SD8 board approves CUPE increases BY LORNE ECKERSLEY Advance Staff

The School District No. 8 (Kootenay Lake) board of education voted on Monday night to end its refusal to absorb the costs of a provincially negotiated wage hike for Canadian Union of Public Employees (CUPE) Local 748 workers. While many school districts objected to having to find savings to fund the cost increases when the contract was signed last spring, Kootenay Lake was the only district that didn’t submit a savings plan to cover the expenditure. That all changed in a special meeting in Nelson on Monday night, though, when the board voted to avert a threatened CUPE strike by submitting a savings plan to the provincial Ministry of Education. The plan, board chair Mel Joy said on Tuesday, will reallocate money within the current budget in an effort to minimize impact on classrooms. It will include not filling the vacant district principal position and increasing international student tuition by $500 annually. “The ministry did not respond whatsoever to the stand that we took,” a frustrated Joy said. “The second piece was that while CUPE members supported our direction, they wanted discussion at the bargaining table.”

the recommendation to the Regional District of Central Kootenay board. “I think it’s really important because it’s a democratic issue that was never really solved in 1952,” said Coun. Judy Gadicke, who supported the recommendation with Couns. Scott Veitch and Jerry Schmalz. Based on Gadicke’s research, Creston didn’t participate when municipalities were asked about adopting mountain daylight time, and wants that to finally happen.
“Once we have a yes or no vote, we can move on,” she said. “We need the democratic process to move forward,” said Veitch. Coun. Joanna Wilson voted against recommending the opinion poll, with responses she’d received on Facebook indicating that Creston Valley residents don’t want to switch to daylight time. “I think there are far more things we could be doing,” she said. “It’s taking away from other discussions we could have at election time.”

he Gray Creek Historical Society has announced the publication of Tom’s Gray Creek: A Kootenay Lake Memoir, which is now available at author Tom Lymbery’s Gray Creek Store, and Black Bear Books in Creston. The book is the first in a two-volume set, with the second due for release next year.

In preparation for a mission to Guatemala, members of the Glad Tidings Pentecostal Church held a bake sale at Extra Foods on Nov. 14, which raised $1,750. Each team member pays $2,000 for the Feb. 1-10 trip, which will have three parts: spending $5,000 to put a roof on a school, offering spiritual support and delivering supplies to schools through Seeds International, and visiting families who live in garbage dumps. Holiday Train returning to Creston next week BY LORNE ECKERSLEY Advance Staff
After a year’s absence, the Canadian Pacific Holiday Train is set to arrive in Creston at 10 a.m. Dec. 11.
Featuring 14 brightly decorated cars, the Holiday Train includes a modified car that turns into a travelling stage for Canadian musical performers. “The excitement that comes with the train is amazing,”
said Creston Mayor Ron Toyota. “And it helps highlight the need to support our local food bank.” Now in its 15th year, the Holiday Train (there are actually two, one in the U.S. and
one in Canada) travels about 10,000 kilometres each December, visiting about 150 communities along the way. It raises awareness, money and food for food banks and hunger issues. All money raised in our community stays right here. “I think I can, I think I can, I know we can all make a difference,” Toyota said. “That’s what I think of when I think Holiday Train.” For his part, Toyota has issued a challenge of his own in his quest to raise $5,000. “I will personally be giving $500 to this worthy cause and it is my challenge to every employed or successfully employed retired person that they contribute what they can,” he said. “For those able to give $20 or more a tax receipt is available.” The Creston Valley Gleaners Society food bank welcomes gifts of non-perishable food items at this — and any — time of year. Some of the most needed items are pasta products and rice, canned meats and fish, dry and canned soups, canned fruits
and vegetables, nutritious breakfast cereals, peanut butter, canned or powdered milk and fruit juices. The society contributes food to many programs in the community, helping preschool and daycare-aged children, children in schools and seniors. Since its inception in 1999, the Holiday Train has raised nearly $7.4 million and about three million pounds of food for North American food banks. In addition to locally raised funds, CP Rail also makes donations at each stop. Last year about 20,000 candy canes were handed out along the way. The 2013 CP Holiday Train will make its stop in Creston behind Millennium Park and is expected to attract hundreds of supporters to mark the holiday season. The Canadian Holiday Train will wrap up its three-week journey in Port Coquitlam on Dec. 16, and features Melanie Doane with special guests Doc Walker, Brothers Dube, Crystal Shawanda, Jim Cuddy and Matt Dusk.

Town renting voting machines for 2015 election BY BRIAN LAWRENCE Advance Editor
The Town of Creston will rent two Eagle III-P voting machines from the City of Surrey in the 2014 municipal election, after hearing recommendations from research and legislative analyst Bhar Sihota at the Nov. 26 regular meeting. Most municipalities choose to rent machines from larger cities rather than buying the machines, said Sihota, due to the cost of upgrading as technology changes. The voting machines will cost $700 — $500 for programming plus a $200 rental fee — and although they won’t reduce lineups, they will help to return election results sooner than manual counting. They also ensure accuracy when voters cast their ballots. “It greatly reduces the number of spoiled ballots,” said Sihota, by rejecting the ballot immediately. It takes about two hours to train staff on the machines, which come with a training manual developed by the City of Surrey. Sihota initially recommended that Creston Brian Lawrence

Creston RCMP responded to 56 calls for service from Nov. 25-Dec. 1, Cpl. Monty Taylor said on Monday. November 25 •A 73-year-old female died suddenly of natural causes in her Eighth Avenue South home. •A male and female who were having a yelling match outdoors near 11th Avenue South and Cedar Street were warned about their behavior. •A Mountain Shores Road resident reported a vehicle was being driven with an expired licence plate. •A well-being check on an elderly female on Shaw Road indicated she was OK. •Investigating police determined a report of a male entering the home of an elderly female was an indication of her dementia. She was the subject of two more reports to police during the week and family members informed police they are working to find her an appropriate home. •No one was injured when a vehicle collided with an elk on Highway 3 east of Creston. The driver of another vehicle that collided with an elk in the 9400 block of Highway 3/95 the next day wasn’t so lucky, needing hospital treatment for shoulder and neck injuries. From page 4 •The first and second readings of a zoning amendment bylaw were passed, giving the Creston and District Community Complex its own “spot zone” (P-1RC). The bylaw creations has been on the town’s action list since the project was approved in 2006, but could only be completed once the complex was completed and operational, to allow for the bylaw to include all uses. The new zone, designated for the rec centre only, would covers assembly use, business and professional offices, community recreation services, daycare facility, health and medical services, and indoor and outdoor recreation services. For the third reading and potential approval, a public hearing will be held at a future regular town council meeting. •Council approved a new human rights and anti-harassment policy. The policy will respect the dignity of all involved, and protect confidentiality and anonymity. “We do feel confident it meets the requirements of WorkSafe,” said Varela.

NOTICE of PLEBISCITE On A Plan to Establish an Apple Industry Development Council for British Columbia Apple Producers A plan is proposed to establish an industry council under the BC Farming and Fishing Industries Development Act. The proposed name of the council is the Apple Research and Promotion Agency (ARPA). ARPA will have the authority to collect levies and fulfill the objectives that are outlined in the published plan. The Council will secure a larger funding base, from government matching funds and potentially from a levy on imported apples (a proposal is currently being developed by a national committee of apple producers). ARPA will promote apple consumption, as well as horticultural and packing research. The Council will represent all apple producers regardless of how their apples are packed or sold. Growers with over 2 acres of apples are eligible to vote. A registry will be maintained by an independent registrar / returning officer. All contact information for growers will be held confidentially by the registrar / returning officer. Registered growers who do not vote at initial public sessions on November 27 and 28, 2013 will receive a voting package in the mail.

Gifts that really deliver
The coincidental timing of our annual gift guide and Stuart McLean’s topic on the Vinyl Café this week put me in a reminiscing mood. In McLean’s story, Dave, then a child, had saved money all year to buy Christmas gifts for his family. As the big day neared, he regularly dropped into a store in his hometown (no online or cross-border shopping back then, especially for residents of Cape Breton). He had the gifts already selected — a 14-foot measuring tape for his dad, oven mitts for his mom, and a brush and mirror set for his little sister. And then he discovered the table hockey game. Of course, Dave caved in after a great personal struggle and bought himself the game, which he then hid in the attic, not knowing how to reveal its purchase. The only plan he could come up with was to sneak it downstairs on Christmas Eve and leave it under the tree with a card — “To Davy, Love Santa.” No regular Vinyl Café listener was surprised when the young boy went to check under the tree late on Christmas Eve, only to discover there the same hockey game as the one he had bought, a gift from his parents. My memory does include gifts, including a table hockey game, that always promised more than they delivered. Come to think of it, most childhood gifts did. Those early games, you might recall, were pretty clumsy efforts. And the puck, if expanded to real-life scale, would have been the size of
an ottoman. But we used our imaginations and, somehow, made it all seem like fun. On one memorable Christmas, my buddy up the street got a table hockey game and an electronics set that allowed us to

Most historic election may be in ’15 To the Editor: Although the next federal election will not be until October 2015, I am already gearing up for it because it may just be one of the most historic in Canadian history. I’m politically, philosophically and fiscally conservative myself, but also a progressive thinker who possesses a very warm heart, is compassionate, sentimental, emotional, spiritual, and has a great sense of humour. I believe that by harnessing the power of positive thinking, having faith and working together, regardless of political, social, cultural or economic status, we could eliminate poverty, hunger, disease, illiteracy, crime, racism, bigotry, greed, corruption, bullying, antiSemitism, pollution, global warming and terrorism, along with any, and all, extremist ideologies. Achieving complete equality between men and women is important, as well as protecting health care, education, creating employment for everyone, working with union and non-union employees, encouraging multiculturalism, a free market economic system and protecting same-sex marriage, and lest we forget our veterans, who fought to preserve freedom and democracy in the name of world peace — not to mention helping people during natural disasters, which I have done myself, through donations, in the past. To close my letter, I would like to wish everyone in my hometown of Creston a merry Christmas, and a happy Saint Nicholas Day (Dec. 6). And never forget to always be kind to others, help those who are less fortunate, appreciate what you have, think positively, be optimistic and never give

SD8 needs to find funds for CUPE To the Editor: Recently, the provincial government negotiated a settlement with CUPE that required local school boards to find partial funding for the settlement within their current budgets. We applaud our local trustees, who have decided to finally stand up and tell the government that — despite the government’s bullying tactics — they believe there is no money to be used to finance a settlement that our school board did not negotiate. We have stood for years at board meetings and demanded — even begged — the trustees tell the government they are not receiving the funding necessary to keep public education viable. This is the first time trustees have actually stated clearly to the government that their general funding level is inadequate — and it appears that this board may be the only one in the province that has taken this stand. Other boards across the province seem to have made cuts to services and have been able to fund the settlement through these cuts and their surpluses; our board is standing firm and defying the government interference with their budget process. The complication in this sad story is that the School District No. 8 (Kootenay Lake) board actually has a surplus. Yes, while crying poverty, our board has
amassed a surplus of almost S1.9 million dollars. Some of the money is budgeted for future spending, but $800,000 is unallocated and could be used partially to help resolve this dilemma. CUPE workers and teachers have been impacted by cuts the board has made in the last few years to amass the surplus. Ask any teacher if they need supplies, or if they believe classroom supports are adequate and their answer will be that they are working in conditions that are woefully insufficient and that they believe the board does not receive enough money from the government. The government’s tactic of pressuring local boards to spend surplus money is a bullying tactic. The fact our board has a surplus in a time of dire need is shameful. The sticky web the government has woven does not acknowledge that the surplus held by this board is not sustainable — that any effort to meet the contract settlement will mean further cuts in a district that cannot continue to operate without increased funding. If this board does not provide the government with a “savings plan” to meet the demands of the CUPE settlement, the government has offered to “help” the board find the money in its budget. The hands of the bully will be in the till, scraping more money out of a poorly funded system. Our local trustees have taken a stand at a time when the specific battle is futile; the attack on public education has been long-standing — they need to form alliances with other provincial trustees, and they need to develop a strategy going forward that will ensure local workers are not the only ones in the province who are damaged by the latest bully tactic by the government. The battle will be lost if they fight now, and the casualties will be local workers. They need to be far more strategic to win the war to save public education. Putting the community in community college
Many people already recognize the College of the Rockies’ Creston campus as a provider of a variety of programs for career preparation, professional development and pleasure. But we are always looking to improve by providing courses and content that directly represents the needs of the community we serve!
Campus Connection Kerry Hobbs The college is already implementing some wonderful new agricultural programs to reflect one of our community’s major industries, but we don’t want to stop there — we want to continue to diversify and be able to offer something for everyone. The Creston campus would like to invite the people of the Creston Valley to come forward with their ideas for new courses that could be offered. Course ideas can be continuing education for developing new skills that will aide people in the business arena or general interest courses that allow people the opportunity to find or expand upon a hobby or interest. Maybe you have always wanted to see how to design your own website or how to provide first aid to a pet — whatever it is, we would like to hear from you with your suggestions.
The Creston campus of the College of the Rockies would also like to hear from people interested in being instructors. We are a community blessed with some amazing people who have credentials and/or experience in a wide array of fields. Why not put your knowledge and experience to work by sharing it with other likeminded people right here in your community? The college is happy to assist you in turning your ideas into practice. By meeting with you and looking through your resumé, we can discuss your ideas and your level of comfort with providing instruction. Not all courses need a formal qualification to instruct; sometimes experience and enthusiasm are all that is required. We encourage you to step forward and will work with you to develop and provide the best possible program. While not all suggestions will be viable due to instruction, numbers of interested participants and conflict with other programs, we will endeavour to look at and consider each and every idea we receive. The Creston Valley Thunder Cats added a seventh game to their winning streak on Friday, defeating the Kimberley Dynamiters before ending the streak with a loss to the Golden Rockets on Saturday. With the second-place Dynamiters now nine points behind the Thunder Cats in the Eddie Mountain Division, that 6-3 win was needed to widen the gap. It started with goals by Brandon Formosa and Trevor Hanna (power play) within three minutes, which the visiting Dynamiters tied by the end of the first period. “It was a very fast game,” said head coach Josh Hepditch. “We had a very good start. We kind of kept getting better as the game went on. … Our power play was good and that seemed to be the difference, really.” Hanna scored a power-play goal at 8:20 in the second period, followed by a shorthanded goal by Formosa at 5:13. The Dynamiters scored a single goal early in the third, but Seth Schmidt and Jonathon Watt added the Thunder Cats’ fifth and sixth. Hepditch was impressed by the performance of Schmidt — an 18-year-old from Creston who was acquired from the Castlegar Rebels last week — who earned three points in his first game, and Formosa, who earned five points. division with 16 points, was “a little bit of a tough game,” said Hepditch, with key forward Colby Livingstone playing for the Trail Smoke Eaters that night.
The Rockets scored three goals by the middle of the first period, with Jesse Collins, Ryan Fairfield and Hanna answering back for a 3-3 tie by the end of the period. Carson Cartwright and Logan Styler (power play) scored in the second period for a 5-5 tie, but the Rockets scored the game-winner at 11:48 in the third, adding an emptynetter to that at 0:31. Although the loss was disappointing, Hepditch said the Thunder Cats’ five goals are still significant, particularly since the team routinely scores that high. “If we lose, we still score five goals, so we can’t be mad about that,” he said. That game — which saw Marcel Fuchs (checking from behind, game misconduct) and Formosa (head contact, game ejection) suspended for for, respectively, one and three games — also marked the end of an 11-game losing streak for Golden. “Both streaks were bound to end sometime, and unfortunately, we were the ones to end it for them,” said Hepditch. Blossom singers offering Winter Wonderland BLOSSOM VALLEY SINGERS
A silvery snowscape will be the ambience for the Blossom Valley Singers’ Winter Wonderland Christmas concert at Prince Charles Theatre on Dec. 13 and 15. This year’s theme brings together traditional and popular favourites, including the slow ’50s rock Slow Dancing in the Snow, a medley from Irving Berlin’s White Christmas and John Rutter’s breathtaking Carol of the Magi for choir, violincello and organ.

In traditional fashion, Blossom Valley Singers has recruited local artists and groups to bring that extra sparkle into
the performance. Featured in this year’s concert are the Key of She, cellist Sophia Smith, a trumpet accompaniment by
Poul Christenson, tone chimes and percussion, and the Creston Children’s Choir directed by Anita Stushnoff. This season marks the third year of Blossom Valley Singers’ use of the Prince Charles Theatre for their Christmas concerts. “We’re still the same choir, even without the ‘singing’ Christmas tree,” said BVS president Erwin Buchholz. The singing Christmas tree enjoyed many years of service, but had to be retired when the old sanctuary of Trinity United Church was no longer available. Instead of “in” the tree, the choir now sings “among” the trees in a setting reminiscent of sleigh bells and snowscapes. Tickets for Winter Wonderland are available at Black Bear Books. The shows run at 7 p.m. Dec. 13 and 2:30 p.m. Dec. 15.

It is a vital piece of marketing for the Visitor Information Centre and a key component of relocation packages delivered by the Chamber of Commerce and our local realtors, plus dozens of businesses hand out the guide to their customers. The guide is a 64 page, full colour magazine and includes local editorial content highlighting all the valley has to offer, area maps, photos, directories, and business information. We print and distribute 20,000 copies.
College of the Rockies fire services training students are the most recent recipients of the Brandon Salviulo Memorial Bursary. The bursary, available to east or west Kootenay students enrolled in the college’s fire training program, was created by the East Shore’s Salviulo family in memory of their son, Brandon, who tragically passed away before he was able to take the program. The Columbia Basin Alliance for Literacy & the Creston and District Public Library are collecting new or very gently used books for the book under every tree collection. Our goal is to have a book for every child and adult in the families that receive a Christmas hamper from the Ministerial Association. Last year we collected an amazing 420 plus books thanks to your generous donations!
Please pick up a book for a child or an adult when you are out doing your Christmas shopping and drop it in one of the collection boxes at local stores and schools or at the Creston Valley Advance office.

This new port-style wine is an unusual treat, being much less sweet than most ports. Fortified with alcohol made in the Skimmerhorn still, it features dark chocolate and cherry aromas with plum, black currant and cherry flavours, perfect for an after dinner treat, with or without dessert. et’s face it. Most of us don’t really need another pair of gloves, an ugly tie or monogrammed handkerchiefs (do they even make those any more?). Mostly, we just don’t need more stuff. Buying a gift for someone who enjoys wine is easy-squeezy, and in Creston it’s getting easier each year. With three wineries now producing excellent wines, a couple of fruit juice makers and other related businesses stoking wine lovers’ dreams, shoppers don’t have to look far to fill their list. When we head east to Calgary for Christmas, our car is stocked with Creston products, and the odd one from around the province. This year, the Prius will be laden with wines from Skimmerhorn Winery and Vineyard, Baillie-Grohman Estate Winery and Wynnwood Cellars, not to mention bot-
some of the current Baillie-Grohman selections. Especially popular are the always glorious, and different with each vintage, Blanc de Noirs, a rosé wine made with Pinot Noir grapes. And, of course, there is the lovely 2011 Pinot Noir Estate wine, a must buy for those who favour the “heartbreak grape”. With this grape, the only broken hearts come when the BG Pinot Noir sells out. Wynnwood Cellars has sold out of its popular white wines and the wine shop is closed until spring, but partner Dave Basaraba reports that 2011 Pinot Noir and 2012 Merlot are available at private liquor stores in the Creston Valley. What to do about the turkey dinner conundrum? What goes best with a dinner that tends to be heavy and often includes Brussels sprouts, which don’t pair well with anything, even water? (Okay, I exaggerate. But not by much!) I prefer lighter wines that have some spicy aspects. It’s a rare rosé that doesn’t

Depending on the vintage, the grape/s used and the winemaking process, they can range from pale salmon to bright cranberry, from bone dry to semi-sweet. Rose wines have become hugely popular in recent years and not only during the hot days of summer. White wines — when I think of turkey, Gewurztraminer comes to mind — can also go nicely with a Christmas bird. Sauvignon Blanc is a less common choice, but one worth exploring. I’ve said it before, but it’s worth repeating — arriving at your host’s door bearing a bottle of the Sage, a wild sage-infused Gewurz from Silver Sage Winery in Oliver is a surefire way to get welcomed back. If sage and onion stuffing is on the menu, there is no better match than this off-dry wine. For gifts, we like to include wines that we have purchased directly from wineries, ones that have been memorable for us. Among our choices this year might be bottles from Serendipity Winery, a treasure among Naramata wineries, Summerhill Pyramid Wineries, where the Cipes family keeps hauling in international awards for their sparkling wines, Fairview Cellars, where B.C. “Cab Man” Bill Eggars makes fantastic red wines, and Moraine Winery, which produces really good wines and really good prices. The list goes on. And on. The huge bonus in this Digital Age is being able to order online from many B.C. wineries, which can ship orders right to your door. And many now have wine clubs, where a usually free membership provides for regular shipments and discounts on the product. It makes shopping particularly easy in the winter, when highway travel can get a little dicey. I am especially proud to include Tabletree juices in my gift-giving, and to tell people about how this little company operated by Susan and Gary Snow has, for two straight years, been a finalist in the World Juice Awards in Europe. It has won once and been a runner-up this year, but the juices are undeniably of all-world calibre. All made right here in the Creston Valley, with only local fruit. See GIFTS, page 15

Quad squad more than just an ATV club CRESTON VALLEY QUAD SQUAD
Leading the way for organized, safe and responsible stewardship for all-terrain vehicle (ATV) riding in the Creston Valley, the Creston Valley Quad Squad (CVQS) has been participating in local activities and events, as well as neigbouring clubs’ poker rides and rallies. The CVQS was formed in 2002 to fill a need for organized ATV recreation and stewardship in the Creston Valley, and is a member of the Quad Riders ATV Association of British Columbia (ATV/BC). Down through the years, various groups of people have taken the helm and have steered the club to ever ascending heights. With support from his executives and directors, current club president Mike Arlt, has proven himself to be very capable and highly organized. He is the webmaster for the club’s website (www.crestonquads.com), where much time is spent updating information and photos for display. He has overseen the activities of the
club for two and a half years, with approximately 60 members of all ages. Each month, the CVQS hosts an organized group ride to a different location where members can feast their eyes on fantastic scenery. As the season progresses, they can ride to higher elevations. Being at the top of a mountain, looking down at beautiful lakes and valleys far below, gives a person a peace of mind that is not available anywhere else. Having a potluck meal at Boundary Lake or high atop the Iron Range by a small pond makes the delectable food taste heavenly. It is absolutely amazing to see the extravagant dishes that people bring up there, not to mention the burgers that are prepared on-site. In addition to the organized rides, there are impromptu rides and activities happening all summer long, from April until October, and sometimes even November. The CVQS has a qualified safety instructor in the group who can provide some education for safe opera-

Trails such as this one exist at other locations and are considered multi-use trails, open to everyone, whether on a quad, snowmobile, foot or horseback.
