A growing interest in marijuana production By DAN FERGUSON Aldergrove Star
At least eight businesses want to grow medicinal marijuana in Langley Township. Mayor Jack Froese made the disclosure during debate on a proposed bylaw that would ban commercial marijuana production from the Agricultural Land Reserve that makes up 75 per cent of the Township. The bylaw would restrict growing to industrial areas. Froese said seven of the eight known proposed commercial grow ops would be located in the ALR, a fact that lends some urgency to the proposed ban. “Time is of the essence,” Froese said. “We should have something in place.” New federal government
regulations that will take effect April 1 of next year will switch medicinal marijuana growing from the current system of small operations with one or two clients to larger commercial-style bulk growing. Council gave final approval to the proposed ban on Monday (Dec. 16), but the regulation still has to be approved by the provincial ministry of agriculture which has final say over farming in the ALR. So far, only one of the wouldbe Langley growers has gone public. Koch Greenhouses owner Bruce Bakker came to Township council on Dec. 9 to call the attempt to restrict medicinal marijuana cultivation to industrial areas “troubling” and complain the ban was drafted with-
out consulting farmers. Two members of council thought the Township should slow down the approval process and take a second look at the regulations. Councillor Bob Long said Langley should follow the example of Maple Ridge, which has done exactly the opposite by restricting medicinal marijuana to the ALR. “Maple Ridge is going south and we’re going north,” Long said. Councillor David Davis said the news that existing greenhouse operators are going into marijuana production helps address his concern that usable farmland would be lost to construction of fortress-like growing facilities. “I don’t think the sky is going
to fall,” Davis said. “Not a lot is going to happen April 1.” Davis and Long were unable to convince the rest of council. “We discussed this [the bylaw],” Councillor Grant Ward said. “We’ve got to move forward.” “We have to do something,” Councillor Charlie Fox said. “We can’t sit still and tread water on this one.” The Agricultural Land Commission (ALC) the provincial agency that administers the ALR, recently declared that medical marijuana growing on agricultural land is protected under farming regulations that override the the Township of Langley’s authority. However, the agriculture minister has yet to make a ruling.

With the recent cold snap stretching for more than a week, the extreme weather shelter at the Gateway of Hope was the busiest it has ever been. “It’s the highest numbers we have seen in here,” said Les McAusland, manager of Langley’s extreme weather shelter program. “So far, in eight days, we have had 156 people access the shelter since we opened it on Dec. 2.” To put that into perspective, a total of 255 persons accessed extreme weather beds since the beginning of 2012. There are 30 mats available if that many are needed, but filling them all would make for very cramped quarters, he said. On average, they sheltered around 20 people each night. “We haven’t even touched into most of December yet,” said McAusland on Dec. 11. The extreme weather shelter alert was called off on Dec. 12, but was re-issued on Dec. 18 as temperatures were forecast to drop below zero once again. McAusland said the demand and busyness has been taking its toll on staff, and he is a bit worried about how they will staff the shelter throughout Christmas. Staff have always run the shelter but they may have to look at asking volunteers to help out if more Arctic fronts are on the way. McAusland is thanking the community for its continued generosity. People and groups are coming in every day to donate coats, socks, blankets and clothes. “It’s so appreciated,” he said. The Fraser Valley Real Estate’s coat drive was also well appreciated and all the items have already been given to those in need, he said. Meanwhile, two youths have used the shelter for teens set up in Aldergrove, said Loren Roberts, senior program manager at Aldergrove Neighbourhood Service. On top of that, five youth have been placed in shelters outside of Langley, because there is no centre for them in Langley. Those teens will remain in the shelters, longer term. If beds had not been available, they would have been able to use the overnight shelter, Roberts said.

Warm toes and tummies By ALYSSA O’DELL Aldergrove Star
A group of friends has joined forces this holiday season to bring some cheer to homeless people in Langley, Surrey and downtown Vancouver. “Hopefully this will be the start of something and it will get better every year,” said Cozie Toes organizer and Langley resident Moira Fynes, who, with the help of 10 friends from around the Fraser Valley, will hit the streets on Christmas Eve to deliver home-baked goodies and winter essentials to those in need. They plan to give out Christmas bags containing warm socks and gloves, along with fresh baking. The response has been so supportive that Fynes says plans are in the works to hand out goods on New Year’s Day as well. The group is still looking for a larger local retailer that may be interested in matching or contributing donations of warm winter socks.
The group has been working on the project since the beginning of December, collecting $300 from family and friends in donations and baking and freezing a variety of treats. Fynes says the small group was kickstarted by a simple desire to contribute to their community in a more hands-on way during the season. “It was just a group of us trying to figure out what we can do to reach out at Christmas,” she said. Originally, Fynes and her friends planned to serve soup and sandwiches, but after speaking with people on the street and at local shelters, they learned that warm clothing is an even bigger need. At this point, she said, all donations will go to buy as many pairs of warm wool socks as possible to deliver to those living out in the elements. Rod and Gun Club hosts Boxing Day shoot By DAN FERGUSON Aldergrove Star
It turns out it is easier to hit a clay target with a shotgun if you can keep your eyes open. Novice skeet shooter Keri Jayson discovered that during the recent Langley Rod and Gun Club (LRGC) Family Fun Day. She would reflexively wince when she pulled the trigger, missing her target. But with a little coaching by volunteer Justin MacDonald, she managed to keep her eye on the target and whooped with delight when she hit her mark. A few metres away on the same outdoor range, six-year-old Austin Tomlinson was having a go at pistol shooting, firing wax bullets at a target. He had no trouble keeping his eyes open, but the heft of the classic six-shooter was another matter. A little adult help, provided by another club volunteer, was required to hold his weapon steady.
Elsewhere another novice, Erin Gillian, was practicing a quick draw with a gun and holster provided by the Thunderbird fast draw club, coaching provided by Paula Murphy. Hundreds of visitors attended the one-day event, sampling different types of sport shooting as well as the hamburgers, hot dogs and corn on the cob provided by the club. The 67-year-old LRGC operates as a non-profit society incorporated under the Societies Act of British Columbia “to provide a safe and friendly facility where individuals can enjoy many shooting disciplines.” Those disciplines include skeet shooting, rifles, air pistols, handguns, fast draw, and modern pentathlon events. The 37.5 acre Brookswood property the LGRC uses for indoor and outdoor shooting ranges near 40 Avenue and 208 Street has been hosting shooting competitions for more than 40
years. On Dec. 26, the club will host its annual Boxing Day Shoot, described on the club website as “a Family Fun Day on steroids,” a full day of shooting competitions and meat prizes that is the the biggest fundraising event of the year for the club membership. Money from the shoot generates funds to support the club’s junior shooting program, replace old trap machines, rebuild the indoor range backstop and purchase new rifles for club use, among other things. Fraser Valley sets ‘zero waste’ goal By ALINA KONEVSKI Aldergrove Star
The Fraser Valley Regional District has committed to diverting 90 per cent of solid waste from the landfill by 2024, a big jump from its current 51 per cent diversion rate. The board of directors unanimously approved the draft solid waste management plan at the Nov. 26 board meeting. By the district’s own admission, the target is aggressive and aspirational. “Reaching 90 per cent diversion is
a formidable target and will be challenging to achieve, but it is achievable,” the FVRD notes in the plan, the first update to solid waste management in the district since 1996. Key to the plan is removing as much recyclable and compostable material from garbage bags as possible so that only 10 per cent of the region’s solid waste goes into landfill. The Fraser Valley’s 290,000 residents produce about 200,000 tonnes of waste annually. “We’ve now adopted a full zero waste goal,” said director Jason Lum,
who also chairs FVRD’s zero waste committee. “We’ve actually written zero waste into our plan, zero waste being the aspiration to eliminate waste through diversion, waste reduction, and material recovery.” FVRD intends to bridge the chasm between its current diversion rate and its target by developing a largescale organics collection program and reducing the amount of waste produced. The district also plans to establish the Fraser Valley’s first mixed waste materials recovery facility (MRF).
The high-tech centre would break open the garbage bag by removing recyclable and compostable material from waste otherwise destined for the landfill. While there are facilities that can process organics and recyclables separately, there are none currently in the Fraser Valley than can remove a large percentage of these items from a mixed bag. “Traditional recycling and source separation, we know that it’s not going to remove all the recyclable material out of the waste stream,”
said Lum. “There’s still going to be recyclable material left in those black bags…What happens with the mixed waste recovery facility is we get to break the bag.” The district would partner with the private sector to build and operate the MRF, which FVRD believes would be less expensive than either landfilling or burning solid waste. The draft plan is being submitted to the environment minister for approval, and circulated among member municipality councils for endorsement.

What do equestrian therapy and classic hot rods have in common? They both deal in horse power — something British Columbia Hot Rod Association (BCHRA) president Keith Biddlecombe said make the two groups natural partners. On Dec. 15 Biddlecombe presented the Valley Therapeutic Equestrian Association with a donation of $13,000, part of a decadeold commitment to the group by the BCHRA, which has raised more
than $130,000 in that time. All the funds have been raised through a yearly auction held at the beginning of December, explained Biddlecombe, who has been involved with the BCHRA — one of the oldest clubs in the province — for eight years. “It’s something that’s been building momentum and holding it,� he said. Equestrian therapy works to improve the lives of children and adults living with conditions like cerebral palsy,
behaviour problems and autism spectrum disorders. In the case of physical disabilities, riding therapy can help improve posture, balance and coordination — largely because a horse’s gate mimics human hip movement. Biddlecombe said his club is happy to focus all their charity efforts on the cause as a way of not only helping local children in need, but also keeping the spirit of the importance of horse power alive. “The Hot Rod Association have been

a strong supporter of the Valley,� said Brenda Singbeil, who serves as secretary on the board of directors for VTEA. According to Singbeil, the donated funds have played a huge role in bringing new programs to the facility, including the purchase of a specially designed horse-drawn buggy that allows those unable to physically ride horses to experience the freedom of movement, independence and responsibility that comes with learning to drive a horse. The support from
the BCHRA has also allowed the creation of the Hoofprints program, which uses equine guided therapy as an alternative to traditional office-based “talk therapy.� In the program, a registered clinical counsellor and an equine specialist team up in a model that incorporates counselling, learning from direct experience and focus on personal development. Singbeil says the program can be especially beneficial for those struggling with drug or alcohol abuse problems. “It’s a chance for them

Auction raises record amount By GARY AHUJA Aldergrove Star
The generosity of Langley community members has resulted in close to $42,000 being raised for a pair of local charities. Nearly a quarter of that came from an anonymous donation of $10,000. The money will be split between the Langley Big Brothers Big Sisters of Langley (BBBS) and the Langley Child Development Centre. The money was raised at a live auction and dinner at the Murrayville
Town Pub on Nov. 27. “It was phenomenal,� said Mary Reeves, executive director of Langley BBBS. “We just had a lot of good stuff that people wanted.� “The whole atmosphere in the room was probably one of the best I have experienced there,� she added. “The whole ambiance and atmosphere was upbeat and lively and people were glad to be there.� Reeves said people really wanted to come out and support John Pybus,
one of the pub’s owners. Pybus has been battling health problems this year. “They love him and he has got great respect in the community and in the business community,� she said. Reeves said that the money will greatly benefit both organizations as they continue to help Langley’s children and youth. This was Reeve’s seventh year of being involved with the live auction and the amount matched the previous high, which was raised in

2010. That year saw a lot of Olympics-related prizes available, which really piqued people’s interest and generated higher bids. Some of the top prizes at this year’s event included a houseboat cruise on the Shuswap and a trip to Vegas. Toronto Blue Jays third-baseman Brett Lawrie, who grew up in Langley, also attended the event and signed a jersey for one of the prizes as well.
Cruise-In delivers Aldergrove Star
Christmas came early for a handful of local charities and organizations. The groups were all the recipients of the Langley Good Times Cruise-In’s ‘Week of Giving’ which saw the organization’s board of directors deliver cheques and donations. Altogether, $54,000 was distributed among 15 groups and organizations. Illnesses can be passed easily from one child to another, especially when the cold weather drives more children indoors and food is shared at gatherings. Children are more apt to get sick from illnesses such as influenza and norovirus than healthy adults and can pass it on to others. VICTORIA – One of Canada’s great entrepreneurial success stories in recent years is WestJet, the Calgary-based airline that is expanding across the country and taking on European routes. Clive Beddoe, the founding CEO of Westjet, was famous for helping the cabin crew tidy up the plane before getting off a flight. And the company is also known for its profit-sharing program, with all employees referred to as “owners” who have a stake in the success of the operation. I thought of this management approach when news emerged that the B.C. government was offering public service unions a new kind of contract, with a five-year term and wage increases tied to improved economic growth. The surprising thing is that unions are accepting the idea, even though provincial growth must exceed the government’s independent economic forecast council projections before it can take effect in a given year. The generally non-militant Health Sciences Association was the first to recommend acceptance of a five-year agreement with only 5.5 per cent raises guaranteed. Then they were joined by negotiators for 51,000 health and social services employees, represented by the B.C. Government Employees’ Union and other unions that

have long been adversaries of the B.C. Liberals. John Fryer, negotiator for the BCGEU going back to the epic battles with Social Credit governments and now a professor at University of Victoria, wasn’t impressed when he heard the news. “These deals reflect what happens when public sector unions back the losing party in a provincial election,” he said. “Union bargaining power takes a trip down the pooper.” I think there’s more than that going on. Perhaps today’s union leadership is beginning to accept that its wage, benefit and pension arrangements look pretty good compared to the harsh reality of private businesses competing in a global economy. I asked Premier Christy Clark if this new approach is inspired by private-sector profit sharing. She agreed that is the model. “I think that’s a great principle for all of us to work from,” Clark said. “Until now, the growth of public sector wages has been completely insulated from changes in the private sector. And this is the first time we’ve ever been able to successfully link those two things. At this point it’s still a small increment wage growth, but it’s a big change, and I hope we can continue to build on it.” From an employee perspective, it is indeed modest.
If real gross domestic product increases one per cent beyond the independent forecast used in the provincial budget, employees get an additional half of one per cent raise for that year. Contrast this labour relations development with what’s happening on the federal scene. A classic confrontation is brewing between the Harper government and the Public Service Alliance of Canada. A key dispute is over sick days, which the government estimates are averaging 18 a year. PSAC currently has 15 “bankable” sick days a year, which the union president refers to as a “negotiated right.” It takes me back to my first union job, where I was warned never to take just one sick day. We negotiated for two at a time, so always take two, the union rep told me. Implicit in this is the mindset that employees should give as little and take as much as possible. Looking through my files each December for the B.C. story of the year, I consider what is likely to matter five or 10 years from now. A proposal that would require convicted sex offenders to live at least two kilometres away from their victims is one step closer to becoming law following a House of Commons vote that saw all parties support the measure on Wednesday (Dec. 4). Langley Conservative MP Mark Warawa’s “Safe at Home” bill was approved by 276-1 vote. The proposed law now goes to the Senate for final approval. The Warawa proposal was inspired by the case of a Langley family whose daughter was sexually assaulted by a neighbour, who then served part of his sentence at his home next door to the victim. “In this case, when an offender has sexually assaulted a young girl for over two years and is then allowed to serve his sentence at home right across from the victim, it was a re-victimization of that victim over and over again,” Warawa told the Commons. “ … this is a big first step in the right direction to providing protection for the victims,” Warawa said. “Victims need rights too.” Malpeque, Prince Edward Island Liberal MP Wayne Easter was concerned the law might not survive a Charter of Rights challenge based on the constitutionality of mandatory minimum sentences. “When the sponsor of the bill was asked in the House during second reading about his consultations prior to the bill’s introduction as to whether the amendments proposed in the bill would meet a court challenge related to the charter, the member indicated that he had consulted, but he provided no evidence as to whom he had consulted,” Easter said. “That I did find troubling.” Easter went on to say that while the intent of the law deserved support, it was not clear how often offenders actually end up living near their victims. “ … what remains troubling is that no evidence as to the extent of the problem is apparently available, and it should be,” Easter said. La Pointe-de-l’Île, Quebec NDP MP Ève Péclet was a strong supporter, calling the proposed law a “very important measure.” “This bill helps victims, defends their interests and gives them their rightful place in the justice system, all without unduly restricting the courts,” Péclet said. “That is what makes this such an excellent bill.” Following the Commons vote, Warawa said he hoped the law will win final approval from the Senate before the summer. “It is an honour to receive overwhelming support for my bill,” Warawa said. “C-489 will go a long way toward ensuring that victims and their families can feel safe in their own homes and communities.” The law will amend the Criminal Code and the Corrections and Conditional Release Act so that child sexual offenders will be forbidden from coming within two kilometres of a victim’s dwelling, or an appropriate distance specified by the court. The “safe at home” bill was introduced by Warawa after he failed to get a controversial private member’s motion to condemn the practice of aborting fetuses based on their gender through the committee stage. The motion won the Langley’s MP major media attention, much of it speculation that the law would effectively reopen the abortion debate in Canada. Reportedly under pressure by the Prime Minister’s Office, Warawa withdrew that motion, committing to continue discussions about gender selection in other public forums.

of Black Press’ Lower Mainland and Vancouver Island divisions. “The benefits of active families are so numerous, it will deliver increasingly great news”. “We want to make (children being healthy) even more of a community effort,” said Gillian Thody, Western Canada manager of the 60 Minute Kids’ Club. And that means engaging more parents on the importance of their children making healthy choices, while demonstrating healthy choices themselves. These include physical literacy (playing for at least 60 minutes each day), eating healthy (including five or more vegetables and fruits daily and eliminating sugar and sweetened drinks), and cutting back on computer and TV time (two hours or less). Two 60-day challenges and one 45-day challenge are held throughout the school year, skipping over busy times and holidays. The first challenge of the year from Oct. 1 to Dec. 1 has just wrapped up, with the second challenge set to begin Jan. 15. Schools across Canada participate at the same time. Schools can sign up for the challenge at www.60minkidsclub.org. Each student logs in and tracks their own progress, receiving points for each log in, which aggregate under their school. This enables organizers to determine the most active kids, grades, schools, districts, regions and provinces across Canada. The 60 Minute Kids’ Club, which is aligned with Canadian Sport for Life, originated in 2009 with Innovative Fitness, a personal training business. At that time 5,000 Kindergarten through Grade 6 students in five schools in B.C., Ontario and Nova Scotia participated in a pilot program which produced encouraging results. In 2012, 70 schools in B.C. were involved and the program has now expanded to Alberta and Manitoba. “We hope this year to engage 100 schools in B.C.,” said Thody. The Abbotsford Pilots started out strong Wednesday night (Dec. 18) at Aldergrove Arena but the Aldergrove Kodiaks pulled out all they had and battled to a 5-4 overtime win. The win extended the Kodiaks streak to 12 consecutive wins and 17 straight unbeaten games. The B.C. Winter Games will be taking place in Mission Feb. 20-23. The District of Mission was one of six communities who bid for the event, and this is the first time
the municipality has hosted a B.C. Games. The Games includes participants from across the province in 18 sports and the athletes will range in age from nine to 40 years old.

Honda’s contemporary on a dying breed 2014 Honda Accord Coupe V6 It’s fascinating to watch trends in the auto industry play out over time. Some changes happen quickly, with one manufacturer coming out with a feature, then the rest of the industry following suit. Backup cameras would be a good example of this. Other trends are much slower, changing because of demographic fluctuations. One example of a slow-moving trend is the two-door coupe falling out of favour and its replacement by sedans and crossovers. This trend is greatly affected by baby boomers getting older and buying more for practical reason, rather than styling. In the 1980s, and even the beginning of the 90s, there were plenty of coupes to choose from and they sold well. But where are the Honda Prelude, Toyota Celica, Pontiac Sunfire and Ford Probe coupes? Now gone and many not replaced with newer models. I’m thrilled to report that there are a few coupes still available and one that is worthy of consideration is this new 2014 Honda Accord Coupe V6. Looks The Accord Coupe is based on the all-new Accord sedan that has been selling very well for Honda. In fact, it won the Canadian Car of the Year this year as decided by the Automobile Journalist Association of Canada. Honda has done a good job of updating this big coupe with a more modern twist. There are two screens in the centre console, one for the navigation unit and the other for the radio. They are framed in beautiful, high quality satin metal, chrome and soft touch materials. One area that could be improved is the
power plants and duel clutch automatic transmission in favour of a manual. I’m glad that Honda still offers this layout; it shows they are serious about being a true enthusiast’s car company. Granted, most buyers will get the very good 6-speed automatic transmission with the 3.5L V6, but with 278hp and 252 lb.ft. of torque it will be a very lively car in either configuration. The manual is a joy to use and it is like a throwback to drive a V6 equipped manual car. The 4-cylinder models have 185hp from a direct injection 2.4L engine and either a manual transmission or continuously variable transmission (CVT) for added fuel savings. The CVT is capable of 7.8L/100km in the city and 5.7L on the highway. The
V6 uses more at 10.0L/100km in the city and 6.1L on the highway. Verdict When I started reviewing cars back in the early 1990s, cars like this were common: a mid-sized sedan with a V6 engine and a manual transmission. I can clearly remember driving a Toyota Camry, Nissan Maxima and Accord equipped this way. While most companies are moving away from this design, Honda is sticking with it for now. Soon Honda will have smaller turbocharged 4-cylinder engines available and this big coupe might too be fitted with something more efficient. If you like the idea of a smart looking car that is well equipped and powerful, you might want to move on an Accord Coupe V6 before it follows the latest trend.
