FortisBC employees are heading back to work this week with the majority on the clock Friday, following a nearly six-month long lockout. Both parties, International Brotherhood of Electrical Workers (IBEW) 213 and the utility, have agreed to go to binding arbitration and

will look to make their pitch to arbitrator Dalton Larson. In the meantime, more than 200 locked out employees will go back to work over the course of this week with some extension given to those who have been working out of the area and have to make their way home. “Sometimes it’s like climbing over the edge of the cliff - you can get part

way down but you never think about how to get all the way down or back up,” said IBEW business manager Rod Russell Monday. “The company locked us out and there was some resolution on both sides but it was just difficult to get back so we need a third party to help us.” FortisBC closed the gates on electrical workers on June 26, activating an essential services order

that had been approved by the B.C. Labour Relations Board in April, affecting employees in power generation, transmission, and distribution in the West Kootenay and Okanagan. Talks had barely begun before the two sides saw a widening gap between their positions, generally focusing on the introduction of a two-tier pay and benefit package for newly hired employees,

the introduction of new contract language regarding travel pay, retroactivity of any pay increase, and discussions around a compressed work week altering between five days at 7.5 hours or four days at 10 hours, based on the company’s discretion. “We are pleased that the union leadership has accepted our invitation,”

Seniors to feel brunt of postal cuts jim sinclair Castlegar News Editor

The statement was issued by Canada Post on Wednesday, December 11 and reverberated across the country… that home delivery of mail was to be phased out over the next five years. The impact of the announcement was not as dramatic as it may have once been, what with the majority of Canadians already getting their mail by other means. But the measure angers and disappoints the Canadian Union of Postal Workers, as well as a number of residents who disagree with the coming cuts in service. Comments from the head of the Castlegar CUPW local were not available as of Dec. 13, but her Trail counterpart Ed Evans was forthcoming with opinions on the announcement a day earlier. “In a small community like this it’s devastating,” said Evans of local 842. “For our employees, for sure, and also for the public we’ve served for years. A lot of them we know

on a personal basis. We have a lot of older folks we look out for, besides just putting the mail in the box.” Here is an excerpt from the announcement relating to Canada Post’s Five Point Action Plan and the alternative to home delivery of mail. “Community mailboxes: The one third of Canadian households that still receive their mail at their door will be converted to community mailbox delivery over the next five years. (The other two thirds already receive their mail and parcels through community mailboxes, grouped or lobby mailboxes or curbside rural mailboxes.) Community mailboxes offer individually locked mail and small packet compartments as well as larger locked compartments for securely receiving parcels.” The postal union, has an expectedly different outlook on the situation, and doesn’t intend to accept the changes quietly. “The Canadian Union of Postal Workers will work with our community allies and fight back against Canada Post

management’s unilateral decision to cut delivery services,” states CUPW National President Denis Lemelin in a Dec. press release. As for the public, senior citizens are the first consideration in terms of residents being inconvenienced by the coming changes. In Castlegar a lady named Joan Hall was reached for comment on how she and other seniors will cope. “I live at Rota Villa and I’m currently getting home delivery. With me, at the moment, I could get along (with a community box) because I do drive,” said Mrs. Hall. “But you never know how long that’ll be.” Mrs. Hall feels she’s an exception among Rota Villa residents. “There’re so many people who can’t, even at the Villa. There’s a number of people here who do not drive and it will be very difficult for them.” As for what changes to expect and when they may occur within the announced “five year” time frame, Hall said she had no idea.

couldn’t be reached. “Both parties have now put their destiny in the hands of a third party and we’ll all put our best foot forward as far as making the case for what we need to come out of this, and we’ll see what happens, and we’ll have to live with the results,” he said. It will be a difficult transition, he said, pointing to a strain on relationships de-

veloped over the “long, arduous haul.” But his hope is that a future dispute of this kind can be bypassed. “It was a war that nobody won and could have easily been avoided.” About 10 per cent of the locked out employees have terminated their employment - particularly but not exclusively power line technicians, said Russell.

A delegation related to the reduction and eventual elimination of chemical pesticides led off the proceedings at the Castlegar City Council meeting of Dec. 16. Making a video presentation, Diana Daghofer spoke on behalf of an outfit called Prevent Cancer Now, which is dedicated to eliminating all preventable forms of cancer. She is the volunteer co-chair of the group. “We believe there are a lot of people who recognized long before scientists,” she stated, “that a lot of cancers can be prevented.” She told council that less than two per cent of public tax money goes into research in primary cancer prevention, “and we think that’s far too low,” she said. A major part of the organization’s message involves ending people’s exposure to carcinogens. “There are a lot of people arguing that there are many carcinogens they’re unknowingly being exposed to, or even if they do know about it, really don’t have any choice, [in the matter].” Daghofer expressed some optimism in regard to the issue linking people with

As documented of late, the city has been interested in some form of a radon mitigation bylaw being built into the provincial building code. Such a bylaw would be especially significant in Castlegar which is known to have radon levels higher than the provincial average. The project is to involve three test groups of homeowners, with direct research costs, including radon test kits and testing, plus installation of added mitigation systems, to be paid by the BC Lung Association. Along with other civic business, first, second and third reading was given to regulation and rates amendment bylaws for water, sewer and garbage. Adoption could likely occur at an upcoming council meeting. The taxpayer does face an increase but, as Coun. Sue Heaton Sherstobitoff sees it, not too steep a hike. “Your water, your garbage and your sewer… all three of them combined… just a ten dollar increase for the year, which is about 83 cents a month.”

As he was acclaimed Thursday to a fourth consecutive term as Regional District of Central Kootenay chair, John Kettle wished for a year without disasters. “We need a break,” Kettle said, pointing to this year’s Lemon Creek fuel spill and last year’s deadly landslide at Johnsons Landing. “That set us back. We need to catch up on policies and procedures — everything we’ve put on hold. Finally we’re going to get some normal time for our staff and senior managers.”

A new candidate for the South Okanagan West Kootenay region has emerged out of Penticton. Marshall Neufeld, a former Parliamentary aid to Stockwell Day, announced recently that he will run for the candidacy for the Conservative party in the area. Neufeld was born and raised in Penticton and after a year working in North Vancouver returned to the Peach City. He trained as a rehabilitation assistant in Kelowna and eventually worked at a senior’s home in Penticton and also volunteered as an assistant with then-MP Stockwell Day. In 2006, he was hired on full-time as a Parliamentary assistant for Day. “I was there for two years with Stockwell,” said Neufeld. “The first year I was junior Parliamentary assistant. The second year I was senior Parliamentary assistant so I ran the office in Ottawa and worked on Parliament Hill.” Among his duties, Neufeld helped go through from

Many grins ahead

A community newspaper is accustomed to running what’s known in the business as ‘grippers,’ or ‘grip-n-grins.’ Another staple is the big cheque. You probably know the cheque, but the gripper, if you didn’t know, usually involves a handshake. The feel-good photo on the front page of this week’s paper has no actual handshake but is a classic ‘gripper.’ What it stands for is tremendous public relations for a major corporate entity, and a series of long-term benefits for the young and athletic sector of our population. Worked into the equation is a condition that is geared specifically toward less-fortunate youngsters. The number of kids getting a helping hand onto a fun and wholesome program of sports and recreation will only become apparent in the coming years, but it will certainly be a plus for the community. Citizens and companies can easily choose to give this sort of gesture a miss, particularly in times of economic challenges and related donor-fatigue. But we can all feel better thanks to the generostiy of our neighbours whose example can hopefully rub off on us and our other neighbours. Ask any number of parents, teachers... coaches or other experts about the value of physical activity among our youth and the answers are likely to be pretty much the same. What’s the real benefit of a Zamboni sponsorship down at the local rink for a sizable outfit like Zellstoff Celgar? A healthier community in which to operate, is the answer... something that’s very hard to put a price tag on. We want to hear from you.

Santa’s Helper Extrordinaire A year or so ago I wrote a letter to Santa Claus. I wanted to know how he could possibly be everywhere in the weeks before Christmas. I couldn’t figure out how he could get the job done delivering gifts to every child in the world on Christmas Eve. It turns out Santa Claus is an incredible delegator. He simply chooses thousands of substitute Santas around the world. He knows Santas are required in malls, they are in demand at Christmas concerts, they ride in winter-holiday parades, and they ring bells for various charities. Sometimes, they even grace children’s birthday parties just before Christmas. During the year while Santa’s elves are building toys for children, Santa is busy screening resumes from Santa wannabe’s and interviewing likely candidates. Santa wants his surrogate Santas to be fairly-big people. They don’t necessarily have to be fat, but they can’t be slim and angular either. Each fill-in Santa chosen has to have a gentle nature, strong knees, and enduring patience. After all, they have to listen to a lot of children’s pre-Christmas requests. When Santa was checking for someone in Castlegar, he happened upon a Cindy Amaral Production Manager

person who was so similar to himself, he thought he was looking in a mirror. One wintry November, he had landed behind the firehall and went in to enquire where he could look for a possible replacement. At the door, he bumped into one Gerry Rempel, Castlegar’s Fire Chief. At first glance, Rempel seemed to be about the right size. Then Rempel cracked a joke, which often he is wont to do, and Santa realized he didn’t have to go any farther for his #1 Santa for Castlegar. All Santa Claus had to do was supply the Fire Chief with a red and white uniform, a massive white beard and hair-do, and a set of instructions about how to be Santa. Rempel was a natural from the outset, and so the Northpole Santa did not have to monitor him very closely over the years. Rempel told me he has enjoyed having the confidence of the big man from the North. He has also enjoyed his role as Santa’s onsite equivalent over the past 18 years. “The first thing is you have to like kids,” he said. Once Rempel was authorized as Castlegar’s on-site Santa, he tried out being Santa for children’s events at the firehall. He told me something happened when he got inside the costume.

He left his serious role of Fire Chief and, as if by magic, he became this jolly giant who delights in children and their needs. “I love every moment with the kids. I get a treat at seeing their big eyes and hearing their stories.” This year after the Winterfest parade, Castlegar-Santa sat out in the -14 degree cold with successive kids on his knee for several hours, but cold and aching knees never seem to stop him. As he said, “It’s cold when you begin, but when the kids start coming and tell you about their hopes and dreams, you forget about the cold.” For the past two years, Castlegar’s #1 Santa has attended 18 to 20 events prior to Christmas. Mainly he deals with children at local schools, at Rotary concerts, at daycares, at cadets, at Shaw, at company parties, at Breakfast with Santa, at the Total Pet photo event, at the Recreation Complex crafts for kids day, and after the Winterfest parade. Castlegar’s Santa has his very own wish list pinned to his office door. He would like wider chimneys, better hours, and fat-free cocoa. Passing along Pass Creek praise Hello Pass Creek Residents and community supporters; What an amazing Winter Celebration for the Pass Creek Community (Sunday, December 15). • More than 120 people attended the event, over 40 families and 46 kids visiting Santa! • 96 wooden ornaments were decorated to take home • 147 food items collected for Christmas hampers (est. $300 value) • Over 40 new and used children’s books were collected for local Christmas food hampers • 14 jars of chili and more was disbursed to local residents that were not able to attend and may have been in need of a warm meal.

• Many people met others in the community for the first time - strengthening our existing social networks, increasing community capacity and social capital We would like to give thanks to all who attended. We recognize this event would not have happened without you and our funding supporters - the CBT, RDCK, Pass Creek Fire Dept, as well as all of you who donated materials, decorations, food, firewood and your time! Thank you to Kootenay Market, Pine Tree Market and local farmers who offered discounts on food and supplies purchased for the event - be sure to give thanks when shopping at our generous community supporters. The Pass Creek Community Hall Society (PCCHS) was an instrumental part hosting this event – We are fortunate to have a community space for all of us to share. The PCCHS

Gratitude and the Spirit of Generosity I have just returned from Nicaragua where I helped to build a house with a Habitat for Humanity Canada team. We built the smallest house one could imagine. However, the host family who lived in a deplorable dirt-floored wooden shack was so happy when we finished their new house, they cried. The most profound improvements were that it was earthquake proof with plenty of rebar within the concrete block structure and it was clean with its concrete floor. So I have been giving much thought to gratitude. Most of us are fortunate to live in a privileged bubble

here in Canada. With my renewed awareness of how well we live in our country comes a need for generosity. As in Nicaragua, most of the population in

Shawn Hook is back in town, and is playing at the Element Bar and Grill this Saturday December 21. In his philanthropic way, all proceeds are to benefit the Castlegar Rebels. This still-young lad has been playing for quite some time. After studying at Selkirk College Music School, he crafted his way into a 2002 singer/songwriter independent release. He had a second independent album release in 2006. One of his recorded songs ‘Soldier’ had an impact on a broad audience; enough for him to be invited to play showcases in Los Angeles. In sunny California he gathered more recognition and scored a gig writing and recording for ABC Studios. Now he is celebrating his latest release through EMI Records. “Cosmonaut and the Girl... is my way of exploring without ever going to space... it’s something I have to do while I am still young. I can always go back to just me behind a piano or guitar.” Cosmonaut is produced by the celebrated, Jon Levine who has on his resumé Nelly Furtado, The Philosopher Kings and Kreesha Turner. This album combines acoustic guitar with an electro pop sensibility of backing instrumentation. The result is a pleasing blend of co-written and solo songs that have received widespread attention including a Juno nomination this past March for Breakthrough Artist of the Year. Hook has well-supporting videos for some of the songs on this album and they have interesting story-lines and cinematography. As the days grow shorter and the winter nights grow longer, it becomes harder and harder to stay energized. But by charging up with healthy fuel, you can help your body and mind keep pace and maintain peak performance. Below are a few suggestions on how to eat your way to extra energy. Coffee or tea may give you the jolt you need to get up in the morning, but rely on it too much and it can actually have the reverse effect. Eat breakfast. Your mother was right—breakfast is the most important meal of the day. Studies show that people who skip a morning meal often have trouble concentrating, feel fatigued and irritable. Bypassing breakfast to save calories is also a bad idea since you’re likely to overcom-

pensate at lunch and dinner. Avoid foods high in sugar, such as toaster treats and store-bought muffins, which instantly raise your blood sugar, and then cause it to drop. Instead, stick to a balanced meal that contains complex carbohydrates (whole-grain toast, cereal, etc.), protein (e.g., an egg, a slice of cheese or lean meat) and a serving of fruit or vegetables. Snack well, snack often. Eating five or six smaller meals throughout the day ensures your blood glucose levels remain steady. It also helps avoid that shaky or headachy feeling that occurs when you deprive your body of food for too long. Keep healthy snacks like nuts, seeds, fruit, yogurt and veggie sticks on hand at work and at home. Steer clear of “empty” foods such as pastries, candy, pop and other processed munchies that are normally high in calories and

low in nutritional value. Don’t overindulge. Loading up at lunchtime—especially with carbohydrates—will leave you craving a siesta. Stick with lots of vegetables, lean protein (beans, chicken, fish, etc.) and ease off the bread. Moving your carbohydrate consumption to dinner will also help you sleep better. Drink up. Drink plenty of water throughout the day to help stay alert, as fatigue is a sign of mild dehydration. Eight glasses is standard, but if you had a tough workout or overdid it on the caffeine, try to drink more. Thirst is one of the final cues of dehydration, so it’s important to drink plenty of water before you start feeling thirsty. Pump up the iron. Sluggishness, especially in women, is often a sign of a low iron levels. Iron found in red meat is most easily absorbed.

The Castlegar Rebels hosted the Fernie Ghostriders Friday night at the Community Complex. It was a fast competitive hockey game. The players were so consumed by the game that there were no fights, only action. The Ghostriders opened scoring in the first minute with a goal by Kale Johnstone (Josh Teves). The Rebels responded less than four minutes later with a goal by Diego Bartlett (Derek Georgopoulos, Travis Wilkie). The game was fierce and a total of five penalties had been chalked up by the end of the first period, with the Rebels the owners of three of the fouls. This last penalty with only two minutes left in the period gave the

Ghostriders a late power play they made the most of. The Rebels were practically doubling the Ghostriders in shots, but it was becoming increasingly evident that the Fernie Goaltender, Austin Wells was going to be anything but a pushover. Shot after shot he repelled or covered up, denying the Rebels rebound opportunities. Interviewed later he commented, “Most of the shots were pretty high quality. They like to pass in the slot; I was aware of that so that gave me an edge.” In only his tenth game with Fernie, this “Calgary kid” never lost his focus. After a second period goal by the Rebels Matt Reed (Derek Georgopoulos, Kody Disher) mid-period, the Fernie goalie didn’t allow any more shots to count. The Ghostriders tapped penalty after penalty including

four in the third period giving the Rebels a five on three advantage. Even with the likes of Rebels captain Kody Disher and the rest of his team hustling hard, the Fernie goalie snubbed their attempts. As his coach Dale LaDune put it, “Your best penalty killer is always your goalie and Wells had those big saves.” In the last minute of play with sudden death overtime looking imminent and 39 seconds on the clock, the Ghostriders’ Jon Thompson (Josh Odelein, Kale Johnstone) dealt the Rebels the decisive blow with one last shot into the net. The next Rebels local game is December 19 when they host the Nelson Leafs who currently hold down first place in the Neil Murdoch Division, while Castlegar is ranked third.

He cherished his family and all his friends and always looked forward to his summer vacations at Christina Lake. He enjoyed the “humorous” title of “The Mayor of Christina Sands”. Albert enjoyed collecting many items throughout his life such as tobacco cans, insulators and bottles. He also loved to tell a story about each one. Many called Albert the friendly giant. He could start a conversation with anyone any place. He was a member of the Independent Order of Oddfellows since 1963, Corinthian Lodge #27 of the Masons since 1978 and the Royal Canadian Legion #14, Rossland BC since1978. Left to mourn his loss is his loving wife Violet of 58 years, his daughters Doris (Elmo) Denney, Dorothy (Doug) Hidlebaugh, Darcy (Erika) Krest and granddaughter Rebeka Krest. Memorial Services will be held Friday, December 20, 2013 at 1:00 p.m. at the Castlegar Royal Canadian Legion Branch #170 located at 248 Columbia Avenue. Everyone is invited to share their memories at the service. A private family interment at Mountain View Cemetery will take place at a later date. The family wishes to thank the First responders, the Ambulance Attendants, the RCMP and all others for their quick response and professional care given at our home.

SHEDDING SOME LIGHT

In my first few years in practice I was always skeptical of the use of any machines or modalities used in healing injuries. This was for a number of reasons. Firstly, I knew through experience the powerful effect of using hands on therapy only to improve a patient’s function and create healing, and I knew this was supported by ample clinical research. Secondly, there is risk and side effects to using modalities such as ultrasound and TENS along with a range of conBy Dr. David Bzdel, DC traindications where they cannot be used. And last, I always remember one of the clinical directors back in school at the student clinic, who had an extensive research background, joking that you’re better off to treat a patient with an ultrasound machine unplugged as the research shows it is just as effective…. and there is no risk from treatment!

ON LASER THERAPY

So it was with some hesitation that I came to take over a practice where Low Intensity Laser Therapy was widely used. My predecessor, Dr. Salmon, had introduced this new technology into the Kootenays when it first became available to practitioners in middle of the last decade. Now after some time I see the value in the utilisation of this treatment for a wide variety of acute and chronic conditions where there is virtually no risk of treatment and it can be used on many conditions where older modalities cannot. Lasers are used for a wide range of applications from powerful lasers able to cut industrial materials, to fine precise lasers used to perform surgery on the human eye. Within this range are lasers used to treat various

cosmetic conditions, types of cancer, and soft tissues injuries. It is in this middle ground is where we find the Low Intensity Light Therapy (LILT) that is used in our practice. So what is a laser actually? Essentially it is focused light. How much it is focused and how powerful the energy used, determines the strength and capabilities of the laser. We know that light interacts with our body’s tissues. Stay in the sun too long and we see this first hand. Light is made up of bundles of energy called photons and it is these photons that interact with the molecules in our cells to change physiological activity. When it comes to laser therapy essentially the laser stimulates and excites tissues and cells to increase their metabolic and physiological activity. This excitation speeds up the activity of the cells involved with the healing process and through this process damaged tissue is broken down and eliminated by the body faster so that new healthy tissue may be produced in its place and with this inflammation is reduced. All of this results in a faster recovery time with less pain. Clinical experience has shown the most dramatic improvements in severe acute conditions where a traumatic injury has just occurred, or in the case of post-surgical recovery such as hip and knee replacements or arthroscopic surgery. Pain can be significantly reduced in 1-2 sessions with joint range of movement increased over time. These acute examples are some of the rare instances where LILT therapy is used on its own and not in conjunction with hands on therapy of some kind. It must be said most physical injuries occur as a result of functional problems not trauma, such as tendonitis. Whatever dysfunction is present must be corrected through chiropractic care, massage, acupuncture, or physiotherapy prior to the use of low level laser therapy, otherwise the problem that is creating the tissue injury will continue and the healing effect of the laser will be reduced.
