Chamber officially closes highway tourist centre Steven Heywood News staff

The Saanich Peninsula Chamber of Commerce made it official this month that they

will not re-open the Pat Bay Highway Visitor Information Centre for the 2014 tourist season after failing to find any help to offset the costs of repairs to the building. The chamber had asked local municipalities for financial help back in October but indicated they had not asked for specific amounts. The chamber stated at the time it needed $80,000 to operate the visitor centre in 2014 and had come up with promises to cover around $25,000. On Dec. 10, however, the

Ferries has added 128 extra sailings of its vessels from Dec. 20 to Jan. 5: • 90 extra sailings between Swartz Bay and Tsawwassen. • 38 new trips between Horseshoe Bay and Departure Bay. B.C. Ferries reports that they expect travel on their vessels to be the busiest on Dec. 26 and 27, particularly over mid-day. Composter under fire again Foundation Organics charged with offences from ongoing odour issues Devon MacKenzie News staff

CENTRAL SAANICH — Once again, Foundation Organics and Stanhope Farm are being called out for odour problems stemming from their compost operation on Lochside Drive. On Thursday, Dec. 19, the Capital Regional District charged the business with new public nuisance offences under the Composting Facilities Regulation Bylaw. A media release from the CRD stated the new charges stem from odour issues in September of this year as well as a noted increase in odours in early December. Back in August, the facility’s licence was conditionally suspended following the issuance of a number of warning notices for odours from the CRD. “At that time, the CRD conducted a hearing with the facility operator and after careful consideration of all parties’ concerns and views, it was determined that the Foundation Organics facility was non-compliant with Bylaw 2736 and the terms of its Recycler Licence,” said the

A federal environmental review panel has recommended Enbridge’s Northern Gateway heavy oil pipeline can proceed if 209 conditions on environmental protection are met. After 18 months of submissions from experts and the public, the National Energy Board Joint Review Panel concluded the benefits of a twin pipeline from northern Alberta to a proposed tanker facility at Kitimat outweigh the risks. Foundation Organics in Central Saanich is charged with bylaw infractions after complaints were made about odour emanating from the compost facility. CRD’s release. Despite the conditional suspension, the CRD says there has been a significant increase in composting process odours detected beyond the facility’s property boundary over the past several weeks. Following an appeal from Foundation Organics in October, the licence suspension was upheld and is now under judicial review with the B.C. Supreme Court. As of Oct. 25, the facility

was also directed to remove any remaining compost in the building at the facility. In November, the Agricultural Land Commission (ALC) released a report on the operation that deemed it was operating outside of allowable farm use and that it was in contravention of the Agricultural Land Commission Act. Included in the report was information detailing that the 40 hectare property (34 hectares of which were available

after use for access roads and farm buildings) was only ever capable of having 2,125 tonnes of compost applied to it, not 5,000 as the operation had originally stated, and that the excessive amount of compost being applied to the land would result in high nitrogen content in the soil. PSAC currently has 15 “bankable” sick days a year, which the union president refers to as a “negotiated right.” It takes me back to my first union job, where I was warned never to take just one sick day. We negotiated for two at a time, so always take two, the union rep told me. Implicit in this is the mindset that employees should give as little and take as much as possible. Looking through my files each December for the B.C. story of the year, I consider what is likely to matter five or 10 years from now. The Peninsula Panthers took a tough overtime loss against the Westshore Wolves last week. On Wednesday, Dec. 18 the Panthers traveled to Bear Mountain Arena and had a promising start against the Wolves. The team trailed for most of the first and second periods, but opened up a 5-3 lead very late in the final minutes of the third.

Unfortunately for the Panthers, Wolves sniper Kyle Richter put one past Panthers goalie Stephen Heslop with two minutes remaining in the game and then, with less than two seconds remaining, Wolves Brett Lervold shot one past Heslop sending the game into an extra frame. Wolves’ Tyler Smith completed the comeback beating Heslop at the 4:33 mark of overtime and finishing the game with a 6-5 loss for the Panthers.

Connor Logan led all Panthers scorers beating Chester twice and picking up a helper and was named the night’s second star. Also scoring for the locals were Tate Coughlin, Nick Kean and Grayden Hohl who was picked up from the Saanich Midget AA team for the game. The Panthers take to home ice once again this Friday, Dec. 27 when they play host to the Saanich Braves at Panorama Recreation Centre at 7:30 p.m.

Well, I don’t think we can get to this time of the year without touching on ice. I made the mistake once of requesting a few cubes in an old single malt and was the target of a barrage never seen before from a good Scot friend of mine. If I could have only understood what he was saying, I might have been offended. At this time of year old man winter is working hard on making everything outside white and slippery. I have had to scrape my windshield for a while now and I would like to remind everyone to be careful when doing so. Don’t just use anything laying around the house. Get yourself a good ice scraper lest you want to be replacing your windshield in the spring. “Windshields are remarkably easy to scratch” says Jeff from Capital Glass and Upholstery. “We see a lot of people trying to bring their driver

and passenger windows down while they are frozen shut. It can cause the door glasses to jump out of their tracks and also burn out window regulators.” Be sure to thoroughly scrape your windows down before trying to drive your vehicle. Also, don’t try to clear ice and snow using your windshield wipers. They to can burn out and leave you high and dry. I have seen the odd person come into the shop with a burnt out wiper and freshly blown hair, if you know what I mean. Also, this is the last column before Christmas. I know - I have no idea where it’s gone either. Stay safe on the roads and hopefully Santa will too.

it was a success: the turkey moist and delicious, the dressing yummy, the vegetables tasty and the Christmas pudding just as delectable as it was last year. After the dishes are done, and the left-overs put in the fridge the women can go in and lie down in the living room and congratulate themselves on a job well done and sip a cup of coffee (maybe with a splash of rum in it!) and enjoy the feeling of once again winning the domestic lottery! • Resident Jack Thornburgh complained of a lack of democracy on council, as well as a lack of transparency. He commented on council’s rejection of a suggestion to make proposed changes to the District’s Regional Growth Strategy and Regional Context Statement public. • Coun. Ted Daly said he voted against water rate increases at the Capital Regional District recently. He said the CRD needs to find a way of rewarding people for using less water, instead of penalizing them with higher rates. He said people have been conserving water only to now face rate hikes because the CRD is taking in less revenue.

Subaru Forester 2009 to 2012 A dependable, utilitarian ride A redesigned third-generation Subaru Forester was an early 2009 model year release. A new look, better performance, enhanced safety features and more interior space were all achieved without drastic changes to the exterior dimensions of this popular compact utility vehicle. A “Boxer” type engine, with horizontally opposed cylinders (like a Porsche engine) and a symmetrical all-wheel-drive system, distinguish a Subaru as a Subaru. Forester has an excellent history of mechanical dependability and the Subaru essentials are packaged with a practical, utilitarian body. Compared to the previous generation Forester, the ’09 came with a new

chassis with a wider track and a longer wheelbase (by 9 cm), plus a new double wishbone rear suspension. The structural changes also yielded extra cargo space and more rear passenger head and legroom. The single overhead camshaft base engine can produce 170hp and fuel economy is rated at 10.6/7.5 L/100 km (city/highway). While reliable, it’s no rocket, and flat-out acceleration to 100 km/h takes more than 10 seconds. Agile handling does help compensate for tame straight-line speed. A turbocharged variant has twin-camshafts and can produce 224hp. However, it likes premium fuel and consumes 10.9/8.3 L/100 km (city/highway). Manual transmission models have an electronic “hill holder” feature. throughout the school year, skipping over busy times and holidays. The first challenge of the year from Oct. 1 to Dec. 1 has just wrapped up, with the second challenge set to begin Jan. 15. Schools across Canada participate at the same time. Schools can sign up for the challenge at www.60minkidsclub. org. Each student logs in and tracks their own progress, receiving points for each log in, which aggregate under their school. This enables organizers to determine the most active kids, grades, schools, districts, regions and provinces across Canada. The 60 Minute Kids’ Club, which is aligned with Canadian Sport for Life, originated in 2009 with Innovative Fitness, a personal training business. At that time 5,000 Kindergarten through Grade 6 students in five schools in B.C., Ontario and Nova Scotia participated in a pilot program which produced encouraging results. In 2012, 70 schools in B.C. were involved and the program has now expanded to Alberta and Manitoba. “We hope this year to engage 100 schools in B.C.,” says Thody.
