Columbia Shuswap Regional District directors are counting on mojo to bring film companies to the area. The regional district’s lucky charm in this case would be Mojo Films Inc., the company contracted to do location scouting, data base management, communications and film production management. Mojo Films partner Mary Jo Beirnes updated CSRD directors at the Dec. 6 board meeting, noting she and partner Mike Jamont have been scouting for and updating the regional district’s data base of potential filming locations – information that is linked to the B.C. Film Commission data base. Beirnes explained that changes in the film industry may provide opportunity to the regional district. While much of B.C.’s film industry has grown in the Lower Mainland, which has studios and other filmmaking infrastructure, a growing number of movies and
TV shows are set in medieval times or other-worldly locations. “They need remote places with no power lines, buildings or air traffic, and they must travel away from big cities to find these remote places,” Beirnes said. “Big-budget films like Tomorrowland that recently filmed near Grindrod, are increasingly willing to travel out of Vancouver to get the rural look they need…” Beirnes said there is also an opportunity to
tap into lower-budget films such as documentaries, travel films and web-based productions. “There is appetite within the B.C. government to push film production out into regions like ours as they want to see the economic spin off have a positive effect on their home ridings, and not just for the benefit of the Lower Mainland,” she said. Beirnes told directors that as well as continuing to find scouting locations and increas-
ing the data base, Mojo Films Inc. plans to hold a “locations expo” in Vancouver in connection with other regional film offices to show film industry execs what is available in the regional district. Mojo also plans to hold familiarization or fan tours in the region to show scouts and managers what the regional district has to offer the film industry. “They go to what they know,” she said. “We want them to know us.”

Murder suspect to remain in custody By Tracy Hughes

A 24-year-old former Salmon Arm man will remain in custody until January after making a first appearance in a Kamloops courtroom Thursday, Dec. 12 on a murder charge.
Travis Aaron Johnny will return to court Jan. 23 and was ordered to be held in custody. RCMP announced this week that Johnny was arrested and charged in the death of Archie LePretre. The Vancouver man was stabbed to death after a group of three men allegedly
attacked him and his cousin in an elementary school yard in downtown Kamloops in March 2011. The attack is thought to be gang-related. Two other men were arrested but were later released by RCMP, who said they are continuing to investigate.

Ottawa defies logic by trashing ESL For our economy to grow, for employers to find employees and for the entrepreneurial spirit to flourish, Canada needs immigrants. A key element for immigrants to be successful in this country is proficiency in English (at least in B.C.). For many years, English as a second language training has been provided by public community colleges in B.C. – they have the class space, the instructors and established curriculum. The federal government, more specifically Citizenship and Immigration Canada, has decided to dissolve the entire domestic ESL system in B.C. Last year, 9,000 immigrants and new Canadians received domestic ESL training, often for free or at a subsidized rate, through $17 million in “flowthrough” money from Citizenship and Immigration Canada to the B.C. Ministry of Advanced Education, which allocated it to schools. But in threeand-a half months, funding for domestic ESL will end, and Citizenship and Immigration Canada will pick up the ball and organize and run domestic ESL programs itself. The problem is, nobody in B.C. knows how or where this will happen. Even the Minister of Advanced Education, who assures this newspaper that domestic ESL will continue, admits it’s unclear how it will be delivered. Perhaps retooling domestic ESL makes sense in Ottawa. Why continue indefinitely with a system saddled with classrooms and experience when it can be built from scratch? Not that Citizenship and Immigration Canada has told anybody its plan, if it has a plan. The clock is ticking, but the federal ministry says “no final decisions have yet been made” for delivering ESL, and that the change is about offering consistent services for immigrants across Canada. Perhaps the feds will come to their senses before April and find some face-saving way to funnel domestic ESL cash to B.C. –Victoria News

I’ve never told a soul what I did The summer my older brother Don went to Boy Scout camp was probably the loneliest summer I have ever spent. I remember the night before he left we were in our bedroom. We shared a small bedroom with double bunks and a single dresser. I was hanging over the edge of the top bunk, watching him packs all his gear into a duffle bag. I recognized it as the same one my father kept our pots and pans in for camping. Item by item he put things into the bag. Pants, socks, underwear, his official Boy Scout mess kit, sweater, rain jacket and a small orange Murray-Erinsmore pipe tobacco tin which contained a string of two-inch firecrackers. Things he would not need right away were stowed at the bottom. Those things he figured he might need right away or most often were put in last. Everything in its place. The tin was strategically placed inside the rolled-up sweater, right in the middle. He obviously had plans. One other thing he packed
THE GREAT OUTDOORS James Murray was his harmonica. A wellplayed Hohner Echo in the key of C that he kept in an old flannel Crown Royal bag. I watched as he buried it deep into the duffel bag so that it wouldn’t get damaged. It was his pride and joy. He use to play it all the time. One of my favourites was a tune called Moody River, which was a big hit at the time for Pat Boone. Although he was only gone for two weeks, I missed him. I was also green with envy. When he returned he regaled me with all sorts of stories of camp life. However, no matter how often I prompted him, he never told me what he did with the fire crackers. For Christmas that year,
my brother gave me two very special gifts. One was a carving of a fish that he had crafted at camp. The other was a Murray-Erinsmore pipe tobacco tin that contained half a dozen twoinch firecrackers. Both had been carefully wrapped in red tissue paper and strategically placed under my pillow some time during the night of Christmas eve. That spring, on the evening of Monday, May 18, 1959 to be precise, I used three of the firecrackers my brother had given me for Christmas. The third Monday of May being Victoria Day. Back then it was also know as “Firecracker Day.” Shortly after supper, I place one of my firecrackers in a metal pipe that supported the rickety old wooden fence in front of our house. Upon lighting it and letting it drop to the bottom of the pipe, the firecracker went off with a resounding bang. The paper surrounding the powder came shooting out of the pipe. Encouraged by such a display of sound and fury, I proceeded to tie two fire
crackers together by their wicks, lit them and let them drop. They went off with an even more glorious bang. The problem was nothing came shooting out of the pipe – nothing at first that is. A minute or so later, smoke started coming out and, before I knew it, the fence was on fire. I went into the house to inform my father of my exploits but it was too late. By the time he came outside to investigate the fence was pretty much toast – burnt toast. We got a new fence that summer. For the rest of the year I tried hard to be good. As I recall, that was the year I had hoped to receive a Daisy Spittin’ Image BB gun for Christmas. It never happened. I did, however, receive a well-played Hohner Echo in the key of C from my brother. I still have that harmonica kicking around somewhere. I also have a Murray-Erinsmore pipe tobacco tin that contains two two-inch fire crackers. Like my brother, I never have and never will tell a soul what I did with the other two.

The word “magical” is often used to describe a human emotion or sentiment that overrides that feeling of just being human. Those who need a little of that in their lives may want to hitch a ride to the backwoods of Spallumcheen and hop aboard a sleigh at Caravan Farm Theatre to see their latest winter sleigh-ride production, Little Brother, Little Sister. It’s not hard to feel tingly from head to toe when the farm’s Clydesdales and, in my case, three small but very powerful Norwe-
gian fjords, jolt you out of your Bailey’s and hot chocolate haze to pull you through field and forest to experience the sights. This year’s spectacle will definitely put the spark in any Grinch’s too-small heart. It’s magical, musical and very funny, and is one of the most fun times you’ll have in below freezing temperatures. Adapted from a lesser-known fairytale by Adam Underwood, Little Brother, Little Sister puts on an extra dose of that Caravan magic. The story follows, you guessed it, two siblings, Little Brother (Daniel Doheny) and

Little Sister (Rebecca Auerbach), who are kept prisoner by their evil guardian, Ms. Grindle. When Little Brother and Little Sister decide to run away from Ms. Grindle’s evil grasp, she places a curse on whomever drinks from the babbling brook, that they be turned into a fawn. When Little Brother does what fawns do, and decides to go frolic in the woods, brave Little Sister is left to her own devices and that’s when she has a close encounter with a huntsman who turns out to be the ruler of the land, King Roland.
It’s a sweet, silly and lovely story played out by a cast that has obvious chemistry, especially when they join voices, and instruments, to perform the catchy songs penned by Caravan’s artistic director Courtenay Dobbie. The last scene, which takes place in a feat of carpentry, Caravan’s open-air timber frame barn, will leave you in a party mood, and with that magical feeling all season long. New trail beckons snowshoers The snow seems to turn pink out on the trail in late winter afternoon light. That’s the experience shared by participants during the recent winter Bigfoot trail snowshoe walk this past weekend out on the new Mt Baldy Lookout trail. The walk featured one of the newest additions to the growing trail system throughout the Shuswap this year. The trail, as a 2.8-kilometre intermediate walk uphill through mixed forests, arrives at a great little lookout over the South Shuswap. It is a collaborative project between the Columbia Shuswap Regional District Area C Parks Commission, the Sorrento and Area Community Association, and the Shuswap

CSRD staff supported local volunteer trail planners, then worked with the support of Splatsin Archeological Services and local First Nations to access the trail for potential impacts. They then worked with the Provincial Recreation Sites and Trails office to review and authorize the new trail alignment. “It takes thoughtful consideration to determine the best final alignment for a trail,” says Phil McIntyrePaul, with the Shuswap Trail Alliance. Blind Bay Resort Development Application, Bylaws 700-65, 701-65, 900-2 Letter to the Editor – December 7, 2013 To our friends, neighbors, community residents, and all those who’ve followed the rezone application for our development property: I write to thank each of you who participated in this matter, whether you attended our public hearing last Thursday, wrote a letter, or have made our resort the topic of discussion as we look to the future well-being of our fabulous region. Your comments, support and concerns are all noted, and are important to us! Many thanks to our Area C director Paul Demenok, senior planner Dan Passmore, and Development Services manager Gerald Christie for hosting what all would agree was the most courteous, open forum of its kind in recent history. We are so thankful that the majority of respondents are supportive of our final plans, and hope to be able to conclude our work this new year if it receives full approvals. We are closing in on ten years since we first envisioned the resort, and are excited to bring it to fruition. Although I was not able to respond to the few concerns expressed at the event, I would like to at least comment on four key items that were noteworthy: (1) The traffic along Blind Bay Road has not been increased or worsened as a result of our development, but is no doubt affected by the new local grocery that is over four times the size of what it previously was on our land. We ALL appreciate this business, and accept that increased traffic there is to be expected. (2) We have and will continue to improve the effect we have on our water quality, by ensuring our wastewater treatment is well away from the lake, and managed carefully. Our potable water comes from this lake. (3) Our moorage will improve the environmental footprint of what currently exists, improve safety, and provide a much-desired public access. It will not allow commercial houseboat or fuel supply services as expressed by one individual, now or ever as it is a specified use area.

(4) Should something happen to me, and new ownership occur once the zoning is in place, the new Comprehensive Development zone identifies the exact uses of each area of the resort, that can not be altered unless a brand new application for use is initiated. This is no different than an individual residentially-zoned lot being suddenly converted to a high-density fourplex; it can not happen and would be ordered to be demolished. Please note the fine work your local CSRD has done in protecting YOUR interests in the future, as well as the intent of our family to preserve public access. Almost every year for the past 42 years, annual bird count coordinator Ted Hillary has spent one wintry day cataloguing avian residents. “Every year is different because it’s weather dependent,” he says of the annual count. “I always enjoyed birdwatching – it’s in the blood, and I enjoy getting out in the fresh air.” While the air is indeed always fresh, some counts are easier than others. “You can’t count what you can’t see,” he laughs of Christmas bird counts that were complicated by heavy snowfalls. “If it had been last Sunday, it would have been disastrous with the fog.” As always, Hillary is hoping for mild, sunny weather Sunday, Dec. 22, when four teams will cover a 15-kilometre ring around Salmon Arm, counting every feathered thing they see.
The circle is divided into four quadrants, with Hillary’s team meeting at the Brighouse Interpretive Centre at 9 a.m. Sunday. Other teams cover the Tappen-Sunnybrae area, the NE sector which stretches toward Sicamous and the SW quadrant that extends along the Salmon River Road almost as far as the Silver Creek Store and the southeast quadrant that reaches toward Enderby. Hillary will match volunteers with teams in the are nearest to their homes and refer them to those team leaders, who will tell them what to wear, what to bring and where to meet. Hillary, who took over co-ordination of the Christmas count from the late Frank Kime about seven years ago, says every team has an experienced leader. Joyce Henderson and Jeff Styles lead the SE quadrant; Ed McDonald covers the NW quadrant, Monica and Ed Dahl lead volun-
teers in the SW quadrant and Hillary takes on the NE section. Monica says there’s fun in getting out to look for birds and see what birds are surviving the weather. “One of the limiting factors is if there’s too much ice on the lake, you can’t see the waterfowl, and if there’s too much snow, the geese are gone.” With daylight fad-
ing, the count finishes at 3 p.m., followed by warmth, coffee and goodies while the count is tabulated at the Seniors Drop-in Centre on Hudson Avenue. While about 25 regulars join the count every year, Hillary says new volunteers are always welcome. Anyone interested in taking part in the count should call him at 250-8324755.

Restoring a sense of place there is much more to a place name than words on paper, as in addition to knowing the name, one must spend time there on a regular basis, learn its stories and develop new stories based on any “adventures” occurring during the visits. Robert has done just that every summer and now the students and their families, many from other bands than Adams Lake, are joining him. He described one trip 15 years ago with five truckloads of adventurers on a quest to find the remains of an old cabin where families gathered before heading out to hunt. The three elders in the group, the late Joe Michel, Bill Arnouse and Lawrence Michel each had stories and memories to use in their quest, including how certain hills would line up with distant mountains. They found the cabin eventually near Stukemapten Lake. I too was there in the early 1990s with both elders and chiefs from two bands. So far, Robert and his team have revived more than 280 place names, but more work is needed to ground truth the names. For example, he pointed to one name that means throwing something into the water, but the
ShuSwap paSSion Jim Cooperman Chief Atahm School on the Adams Lake Indian Band reserve north of Chase, which is B.C.’s oldest aboriginal immersion school, has undertaken an ambitious project to determine most of this region’s original place names. School principal, Robert Matthew, believes strongly that “the only thing that makes us special is our language and our land.” Consequently, one of the school’s key goals is for its students to develop a strong personal identity that includes first-hand knowledge of the land and its place names. Over the past few decades, there have been many traditional use studies prepared for development projects that include place names, but these reports are not available to the school, to band members or to the public. Instead, Robert has worked over many years with four elders to determine the original place names. They taught Robert that
location was wrong as it was too far from the river. Currently, they are working primarily on four areas; Adams Lake and River, southwest Shuswap, South Thompson to Hoffman’s Bluff and between Sicamous and Revelstoke. The eventual plan is to share all the place names with the public sometime in 2014 or 2015. Robert kindly provided some of the place names in the project. The level bench area along the southwest shore of Adams Lake was once a large village called Wáwelt, and is now the site of the Interfor sawmill. To the north is T’keqiqe, now called Bush Creek, site of Adams Lake Provincial Park. The original name for Adams Lake, which was named after a famous Secwepemc chief in the mid 1800s, is Csteln. And the original name for Copper Island is Cemete’tkwe. The place name project fits perfectly within Chief Atahm School’s curriculum and overall objectives. From kindergarten to the end of Grade 3, students are fully immersed in the Secwepemctsin language. Elders, including Lawrence Michel, join with the teachers as the students learn
about gathering roots and medicinal plants, cleaning and smoking fish as well as singing and storytelling. Yet, this remarkably successful educational program is now under threat due to the actions of the Conservative federal government. Through recently proposed legislation, the Department of Indian Affairs would be able to influence all the First Nation schools in the country and could take away local control and initiatives. Robert would like to see a major backlash effort to resist the plan, but apparently First Nation leaders are trying to thwart the plan through negotiations. It is the Shuswap place names on our maps that help make our region unique and special. Even though these names are likely an inaccurate derivation of the original name, they still provide us with a sense of place that connects us with the Shuswap peoples. Names like Cinnemousun, Spallumcheen, Squilax, Pukeashun, Celista, Humamilt, Hunakwa, Malakwa, Queest and Momich certainly spice up our region more than the familiar British names that can be found else-
where. It would be wonderful if we could one day add more of the original place names to our maps, so as to make the Shuswap a culturally richer place

Healthy holiday gift ideas Living WeLL December is here, Santa has arrived in the shopping malls and the pressure is on to finish buying holiday gifts. Why not ease the pressure and beat the crowds by giving homemade food as gifts? Holiday baking is a popular gift, but let’s face it, some popular baked goods can be high in fat and sugar. In light of the rising obesity rates in Canada, maybe it is time to consider giving healthier goodies to the people we care about. Instead of giving truffles and Nanaimo bars, why not bake a loaf of homemade whole wheat bread wrapped with a festive ribbon? Try drying fruit, such as apples and apricots and layering the pieces in a decorative bag for festive flare. Fruit baskets and homemade salsas also make great gifts. Here are two of my favorite healthy gift recipes that are guaranteed to be a hit. Mixed Bean Soup in a Jar Layer ingredients in the order listed in a onequart, wide mouth canning jar: ¾ cup dried kidney beans ¾ cup dried great northern beans
¾ cup split peas ¾ cup red lentils ¾ cup dried black beans In a small plastic bag add these seasonings: 2 tablespoons dried minced onion 2 tablespoons beef bouillon granules 2 tablespoons dried parsley flakes 2 teaspoons dried basil 1.5 teaspoon chili powder 1 teaspoon pepper 1 teaspoon dried oregano Put the plastic bag in the jar on top of the beans and put a lid on the jar. A piece of fabric over the lid with ribbon tied around it makes the gift complete. Attach a gift card with the following instructions: Remove the seasoning package from the jar and rinse the beans Place the beans in a microwavable container, add water until it is 1-2 inches over top of the beans, and cover the container loosely with plastic Microwave on high for 15 minutes Drain and rinse beans well, and add them to a large soup pot Add 8 cups of water, cover the pot and bring it to a boil Lower heat and simmer for 1 hour until

candy molds if you have them. Refrigerate until firm, about 30 minutes. Transfer to an airtight container and refrigerate for up to three days. Search and Rescue get financial boost Three local groups that work hard to keep the public safe are being recognized with community gaming grants totaling $86,500. Organizations receiving grants include: Shuswap Volunteer Search & Rescue Society in the amount of $43,000, Shuswap Lifeboat Society (Sicamous) for $28,500 and the South Shuswap First Responders Association (Blind Bay) for $15,000. “Shuswap residents love their outdoor activities, and it’s reassuring to know these groups are there to lend a hand in times of danger,” says Shuswap MLA Greg Kyllo. “I’d like to thank all of the dedicated volunteers who often risk their own safety to protect others.” These grants are awarded under the Public Safety category of the Community Gaming Grant Program, which allows non-profit organizations to apply for provincial gaming revenues. Gaming grants are also awarded in the categories of sport, human and social services, environment, and arts and culture. In the 2012/13 fiscal year, the B.C. government distributed a total of $135 million in gaming grants for eligible community programs and services. Minion lease OK’d
City council has approved entering into another three-year lease agreement with Farmcrest Foods Ltd. for the use of Minion Field. In October, the city put out a request for quotation to lease the approximately 80-acre parcel of agricultural land at 2191 30th Street SW for a non-renewable term, from April 1, 2014 to Oct. 31, 2016. As was the case in 2011, Farmcrest – the
property’s current tenant – was the only respondent, and council approved a lease for an annual fee of $20,000, plus taxes. “Farmcrest has been the lessee of the property since 2005 and has been a good tenant and therefore the recommendation is the city enter into this lease agreement for another three years,” commented Salmon Arm’s corporate officer Corey Paiement.

Winter has hit the Shuswap, and with the colder temperatures and snow come hazardous driving conditions. Chase RCMP have been busy over the last number of weeks, seeing well over 30 motorvehicle incidents relating to winter driving conditions. Sgt. Gary Heebner of the Chase RCMP detachment warns drivers
to slow down and allow more time to get to their destination. Heebner also encourages all Shuswap drivers to ensure they have proper winter tires installed on their vehicles. “The ministry allows mud and snow tires,” Heebner said, explaining that they are not so much winter tires as an all-season type. RCMP recommend the true winter brands, he said, noting that they should have a snow
flake design on the side. These tires need to go through much more rigourous tests and pass higher standards, Heebner said, noting mud and snow tires to do not. He also recommends the use of studs where possible, though this is a personal preference and not one enforced by the RCMP. He said studs are useful in this area that see lots of ice. A big problem, Heebner said, was the false

Barriere mayor new chair The Thompson-Nicola Regional District board has elected Barriere Mayor Bill Humphreys as its new chair. The election took place during the board’s inaugural meeting in Kamloops. Humphreys replaces outgoing chair Randy Murray, who had
held that position since 2011. “There is a lot of strength on the board and I’m looking forward to continuing to work to harness that power,” said Humphreys. “We want to keep a sense of continuity in our actions as we move forward.”
Chase RCMP have had a slow few weeks, with most of their call-outs for winter driving accidents. Police have responded to 17 accidents in the last two weeks along the Trans-Canada Highway in the Chase area, with another call Tuesday morning near Pritchard. A semi-versus-semi accident shut down two lanes of traffic on the night of Dec. 6 on Hoffman’s Bluff. RCMP officers were also called to a structure fire in Pritchard. While arson has been ruled out, the incident is still being investigated. Chase RCMP also took part in a check stop on Dec. 7 as part of a provincial day of enforcement that took place throughout British Columbia. The officers set up a check stop along the Squilax-Anglemont Road

near the Holding Road turn-off that night. The officers did not stay for long but did stop a total of 12 drivers, all of whom did not appear to be under the influence. This is a good sign, said Sgt. Gary Heebner of the Chase detachment, noting that typical check stops in the area tend to produce a little higher numbers than other areas surrounding Chase. With the province pushing towards more morning check stops as well, Heebner said police will be out throughout the holiday season, and will be performing random check stops. Chase, he said, has been fairly good during the holidays in the past years, with numbers not really changing from other times. Heebner also stresses the importance of leaving more distance between your vehicle and those ahead of you and putting defensive driving to use. People need to watch out for snow plows, he said, as well as pay close attention to the roads they are travelling. He notes how plow trucks can build up ditches, and make them appear level with the highway. Those who need to pull off in a hurry need to be aware of where the shoulder ends, and a possible ditch begins. Plow trucks can also cause a slushy build up on the sides of the road, which can pull drivers in. Emergency kits are important to have in the vehicles at all times, but especially during
the winter months. If a driver finds themselves stranded on the side of the highway Heebner suggests they stay in their vehicles instead of trying to walk. Plan ahead for trips, giving plenty of time and ensure your cell phone is charged in case an emergency call is needed. If a driver sees or suspects that an accident has taken place, they are urged to call 9-1-1 and give an accurate as possible description of what took place. This includes the type of vehicle involved, and a description of the location, noting how many kilometres it is from a destination. This will help police locate the vehicle in a much more timely fashion. While the Chase detachment prefers to educate drivers about winter driving whenever possible, they will also hand out tickets. This includes for driv-
ers who are not driving safely for the road conditions, and also for those whose vehicles are not equipped with proper winter tires.
In the end, Heebner said, it is about slowing down, giving yourself lots of time, and being aware of your surroundings.

out the hard way that hard work comes through each and every time. Kaleb Boyle opened scoring in the first with Chad Wilde getting a power-play marker. Then the Posse got five in a row, three on a third period, fiveminute major before Buddy Summers made it interesting with a late power-play goal. Mike Byer faced 49 shots in going the dis-
tance in goal. Sunday afternoon the 15th the high powered Osoyoos Coyotes came to play at Art Holding Memorial Arena. In the first, Wilde and Boyle kept the contest tied and then the howling dogs went to work. In the third, Connor Harding got his first of the year with Summers completing scoring for the Heat. Jake Mattes faced
50 shots between the pipes. Connor Venne pocketed three assists in a 6-4 loss. The last home game before a holiday break goes Saturday the 21st versus the Kamloops Storm. Liquor changes to allow for kids, happy hour in B.C. pubs By Tom Fletcher BLACK PRESS
The B.C. government has uncorked another round of liquor law reform, with children to be allowed in pubs and restaurants allowed to serve drinks without food. Premier Christy Clark announced the changes at a downtown Vancouver restaurant Tuesday, as the provincial cabinet works its way through a list of 70 recommendations from a recent public consultation on updating B.C. liquor laws. As with earlier rounds of liquor reform, Tuesday’s event was short on details and long on populist appeal. Some time next year B.C. will see the changes, and will also join all other Canadian provinces in allowing pubs to offer discounted drinks for happy hour. Permitted times and a minimum drink price are still to be determined. Children are to be allowed to accompany their parents into pubs up until an evening curfew time, also yet to be determined, but Clark said it will allow families to have lunch or dinner together at a pub. Royal Canadian
Legion branches will have the same freedom to admit under-age family members. Restaurants with “food primary” licences will still have to offer a full menu when liquor is available, Clark said, “but customers who don’t want to order food shouldn’t be forced to do so, and food primary businesses that want to fully transition away from food service after a certain hour and operate, for example, as a night club, will be able
to apply for a special licence to do so.” NDP critic Shane Simpson said the changes effectively erase the distinction between a licensed restaurant and a pub, and are being announced for popular effect without any research to support them. The province also intends to make its Serving it Right liquor training to all servers in licensed restaurants, as well as staff at B.C. Liquor Stores and rural agency and wine
stores. Licensees, managers, sales and serving staff “should also be required to recertify,” according to a government news release. Last week Clark and Richmond-Steveston MLA John Yap, who led the public consultation on liquor law reform, announced that regulations would be eased for winery tasting rooms. Farm markets will also be allowed to offer samples and sales of locally made beer, wine and spirits.

Leadership gets results Shuswap Market News Friday, December 20, 2013
From the hiLL Colin Mayes I have served as mayor for two communities I have lived-in, sat as chair on a number of boards and I can tell you, leadership is not easy. One thing that I have found through my experiences is that people elect you to lead, but then when you do, some say you are an authoritarian, or too controlling, or too independent. I often found those same people want public meetings for every decision, and closer public oversight of those duly elected. Most often this is because they didn’t sup-
port the person or the party. There is in legislation regulations that make public notice and input mandatory; checks and balances to our democracy on all three levels of government. I am pleased that our Conservative government has allowed free votes on many issues and I have exercised that privilege and have voted contrary to the majority in my party. The NDP has not allowed a free vote to its members in the eight years that I have been in Parliament. Our party has also passed more private member’s bills than any government in Canadian history. This means, your Member of Parliament, a back bencher, has voted freely on non-confidence votes without any discipline. The Conservative Party of Canada has always believed in grass roots democracy and
Conservative candidates for election are not dropped in from outside of the riding or from the U.S as often practised by the Liberals. In the past four elections, the Prime Minister has only once refused to sign off on a party candidate and that was based on a recommendation from the National Conservative Party board. So, MP Chong’s current Private Members Bill “The Reform Act, 2013” is not a result of any actions by our party’s leader, but as a general recommendation to further tighten democratic practices within the government and within all parties. I have reviewed this bill and have found the changes, for the most part good, but I will discuss this bill with my constituents and colleagues and then make my decision on whether to support it or not.
The measurement of good leadership is not that you spend all your time seeking consensus on all issues. It is in the results that are accomplished by principled decisions on behalf of those you represent. Our Prime Minister and our government have a track record of leadership resulting in giving Canadians more jobs and opportunity, making Canadians safer, insuring equal liberty to all and providing more open and transparent government. If you do not agree with our government’s leadership, in the fall of 2015, you can exercise your democratic right and vote. Until then, I and our party will continue to provide responsible, principled leadership for all Canadians.

Free disposal for Christmas lights! If you’re putting up new LED Christmas lights this year, the regional district doesn’t want you to throw your old light strings in the garbage because they can be recycled. In the Shuswap, bring your lights anytime to Bills Bottle Depot in Salmon Arm, the Scotch Creek Bottle Depot in Scotch Creek, and until January 15th, Sicamous residents can bring their lights to the Sicamous Landfill during regular operating hours “Last year’s Christmas light recycling program was the first in our District, and we collected hundreds of light strings” said Carmen Fennell, Waste Reduction Facilitator with the Columbia Shuswap Regional District. “That’s a huge amount of material that was repurposed into new product, instead of taking up space in our landfill.” Fennell said you don’t have to remove the bulbs from the strings before recycling, and power cords are also accepted as part of the program. “Recycling your old light strings instead of tossing them out makes sense, environmentally and financially. By upgrading your lights, you’ll be saving energy and money on your electricity bill, as LED (light emitting diode) lights use up to 95 per cent less energy than regular Christmas lights and last at least ten times longer,” said Fennell. “Plus,” she added, “LED lights produce very little heat, so they reduce the risk of fire, which is essential for your family’s safety.”

In 2014, the CSRD intends to review the Solid Waste Management Plan, the document which guides decisions related to garbage and recycling. Key items that will be examined during the plan review include: - a review of how we are doing; - changes to the fee structure to fund landfill closure and program costs; - food waste diversion programs; - enforcement strategies to help change behaviours; and - new ideas for increasing waste diversion. The previous Solid Waste Management Plan was completed in 2009. Public input will be sought throughout this process and CSRD staff look forward to working with users of disposal facilities.

Waste characterization is the process of examining waste and separating it into over 60 categories. Waste Managers must take into account the overall composition of waste generated in the region in order to design effective waste reduction strategies, and to assess
the effectiveness of the current solid waste planning. This summer, TRI Environmental Consulting conducted waste characterization studies at all four of the CSRD Landfill locations. The 2013 study provides an update from the previous study that was completed at the Salmon Arm landfill

Disposal Fees set to change in 2014
This is according to Zero Waste Canada, a non-profit organization that promotes solid waste solutions that eliminate the use of landfills and waste-to-energy plants. Zero Waste Canada has some suggested ways to change your habits this Christmas to give the planet a gift by reducing the amount of waste you generate.
Christmas trees are not accepted as garbage! By recycling your Christmas tree, you are reducing the amount of waste that has to be buried in the landfill. You are also supplying organic material that can be added to the composting program in Salmon Arm. “Live Christmas trees, free of decorations and tinsel, will be accepted at all landfills and transfer stations from December 27th until January 15th” says Waste Reduction Facilitator Carmen Fennell. “The trees are kept separate from the regular garbage, so that they can be chipped, and added to the organics pile and turned into compost”. For Salmon Arm residents, if you are unable to bring your tree to the refuse disposal facility, the Salmon Arm High School Rugby Club will pick up your tree at the curb for a donation to the team. Have your tree at the curb by 10 am January 4th and have a donation
ready at your door. Composting operations began at the Salmon Arm landfill in the fall of 2012, and the first batch will be available for distribution to the public in the spring of 2014. “Its great to see such a large amount of material turned into a useful product that will help enhance our soils, that would have otherwise been buried and wasted in a landfill”. Building materials were the next largest contributor at almost 10%, and electronic waste followed at 9%. “When you look at the overall categories, many of them have recycling options available and shouldn’t be in the garbage at all” says Waste Management Coordinator Ben Van Nostrand. “We can do our best to educate about separating yard waste from the garbage, and taking electronics to the Bottle Depot, but sometimes monetary penalties are the only way to get people to change their behaviors”. New Items Banned from Garbage

Switch the ‘Stat is a stewardship program focused on recovering and recycling thermostats that are no longer in use. They accept mercury-containing, electronic and mechanical thermostats and ensure that all the components, especially the mercury, are kept out of the waste stream. Switching to newer and more energy-efficient programmable thermostats and responsibly disposing of older mercury-containing thermostats reduces energy consumption,
producers and retailers of electronics to provide recycling programs for unwanted electronics. In August of 2013, ERPA expanded its list of acceptable items to include electronic toys. So in addition to televisions, computers, printers, audio video equipment, medical devices etc, toys such as remote control vehicles, electronic musical toys, interactive plush toys and children’s learning computers may now be dropped off at Bills Bottle Depot or the Scotch Creek Bottle Depot.

Stop Trashing our Back Yard The Larch Hills Nordic Race Team was out in full force this fall to partner with the CSRD in an illegal dumpsite clean up effort on the 110 Road near Canoe. “This site was cleaned up a couple years ago” says Facilities Superintendant Isaac Walker. “But with the amount of trash still left behind and the amount of new garbage being thrown there, it needed another sweep”. The race team, comprised of almost 80 young skiers from the age of 8 to 18, made quick work of the site, combining the clean up with a team practice. Free disposal for Christmas lights! If you’re putting up new LED Christmas lights this year, the regional district doesn’t want you to throw your old light strings in the garbage because they can be recycled. In the Shuswap, bring your lights anytime to Bills Bottle Depot in Salmon Arm, the Scotch Creek Bottle Depot in Scotch Creek, and until January 15th, Sicamous residents can bring their lights to the Sicamous Landfill during regular operating hours “Last year’s Christmas light recycling program was the first in our District, and we collected hundreds of light strings” said Carmen Fennell, Waste Reduction Facilitator with the Columbia Shuswap Regional District. “That’s a huge amount of material that was repurposed into new product, instead of taking up space in our landfill.” Fennell said you don’t have to remove the bulbs from the strings before recycling, and power cords are also accepted as part of the program. “Recycling your old light strings instead of tossing them out makes sense, environmentally and financially. By upgrading your lights, you’ll be saving energy and money on your electricity bill, as LED (light emitting diode) lights use up to 95 per cent less energy than regular Christmas lights and last at least ten times longer,” said Fennell. “Plus,” she added, “LED lights produce very little heat, so they reduce the risk of fire, which is essential for your family’s safety.”

In 2014, the CSRD intends to review the Solid Waste Management Plan, the document which guides decisions related to garbage and recycling. Key items that will be examined during the plan review include: - a review of how we are doing; - changes to the fee structure to fund landfill closure and program costs; - food waste diversion programs; - enforcement strategies to help change behaviours; and - new ideas for increasing waste diversion. The previous Solid Waste Management Plan was completed in 2009. Public input will be sought throughout this process and CSRD staff look forward to working with users of disposal facilities.

What was in your Trash?
Waste characterization is the process of examining waste and separating it into over 60 categories. Waste Managers must take into account the overall composition of waste generated in the region in order to design effective waste reduction strategies, and to assess
the effectiveness of the current solid waste planning. This summer, TRI Environmental Consulting conducted waste characterization studies at all four of the CSRD Landfill locations. The 2013 study provides an update from the previous study that was completed at the Salmon Arm landfill

This is according to Zero Waste Canada, a non-profit organization that promotes solid waste solutions that eliminate the use of landfills and waste-to-energy plants. Zero Waste Canada has some suggested ways to change your habits this Christmas to give the planet a gift by reducing the amount of waste you generate.
Christmas trees are not accepted as garbage! By recycling your Christmas tree, you are reducing the amount of waste that has to be buried in the landfill. You are also supplying organic material that can be added to the composting program in Salmon Arm. “Live Christmas trees, free of decorations and tinsel, will be accepted at all landfills and transfer stations from December 27th until January 15th” says Waste Reduction Facilitator Carmen Fennell. “The trees are kept separate from the regular garbage, so that they can be chipped, and added to the organics pile and turned into compost”. For Salmon Arm residents, if you are unable to bring your tree to the refuse disposal facility, the Salmon Arm High School Rugby Club will pick up your tree at the curb for a donation to the team. Have your tree at the curb by 10 am January 4th and have a donation
ready at your door. Composting operations began at the Salmon Arm landfill in the fall of 2012, and the first batch will be available for distribution to the public in the spring of 2014. “Its great to see such a large amount of material turned into a useful product that will help enhance our soils, that would have otherwise been buried and wasted in a landfill”. Findings indicate that for the Salmon Arm Landfill (which receives waste from the Seymour Arm, Scotch Creek, Skimikin, Glenemma and Falkland Transfer Stations), compostable organics comprise the largest portion of the waste at almost 24%. Paper and plastic were the second and third largest categories at 17% each. Building materials were the next largest contributor at almost 10%, and electronic waste followed at 9%. “When you look at the overall categories, many of them have recycling options available and shouldn’t be in the garbage at all” says Waste Management Coordinator Ben Van Nostrand. “We can do our best to educate about separating yard waste from the garbage, and taking electronics to the Bottle Depot, but sometimes monetary penalties are the only way to get people to change their behaviors”. New Items Banned from Garbage

In addition to the extensive list of items already banned from the garbage, two new items have been recently added.
• Make a shopping list and stick to the budget to avoid impulse purchases
Switch the ‘Stat is a stewardship program focused on recovering and recycling thermostats that are no longer in use. They accept mercury-containing, electronic and mechanical thermostats and ensure that all the components, especially the mercury, are kept out of the waste stream. Switching to newer and more energy-efficient programmable thermostats and responsibly disposing of older mercury-containing thermostats reduces energy consumption,
producers and retailers of electronics to provide recycling programs for unwanted electronics. In August of 2013, ERPA expanded its list of acceptable items to include electronic toys. So in addition to televisions, computers, printers, audio video equipment, medical devices etc, toys such as remote control vehicles, electronic musical toys, interactive plush toys and children’s learning computers may now be dropped off at Bills Bottle Depot or the Scotch Creek Bottle Depot.

Stop Trashing our Back Yard The Larch Hills Nordic Race Team was out in full force this fall to partner with the CSRD in an illegal dumpsite clean up effort on the 110 Road near Canoe. “This site was cleaned up a couple years ago” says Facilities Superintendant Isaac Walker. “But with the amount of trash still left behind and the amount of new garbage being thrown there, it needed another sweep”. The race team, comprised of almost 80 young skiers from the age of 8 to 18, made quick work of the site, combining the clean up with a team practice. MAURICE JUBINVILLE Maurice Jubinville passed away at Shuswap Lake General Hospital, Salmon Arm, BC on Sunday, December 8, 2013 at the age of 82 years. Maurice was born at Lousana, Alberta on November 2, 1931 and had been a resident of Anglemont since 1992. Maurice is survived by his wife of 59 years, Marilyn Lenore; two sons, William Wayne of Anglemont, BC and Brian Maurice of Egmont, BC; grandson, Darrell William (Kristi) of Devon, AB and two great-great grandchildren, Jade and Skye. Also surviving are his sisters, Doris Klein of Red Deer and Lucille Paulson of Didsbury, AB. A prayer service was from the Chapel of Bowers Funeral Home, Salmon Arm, BC on Tuesday, December 17th at 11:00 am with Father George LaGrange OMI officiating. A memorial reception will be held at the Anglemont Community Centre at Wednesday, December 18th at 1:00 pm. PHYLLIS ELLEN MacARTHUR 1926 - 2013 Phyllis Ellen MacArthur passed away in Shuswap Lake General Hospital on Wednesday, December 11, 2013 at the age of 87 years. A celebration of life service and reception will be held in the Mountainside room at Bowers Funeral Home on Saturday afternoon, December 28th at 1 p.m. with Jack Bowers the celebrant. Phyllis was daughter of the late Harry and Margaret Reedman, pioneers of Blind Bay. She was born at home in Blind Bay on February 13, 1926, and raised in the Bay. Phyllis married Duncan MacArthur in 1948. They both kept active in Blind Bay, she was an avid gardener, enjoyed badminton, bowling, horse shoes, soft ball, golf and was a good pool player, enjoying beating the men. They resided on the land that is now MacArthur Heights prior to moving into Salmon Arm in the mid 1990’s. In her younger years she worked on the war planes as a riveter, and then for Canadian Imperial Bank of Commerce, in Kelowna as well in Salmon Arm, the original bank building next to Salmar Classic. Predeceased by her husband, Dunc on February 22, 1999 and sister Connie Jones. She leaves her loving and dedicated family; daughters, Janice (Eugene) Goll of Vernon, Lynn (Sandy) Blair of Armstrong, and son, Jack (Gerry) MacArthur of Blind Bay; 8 grandchildren, Kyla, Natasha, Tyler, Cara, Ryan, Gillian, Travis and Darren; and 7 great grandchildren. The family would like to thank Dr. Mark Lourens and the hospital staff for the loving care they gave our mother in her final days. GRISWOLD, JUNE June Griswold gracefully passed away in the early morning of December 10, 2013 in Salmon Arm at the Shuswap Lake General Hospital. Her daughter, Julia Armstrong was by her side during her last hour. June’s bright mind to the very end was most remarkable. June was born on December 1, 1926 in Coeur d’Alene, Idaho to parents in the logging industry. Her father logged with horses and hired a large crew. Her mother was a camp cook for these men. They moved to several different locations throughout Idaho, Washington and Oregon. In January 1952, June met a handsome young logger, Harry Griswold in Oregon. One month later they were married on February 24, 1952. Their marriage of 54 years included adventure, travelling and homesteading in the Kootenays. Their first daughter, Julia was born one year later, followed by Nola two years after. Both girls grew up learning practical skills on the homestead which were very beneficial in their lives. Farming and logging with horses, gardening and tending the livestock were a daily part of life on the homestead. While living near Kaslo for nearly 37 years, June became very involved with the Kootenay Lake Historical Society and became instrumental in making the SS Moyie in Kaslo a heritage site. June and Harry moved to the Shuswap in 1990 to be closer to their daughters. June quickly got involved in the Pioneer Power Club. Many people will remember her display of logging history pictures which she showed in connection with Harry’s miniature logging equipment. June got more and more involved with the community. She put a lot of energy into the local Seed Savers event which grew from about 40 people to over 800 in later years. One of her regrets in her last hour of life was that she would be missing the next Seed Savers event which would mark the 20th anniversary. June was also a stalwart supporter of the Salmon Arm Community Band. She did the advertising for the concerts, write-ups for newspapers, created a display board about the Band and collected donations at the concerts. Just one week before she passed away she attended one of the band practices. To her delight, the band sang Happy Birthday to her. Fall Fair was always a busy time for June. She organized the Active Artisan Barn and even added organizing Memory Lane last year. She also volunteered at many events at the Haney Heritage Village. All her efforts were recognized in 2010 when she received the Kay Braby Community Spirit Award at the Women of the Year event staged by the Women in Business of Salmon Arm. June leaves behind many grieving family members including her daughters Julia Armstrong and Nola Kotow (Ken); grandchildren: Lena Armstrong, Della Castillo (Omar), Donna Mongrain (Eric), and Ryan Bennett; great grandchildren: Matthew and Corey Mongrain. A Celebration of June’s Life will be held in the spring 2014 with the date to be announced later. In lieu of flowers, consider a donation to the Haney Heritage Museum, Enderby Museum or the SS Moyie in Kaslo. FREDERIKSEN, GERDES “KURT” Gerdes “Kurt” Frederiksen passed with his sweetheart, Linda Briggs, by his side. Born Oct. 26, 1940 to Karl and Agnes Frederiksen in Edmonton, Alberta. Later moving to Vanderhoof, B.C. where his parents owned the Vanderhoof Hotel, he met and married a young Australian girl. Elaine and Kurt moved to Australia and had 2 wonderful sons, Bradden and Darren. After a divorce and many years in Australia, he moved to Salmon Arm, B.C. Canada where he met Linda and they were inseparable ever since. He will be fondly remembered for his wit, wisdom and passion for knowledge. Kurt is lovingly remembered by his sons Bradden and Darren (Tracy), grandchildren Aidan, Caleb and Elijah, his sweetheart Linda and her children Marie, Jazz, and Dawn.
