Quadra Director suspicious of BC Ferries promises Kristen Douglas Campbell RiveR miRRoR

Quadra Island Director Jim Abram says it’s obvious BC Ferries has already made up its mind on eliminating certain sailings before the government has had a chance to fully process the public’s input from community engagement sessions. Abram, who sits on a coastal community board made up of regional district chairs, said he was on the ferry earlier this week going across to Campbell River for a meeting when his suspicions were confirmed by a deckhand. “I had a crew member come talk to me and he told me how the crew have been given their 2014 schedule of hours and their hours have been reduced by the equivalent of our proposed sailing cuts,” Abram said. “So that information would have been generated by their human resources department six months ago. So tell me this isn’t jumping the gun on the process. “This is a classic ‘we

have decided what’s best for you, we’re going to tell you how we’re going to make it work.’” What’s being proposed by BC Ferries is to cut sailings on the minor routes that it has deemed to have low ridership. For the Quadra IslandCampbell River run that means eliminating the 10 p.m. sailing from Quadra Island and the 10:30 p.m. sailing leaving Campbell River every day. Ferries also proposes to cut the 11 p.m. sailing off of Quadra Island and the 11:30 p.m. leaving

Campbell River on Fridays and Saturdays. Ferries, along with the provincial government which is demanding the ferry corporation come up with $18.9 million in savings, hosted public meetings over the last two months in communities which stand to be affected by the cuts. A meeting was hosted on Quadra Island, which drew more than 500 people – all of whom criticized the decision to reduce ferry service. Some who spoke were skeptical their opinions

would make a difference but a panel from BC Ferries assured the public their feedback would be taken back to the government for consideration. Ab r a m , h o w e v e r, doubts that was ever the case – particularly after he received a certain e-mail from Darin Guenette, manager of public affairs with BC Ferries, that was sent to Ferry Advisory Comm itte e s . Gu e ne tte’s e-mail outlines how BC Ferries plans to meet with the various committees, which exist for

each ferry route in the province, to discuss the cuts. The e-mail was sent on Dec. 11 at 4:38 p.m., which was before the last community engagement meeting was to be held, at 5 p.m. on Thetis Island that same day. “I wanted to send a quick note about where BCF (BC Ferries) is at (with) strategy/planning for how to meet with FACs (Ferry Advisory Committees) and discussion options for reworking those schedules that are seeing reductions from MOTI (Ministry

of Transportation and Infrastructure),” Guenette said. “We have been looking at the reductions and trying to determine ‘new timings for schedules’ given the known constraints we are working with.” Abram said the e-mail makes it sound like BC Ferries was planning to move forward with sailing cuts all along, no matter what was said during the public engagement process. “The timing is absurd,” Abram said. “ They haven’t even finished the

hundreds of thousands of dollars worth of work on this process yet and they’re setting up meetings to talk with communities as to how they will deal with the changes. We don’t even know if there will be changes and as far as we’re concerned, there won’t be.” Abram said the whole problem could be solved if the government would relent and put the ferry system back under the ministry of highways. “It’s been 10 years of a failed experiment,” Abram said.

Dry conditions may impact fish in the Campbell Water levels continue to drop in the Campbell River system as historic dry conditions may force BC Hydro to reduce river flows in January. “Should the prolonged dry weather continue… BC Hydro will follow the water use plan

guidelines of its water license and may reduce the downstream Campbell River flow below the current conservation flow. This would have some impacts to salmon habitat,” said BC Hydro spokesman Stephen Watson in a Thursday news

release. Weather conditions have not changed over the past month and therefore the low water inflow conditions continue for the entire Campbell River system. Since Oct. 7, water inflows into the upstream reservoirs are now the second lowest in 50 years of record. Inflows

continue to be about 30 cubic metres per second (m3/s) and discharges below the John Hart generating station are more than double at about 67 m3/s to keep incubating salmon eggs covered with water. The last 30 days have seen water inflows into the reservoirs being at 32

percent of normal. River flows this time of year are normally between 80 m3/s and 124 m3/s, but BC Hydro continues to operate John Hart at 50 percent of capacity to conserve water. Upper Campbell Reservoir/Buttle Lake is the main water storage reservoir and is currently

at about 215.9 metres, or about 2.3 metres below normal for this time of year. The reservoir can go down to 212 metres though BC Hydro would take further downstream river flow reductions should the reservoir level continue to drop. At about 213-214 metres, Upper Campbell Reservoir and Buttle Lake begin to separate with available water storage significantly reduced. Lower Campbell Reser voir/McIvor L ake is currently at 175.15 metres, or about 2.6 metres below normal for this time of year. This is the lowest reservoir level on record for the month of December, and is the third lowest on record for any time of the year over the past 50 years. The reservoir could go as low as 174 metres, t h ou g h B C Hyd ro intends to operate down to 174.9 metres in the near future. Cabin owners have expressed concern for their docks and water lines. Owners may want to take preventative measures now and be prepared should the reservoir be required to go down to 174 metres. This reservoir has very little water storage room left. BC Hydro is currently diverting only about 1.75 m3/s from the Quinsam River Diversion into the Lower Campbell Reservoir, and that is based on water conditions at Wokas Lake - the diversion of this water may

not be able to continue. Given the very low water abundance situation, BC Hydro, as an emergency measure, may begin to divert water as early as next week from the Salmon River Diversion that has been out of service since June 2010. There is a current capital project in place to look at upstream and downstream fish passage at the diversion dam, and modest dam safety upgrades, particularly to the concrete canal. Given every drop of water may count, BC Hydro is looking to divert about two m3/s to start with and will monitor if it’s safe to divert more water through the canal. This diversion will be based on available water in the Salmon River. Both the Salmon River and the Quinsam River have minimum downstream flow requirements. John Hart Reservoir is operated tightly and typically does not fluctuate given the near-surface level of the John Hart dam water intake gates and the three pipelines. BC Hydro has been continuing its weekly conference calls with government fish agencies. The forecasted weather forecast to the end of the year looks relatively cool and dry. There is no significant storm system forecasted. BC Hydro will provide its next update around mid-January or sooner should conditions and operational changes warrant it.

Pressure mounts on Hydro to decommission diversion Kristen Douglas Campbell RiveR miRRoR

A fish conservation organization is adding its support to the Campbell River Salmon Foundation’s bid to persuade BC Hydro to decommission the Salmon River Diversion. The Comox Valley chapter of the Steelhead Society of British Columbia wrote a letter to the utility earlier this month suggesting the power-generating canal be removed because it’s a threat to fish stocks. “Because of the state of disrepair, Hydro has not used the diversion since June of 2010,” wrote Larry Peterson, chair of the Comox Valley’s Steelhead Society chapter. “From a fiscal point of view, the cost of repairs would run into tens of millions of dollars, which we perceive as wasted dollars for a facility which stole water and compromised fish populations from the beginning.” The Salmon River diversion canal is a three-kilometre long concrete tunnel located west of the city, built by Hydro to divert water from the Salmon River to the Lower Campbell reservoir via Brewster Lake. Hydro says about 10 per cent of the water that enters the Campbell system, on average, comes from the Salmon River Diversion. Mike Gage of the Campbell River Salmon Foundation said the Salmon River is 82 kilometres long but 42 kilometres of the river can’t be used by the fish because they can’t make it past the concrete tunnel. Gage said Hydro, when it constructed the diversion in 1958 should have included an alternate route for the fish. “Because they didn’t have an adequate passage around the diversion dam, they were out of compliance,” said Gage. “They’ve promised us a proper fish passage by 2015 but they’re out of compliance until they provide us with a proper

Utilities Commission review process for the John Hart project, the Salmon River facility was part of that business case,” Watson said. “BC Hydro is also deciding on improving or replacing, including potentially moving, the downstream fish screen in the canal to keep steelhead and coho in the Salmon River when the canal is operating. Wishing a Merry Christmas to all “And so this is Christmas,” John Lennon sang those many years ago. His voice reverberated in a matter-offact tone that somehow captured the sense of how much of a landmark Christmas always seems to be. We say: ‘Tis Besides being the time of year Christians have designated for the season to celebrating the birth of their saviour, reflect on our Christmas is also a moment for accomplishments reflection. “And what have we done,” Lennon continued. Sometimes, we feel we haven’t done enough, as evidence by the flurry of giving that goes on at

this time of year. All of a sudden, people that aren’t overtly spiritual most of the year, become generous and considerate, striving to be better, caring and thoughtful. Not that we’re never like that throughout the year it’s just that we make a concerted effort to be extra good at this time of year. In some ways it’s like we are facing a deadline and have to get in our quota of compassion before the year ends. One of the biggest manifestations of the Christmas celebration is the tradition of giving gifts. Being a wealthy people, we give a lot to our families and friends, those whom we hold most dear. But, to our credit, we do take the time to think of others with

whom we have no connection. The many charities that are active at Christmas time enjoy a great deal of support in our community. We beat ourselves up a lot about the materialism and commercialism of Christmas but really, let’s give ourselves a break. We do a lot. We could do more and let’s resolve to do so, but take a moment to reflect on the good things we do. Take time to appreciate the good things in our lives and continue to share it with each other and the less fortunate. And so, this is Christmas. We here at the Campbell River Mirror appreciate you, our readers and advertisers. Thank you for your support throughout the year and have a Merry Christmas.

Dear Santa: I haven’t written to you in many years to put anything on my wish list for Christmas. The Campbell River Seniors are without a place to call home. I feel that the seniors of Campbell River have been very good about accepting what we have. Since we lost our home in the Campbell River Common. I feel that the Senior Society just hasn’t been the same. It feels like we are falling apart rather than coming together as a group so that we all can live each day to the fullest. We need to have a home of our own. We shouldn’t have to think what day is it and when do we meet today? We are seniors, we like to socialize, play Bingo, go for lunches, play pool, yoga, line dance, do crafts, play cards and much more. We need to keep active and socialize, it’s important to our health and well being, so if you can help us out at all we would greatly appreciate it. In a fun way, the snow gives us the gift of sight

One of the many things I like about snow, is the evidence it captures of the secret creatures that stalk around us but which we never see. Getting up one morning last week after the second snowfall of the year, I saw a trail of footprints down the side of my house – a cat exploring its neighbourhood haunts. He probably follows a regular route every night but usually leaves no evidence that I can see. The snowfall, however, captures his passage like a snapshot. Where does he go? I could follow him and I do into the backyard but end my tracking at the fence. I enjoy tracking, the little bit I can do. I am by no means a very competent tracker but there is something about it that is appealing. It used to be a required skill of course, to our hunter-gatherer

ancestors. I heard a speaker recently describe himself as “lapsed hunter gather” and I love that description having taken it up for myself. He was referring to the psycho-biological processes in our body that evolved to make us the people we are. But anyway, it’s amazing how the landscape opens up like a book waiting to be read by a person who knows the language. I get a taste of it when snow falls. Even a blind urbanite like myself can read the evidence of passing creatures when it snows. A couple of weekends ago we went out to the Loveland Bay area to select our Christmas tree, a tradition in our family. We get our permit from the B.C. Forest Service office on Dogwood Street and they give us a map of where we can har-

vest a Christmas tree from the side of the logging roads. I still feel a degree of guilt cutting down a young tree but the Christmas tree permit does serve a function in thinning out the growth alongside the logging roads. It’s just nice to have a semi-wild tree. Some folks like artificial trees, some like to buy a cultivated one, we like to go out into the woods and get our own. My wife and I both grew up in isolated places adjacent to wilderness where our families would just head off into the nearby bush and get a tree. The Forest Service permit allows us to keep that tradition alive in our own family. This year’s tree hunt – and sometimes it is a hunt to find a tree that wouldn’t qualify as a “Charlie Brown” tree – was

done in the snow, which was fun. As we walked along this one stretch of logging road near Loveland Bay, we saw all kinds of footprints. Big cloven elk hooves left a trail of prints down the side of the road. The hand-like prints of a raccoon meandered from one side of the road to the other. Distinct clawmarks in the snow exposed his momentary presence. Another trail is left by an animal I couldn’t identify, maybe it was just a dog or a small cougar? The most fun print was left by a rabbit – four prints in a W-formation showed his bounding passage. So, the snow is nice because it shows us we share the land with other creatures. It’s one of the many gifts we get from living in this wonderful region. Merry Christmas everyone.

ment another, especially from a river such as the Salmon with its rich fish producing capacity,” Peterson said. “Should the Salmon River Diversion be decommissioned, fish stocks in the Salmon River system would gain unrestricted access to an additional 42 kilometres of prime spawning and rearing water, including a likely increase of iconic Salmon River steelhead populations of 30 per cent, and BC Hydro would save tens of millions of dollars (in repairs).” Watson said those concerns are taken seriously by Hydro. “It’s important to stress that the fish issues at the Salmon River Diversion are important to BC Hydro, and the work has only been possible by the First Nation partnership, and that of the engaging involvement of Fisheries

and Oceans Canada and Ministry of Forest, Lands and Natural Resource Operations,” Watson said. “Important stakeholder groups like the Campbell River Salmon River Foundation and the Sayward Fish and Game Club have been involved since day one. The First Snowfall…Every year the first major snowfall of the year catches the driving public by surprise, even though we all know it’s coming sooner or later. The impact is even more severe when it hits during the day at high traffic times. It seems to take a scare or even an accident for drivers to realize that you have to adjust your driving habits quickly when the first snowfall hits. Not only do you have to adjust your own driving habits, you have to be aware of others on the road who may or may not be totally tuned in to winter driving. Emcon services, the RCMP, Highway Patrol, Ministry of Transportation, ICBC, BC Trucking Association, and many others work closely throughout the year to make our highways safer. Be a part of the solution, not the problem; drive smart!

24 Hour Highway Maintenance… We’re ready for Mother Nature! The management and crews at Emcon Services have the equipment and sanding stockpiles ready as well as a 24-hour maintenance plan in place. Money has been invested in sodium chloride producing equipment and staff has been trained to best utilize it to keep our highways cleared, antiiced, sanded, and as safe as possible. We need your help…snow plowing, sanding, salting equipment, and crews can’t be everywhere at once even though we’d like to be. Be patient. We’ll get there. When it’s not safe, plowing priorities are based on the traffic volumes of the roads. High volume roads such as the Inland Island Highway, Highway 19A, and commuter roads receive priority. Secondary roads such as bus routes and connector roads are next. Subdivisions, cul-de-sacs, and dead-end roads are the lowest priority.

SPEED KILLS! Slow down when highway conditions dictate. Posted limits are meant for normal driving conditions. Sensible consideration has to be given to snow accumulation, visibility, and black ice warnings when you’re driving on the highway. Many accidents and deaths can be avoided if drivers use common sense and slow their speed down to suit the winter driving conditions; be safe, drive smart!

Snow tires, Chains or All-Season? The Motor Vehicles Act requires that all vehicles “use winter tires or carry chains.” Winter tires can be identified only by this logo. All-Season tires do not have the same traction or stopping abilities as true winter tires. If you insist on using All-season tires, be prepared by carrying a set of properly fitted cable chains for your vehicle and practice putting them on before you need them!

Sport Utility Vehicles & 4x4s Still Have To Stop Like Everyone Else Sport utilities and 4X4s are great vehicles and you do have much better traction when accelerating. The warning is simple. Don’t be lulled into a false sense of security. Road conditions and visibility may make it necessary to stop quickly. SUVs and 4X4s can’t stop any faster than a regular twowheel drive vehicle on snowy and icy roads. Be safe. Drive smart!

Every crash resulting in injury is tragic and adding to this is the fact that most, if not all crashes are avoidable. Winter driving conditions and the failure of drivers to slow down, not just to the speed limit, but well below when conditions dictate, is the main cause of many serious and fatal crashes. Failing to wear your seatbelt, if you are involved in a crash leads to a considerably greater risk of injury or death. Drivers need to ensure their vehicle has good winter tires rated for the conditions seen on the north island and prepare for emergencies by carrying adequate clothing and supplies and notifying others of their travel plans. Remember, no matter what excuse you use to justify your need to speed or drive in a dangerous manner, the few minutes you may save is never worth the potentially devastating and unplanned tragic consequences. Slow down and be patient.

There’ll be no day off for Dr. Mike Finn and his dentistry team on Sunday, Jan. 19. That’s because they’ll be providing free dental care for those on low incomes, don’t have an insurance plan and others who are less fortunate. “We’re committed to seeing 50 patients – it will be busy,” says treatm e nt c o - o rd i n at o r

Wendy Mason. “We want to help people who otherwise couldn’t afford dental work.” The first annual “Dentistry From The Heart” day in Campbell River is limited to patients 19 years and older, and they can choose from either a single filling or tooth extraction. It takes place at Dogwood Dental, 150 Dogwood St. Registration begins at 7:30 a.m. and it’s first come, first served. Patients should dress accordingly for the

weather, bring a chair and refreshments, and be prepared to wait outdoors until their turn. Dentistry For The Heart (www.dentistryfromtheheart.org) is a growing international goodwill movement and it was Dr. Finn’s staff who heard about a Victoria dentist who’s involved. “They brought it to my attention and I thought it was great idea,” said Dr. Finn.
