that were critical for the Snuneymuxw heading into the Dec. 7 election. Wesley has held the position of chief in the past and was reached for comment but had not responded in time for press. “We’re in the middle of implementing the reconciliation agreements, the quadrupling of the land base of Snuneymuxw, and that land transfer should happen sometime, early in the new year – the [890 hectares] of forest lands – and implementing all of that can be a lot of work and will require a lot of time and focus,” White said. He said there is a broken relationship with Nanaimo school district and the education of Snuneymuxw children and ensuring they have the greatest opportunities is one of the First Nations government’s highest imperatives and there is a lot of work to be done on that issue. Trying to find ways to strengthen the nation by creating
individual opportunities for people and looking for ways to create revenue for the nation were also issues. Along with chief, five councillors will also be elected and current councillors seeking re-election include William Yoachim, Doug White II, Michael Wyse, Paul Wyse-Seward and James Seward. Also seeking councillor positions will be Richard G. White, Wesley Wyse, Anthony Wyse, Erralyn Thomas, Max Settler, Regan Seward, Julie Rice-Wyse, Tina Manson, Geraldine Manson, Gary Manson, Thomas Jones, Allan J.J. Johnny, Darren Good and Joan (Wyse) Brown. Although he’s running for chief, John Wesley won’t be up for re-election as a councillor until 2015 as elections are staggered. Karen Ahenakew, Sandra Good, Emmy Manson and Eric Wesley will also remain as councillors until 2015. reporter@nanaimobulletin.com

Signs do little to mitigate risk
I
rESidENt WorriEd about possible effect on property values.
By Tamara Cunningham The News BulleTiN
ryan Aubichon wonders how flood warning signs, installed on Murray Street Friday, would have affected the sale of his neighbour’s home had they been posted a few weeks earlier. Aubichon said the signs could put off potential buyers and lower property values of homes where they’ve been raised through Harewood along the course of the Chase river. CHRIS BUSH/THe NewS BUlleTIN
The City of Nanaimo’s new flood evacuation signs are “ridiculous,” according to outraged south-end resident Ryan Aubichon, who says they do little to protect neighbourhoods and could scare potential homebuyers. Nanaimo city workers posted dozens of flood evacuation signs in Harewood last week, as part of an effort to scale back potential hazards posed by the Colliery dams this winter. The B.C. Dam Safety Branch has classified the dams as being a public safety risk in extreme weather or a major earthquake and the city is taking the potential risk seriously until it can find a long-term solution, says Toby Seward, the city’s general manager of community safety and development. Close to 50 evacuation signs now show people how to leave the flood zone and head
to higher ground. Another 30 signs could be posted to south-end streets in the future for a total cost of $24,000. But not everyone in Harewood thinks the surge in signs is a good idea. Aubichon found a flood-hazard sign in his neighbourhood last week and said it is the “dumbest thing” he has ever seen. It does little to change the perception that Harewood isn’t safe and seems to tell people to “get the hell out” of the neighbourhood, he said. The south-end resident is concerned it could hurt property values and says it also does nothing to make him feel protected from a potential dam failure. He wants the City of Nanaimo to drain the dams to eliminate risk while they come up with a long-term solution, pointing out that as a landowner the local government owes him safety. “If the city thinks [this will mitigate] liability, they are sorely mistaken,” he said. “It’s like putting up a sign at the edge of a cliff saying ‘Cliff. Be Careful’ and not putting up a proper fence ... [the city] is not doing anything to prevent a flood.” The signage is part of up to
$100,000 worth of new interim measures the city is now rolling out and will be taken down in more than a year when longterm solutions for the middle and lower dams are acted on. But Roblyn Hunter, a member of the Colliery Dam Park Preservation Society, said the signs could have been implemented better. The sheer number is over the top and “totally out of whack” with reality, she said, adding it makes the south end look like a danger zone and could scare those unfamiliar with the dams issue. “The dams are in the same state they’ve been in for decades, it’s only [the] classification changing,” she said. “There are many other risks in town. If they are going to [do this] for Harewood, they should also be putting tsunami signs downtown or signs along the railway track that [trains are] carrying dangerous goods.” A public meeting will be held tonight at John Barsby Community School by the park preservation society to explore issues like the evacuation signs. The meeting will go from 6 p.m. to 8 p.m. news@nanaimobulletin.com
Nanaimo RCMP warns scam continues to ensnare elderly victims By Chris Bush The News BulleTiN
The grandson scam is back in town and is bilking local victims out of thousands of dollars. Police are reporting they have received multiple complaints since the beginning of November including those from as many as 20 victims who have lost as much as $7,000. The most recent victim, a Nanaimo woman in her seventies who has asked not to be identified, has been hit for a total of $24,000 since she started writing money grams to cover fines, lawyer fees and damages for what has turned out to be a fictitious family member who ran afoul of the law in Lima, Peru. The typical setup for the grandson scam is the ‘grandson’
or a ‘lawyer’ representing him calls the victim, usually with a tale about the grandson having been involved in a car accident or similar mishap, and asks the victim to send money for bail, medical costs, cash to get home and so on. Pressure or a sense of urgency is put on the victim with looming court appearances or other deadlines the con artists need the money by. The ‘lawyer’ provides a 10-digit code to a local wire transfer kiosk. In the most recent case, the woman who sent $24,000 to ‘lawyers’ in Fort McMurray, Alta., and Lima was allegedly told her family member was involved in a rear-end collision while driving a rental car and talking on his cellphone. The victim does have a family member in his 30s who could be travelling in South America.

The family member speaking on the woman’s behalf – none of victim’s party would agree to be identified – said the victim was also instructed to send the money grams through different businesses where Canada Post outlets were located, which included Shoppers Drug and Central Drugs locations. She was also allegedly directed to the post office and Money Mart. It was at one of these outlets where one of the clerks questioned whether the woman was being scammed. John Caines, Canada Post spokesman, said staff are made aware of scams so they can spot them, advise customers and hopefully prevent the customer from making bad choices. “We have what’s called awareness training of what’s going on out there,” Caines said.
NOVELTY
“We have bulletins that go out anytime there are scams going around, but again it’s up to the customer. I know of specific instances where our retail people actually caught these things in process and shut it down and the people who were being scammed didn’t lose their money.” Still, Caines said, ultimately it’s up to customers to decide whether or not they want to proceed with the transaction. “We can’t tell them that we’re not going to do the transaction, obviously, but we always ask, ‘Is this something you’re sure this is something you want to do?’ and maybe sometimes over second thought they’ll take a day or two to look at it and maybe realize it is what it is,” Caines said. Const. Gary O’Brien, Nanaimo RCMP spokesman, said in a
press release that most seniors homes and seniors outreach programs in the Nanaimo area have been alerted about the scam and that it is important for people to share information about telephone and mail scams to parents, grandparents, elderly people and other groups targeted by scam artists and explain to them it is highly unlikely their real grandchildren would ask for large sums of money or would have someone pressure them to send money on their behalf. To learn more about the grandson scam, please contact Nanaimo RCMP at 250-755-3257. Santa parade lights up downtown core

fEW floatS cancelled last year’s event. By Karl yu
The News BulleTiN
After a one-year hiatus, Nanaimo’s Santa Claus Parade will return Saturday (Nov. 30) at 5 p.m.
A lack of parade floats led to last year’s cancellation, but according to Nanaimo Lions Club member and parade chairman Eric Anderson, there are plenty of entrants this year – more than double last year’s total of nine. “We’ve got about 20 entries actually, so I
think it’s going to be pretty good,” said Anderson. The parade, which is organized by the Lions club and the Downtown Nanaimo Business Improvement Association, will start at Victoria Road and Farquhar Street and the procession will go along Victoria Crescent,

Metro Vancouver has announced four sites proposed by proponents for a wasteto-energy incinerator. Nanaimo made the list, along with Port Mellon, Delta and Vancouver. A c c o rd i n g t o a press release, nine shortlisted candidates were required to identify property they’ve secured for their exclusive use by Nov. 21. None of the sites have been vetted for feasibility by the regional district. Another six sites are also anticipated to be announced as part of a different request for proposal process, which allowed public and private landowners to submit sites that would be available to all shortlisted proponents. The sites have not yet been released for legal and financial reasons. Wheelabrator and Urbaser proposed Nanaimo’s Duke Point on property at 650, 850 and 870 Jackson Road. Metro Vancouver’s Zero Waste Committee will now start community consultations.

Firefighters ratify new agreement with city By Chris Bush the News BulletiN
The haggling is over between the city and the firefighters union. The announcement that the International Association of Firefighters Local 905 and city council had each ratified the terms of the new labour contract was posted in a news release on the city’s website Thursday. The firefighters had been working without a contract since
March 2010. Negotiations have been ongoing since June 2011. The new contract covers a 21-month term from April 1, 2011 to Dec. 31, 2012 and includes a 5.5-per cent wage increase retroactively over the term. The union wanted a pension accural rate increase, which it got in exchange for language in the new contract that increased staff scheduling flexibility that also reduces costs to the city for benefits, overtime and wages for
new recruits. Terry Hartley, city human resources director, said both sides got what they wanted out of the deal. “The union got its pension … and it’s not inexpensive, so we just wanted them to pay for it by getting these other things that we got, which was the flex firefighter language and the cuts to some benefit things and that type of thing,” Hartley said. Mike Rispin, local 905 president,

expressed the union’s satisfaction. “I think we’re reasonably happy,” Rispin said. “It turned out as good as we can expect at this time. We’ve signed the deal and it’s over.” Rispin said the deal brings Nanaimo’s firefighters to wage parity with the majority of firefighters across the province and they will be getting paid a slightly higher wage than their counterparts in Vancouver. photos@nanaimobulletin.com

Mine survey aims to prevent surprises u From /1 Stephen Ricketts, the city’s construction manager, said the void had reached a point where the city had to do something before heavy traffic could continue driving over the road. While it wasn’t “thin ice,” vehicles had the potential to spur a future sinkhole, he said. City staff members are now planning to test a new strategy that could reopen the road in mid-December and provide a guide for future mine remediation. Crews will pump cement into a drill hole this week to seal off the collapsed

mine chamber, ensuring work doesn’t compromise stability in other parts of the tunnel. The multiphased project will also
include taking off the road top, stabilizing the loose soil with grout and adding new concrete columns. Ricketts said work is specialized and no other method was cheaper. A more proactive approach to identifying and fixing weakened mines, however, could offset future expenses for mine remediation, according to Ruttan. It could also prevent any more surprises. The Pine Street void was unexpected, said the city’s mayor, who points out that if another collapse
happens suddenly it could present a serious danger to the public. “[Collapsed mines are] a potential hazard and that’s why we are putting a very serious effort in to find out what the risk is and what else can be done,” Ruttan said. No schedule or costs have been announced for the new review. news@nanaimobulletin.com

Council presses rezoning on legal marijuana grow-op I CoVENANT WoUld restrict owners from applying for status as agricultural operation. By Tamara Cunningham The News BulleTiN

Nanaimo city council is inching ahead on rezoning for a proposed medical marijuana operation, despite uncertainties around tax revenue. Nanaimo city council voted unanimously last week to push the rezoning question for a medical marijuana production facility into a public hearing and create a covenant to restrict land uses. It will also consider steps to prohibit any other medical marijuana facilities from setting up in Duke Point. According to a city staff report, the latest action carries a low risk for industrial tax revenue losses, but there are are still no guarantees. B.C. Assessment has indicated medical marijuana production facilities is an agricultural use which would allow medical marijuana company Lafitte Ventures to apply for farm status and lower taxes despite operating from industrial land. A covenant will look to prohibit the company from applying for the tax change, but staff members say it might not be enforceable or have effect on the approach assessment authority takes in classifying the land. Council has decided to move forward any-
way with a legal document and a rezoning application calling for land to be changed to I4 – the only zoning that allows for medical marijuana production. While there were concerns about an eroding industrial tax base and revenue losses, the mayor says Lafitte has said it’s not interested in farm status and council is taking that public commitment at face value. “I think they would be publicly challenged if they did attempt to change from what they had agreed to,” Ruttan said. “They had publicly agreed to pay taxes and not seek protection under the agriculture [assessment] and I accept them at their word.” Lafitte Ventures representative Tonia Winchester said the rezoning still has to go through a public process and third bylaw reading but she’s optimistic it will happen with a covenant. “[I] think there is strong support in the council and we’ve been getting a really warm reception from the community as well ... people are really excited about the opportunity of having a legit marijuana business that is going to be above ground and not a black market,” Winchester said. The rezoning goes to public hearing Dec. 5. The company is hoping to start growing marijuana in February and ship to patients when Health Canada brings in its new Marijuana for Medicinal Purposes regulation in April. The company will be making a $1.5-million capital investment in its property and will provide up to 40 new jobs. news@nanaimobulletin.com

The only way to address it is to have more funding and have more classes.
Ball said with “chronic underfunding,” too often classes are up to 30 students when they should be considerably less in order for students to have an opportunity to learn effectively.
The teachers’ association is against paying teachers for taking extra students. School district board chairman Jamie Brennan said it was likely that there were high numbers of special needs students in classes and the number of special needs students varies from class to class. “It’s part of the school organization that the … principal and vice-principal oversee before the start of school,” Brennan said. “I guess if there [are] new students coming into the school, we might not know who they are or what kind of issues they are presenting.”
He said staff try to limit the numbers of special needs students in classes. With the B.C. Teachers’ Federation and its Nanaimo district local currently in legal proceedings against the provincial government related to 2002 legislation that took away teachers’ rights to bargain class size and composition, Ball hopes that class composition issues will be dealt with when the case wraps up. “Really, the only way to address it is to have more funding and have more classes,” Ball said. reporter@nanaimobulletin.com

Ferries needs watchful board The massive cuts to B.C. Ferries routes, to take effect in April, would likely be a little bit easier to swallow if the B.C. Ferries board had done the right thing and cut the exorbitant wages and bonuses given to senior management. As it is, the board instituted a two-year wage freeze and rolled the bonuses into the regular salaries paid to executives. A small portion will be held back, to be earned if performance targets are met. This is such an obvious shell game that even the most naive observer can see through it. These top people will continue to get the same high salaries they get today. B.C. Ferries CEO Mike Corrigan makes $563,000. His counterpart on the similarsized Washington state ferry system makes $166,000. B.C. Ferries is going through a massive exercise to save about $19 million. There is no question there is a need to reduce some services on lightly travelled routes. And despite the whining by some people, asking seniors aged 65 and over to pay 50 per cent of the passenger fare Mondays through Thursdays is not a major imposition. Most seniors who live in coastal communities have enough disposable income to make the occasional ferry trip, and they will still be getting a substantial discount over every other traveller. But had the B.C. Ferries board really grasped the nettle and made some substantial cuts to the wages of its top managers, a significant amount of money would be saved (it would amount to millions) without a single sailing being cut. The real challenge that the provincial government faces is rooting out the members of the boards who run its Crown corporations. It needs board members ready to challenge CEOs and top managers they are supposed to be keeping watch on. It needs board members who do not blindly accept the status quo, and will look out for taxpayers and consumers.

Gabriolans seem to want to be cut off Re: Gabriolans left stranded, Editorial, Nov. 21. The writer of the editorial suggests that there should be a hew and a cry, and we will support them. Please speak for yourself, I do not and will not support the people that turned down a bridge to their island, because it would take away the serenity of Gabrolia. Well if it is serenity they want, they should be happy that B.C. Ferries is cutting
trips to their island. I can see less drunks arriving at late hours from Nanaimo’s late-night activity. A bridge is the answer, but stubborn Gabriolaites are dead against it, so why should we as taxpayers support them? The writer says we will be cutting off our friends, relatives and neighbours, get real, it is only a late-night ferry cut, something they are making too much of a big deal about. I say to the writer, if
it is such an inconvenience to the ferry-dependent community, then let them support a bridge, and I will support a hew and a cry for them. Then they will not be dependent on the ferry system. I do agree with the writer when he states, Nanaimo residents cannot keep forking over fare increases to subsidize those that want to live on the islets. The writer states that it will hurt our arts and culture scene and
downtown nightlife. Arts and culture goes on during the sailing period of the ferry without the last runs being cut, and it can and will be worked out to Gabriola residents’ advantage. And where do you get off stating that it will cut Gabriola off from us? Two sailings will not deter the effect that Gabriola has on Nanaimo. Gabriolans left stranded, what a joke.

TWO SHOWS planned this week.
Lower tuition never goes out of style. Two festive fashion shows this week are being staged to benefit Vancouver Island University’s tuition waiver for youth in care program. The shows at St. Andrew’s Church this Friday (Nov. 29) will feature upcycled, carefully curated and gently used women’s wear found at Nanaimo’s Repeats Consignment shop. The shop’s owner, Margaret Spencer, says she rejoiced at VIU’s late-August announcement that established it as the first university in B.C. to waive tuition fees for youth aging out of the province’s care system. “Hallelujah that VIU decided to offer
this program to kids in care,” says Spencer. “This is one of the most destitute groups in society -- at 18 years old the rug is hauled out from under them and they get nothing.” Spencer heard the announcement and knew from her own family’s experience that the costs associated with sending children to university include far more than tuition. That’s why she’s inviting the community to the fashion shows – one at 1 p.m. that includes lunch, and a 7:30 p.m. show that includes coffee and dessert. Tickets are $15 each and are available at her shop at 295 Wallace St. Spencer’s clientele are primarily women in their mid-forties and older, many of whom have shared the experience – and cost – of sending children to university.

Residents lend toys to exhibit
I
nAnAIMO MuSEuM features different eras of collectibles.
The Nanaimo Museum is hosting a feature exhibit on toys during the holiday season. The exhibit, from the early 1900s to the 1980s, features classic toys and blockbuster toys from each era. Most of the toys in the exhibit are on loan from people in the community. “We had an overwhelming response from community members who were interested in sharing their toys for the exhibit,” said Aimee Greenaway, program and volunteer coordinator at the Nanaimo Museum. “Toys will reflect the childhoods of many locals and their families.”
The toy exhibit coincides with the museum’s busy Christmas season. “Toys will be a great addition to our annual Christmas programs, including our popular family Christmas event, Under the Christmas Tree,” Greenaway said. The event takes place on Dec, 14 from 1-4 p.m. and features professional storyteller, Margaret Murphy sharing Christmas stories at 1 p.m. and children’s activities afterwards until 4 p.m. Admission to the museum in the month of December is by cash donation to the food bank. “The holiday season provides a great opportunity for us to support local organizations that help Nanaimo families,” said Debbie Trueman, museum’s general manager. “Commu-
nity members can visit the museum for a family Christmas experience in the toy exhibit and know they are helping people in our area.” The museum has added extra operating hours for the month of December. “We are open Sunday afternoons,” said Trueman. “Opening for extra hours will allow more visitors to see the toy exhibit and give customers more time in the gift shop.” All proceeds from the gift shop directly support museum programs and exhibits. The museum is open Monday-Saturday, 10 a.m. to 5 p.m. and Sundays noon to 4 p.m. The museum is closed on Dec. 25- 26, 29 and Jan. 1. For more information please visit www.nanaimo museum.ca or call 250 7531821.

Choir says farewell to director with concert Christmas is always colored with nostalgia. For the Island Bel Canto Singers, their seasonal concert The Christmas Rose will become a special memory, for it will be the last time wellloved artistic director Lionel Tanod will be leading them. The program bears Tanod’s distinctive stamp, ranging from the traditional to contemporary with everything in between. In celebration of the100th anniversary of the birth of famed English composer Benjamin Britten, Tanod has selected songs from his Ceremony of Carols, a work performed by choirs throughout the world. The Chamber Choir, a small group of accomplished singers formed from within the choir, will perform three selections – Three in White, an unpublished arrangement of three popular pieces by B.C. composer Stephen Smith, first done by the Elektra women’s choir in Vancouver. The rose theme is interwoven throughout the program. The rose is a symbol of the season. It is based on a story that the Christmas rose sprang from tears falling in the snow from a young girl who

PET ADOPTION
HAPPY ENDINGS:
Robbie, Joey, Chauncey & Buddy Robbie (formerly known as Dorby) found his forever home through the adoption process at the BC SPCA Nanaimo and District shelter. Robbie’s forever family took the time to write to us and let us know how he is enjoying his new life, becoming part of the community and making others smile every day: Just to let you know we are delighted with our ‘Robbie’. He has been with us just over a year now. He has adapted well to his new life with us, his retirement home perhaps as he is 10 1/2 years old now. Thank you for entrusting us with Robbie, he is indeed the best dog for us and our lifestyle and filled the gap in my heart that our dog Katie had for 12 years. Joey came into SPCA care when he was only weeks old. He had been left behind and was brought in by a friend Joey Robbie who was concerned for his welfare. He was a tough young kitten who took some time off from the shelter to enjoy the merriment of a foster home. Once he gained some weight, strength, and was found to be in good health he made his triumphant return to the shelter. It took a bit of time, but Joey Veterinary Hospital Deluxe Boarding for Cats Ltd. found his forever home. We always knew Joey was a smart “Nanaimo’s Exclusively Feline Practice” little kitty, but has learned alot since leaving the shelter. His • DR. COLIN JEROME • DR. STONES, Ernest (Ernie)
October 23, 2013
Ernie passed away, peacefully, on Wednesday, October 23, 2013 at the age of 87. Ernie leaves behind his loving children, Marc (Deborah), Kelly (Rod), Carol; and his granddaughter, Jordan. Ernie was predeceased by his beloved wife of 53 years, Pierrette (Simard); his parents, Lt. Colonel Samuel Ernest Beech Stones and Maria del Carmen Stones (Jimenez); his brother, Arthur; and his sister, Margaret MacGaul. Ernie also leaves behind loving nephews, nieces and lifelong friends. Ernie was born on June 6, 1926 into a British military family stationed in India. He attended military boarding school from the age of six and later served in the British Army as a paratrooper and artillery instructor. After leaving India, Ernie and his family moved to England and then relocated to Lima, Peru, where he and his brother, Arthur started a boat building business. In the mid-1950’s, Ernie took a job in the Canadian Embassy in Lima, where he met his future wife. On June 29, 1957, Ernie and Pierrette were married and left for Vancouver. Soon after his arrival in Vancouver, Ernie joined Canadian Pacific Airlines. During Ernie’s career, the couple and their three children lived in a number of different cities in Canada before finally settling in the Lower Mainland in 1975. By the time he retired, Ernie and Pierrette had developed many everlasting friendships. During his final years with CP, Ernie and his brother, Arthur, now a successful Naval Architect, joined forces in an entrepreneurial venture again involving boats, a central theme of their lives. Their offshore oil supply business operated under contract to a New York based oil company drilling off of the coast of Peru. By the early 1980’s, their business employed over 350 seamen and operated 31 crew and supply vessels ranging 65 to 181 feet. In the late 1970s, the brothers also decided to invest in a marina, and became the owners of Stones Marina on Stewart Avenue in Nanaimo. The marina operated, at the time, the world’s largest marine travelift. After Arthur’s unexpected death from cancer in 1983, the business continued under Ernie and his family, with Ernie always maintaining his role as trusted advisor. Ernie will be remembered for his great sense of humour and sharp wit, his intellect and his knowledge of history, politics and current events. Ernie was a true gentleman, a devoted family man and an extraordinary husband and father. The Stones family would like to thank all of the staff at Woodgrove Manor for the care and compassion they showed to Ernie in his final days. A Celebration of Ernie’s Life will be held on Sunday, December 1, 2013, at The Grand Hotel Nanaimo, 4898 Rutherford Road, from 4:00 – 8:00 p.m. Everyone is welcome. In lieu of flowers, donations may be made, in Ernie’s memory, to the Heart and Stroke Foundation (BC). Sands ~ Nanaimo (250)753-2032

BY GREG SAKAKI THE NEWS BULLETIN
Vancouver Island University’s basketball teams can’t be beaten, and what’s more, they seem to be getting better. The VIU Mariners men’s and women’t b-ball squads were both big winners against the Camosun Chargers on Friday in the Vancouver Island University gym. The M’s women defeated the Chargers 56-42 and then the Mariners men hammered Camo 93-51. VIU’s men were never threatened in Friday’s game, building a 47-18 lead at halftime. “Once we got going, I thought we played pretty good,” said Matt Kuzminski, coach of the M’s men. “Defensively we were able to control the game, and throughout the game we had spurts where our offence looked really good.” The Mariners have won a few blowout games already this season, and have nevertheless been able to maintain intensity. “Even though were up by a big lead, we’re just trying to put 40 minutes together every night,” said Jason Fortin, VIU forward. “I think we got closer tonight but we’ve still got a long ways to go.” Fortin scored a game-high 19 points and Clayton Billett and Seth Goodman scored 14 apiece. Brandon Jones had 13 assists. The women’s game saw the home team start slowly, falling behind 21-8 after one quarter. Bill McWhinnie, M’s coach, said his team gave up too many easy looks and passing lanes, but got back to doing the things it had practised and game-planned for. “There was a point where we realized that we needed to put more effort in and then things would start falling our way,” said Shayna Worthington, M’s forward. “Because when we

work hard, we have good outcomes.” McWhinnie said his veteran players didn’t get rattled when trailing. “They’ve seen everything, probably, in their five years, four years, and they realized there’s a lot of time in the game,” he said. “We knew what we needed to do.” Worthington scored a gamehigh 23 points and Jocelyn Jones had 17 points and seven assists. Jenna Carver had nine rebounds. VIU’s men’s and women’s basketball teams are both a perfect 6-0 in PacWest play. GAME ON … The VIU teams are on the road this coming weekend, visiting the Douglas Royals on Friday (Nov. 29) and then the Langara Falcons on Saturday. sports@nanaimobulletin.com

The Barsby Bulldogs won of the greatest football games in school history, giving themselves a chance to play for a championship. John Barsby Secondary School’s AA varsity football team defeated the Mission Roadrunners 34-27 on Saturday at UBC’s Thunderbird Stadium in the provincial semifinals. “We went through some ups and downs and our team never lost its focus or stride,” said Rob Stevenson, Barsby coach. “I’m really proud of how we rallied.” The Bulldogs, trailing 27-26 with one minute, 45 seconds to go, drove 86 yards to score the game-winning major. Barsby converted a fourthand-six deep in its own end of the field, crossed midfield on a long run from Kyle Vollet and then got to the Mission one-yard line on a onehanded catch from Cole Virtanen. Vollet punched in the go-ahead touchdown and Barsby’s defensive backs broke up the Roadrunners’ last-gasp pass attempts in the dying seconds. “It shows that we can stick together through anything,” Virtanen said. “We can push through any problems that we have. We can always rally together and win a football game.” GRID BITS … Barsby running back Brandon Parker was injured on the final drive, but before that he amassed 304 yards and four touchdowns. Chance MacKay-Topley had seven tackles and a forced fumble and Tyler Harvey had six tackles and a fumble recovery … Barsby will play the Carson Graham Eagles in the Subway Bowl on Saturday (Nov. 30) at 3:30 p.m. at B.C. Place stadium. sports@nanaimobulletin.com

Redmen win, make it to final Nanaimo stopped Cowichan cold and won a huge playoff game. The Nanaimo Redmen defeated the Cowichan Bulldogs 14-9 on Sunday in Duncan in the Vancouver Mainland Football League semifinals. The Redmen were able to stop up the Bulldogs late in the fourth quarter on a goalline stand to protect a lead. They gave up a safety on the
ensuing series, but stopped the Bulldogs again and time ran out. Nanaimo coach Sean Roden said his team installed a new defence just to game-plan against Cowichan’s power run game. “The boys embraced it, they were all confident it would work and it did,” he said. “They executed in beautifully.”
Austin Lyle threw a 70-yard touchdown pass to Jonah Wassell in the first quarter and then Lyle dove for another TD in the third quarter. “Cowichan plays really good defence, but we were able to have the majority of the possession of the ball and did quite well in field position,” Roden said. The victory vaults the Redmen into the VMFL final
for the first time since they won the league championship in 2009, so Sunday’s win was a big one. “When you look at the joy in their faces winning that game, you realize what you’re doing it for,” Roden said. GAME ON … The Redmen play the North Surrey Bears on Sunday (Dec. 1) at 4:30 p.m. at Langley’s McLeod Athletic Park.
Buccaneers earn ties, try for better The Nanaimo Buccaneers put an end to a brief losing skid, but weren’t able to come up with a win. The Bucs tied the Campbell River Storm 4-4 on Thursday at the Nanaimo Ice Centre after two overtime frames couldn’t determine a victor. “From the fans’ perspective I guess they got their money’s worth tonight,” said Brad Knight, coach of the Buccaneers. “I’m just [upset].” Nanaimo went into the third period up 3-1, but the visitors tallied early in the third and then scored on a five-on-three power play to tie it up. The teams traded goals, setting up overtime. Both sides had chances in fouron-four and threeon-three OT, but the puck stayed out. Jordan Levesque led his team with a goal and two assists and Lynden Eddy, Garrett Dunlop and Dayton Boutilier w e r e N a n a i m o ’s

The Nanaimo Clippers got into a barnburner hockey game and couldn’t keep up with the opposition. The Clips lost 6-4 to the Alberni Valley Bulldogs on Friday at Frank Crane Arena. Both teams piled up 40 shots on goal, but the visitors capitalized on more of their chances. Nanaimo got goals from Brendan Taylor, Spencer Hewson, Devin Brosseau and Anthony Sabitsky. Liam McLeod suffered the loss in goal. Nanaimo visits the Cowichan Valley Capitals on Wednesday (Nov. 27) at Duncan’s Island Savings Centre. Duke Point struggling to chart industrial future I COmPeTITIVe TAx rate draw to companies looking to set up shop on south Coast. By Chris Bush the News BulletiN
Nanaimo wants to grow its industrial tax base while residents wrestle over what industries they want on their doorstep. Duke Point was conceived in the 1970s by the provincial government that recognized the day would come when the B.C. south coast would run out of industrial land and need more port facilities and space for industry. The industrial port was dynamited out of the bed rock and levelled in the early 1980s and after 30 years of economic and industrial ebb and flow, Duke Point could be on the cusp of serious development as companies, attracted by competitively priced land and industrial tax rates, eye up elbow room. “One of the things we have to consider is in the last seven years we’ve reduced our heavy industrial tax rate to, in my opinion, one of the most favourable in British Columbia,” said Bill McKay, Nanaimo city councillor. Competitive housing prices, Island lifestyle, cheap hydro-electric power and close proximity to areas where companies can test technology prototypes are other reasons to move to Duke Point, said Sasha Angus, Nanaimo Economic Development Corporation CEO, who is seeing rising interest in the industrial park. In the 21st century, the site could become home to industries never thought of 40 years ago, but there’s
CHRISH BUSH/THe NewS BUlleTIN
The idea for Duke Point industrial park formed in the 1970s when the provincial government realized that B.C.’s south coast might run out of industrial land. Nanaimo is struggling to decide which industries are suitable for the area.
strong local opposition to any industry with a heavy environmental footprint. Chromium and power generation plants have been shown the door in the past. Pulp and saw mills, bio-waste processing, various manufacturing processes and the vehicles and services supporting them all have an impacts people want kept in check. A recent rezoning application for an industrial medical marijuana farm by U.S.-based Privateer Holdings and the potential to build an incinerator to burn and generate electricity from hundreds of thousands of tonnes of garbage, barged yearly from the mainland, have stirred consternation and even sparked city council to look at the potentially “downzoning” Duke Point to bar some non-traditional industries from moving
in. “I think [Privateer Holdings] are an interesting illustration of an industrial business that doesn’t meet our old definitions of what is industrial,” Angus said. Angus isn’t the only one who figures going green is good. Even Duke Point stalwarts – like the Harmac pulp mill that have been there since the 1950s, which just completed a $45 million co-generation plant – are building the foundations of an “ecoindustrial” future where new companies feed from heat and power from existing plants like Harmac’s. “Which would allow other companies in the region to create, not so much an industrial park, but more of an eco-industrial park of companies that develop and manufacture environmen-
Province gambling with energy future At every moment we make personal choices. What food to eat, when to go to bed, what clothes to wear, etc. In the last two years the province has decided our energy future is in the nonrenewable energy sector, claiming that this will create thousands of jobs and improve the environment. According to news reports Premier Christy Clark said that B.C. should sell natural gas to China and Japan because “it is cleaner than ChiEnErgy na’s coal and safer than solutions Japan’s nuclear power.” Ian Gartshore Not quite. When the escaped natural gas from fracking operations is included in the greenhouse gas totals, gas is no better than coal. Simultaneously the province is pushing for more exports of our minerals to China, including coal. Indeed, Vancouver may soon be the largest exporter of coal anywhere on North America’s west coast. Is burning natural gas “safer” than Japan’s nuclear power plants? If the widely accepted consensus amongst climate scientists is true, burning fossil fuels will make the world a far more dangerous place. At the same time very clean, renewable energy companies and associations are fleeing our province. u See ‘RENEWABLE’ /39
tal technologies,” Angus said. Nanaimo is also within a couple hours’ travel distance of where photovoltaic, tidal and wind power manufacturers can test their technologies in real-world conditions. More companies mean greater demand for things like overnight courier service. Theoretically, Privateer Holdings would need speedy delivery for marijuana prescriptions that could be flown out of Nanaimo Airport, increasing traffic there and an added benefit for existing high-tech companies like Inuktun, which often must send parts and products to customers worldwide in a hurry. “Duke Point is a huge asset for us,” Angus said. The trick is to attract the right industries under existing zoning categories. Kim Smythe, Greater Nanaimo Chamber of Commerce CEO, said Nanaimo needs to be careful about potentially “down-zoning” Duke Point to nix proposals like the trash incinerator. “I thought it was a real knee-jerk reaction to go, say, oh my gosh let’s downzone this so they can’t use it,” Smythe said. “If they can’t use it that means a lot of people can’t use it and then we’re back to slowing down the fulfilment of Duke Point as a heavy industrial park.” But Duke Point isn’t perfect. McKay pointed out there never has been a rail spur built to the park, which relies solely on truck and ship transport. In fact the only rail link to the Lower Mainland for all of Vancouver Island terminates in downtown Nanaimo. McKay said he’d like to see transportation infrastructure, especially freight and commuter rail linked between downtown, Duke Point and the rest of the Island. photos@nanaimobulletin.com

GO WITH THE PROS
Canadian Home Builders’ Association – Central Vancouver Island Your Residential Construction Resource Get It In Writing… Why is it so important? You want to work with a reputable contractor – one that treats you fairly and honestly, puts their promises in writing, and backs up their work. You should not deal with anyone who offers a “special price” if you pay cash and nothing gets written down. A cash deal means a lot more risk for you, and far less control over how your project turns out. And that’s no deal at all.

Professional contractors always work with a proper, written contract. A contract spells out a clear project plan and what you and your contractor have agreed to. It is the best way to protect yourself and ensure things go as planned – and a valuable part of what a professional contractor provides.

A written contract should include the following:
Custom Homes|Renovations|Design & Build
CHBA PAGE
✓ A full description of the work, including the materials and products to be used ✓ Dates when the work will start and be completed ✓ A clear payment schedule that lays out when and how much you will be charged, and what lien holdbacks are required ✓ The contractor’s warranty detailing what is covered and for how long ✓ Confirmation that the contractor has business liability coverage for your project, and that required Workers’ Compensation coverage is in place.
Lot prices start at $124,500 Contact AL HERLE (778) 678-4979 www.cinnabarheights.com
Don’t sign a contract unless you are satisfied that it includes all the necessary information and accurately and fully represents what you have agreed to.

Professionals provide the following, often as part of your written contract:
For All Your ConCrete needs
✓ Full contact information, including name, address and phone number ✓ Confirmation of business liability insurance that protects you or third parties, such as neighbours ✓ Proof of Workers’ Compensation coverage ✓ Their government-issued Business Number or GST/HST number, and proof of any business licence required by the municipality ✓ A clear written warranty specifying what is covered and for how long

The Canadian Home Builders’ Association recommends that you interview 3 to 5 contractors prior to signing on the dotted line. Ask for quotes, check references and insist on a written contract prior to engaging in a business deal.

Renewable energy projects leaving province u From /37
Finavera Wind Energy has sold its B.C. investments. A local Nanaimo tidal company has quit trying to do business in this province. The non-profit Marine Renewables Canada is moving its headquarters from Nanaimo to the east coast, despite the fact B.C. has some of the best opportunities for creating
clean, renewable electricity and thousands of local jobs. We do not know whether it will be economically viable to export our natural gas, especially with other jurisdictions are greatly ramping up their export plans – leading to future depressed prices. As a former problem gambling counsellor, I recognize the common signs of

gambling: a lack of rational/ consequential thinking, a willingness to spend wildly, starry-eyed wishful thoughts and an inability to consider other options. B.C.’s energy future is being gambled. Pity. It doesn’t have to be. u Ian Gartshore is chairman of the non-profit Energy Solutions for V.I. (www.esvi.ca).
