Encana begins using town’s wastewater By Treena Mielke

A one-year pilot project in which Encana purchases wastewater from the Town of Rimbey is due to expire at the end of the month, however, chances are it will be extended. Under the terms of the agreement, Encana has agreed to purchase 180,000 cubic metres of wastewater from the town’s lagoon in the northeast edge of town at $2.25 per cubic meter. As a result, the town will make about $400,000 on the deal. Mayor Rick Pankiw sees the pilot project as a good thing. “I am in favour of the town selling it (the wastewater), until it can be proven otherwise. If it all works out, we will review and extend it. Environment has given us a permit, obviously they have done their homework.” Pankiw said the profit from the venture can be put to good use. “The money the town gets can be put back into infrastructure or used in other ways beneficial for our taxpayers.” Pankiw noted the alternative to striking a deal with Encana was to enlarge the drainage ditch at the lagoon so the wastewater would not run off into farmers’ fields. “That would have cost us about $600,000 in repairs so in reality the town has netted about

$1 million by selling the water. That’s pretty big.” Encana spokesman Doug McIntyre said the company has been taking wastewater from the lagoon for about a month. “It’s been taken to a drilling site northwest of Rimbey and is being used in our hydraulic fracking operations,” he said. He said Encana has complied with federal, provincial and municipal laws and try to keep traffic (to the site) as minimal as possible. “We acknowledge that there has been an increase in truck traffic in the area with water being hauled to that drilling site. We will continue to ensure that this is done safely and we expect heavy traffic to that site will conclude by sometime in December.” Using Rimbey’s wastewater for their operations is one of the ways Encana has come up with to use water efficiently. “We are very happy to be able to source this affluent water. We currently have three rigs operating in the Duvernay (play) and plan to have four running by year-end. One of these is located fairly close to Rimbey,” said McIntyre. He added the Duvernay play is one of five key resource places that will receive about 75 per cent of Encana’s 2014 capital funding.

Rimbey RCMP continue to deal with domestic abuse This week Rimbey RCMP responded to 52 calls for service. Highlights include impaired drivers, theft, drugs, assault and other serious matters. Driver charged with drug possession On Saturday, November 23, a Rimbey Mountie patrolling near Bluffton stopped a car after he observed the driver not wearing his seat belt. When the officer requested the 28-year-old man’s drivers license he noticed that he had been drinking as well. Further investigation revealed the man had two bags of marihuana hidden under the seat. The accused, a resident of Rimbey, has been charged with unlawful possession of marihuana and had his drivers license suspended. Copper wire theft On Tuesday, November 26, police responded to a copper wire theft complaint at a gas plant located near Highway 766 and the Leedale Road. Unknown culprit(s) entered the lease site and stole a large amount of ground wire. Police are actively investigating this case. Drunk driver charged Later in the evening on November 26, police received a call from a concerned citizen who believed a man may be poaching near Range Road 40 and Township Road 430. An officer quickly

responded and located the suspect, a resident of Rimbey, driving a jeep in the immediate area. The officer quickly ascertained that the man was drunk and arrested him for impaired driving. The 58-year-old man provided breath samples that were over three times the legal limit and has been charged accordingly. Truck stolen On Friday, November 29, at approximately 6 a.m, an alert citizen called police when they observed a truck in the ditch on Lockhart Road near Centerview Road. A Rimbey Mountie quickly responded and located the truck as it was just departing the area after a good Samaritan helped pull them out. The vehicle was stopped and found to have been stolen earlier from the Edmonton area. The two occupants of the vehicle were both arrested on scene and taken straight to jail. Domestic assault RCMP charged a local man in a domestic assault case. Family and Children Services assisted police in this case as there were children involved. Domestic abuse is not acceptable and is a regular occurrence in this detachment area. Please seek help if you are in an abusive relationship before it involves the police. Thoughts while driving through winter As the calendar page turns so does the season. Yikes! Scary! People all around me are counting the days which seem to be coming faster than the snowflakes which keep on falling and falling relentlessly. “Have you started your shopping yet?” Treena Mielke someone asked me. On The Other Side “Shut up,” I say under my breath, but not out loud, of course. That would be rude. I look at her and smile and say, “ummm, no, actually.” “You?” I knew without asking she would have started. People like that always seem to have started, finished and have everything wrapped while I’m still scrounging around for a piece of paper and a pen to write a list which I will lose. Then, I will start. Don’t get me wrong. I am a huge fan of Christmas. In fact I am one of those less than mature people whose natural tendency is to adopt the philosophy that hope, peace and joy really do exist. And furthermore I know for a fact there is a Santa and VISA and Mastercard are not really crafty grinches who sneak in and steal our Christmas joy later, like in January. None of this thinking is practical or smart, but I like to think of it as the Christmas spirit, and I find it is oddly comforting in the face of a reality which isn’t quite as benevolent. So, for the most part, as more and more windows on the Advent calendar get torn open, I cling tenaciously to believing in the good things you can’t really see, but just know they are there! And, weirdly enough, as Christmas gets closer and the days crowd into each other like a topsy turvey tower of blocks, even more crazy ideas pop into my head. Don’t just buy gifts. Make them!

Is this practical? Is this even feasible? No and no. But, still my mind does this rewind thing to when my kids were small and we would all draw names and make something for the person whose name we got. The kids were incredibly creative and I still have in my possession some of their wonderful labors of love; a wooden jewelry box painstakingly colored with crayons and decoupaged to last forever, a photograph album full of childish notes and letters, a less than flattering picture of me in the kitchen pasted onto a piece of plywood complete with a childish verse written and signed by my eight-year-old son. I smile a watery tear induced smile as I think those thoughts, almost crashing into the big truck in front of me. “Sorry,” I mutter to the big truck, which is, of course, oblivious to me. My little jolt into reality reminded me it is not good to take a sentimental little journey down memory lane when I am on a busy highway, sandwiched, as usual, between big trucks that look like they own the road mostly because they, in fact, do. I silently agree that I am trespassing on their road and force myself to be content to follow behind,

breathing in their exhaust fumes and being all peaceful and content. I’m not, of course. I’m mad. I want to be ahead. I have to get to work. I have a job, for crying out loud. I have stories to write, deadlines to meet. I am in a hurry. I follow along like this for awhile, being fueled by these thoughts, but nothing happens. I don’t go any faster. The truck; actually several trucks are still ahead of me. I get really tired of looking at the rear of the truck, so I decide to look around. It was a good choice. Magical, really. Everything was dipped in winter white, all sparkling like so many diamonds in the rough. Spruce trees and poplars alike took on a mystical beauty. Fields with hay bales delicately dipped with white frosting stretched out as far as the eye could see. I will capture these scenes and put them on Christmas cards and people will be amazed at my creativity, I decide. And in spite of the big truck in front of me I feel good and, once again, I do believe there is something to be said for not being practical or realistic. If nothing else, it’s fun.

Fat Taxes Make Governments Fat Across the country various health care organizations and lobby groups are demanding new taxes on the things Canadians choose to eat and drink. The Ontario Medical Association, Canadian Cancer Society, Heart & Stroke Foundation, Alberta Coalition for Chronic Disease Prevention and Quebec’s Coalition Poids have all called for new government levies on ‘unhealthy foods.’ While these groups claim to have the best interests of Canadians at heart, their policy prescriptions are flat out wrong. Taxing food is fiscal malpractice. To understand why food and drink taxes will not make Canadians healthier or thinner, consider more closely a soda tax, the most common suggestion from food tax advocates. Despite the intuitive appeal that drinking sugary soda makes people fat − and taxing it will cause them to drink less and lose weight − obesity is the result of many complex social, environmental and biological factors. It’s naive to blame a single product. For starters, soda isn’t nearly as popular as coffee, water or milk in Canada. Soft drinks only make up 2.5 percent of all calories consumed by the average Canadian adult. Numerous scientific studies reveal no link whatsoever between the amount of soda consumed and weight gain or loss, particularly among children. A 2009 article in the American Journal of Clinical Nutrition found “no association between sugar-sweetened beverage consumption, juice consumption, and adolescent weight gain.” The same result was found in a study of 137,000 children across 34 countries funded by Health Canada.

Peter Shawn Taylor Canadian Taxpayers Federation Further, taxing soft drinks inevitably causes consumers to make substitutions in their diet, choosing cheaper products that may be equally (or more) unhealthy. Using data from U.S. states that currently tax soda, researchers at Yale found a one percent increase in soda tax rates caused adolescent soft drink consumption to fall by a small amount, as might be expected. At the same time, however, the consumption of other calorie-laden drinks such as milk and juice rose. Net calories consumed stayed constant. The same result holds true for other food taxes. A snack food tax covering potato chips, cheezies and popcorn in Maine had no impact on the weight of state residents. And in Australia a 2011 research project that swapped out children’s milk, cheese, yogurt and ice cream with low-fat versions resulted in no overall weight loss as the kids sought extra calories from nondairy sources. Human behaviour inevitably confounds government efforts to control diet via taxes. It’s worth noting that some of the studies mentioned above found gym class, television viewing and eating dinner with one’s family were far more significant factors in adolescent weight gain than the price of cola or ice cream. Beyond the inability of taxes to fight obesity, food taxes unfairly punish the most vulnerable Canadians. Fresh fruits, vegetables and other ‘healthy’ foods can be expensive and for this reason many low-income Ca-

nadians rationally choose to spend their limited food dollars on meals that deliver a lot of calories cheaply and efficiently. Taxing fast food, for example, would have a disproportionate impact on poor Canadians. Finally, food taxes of all kind are enormously unpopular. Around the world, voters consistently oppose the idea that governments should tell them what to eat. In 2011, Denmark became the first country in the world to enact a tax on the fat content of all foods. This tax was arbitrary, confusing and dangerous to the economy, as Danes increasingly did their food shopping across the border in Germany, which does not tax fat. In the face of vociferous public opposition, last year Denmark became the first country to repeal a fat tax. Here at home, an exclusive Harris-Decima poll of more than 1,000 Canadians for the Canadian Taxpayers Federation revealed 65 percent of respondents disagree with the statement “it is a proper role of government to tax some foods and not others.” Despite widespread public opposition, why are food taxes still on the political radar? It might be the vast sums they could raise for government. According to Quebec’s Coalition Poids, a 5¢ per litre soda tax would raise $40 million annually in that province. Scaling this across Canada suggests a $170 million annual haul. A penny-per-ounce tax, as has been suggested by politicians in the U.S. and Canada, could raise over $1 billion a year in this country. Food taxes do not affect obesity rates, they disproportionately hurt lower-income Canadians and they represent a massive new government revenue grab and intrusion into personal choice. Let’s take food taxes off the table once and for all.

Even if the thermometer dips well below freezing and snow falls relentlessly, the handi-van in Rimbey is always on stand by with a volunteer driver at the wheel, ready and willing to help out wherever and whenever needed. thing here in Rimbey.” The van, a 2012 GMC has a lift and holds six passengers (two wheelchairs) was purchased by the Blindman Handi-van Society through government grants and a $20,000 donation from Rimbey Legion. The society also owns a 2008 Ford van which is used for out of town trips. Vice chairman Harold Kenney said the service has been around for about 28 years, and is very much needed. “It is one of the very few non profits (handivan services) left,” he said. “We largely exist through grants and donations.” User fares are reasonable; only $5 for a round trip in town and 45 cents a kilometer for out of town trips. “Our fares help cover our operating costs, but we operate at a loss,” said Kenney. Winter can be extremely busy for the handi-van. “The coldest days can be our busiest days,” said Kenney. “We can be going steady all day. Medical issues are a priority and it is difficult for seniors to get around in the winter when there is lots of snow. It can be very treacherous.” Volunteer drivers work a week at a time,

and shifts run from 8:30 a.m. to 4 p.m. Presently full time drivers are Ted Evernden, Gene Shopiuk, Earl Jensen, Don Connell and Al Elliott. Part time drivers are Harold Kenney and Wayne Colenutt. Kenney said the drivers keep the handivan in business. “They are a very dedicated bunch. It’s a very good volunteer organization to work with. Everyone gets along so well.” Al Elliott has only been driving the handvan for about six months, but he loves the job. “You get to meet all kinds of interesting people and it’s a good way to help out. And it’s only for a week once every five weeks. It’s great. I really do love it.” Unfortunately, some drivers have had to give up the volunteer position due to health issues. “We are in constant need of drivers. Industry activity updates are listed below. Food bank gears up for busy month By Treena Mielke Rimbey Food Bank is gearing up for a busy month, with volunteers working tirelessly to ensure no one in the community goes hungry during this holiday season. “Christmas season is always the busiest time for us,” said Christine Simpson, office manager at Rimbey FCSS. During December the food bank gives out one hamper per family containing enough food for a Christmas meal, plus groceries for about four days. Childrens’ toys are also included in the hamper. Work bees to put together the hampers are to be held Dec. 4, 11, 16 and 17 from 9 a.m. to noon and volunteers who would like to help may contact the FCSS office at 403-843-2030 to register. Simpson said donations including food, cash

and gifts usually begin to increase in December. Gifts for newborns to youth up to 18-years-of age are accepted, as well as food items and cash donations. Applications for the Christmas hamper/children’s gift program will be taken after Dec. 1. Those who wish to apply may call or drop in at the FCSS office located in the provincial building. Applicants must live in the Town of Rimbey or the west half of Ponoka County. All inquiries are kept strictly confidential. The food bank is located in the basement of the Nazarene Church and is open Wednesday mornings. Canned vegetables and fruit, pancake mix and syrup and tinned salmon are among the food items needed to keep shelves stocked.

Hockey Alberta Foundation announces dollars raised through a charity rodeo Red Deer, AB - On Tuesday, November 26 Curtis Glencross and representatives from the Glencross Invitational Charity Roughstock Event presented by the Calgary Flames and Penn West Exploration formally announced the final total of funds generated this past August while presenting cheques to the two beneficiaries of the event. The charity rodeo took place on Friday, August 23 at the Daines Ranch near Innisfail, Alberta with all proceeds directed to Ronald McDonald House® Central Alberta and the Hockey Alberta Foundation and its Every Kid Every Community program. Over $280,000 was raised; $112,000 of the proceeds directed to the Hockey Alberta Foundation and $168,000 to Ronald McDonald House Central Alberta. “It is incredible to see what this hard work has gone towards. These are two amazing charities that I have been privileged to work with,” says Curtis Glencross. “I truly look forward to growing this event for years to come

and am proud of the direction it is heading.” The rodeo featured bull, bronc and bareback riding with some of North America’s most accomplished riders. Prior to the rodeo a poker tournament was held in Red Deer for event sponsors at The Hideout located in gasoline alley. Youth hockey support will be directed through The Hockey Alberta Foundation’s Every Kid Every Community program and the newly created, Glencross Legacy Fund .The Every Kid Every Community program directs grants and resources to central Alberta communities to utilize in the creation and support of programming in order to make the game more accessible for kids to play hockey. The Glencross Legacy Fund will allow Minor Hockey Associations and groups’ access to funding to cover registration fees and associated costs for kids of financial hardships who may otherwise not have the opportunity to play hockey. It’s been a crazy winter so far.” In order to ensure snow removal is handled in an efficient and timely manner, a policy has been put in place to ensure the traveling public will be provided with safe roads, sidewalks and parking lots. Under the terms of the policy, the priorities for snow plowing and removal have been categorized and are to be followed accordingly. Roads that fall into the second priority include those in front of businesses are to be cleared within 24 hours of a snowfall of 10 cm or greater. Priority three roads (residents) are to be cleared within 96 hours following the end of a snowfall of 15 cm or greater. The policy states a loop around town will be opened with the snow plough should a major snowstorm oc-

cur. The snow removal policy states snow is to be plowed into windrows and placed on boulevards or medians. Snow will be ploughed on one side only, keeping the other walkway clear. Windrows blocking driveways or public lane entrances will be removed by the town as soon as possible. When laneways become impassable, rutted or drifted, snow will be flattened and pushed by a front-end loader. Sidwalks on 54th Ave. south to 50th Ave. and from 49 to 52nd Street and south of the hotel and near the graveyard and the swimming pool will be cleared. The walking trail from Rimbey Ford to the ball diamonds will also be cleared. However, it is the responsibility of the property owner to remove snow from sidewalks adjacent to their property and the town is only required to remove snow if it is deposited on the sidewalk by town snow removal crews. ders they have seen. The Christian Reform Church choir dressed in white robes portraying angels singing of Jesus’ birth make the fifth station a truly magnificent, awe inspiring part of the walk. And finally, in the lowly manger in the hay is the baby Jesus, the three wise men and Mary and Joseph, surrounded by livestock which concludes the Christmas story and the Bethlehem walk. Dawna Providenti, one of the many people who help organize the event and is also one of the actors said she loves being involved. “It’s amazing. It’s disappointing when it is over. To see that many people come together and the representation from all the churches is wonderful. We have brought together a really nice night for the Christian community.” Spectators are welcome to come into the church for refreshments following each of the performances. Stuart Lyster will also provide hayrides for the children. Donations to the Rimbey Food Bank are gratefully accepted.

In the true spirit of the season, the Bethlehem Walk will be held again in Rimbey, symbolizing in a special and unique way, the Christmas story. The walk is to be held Sun. Dec 8 at 5, 6 and 7 p.m. and will take place at the Alliance Church property on 54th Ave. The walk will take modern day travelers to several stations where actors dressed in appropriate costumes will do their part to depict the walk Mary and Joseph took to Bethlehem where the baby Jesus was born. The age-old Biblical story is re-created through the help of local farmers who bring in hay and live animals as well as through a sound system and special lighting. The walk begins appropriately with an actor portraying Mary who is holding the baby Jesus in the manger. The angel Gabriel also makes an appearance at that time. Actors dressed as Caesar and some dressed as tax collectors accept monetary and food donations for the food bank at the second station. Bentley Christmas Farmer’s market attracts good crowd By June Norvila There were almost 60 vendors at the Bentley Christmas Farmer’s Market staged inside the Blindman Valley Ag Centre on November 23 and the market was deemed a success by both organizers and vendors. Offered for sale was everything from Christmas décor, jewelry, baking, handicrafts, wine, the local history books, inside and outside adornments, clothing and artwork, books, woodworking items, kitchen utensils, gifts for children, and other foods. The concession, run out of the newly completed and accredited Ag centre kitchen, was run by Bentley Library Society volunteers who offered homemade chili-on-a-bun, a variety of deserts, and something to drink. “It was steady and people were shopping this year,” said market manager Judy Esmond, who was pleased

with how it went. Easy listening music was provided by Rick Moore and the Burnt Timber Swing band. There were a number of free door prizes and give-a-ways. The local volunteer organizing committee continues to donate money back to the community. More members are always needed to serve on the Farmer’s Market board. The Blindman Valley Red Hatters, which was founded in 2005, recently honored one of their founding members. Because Chloe Ree now finds it hard to attend their monthly outings, the Blindman Valley Red Hatters decided to take their November get-together to her. On November 26, members joined with Ree in the Bentley Care Centre dining room. “Lady” Chloe, as she is known to club members, was presented with a lifetime membership and a small photo album with photos of club outings and members by Marg Beddoes. Ree expressed how much it meant to her, how much she appreciated it, and how important their friendship is. Cake and ice cream, coffee, and tea, were served at a specially decorated table where all could be seated together. New four-plex now going up By Treena Mielke Work is progressing well on a four-plex going up on 54A Avenue and 51st Street close to the downtown core. Steffen Olsen, owner of BRIX Construction is building the four-plex and is optimistic the building will be ready to go on the market by spring. The four-plex is designed for the 55 plus age group and will have no basement or stairs and be located within walking distance of downtown. It is also close to the Rimbey Drop In Centre.

The condominiums will be 12 to 1,400 square feet and include a bedroom and a den. A heated garage is also part of the package. Olsen has begun putting in water and sewer and putting footings down. Disruption to 51st Street was minimal while the water and sewer lines were being dug. The developer is confident the homes will be sold quickly. “There is a continual need for this type of accommodation in town,” he said. Olsen built Kansas Ridge condominiums five years ago.

It makes me happy to know that I will get to be a part off him growing up, I get to teach him things and give him ideas, I get to help shape him with my own experiences of the holiday season. Over the years people have gotten lost in the material world, especially when this time of year rolls around. The true meaning and general idea of Christmas is for many families forgotten. Perhaps these people no longer feel the need to just be happy with what they have, and instead accumulate all these items that most likely, not even a month later are just dust collectors. It angers me. To me Christmas is about family, getting together and giving love, not giving unnecessary amounts of junk. Be thankful and embrace what you already have. This time of year is not meant to be stressful or is not to make you be close to becoming bankrupt. We all just need to take a breath, step away from the things that are not necessities and enjoy each others company. Christmas is about people not things.

Rimbey Neighbourhood Place holds AGM, elects executive By Treena Mielke At its annual general meeting held last Wednesday, Rimbey Neighbourhood Place Society reviewed the last year and established its new executive. The meeting, held at noon at the Blindman Youth Action Centre was attended by four board members and program co-ordinator Leanne Evans. Next year’s executive is chairman Lynne Ings, vice chairman, Kathleen HullBeagle, treasurer, Fran Osokin and co-ordinator for parent link Samantha Sansone. Paul Payson is council’s representative on Neighborhood Place.

In her coordinator’s report Evans pointed out the importance of the board and how much they are appreciated and valued for the work they do. “Sitting on a board sometimes may seem like it is not doing important things but without you, important things wouldn’t happen. Your support and guidance is appreciated and does not go unnoticed.” Board chairman Lynne Ings returned the compliment, noting Evans work ethic and dedication is very much appreciated. Activities of Neighborhood place in 2013 began with a family fair held in January. The community wellness group (part of

Neighborhood Place) has done its part to bring awareness to the community about bullying and family violence. As well as showing a movie on bullying, they ran a series in the Review relating to bullying and family violence. The group has also done a distribution blitz of bullying and family violence information in businesses and churches. The community wellness group also participated in the National Victims of Crime Awareness Week Community Information Fair where a display for elder abuse was set up. Mental Health First Aid classes have been held twice. As Neighborhood Place coordinator, Ev-

ans attended the volunteer fair, the women’s conference, trade fair, senior’s week and mass registration as well as several other community functions. Neighborhood Place participated in fundraising barbecues for the Early Childhood Development Coalition and Community Wellness as well as one for Neighborhood Place, itself. “These were great opportunities to touch base with the community and show our face,” said Evans. The next board meeting is to be held January 13 at 3:30 p.m. at the Blindman Youth Action Centre.
