for this year’s Knights of Columbus Christmas Hamper Fund. And when they’re done that, they’ll help the guys load up hampers for nearly 1,100 individuals and families this holiday season. “It will all come in and it will all get done,” promises Stawski. Donations are starting to pour in to the Hamper depot located in the Tyee Plaza beside Banner’s Restaurant. “The toys are coming in fairly good, food donations too, and the money is coming in. We’re doing well,” says Jim Linton, this year’s director of Hamper operations. Wednesday was a good day, Boston Pizza dropped off a cheque for $2,000, followed by the Great Canadian Oil Change which donated $1,250, and a steady trickle of people stopped with food and toys. “The community is certainly starting to respond,” says Knight Kevin Geary, another long-time volunteer. This year the Knights will deliver at least 1,096 Hampers, down a bit from last year’s 1,207. So far they’ve raised almost $40,000 of the $70,000 required to pay their food bill. Cash donations are always welcome, says Linton, because the

Say bu-bye to the BC Bike Race. After making Campbell River a stop on the circuit the last three years, organizers have decided to bypass the city. “The organizer told me it was a tough decision…but the problem was the market,” said Catherine Temple, “and you have to go where your sponsors want you.” In other words, she added, there are more opportunities for marketing on the North Shore region of Vancouver than it is at the furthest race outpost which was Campbell River. The 2014 BC Bike Race is a sevenday mountain bike event taking place June 28-July 5. The Day 2 stop is in Cumberland, followed by Day 3 in Powell River. The race then winds down the Sunshine Coast and then north to the final race circuit at Whistler.
According to Temple – who’s actively working with other local stakeholders to promote mountain biking in the Campbell River area – the main problem was expense and logistics, rather than the race course. Last year’s race featured approximately 525 riders – mostly international competitors – who took on the challenging course through the Snowden Demonstration Forest trails, located just west of the city. Last year, in a letter to Campbell River City Council, a race director praised the city’s trails. “We feel that Campbell River’s extensive and diverse network for mountain bike trails has been a great addition to the BC Bike Race,” wrote Malina Parmar. Temple said it’s disappointing the racers – along with all the economic benefits they bring – won’t be back, but she intends to keep moving forward. “Let’s get them back!” she said.

When a fellow worker fell and broke his back while on the job, Campbell River’s Frank Sputek knew exactly what to do.

months after taking the course, Sputek, who works in the industrial electrical industry, was at work when he heard someone yelling. “Someone alerted me there was a man down,” said Sputek who ran to the staff room to grab the First Aid kit. “He had been laying there for some time. He was in distress, he was semiconscious.” As a level 3 first aider, Sputek took control of the scene, as he was taught. He commanded a fellow worker to stabilize the man’s head and neck while Sputek identified himself to the patient, who was in severe pain. Sputek also enlisted the help of two other workers on the scene who grabbed oxygen and blankets from the first aid room. Sputek said the man was grey, going into shock and starting to slip away. “We managed to get oxygen into him and we got the patient stable, warm and oxygenated and he was talking by the time the ambulance arrived to take him to the hospital. He had broken his lower back but

Sputek was honoured with a 2013 Lifesaving Award for his actions that day at work as well as for a second incident which happened six months later, on Oct. 9, 2012. While on an Air Canada flight from Edmonton to Vancouver, Sputek witnessed a man, who
had been sitting a few rows behind him on the plane, walk by and then pass out in the middle of the aisle, a few rows in front of Sputek. The plane had just departed and the seat belt sign had just come off. Sputek said two flight attendants rushed to the man, who was unconscious and lying face down, but were unsuccessful in trying to revive him. “At which point they called over the microphone for a doctor and there was no response. There were no practitio-

ners on board,” Sputek said. “I’m watching what they’re doing and I tapped the stewardess on the shoulder and I asked if I could provide some assistance.” Sputek told her he was a level three first aider and she readily accepted his help. Sputek said because he witnessed what happened, he was able to quickly eliminate several factors such as a heart attack, seizure, or stroke. “I rolled the man over and I realized he was overheating,” Sputek said. “His eyes were closed but his pulse was strong so I was able to eliminate a heart attack.” Sputek gave the man oxygen and cooled him down by opening his jacket and his belt. “In cooling him down, we brought him back and got him conscious again,” Sputek said. “We stabilized him. “He was fully coherent with me.” Within 20 minutes, Sputek said the man was back in his seat and alert. The plane was able to continue on its way to Vancouver – where the plane was met by paramedics – without having to make an emergency landing. Sputek was recognized by Air Canada for his heroic actions in a letter from the airline’s senior medical advisor and credited with flight points. After accepting the life saver award, Sputek also received a congratulatory letter from the president

Council goes where few have ventured before City council’s removal of Mayor Walter Jakeway as a Campbell River representative on the Strathcona Regional District board is another chapter in the long strange saga of this city council term. municipal government. Mayor Jakeway spent the early part of his term lambasting and second guessing city staff. Then he moved on to voting contrary to and speaking out against city council decisions, resulting in an examination of the role of the mayor in representing council decisions. Jakeway made a case for his right to be able to speak out against decisions he doesn’t agree with, arguing that his role is to represent what he believes the voters want, not what council wants. That role has now resulted in his councillors taking the extraordinary step of removing him as the city’s representative to the regional district board because of his stand against some of council’s regional waste objectives. One of council’s priorities is securing a
regional compost centre for Campbell River. He voted against the concept at city council and he was the lone Campbell River representative on the regional solid waste management board who voted against keeping the Compost Education Centre open. At issue is whether the city’s representative on these regional boards is there to present council’s viewpoint – as determined by a democratic vote – or whether he’s there to present his own personal opinion. And given that city representation is an appointment rotated amongst councillors, the implication is that they are indeed representatives of council and not of the voters in a direct sense. If they represented the voters directly, there would be elections.

Court article unnecessary
It was with considerable sadness that I read Paul Rudan’s article of Dec. 4, ‘The Violent Side of Rivercity Street Life’. In his article, Mr. Rudan describes, in some detail, a physical altercation between members of our community’s homeless population. He includes names and descriptions. The article is based on events and details related during a courtroom hearing in provincial court. The sadness of knowing that there are those among us who are without homes, without employment, without the comforts that so many of us enjoy on a daily basis is not new to me. Nor is it new in knowing that many among us endure considerable adversity in our lives, struggle with different kinds of abuse, addictions and mental illness and who may be in crises not of our own choosing. The sadness in reading Mr. Rudan’s article for me came from the author’s decision to share these unfortunate events with the wider community for what seems like very little gain to anyone. I can see no way in which any of us are better off for reading in our local media a description of conflict between members of our homeless community outside a downtown shelter one evening. The article would seem to be more about the entertainment value of what is going on in court these days than providing any real benefit to readers. Would not Mr. Rudan’s time have been more valuably spent profiling the many compassionate and committed people in our community who work tirelessly to support our most vulnerable? Blessed by an angel for a measly 10 bucks

Her name is Kumani. She’s very pretty and petite, and likes to wear a flowing tiger-print dress in purple with black stripes, punctuated by an orange feather in her hair. I saw her for the first time Saturday and I just had to have her. I wouldn’t call her a cheap date, but all it took was 10 bucks to take her home! She won’t be staying with me though. No, her place belongs on my parents’ Christmas tree and I know they’ll be delighted to have her. Kumani is destined to be an ornament, but she’s much more than that. She’s an AIDS Angel and she spreads a message of love and hope to people who need much of both. I met Kumani and her fellow angels last Saturday at the Global Fair Trade Craft
Fair. It was held at Timberline Secondary in the gymnasium that better resembled a bustling marketplace in an exotic land. An orange and yellow tent covered the market centre that was surrounded by lanes of tables where thousands of goods and treats awaited the throngs of happy holiday shoppers. It was an international smorgasbord of colourful sights and delightful aromas, and a little overwhelming too. But that’s when I spotted two other “angels” who are well-known in our city for their commitment to education and social justice. I spotted Naomi Wolfe and Thanh Tazumi busily shopping so I stopped by to say hi and that’s when I first saw Kumani and all her friends. They’re all beautiful, but, as I said, Kumani first caught my eye.
The initial attraction was clearly there, but true beauty is revealed when you make the effort to look beyond the surface. And what I found out was Kumani and the AIDS Angels are created by the skilled and loving hands of the Glacier Grannies (www.glaciergrannies.org). They’re a group of Comox Valley ladies who’ve been raising money for the Grandmothers to Grandmothers Campaign of the Stephen Lewis Foundation. It’s a Canadian-based humanitarian organization providing support for African grandmothers who, because of the HIV/AIDS pandemic, are raising their orphaned grandchildren. Since 2007, the Glacier Grannies have raised more than $243,000, and across Canada 240 groups have raised over $10 million.
This money helps provide food, shelter, school uniforms and fees, HIV testing and counselling, and more. As Naomi and Thanh closely inspected each angel and oohed over all the little details, my eye went straight for the lady in purple and my mind was made up. I gently picked her up and read the little tag that told me her name was Kumani, which means “Destiny,” and she’s named in memory of an African child who has died from AIDS. She couldn’t be more perfect and I left feeling good that my 10 measly dollars went so far: My adoption of Kumani supports the fine charitable work of the Glacier Grannies, it helps a little to improve the lives of African women and children, and it will make my Mom and Dad smile on Christmas morning.

Council softened a new tax regime Monday for the utilities class after hearing about one company’s difficulty in trying to come up with extra money on short notice. Capital Power made a presentation during council’s financial planning session to describe the challenges council’s 77 per cent tax increase would pose because the company has already done its budget for next year. The proposal was to hike taxes by 26 per cent in year one, 20 per cent in the second year and then by 17 per cent in the third and final year. “We first learned of this proposal in late November, long after we’d finalized our budget for the facility in 2014,” said Greg Manzulenko, plant manager at Capital Power. “We simply did not expect an increase of this magnitude, and don’t have enough time to plan for how we can
fit an increase this big into our 2014 operating budget.” Coun. Claire Moglove was sympathetic and made a motion, which council passed, to have the first year of the increase be one-half of the increase in the three subsequent years. Under that structure, taxes will likely jump by around 11 per cent in the first year. Man z u l e n ko s ai d while the sudden notice is challenging, the company does understand the need for the tax increase. “We support (the city’s) recommendation to raise utility taxes over time from the current rate of $17.23 to the new rate of $30.50,” he said. “We believe everyone should pay their fair share, and we’re willing to do our part.” Howe ve r, C apit a l Power asked council to consider spreading the increase over five years rather than three years, which would mean a 12 per cent increase every

year for five years. The majority of council, however, thought it was a reasonable compromise to raise taxes next year with the smaller increase. Moglove said she was impressed with Capital Power’s willingness to help. “I really appreciate them coming to council and not simply saying ‘there shouldn’t be a tax increase,’” Moglove said. “They came to council and said ‘we understand there should be an increase and we want to pay our fair share, however for 2014 it’s going to be extremely difficult to absorb this.’ So I think it’s a reasonable compromise.” Meanwhile, council also approved a tax increase over three years for managed forest lands. The rate will be set at the
average tax rate charged by other B.C. municipalities. The city has had historically low rates compared with other B.C. communities and while it has more managed forest lands than any other B.C. community, it raises less money from that tax class than other Island municipalities. TimberWest, which pays taxes to the city of Campbell River, wrote a letter to council charging they have not been properly informed of the changes. “The city has a duty to consult regarding the proposed financial plan,” wrote Anna Fung, vicepresident of legal and general counsel. “TimberWest is an affected ratepayer and is entitled to be consulted in this process. Canada Post will phase out door-todoor delivery of mail in urban areas in a new bid to cut costs. Many newer suburban neighbourhoods already have community mailboxes. But the Crown corporation says the remaining one third of Canadian households that still get home delivery will be switched to community mailboxes or grouped or lobby mailboxes over the next five years. It cites declining use of postal mail – a billion fewer pieces of mail were delivered last year compared

The price of stamps will also go up from 63 to 85 cents each if bought in booklets, or $1 for individual stamps. It means up to 8,000 fewer postal workers will be needed, which Canada Post says will be shed by attrition, as nearly 15,000 workers are expected to retire or leave voluntarily over the next five years. “With its current labour costs, Canada Post has a much higher cost structure than its competitors in the private sector have,” Canada Post said in a news release. “This is simply not sustainable.”

Development permit handbook introduced In its ongoing efforts to streamline the development approval process, the City of Campbell River Land Use Services Department has developed an illustrated, easyto-read handbook to help developers prepare Development Permit applications. The city’s Land Use Department has been developing the document over the last few months with input from the development community and the Advisory Planning and Environment Commission. “It’s the goal of the L and Us e S er vices department to maxi-
mize the efficiency of the application process by fostering a clear and easily understood development approval process,” says Ross Blackwell, the city’s land use services manager. “This handbook is another tool the City has developed to support builders and developers achieve their goals in Campbell River,” says Councillor Ryan Mennie, the chair of the Advisory Planning and Environment Commission. “We look forward to hearing feedback on the handbook so we can continue to fine-tune our process and this document.”

User fees for garbage and recycling pick up are expected to go down for residential tax payers next year as council chose will apply grant funding against the fees. Multi Material BC, an organization set up to ensure producers of packaging and printed paper have programs in place to process
such materials, entered into an agreement with the city on Nov. 30. In return, Multi Material BC will give the city a $214,000 subsidy. Coun. Andy Adams, at Monday’s financial planning meeting, suggested council use the subsidy to lower garbage and sewer user rates for Campbell River taxpayers and at the same time, stop taking money from the solid
waste (garbage) utility to reduce taxes. “We cannot continue to rely on reserves to subsidize general taxation,” Adams said. “We’re literally skimming off the top of this utility for funds that have been specifically collected for that purpose to offset taxation. So, I’m going to suggest that we stop doing that and we use the MMBC (Multi Material BC) amount to
stop doing that.” C ounci l f re e d up $89,000 by not taking money from the utility for general revenue and voted to put it in a solid waste reserve fund for future projects. But while council agreed on setting aside the $89,000 not all councillors were on the same page as to how much of the Multi Material BC funding should be used
to lower user fees. Ron Neufeld, the city’s general manager of operations, explained that the city is required to put a portion of the $214,000 subsidy towards other things including program administration, education, and the city’s garbage pick up contractor, Emterra, for changing the contract, which leaves the city with $147,000 of the subsidy to apply to
user fees. Council agreed to apply the $147,000 net subsidy towards user fees, with the exception of Coun. Andy Adams. “I don’t want to limit it to that,” Adams said.” When I look at the $15,000 for program administration, I question do we need to do all that and do we need to do all the education requirements or can we scale that back.”

A
future forest of green seedlings surround Iola Elder who clutches a valuable bag. It’s a large plastic baggie filled with about 30,000 Douglas fir seeds, worth a couple thousand dollars on the open market. Not quite gold, it still takes a Midas touch to convert these hard seeds into tender, vibrant seedlings that will transform today’s cutblocks into tomorrow’s working forests. At Sylvan Vale Nursery in Black Creek, that golden touch has been passed down to Elder and her identical twin sister Siriol Paquet. “We’re working on our third generation now,”
says Elder during a break on a busy day. Their parents, Selwyn and Phyllis Jones, founded the nursery in 1980 just after the provincial government deregulated its virtual monopoly on controlling tree seeds and growing seedlings. The province still controls seed distribution for reforestation of Crown lands, but when it opened the door for privately-run nurseries in 1979, Selwyn Jones made his move. He was working for the province growing trees and when the new forestry regulations came into effect, customers suggested he go into business for himself. That was the seedling for Sylvan Vale, located off Kelland Road.

rather than a handshake, Monchak and Elder greet each other with a friendly hug. It’s an embrace of friendship as well as a deep understanding of

Monchak, recently named B.C.’s Distinguished Forest Professional of the Year, oversees the management of a large local tree farm licence (TFL 47) for Timberwest Forest Corp. As he strolls, he tells

how specialized donuts attached to helicopters drop over choicelyselected trees and pluck off branches. On the ground, human hands pick the cones and then seeds are sent off to he provincially-run Tree Seed Centre in Surrey. “Ninety per cent of the seed (in B.C.) is stored there. It’s well-run and very secure,” says Monchak. It’s this seed that has produced the 70,000 western red cedar seedlings destined for Timberwest’s TFL 47 on cutblocks located on Quadra and West Thurlow Islands, the Mainland, and Jackson Bay. “The two ‘kings’ are red cedar and (Douglas) fir,” says Elder as she lists the trees grown at Sylvan Vale. Roughly, in descending order, the other species grown here include yellow cedar, white pine, balsam, hemlock, red alder, sitka spruce and more. Fir and cedar command the best price, but due to concerns about global climate change, government and industry see the benefit of growing other sites with “lesser value” trees to see what happens. “More foresters are thinking about climate change...and what we’ll be harvesting in 60 years,” says the 60-yearold Monchak. pared for boxing. On one side off the greenhouse-style warehouse, styrofoam trays containing 105 trees are tipped sideways and punched out by metal pins onto a rubber conveyor where experienced staff inspect the trees for quality, with the rejects going to compost. The good trees continue down the line, their roots wrapped in plastic and then the little trees are boxed, refrigerated and frozen until planting season. On the coast, the two planting seasons are late winter to spring and late summer. Today, Monchak is here to have a look at “his trees” that will be planted in early 2014. They look good, even some of the so-called rejects which he quickly asks to be included in the inventory. “We’re a little short this year,” he explains. The mechanized conveyor systems used by Sylvan Vale – for boxing and for seeding – were all designed and built in B.C. It’s not just the machinery, it’s the know-how and experience in this province of how to grow trees better and both Elder and Monchak speak highly of B.C.’s advanced technology.
“B.C. is ahead of the rest of the world,” states Elder. At a conveyor on the other side of the warehouse, a group of women – “The Grey Hairs,” laughs one worker – separate other seedlings the old way: By hand. Thirty years ago, it was all done this way at Sylvan Vale by 60 people. Today, 35 workers are required when it’s busy and 12 are employed full-time. Keeping costs in line is crucial because the price of seedlings hasn’t changed in 30 years. As well, every nursery – in spite of rigorous sterilization processes – gets hit by growing disasters and most, like Sylvan Vale, don’t buy crop insurance because, financially speaking, it’s not worth it. But Monchak quickly points out that Timberwest, and most other forestry companies, don’t “play hardball” with the nurseries when disaster strikes and the industry’s next crop of trees is wiped out. If they do, he says, the nurseries are likely to drop them as customers and then their costs go way up. “We share a mutual risk. There has to be give and take,” explains Elder. That’s what happens in all good relationships and the visit ends the way it began, with a friendly embrace between business partners creating tomorrow’s forests. “If they’re successful, we’re successful,” says Monchak. “If the forest industry is proud of one thing, it’s the ability to

It used to take two years. n Employees box 100,000-200,000 seedlings per day. n Sylvan Vale is a small- to medium-sized nursery operation in B.C., producing 7-8 million seedlings per year. By comparison, PRT Growing Services, just west of Campbell River, produces 10-11 million seedlings. n One greenhouse at Sylvan Vale holds 500,000 trees. n It takes up to three weeks to thaw a frozen seedling before it’s planted. n This past year, Timberwest logged about 500 hectares of forest. There’s still 700 plus hours of volunteer work that’s needed.” One aspect of the invasive plant management plan is to help support ongoing volunteer efforts on top of using city resources to pick up and dispose of invasive species in prioritized areas, according to a city report. “Ensuring the pick-up and disposal of invasive plants compliments the extensive financial investment made by Greenways Land Trust and other project partners and allows for a strategic approach with regional partners based on sound inventory information,” wrote Terri Martin, the city’s environmental coordinator, and Amber Zirnhelt, the city’s sustainability manager, in a
report to council. The inventor y is expected to be completed by the Coastal Invasive Species Committee to identify invasive plants in parks and environmentally sensitive areas. Currently, the city treats invasive plants based on incomplete inventory information, according to the staff

The city is following through with its commitment to eradicate invasive plants like Scotch broom and knotweed from the community. Council, at its Dec. 3 meeting, voted to include a $20,000 line item in its January 2014 budget deliberations to work towards targets in the city’s Invasive Plant Species Management Policy. T h at p o l i c y w a s adopted by council on June 25 of this year and it covers blackberry, holly ivy, yellow flag iris, lamium and ox-eye daisy as well as Scotch broom and knotweed. The policy includes identification and inventory of weeds as well as education and awareness in the community by groups such as BroomBusters, Greenways Land Trust and the Coastal Invasive Species Com-
mittee. Coun. Ron Kerr said at last week’s council meeting he was pleased to move towards meeting the city’s targets. “Ev e r y on e k n ow s where I stand regarding broom and invasive species,” Kerr said. “I believe the Invasive Plant Species implementation plan is a good first step towards working with our community partners to control invasive species and to enhance and beautify our community. “This is a long-term commitment we need to invest in.” Mayor Walter Jakeway said that while the city is considering spending significant money, there’s still a place for volunteers, such as Greenways which organizes community Broom Bashes at least once every year. “I think it needs to be highlighted that we still need a lot of volunteer help,” Jakeway said. “I

report. Of the $20,000 council is considering spending, $7,500 of it will go towards the inventory while another $7,500 will fund labour, contracted services and land fill fees associated with the pick up and disposal of broom, blackberry, knotweed, yellow flag-iris and other plants.
The remaining $5,000 will be put towards contracting certified pesticide applicators to address problem areas, notably the knotweed infestation near the Simms Creek bike trail, the Nunns Creek knotweed, and the yellow flag-iris on Baikie Island. The city as a landowner is mandated under the
provincial Weed Control Act to control certain noxious weeds found on its property listed within the act. Knotweed, yellow flagiris and giant hogweed are the species found in Campbell River that require further attention under the act, though the city says they are in the early stages of control.

The child can access the CSV of the policy in three ways: withdrawals, policy loans or as collateral for a loan. Each type has its own issues and taxation. At age 80, you transfer policy ownership to your 25-year old grandchild, tax free, who can use the policy’s CSV as an additional asset that can be either accessed through a policy withdrawal, a policy loan or collateralization of the CSV. Each type has its own issues and taxation The policy continues to grow and when the child is 65, the CSV of $915,973 could provide the option of additional source of funding in retirement either through withdrawal, policy loan or collateralization. Watched a guy labour for 20 minutes the other day scraping the ice from his windshield, side and rear windows. Then he jumped in his car and took off without paying any attention to the snow on the car roof. I figured that ten minutes into his journey the snow would slide down onto his windshield, obscuring his vision and thus putting him at risk of collision with some other innocent road user. Stupid. BC Hydro, SD72 team up on dam replacement project School District 72 and BC Hydro are working together to provide unique educational opportunities for teachers and students during the five-year construction period of the John Hart Generating Station Replacement Project. The partnership will allow BC Hydro to provide up to $5,000 per year to SD72 to have teachers and kids bus to the site, walk the various public trails and see the project evolve. “BC Hydro has been talking to various SD72 staff about the John Hart project for almost two years to find the means or ways to engage students in this once in a lifetime capital project opportunity, right in their backyard,” says BC Hydro spokesperson, Stephen Watson. “A working group evolved and this fall it came together on the education opportunities. To be involved with this group and see the potential outcomes for SD72 is exciting, and I’m really looking forward to the feedback on how it works out.” BC Hydro provides funding to school districts for Energy Managers, and these in-house managers undertake Power Smart initiatives to educate staff and obtain funding in the goal of reducing operating electricity costs. The John Hart project was seen as a good opportunity. “SD72 is very appreciative BC Hydro proactively came to the table to offer interactive learning and allow students to think and develop their own opinions about the John Hart project,” says SD72 Superintendent, Tom Longridge. “I am also proud of the SD72 staff that took the time to develop these educational plans with BC Hydro. “We have five years to develop the plan and so far we’re off to a good start.” This school year some of the schools involved, with grades ranging from kindergarten to high school, will explore the importance of the
Campbell River watershed from an economic, cultural, ecological and recreational perspective, and investigate how hydroelectric power generation and use shapes a community. “This initiative is about students going to the site and seeing how it will change over the next five years,” says SD72 Instructional Support Teacher, Drew Williams. “What’s going to happen to plants and trees, wildlife and fish? What element of the project will they want to explore? When they flick on that switch at home they will better appreciate where the power comes from, and the understanding that there are impacts with power generating facilities. This is also a wonderful opportunity for students to see and learn about some interesting jobs and think about a career after high school.” “SD72 would like to see more kids stay and

The constant water is rotting our fence posts, killing our trees, drowning our pasture grasses, submerging our bridges and causing dangers for ourselves and our animals.” Monday’s speech to council during a financial planning session wasn’t Denne’s first time in council chambers. She appealed to council last winter to find money in the budget to fix the drainage problems in the Holly Hills area. Council was sympathetic and put money aside to improve the ditch and culvert system on Woodburn Road and re-route the drainage ditch from the centre of Denne’s property to the eastern edge. The work was to be undertaken in the summer within the Fisheries and Oceans Canada window to avoid disturbing the fish habitat. However, the city only received two bids after the project went out to tender and both were

three times the amount the city budgeted for. Denne said she figures the tenders were so high because it was a busy time of year and the contractors only had a few weeks to complete the work. Denne said this time around she would like to see council approve the work earlier in the year to give the city more time to put the project out to tender which would give the contractor a longer time frame to complete the work. “I’m here to please ask you to make the Holly Hills drowning problem a priority and roll over the money from 2013,” Denne said. “Please make us a priority in your financial planning. You have the opportu-
nity to help and make great change for so many people. Don’t let the time, effort and money that’s already been spent go to waste.” Coun. Larry Samson asked city staff whether the money that was earmarked for the project last year was still there. Ron Neufeld, the city’s general manager of operations, said the money is still available. “The funding is still there and we would anticipate carrying those funds forward to 2014,” said Neufeld who added that since the project scope is already mostly developed the city could put the project out to tender earlier than it did last year. “Because most of it’s now complete, we can tender earlier and give ourselves more options in the event submissions are not acceptable.” Mayor Walter Jakeway assured Denne she hasn’t been forgotten. “Thank-you for coming today, you’ve certainly put it back on the front burner.”
The Dennes are running a weekly egg program out of their farm, supplying up to 13 families with fresh, free range eggs as well as selling heritage, free range chickens to the community. Denne and her husband spent more than $65,000 in revitalizing the farm back into a working farm which included rebuilding and building infrastructure, purchasing farm equipment, and acquiring livestock such as chickens, alpacas, and miniature donkeys. The couple harvested alpaca fibre to sell to a local artisan and have created educational birthday and family programs to promote local agriculture and raise environmental awareness. The Dennes future ventures include: pasture raised beef, pork and rabbit; a market garden full of vegetables, berries, herbs and fruit trees from both crop fields and greenhouse spaces; a pumpkin patch; and a cornfield and maze.

ichael Koblic describes himself as a retired actor, cardiologist and currently a sundial maker to the gentry. Only the last part is partially true: He will make a sundial for anyone who is interested. He has also recently branched into jewellery. “I started making sundials around 1994 as a hobby,” he says. “Why, I don’t rightly know. Perhaps the combination of science and esthetics appealed to me. There are some glorious historical pieces and some more modern ones that inspired me.” After he retired from practice in 2006 he decided to start making sundials more seriously. “I learned a lot about metalwork through the university of Google, trial and error. I converted my garage into a machine shop. I have three lathes, a mill and a few other tools that make life so much easier. Over the years I have developed several techniques of my own which give my pieces a unique appearance.” He started making full-size dials but after a chance encounter he tried his hand at miniatures which have become quite popular as indoor decorative or converstiaon pieces. “I make a point of making them scientifically correct. They will tell time if correctly positioned. But I would not leave them outside. For that I make different pieces.” Recently he decided to build on his skills and expand his range. “My wife wanted a bolo tie, so I made one. I got some favourable comments and it kind of took off from there.” He likes to use “upcycled” materials, brass and steel for his sundials, copper for the bolo ties. He uses patterns from a variety of sources, some he draws himself, some he generates on a computer. They are then etched. He uses different kinds of patinas to finish the

etched and textured from copper sheet. “People seemed to like the first few so I keep making them.”

At its Nov. 19 meeting, City Council appointed three members to Campbell River’s Airport Authority Commission to replace those whose term has expired. Council endorsed the Campbell River Airport Authority’s recommendation to appoint
John Bell, Roy Grant and Al Baronas for a threeyear term. Bell and Grant are returning commission members whose term had expired. Baronas brings important skills and experience to the Airport Authority, including

Frances ‘Ellen’ Cooper passed away at the Campbell River Hospital on December 8, 2013 after a lengthy and spirited battle with illness. Ellen maintained her strong persona while charming all who cared for her, leaving them with fond memories of her genuine liking for people and of her humor. Ellen is survived by her husband of 67 years, Kenneth Sidney Cooper of Campbell River. Ellen and Ken loved each other deeply and had one son, Kenneth Paul Cooper who lives with his wife, Nicola, in Campbell River. Ellen’s three grand-children are Paul in Guelph, Jesse in London, UK, and Sarah in Toronto they were the lights and joys of her life. Ellen, Ken and Kenneth came to Canada in 1957. They settled in Saskatoon and later retired to Victoria where Ellen operated Blue Jay Needles and Crafts. She was predeceased by her mother Alice Gill, her father Thomas Gill, her brothers Tom and Jim and her sister Alice. She is survived by her brother John and his wife Peg, and sister Kitty. Ellen has many nieces, nephews, cousins and friends living in Canada, the UK and the USA and she managed to stay in touch with most of them throughout the years. Ellen’s ashes will be united with Ken’s when the time comes and then they will be interred at the cemetery in Kilkhampton, Cornwall, England - the village where she was evacuated during World War II. In lieu of flowers, Ellen asked for donations to your local Alzheimer support society.

Hansomb wins 1st title
Campbell River’s Oren Hanscomb won the fifth and final round to capture a majority decision and his first belt in the Battlefield Fight League (BFL). The ultimate fighter captured the amateur featherweight title on Saturday night at the Hard Rock Casino in Coquitlam over Cleve Bentley of Kelowna. “I didn’t feel tired or any pain once I began the fifth round, because at that point nothing mattered but winning every second,” said Hanscomb, following the fight. Hanscomb knew he had a tough match against Bentley who bloodied and battered some of his earlier opponents. “I felt much more nervous for this fight than the past few,” he said, “maybe because a lot was on the line or maybe because there were people messaging me telling me how much of a beast my opponent is. “Seeing guys who I thought were good fighters come back to the change room with bloody faces didn’t help either,” he added with a laugh. Hanscomb wins 1st BFL title fight

After losing his first amateur featherweight title fight to Andre Da Silva last September, Hanscomb trained hard for BFL 26. Training out of Campbell River’s Pure Martial Arts & Fitness studio, Hanscomb worked out hard for eight weeks, typically 12-hour days, five to six days a week. He was also putting on weight, too much in fact, so he also had to lose close to 25 pounds to get down to the 145pound weight limit for the weigh-in. Fortunately, the weight loss didn’t affect his strength as Hanscomb came out throwing punches in order to “test the beast.” And what the River fighter and his corner quickly found out was Hanscomb had a clear strength advantage over his opponent. But Bentley, who fights for the Toshido club of Kelowna, was a worthy challenger who used his experience to pull even with Hanscomb at two rounds apiece going into the final round. In the fifth and final round, Bentley got under Hanscomb in position to pin him, but the Campbell River fighter quickly got his back up against the cage and broke out of the clutch to secure the victory. It’s the first BFL belt for a Vancouver Island mixed martial arts fighter and Hanscomb made sure to credit his cornermen from Island MMA and West Coast BJJ. Hanscomb’s record in the BFL is now 7-3. “It felt really good to win that one, especially against such a highlevel and well-rounded fighter,” said Hanscomb, who will defend his title in the next few months agains the next top contender.
