Roads in rough shape need new money KEVIN PARNELL Lake Country’s operations manager said the district must either raise taxes or cut services in order to improve a crumbling roads network, 200 kilometres of which are in need of repair, improvements or replacement. That message was given to close to 40 Lake Country residents who showed up late last week to see how the district was planning to tackle an issue that is going to cost $200 million over the next 20 years. Greg Bucholz, Lake Country’s operations manager, said a good cross section of Lake Country residents was on hand last week as the district laid out its Transportation for Tomorrow plan and took in some public comments on the issue. “I think people recognized that our infrastructure and our roads are getting old and starting to show signs of age,” said Bucholz. “No one wants to pay more taxes but if we are going to do this we are either going to have to come up with some more money or pull back somewhat.

Municipal council has begun the budgeting process for the next year but no decisions have been made. Bucholz said Lake Country is no different than many jurisdictions that are dealing with the same thing. “I think this is something virtually every local government is going through,” he said.

cussions as a community so we can make some tough choices and get to a point where we are sustainable for the long term.” Among the comments from the public were issues such as the importance of sidewalks for people to get around the community safely as well as providing alternatives to regular vehicle traffic. The district’s Official Community Plan lays out what the community wants for transportation in the future and Bucholz said right now the community falls behind what the OCP states. He said it’s time to get started on improving Lake Country’s transportation.

“Our view is that this plan is right for the community,” said Bucholz. “It’s derived out of the Official Community Plan which is a bylaw and has some strong objectives around the transportation network. “It’s important to note
this is a made in Lake Country solution,” he said. “This is not about putting in roads and gutters to the extent that the City of Kelowna would do. This is about keeping a rural community feel and providing functionality that is very cost effective.” In terms of the financing, staff are recommending a five year ramp up to start the Transportation for Tomorrow plan. The public can still fill out a survey and have their input taken at the website www.okanagaway.ca. Farmers in program to develop comprehensive businesses JUDIE STEEVES Even at their first presentation as part of the Central Okanagan Economic Development Commission’s Agri-Tourism Business Planning program last month, five local farmers made connections with potential customers and suppliers.
It was the start of sharing their experiences and plans for developing their own agri-tourism through the four-month program. The intent, said commission business enhancement specialist Tracey Fredrickson, is to help traditional farm operators develop business skills needed to
move into agri-tourism. Tourism Kelowna CEO Nancy Cameron talked to the participants about making the Farm to Table connection. Tourism Kelowna’s program includes promoting tours of local farm and food operations. A brochure and map guide people to both producers and to restaurants which
make use of local products, to complete the circle for visitors. “Our mandate,” , said Cameron, “is to get customers to your doors. We promote what you do. There’s a new value set to who we are in North America. You make it real to consumers.” Cameron said agri-tourism is the third
highest job-producer in this area, up 5.8 per cent from 2006 to 2011, bringing in $176 million in direct wages. Jesse Croy, executive chef at Summerhill Pyramid Winery, agreed, saying customers expect local, organic food. Chefs need farmers to grow that food, and to share their stories to pass along
to customers. “Some farmers grow 80 per cent of their production for me,” he added. “We have to be flexible in our menu creations. My menus are about the vegetables. They run around the edge of the protein on the plate and vary throughout the year with what’s fresh.”
Loretta Cross, of Function Junction, said 40 sous chefs from Mission Hill come out in the spring and help them plant, saving the farm work, but also introducing these chefs to the soil from which their food is grown. “They show up in white pants and expensive boots and get filthy dirty.”

One Veterans Affairs client service agent will remain posted in Kelowna Veterans in Lake Country and across the Okanagan will still be able to speak directly with a veteran’s affairs staff member after an announcement that a staff member will remain in place at Kelowna’s Service Canada location. Kelowna-Lake Country MP Ron Cannan released a statement late last week confirming the move. “Since last year’s announcement that the
Veterans Affairs office in Kelowna would be closing next February, my staff and I have worked closely with the Minister’s office to keep a Veterans Affairs client service agent in our community,” said Cannan. “I am pleased to report that the Minister of Veterans Affairs has listened to our concerns and has announced that a Veterans Affairs client service agent will remain and be available at the
Kelowna Service Canada location to assist veterans with their benefit applications, answer their questions, and help them get access to services.” Cannan said having an experienced Veterans Affairs staff member in the Service Canada building will allow veterans the one-on-one service they have been asking for, adding that proper signs will be reinstated to ensure that local veterans know that person-
Cram the Cruiser The Lake Country RCMP are planning the final details for the second annual Cram the Cruiser fundraiser, set for Saturday, Dec. 7, between 8 a.m. and 4 p.m., in the parking lot of the Lake Country Cooper’s Food, 9522 Main St. RCMP members, auxiliary members and volunteers will be on location with marked police vehicles inviting the public to Cram the Cruiser with non-perishable food donations. Greenhouse gas trial balloon leaks

ast week I described the inevitable demise of B.C.’s “carbon neutral government” scheme, which continues to take millions from hospitals and schools to fund greenhouse gas reduction projects of questionable value. It’s like the AirCare program, a pollution solution that sounded great at the time. AirCare soon found itself chasing diminishing environmental returns, made redundant by new vehicle technology and the financial need to save fuel. Public sector carbon offsets will suffer the same fate, growing as a political liability as their effectiveness declines. All this is separate from B.C.’s carbon tax and greenhouse gas reduction program, another environmental trial balloon that is sinking back to Earth. Former premier Gordon Campbell’s climate goals officially remain in place: 33 per cent green-

Tom Fletcher house gas reduction by 2020 and a whopping 80 per cent by 2050. If the gas boom proceeds as planned, B.C. domestic emissions will not be down, but up substantially by 2020. New liquefied natural gas export proposals continue to pop up, the latest ones on former industrial sites near Squamish and Campbell River. And with the surge of LNG activity around Kitimat and Prince Rupert already changing the landscape, questions linger about the pollution and greenhouse gas impacts. As she left for the
government’s largest ever trade mission to Asia, Premier Christy Clark dismissed a study that estimated the impact of three LNG plants. That study, done by Kitimat environment group Skeena Wild, assumed “direct drive” technology to chill and compress gas for export. It concluded that three plants would burn two and a half times the amount of natural gas currently used in Metro Vancouver. Clark and Environment Minister Mary Polak relied on the same talking point to reject the study. The technology of powering LNG is still being negotiated, as producers work towards environmental permits, so the total can’t be calculated yet. BC Hydro is predicting little electricity demand for LNG until after 2020, which suggests the early development will either be direct drive—the industry standard and simplest method—or building one or
more gas-fired power plants in northwest B.C. Even if gas usage stays steady, it’s plain to see greenhouse gas emissions are going up. Clark has repeatedly argued that B.C. LNG should get credit for displacing coal in China and elsewhere. I asked Polak if the international community would accept B.C.’s assertion that emissions from our LNG production shouldn’t count. “We haven’t said we won’t count them,” Polak replied. “What the premier’s talked about and I’ve talked about is that this whole issue of how one accounts for greenhouse gases in a particular region is one that is constantly evolving. There are regularly changes to the international standards for accounting for these things and reporting them. And certainly the ability for one jurisdiction to impact positively on the GHG emissions of another, we think is appropri-
ately considered in how one accounts for these things.” Clark visited the Jiangsu LNG import facility in China that could be a key export destination. Globe and Mail China correspondent Nathan Vanderklippe covered the premier’s visit. He reports that the gas being imported at Jiangsu isn’t replacing coal. It’s being used in addition to coal in peak demand periods. Clark also visited Japan, another key customer for LNG. The whole world knows why Japan needs new energy sources. It needs to replace production from its disaster-tainted nuclear facilities. Will B.C. LNG be part of the solution to human-induced climate change? On the evidence so far, the answer is no. tions are codified in narrow, culturally-shaped “religious” rules, although pthe great religious teachers were almost universally known for breaking out of stereotypes and culturally blinkered assumptions about others. In my faith community, we have a relationship covenant that includes “most respectful interpretation” (“MRI” for short). It seems to be the hardest guideline to practice. We habitually make assumptions about one another. So it is a spiritual discipline to step back from our assumptions 5and to check them out. We ask ourselves: “Is my idea of the way things are an observation of what is actually happening here and now, an interpretation from what I observe, or an assumption that may not be valid given how little I know about this person or situation? Am I confusing this with past experiences? Has something triggered my own insecurities, fears of rejection, sense of being different, imperfect, unacceptable? Or has this person simply had a bad day, and it has nothing to do with me?” Approaching our interactions with an attitude of respectful curiosity means we can be more observant and fully present in this real situation. Our human freedom lies in that space between reactive feelings and response—we have little freedom if we live our lives in a kneejerk fashion. Spiritual traditions encourage us to look deeper, with a proactive commitment to compassion and acceptance of others.
They are meant to be liberating, not constricting. Cultural attitudes often put folks who are different into boxes with labels. But Jesus of Nazareth and the Buddha, Muhammad and Mother Teresa, the Dalai Lama and Lao Tzi and so many other wise spiritual leaders challenge us to get beyond boxes and fears about the “stranger.” Jesus, according to tradition, claimed: “I was a stranger, and you took me in.” Such actions are the true measure of a religious person. During the recent Gay Pride march, I thought about this difficult challenge of getting beyond boxes and assumptions—it is easy to make assumptions about people who are different. My tradition has a saying: “We need not think alike to love alike.” A friend that morning suggested it is also true that we need not “love alike” to think alike. I have learned so much from those who think or love differently than I do. It is a matter of justice and compassion that we work for inclusion and celebrate diversity. It also means challenging our assumptions, deepening our humanity and enriching our lives with the wisdom many diverse voices bring into our communities. Rev. ast week, the naugural flight between Cranbrook and our own Kelowna International Airport (YLW) arrived on the tarmac, beginning regular service between the two regions. Pacific Coastal Airways has added this destination to its list of more than 65 B.C. communities that they connect with regular service, bringing even more visitors to the Okanagan. This year, the one millionth passenger flew out in August, compared to September last year and December in 2005. The airport has already completed a $4.8 million expansion on the international arrivals area, providing more space for Canadian Bor-

der Services Agency to do their important work. Anyone who has waited in a busy customs line can appreciate the value in providing more space to reduce congestion at customs. The runway has received new surface paving for the first time since 1986, making sure that planes of all size will be able to land safely at our airport. As another part of the Drive to 1.6 Million Passenger Program, a $1 million revitalization was completed on the Airport Way, improving the road infrastructure and making aesthetic enhancements like landscaping and lighting. As the airport expands, more airlines like Pacific Coastal Airways are bringing service routes to Kelowna. Earlier this year, the airport announced seasonal service to WhiteFREE
horse in a partnership with the Yukon’s airline, Air North. Airlines like Northwestern Air are expanding their existing service with flights to Abbotsford and Red Deer. What does this mean for Kelowna? In a study done on projected airport expansion between 2007 and 2025, it found that over 3,000 jobs will be created by 2015, and over $525 million in economic output between the study’s publication in 2007 and 2025. Kelowna has a thriving tourism industry, and it’s exciting to know that visitors from all around the world travel to see the natural beauty of our region, to try the incredible wines from this region, and to experience our hospitality. Having an airport that allows for simple travel plans and a seamless journey is a key aspect of attracting more

guests every year, and growing our economy. NOTICE of PLEBISCITE On A Plan to Establish an Apple Industry Development Council for British Columbia Apple Producers A plan is proposed to establish an industry council under the BC Farming and Fishing Industries Development Act. The proposed name of the council is the Apple Research and Promotion Agency (ARPA). ARPA will have the authority to collect levies and fulfill the objectives that are outlined in the published plan. The Council will secure a larger funding base, from government matching funds and potentially from a levy on imported apples (a proposal is currently being developed by a national committee of apple producers). ARPA will promote apple consumption, as well as horticultural and packing research. The Council will represent all apple producers regardless of how their apples are packed or sold. Growers with over 2 acres of apples are eligible to vote. A registry will be maintained by an independent registrar / returning officer. All contact information for growers will be held confidentially by the registrar / returning officer. Registered growers who do not vote at initial public sessions on November 27 and 28, 2013 will receive a voting package in the mail. Yes it’s hard to believe but there is no reason why you can’t continue your passion to grow and learn about plants during the winter months. In the world of plant production, particularly in the northern temperate climates, plants are being grown by greenhouse growers all over the place. These growers need to have products produced over winter in
order to have their plants on the shelves by spring. November and December are typically seasons for shipping Christmas plants to the market place for the big rush. The other big push right now is in the perennial plant production world. The perennial plant industry starts its season in the fall with seeding and propagation of the many perennial plants available today. In the winter months they use grow lights to

This in turn can change the resting position of the jaw, tongue and TMJ, leading to increase tone in the muscles of the jaw and face. These muscles include the masseter, which sits on outer part of your cheek, the temporalis which sits overtop of your temples, and the
If you are experiencing TMJ related pain, avoid chewing gum, eating hard or large foods, nail biting and clenching or grinding your teeth. You can avoid clenching and grinding of your teeth by keeping your mouth as relaxed as possible during the day and night. Rest your tongue on the front of the roof of your mouth with your lips closed and your teeth slightly apart. This is the resting position of the TMJ. It is in this pos-
ition where there is the least amount of stress on the joint and muscles. While sitting up straight, with your shoulders and mouth relaxed, take slow deep breathes in and out of your nose, trying to relax your mind and muscles. If you are still experiencing pain, you can visit your local Physiotherapist. She or he can help to calm the muscles using soft tissue techniques, manual therapy and acupuncture to restore normal pain free movement of your TMJ. Pain in the jaw can also be caused by other medical and dental problems. Therefore, a consultation with your dentist or doctor is recommended, especially if your jaw is locking or you cannot fully open your mouth. What causes plantar fasciitis and what are my treatment options?
The plantar fascia is a broad, dense band of collagen tissue that runs along the bottom of your foot beginning at the heel bone and indirectly connects to the toes. The hallmark sign of plantar fasciitis is heel pain arising in the morning or after periods of rest, caused from the fascia being stretched or lengthened on standing. Since the fascia is not very elastic, tension felt at one end will be transmitted to the other. A lack of ankle motion, short Achilles Tendon, or a heel spur may also contribute to the pain. Treatment includes a series of stretching exercises, short term anti-inflammatory medication such as Advil or Aleve, or applying ice to the heel . Over-the-counter or custom foot orthotics can help, and if purchased should be worn at all times including in the house with a supportive pair of running shoes or sneakers. Continue to wear the orthotics for several months after resolution of symptoms to prevent a recurrence. The good news is that no matter how you are treated, over 90% of people have resolution of symptoms – though this may take up to six months.

Give someone a miracle this winter According to Canadian Blood Services, for medical patients in need of blood or blood products the act of blood donation is a “miracle” and donors are “miracle workers.” The organization is getting set to launch its annual Holiday Miracle campaign (now until Jan. 4) and is counting on Canadians to help it collect more than 75,500 blood donations nationally and 14,400 locally to help meet hospital needs. “Holiday miracles do exist,” said Gayle Voyer, a partnership specialist with Canadian Blood Services in Kelowna. “The generosity of one stranger to another in our clinics often means
helping to save a stranger’s life.” Blood is a lifeline for many people during the festive season, including individuals living with leukemia, women who require blood products to save the life of their baby, or car accident victims with major bleeding. “During the holiday season many organizations and individuals are looking for a way to give back. They can save many lives by adopting a clinic and asking their contacts to book a time to donate,” said Voyer. “A blood donation is the perfect gift. It costs nothing and it’ll give someone a miracle this holiday season.” B.C. residents can

NUYENS, ELAINE 1934 ~ 2013 Elaine Margaret Sophia Nuyens (Gable) passed away peacefully with family by her side on November 26, 2013 at her home on Carrs Landing Road, Lake Country at the age of 78 years. Elaine will be lovingly remembered by her five children: Brenda Wendell (Curt), Ken Nuyens (Jill), David Nuyens, Michael Nuyens (Jocelyn), Korrina Dutot (Steve); 11 grandchildren, Geoff (Meghann), Chris (Shani), Lisa (Bob), Peter (Caley), Jason (Lisa), Cindy, Kyle, Brayden, Mitchell, Meghan, Kaitlin; 14 great grandchildren; and also by Ruth Whitson and Shirley Ritchie her two sisters-In-Law;, and numerous nieces, nephews and cousins. Elaine was predeceased by, the love of her life Ken, of 51 years. Elaine was born in Neudorf Saskatchewan, the youngest and last of seven children, she moved to the Okanagan in the early 1950’s, where she worked as a switchboard operator for the telephone company in Vernon, she moved on quickly to work for the “old” Winoka packing house in Okanagan Centre, and It was there where Elaine met Ken. They soon were married and started raising their family. They owned and operated three orchards and continued to plant out the 100 acres of orchard on Carr’s Landing Road. Mom was a woman of great strength and determination, battling breast cancer for eight years; she enjoyed travelling and seeing the world and being out in the great outdoors. She loved looking out over Okanagan Lake, and watching all the animals walk, swim and fly by, Sophie, her cat will sadly miss her owner. Mom was always busy in the garden and in the last few years she enjoyed having her home surrounded with flowers and plants both inside and out. Grandma lit up when grandchildren and great grandchildren came to visit; Mom loved having her family close so she could be surrounded with their support and love. The family would like to express gratitude to Interior Health, the Palliative Care Nurses, Advanced Care and to Doctor Tim Murphy, and we would like to give a special thanks to Lucille and Lavonda. A celebration of Elaine’s, mom’s life will be at a later date in the New Year, 2014. In Lieu of flowers, memorial donations in Elaine’s name can be made to the Canadian Cancer Society (www.cancer.ca) #202-1835 Gordon Dr., Kelowna, BC V1Y 3H5, or a charity of your choice. The Engineering & Operations Department is seeking a permanent full-time Engineering Technician II to join their team. The Engineering Technician provides technical and manual support for planning, design, operation, maintenance and general oversight of District civil infrastructure and services. Systems primarily include roads, drainage, water, sewer, micro-hydro generation as well as SCADA, information management, asset management, preventative maintenance and GIS.

Volunteer Committee Members Needed The District of Lake Country is seeking volunteer members to serve on the Water Services Advisory Committee. Do you, or anyone you know, have an interest in water service delivery and/or protection? Would you like to provide recommendations to Council on rates, policies, bylaws and ways to preserve, protect and improve water service? The committee is well represented from the farming community and could use a few members that are residential domestic water users. Duties involve working collaboratively with District staff, overseeing professional service providers and contractors, and interacting with customers to provide great service. The position works in a fast-paced environment and requires a high degree of technical problem solving. The focus of this position is to serve as the District’s development tech. helping to lead and undertake engineering technical development reviews. The preferred candidates will have completed an engineering technology diploma or diploma in a related discipline and eligibility for a certificate of registration as an applied science technologist. A minimum of five years’ related experience in engineering planning and design with municipal systems and services as well as GIS and AutoCad operational experience is preferred. The hourly rate of pay for this unionized position is between $28.40/hr and $33.81/hr (2013 rates).
