It’s about horse power and teamwork HOT RODDERS PRESENT $13,000 DONATION TO VALLEY THERAPEUTIC EQUESTRIAN CENTRE A LY S S A O’DE L L Time s Re po rte r

What do equestrian therapy and classic hot rods have in common? They both deal in horse power — something British Columbia Hot Rod Association (BCHRA) president Keith Biddlecombe said make the two groups natural partners. On Dec. 15 Biddlecombe presented the Valley Therapeutic Equestrian Association with a donation of $13,000, part of a decade-old commitment to the group by the BCHRA, which has raised more than $130,000 in that time. All the funds have been raised through a yearly auction held at the beginning of December, explained Biddlecombe, who has been involved with the BCHRA — one of the oldest clubs in the province — for eight years. “It’s something that’s been building momentum and holding it,” he said. South Yorkson residents given gift of parking TOWNSHIP COUNCIL RELAXES RESTRICTIONS DURING THE HOLIDAY SEASON D AN FERGU SO N Ti m e s Re po r t e r

A delegation of South Yorkson residents has won a Christmas gift of parking from Langley Township council. Council agreed to ease parking ticket-writing for the area during the holiday season after four residents, speaking for

Deadlock scuttles housing project TOWNSHIP COUNCIL VOTE SPLITS OVER ISSUE OF PARKING NEAR MORMON TEMPLE DA N F ERGUSO N Tim e s Re po r t e r

A deadlocked council has turned down a proposal to build 244 housing units next to the Church of Jesus Christ of Latter Day Saints temple in Langley Township. When the Qualico project was put to a vote Monday night (Dec. 16), concerns about its impact on temple parking produced a split council and a tie vote that saw the development rejected, Church elders objected to the plan to build higher-density housing next to the Mormon temple at the corner of 82 Avenue and 204 Street, saying it could create problems with people using the temple parking lot. They suggested single family

homes would be preferable near the 28,165 square-foot temple. During the Monday night debate, some members of council thought the project should be adjusted to meet the church concerns. “I think we should respect their wishes,” Kim Richter said. “We’ve done it in the past where we’ve moved things around.” Other councillors said the development, which follows the community plan guidelines, should be approved as is because making changes would mean re-starting the approval process. “I’m not prepared to go back and do another public hearing” Fox said. If the temple is concerned about people using its parking lot, Fox

said it should lock its gates, like other churches do. When it came to a vote, the result was a four-four tie, due to the absence of councillor Bev Dornan, who was away on a family matter. Under the rules of council, a tie means a defeat for the proposal, but it may be only temporary because the rules also allow council to reconsider the measure in the New Year. At an earlier council meeting a Qualico representative said the higher-density housing is planned to go nearest the temple because it happens to face onto a major thoroughfare. The Langley temple, dedicated in May, 2010, was at the time the seventh built in Canada by the Church of Jesus Christ of Latter Day Saints. It serves 22,000 Mormons from 91 congregations throughout B.C. and northern Washington.

Councillor Charlie Fox told a Township council meeting the Church of Latter-Day Saints should simply lock up the Langley temple parking lot to keep non-members from using it.

to speed through the residential area. Ashish Kapoor said he’s given up inviting relatives to birthday parties for his son because there are only 10 parking spaces available for the 45 homes in his immediate neighbourhood. As a temporary solution, councillor Kim Richter convinced the rest of council to order a temporary lifting of roadside parking restrictions in the area, as long as no safety regulations are broken “so residents can have their family and friends visit.” Township staff have been ordered to examine longer-term solutions.

ALY SSA O’DELL Tim es Reporter

After nearly two years of negotiations, Langley City Council has abandoned the concept of a “community hub” as part of the Timms Community Centre renewal project. “We wanted to partner (with outside associations), we wanted the community hub to work, but it became apparent that the people we were working with were trying to find ways to get our of their contract, or get out of the negotiations” said Councillor Gayle Martin. Originally, the plan had been to partner with community groups to occupy space in the building, creating a one-of-akind hub of community life. “It’s a wasted two years of a piece of land beside city hall that is bare,” she said, noting that she did not consider the failure to be due to fault on the part of the City or city staff.

However, Councillor Dave Hall criticized the closed-door nature of the negotiations, many of which were embargoed under contract talks, blaming the failure on a process he felt discouraged active participation of council and the public. He voted in favour of a motion to proceed with an updated project scope, but requested city staff return to council with details on the total cost of staff time and consulting fees during negotiations. Councillor Jack Arnold cautioned against being critical towards negotiators on both sides of the project. “They were just trying to get the best deal they could, and so were we. It just didn’t work.” The most recent report to council — received unanimously by all members at the Dec. 16 regular meeting — finalizes the scope of the project, which is currently in the process of seek-

ing a project manager and slated for occupancy in winter 2015. According to the report the City hopes to award the construction contract by summer 2014. The completed facility will measure 29,390 square feet, which includes 4,145 square feet renovated from existing space in the Fraser Valley Regional Library. Plans have been amended to include a new 7,500 square foot gymnasium and bleachers, 68 additional underground parking stalls and a raised running track inside the gym. As well, the final product will be built to accommodate the possibility of adding a second storey in the future. The estimated budget cost for the project now sits at approximately $14.3 million, slated to come from casino proceeds, capital works reserves, off-street parking reserves and $150,000 from the 2013 unused budget.

Kids, happy hour coming to British Columbia pubs LIQUOR LAW REFORMS BEGINNING TO FLOW FROM PUBLIC CONSULTATION PROCESS TOM FLETCHER Black Press

The B.C. government has uncorked another round of liquor law reform, with children to be allowed in pubs and restaurants allowed to serve drinks without food. Premier Christy Clark announced the changes at a downtown Vancouver restaurant Tuesday, as the provincial cabinet works its way through a list of 70 recommendations from a recent public consultation on updating B.C. liquor laws. As with earlier rounds of liquor reform, Tuesday’s event was short on details and long on populist appeal. Some time next year B.C. will see the changes, and will also join all other Canadian provinces in allowing pubs to offer discounted drinks for happy hour. Permitted times and a minimum drink price are still to be determined. Children are to be allowed to accompany their parents into pubs up until an evening curfew time, also yet to be determined, but Clark said it will allow families to have lunch or dinner together at a pub. Restaurants with “food primary” licences will still have to offer a full menu when liquor is available, Clark said, “but customers who don’t want to order food shouldn’t be forced to do so, and food primary businesses that want to fully transition away from food service after a certain hour, and operate for example as a night club, will be able

to apply for a special licence to do so.” NDP critic Shane Simpson said the changes effectively erase the distinction between a licensed restaurant and a pub, and are being announced for popular effect without any research to support them. The province also intends to make its Serving it Right liquor training to all servers in licensed restaurants, as well as staff at B.C. Liquor Stores and rural agency and

wine stores. Licensees, managers, sales and serving staff “should also be required to recertify,” according to a government news release. Last week Clark and Richmond-Steveston MLA John Yap, who led the public consultation on liquor law reform, announced that regulations would be eased for winery tasting rooms. Farm markets will also be allowed to offer samples and sales of locally made beer, wine and spirits.

living with conditions like cerebral palsy, behaviour problems and autism spectrum disorders. In the case of physical disabilities, riding therapy can help improve posture, balance and co-ordination — largely because a horse’s gate mimics human hip movement. Biddlecombe said his club is happy to focus all their charity efforts on the cause as a way of not only helping local children in need, but also keeping the spirit of the importance of horse power alive. “The Hot Rod Association

have been a strong supporter of the Valley,” said Brenda Singbeil, who serves as secretary on the board of directors for VTEA. According to Singbeil, the donated funds have played a huge role in bringing new programs to the facility, including the purchase of a specially designed horse-drawn buggy that allows those unable to physically ride horses to experience the freedom of movement, independence and responsibility that comes with learning to drive a horse. The support from the BCHRA has also allowed the creation of the Hoofprints program, which

December a busy month for extreme weather shelter MONIQUE TAMMINGA Tim es Reporter

With the recent cold snap stretching for more than a week, the extreme weather shelter at the Gateway of Hope was the busiest it has ever been. “It’s the highest numbers we have seen in here,” said Les McAusland, manager of Langley’s extreme weather shelter program. “So far, in eight days, we have had 156 people access the shelter since we opened it on Dec. 2.” To put that into perspective, a total of 255 accessed extreme weather beds since the beginning of 2012. There are 30 mats available if that many are needed, but filling them all would make for very cramped quarters, he said. On average, they sheltered around 20 people each night. “We haven’t even touched into most of December yet,” said McAusland on Dec. 11.

COMING DECEMBER 27

LES MCAUSLAND

The extreme weather shelter alert was called off on Dec. 12, but was re-issued on Dec. 18 as temperatures were forecast to drop below zero once again. McAusland said the demand and busyness has been taking its toll on staff, and he is a bit worried about how they will staff the shelter throughout Christmas. Staff have always run the shelter but they may have to look at asking volunteers to help out if more Arctic fronts are on the way.

McAusland is thanking the community for its continued generosity. People and groups are coming in every day to donate coats, socks, blankets and clothes. “It’s so appreciated,” he said. The Fraser Valley Real Estate’s coat drive was also well appreciated and all the items have already been given to those in need, he said. Meanwhile, two youths have used the shelter for teens set up in Aldergrove, said Loren Roberts, senior program manager at Aldergrove Neighbourhood Service. On top of that, five youth have been placed in shelters outside of Langley, because there is no centre for them in Langley. Those teens will remain in the shelters, longer term. If beds had not been available, they would have been able to use the overnight shelter, Roberts said.

A growing interest in marijuana production

THREE-SOME DAYS AT POTTERS

the proposed ban on Monday (Dec. 16), but the regulation still has to be approved by the provincial ministry of agriculture which has final say over farming in the ALR. So far, only one of the wouldbe Langley growers has gone public. Koch Greenhouses owner Bruce Bakker came to Township council on Dec. 9 to call the attempt to restrict medicinal marijuana cultivation to industrial areas “troubling” and complain the ban was drafted without consulting farmers. Two members of council thought the Township should slow down the approval process and take a second look at the regulations. Councillor Bob Long said Langley should follow the example of Maple Ridge, which has done exactly the opposite by restricting medicinal marijuana to the ALR. “Maple Ridge is going south and we’re going north,” Long said. Councillor David Davis said

At least eight businesses want to grow medicinal marijuana in Langley Township. Mayor Jack Froese made the disclosure during debate on a proposed bylaw that would ban commercial marijuana production from the Agricultural Land Reserve that makes up 75 per cent of the Township. The bylaw would restrict growing to industrial areas. Froese said seven of the eight known proposed commercial grow ops would be located in the ALR, a fact that lends some urgency to the proposed ban. “Time is of the essence,” Froese said. “We should have something in place.” New federal government regulations that will take effect April 1 of next year will switch medicinal marijuana growing from the current system of small operations with one or two clients to larger commercial-style bulk growing. Council gave final approval to

the news that existing greenhouse operators are going into marijuana production helps address his concern that usable farmland would be lost to construction of fortress-like growing facilities. “I don’t think the sky is going to fall,” Davis said. “Not a lot is going to happen April 1.” Davis and Long were unable to convince the rest of council. “We discussed this [the bylaw],” Councillor Grant Ward said. “We’ve got to move forward.” “We have to do something,” Councillor Charlie Fox said. “We can’t sit still and tread water on this one.” The Agricultural Land Commission (ALC) the provincial agency that administers the ALR, recently declared that medical marijuana growing on agricultural land is protected under farming regulations that override the the Township of Langley’s authority. However, the agriculture minister has yet to make a ruling.

Anti-marijuana mayors press minister to declare himself Langley mayor Jack Froese, Abbotsford Mayor Bruce Banman, Delta mayor Lois Jackson and Kelowna mayor Walter Gray have sent a joint letter urging provincial agriculture minister Pat Pimm to say if he supports or opposes a ban on medical marijuana production on protected farm land. The four municipalities are required by law to get provincial approval for any regulations that might affect farming within the Agricultural Land Reserve (ALR) inside their borders. The letter signed by all four mayors says they have a “collective desire to prohibit establishment of medical marijuana operations in agricultural

The minister has so far refused to reveal whether he supports such restrictions, but the provincial agricultural land commission, which controls the ALR as an arms-length provincial government entity, has said medicinal marijuana would be considered a “permitted farm use.” In the Township of Langley, at least one commercial greenhouse grower within its boundaries has begun cultivating medical marijuana to prepare for new federal regulations that will, next year, switch production from hundreds of small grow operations to a smaller number of bigger facilities.

Question langeytimes.com

The campaign to keep medicinal marijuana out of the Agricultural Land Reserve (ALR) in Langley Township may be in trouble. Township council wants to restrict the practice to industrial areas because there are concerns about the potential loss of arable farmland to fortress-like growing operations and the likelihood those operations could be targeted by criminals, given the number of so-called “grow rips” of the much smaller cultivations currently allowed. Council has approved a bylaw that bans medical pot growing within the protected farmland that covers three-quarters of the Township, but there are signs the new regulation may not get the necessary approval from the province. The provincial Agricultural Land Commission, the agency that has the final say over regulation of the ALR in the Township, has already declared legal grows ops to be a permitted use. And the provincial agriculture minister who will decide whether the new bylaw takes effect has, to date, been silent on the subject. Now, this week, comes word that at least eight Langley businesses are lining up for the new federal growing licences that will become available in the new year when the law changes from the current practice of small growing operations to larger commercial-scale plants. Seven of the eight would-be Langley growers are within the ALR. The only one to go public so far has been the Koch greenhouse, which has already begun growing marijuana and whose owner says the entirely legal product is simply another flowering plant as far as he is concerned. Bruce Bakker has been operating his greenhouse for the past 30 years, which means no farmland will be lost if he gets his federal licence. He already takes precautions against criminal activity to prevent theft of equipment. If the bylaw wins provincial approval, the Township will be in the position of trying to impose an after-the-fact restriction on a grower who set up his business when there was no ban. That could conceivably land the Township in court. There is also the example of Maple Ridge to consider. That community has opted to take exactly the opposite approach, passing a bylaw that bans medicinal marijuana from commercial areas and limiting it to farmland. It is likely the provincial government will take note of that when it considers the Langley proposal. All things considered, the odds don’t appear to be in Langley’s favour.

With one less than a week to go, have you finished all your Christmas shopping?

A visit from St. Christy they

say

’Twas the week before Christmas and the bars, they were hopping hoping to catch patrons who’d finished their shopping.

When all of a sudden, what should appear but B.C. liquor law changes for much cheaper beer. Old Mrs. Claus — or Premier Christy Clark — said “Happy hours for all, kids in pubs — what a lark!” The chorus was merry, “Common sense!” went the cheer, let’s have another round of that much cheaper beer. And the tots on the bar stools, their eyes all aglow, were sipping their milk with parents in tow. “A small whiskey chaser with my brew,” Dad did sing, while dear, gentle Mom shouted, “Singapore Sling.” Then as soon as the clock sounded the chime, the kids and their parents knew it was time. They hopped in the Caravan while slipping a fiver into the hands of their designated driver. Then we heard the brood exclaim as they drove out of sight, “Merry Christmas to all, and to all a good night!” – TriCity News

Opponents only care about personal agenda Editor: I own Republica Coffee Roasters in Fort Langley. I was appalled when I heard that the Coulter Berry project had been successfully sidelined via the courts by the absurdly-named Fort Langley Residents for Sustainable Development, leaving us with a giant ugly hole, indefinitely. We were thrilled when the Coulter Berry building was approved. It meant we could consider expanding our space and add much-needed seating and food services within a much more inviting and comfortable atmosphere in a new high-end building that actually provides parking. Fort Langley desperately needs adequate,

proper, high-end construction, and the underground parking allows for a great Fort Langley design. Instead, a small group has decided their opinions are the only ones that matter. They hide behind a biased society (FLRS) formed only to start a lawsuit, and well after our elected council made a political decision, not a legal one. What’s even more appalling is the fact that their public front-man is not even a resident of Fort Langley. The same people are also directors of a new NIMBY anti-development slate “Live Langley” for the next election, and will try to get elected before the Coulter Berry sit-

Their goal is to block an amazing LEED gold, mixed-use building with underground parking through a lawsuit which will cost taxpayers tens of thousands of dollars, in addition to at least $250,000 and counting in lost tax revenue to us all I know who not to vote for. This is what we have in our midst — a small group with a lot of money for lawyers, who are bullying small businesses like ours, and who do not care one bit about the damages they are causing. They only care about imposing their personal agenda for Fort Langley on everyone else; preventing the development of new

A lack of sense? List of addresses Editor: Re: Justice Joel Grove’s reason for overturning the Coulter Berry project in Fort Langley (The Times, Dec. 16 ). He is basically saying any Grade 12 student could have seen that the Township was breaking its own zoning bylaw by allowing the project to proceed as planned. Per Justice Grove, if “common sense” was the main requirement needed to interpret the zoning bylaw, then do the Township’s lawyers not possess this pre-requisite? J.Beauman Langley

Editor: We can finally reclaim our neighbourhood. Thank you, finally, and long overdue, to the newly adopted bylaw by the Township to impose licensing and utility fees for secondary suite owners. I alone have 14 addresses ready to be faxed on Jan. 1, 2014, with the secondary suites I’m aware of in my own neighbourhood. And since owners now have to provide off-road tenant parking, I’ve also included tenant licence plate numbers. Yes, I’ve had enough of my visitors being displaced by a tenant vehicle, in particular of those with illegal suites. It’ll be interesting to see where this over-saturation of tenant vehicles park as of Jan. 1. Our neighbourhood has been compared to a parking lot, so I am elated the Township is taking a firm approach in making our neighbourhoods safer and appealing to live in. G. Hicks Langley

Driver was effectively dinged twice by a hit-and-run Editor: I was involved in a hitand-run accident recently. The driver of the vehicle took off. He not only hit me, but he was driving on the wrong side of the road. He got away, but I have one witness. I’m sure there were more. The police saw the surveillance tape from the gas station that he sped through, but could not

make out what kind of vehicle or licence plate number, due to the speed he was going. They could only determine that it was a twodoor white car. My complaint is that all proof was there that I was not at fault in any way. The police have verified that it was a hit-and-run, but they have no way of finding this vehicle

without a plate number. According to ICBC, I still have to pay my deductible. Really? This wasn’t a vehicle left in a parking lot and just vandalized, with no proof that someone else did it. How is this fair that I should have to come up with $300? I’m sure there have been lots of people in the same situation. This

is the third time my car has been hit, but this is the first time I have had a witness and proof of innocence. This is so unfair, it is a crime in itself. I have already paid ICBC far too much for damage I did not cause, and now I have to pay again, when this time I have a witness to the accident?

I’m sure there were more witnesses, I just wish someone would have got the plate number. I know the car, and I’m sure I will see it one day with the same driver. Once a victim, always a victim. What a shame the world we live in where the victim always pays. Georgia McBeth Langley

A group of friends has joined forces this holiday season to bring some cheer to homeless people in Langley, Surrey and downtown Vancouver. “Hopefully this will be the start of something and it will get better every year,” said Cozie Toes organizer and Langley resident Moira Fynes, who, with the help of 10 friends from around the Fraser Valley, will hit the streets on Christmas Eve to deliver homebaked goodies and winter essentials to those in need. They plan to give out Christmas bags containing warm socks and gloves, along with fresh baking. The response has been so supportive that Fynes says plans are in the works to hand out goods on New Year’s Day as well. The group is still looking for a larger local retailer that may be interested in matching or contributing donations of warm winter socks

From left: Jamie Clark, Brianna Kirkham, Moira Fynes, Vanessa Vee and her daughters Xakeila and Quadeina Stanley, and Kelsey Cotton have stockpiled home-baked Christmas goodies and winter essentials to hand out to local homeless people on Dec. 24 as part of their Cozie Toes initiative. The group has been working on the project since the beginning of December, collecting $300 from family and friends in donations and baking and freezing a variety of treats. Fynes says the small group was kickstarted by a simple desire to contribute to their community in a more hands-on way during

the season. “It was just a group of us trying to figure out what we can do to reach out at Christmas,” she said. Originally, Fynes and her friends planned to serve soup and sandwiches, but after speaking with people on the street and at local shelters, they learned that warm

clothing is an even bigger need. At this point, she said, all donations will go to buy as many pairs of warm wool socks as possible to deliver to those living out in the elements. Anyone interested in contributing can find Cozie Toes on Facebook or email cozietoes@ gmail.com.

Staying safe at Christmas A FEW TIPS TO KEEP IT FESTIVE AND REDUCE RISK With trees to trim, treats to bake, and gifts to wrap, there is a lot to do during the holiday season. But by making time to be prepared and taking a few precautions, you can help give your family the best gift of all — their safety. “This is a very busy time of year and it is easy to get caught up in everything there is to do at Christmastime,” said Krista Barton, Township of Langley public life safety educator. “However, with all the fun and festivities comes some potential hazards. “By taking a moment to slow down, think, and plan, you can reduce the chances of your home and the people you love coming to harm.” When it comes to decorating the Christmas tree, safety starts before you even bring it home. Begin by picking a tree with needles that do not fall off when touched. Fresh, green trees are more fire-resistant than those with dry, brittle needles. Before placing the tree in the stand, cut two inches from the base of the trunk to allow it to absorb water and be sure to add water to the stand daily. Keep the tree at least three feet away from any heat source, like fireplaces or candles, and make sure it is not blocking any exits.

To light the tree, use lights that have the label of an independent testing laboratory, Barton said, noting that some lights are only for indoor or outdoor use. Replace any strings of lights with worn or broken cords or loose bulb connections. Do not connect more than three strands of mini string sets and read the manufacturer’s instructions to find the maximum number of LED strands that can be connected. Never use lit candles to decorate the tree and always turn off Christmas tree lights before leaving home or going to bed. “Dried out trees are fire hazards and they should never be left in the home or garage or placed against the side of the house,” Barton said. Get rid of the tree after Christmas or when it is dry. A number of groups offer recycling programs where trees can be chipped by donation. Check the Dec. 19 and 26 and Jan. 2 Township Pages for dates and locations. During cold winter months, it is important to maintain furnaces, chimneys, and other heat sources to ensure they are functioning safely. The furnace should be inspected and serviced and chimneys and vents should be cleaned and inspected by a qualified professional at least

once a year. When heating your home with a wood fireplace or stove, make sure the wood is dry and seasoned, Barton said, and ensure the fireplace screen is metal or heat-tempered glass. Check that the screen is in good condition and secure in its position in front of the fireplace and teach children to stay at least three feet away from the fireplace, wood stove, or other space heaters. “If you are using a portable space heater it is very important that it has an automatic shut off,” Barton cautioned. “Make sure it is plugged directly into an outlet, not a power bar, and that it is placed at least three feet from anything that can burn — that includes bedding, paper, walls, and even people.” Residents are also reminded to test all smoke alarms to ensure they are working and change the battery if needed. There should be a smoke alarm on every level of the home, inside each bedroom, and outside every bedroom area. “For the best protection, they should be interconnecting so when one sounds they all sound,” Barton said. She added that carbon monoxide alarms should also be placed on every level of the home and outside each sleeping area and tested regularly.

Premier Christy Clark looks back on ‘whirlwind’ 2013

Would like to Thank The Home Depot Canada Foundation and the local Home Depot stores in Langley, Surrey, Coquitlam and Port Coquitlam for selecting Tri-City Transitions as the recipient of proceeds raised by their store associates during the 2013 Buy a Hammer, Build Our Community campaign. The proceeds from every $2 ‘paper hammer’ sold at the Coquitlam, Surrey, Langley, White Rock and Port Coquitlam Home Depot stores will support Tri-City Transitions Society’s Transition House program, providing safe shelter to women and children fleeing abuse. NEW HOME DEVELOPMENT

National SAM Award nominees announced CMHC makes its predictions for 2014 By Kerry Vital

As 2013 comes to a close, the Canada Mortgage and Housing Corporation is looking to the year ahead. “This is an unprecedented time of low and stable interest rates, says Carol Frketich, CMHC BC regional economist. She notes that she expects this trend to continue, keeping the Lower Mainland housing market strong. “Our ties with Asia bode well for our outlook, says Frketich. “Currently the top four migration countries are China, India, the Philippines and Korea. She also notes that businesses are increasingly investing in B.C., keeping the economy strong and bringing new jobs to the area in many sectors. She states that skilled workers are the second largest group of immigrants coming to British Columbia, with most settling in the Lower Mainland. First-time buyers are also expected to increasingly enter the market in the next few years, though in an older age bracket than in the past.

The Fraser Valley is becoming a market leader in home starts and sales, and the CMHC expects this to continue in 2014. However, unlike in Vancouver, single-family homes make up the bulk of the sales. “People still want land, says CMHC Market Analyst Richard Sam. “Fiftyfive to 60 per cent of sales this year were single-family homes. In contrast, the majority of sales in Vancouver were multi-family homes. “The benchmark for single-family homes is decreasing, says Lance Jakubec, CMHC Senior Market Analyst. Sam also notes that Surrey has seen the largest increase in population growth in the Fraser Valley, followed by Abbotsford and Langley. The type of home isn’t expected to change in the new year though. “All markets are growing at a similar rate, says Jakubec, naming condominiums, townhomes and single-family homes as the markets. “We see moderate increases in new construction in 2014, he says. Living in the Lower Mainland has its benefits, and much of that is the reason behind growth in most cities. “Vancouver is consistently ranked as one of the most livable cities in the world, says Neil Chrystal, president and CEO of Polygon Homes. “Buying conditions have never been better.

Rivermen sit atop division at holiday break

While the Langley Rivermen head into the holiday break on a sour note thanks to a 3-2 overtime loss, they do sit in top spot of the BCHL’s Mainland Division. The junior A hockey club wrapped up a three games in three days stretch with five of a possible six points. The Rivermen beat the Surrey Eagles and Powell River Kings by identical 5-2 scores on Dec. 13 and Dec. 14 and then closed out the weekend with a 3-2 double overtime loss to the Nanaimo Clippers.

In that final game, the team trailed 2-0 after 40 minutes before rallying to earn the single point. Leading the way was captain Mitch McLain who earned an honourable mention as the BCHL player of the week with three goals and seven points. All three weekend games were at the Langley Events Centre and the results leave the Rivermen sporting a 22-11-13 record to lead their division

with 48 points in 37 games. The second-place Prince George Spruce Kings are four points back but do have three games in hand. The Rivermen return to action from the holiday break with a home-andhome series against the Coquitlam Express. The teams play at the LEC on Dec. 28 at 7:15 p.m. and then finish the two-game set at the Poirier Sports and Leisure Centre the following afternoon.

Olympians’ Kim swims to nine gold at Victoria meet Joshua Kim went nine-fornine, taking gold in all of his events for the Langley Olympians Swim Club. Kim, 11, was competing in the 12-and-under division at the Pacific Coast Swimming Xmas Cracker Invitational Meet in Victoria. Along the way, he set three new club records. This was one of several strong performances by members of the Olympians at the meet. Siobhan Board, 16, had an impressive showing and managed to qualify for the upcoming Thunderbold Junior International short course championships in Oregon. She qualified by winning the 50m back event. Board also won a silver and a bronze in the 200 back and 100 back, respectively. And Alysse Franklin, 14, achieved the necessary qualify-

ing time for the Canadian western Canadian championships in the 50m free while Milana Solar, 11, qualified for the B.C. AA championships. Franklin also won silver in the 800 free. Chelsea Borrowdale (200 breast) and Avery Martin (1500 free) both also won silver with Martin also picking up three bronze medals (200IM, 100 free, 400IM). And Brayden Kells (50 breast, 50 free, 200 breast) won a trio of bronze medals. Altogether, the Olympians finished fifth out of the 25 teams. “The standard of swimming at this meet gets better every year and I was happy to see so many of my swimmers finishing in the top three as well as many of them making second swims,”

Mountain Eagles’ Aisley Castillo goes up for the lay-up during his team’s game against St. Thomas Aquinas in the opening round of the Eagle Classic at R.E. Mountain Secondary on Dec. 13 and Dec. 14. The Eagles lost this game, but rebounded to win their next to place fourth. The Walnut Grove Gators defeated St. Thomas Aquinas in the championship final.

said coach Brian Metcalfe. “We were looking for some qualifying times which we achieved so this is an added bonus.” ••••• The Olympians also took part in a 10 and under meet hosted at UBC by the Vancouver Pacific Swim Club. Hugh McNeill placed first in two events and second in three others to take top spot in the 10-year-old boys category. His seven-year-old sister Isobel was fifth overall in the girls nine and under age group. In the individual events, Reagen Bedard, 10, was second in the 50 breast while Selina Schmelcher, nine, was second in the 200IM and third in the 50 breast.

From its 60/40 three-passenger second-row bench seat through fold-flat second- and third-row seating with third-row independent fore-and-aft sliding capability, the wagon quickly adapts to accommodate multiple combinations of elves and presents. The MyKey programmable ignition key restricts maximum speed should a mischievous elf get behind the wheel while Claus is down a chimney leaving gifts. With eight cupholders, Claus and his elves would have plenty of space to take along a few glasses of milk as they continue through their busy night. Rain-sensing wipers would keep Claus on the move, as there’s always a chance he’ll encounter nasty weather. “As always, we are busy making toys and checking long lists,” says Santa. “That said, Merry Christmas to all!” Of course, Mrs. Claus will have the final say on this purchase because, as any dealership owner will tell you, women make the final decision in 80 per cent of new vehicle purchases. NORTH POLE - Driveway can exclusively reveal that Santa Claus has been visiting local dealerships kicking tires—ahem, rails—in his search for a new ride. Ever conscious of the increasing cost of gas and effect his multi-million-kilometre Christmas flight has on the environment, Santa seems to have opted for 2014 Ford Transit Connect Wagon for his next sleigh. The wagon promises a fuel economy of 7.84 L/100 kms fuel economy, which means the sleigh will be kinder to the environment than his current means of transporting gifts to the world’s children. As an added benefit, the EcoBoost engine – which is finely tuned for high-speed performance – would offer speeds much faster than Santa ever travelled in his former 36-hoofpowered sleigh. The expected upgrade comes as a record number of children earn spots on the “nice” list, increasing the payload weight of his bag of gifts beyond the normal tow rating of his nine-reindeer team. Santa told me that changing his mode of transportation will not compromise his ability to remain true to his mission. “My goal is and always has been

2014 Mitsubishi Mirage Even though we have high fuel prices in Canada, the trend is away from small fuel-efficient cars to larger vehicles. Subcompact and even compact sales are down but sales of small SUVs and even mid-sized vehicles are up. There are a couple of things at play here. The first is the stronger (not so much in the last two months) Canadian dollar over the last several years has allowed carmakers to jam more content into their cars and often the retail price has dropped too. The second is that vehicles are becoming more fuel efficient, so buying a slightly Zack Spencer bigger car isn’t much of a hardship. With this as a backdrop, it is interesting to see that Mitsubishi has introduced a three-cylinder

fuel saving car at the smallest end of the market. Looks The Mirage is sold in two trim levels; the base starts at $12,498 and comes pretty sparsely equipped. It’s a small car with a little price tag. The much bigger Nissan Versa is cheaper at $11,898 and has buckets more power. The car that most people will choose is the Mirage SE with many more goodies but the price jumps dramatically to $15,398 and with the automatic transmission it lands at $16,598. At this price, there are plenty of options in the subcompact class. Styling is not what I would call eye-catching. Cars like the Ford Fiesta or the Kia Rio have much more appeal

and features for similar money to this SE Mirage. Inside On the plus side, the Mirage SE does come nicely equipped. The front driver’s seat has adjustment and both front seats have very good seat heaters that bring your backside up to the appropriate temperature in short order. The centre cluster is nicely finished and it features Bluetooth with streaming audio. There is an auxiliary jack but no USB jack to charge your phone. The back seat is small and the rear cargo area is what one might expect from a little car. But this vehicle does not live in a vacuum. The Kia Rio, with more features, like satellite radio, is only a $1,000 more and is way up on space and horsepower. The Nissan Versa Note is massive in comparison and for $1,700 more has push button start and even a backup camera. So yes, the Mirage is nicely equipped and

has a good price but there are other options out there that are as good if not better. Drive What this little car was designed to do is deliver impressive fuel economy. This is achieved by placing a 3-cylinder engine under the hood and matching it to either a 5-speed manual transmission or a continuously variable transmission (CVT). With just 74hp, this car is way down on power compared to the rest of the subcompact set, even the Fiat 500 has 101hp and the Nissan Versa has 109hp. This combination of small packaging and small engine deliver a rating of 5.3L/100km in the city and 4.4L on the highway. In my mostly city driving I was achieving 7L/100km. The problem with such a small engine is that it often needs to be pushed hard to accelerate and pass other traffic. The engine and CVT are loud, especially when the car is cold. The steering is very light for easy maneuverability but at higher speeds it feels too vague. This car is happy cruising because the engine settles down to a lower RPM and the noise level drops. Ask this car to perform and it’s an experience filled with noise and vibration. Verdict With a very low starting price and potentially good fuel economy the basic Mirage has a place for a buyer who wants a basic runabout that sips gas but if the trend away from small cars is any indication, that will be a small number. zack@drivewaybc.ca The Lowdown Power: 1.2L 3-cylinder with 74hp Fill-up: 5.3L/4.4L/100km (city/highway) Sticker price: $12,498-$15,398

Can there be anything much more frustrating than not being able to turn because some twit is blocking the intersection? There is a provincial law that forbids drivers from entering an intersection if they can’t exit the other side (not for left turners, that’s ok). But many municipalities have taken that a step further with bylaws that apply that rule to all intersections, not just those controlled by lights. However, it seems to be largely ignored by people who block the entrance to neighbourhood streets while waiting for a light change ahead. Whether it’s a by law or not surely it’s just common sense and courtesy.

Driveway readers have the final word on the posted speed limit poll, conducted in partnership with Insights West. In that survey it was revealed that 37 percent of those polled believe a higher than 100 km/h limit should be posted on our major highways. The provincial government current review of speed limits has already prompted much public discussion, much of which seemed to support the hiking of limits. With that in mind, we were surprised that the poll showed that 55 percent believed speed limits should be left alone. Here’s further reaction posted online by readers. For an increase in limits: Kmac: Excessive speed, texting and using a cell phone while driving, driver in attention and driving too fast for the road &/or weather conditions kills. The minimal increase in the speed limits you suggest make sense efi1936: I think that the Coquihalla should be 130 km/h and the rural part of Highway 1 120km/h. Lyle: As stated in your column, it is only excessive speed that kills. However, if two drivers were driving side by side at 100 km/h there would be mass frustration and more accidents. CaryAnn: I think the majority of drivers driving today are totally conscious of their vehicle and surroundings and are

very capable of handling the higher speeds. DriveSmart: Maybe the new limit should be displayed on new variable signs so that it can

‘‘

Increasing the speed limits will only increase risk to all road users.

’’

Keith Morgan

be adjusted downward in darkness and poor driving conditions. 28speedster: Here we are in the 21st century driving at the same or lower speed limits than we did with cars in the 1950s with bias ply tires on two-lane highways. New cars, tires, roads are engineered for much higher speeds. A higher speed limit will require drivers to pay attention to their driving. Mark: Being from Germany and having driven faster and safely on the Autobahn, I say it’s about time. When I took my driver’s test, part of the test was on the Autobahn and you had to go 130km/h (weather and local speed limit permitting) NOT to get points against you. Comments against an increase: Dwsolber: Some drivers

have trouble driving safely at current posted speeds. Increasing the speed limits will only increase risk to all road users. Dick: Do not increase speed, what the heck is the hurry? (99 out of 100 already go way faster than the posted speed. Make your ride safe and enjoy the scenery. Leah99: Wildlife (and domestic pets), pedestrians, and vehicles driven by law-abiding people are put at risk by speeders as it is. Donna: There are enough accidents at 110 without increasing the risks. Snazzy: Speeds above 90km/h greatly increase fuel consumption. In addition to lower speeds being safer for drivers, wildlife, it is also important that we consider the planet, and reduce our use of fossil fuels. Rosemary: In BC’s interior, there are many hazardous roads and bad weather conditions, but drivers in general ignore them. If you ‘up’ the speed limit, they will ‘up’ the speeding... What ever happened to safe driving? Like reducing speed at night when visibility is reduced? Brian: People already drive 10 to 20 above the speed limit . . . if you raise to 120 they will go up to 140. keith.morgan@drivewaybc.ca

2014 GMC Acadia Denali: Full-size luxury The 2014 GMC Acadia Denali is truly a full-size crossover vehicle. That’s right, an eight-passenger crossover that is big enough to haul eight adults and still have room to store your gear. Saturday is my usual run around day; picking up things, dropping off people, some of whom I don’t know but someone in my family has volunteered me to drive them anyway. You know the kind of day, the one that finds me buying things that we don’t need but can’t live without, returning things that apparently we can live without, and providing hourly updates to my wife on what I have accomplished thus far.

‘‘

At first, I was a little sceptical about this vehicle but... after the first few kilometres, I found it to be a very comfortable and a fun to drive vehicle.

’’

Ian Harwood

Hectic and stressful. Well, this particular Saturday I had the Acadia Denali and with a few hours driving this vehicle I was actually relaxed. Luxurious seating and a premium Bose stereo system with steering wheel controls that drowned out all the chatter from the back seats. It also came in handy for when they tried to include me in the conversation; with a simple push of the volume button I could yell back “sorry, I can’t hear you”. All three rows receive the same level of luxury. French stitching on all of the leather seats with a choice of colors, Ebony or Cocoa Dune. The second row seats are a SmartSlide flat-folding 60/40

split bench while the third row is a 60/40 split bench that folds flat as well. The third row is surprisingly comfortable and enough leg room for adults. The steering wheel is leather wrapped with mahogany wood grain trim; it also features a tilt and telescopic steering column. The centre of the dash is the location for the colour touch Radio/Navigation screen with IntelliLink. A 165 mm (6.5”) colour touch screen display, AM/ FM stereo with CD player, auxiliary audio input jack, Bluetooth streaming audio, hands free calling, and a rear seat entertainment system. yourself, this vehicle has twelve. I know because I had to clean each one. Twelve in an eight-seater, go figure. The Acadia comes standard with driver and front passenger airbags, seat mounted side impact bags and side curtain air bags. Traction control and stability control with roll stability control are also standard. Forward collision alert, lane departure warning, rear cross traffic alert, and side blind zone alert are some of the latest technologies that have gone into this vehicle. Power: The 3.6 Litre V6 engine puts out 288 horsepower @ 6,300 rpm with 270 ft pounds of torque. The transmission is a 6-speed automatic that can be shifted into manual mode. Pump frequency: 13.3/ 8.8 L/100 km (City/ Highway) Warranty support: Basic 3 year/ 60,000 km Power-train 5 year/ 160,000 km Roadside assistance 5 year/ 160,000 km At first, I was a little sceptical about this vehicle but after the first few kilometres, I changed my mind and found it to be a very comfortable and a fun to drive vehicle. Although there is lots of room inside it does not give the impression of a big SUV, and it manoeuvres quite well. With the latest technologies added, I found it easy to use and very useful. Shoulder checks are something I do by habit, but with the side blind zone alert feature it is like having someone else take a second look, which is comforting. that promotes spotlessness. With salt on the roads, grime hanging around, and foreign objects getting stuck to your vehicle, you’d wonder how a bath can even help. Well, it does. Washing it cleans off the salt that covers the roads and can help prevent corrosion. And on the inside, think of what your boots bring in. A trip to the spa prevents stains from totally setting in and can leave your car smelling good, too. Whether getting just a quick treatment or the full shebang, your ride will thank you for it. Build a Racecar in 158 Pieces ($24.99) Building a racecar can be done in 158 pieces thanks to Lego. If you’re young, or young at heart, surely you’ll have a good time assembling this “toy!” Plus, it looks cool. shop.lego.com Steering in the Right Direction (From approx. $240.00) Want to spice up your ride? Perhaps add a sporty element? Sparco makes steering wheels for both street and race cars. Then again, it’s kind of a one-stop shop. They also sell race attire, seats, shoes and more. If nothing else, they make some very comfortable hats! sparcousa.com Safety First (Name your price!) The gift of practicality is priceless. How about an emergency car kit? You could even pack it yourself by using these guidelines at getprepared. gc.ca. Or you can get one already prepared at various stores like Canadian Tire or your local automotive retailer. The Gift of Knowledge (Various) Being a safer driver or motorcycle rider is beneficial for everyone. And how to get there doesn’t have to be boring. In fact, it’s a lot of fun. The Advanced Rider Training (ART) course through the West Coast Superbike School is one way (westcoastsuperbikeschool.com) to learn a lot and have a good time. Or, if you want to do it behind the wheel of a car, check out Morrisport Advanced Driving (morrisport.com) Whether it’s your first time or not, there are new skills to be picked up each time the tires roll onto the track. alexandra.straub@drivewaybc.ca

By Alexandra Straub Looking for the perfect gift for the car lover in your life? – I am too. In the search for some cool swag, here are a few places you can stop by or check out online for some unique pieces of automotive goodness. Blipshift.com ($15.00 + shipping) Direct from the website, it says, “Blipshift brings you high quality, limited edition auto-enthusiast focused shirts for just $15. Each shirt is available for only a few days before it is towed off to the crusher, never to be printed again.” If you want to torture yourself and see some amazing designs from weeks past, you can do so by scrolling through the different pages. Sometimes, there are extras in specific designs so might just be in luck. blipshift.com Carry all for the Motorcycle: Ogio Rig 9800 Rolling Luggage Bag $250 (approx.) For anyone carrying motorcycle gear frequently, this is a fabulous bag. I recently purchased one and I love it. It fit both my motocross gear (big, chunky boots), pants, shirt, elbow and knee pads and my one-piece leather racing suit, track boots, gloves AND a helmet. Yes, there’s a specific area to put your helmet. I checked it in at the airport and there were no issues. It’s heavy duty, and has handles at very convenient sports. The kicker? It can stand upright by itself. It’s pricey but worth the investment. ogio.com Wilkinson Automobilia (Various prices) Need a book, DVD, poster or die cast model? Chances are Wilkinson Automobilia will have it. With unique items in store every day, it really is a place where any car lover could spend most of their pay cheques. Should you not live in the Lower Mainland, fear not, they have an online store, which is eautomobilia.com There are items there that appeal to both four and two-wheel enthusiasts. A Visit to the Spa (for your Car. Various prices) It’s a good feeling when you’re feeling clean. And we all know that winter is not a season

passed away peacefully in Port Alberni with his loving family by his side. Predeceased by his 1st wife Charlotte Bouchard in 1991 and a brother Raymond. Lou is Survived by wife Carol, son Kelly, daughter Sherri, brothers Roger and Leonard, sisters Denise and Gail, many grandchildren, nieces , nephews and a great grandson. Lou will be fondly remembered by his co-workers, friends and family as a highly skilled tradesman in the International Union of Elevators Constructors Union Local 82. Lou was an avid fisherman who didn’t like to eat fish, loved beer, wine, song and dance and cooked a delicious pig roast for 200 of his closest friends and family. Lou was always into building something be it a water wheel for the pond, outbuildings for his boats and enjoyed helping his family with various projects. Tragically Lou had an accident after a fabulous day of fishing that left him a quadriplegic. He faced this with not a complaint and great dignity for the last 7 years of his life. His children would like to thank the staff of Rainbow Gardens Lodge for their care and Carol for her tireless devotion to our Dad in the last years of his life. He will be missed and never forgotten. A Celebration of Lou’s Life will be held at 2 p.m. January 11 at the Langley Legion, 20570 56 Ave.

Rest in Peace Mr. B. Stories and condolences may be forwarded to the family by visiting www.yatesfuneral.ca
