Haisla explore Asian natural gas demand By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - Haisla Chief Councillor Ellis Ross and Deputy Chief Councillor Taylor Cross have recently returned from a trip to Asia with the Premier to research natural gas demand overseas. In a written report for their council, the pair found that access to natural gas was very important to China, which is currently dealing with new socioeconomic situations, and high levels of pollution. “The perception in Canada is that China doesn’t care about the pollution and emissions,” they wrote. “Based on what we saw and heard, this is not true.”

They say that China is working with private industry to find ways to reduce pollution and use energy efficiently. “The air quality problem in China is real and they do need a cleaner fuel to burn as their emerging middle class is larger than the population of B.C. and Canada and this new class of people want a standard of life that is comparable to what we have in Canada,” the report continued. (South Korea as well is anxious for China to move away from diesel and coal, the report states, because air pollution from China blows into their country.) Ross, speaking from Vancouver, said the trip was eye opening for him.

“The biggest thing that it opened my eyes to was just looking at their energy needs and energy consumption with my own eyes. It’s just amazing in terms of how they use energy, when they use energy and what the impacts are,” he said. He said the Haisla have been working on natural gas files effectively since 2004, but have rarely, if ever, stepped out of their own territory to look at impacts. “I’m not one for traveling, ultimately, and it doesn’t make sense for us to go anywhere on our own coin. It’s not just our agenda we’re trying to push, we’re trying to push Canada’s agenda, and B.C.’s agenda. In the same breath we’re pushing for the region’s agenda.”

In all Ross and Cross describe as Asia’s need for energy and to reduce their pollution problems as “very urgent” and that B.C.’s LNG plans are only a start. “If they can’t get BC natural gas, they will look at other forms of energy from different sources as they are using all forms right now,” they write. The tour to Asia was together with Premier Christy Clark’s trade mission and the trip was covered by the B.C. government. AltaGas, they also note, upgraded their flights to business class. Ross said the Haisla have supported LNG projects for years, going back to a couple of proposals for the area first planned in the 1980s.

CityWest exits cellular market as Telus enters By Shaun Thomas

PRINCE RUPERT - CityWest is getting out of the cellular business, partnering with Telus to bring its wireless service and technology to the community. CityWest’s existing network is not able to handle smartphones, such as the iPhone or Samsung Galaxy products, and CityWest director of sales and marketing Donovan Dias said the inability to offer those services to customers was one of the catalysts for exiting the cellular market. “In order for us to really get into the newer technology, it would involve significant financial investment. It would be too costly and take a significant amount of time. With Telus already investing in the region, it made sense to partner with them for those services,” said Dias, noting the company will now focus on other services such as cable, telephone and Internet. “We have some big plans for our other product lines, so staying in cellular wasn’t economically feasible.” Those currently on CityWest cellular will be able to switch to Telus without fac-

To accommodate the transition, Telus will be opening a temporary storefront in CityWest’s offices on 2nd Ave. West on Dec. 18 and will be opening a standalone store in 2014. However, Dias said those who switch to Telus when the Telus store opens on Dec. 18 will have to get a new number. “Hopefully by February or March we will look at number portability ... if customers come in next week when Telus comes in, they

will need to get a new number and won’t be able to keep their current CityWest cell phone number,” he explained, adding the time line for CityWest to cease offering service is unclear. “Our goal is to try and migrate all of our customers to Telus by the second quarter of 2014 ... we are the cellular provider on the CDMA network, but I am not sure how long that network will remain active or when it may be turned down.” Telus said it is hoping to introduce high-speed 4G LTE service to Prince Rupert in the coming year.

Prince Rupert golf club facing financial challenges next season By Todd Hamilton THE NORTHERN CONNECTOR

PRINCE RUPERT - Weather was the lone bright spot on the agenda for the Prince Rupert Golf Club (PRGC) annual general meeting on Sunday. Despite the best weather conditions in its history, declining membership and usage headlined a financial report to members at the packed Prince Rupert Centennial Course’s clubhouse. The club lost $25,583 due mainly to lower golf course revenues, clubhouse dues and rentals, which topped a $12,683 loss in 2012. The 2013 operational loss was actually greater coming in at $32,726, but was offset by the sale of some assets. When asked by a member whether the club was currently solvent, PRGC treasurer Richard

Adams simply said, “I would say no”. “We have a cash flow situation,” he said. “We’re going to have to use next year revenues to pay off this year ... we’re already into our line of credit ...” PRGC president Dave Tough said the club will have to focus on belt-tightening and look at other revenue streams to keep the course open. “We’re in pretty bad financial straits,” he said. Tough was also critical of delays by the Prince Rupert City Council to finalize a 2014 contract. “There is no way [to stay open] without assistance from the city,” Tough said.

I don’t think the city wants us to close ... but every time we want to get this settled, we get knocked back.” Tough said the club has been trying to reach an agreement with the city since the current Dave Tough contract expired in October to no avail. The club was also rocked by the announcement of 42-year PRGC golf pro Moe Hayes’ plans to reduce hours and step away from day-today operations. Cu Phan, the food and beverage operator, has also indicated he may pull his services from the clubhouse, citing lower sales and issues with on-course operations.

Trucks were “keyed” and items were stolen NEW HAZELTON New Hazelton RCMP responded to 67 calls for service during this period of Dec. 5-11. December 6, Police conducted a roadblock on Hwy 62 near Two Mile. During the checkstop, one driver was investigated for impaired operation of a motor vehicle. The driver was immediately suspended from driving for 90 days and the vehicle was impounded for 30 days under Provincial legislation. December 8, In the early morning hours, police stopped a vehicle near the Hwy 62 / Hwy 16 junction. The driver displayed signs of impairment and failed a roadside screening test. A small amount of marihuana was seized during the stop. The driver was suspended for 90 days and the vehicle impounded for 30 days. December 9, Sometime between 9 pm and 10 pm suspect(s) attended a residence in the 3900 block of Medeek St.

t was with fond memories that Cristel (Braun) Green of Prince Rupert, recalled the Christmas memories of her childhood. Cristel clearly remembered those magical days of 80 years ago.

It was the great depression, but Cristel and her four sisters didn’t know any better. They were just kids. They didn’t suffer. They certainly never went hungry on the farm and they did enjoy a healthy life style in Kitimat’s pristine snow. Their modern German style home set back in the clearing of the Minette Ranch was certainly ready for Christmas. Preparation started in the fall as vegetables were stored, cheeses prepared, and various tortes, cakes, and puddings, prepared. Cristel’s talented mom, Martha Braun, spent much of her fall evenings fashioning dresses for her daughters. How she kept them hidden is still a mystery.

The materials were all ordered from Woodwards in Vancouver. They would arrive at Kitamaat via the Union steamship boats, Catella and Camosun. The Braun family Christmas tree was especially important. It had to be a balsam fir which could not be decorated until the 24th. Even in the depression, they had a fine time trimming the tree with colourful streamers and candles. These were lit on Christmas Eve, just before midnight. It was a grand sight which took your breath away. The family tradition was to open their gifts after the tree was lit at midnight. It was then difficult to head off to bed. The winter dawn on December 25th meant chores for all. The fat Canadian Goose shot along Minette Bay had to be properly stuffed and cooked, ready for the guests and their noon-time Christmas Feast. Of course, the cattle had to be fed, watered, and milked, eggs collected, and the firewood had to be brought in. And the bread had to be baked. And yes, little eight year old Cristel did milk the cows, even on Christmas Day. The guests, who were residents of the North end of Minette Bay, would arrive about mid-morning bringing gifts. PRINCE RUPERT The Prince Rupert Port Authority (PRPA) has made a donation to cement the legacy of salmon on the North Coast. The Prince Rupert Salmon Enhancement Society and Oldfield Creek Fish Hatchery are the latest recipients of the PRPA’s Community Investment Fund, which provides financial support for Prince Rupert projects or initiatives that contribute to a lasting legacy and enhance the quality of life in the community. Using the port’s $10,000 donation, the Salmon Enhancement Society was able to complete the Salmon Education and Stewardship Centre at the Oldfield Creek Fish Hatchery, the first of its kind in Northern British Columbia. The centre consists of interpretive galleries, a classroom and wet and dry labs. “[The centre] is a perfect example of the

type of environmental initiative and legacy initiative that the fund really supports,” said Ken Veldman, director of public affairs at the port authority. “Salmon, in particular, remains core to the cultural identity of Prince Rupert and surrounding area through its current and historical role in our regional economy and continued contribution to our quality of life. We hope this initiative will contribute to greater understanding of its importance while ensuring this invaluable resource is abundant for future generations,” PRPA president and CEO Don Krusel said. The Oldfield Creek Fish Hatchery is operated mainly by volunteers, including college students, residents and professionals within fishery agencies. The centre will assist volunteers in their efforts to educate the public and promote salmon stewardship, all while rebuilding salmon populations on the North

Environment Canada clears RTI of coal dumping THE NORTHERN CONNECTOR

PRINCE RUPERT More than eight months after initiating an investigation into coal dumping at Ridley Terminals Inc. (RTI), Environment Canada has “determined that a deleterious substance has not been deposited” into the ocean. “In this case, enforcement officers followed up on the allegations to verify compliance ... and did not find evidence of any violations,” said Mark Johnson, a spokesperson for Environment Canada, adding enforcement officers verify compliance with the Canadian Environmental Protection Act and the Fisheries Act. “Enforcement officers have not found evidence of any violations with respect to the allegations and are no longer actively looking into the matter.” The two on-site eyewitnesses interviewed for the Northern View’s report that brought light to the allegations were angry when informed of the results. One source with access to the site said the results of the investigation aren’t surprising, accusing Environment Canada of downplaying a previous violation at RTI in 2010 when the facility received a warning letter for dumping 15 to 18 tonnes of coal into the ocean from shiploading machinery. “They turned more than 200 tonnes into 15 to 18,” the source said. A second on-site eyewitness said they couldn’t believe the findings of the investigation, calling it “horrible news”. “Denial is a horrible thing,” they said. Both sources are frustrated that Environment Canada didn’t include the use of underwater divers in its recent investigation of RTI or the 2010 investigation to determine if coal was deliberately dumped into the ocean. “The incident did not require the use of underwater divers,” explained Johnson in an email to the Northern View. One of the eyewitnesses who first reported the allegation said Environment Canada’s failure to check underwater is “disgusting”. “It’s negligent in their fiduciary obligation,” the individual said.

“We think Environment Canada is taking care of us, but they’re not ... it did this without going underwater.” Sources are also upset that Environment Canada, a department of government, did the analysis of a government-owned facility. “A federal agency investigating a federally owned terminal is a conflict of interest. There should be a public inquest into any government facility,” one source said. Man rescued from waters A search and rescue operation on the Douglas Channel ended on a happy note when a missing boater was found. At around 4 p.m. on December 5 the Steel Eagle, a 28foot vessel, was reported to Kitimat Marine Rescue with engine failure before radio contact was lost. The search went through the night and morning, but just before noon the Victoria Rescue Coordination Centre’s Doug Murdoch reported that the 69-year-old boat operator was found and in good health.

VICTORIA - After a whirlwind year that started with a comefrom-behind election win, Premier Christy Clark sat down with me for the traditional yearend interview in her Victoria office. Tom Fletcher (TF): Premier, you surprised a few people this year. What surprised you the most about 2013? Premier Christy Clark (PCC): I guess it was the disconnect between the pollsters and the pundits, and the public. I did have a sense all the time that the citizens were thinking something different in the run-up to the election campaign. I wondered, am I missing something here, or are they missing something? And I guess it turned out that it wasn’t me that was missing something. TF: Now the election year has come and gone, will the B.C. legislature return to a more regular schedule of spring and fall sittings? PCC: Well, there has never been a regular fall session for the last 12 years. It’s always been if required, and there will always be a spring session. This was an unusual year, because we had an election in the middle of it, and then we had a summer session after that. We really needed some time to get out and consult with the public about what it is they wanted the spring session to look like. So consulting on liquor reform. Consulting on the water sustainability act. Consulting with people on the changes to BC Ferries. River Kings first in the west TERRACE - For the first time since the league’s formation, the Terrace River Kings have climbed to the top of the Central Interior Hockey League Western Conference standings. That’s following two decisive wins on home ice this past weekend that saw them outscore their opponents 18-3, continuing the offensive style of play the team has been championing for the better part of the season. Friday the 13th saw the Kings host the Kitimat Ice Demons, outshooting them 50-34 and going up 7-0 in the first two periods before Kitimat’s two powerplay goals in the third. Terrace’s Corey Dekelver (Calen Findlay, Tristan Murray) opened up the scoring eight minutes into the first, with a powerplay goal by C. Findlay (Jeremy Van Den Broek, Dekelver) coming six minutes later. On the powerplay again, Brian Lomas (David Redpath, Van Den Broek) made it 3-0 Kings with nearly a minute and a half left in the third, and T. Murray (Rich Clair, Dekelver) got the first goal of the second at 4:37. KITIMAT - Snow Valley Skate Club skaters performed very well for their first competition for the year, and were rewarded for their performance. Head Coach Cynthia Medeiros said there was no one to single out in Kitimat for exceptional performance because “We had 38 skaters participate and we did great, lots of wins and lots of

people on the podium,” she said. “This was our first competition of the year so it was good for the girls to see where they were.” It could be seen as a sort of warm-up as skaters from Kitimat will be heading to a regional championship in Williams Lake in January. From there, the next big event will be provincials in March in Kelowna. “Everyone had a really good competition, a good skate. That’s for sure,” said Medeiros about the

Kla How Ya. Kitimat did so well they earned a team trophy from the event, awarded to the club with the most points. Medeiros said she’s also incredibly happy with how much support the event received from the community and local businesses. PRINCE RUPERT - The Charles Hays Secondary School (CHSS) senior girls basketball team hosted a play day on Saturday, losing both games against their opponents from Terrace. While the Rainmakers didn’t come out on top, coach Sara Aguirre said the play day will help the girls improve for future games. “It’s early in the season. It’s good to see games like this so we know what we need to work on,” said Aguirre, who has been coaching senior girls teams in Prince Rupert for eight years. “[The girls need to practice] boxing out, our defence needs to be a little sharper and we need to slow down our offence and create some passing lanes.” The Rainmakers played strongly in the first half of the first game against Caledonia Senior Secondary’s team on Saturday, maintaining the lead until halftime. In the second portion of the game Terrace fought back and took the 55-46 victory. CHSS’

Celina Guadagni earned 20 points for her team, with teammate River Carr-Woods scoring 11 points for the ‘Makers. The girls were playing catch-up during their second game against Terrace, with Caledonia controlling the scoreboard for the entire game. In the end Terrace defeated Prince Rupert 68 to 55. Guadagni was once again the team’s top scorer with 17 points, followed by Carr-Woods with nine and Tanveen Randhawa and Morgan Wilson, who each earned seven points for the team. “River’s been playing a lot stronger since last year. She’s gotten tougher and is piecing it together,” Aguirre said, adding all the players’ skills are coming along. “I’m noticing [improvements in all the girls]. They’re boxing out a bit more and they’re offence moves are a bit better. Everyone’s improving little by little.” The senior girls Rainmakers will be playing an alumni game against former CHSS and PRSS players at CHSS at 7 p.m. on Thursday. There will be no admission fee to watch the game. Then, after Christmas break, the girls will compete in a tournament in Vanderhoof.

TERRACE- A company seeking to construct a coal mine in Tahltan First Nation traditional territory of the Klappan valley said the BC Government decision announced Dec. 16 to suspend new coal tenures in the area will help resolve the ongoing dispute over its own plans. The announcement from the Ministry of Energy and Mines to defer new coal tenures applies to approximately 255,000 hectares and 62 coal license applications. However it does not affect the operations of Fortune Minerals who is the only company with a pre-existing coal tenure in the Klappan area. Last summer, a series of protests from Tahltan and conservation groups lead to the withdrawal of Fortune Minerals from the Klappan Valley in September, putting an early end to the field work leading to an application for an environmental assessment for its proposed Arctos Anthracite coal mine. The Klappan Strategic Initiative was then formed that included members of the Tahltan nation, senior officials from several ministries, and is seeking to make a decision over the future stewardship of the Klappan area. Seabridge held several community open houses between July and October, in the Nisga’a Nation (in New Aiyansh, Gitwinksihlkw, Laxgalts’ap and Gingolx), in Tahltan Territory (in Telegraph Creek and Iskut) and in Terrace, Smithers and Stewart. These events give people the chance to learn more about the KSM Project from the team of experts who’ve designed it. VANCOUVER - The B.C. government has uncorked another round of liquor law reform, with children to be allowed in pubs and restaurants allowed to serve drinks without food. Premier Christy Clark announced the changes at a downtown Vancouver restaurant Tuesday, as the provincial cabinet works its way through a list of 70 recommendations from a recent public consultation on updating B.C. liquor laws. As with earlier rounds of liquor reform, Tuesday’s event was short on details and long on populist appeal. Some time next year B.C. will see the changes, and will also join all other Canadian provinces in allowing pubs to offer discounted drinks for happy hour. Permitted times and a minimum drink price are still to be determined. Children are to be allowed to accompany their parents into pubs up until an evening curfew time, also yet to be determined, but Clark said it will allow families to have lunch or dinner together at a pub. Royal Canadian Legion branches will have the same freedom to admit under-age family members. Restaurants with “food

PORT EDWARD - As industry turns its eyes to Port Edward and millions of dollars in land sales take place, the District of Port Edward began the process of increasing pay for its mayor and councillors at the Dec. 10 meeting. The pay for the mayor will increase from $9,960 to $13,000 in 2014 while councillors will see an increase from $5,860 to $9,000, and both will see a two per cent increase in

2015 and 2016 to cap out at $13,525 and $9,364 respectively. In making the recommendation, chief administrative officer Ron Bedard said the raises reflect the amount of activity in the region. “Our community is seeing an influx in development. With all of the different meetings and issues that council must address because of all the different projects being proposed for our area, it is demanding more of council’s time,” he wrote, noting the decision comes after more than a decade of financial

difficulties “In the past 12 years, with the closure of the pulp mill, the district’s budget has been very conservative. Council has been very sensitive to any kind of tax increases that would have created undue hardship on our residents and businesses. During this time, council reduced the cost of doing business by cutting most capital projects, not replacing vehicles unless absolutely necessary, keeping staffing the same, etc. ... this year we have sold approximately $3.1 million in district property

and it is anticipated that we will sell another $2 million of district property in the new year. These sales will provide additional tax dollars both next year and the years to come.” In comparison, the mayor of Prince Rupert is paid $42,473 and Prince Rupert councillors are paid $13,180 while the chair of the Skeena - Queen Charlotte Regional District is paid $17,020 and each director is paid $11,098 leaving Port Edward’s leader and councillors on the lower end of the municipal pay scale for the region.

Ole was born in Larvick, Norway, on the Hvaal family farm in 1926. He immigrated to Canada in 1929 with his mother on the Stavangerjjords, and grew up working, fishing, and hunting in the Burns Lake – Topley area. In 1960, he moved to Terrace where he started working in the logging industry. During this time he was the winner of three Bull of the Woods awards and numerous world championships in the logger sports. After his logging career he became a commercial fisherman, and then he retired in the mid-80s. Ole was predeceased by his mother, father, sister, brother, and son, Eric. He is survived by his wife, Dolores, his three sons, Gunnar, Ralph, and Karl, and his beloved grandchildren and great grandchildren. Ole will live on in our memories through the stories he told. Special thanks to Louis Therrien, who visited everyday and spent countless hours by Ole’s side, Dr. Brown, Dr. Dewit, and the ER department staff.

It is with great sadness we announce the passing of our father Ted, who was born and raised in Prince Rupert. Ted is predeceased by his parents Henry and Eliza Arney; son Steven Arney; sisters Betty Pedersen, Dora MacPhee and brother Don Arney. Ted is survived by his daughter Leslie Ebdon; son Ted Arney Jr. (Jacquie); daughter Randi Blackmon (Dennis); seven grandchildren, 14 great-grandchildren, and 2 great-great grandchildren as well as many nieces and nephews. Ted was an avid sportsman and one of Prince Rupert’s greatest supporters. He was a loving father, true friend and will be sadly missed. The family would like to thank the nurses and staff at the Acropolis Manor who took great care of dad and always shared a smile and a joke with him. A special thank you to Dr. Tse for all of his care. A celebration of life will be held at the Prince Rupert Golf Course, Sunday, December 22, 2013 from 2 - 4 p.m. In lieu of flowers donations may be made to the Senior Centre in Ted’s name.

The Haisla Nation Council has an opening for a motivated individual for the position of

ENVIRONMENTAL BIOLOGIST. The principal responsibility of the position is to be the fish and wildlife discipline lead on multi-disciplinary environmental assessments of major industrial development projects in Haisla Territory. These may include LNG projects, hydro-electric developments, linear-developments such as pipelines, transmission lines, and shipping lanes; and infrastructure projects such as bridges, and wharfs. The successful candidate will be expected to: • design and manage baseline fish and wildlife data and studies; and provide input into the BC Environmental Assessment Office and Canadian Environmental Assessment Agency wildlife and aquatic resources environmental impact assessments processes; • establish monitoring protocols and processes that will incorporate Haisla traditional fish and wildlife management for major industry regulatory compliance purposes; • review and summarizing technical reports into non-technical formats; • contribute to overall Haisla Nation Council and Haisla Nation consultation process; • mentor of junior staff; • prepare and manage budgets and schedules, prepare proposals, manage field crews, and will be ultimately responsible for data and report quality. QUALIFICATIONS: The successful candidate will have the following essential qualifications: • A bachelor’s degree (or higher) in fish and wildlife biology or natural resource management; • 5 or more years of professional environmental assessment experience working as fish and wildlife habitat lead; • Proven examples of successful participation in environmental impact assessments, mitigation measures, and fish and wildlife habitat compensation plans; • Should have experience in applied terrestrial, marine and freshwater ecology in coastal British Columbia; • Experience developing environmentally effective monitoring programs; • Professional designation as a Registered Professional Biologist in BC, or eligible for registration; • Fluent knowledge of provincial and federal environmental legislation; • Strong technical writing and data analysis skills; • Proven examples of successful project management and client relationships; • Must pass a criminal record check. ASSETS: The successful candidate will have most of the following assets: • Experience with in-stream flow requirements and modeling tools; • Experience with habitat assessment and quantification methods; • Experience with water quality effects modeling tools; • Experience in habitat restoration/enhancement techniques; • Experience preparing Environmental Management Plan; • Excellent time management and organization skills; • Electrofishing Crew Lead Certification; • Swiftwater Rescue Certification; • Pleasure Craft Operator Certification. Environmental Protection Notice Application for Permit Amendment Approval Under The Provisions of the Environmental Management Act.

REQUEST FOR PROPOSAL

KANTECH KEYLESS ENTRY SYSTEM

We, Ridley Island Terminals (RTI), at Post Office Bag 8000 - 2110 Ridley Island Prince Rupert, B.C. V8J 4H3 intended to submit this amendment application to the Director to amend Permit: PE-06698, issued August 28, 2000, which authorizes the discharge of effluent from an existing coal handling facility.

The Terrace–Kitimat Airport Society invites Requests for Proposals from licensed, registered trade contractors for the following work:

The land upon which the facility is situated on a 35 - acre parcel on RTI leased land and includes: a portion of Parcel N (Plan #10929) Lot 1 (Plan #10937, 10938, and 10939), located on Ridley Island, near Prince Rupert within the Skeena - Queen Charlotte Regional District, in North-western British Columbia.

Supply and install all software, equipment, parts and labor required for a Kantech Keyless entry System on 13 identified access points on the Airport Terminal Building. Bid packages will be available from Northwest Regional Airport office or by email from bwiebe@yxt.ca on or after December 18, 2013.

The amendment requests that an additional sediment pond, with an average monthly discharge rate of 68,000 m3 and maximum discharge rate of 135,000 m3, be added to treat additional effluent associated with the expansion of the existing RTI coal handling facility. The effluent may be discharged up to 24 hours/day, 365 days/year and will consist of surface water runoff collected through a perimeter sediment catchment and settling pond system to drop out suspended solids.

A 10% Bid Bond or equivalent surety is required with each bid. A Mandatory Site visit will be held on Monday January 6, 2014 @ 2:00pm in the Airport Terminal Building Meeting Room

The sediment collection pond was constructed using Ministry of Environment (MOE) guidelines. Effluent will be monitored regularly for compliance with MOE permit constraints. Any person who may be adversely affected by the proposed amendment and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, (C/O R. Friday) with a copy to the Regional Manager, Environmental Management Branch, PO Box #5000 – 3726Alfred Street, Smithers, B.C., V0J 2N0.
