. It’s Christmas every day.” This was the setting for Fort LangleyAldergrove MLA Rich Coleman’s annual fundraising dinner, which raises money for BC Liberal campaigns across the province. In the last election, money from the event helped fund 30 campaigns. Coleman, who was provincial campaign manager, was in a jovial mood Wednesday as he spoke to the several hundred in attendance. He reminded them that, one year earlier, he had said “Adrian Dix will be the most unhappy man in B.C. on May 15, 2013.” Many, including many BC Liberal insiders and even his own brother, doubted his optimism. They were wrong. Jobs Minister Shirley Bond, who introduced Coleman, said “Rich is a believer. There were a lot of doubters. He never was.” While Coleman is clearly in a happy frame of mind, he is also concentrating on his job as minister of liquefied natural gas (LNG) development. He gave his dinner guests a very clear idea of what he has been doing and how the prospects for LNG development shape up. He said his objective is to get investors to see that B.C. is the best option for their investment, as there are many possible sources of gas for the hungry Asian market. He said B.C.’s strengths are the north coast ports of Kitimat and Prince Rupert, which are 58 hours
closer by ship to Asian markets than any other North American ports. Consistently cool weather there also helps, as it reduces the cost of liquefying gas by taking its temperature down to -160 Celsius. The gas compresses as a liquid and large quantities can be shipped on specially designed tanker ships. Another of B.C.’s strengths is economic and political stability. Coleman is saying to potential investors that the B.C. government will work with them to design a fair tax regime that gives the province a fair return in taxation while giving them a return in investment that satisfies their shareholders. The province will put these terms in legislation so that investments will be protected. “I don’t think that government automatically is right (in determining tax rates) without sitting down and talking to proponents. Our objective is to find a ‘sweet spot’ that everyone is satisfied with. “I believe our investment climate will get us the win.” He has been criss-crossing the globe, meeting with companies interested in the LNG business. A number have already committed substantial funds to development work, including $500 million by Chevron and its partners in Kitimat. Shell is prepared to spend up to $1 billion to prepare the former Methanex site in Kitimat. Petronas, owned by the Malaysian government, is ready to invest a substantial amount in Prince
Rupert, as is a British firm. Nexen, owned by CNOOC, a Chinese government entity, has agreed to buy property at Grassy Point north of Prince Rupert for a plant site. Coleman said that he expects as many as five plants to be built on the north coast, with three smaller plants on old industrial sites on the south coast and Vancouver Island. Together, they could create up to 100,000 jobs. Companies need to get to the point where they make a “final investment decision,” and he is meeting with them regularly to answer questions and promote B.C.’s investment climate. The final amounts of capital spending could reach $100 billion, he said. If the plants go ahead, they will be built to the highest environmental standards, but even more important, he said, is that they will contribute to a lowering of emissions worldwide, by allowing natural gas to replace coal in Chinese power plants. “China needs to fix its air to fix global air,” he said. There will also be substantial investment and job prospects for First Nations people in both the northeast and northwest, he added. If it all comes to fruition, and he said much more work remains to be done, B.C. will be able to pay its accumulated debt off within 15 years, and set up a prosperity fund that will help fund public projects long into the future. He said this will mean B.C. will be a better place for coming generations.

The Houston Christian School Wildcats co-ed volleyball team are competing in the B.C. Boys Provincial Tournament in Duncan this week, Thursday to Saturday. The HCS team finished second in the recent zone playoffs in Terrace, and beat the top ranked team, Terrace Centennial Seahawks, in the round robin. Owen Delege and Lindsey Meints were named all-stars, and Coach Ed Kronemeyer says it was well deserved. “All players contributed significantly to the successes of the team overall,” he added.
