At the regular council meeting on Dec. 16, council passed final reading to repeal bylaw 1884 (old deer feeding bylaw) and replace it with bylaw 1967, which is the new bylaw to prohibit the feeding of deer within the municipal boundary of Grand Forks. Council also passed an amendment to bylaw 1957, the municipal ticketing bylaw. Coun. Michael Wirischagin was the lone dissenter on repealing bylaw 1884, stating it hadn’t been given a proper chance. “I believe that bylaw should have stayed in place,” said Wirischagin. “That was the original deer feeding bylaw that we as a city never gave a fighting chance to. We never got to see if it worked. I was perfectly satisfied with that bylaw.” Both Wirschagin and coun. Patrick O’Doherty voted against bylaw 1967, but the pair were outvoted 4-2. Coun. Cher Wyers was absent. “Not only are we not going to be aggressive with the ticketing,” said Mayor Brian Taylor, “we’re not even implementing the punitive sections of it.” The city is implementing the educational program, the discussions and notifications, he explained. “We’re trying to get into this without running headlong into those people who are feeling passionate about starving deer and want to be out there feeding them,” Taylor said. “It doesn’t make sense for us to really come at this with a hammer. I think we need to take our time.” With the hiring of a Wildsafe BC coordinator for Grand Forks, council was hoping to get the word out about deer and the harm of feeding them before the city starts ticketing deer feeders.

The annual event featured free skating and an ice show by the Grand Forks Figure Skating Club, as well as an appearance by Santa Claus himself. The evening also included the official unveiling of the sign proclaiming the new name of the arena: the Jack Goddard Memorial Arena. Jack’s son, Jack Jr., said a few words as him and his family as well as members of the recreation commission gathered on the ice for unveiling of the score board with the new name. Organic waste management program expanded JIM HOLTZ

The Regional District of Kootenay Boundary (RDKB) has recently approved to provide $130,000 to begin the pro-
cess of expanding their waste management program to include the separation and collection of organic waste. Tim Dueck, solid waste management coordinator for the RDKB, said that the
new program should be in place some time in 2015. “We would complete our Solid Waste Management Plan in 2014,” he said. “And when we have that strategic plan to move forward with, and then we
could start rolling this thing out into the 2015 period,” he added. But the RDKB wants to do this very carefully and clearly so everyone understands what the options are, Dueck noted.
Alan Stanley, general manager of environmental services for the RDKB, said that there would be public meetings in February and March, including the rural Grand Forks area.

The parents were on the premises at the party. 2004 A joint effort between Grand Forks RCMP and U.S. Border Patrol agents at the newly-established Curlew station in Washington led to the location and capture of 12 Koreans who were trying to cross the international border illegally. People smuggling has become an increasing problem at the Canadian-United States border in the area, second only to drug smuggling. 2009 At a public meeting to discuss the City of Grand Forks’ five-year financial plan, city manager Victor Kumar said that keeping up with infrastructure demands, providing services despite the economic downturn, and coping with the province’s climate protection goals are some of the challenges ahead. He estimated that by 2020, about $33 million will have to be spent on infrastructure renewal.

IN BRIEF Purchasing a portable nephalometer At the committee-of-the-whole meeting on Monday, Dec. 16, council heard a proposal from Chris Moslin of the environment advisory committee suggesting the city looking into partners for purchasing a portable nephalometer. At regular council meeting that evening, council further discussed the issue. “The important thing for me, is that we’re going to sit down with the regional government and talk about it,” said Mayor Brian Taylor. “This recent inversion we had in town is a good example of where the air quality issue extends beyond the boundaries of the city. “What we’re doing with that motion was moving to sit with the Area D representative and the RDKB and talk about the nephalometer and air quality issues.” Taylor said the nephalometer would help isolate the source of some of the smoke and particulates causing poor air quality in the area. “We have to ask the RDKB if they are interested in participating in the nephalometer program with us,” said Doug Allin, CAO of Grand Forks. “We’ll be doing a formal request for them.”
New fundraising policy adopted The board of trustees approved and adopted policy No. 1320 which regards fundraising. “Your policy manual in some ways is very much a living document,” said Rezansoff. “You’re always looking at to ensure that the way the policy is worded, it is still relevant and still meets your needs.” Rezansoff said the board generally rotates through the policies every few years. “Fundraising is one that came up because it was its time,” she said. “It had been probably been 10 years. We were paying attention to it because the mandated eating policies (have changed). There’s a whole healthy eating guide. We were examining our policy in relation to the guide.” The wording on policy was changed from “must” to “should” to reflect a softer stance, said Rezansoff. The board also approved and adopted Policy No. 2065 which is in regards to the use of facilities and equipment by staff. “That was a newer policy,” said Rezansoff. “Last spring we had made a motion of exception to allow staff to use the gyms at the two high schools. So then we just redid the policy anyways to ensure (it was what we wanted).” The only trustee to vote against the policies was Dave Reid. Reid suggested that teachers should be supporting local businesses instead of using school equipment.

Scott Stewart, principal of Grand Forks Secondary School (GFSS), gave a presentation to the SD51 board at the board meeting on Dec. 10 regarding the recent Project Heavy Duty.
The project featured five GFSS students and six from Boundary Central Secondary School (BCSS) students. The 11 spent one day of training and two days of onsite construction or forestry. Stewart said the feedback received from students was very positive. Student Travis Van Camp was on
hand and stated that he enjoyed the experience and would like to make a career of it. “The board has supported stuff at both of our high schools in trying to get different types of trades opportunity in the schools for the students,” said Teresa Rezansoff, board chair for SD61.
Cell phone tower to be built at Wilgress JIM HOLTZ

The Regional District of Kootenay Boundary (RDKB) has supported a proposal from TELUS to build an 80-metre cell tower near Wilgress Lake in order to improve cell phone reception along 20 kilometres of Hwy 3. TELUS media relations spokesperson Liz Sauvé said that the tower, and one more between the highway and Phoenix, are part of a partnership TELUS has with
the province, called the Connecting British Columbia Agreement. “Under the agreement signed in 2011,” Sauvé said, “TELUS has committed to providing 1,700 kilometres of highway coverage across B.C.” The goal of the agreement is to enhance the safety of travel across our province. “While the primary goal of each site is to provide crucial wireless services along highways, enhancing access to 911 emergency services, where possible, we work to
maximize each site’s coverage to capture any towns nearby, which benefits local residents and businesses,” she said. While some nearby resident on Hwy 3 would have cell coverage, Sauvé was not able to say whether the tower would allow cell coverage for residents in the adjacent Granby River Valley on North Fork or Brown Creek Road. Sauvé said the project is expected to begin in the new year, and be completed in 2015.
The proposal The project also needs a powerline and some additional roadway access. The communications site would contain an 80-m. guyed tower, suspended waveguide bridge, a compound chain fence, concrete piers, a 10foot double gate, and a 10 ft. x 15 ft. shelter. The applicant proposes about 380 m. of new road. Selective timber clearing will be necessary for the road. A powerline will run to an existing Fortis pole. The power pole across Highway 3 so an easement will be required.
Graham hired as new WildSafe B.C. coordinator for the city

The City of Grand Forks has hired Laurie Graham as the WildSafe B.C. community coordinator for the region. Graham began her six-month contract on Dec. 16 after two days of training with provincial coordinator Frank Ritcey. The WildSafe program is a partnership with the city and the B.C. Conservation Foundation, which runs the provincial program.

“She’s going to be delivering the program in conjunction with the Grand Forks deer committee,” said Ritcey. “Her primary focus will be deer but she’ll also be dealing with other forms of wildlife conflict in the community, most notably bear, coyote, cougar, and even geese.” Ritcey said that the main reason for the position is to address the deer issue in Grand Forks. “Although we like to look at it more as a people issue than a deer issue,” he said. “Because usually the conflict occurs be-
cause of the human component interacting with wildlife.” Ritcey said the first phase of the contract will be learning about the community. The pair met with local conservation officer Dave Webster earlier in the week. The WildSafe program replaces the BearAware program that was in place in previous years. “We met with Dave, we met with the deer committee and we’ll be reviewing the work they’ve done and work in conjunction with them to see where
we need to go,” said Ritcey. “The idea is to reduce human-wildlife conflict. We’re not about saving deer. We’re not about culling deer. We’re about reducing the level of conflict; that’s our focus. Ritcey said their motto is: keeping wildlife wild and communities safe. “We figure if we can do that and get the deer to return to their wild ways it’ll be a lot safer for communities,” he said. Ritcey added that there’s nothing wrong with wildlife such as deer or bear passing through the
community. “We can share that space,” he said. “But when it becomes a problem is when that bear stays in the community and starts eating our garbage and our fruit trees, or the deer stay and start eating the feed people are providing – that is when the conflict occurs.” Wildsafe BC Grand Forks has a Facebook page which features various wildlife topics of interest to the community. “We’re really excited about having the program running here,” said Ritcey.

T
here are many issues that have occupied the minds and hearts of Grand Forks residents for the last eleven-and-three-quarters months. All valid and worthy of attention, those issues take a backseat this week to one of the greatest issues of our modern time: Christmas. Although Christmas brings mixed feelings for many as they mix with family, friends and new-found friends—or struggle with the sobering thoughts of being alone at a festive time of the year—there is no other time of the year that affects so many in this region so deeply, and has the power to do so much good. If there was one present that we could lay under the trees of most Grand Forks residents, it would be one of persepctive; perspective on what matters in life, on what matters in the region and the city, and how our attitude and approach can begin to transform society and the way we live. And hopefully any wisdom derived from that perspective will help shape a bountiful new year and resolve many of the issues we once thought unsolveable. Merry Christmas.

Surprises in store from council? To the Editor: In the Dec. 18 edition of the Gazette, Bob Egli, in his letter, examined how the city of Grand Forks overcharges customers for electricity compared to other municipalities. The situation is worse than you think. In 2009, previous council approved transfer of $236,000 from the electric account to general account in order to reduce property taxes for everybody, and electric utility rebates to customers were discontinued on the property tax invoices. It should be noted that not all residences in town pay the city for electricity (Ruckles area), yet they also benefit from reduction in property taxes through this decision. This is a hidden tax that only some of us pay. At the same time previous council made that decision, they also made a policy decision that should there be significant repairs or replacement required for the electric utility system, the customers would be required to dig even deeper into their pockets to pay for same. If the funds siphoned off to general account had been left in the electric utility account where they belong, it would not be necessary to demand customers pay even more when significant work is
required in future. Since 2009, there have been increases to the amount removed from the electric utility account each year, resulting in $410,000 removed in 2013. If you check out the Dec. 16 council regular meeting agenda package (item 12(d)—Bylaw No. 1992 20132017 Financial Plan Amendment) you will discover planned transfer of funds amounting to $416,150 in 2014, $422,392 in 2015, etc. Council agenda packages can be accessed on-line via the city’s web site. In the agenda package for committee of the whole for Dec. 16, 2013, agenda item six— Bylaw No. 1993 Electrical Utility Regulatory Amendment dealt with proposed increases of charges to the city’s electric utility customers. This proposed bylaw suggests an increase of 3.3 per cent on the sale of power effective January 1, 2014, and an increase to the residential basic charge. Documentation suggests Council conduct first, second and third reading of the bylaw at its Jan. 13, 2014 meeting. The city is in the process of preparing financial plans for the period 2014-2018. Croplife too quick to condemn
To the Editor: The president of Croplife certainly seems to be well informed of the events and their outcome in Grand Forks. The same man sent a letter months ago berating the Cancer Society for fearmongering and divulging lies about pathologic consequences of pesticides. Somehow these good people forget the dark truths in the industry: 250,000 East Indian farmers have so far committed suicide because they plunged into debt following promises of great harvest and higher profits from planting GMO crops,with mandatory application of specified herbicides. They could not keep up to the costs. There are reams of research publications on herbicide resistance to Roundup, superweeds, new engineering crop tolerance to dicamba and 2,4D. Big dollars speak here. Perhaps the industry could learn words like biophilia, the innate tendency to focus on life. Councillor Gary Smith also hardly seemed muzzled. Those who hold the power get their way W
e dutifully elect governments and we expect them to represent our views in parliament, but that is not how the system works and we have several years of proof to support that claim. When big industry speaks, the government listens. A good example what occurs is the overhaul of Canada’s environmental laws in 2012. The lobbyists got the relaxation of the rules and regulations governing oil and gas development that they wanted. The proof is in a letter that Greenpeace recently received in a letter by way of an access to information request. It addressed minister Joe Oliver (Natural Resources) and minister Peter Kent (Environment) in the Harper government’s Cabinet and the presidents of four companies signed it. They wrote, “We believe that the basic approach embodied in existing legislation is out-dated. At the heart of most existing legislation is a philosophy of prohibiting harm, “environmental” legislation is almost entirely focused on preventing bad things from Rousing happening rather than enabling responsible outcomes. This result the Rabble in a position of adversarial prohibition, rather than enabling colROY RONAGHAN laborative conservation to achieve common goals.” The Canadian Environmental Assessment Act, the Species at Risk Act, the National Energy Board Act, the Migratory Birds Convention Act and the Navigable Waters Protection Act were the acts targeted as being “outdated” in their approaches. In response the federal government passed revisions to the named acts in an Omnibus Budget Bill tabled in the House of Commons in 2012 and subsequently passed in January 2013. It has been known for some time that the oil and gas industries are considered to be “allies” of the government while environmental and Aboriginal groups are the “adversaries.” The revisions to the named acts were made to make it easier for resource-extraction industries to get their projects approved. Here is what Canadians have lost. • Almost 3,000 environmental assessments were cancelled. • New rules were put in place to ensure that there would be fewer and less comprehensive environmental assessments in the future. • The regulations requiring the protection of fish and fish habitat were narrowed considerably and lowered in standard. • The Navigable Waters Protection Act was renamed as the Navigation Protection Act. The federal government now protects only 62 rivers, 97 lakes and the three oceans. • Cabinet ministers were given greater authority to make final decisions on environmental issues. What is good and what isn’t good? • The civil service that enforces environmental laws was cut and the government’s own scientific capacity was cut severely. At the time the changes were being made, minister Kent claimed that Canadian environmental groups who were concerned about the expansion of the tar sands operations were being “used to launder off-shore foreign funds.” To quell this activity the government put new rules in place to suppress politically active charities. An $8 million fund was created to conduct audits on these charities. At the time, The Globe and Mail called the action a “witch hunt.” The major changes to the acts named above were passed quickly into law. We may not know is that the changes to the Navigable Waters Act were one of the catalysts for the Idle No More movement. What has the government done to counter the protestors? It has spent $9 million on a “green washing” ad on “responsible resource development” and Minister Oliver said more would be spent next year. The behaviour of the government in response to the presidents comes as no surprise. Harper constantly reminds us that Canada’s future depends on development of Canada’s natural resources. Should the presidents of an energy pipeline association, a gas association, a petroleum products institute and a petroleum producers company be given the power and influence that they were given? Where does that leave ordinary Canadians in a so-called democracy? Roy Ronaghan is a Christina Lake-based writer.

The process, he said is to prepare a plan, submit to the public for consultation, make changes based on public input, submit the amended plan to the RDKB directors for their approval, and then submit it to the Ministry of Environment for final approval. “These plans are finally approved by the provincial government. This is a very big deal,” he said. “Once you get your plan in place, it is pretty much your marching orders for about 10 years.” Stanley said that the final plan will probably resemble that which is in place already in Grand Forks. “Grand Forks is our showcase for how this can work in other areas,” he said. “The program has proven that this can work in communities of less than 4,000 households. In the Grand Forks model, they have general garbage collection every two weeks. Every week we pick up the organic, smelly stuff, and every week we pick up either the recyclable material or the residual garbage.” Dueck said that there are issues around garbage collection in rural areas that are not found in urban areas.

People are going to do the same thing that they did with their garbage cans.” When asked if there would be penalties imposed on those who refused to take part in the sorting of organic waste and/or recyclables, Stanley was noncommittal. “You go through an education process with people,” he said. “The drivers at the roadside can detect whether the right stuff is in the right bins, and there is a process of informing people what they should be doing if they’re not doing something quite right. “If people don’t want to take part in the diversion program, they can buy additional garbage bags for three bucks a pop. “What it will take now is for a motion to come back before council to act on the policies we previously approved for controlling deer feeding,” said Taylor. “You put the bullet in the gun but you’re not going to fire it. “We’re respecting the fact that it’s a highly emotional issue in town,” he concluded. Bylaw 1967—deer feeding prohibition bylaw —includes: 3.1 No person shall provide deer with food, either directly or by leaving or placing in, on or about land or premises food, food waste, or any other material that is or is likely to be attractive to deer for the purposed of feeding deer other than a con-
servation officer acting in performance of his/her duties, or a person acting under the direction of or with the permission of a conservation officer. 3.2 No person shall permit deer to be fed on property he or she occupies as a permanent or semi-permanent place of residence or vacant property. 5.1 On receiving a written complaint, the city will write a letter to the offending household requesting that occupiers of the residence cease the feeding of the deer. This letter will specifically outline how the activities of the occupiers of the residence are an offence under the bylaw. 5.2 On receiving additional complaints of the same offend-

The amendment to the municipal ticketing bylaw 1957 gives the city the authority to issue tickets as outlined in the bylaw. The amendment includes a schedule of fines. The first offence is $50. A second offence is $100 and a third and any subsequent offences are $150. Council plans on not implementing the actual ticketing portion of the bylaw initially.

The Bruins continue to be bit by the injury bug. In fact, for the staff and players, the Christmas break couldn’t come soon enough. After playing in Spokane Friday, GF will be off for 13 days returning on Jan. 3 to play in North Okanagan. The team is expected to have most of their injured stars back including high scoring forward Jackson Purvis and top goaltender Dominick Stadnyk. “We’re hoping everyone is going to home and heal up and come back ready to play,” said assistant coach Matt Zamec. Purvis, who led the KIJHL in scoring for much of the first month of the season, has been out since Nov. 16 with a concussion. “We’re hoping he’ll be back after the new year,” said Zamec. “It’s something you want to be careful with. ahead of him. He’ll be playing at a higher level somewhere next year either Junior A or university. We want to make sure he heals up and think about that part of his development.” In addition to his scoring, the Bruins really miss Purvis’ leadership, said Zamec. “He’s the captain,” he said. “He’s the top scorer, obviously, but he’s just a leader. He doesn’t say much but his presence just adds so much. His calm confidence just rubs off on the whole team. He was a big part of our success. It’ll be huge to have him back.” Purvis had 15 goals and 34 points

He was the top goalie with a 3.18 goals against average and a record of eight wins, four losses and one tie. “Dom had a separated shoulder but he’s pretty much recovered,” said Zamec. “He’s been practicing with the team. He’s going to be ready to go after Christmas.” Stadynk’s experience and skill will certainly give the Bruins a boost and help take the pressure of MacDonald. “He’s a 20 yearold goalie,” said Za-
mec. “He’s been in the league a number of years. He’s a rock back there. Like Purvis, he has a quiet confidence. When you have players like that in the line-up, you just believe that you will win. It’ll be huge to have those guys back.” Zamec said that the injuries have given other players a chance to step up and success, particularly MacDonald and forward Mike Rand. “Some of the kids have stepped up huge,” said Zamec. “Mike Rand has moved into the first line to take Purvis’ spot and he’s been huge. Some of the younger guys have really stepped up their game as well.”
It was a tough evening all around on Tuesday when the Bruins hosted Beaver Valley in a rare mid-week home game. With a depleted roster and a small crowd, the Border Bears were drilled 6-0 by the visiting Nitehawks. After a scoreless first period, BV opened it up in the second with four unanswered goals including two on the power play and one short-handed. Beaver Valley would finish with two more for the easy win after out-shooting the Bruins 64-21. Poor Kai MacDonald did his best to hold down the fort in net for GF, stopping 58 of 64 shots. MacDonald’s patience and fortitude paid off with a weekend call up to Trail Smoke Eaters of the Junior A BCJHL. MacDonald will suit up for former coach Nick Deschenes, who left the Bruins mid-season to take over the struggling Smokies. The Grand Forks Secondary School senior boys basketball team performed very well at the Mt. Sentinel tournament in South Slocan, grabbing silver. The team opened up against Kamloops Christian and won handily 58-43. Next up was the host Mt. Sentinel in the semi-finals. The Wolves won a nail-biter 40-39 over the hosts when Isiah MacDonald calmly
knocked the winning free throw with 4.7 seconds left. In the final, GFSS faced a tough Prince Charles squad from Creston. Unfortunately, the Wolves fell short in their quest for gold, but still picked up second place. “We played very well against Kamloops Christian,” said coach Michael Wirischagin. “After that, we kind of went down hill. “It’s the most wonderful time of the year”… With snow all over the place and decorations up in every window, Grand Forks is a winter wonderland just in time for Christmas! So far, here at the Weekly Howl, we’ve brought you everything from hard news to opinion pieces. It’s been our pleasure writing for the community - bringing you the very best of GFSS and we’re looking forward to more great editions in the New Year. Your friendly staff (Elena, Sabrina, Jordyn, Simone and Tyra) at the Weekly Howl wish everyone a Happy Holiday Season and Good Luck in 2014 (hopefully you won’t need it!)
The Senior Basketball teams of GFSS played some amazing games over the weekend of December 13th and 14th. The Senior Boys attended a tournament in Mt. Sentinel, playing games against Mt. Sentinel, Kamloops Christian, and PCSS (Creston). The boys played extremely well, remaining undefeated until the final game against PCSS and coming home with second place in the tournament. The Senior Boys are off to a great start this year with a strong team made up of skilled, dedicated players. The Senior Girls also played well in their tournament in Osoyoos as they competed with teams such as Osoyoos, Barriere, Lumby and Castlegar. The Wolves began the tournament with a difficult game against Osoyoos
but proved themselves as they defeated Barrier in their second game. The last game the girls played was an exciting back and forth with Castlegar’s Stanley Humphries. The girls held their own for most of the game, but lost in the fourth period. This was a frustrating loss for the Senior Girls; however they are determined to redeem themselves in the many games still to come. The senior teams will continue to practice over winter break and keep up with the skills they have been working hard to achieve. The grade eight and junior teams will be participating in more games as we move into January. The time and effort the athletes of GFSS are putting in has made for an excellent start to this basketball season!

When does Christmas change? As children, Christmas has palpable excitement. It isn’t just attached to presents and toys; there was a magical quality to it that I have ceased to experience in recent years. I’ll wake up December 25th and it doesn’t feel like Christmas. It feels like a nice day but just like any other, only with the presence of gifts, family, and feasts. Is Christmas magic weighed down as we grow older and life’s responsibilities increase … or have we simply become desensitized and gradually robbed of the innocence that permeated our very being as young children? As we grow older and learn more, Christmas movies and songs aren’t only about being jolly, but instead they take on deeper meaning … with messages of thankfulness, compassion, and charity. All in all, this has given me a greater respect for the kindness of others.

The students played exceptionally well; performing a variety of Christmas standards and contemporary hits. I am able to understand and more greatly appreciate my family and friends. I’ve grown to find the joy in giving gifts rather than just receiving them … I have grown to appreciate the time taken to create memories, and I thrive in sharing more than just material things.
Maybe the condensed whimsy of Christmas hasn’t disappeared for me … perhaps it has just grown into a deeper meaning and a spirit that cannot be limited to just one day. I so want to carry the spirit of Christmas with me each and every day. That said, Merry Christmas!!

The Grand Forks Bruins atom hockey team (9-10 year olds) played on the weekend with a total of four teams. The Bruins made it to the final against the Castlegar Ice Hawks, but the Grand Forks club won 111, winning the Bruins’ challenge trophy. The Greater Trail Vipers and Greater Trail Wings. On the weekend of Nov. 29-30 the atom Bruins played in Coeur d’Alene and also won the tournament.

year in review: The year ThaT was 2013 in Grand Forks Jan. 9 Changing demographics and increasing use of recreation facilities prompted the recreation commission of the Grand Forks Recreation Department to again consider expansion of the Grand Forks Aquatic Centre. Gene Robert, chairman of the recreation commission, said that the recommendation was being considered because the facilities were simply not adequate to meet the needs of area residents. Robert cited overcrowding of the fitness room and waiting lists for a number of programs. A deal to maintain service on the Kettle Falls Railway came after three years of negotiation between Omnitrax, Burlington Northern Sante Fe, LLC (BNSF), and a number of their customers, including Interfor, Pacific Abrasives and International Reload of Christina Lake. Grace McGregor, vice-chair of the Regional District of Kootenay Boundary and Area C director expressed relief that there appeared to be some closure after years of concern. “Infrastructure and transportation issues are huge in our area to begin with, and so the loss like this in our area would have been another nail in the coffin,” McGregor said. A year has past since the ad
hoc environmental group Friends and Residents of the North Fork (FRNF) expressed concerns to the province regarding a Chinese company’s mining permit. The permit sought by North America Stone Inc. (NAS) sought to remove 10,000 tons of granite from the granite bluffs 25 km up North Fork Road. Since that time, the group’s concerns have increased. The environmental impact of the mining operation, already a concern of the FRNF, grew after North Fork resident Dana Riester found one endangered plant species in the area. Jan. 16 Boundary-Similkameen MLA John Slater filed his application to resign from the B.C. Liberals back in September and while he contacted the party on numerous occasions regarding his status, it was learned the Liberals won’t be endorsing him as a candidate. “I’ve put a lot of work into this riding, I feel that I did a good job for the members of the Boundary-Similkameen and I’m a little bit hurt,” Slater said. “But they made their decision and they’ll have to live with it.” Slater said he is undecided if he’ll run again in May’s provincial election but will sit as an independent until then. The controversial Foundation Skills Assessment (FSA) was
scheduled for all School District 51 (SD51) students in Grades 4 and 7 until Feb. 22. The province-wide assessment consists of three tests in reading, writing and numeracy skills. The value of the test has been questioned over the years by educators, especially since the results have been used by the Fraser Institute to rank schools in the institute’s annual school ranking’s report card. Both SD51 superintendent Michael Strukoff and Perley Elementary School principal Kevin Argue see the FSA as a supplement to the variety of assessments regularly done by teachers. “This is a snapshot,” Strukoff said. “It’s not the be all and end all but it shows us some places where we need to do some work.” He added, “We do our own reading and writing assessment from Grade 1 to Grade 9 in the fall and the spring and we have a numeracy assessment of our own, as well what was developed by a district on Vancouver Island.” Strukoff was pleased with the overall performance of SD51 students in the 2011 FSA as indicated by ministry statistics. “For the most part, we were pleased with our results; we were above provincial averages,” he said. Argue said that the tests primarily serve to confirm teach-
ers’ assessments of their students in a general way. “For the most part, you are usually aware of the student’s level before the final test that you give them,” he said. “There are a few anomalies but for the most part, it reinforces what the teachers know. My teachers day-to-day work with students is a much more valuable piece of information to do our planning on but this is one where you can compare provincially where you are at, which is something you can’t do with the Grade 4 monthly math test.” Jan. 23 Electrical rate changes in Grand Forks meant an extra $11.80 on the average residential electric bill. City council approved the rate hike following a report by electrical utility consultant Alex Love that showed Fortis BC was raising its rates. Love recommended a 6.6 per cent increase for residential users and a 4.5 per cent increase for commercial users. That, Love said, would allow the city to meet the increase in charges by Fortis BC, yet still keep the electricity rate for Grand Forks residents and businesses below what Fortis BC would charge them directly. School District 51 (SD51) and the Boundary District Arts Council (BDAC) were at odds over a moon so to speak The BDAC Performance Series presentation of the one-man comedy Deck, had to be moved from its preferred performance location in the auditorium at Grand Forks Secondary School to the stage at the Gem Theatre because at one point in the production the playwright/actor, Lucas Meyers, briefly displays his bottom. “It doesn’t last very long,” BDAC President Michele Garrison said. “It’s just a flash.” Nevertheless, in a letter dated July 2, 2012, SD51 Secretary Treasurer Jeannette Hanlon wrote to Garrison, “It has come to my attention that the Boundary District Arts Council is planning to bring in a theatre production that contains partial nudity. We do not allow productions containing nudity in our facility. You will not be able to rent the auditorium for this performance.” Hanlon went on to say that if the partial nudity were eliminated, the performance would be allowed. School superintendent Michael Strukoff said that in fact, a member of BDAC had told him the performance was promoted as being able to be performed either with the nudity or with simulated nudity, the latter being acceptable to the school district.

Feb. 6 Boundary property owners saw an increase in taxes in order to create a reserve fund for a new hospital in the Kootenays. Interior Health wants to start planning for a new hospital and some board members of the West Kootenay Boundary Regional Hospital District (WKBRHD) believe it might be a good idea to start putting away money now to help pay for it. Irene Perepolkin, Regional District of Kootenay Boundary (RDKB) Area D director, suffered a stroke but is recovering. Jan. 13 Grand Forks city council approved an emergency management agreement (EMA) between the City of Grand Forks and the Regional District of Kootenay Boundary. The EMA allows streamlined cooperation between individual municipalities and the regional district, including the sharing of resources, manpower and equipment, in times of disaster or emergency. All participating municipalities agree to contribute resources to other municipalities or the regional district on request, while reserving the right to maintain adequate resources for their own anticipated needs.

Unattended waste transfer stations at Texas Point and McRae Creek Road at Christina Lake on the East Lake Road right-of-way are expected to be closed by May 1. Alan Stanley, Regional District of Kootenay Boundary (RDKB) director of environmental services, made the announcement last Thursday at an Area C town hall meeting and cited a number of concerns for nine such transfer stations across the RDKB, including the fact that they were illegal. The TransCanada Trail Association has awarded the Grand Forks Community Trails Society $56,000 to put toward work on the trail from Grand Forks to Christina Lake. In a presentation to city council on Feb. 4, society treasurer Mary Ann Westaway said that the money was earmarked for the engineering work that would be required in preparation for paving the 17.5 km. trail.

Feb. 20 There will be no middle school in Grand Forks, at least not in the near future. That was the near unanimous decision by the Boundary district school board (School District 51) last night after a lengthy discussion. Only Trustee Ken Harshenin was in favour, casting his vote in absentia via Skype. All trustees voiced their concerns and opinions about the creation of a middle school, and while all remarked at the advantages that were possible by placing Grades kindergarten to 5 in Hutton Elementary, Grades 6 to 8 at Perley Elementary and 9 to12 at Grand Forks Secondary, all except Harshenin felt that the small size of the district and the shrinking enrolment might reduce the effectiveness of the middle school concept. Grand Forks Fire Chief Dale Heriot and the department are looking for a new fire truck. Heriot and two other fire department members are looking at specifications and options available through a number of fire truck manufacturers and hope to have a new truck soon. Not that there is anything specifically wrong with the current vehicle. Feb. 27 Grand Forks Fire Rescue and RCMP responded to another fire in the North Fork Road area last Thursday. According to Grand Forks Fire Chief Dale Heriot, there was a vehicle fire 20 kilometres up North Fork Road and Grand Forks RCMP’s Staff Sgt. Jim Harrison said the fire is in the same area as a number of previous fires – it is the RCMP’s top priority he said. “It’s on the same property again, up Miller Creek Road, and this time they burnt up an old Blue Bird school bus (that was unlicensed and uninsured),” Harrison explained. “That’s the fourth one on that property so, we’re just totally perplexed as to what’s going on up there. We think it’s localized. There’s no doubt in our mind somebody there knows what’s going on.”

March 6 The City of Grand Forks looked into revising the policy for the use of James Donaldson Park. At the March 4 City of Grand Forks first committee of the whole meeting, a motion was passed unanimously to recommend to city council to research and develop a new policy regarding the ballpark’s use. Council acknowledged the importance and significance of the park to the city and the important role that it has played in defining the city for many visitors, as well as residents. March 13 Local dog owners are expressing concern regarding proposed Regional District of Kootenay Boundary (RDKB) animal regulation legislation. At a Feb. 28 meeting, the RDKB gave three readings to Animal Control Bylaw No. 1511, which would cover all of Grand Forks (city and Area D), Christina Lake and Greenwood and also included would be stallions, mares geldings, fillies, foals colts, cows, lambs, goats, swine and poultry, amongst other animals. Cats were not included because regional districts don’t
have authority for cat control and according to the RDKB, other areas didn’t want to participate in the service at this time. March 20 The 2013 Grand Forks International (GFI) baseball tournament was cancelled. The GFI board of directors cited the retirement of key, long-time volunteers and the withdrawal of two confirmed teams to attend Canadian Nationals as reasons for the tournament’s cancellation. It wasn’t a decision made lightly GFI Society President Bud Alcock said. However, the hiatus for the tournament will be only for one year Alcock said, with the GFI committee planning for the 2014 tournament. The Grand Forks Secondary School (GFSS) Grade 8 girls’ basketball team won the West Kootenay Grade 8 championship. The tall smoke stack that currently towers over the insulation manufacturers at the corner of Industrial Park Way and 65th Avenue, does meet the environmental permit requirements, said the factory manager Elmar Herrman, but it still pumps out exhaust that doesn’t have a pleasant odour and is visually unattractive. “We have had a smoke problem for a long time,” said Roxul’s process and quality control manager, Andy Black. The new emission abatement system is a Regenerative Thermal Oxidizer (RTO), which basically acts like a high efficient furnace to break down the odorous and visible gases.

year in review: The year ThaT was 2013 in Grand Forks April 3 Grand Forks Fire Rescue responded to a house fire on 64th Avenue and Eighth Street in Grand Forks on April 2 around 4:30 p.m. The roof of the house was destroyed by the fire and no one was hurt, as the house was vacant – the former tenants had recently moved out. Dale Heriot, fire chief, said that the fire department was in the mop up stage at around 8 p.m. that night and currently did not know the cause, although the investigation is ongoing. In order to maintain existing service levels without reducing pool hours, Regional District of Kootenay Boundary (RDKB) Area D and Grand Forks residents are going to be paying more into the Grand Forks Aquatic Centre over the next five years. Last year pool hours were cut back in order to meet the aquatic centre budget, said John MacLean, CAO of the RDKB. Last Wednesday (March 27), the board approved an increase in the requisition limit to a maximum of 25 per cent over the next five years, above the current budget, which is $500,000. April 10 While overall criminal offences in the Boundary area were down 11 per cent from 2011 to 2012, there were increases in certain crimes in Grand Forks and Christina Lake. In the Boundary Regional RCMP’s 2013 report on policing, Grand Forks RCMP’s Staff Sgt. Jim Harrison said regionally, property crime
stabilized with only a decrease of 1.1 per cent, violent crimes against people were down 37.3 per cent and other criminal code offences were down 16.7 per cent. However, the report said that mischief – damage and noise increased from 20 to 32 incidents between 2011 and 2012 at Christina Lake. Harrison explained that noisy parties were included in the category and it wasn’t only property damage. The City of Grand Forks took over building inspections within city boundaries under a new Land and Development department on July 1. Up until this point, the Regional District of Kootenay Boundary (RDKB) has handled the service. The new department will create a one-stop shop for future development within the boundary of the city. April 17 The City of Grand Forks will see bylaws being enforced again. Wayne Kopan, the city’s manager of environmental and building construction services, has begun to handle bylaw enforcement and will also handle building inspection (which will begin in July) – both will fall under the city’s new Land and Development department. “I will be doing part of the duties of the bylaw enforcement officer, will be rewriting bylaws and enforcing some of those bylaws,” Kopan said. City Chief Administrative Officer Doug Allin said that there is a need for someone to handle bylaw
enforcement but not on a full-time basis. The Grand Forks RCMP detachment has been fortunate to have an additional member on staff for the last year and a half, according to detachment commander Staff Sgt. Jim Harrison. “Our establishment was full. We had the number of people we were supposed to have but we had one extra because one of our constable’s transfer (Menno Van Agteren) was cancelled and his replacement had already arrived,” Harrison said. “We were very fortunate and this is very unusual to have one extra person.” Harrison said that funding for the extra employee didn’t come out of the local detachment. The Grand Forks detachment consists of the detachment commander Harrison, an operations non-commissioned officer (Cpl. Richard Lanz), eight general duty investigators, a full-time public service unit clerk and two part-time public service unit clerks. April 24 The Boundary Country Exhibition has a new president, Jason McIver, and he has a few new ideas for the coming fall fair, which runs from Aug. 23 to 25. “We want to regionalize the fair,” said the new president who took over for Les Braden, who stepped down due to family and health related matters. “It’s really hard to find vendors but if we can regionalize the fair, then we can book venders that follow the BC Fairs circuit,” he pointed out.
The Grand Forks and Boundary Regional Agricultural Society is getting close to rolling out its mobile slaughtering unit. The $400,000 abattoir, is a 12 metre self contained red meat and poultry slaughtering unit and it’s been in the works for nearly six years now, said Roly Russell, president of the agricultural society. The provincial government upped the slaughterhouse regulations and implemented new regulations surrounding the sale of meat in the mid 2000s, which made it nearly impossible for small-scale farmers to get their products into the market.

McIver envisions the fair becoming a larger music venue, which could include bringing in artists from the coast. “We want this to be a venue for up and coming country artists,” he said. Right now the fair is working in collaboration with the British Columbia Country Music Association (BCCMA). “They are sending three people up from the coast to do music for us and want to make it yearly thing,” said the Boundary Country Exhibition president. McIver said he’s also looking on focusing on a central regional theme, whether that be logging or mining. “One year we could focus on mining and the next year we could focus on logging, but we want to focus on regional themes.” The fair is also looking for a permanent site for the fair, but this year McIver thinks that the fair will be held in the same location, Dick Bartlett Park.

The Provincial Sales Tax (PST) has been back in effect now for nearly a month, which has decreased the taxes on real estate and bicycles but bumped up tax on liquor. With the implementation of the Harmonized Sales Tax (HST) in 2010, new homes in B.C. were subject to a seven per cent rate hike as the HST was applicable to the sale of new homes. Now that B.C. is back to the two-tiered tax system, Goods and Services (GST) (five per cent) and PST (seven per cent), British Columbians buying new homes will be spared from paying the PST. May 8 In order to address a budget shortfall and a declining number of full-time students, School District 51 (SD51) is proposing to cut three teachers from its payroll in 2013/14. On April 30, SD51 held its public finance meeting to discuss some of the region’s financial pressures and propose some changes to the school district’s board of directors. “We are recommending to the board that in order to balance this budget, we would be reducing our budget by three teaching positions at this point, one administration position and reduction of custodial time and that leaves us still out by about $90,000,” said Jeanette Hanlon, SD51’s secretary-treasurer. “We are recommending

that (the board) take(s) it out of surplus.” Expenditures by function are broken into four key categories across the school district and 77 per cent of that goes into instruction. The remaining 23 per cent goes into operations and maintenance (14 per cent), transportation (four per cent) and administration (five per cent). The weather heated up and the water levels on the Kettle River rose. “There is really no way to predict whether we will see some flooding in the West Kettle or the main section of the river at this point, it really depends if the heat comes up quickly,” said Graham Watt, Regional District of Kootenay Boundary (RDKB) Kettle River Watershed Management Plan project co-ordinator. “It’s something to monitor at this point, the river is close to its banks and it’s fairly high and moving swiftly.” May 15 Whispers of Hope, Habitat for Humanity Boundary and the Boundary Emergency & Transition Housing Society (BETHS) have entered into an agreement and together the trio will be moving into old veterinary building and neighbouring lot at 7212 Riverside Drive. By amalgamating these three registered non-profit societies together, the City of Grand Forks will have a permanent shelter for homeless people, a soup kitchen and thrift store, three transition-housing units and a retail store all in one location. Habitat for Humanity Boundary is planning to construct the retail store, or ReStore, which would generate revenue for its home building program here in the Boundary, said Friesen. “The ReStore is a retail outlet that is going to sell lightly used and new building product, so people that have kitchen cabinets for example, who are changing can donate the old ones that are still in good condition to the ReStore,” he said.

Larson received 7,686 votes out of 16,621 and took 46.24 per cent of the popular vote. May 22 Residents and tourists visiting downtown were able to take advantage of free wireless Internet. The Rotary Club of Grand Forks spearheaded a free Wi-Fi (wireless fidelity, a technology that allows an electronic device to exchange data wirelessly) project with the City of Grand Forks and School District 51. Up to four internet access points will be installed throughout the downtown core, which will allow people to freely access a wireless network connection on their cellular phone, laptop or computer. May 29 FortisBC brought its famous Rossland Energy Diet to Grand Forks and the Boundary, The “diet” was created to try and reduce residents’ energy consumption. The Rossland project was wildly successful, according to Patricia Dehnel of FortisBC, as 22 per cent of residents participated and of those, 80 per cent did some form of energy upgrades to their homes. “What was really impressive is that $1.6 million was spent in the local economy over that winter in purchasing some of the energy efficient upgrades, said Dehnel. Some residents living in the vicinity of the newly-approved Multi-Agency Accommodation Project (MAPP) at 7212 Riverside Drive were outraged. Residents were concerned that the congregation of the three non-profit societies is going to attract criminals, drug users and groups of people hanging around and causing a disturbance.

year in review June 5 The 2013 general election final voting results came in. In the BoundarySimilkameen riding, the final results from Elections BC saw 8,499 votes (46.59 per cent) for Linda Larson of the BC Liberals. BC NDP candidate Sam Hancheroff came in a close second with 7,113 votes (38.99 per cent). John Kwasnica of the Green Party received 1,602 votes (8.78 per cent), Independent Mischa Popoff ended up with 655 votes (3.59 per cent) and Independent Doug Pederson received 375 votes (2.06 per cent). There were 18,244 total valid votes in the region. Peter Beckett, the district electoral officer with Elections BC, said that there were over 1,000 absentee voting ballots from the Boundary-Similkameen riding. “If it’s not (a resident’s) assigned voting place, then we say that is voting absentee. This time we had 1,340 ballots that we had to count over the past two days and it didn’t change the results of the election in Boundary-Similkameen,” he said. The advanced polls did see a small bump over last year’s numbers, with an increase of approximately 10 per cent, said Beckett. The Boundary animal control officers terminated their contract with the Regional District of Kootenay Boundary (RDKB). As a result, the RDKB is looking for someone to fill the shoes of Richard Smith and John Jansezian as of last Saturday, said Elaine Kumar, RDKB director of corporate administration. June 12 Grand Forks Fire Rescue and the Midway Volunteer Fire Department are involved in a mutually beneficial deal for equipment and training. The department in Grand Forks (on behalf of the rural fire protection district) will sell a fire water tender (ground water tanker), four breathing apparatuses and fire hose to Midway at
a reasonable price and in return, Midway Fire Chief Walt Osellame will come in to provide training to Grand Forks firefighters at no cost to the department. Grand Forks fire chief Dale Heriot didn’t want to comment on how much the deal would be worth and said that the training is beneficial, as Osellame is a certified trainer for the College of the Rockies. “We’re doing a certification program with our guys right now. Normally we would be charged for that, for (Osellame) to come in to do the testing, and we’re getting that free of charge. While the Midway department is getting some older equipment, the Grand Forks fire chief said it isn’t a case of unloading items to the department’s brothers to the west. The water tender is perfect working condition Heriot said and it was just time to replace it and the same for the breathing equipment. In an effort to keep up with the cost of service, the City of Grand Forks is increasing its sewer and water rates on a monthly basis. The plan, which was adopted Monday evening at the city council meeting, implements a $2 per month flat rate increase in user fees for sewer rates and water rates. “It would be a $24 per year increase,” said city chief administrative officer, Doug Allin in an interview with the <i>Gazette<i>. The rate increase, which falls under bylaw 1952 (sewer) and 1953 (water), will be in place for one year and that rate structure will be reviewed again next year. “That rate is not going to go up $24 every year,” said Roxanne Shepherd, the City’s chief financial officer. She said the city has to take into account things like inflation and cost of service every year. “Expenditures and the cost of supplying
that service does go up every year,” said Hal Wright, city manager of operations. The water bylaw does state: “Should the property owner elect to have the water service to a building turned on or off as described in Section 18 of this bylaw, water customer charge and fixed and capital fees will continue to be charged.” June 19 Cardiac specialists in Kelowna will now be able to monitor heart rhythms of patients at Boundary Hospital in real time, improving the quality of treatment and care. The Grand Forks Hospital Auxiliary donated over $188,000 towards the complete purchase of a Spacelabs Cardiac Monitoring System for the hospital in Grand Forks and according to Cindy Crane, acute health service director with Interior Health, the new state-of-theart technology will give immediate remote access to patients’ vital signs in Boundary Hospital to the catheterization laboratory in Kelowna. “The Spacelabs system has the capacity to actually show in real-time, the cardiac rhythms of a patient that’s in (Boundary) Hospital here in the trauma bay, or in one of our cardiac beds. The cardiologists at Kelowna General Hospital can view it,” explained Crane. June 26 The navigating officer in the Queen of the North ferry sinking, Karl Lilgert, has been sentenced to four years in jail and is banned from operating any vessel for the next 10 years. Lilgert, who has resided in Grand Forks, was convicted with negligence causing the death of two passengers – Gerald Foisy and Shirley Rosette, who have not been found – in the ferry sinking on March 22, 2006. Lilgert was originally charged in 2010 and his trial began in January 2013. He was found guilty of criminal negligence in May. Monday’s decision
was handed down by B.C. Supreme Court by Justice Sunni Stromberg-Stein. She called Lilgert’s actions “an extreme and catastrophic dereliction of duty.” Lilgert was on the ferry’s bridge during the accident, when the Queen of the North missed a turn and struck Gil Island. Lilgert is seeking an appeal, according to reports. A huge section of Grand Forks was without power after an accident at the local landfill on the morning of June 19. Areas of Riverside Drive were affected, as well as most of downtown, Valley Heights, Granby Road and the industrial area of Grand Forks, including Interfor – Hal Wright, City of Grand Forks manager of operations, estimated half the city was affected. Wright said that the accident involved an excavator clipping wires and pulling down a pole at the Regional District of Kootenay Boundary (RDKB) garbage dump on Granby Road. According to the City of Grand Forks, FortisBC aided in restoring power to Interfor and half of downtown in the first hour and power was restored to all customers around 1 p.m. that afternoon due to required repairs that involved safely energizing remaining energy lines. The city’s electrical staff took the subsequent two days to complete repairs. While the Fraser Institute has Grand Forks Secondary
School (GFSS) listed as one of the fastest improving secondary schools in B.C., officials are still against school rankings. According to the right-wing think tank, GFSS is ranked eighth out of 26 high schools in the province in terms of significant academic performance improvement over the past five years. The local high school also ranked 133 out 284 in this year’s Fraser Institute secondary school report card rankings after placing 181 out of 280 last year. GFSS scored 4.7 out of 10 in 2008 and 4.2 the next year but subsequently, it scored a 5.6, a 5.4 and a 6.1 in 2012. Amongst the items factored into the scores, average exam mark, percentage of exams failed, school vs. exam mark difference, English and math gender gaps, graduation rates and delayed advancement rate.
