Keremeos RCMP are investigating the vandalism and theft occurring in several mailboxes
in the Olalla area, in addition to some new ones in Keremeos and Cawston. The Olalla mailboxes were broken into midweek of November 24-30. The mailbox break ins extended on the weekend as emboldened thieves broke into two more
boxes in Cawston. Four more boxes were jimmied in the Keremeos Post Office lobby as well. Thieves forcing entry into the mailboxes are stealing mail as well as packages. Police are urging people to be fraud aware and monitor their per-
sonal information for any suspicious activity. If anyone has any information regarding these thefts they can contact police at 250499-5511. For those who wish to remain anonymous call Crime Stoppers at: 1-800-222-TIPS (8477).

Keremeos ready for Christmas Light Up weekend By Steve Arstad news@keremeosreview.com Similkameen Recreation Centre Manager Karl Donaghue said the Keremeos skating rink is on schedule for its December 8 official opening this year. Below freezing temperatures throughout the final two weeks of November have aided maintenance crews, allowing the initial flooding to set properly. The ice surface was painted during the last weekend of November. Potentially record setting low temperatures this week could be a curse rather than a blessing however, as excessive cold can cause the ice surface to shrink away from the boards. Craft Fair tables for Christmas
Light Up are fully booked, and Infocentre Manager Colleen Christensen is urging those interested to get their parade application in as soon as possible. The Christmas “Colour the Village” event was expanded last week to include adults interested in supplying Christmas art for display in village business windows. The artwork was distributed earlier this week. The Grist Mill will be providing a weekend of Christmas activity during Similkameen Light Up weekend (Dec. 7-8). There will be Christmas craft workshops, activities and Christmas stories for kids and families all day Saturday, traditional Christmas music performances both Saturday and Sunday, and a bounty of traditional Christmas baking to buy.
Mill staff will be serving Sunday brunch with a Christmas twist. Some items in the gift shop will be on sale from 10-25 per cent off, including the entire stock of West Coast seeds, books and more. The third annual Similkameen Country Christmas Winery Open House Tour will run Dec. 6, 7 and 8, daily from 12 - 4 p.m. All nine of the member wineries of the Similkameen Wineries Association will be open and serving up holiday cheer as part of the annual Keremeos Christmas Light Up celebration. In traditional holiday open house style, meander through the beautiful Similkameen and visit Cerelia, Clos du Soleil, Eau Vivre, Forbidden Fruit, Orofino, Robin Ridge, Rustic Roots, Sage Bush and Seven Stones wineries.
Regional board supports resolution for public review of Canada Post By Steve Arstad news@keremeosreview.com The regional district board of directors didn’t feel it was their place to “mess in other people’s business” by telling
Canada Post how to run the business of mail delivery when it came to a resolution put forward at the Corporate Services Committee meeting on November 21. An appeal to the
board by the Canadian Union of Postal Workers to support two resolutions calling for Canada Post to focus on revenue - gathering service intiatives during an upcoming review of
the Canadian Postal Service Charter failed after board discussion concluded that it wasn’t the board’s place to make such requests of Canada Post. The board did,
however, agree to a second resolution, asking staff to draft a letter to the minister responsible for Canada Post requesting that the upcoming review be made open to the public.

Garden talk; handbell choir seeking donations By Steve Arstad news@keremeosreview.com Garden Talk Bob Terry (Vice President of the Similkameen Garden Club) reported recently that Scott Austin, horticulturist from Art Knapp’s Plantland in Penticton, was guest speaker at the Similkameen Garden Club’s November 13 meeting. Scott’s presentation entitled “Separating the Wheat from the Chaff ” informed club members and interested community gardeners of the “tried and true” trees and shrubs that will grow really well in our area.
There were about 50 people that attended this presentation, about half of whom were community members. Silver for bronze The Keremeos Handbell Choir has been playing bells since 1977. This group of musicians consider themselves blessed to be able to joyfully share their talents with the public. However, the group is faced with some issues they hope members of the public will be able to help out with. With music and transportation costs increasing, the choir is also in need of refurbishing or replacing their 35 bells.
They hope to accomplish this over several years, and are soliciting the public’s help through the donation of silver. Anyone wishing to make a donation to the Keremeos Handbell Choir, to the group or to an individual, or to book the choir for a concert, should contact Joan Popovich at 250-499-2450, or Herma Monck at 250-499-5292. With the help of the public the Keremeos Handbell Choir will be able to continue to share the gift of music with everyone. The choir will have a table set up in front of Busy Bee during the light up parade on December 6.
Federal petition process provides answers to public questions about environmental issues Environmental petitions process provides citizens with an opportunity to federal government about environmental issues By Steve Arstad news@keremeosreview.com Do you have an environmental issue you would like some answers to? Is there an environmental concern in the Similkameen that you would like to speak to higher levels of government about? The Office of the Auditor General of Canada has an environmental petitions process which allows any resident of Canada to submit a petition to Ministers of 26 federal departments and agencies. The petitioner can pose questions or concerns they have relating to either environmental or sustainable development matters that fall within the authority of the federal government. Parliament introduced the environmental petitions process in 1995. The Commissioner of the Environment and Sustainable Development administers the
process on behalf of the Auditor General of Canada. “The process is a simple one,” advises Mark Lawrence, Environmental Petitions Supervisor in the Office of the Auditor General of Canada. Similkameen residents have the opportunity to pose questions to ministers of federal departments and agencies about environmental and sustainable development matters that fall within federal jurisdiction. Ministers are required to reply in writing to the petitioner within 120 days. With the petitioner’s consent, the Commissioner posts both the petition and the ministerial reply on the website of the Office of the Auditor General of Canada. “This helps increase public awareness of the issues that have been raised as well as the government’s response,” Lawrence said. Environmental petitions to date have covered a diverse range of issues affecting British Columbians such as oil tankers on the west coast, salmon farming, wild fisheries, air and water pollution, hydraulic fracturing (fracking), toxic substances and climate change.

A plan is proposed to establish an industry council under the BC Farming and Fishing Industries Development Act. The proposed name of the council is the Apple Research and Promotion Agency (ARPA). ARPA will have the authority to collect levies and fulfill the objectives that are outlined in the published plan. The Council will secure a larger funding base, from government matching funds and potentially from a levy on imported apples (a proposal is currently being developed by a national committee of apple producers). ARPA will promote apple consumption, as well as horticultural and packing research. The Council will represent all apple producers regardless of how their apples are packed or sold. Growers with over 2 acres of apples are eligible to vote. A registry will be maintained by an independent registrar / returning officer. All contact information for growers will be held confidentially by the registrar / returning officer. Registered growers who do not vote at initial public sessions on November 27 and 28, 2013 will receive a voting package in the mail. For growers who are qualified to vote, but who do not receive a voting package in the mail by December 15, 2013, there are two ways to vote: 1. Vote by mail. Wintery weather upon us By Steve Arstad, with files from Kristy Patton, Black Press At the base of the Keremeos bench, Argo Road Maintenance crews have been busy crushing and stockpiling road sand for the upcoming winter season. The Yellow Lake area has been particularly bad for icing conditions early this season, as has a stretch of Highway 3 between Hedley and Princeton. A mixed, highly localized bag of weather hit the Similkameen Friday morning, November 29, causing multiple traffic accidents and closing Highway 3 between Hedley and Princeton for most of the morning. At least seven vehicles were reported to be in the ditch between Keremeos and Hedley, and an
accident involving two tractor trailers resulted in the shutdown of the highway, just west of Hedley. Traffic could not be re-routed along Old Hedley Road, resulting in some lengthy delays for many motorists. No life threatening injuries were reported in any of the incidents in the Similkameen. In the Okanagan, Cpl. Ted Manchulenko of the Penticton RCMP said a driver also lost control of his vehicle just south of Okanagan Falls around 9:31 a.m. on Friday because of the icy roadway. “He ended up going off road to the right hand side and pretty much writes off his vehicle at that point. He was hospitalized but didn’t have life-threatening injuries,” said Manchulenko.

Editorial Prospects encouraging for Keremeos business section It appears that the year will be ending on an high note for Keremeos’ beleagured downtown business section, as four new businesses prepare to open their doors. Just in time for Light Up weekend, coming at the tail end of Buy Local Week, the bakery is scheduled to open this weekend, and classes are forming at Mainevent Boxing and Hardknuckles Cafe. “Paw Spa”dog groomers has a Saturday kickoff, and Mark Mudahy will be opening his cafe in the former Keremeos Variety premises on January 2. We are hopeful that commerce in the village has turned a corner this year, as it certainly appeared that there was more foot traffic in the business core this year than in the past few years. A key property - the former Pasta Trading Post - also sold this summer, with prospects for a new business to operate out of those premises next year. Finding a niche market will be critical to these new businesses’ success. It is notable that none of the four are offering services already available in the downtown section. Restaurants that offer alternatives to what is already available in the village have the potential not only to attract locals, but draw people from outside the region. As an example, we have only to look at the success had by the Chaicomdee family in the operation of the Benja Thai Restaurant, which in the space of a few short years has become a business synonymous with Keremeos. It all adds up to a reason for business optimism in the Lower Similkameen as 2014 approaches. With some hard work, attention to the market, along with the support of the local community, we envision a new period of prosperity and vitality for Keremeos’ business block in 2014.

Could a government worker actually grow the economy? By Jordan Bateman Canadian Taxpayers Federation It’s an all-too-regular occurrence in this province. Government employees, whipped up by their union leaders, marching against whatever economic development opportunity is being proposed. Pipelines to the coast? Opposed. Gas exploration? Opposed. Companies creating investment revenue for pensions? Opposed. But what if government employees had a direct financial stake in the economy doing better than expected? Would they be more willing to consider ways to grow the economy? It’s an interesting premise, and one the B.C. government will test in the next round of collective bargaining. Earlier this week, Finance Minister Michael de Jong laid out the government’s “economic stability” mandate for the next round of bargaining. Unions who settle contracts of at least four years would be eligible, in 2016, to start
taking an “economic stability dividend.” If the provincial economy, measured by real GDP, outperforms the predictions of the government’s economic forecast council, union members would be eligible for a pay increase. For example, if the experts predict a 1.5 per cent growth in B.C.’s economy, but B.C. hits 2.5 per cent, the unions would get a share of the difference – an economic stability dividend translating into a half-point pay increase. The first tentative agreement has already been reached under this new mandate. Health sciences professionals will vote on a five-year deal that includes total raises of 5.5 per cent raise – and the chance for dividends in 2017, 2018 and 2019. The deal is not flawless. There is no pay reduction for years when B.C. doesn’t meet the economic growth forecast; if taxpayers are taking the risk of paying employees more, so should the union. After all, in the past 12 years, growth has
surpassed predictions six times, and missed six times – why only pay out in the good years? For that same reason, any dividend should be in the form of a one-off bonus – not added to the base pay rate, as de Jong proposes. There is also a potential hiccup in calculating the dividend. Contract language ties it to a specific number produced by Statistics Canada. Alberta taxpayers got burnt when that province tied Alberta Teachers’ Association raises to StatsCan’s average weekly earnings chart. When StatsCan changed the way that chart was calculated, and taxpayers had to foot the bill for a big pay hike. But de Jong and the BC Liberals should be commended for their leadership on government union contracts over the past several years. Following the economic downturn in 2008, the BC Liberals pushed two years of net zero – meaning no raises – on to employees, saving

taxpayers an estimated $3 billion. Then came two years of cooperative gains – where all raises had to be funded by corresponding savings within the same contract – saving taxpayers even more money. Many taxpayers have been rightly critical of the BC Liberals’ record on executive pay and bonuses and the massive, goldplated labour deals Gordon Campbell handed out before the Olympic Games, but there are few governments in Canada that have performed as well on union negotiations over the past few years. Net zero, cooperative gains, and economic stability, are innovative ways for a government to deal with its labour costs – now $24 billion in B.C. Put together, they will have created nearly a decade of controllable, stable and predictable labour costs. If only Ottawa, other provinces, regional districts and municipalities would follow B.C.’s lead, starting with net zero.

Talk on genetically modified organisms draws packed house
To the Editor: On November 26 evening I attended a Speaker’s Tour on genetically modified organisms (GMOs). The speakers were Dr. Thierry Vrain and Dr. Shiv Chopra. Dr. Vrain is a retired soil biologist and genetic scientist with Ag. Canada, and Dr. Chopra was a microbiologist with Health Canada who was pressured to approve the Bovine Growth Hormone. When he refused he was fired in 2004. I’m always surprised when I hear people confusing genetic engineering with hybridization and breeding. We hybridize plants with each other to make a bigger flower, or a new colour, or resistance to disease. We breed animals together for certain traits. This is done within the laws of nature. But genetic manipulation is just that – taking the genes from one species and inserting it into another. Spiders were not intended to breed with goats. Jellyfish won’t breed with pigs. And tomatoes don’t mate with fish. Even human genes have been tried with rice, corn and tobacco. This is runaway technology with no holds barred. Some information I picked up from the talks: There are now 420 million acres of genetically engineered crops being grown at this time, mainly to allow plants to accept the herbicide Roundup. This was done to reduce the use of pesticides but it was a dismal failure. The use of pesticides increased by
over 600 million lbs. since 1996 and now the weeds have become resistant and more and more Roundup is necessary. It was also touted that yields would increase. Another failure – yields are higher where no GMO crops are grown. We lost our flax and canola markets in Europe because of GMOs, yet we’re still toying with allowing it in our apples, alfalfa, and fish (to name a few). There are numerous studies that are alarming but squashed by the big players who conduct their own “studies” and tell us that noone has gotten sick from GMO food, but since GMOs have been on the market there is a spike in celiac and Crohns disease, autism, Alzheimer’s, depression, obesity, infertility, gastro-intestinal disorders and kidney and liver damage. We are all eating GMO food in one form or another and it’s difficult to avoid if we eat (and we all do) corn (sweet, starch, oil), soy, canola (in almost all salad dressings), sugar (beets – cane sugar is ok so far), grain (because of all the pesticides used), papaya, and maybe pineapple. If we could convince our governments to ban five things all the food we eat would be organic: 1.Hormones – these are used to bring all the animals in a particular facility into heat at once and is a carcinogen. 2. Antibiotics – bovine growth hormone causes more mastitis which requires more antibiotics. 3. (the creepiest) Slaughterhouse waste. This is the floor

scrapings from slaughterhouses (bones, blood, skin, feathers and even road kill) which is rendered down and fed to animals, even milk cows. 4. GMOs 5. Pesticides But we may as well stand in front of a train. One statement sent a chill down my spine: “We are destroying the whole ecological system from the inside.” The room was full of concerned people but we noticed few politicians. We were pleased to see George Bush and Alan Patton there (both farmers) and, of course, Arlene Arlow who helped organize this with Alex Atamanenko, our MP, who was not in attendance himself but was represented by Lilly Zekanovic, who told us that Alex’s Bill C257, Mandatory Labeling for Genetically Modified Foods, is still alive. This tour has been met with standing room only wherever it’s been presented as more and more people are becoming aware of this issue. Signage not the only problem with Highway 3 To the Editor: I have to question if there is an ulterior motive here. In 2010, an Area “B”questionnaire had a question about signs along the highway, when I made comments both to our representative at that time and the regional district, that signage, billboards, buildings, etc., closer than 300 feet. to the highway had to have a permit from the Transportation Ministry, that they were responsible under the Transportation Act. I was in-
formed that no longer applied, suddenly this Act applies again. Be prepared people... get those “No Park” signs down. It would be nice if these Ministry of Transportation and Infrastructure people would drive the road from Osoyoos to Cawston a few times, perhaps a request to improve the section from Night Hawk Junction to the S corners by the new LSIB structure being built could be made, just saying. Refusal to accept smart meter within consumer’s right To the Editor: An open letter to FortisBC: I will not accept a Smart Meter or an opt out fee, nor will I accept any sort of intimidation from you. FortisBC is not entitled to impose an opt out fee and by doing so, violates my rights. You are presenting fees in a manner that is misleading- causing people to believe that your actions are authorized when they are not. The fees are extortionary; advanced with
the intent of forcing people to abandon their rights of privacy and autonomy in their own homes, forcing them to abandon their right to be free from interference and free from incessant microwave exposure if they so choose. Apple commission launches vote Contributed The BCFGA Fruit Growers’ Association (BCFGA) has initiated a grower vote on an Apple Commission to help industry act collectively on research and promotion projects. If approved, the “Apple Research and Promotion Agency”, or ARPA, will collect a levy from all apple producers with over two acres of apples and direct the levy to research and promotion projects. Additional funding will come from matching government research and promotion programs, the Scientific Research and Experimental Development tax credit, and a proposed levy on apple imports to Canada. Growers may vote in person at meetings held November 27 and 28, 2013 and at the BCFGA Annual Convention February 15, 2014, or by mail.

School board 53 chairman’s report

On November 14 our aboriginal education department presented a cultural awareness workshop to district administrators and aboriginal support workers. Nan Allison (Upper Similkameen Indian Band), Carol Allison (Lower Similkameen Indian Band), and Robert Edward (LSIB) presented on the history of the Okanagan and Similkameen people. Leon Louis presented on cultural celebrations and traditional ways and Angie Todd-Dennis on
the residential schools and their impact on our aboriginal people. This session was very well received and most of us were deeply touched by the stories. The aboriginal education department will now develop a similar workshop for teachers during the August 2014 professional development week. We feel that it is necessary for all of our staff to understand our aboriginal people’s culture. Trustees, Superintendent Bev Young and Assistant Superintendent Jim Insley met with PAC chairs and one other representative from
all schools in the district. At the meeting we received valuable feedback with regard to communication with the Board of Education. We also discussed establishing a DPAC to further enhance communication with the board and also to ensure parents’ input into policies, hiring of senior staff and the budget process. We find these meetings very valuable and our board is committed to continuing these conversations with our Parent Advisory Councils at least on a yearly basis as we regard them as important partners in the work that we do.

Keremeos in the middle of the pack says municipal spending report Keremeos ranked 79 out of 153 By Steve Arstad news@keremeosreview.com The Canadian Federation of Independent Business recently released the findings of its B.C. Municipal Spending Watch for 2013. The report found that a B.C. family of four could have saved $5,302 in municipal taxes over the past 11 years if city councils kept their operating spending to the rate of inflation and population growth. The report also found that only 10 of 153 municipalities in the province kept operating spending in line over that time frame. Municipalities cannot run deficits, so any increase in operational spending generally means an increase in taxes and fees in order to cover the shortfall. Keremeos placed 79th overall in the report, which placed the community in roughly in the middle of the pack. The rankings are numbered from one - the worst - to the best, at 153. It cost each Keremeos resident $963 per year to run village affairs in 2011. The average for the province was $945 per person. Regionally, Northern B.C. residents paid the highest - $2,190 annually, while the lowest average cost of operating spending took place in the Thompson - Okanagan, where municipal operations cost residents $1,238 on average. The municipality with the best operating spending record in B.C. was Kaslo, while the worst was Lytton. Keremeos Chief Administrative Officer Laurie Taylor noted that services offered by different municipalites vary widely from community to community, especially between smaller and larger communities, a fact that may have an effect on the results. Mike Klassen, Director of Provincial Af-
fairs for the Canadian Federation of Independent Business, explained that the report used audited financial reports from each municipality to look at spending growth on an annual basis over the last decade. The report used population growth as a benchmark for each community to calculate real operating spending after adjusting for inflation. “We measure operating spending, not capital spending,” Klassen stressed, adding “it is a method that compares apples to apples.” Klassen said that almost inevitably, the factors leading spending growth in municipalities are related to what municipal workers are paid. “Municipalities pay, on average, 30 per cent more for equivalent work than the private sector,” he said, “it creates a different class of employee, who is getting paid more, at higher levels than the taxpayer or business that pays the wages.” Klassen said that the issue was a “matter of fairness.” “We raise the issue as something that needs to be looked at,” he said. On a more personal note, Klassen said that having visited Keremeos, several times, he had developed a “soft spot” for the village. “I see great potential in Keremeos for agri-tourism opportunities,” he observed. “There are many communities like Keremeos in the U.S. that have made their municipalities into tourist draws by investing in the main street to make it interesting for visitors.” There are a number of interesting heritage buildings that could form the basis for a similar effort in Keremeos Klassen suggested. “The idea would be to use the main street as a spring board for tourists to explore the rest of the region,” Klassen suggested, “I believe Keremeos has the raw materials to do that.”

Regional district staff propose one bag limit for curbside waste pickup program By Steve Arstad news@keremeosreview.com An attempt by regional district staff to convince the regional board of directors to institute a one bag limit for the regional district’s curbside collection program - failed to garner much of the director’s initial support at the November 21 meeting of the Environment and Infrastructure Committee meeting. Solid Waste Management Coordinator Cameron Baughen told the board that a 10 - 20 per cent reduc-
tion in curbside waste could be obtained through imposition of a one bag limit. He based his estimate on a graph showing reductions in waste in Oliver and Osoyoos following implementation of one bag limits in those communities in 2007 and 2009, respectively. Baughen insisted that the single bag requirement was “most cost effective compared to other options,” noting that expensive plans to remove organics from the waste stream were only expected to reduce waste to the landfill by 30 to 35 per cent. Baughen urged the board to consider the move in
time for a July 1 implementation, as a drop in user fees is expected next year due to payments from MultiMaterial BC (MMBC) for recycling. He anticipated a slight increase in tag a bag purchases for residents, adding there would not be any savings in contract prices for garbage pickup. Directors were not as enthusiastic about the move as Baughen, however. “I don’t want to increase the burden on families,”

Report from MLA Linda Larson
By Linda Larson I am often asked the question, “how do you like Victoria?” Well, Victoria is a beautiful city and I enjoy my time there, but MLAs have a range of responsibilities that also bring us to different regions of the province. As a member of two parliamentary committees, I attend meetings with MLAs from both parties. In addition to this, as Parliamentary Secretary,
I spend time working with the Ministry of Health to make sure that we are addressing issues facing seniors not only in my riding, but throughout the province. At home, I have taken advantage of the recent good weather to get out in the Boundary almost every week, as well as to the Similkameen Valley, and any place where there was an event or meeting that I could fit into my calendar. Our constituency office handles a very interesting assortment of issues. The majority of our calls come from people who have problems of a more personal nature, and need help working through a particular
government agency or department. We act as a resource to guide people through the appropriate procedure or system. We are not an agency that can change or bend existing rules for people, but we can advocate on their behalf, and direct them to the appropriate department. Sometimes we even get to see things to a happy conclusion. It is those days that make the hard work so rewarding. Another important aspect of the work we do in my constituency office relates to issues that impact water, forestry, highways, and agriculture. We do our best to help communities with concerns that fall within pro-
vincial jurisdiction, and arrange meetings with the ministers or ministry staff when we can. The upcoming holiday season brings joy to most, but unfortunately sadness to others, as we reflect on the past year. It is an important time to gather with friends and family to celebrate or remember loved ones who have passed. For many seniors who are alone, this can be a very difficult time for them. Take a moment out of your busy lives to check up on a senior in your neighborhood who is alone during the holidays. As a community, we can all take the time to make sure their sidewalks and pathways are clear of ice or snow, and reduce
the risk of injury when they go out to get groceries or visit friends. It’s the small things we do for others, showing kindness and compassion, which truly reflect the spirit of the holiday season. If you are passing through the Oliver area, please stop at my constituency office on Friday, December 20, between 3 and 6 p.m. for our holiday open house. We will be serving some sweet treats and would love to see you there. The office will close over the holidays, but emails and phone calls will still be returned. I’d like to wish you and your family a Merry Christmas, Happy New Years, and a healthy and prosperous holiday season.
