The lack of an emergency shelter for homeless youth in Langley is forcing help agencies to send them to other municipalities, depriving them of support in their own community. “We are losing a lot of youth,” said Alison Cartier, the youth homelessness initiative supervisor at Aldergrove Neighborhood Services. “We have to send them away . . . to where they can access a bed.” Cartier was speaking to an afternoon meeting of Township council on Dec. 9. At that time, she said, there were
five homeless youth from Langley who were living in emergency shelters outside the Township, one as far away as the North Shore. Cartier and community support worker Melody Leskun were making a case for two youth emergency shelters with five beds in the Township, one in Aldergrove and one in the City of Langley. There would be two permanent beds and one “swing bed” in each location that would be available as needed. The Township’s share of the cost of the proposed two-year, $148,000 pilot project would be $2,000 a month. Continued Page 4

A Langley resident was surprised to learn why a meeting to press the provincial government to get tougher with propane cannons hasn’t happened yet. When John Beaman emailed to ask about the meeting in November, he was told Township staff have been unable to arrange a meeting that would accommodate the schedules of more than 20 people including the provincial agriculture minister, all of Township
council, the full agricultural advisory committee and the entire Langley propane cannon task force. The emailed reply said “schedule conflicts” made it difficult to arrange a time for a “large group of people” this year. One might be possible in the New Year, Beaman was told. “My reaction was horror that staff had taken this literally,” said Beaman. Continued Page 3

The half-price tolls to cross the Port Mann Bridge will remain in effect until Jan. 1, when the year-long discount ends and motorists who now pay $1.50 will be charged the full $3. Officials previously expected to open all the new Highway 1 lanes through Coquitlam and Burnaby in early to mid-December and said the discount would be eliminated at that time. Later, they said all the new lanes would be open before Christmas but the toll discount will be kept in place for the rest of the month. About 20 per cent of regular vehicles using the bridge already pay the full $3 toll, while 80 per cent qualified for the 50 per cent discount by signing up with the TReO electronic tolling system within three months of the bridge opening last December. Final work on the project will continue next year. The bridge won’t open the final two of its 10 lanes until next summer, when the old Port Mann Bridge will be fully dismantled and the outer lanes can be connected to the bridge approaches.

Back in May, at the suggestion of Councillor Bob Long, council voted unanimously to ask the new provincial minister of agriculture, once one was named, to meet with council, the Agricultural Advisory Committee, and the Propane Cannon Task Force “to explore elimination, or significant reduction, of bird scare devices.” Beaman responded with another email saying he believes “it was inferred
that the meeting was to be held with representatives of those groups, not necessarily all 22-plus members.” He went on to request that council alter the wording of the resolution to make it clear. There has been no response to the November email or a follow-up sent in early December, he said. A Township bid to limit the noise from the bird scare devices was constrained by provincial policies that forbid interference with farming.
New regulations governing propane cannons in Langley Township were approved in June after the provincial Ministry of Agriculture reviewed and approved the rules that will require larger setbacks and less frequent firing of the controversial bird scare devices used to protect berry crops. There is nothing in the new bylaws about banning the controversial cannons because the ministry, which has the final say on any farming regulations, made it clear that any attempt

at imposing a ban or limiting volume would be overturned under right-to-farm laws. The new Township bylaws restrict how often the cannons can be fired, allowing one firing every five minutes for a single cannon and no more than 33 shots an hour when more than one cannon is being fired by a berry farm. The bylaw sets escalating fines for violating the rules, $150 for a first offence, $350 for a second and $500 for a third and any subsequent
offence. Farmers will also be required to get a $125-a-year licence to use cannons. The regulations were drafted by the Propane Cannon Task Force, which was created in September by the municipal Agricultural Advisory Committee. During a public hearing in January, the task force heard from 25 speakers, all critical of blueberry cannons for disturbing residents and frightening horses. Most demanded an outright ban.

The office has been able to find employment, financial assistance and stable housing for less than half — about 60. Local youth housing and placement support workers have a monthly caseload of 15 individuals un-
Langley RCMP is looking for the pick up truck driver who struck a pedestrian at the intersection of 48 Avenue and 219 Street Thursday morning. A witness called police at 9:15 a.m., after a female pedestrian was struck in a crosswalk in the intersection. The female passenger in the pickup truck exited the vehicle, checked on the pedestrian and got back in the vehicle, which drove away, eastbound, on 48 Avenue. The pedestrian wasn’t injured in the collision but police would still like to speak to the truck’s driver. The truck is described as a green Ford F series pickup with a white canopy.

Langley RCMP is seeking the public’s assistance to locate a motorcycle and mountain bike, stolen from a property in the 2700 block of Warren Place on Dec. 12. The two bikes were taken overnight from a fenced backyard. The motorcycle is a custom built Honda CRF 250x, red and white in colour, valued at approximately $10,000. The mountain bike is a custom painted Kona.
Watches Found Langley RCMP would like to reunite a large collection of wristwatches with their rightful owner. The watches were turned in to the Langley City Community Police Station on Dec. 12. They were found inside a coffee can. The watches appear to vary in value; however the bigger concern would be sentimental value, said police. A Seattle think tank estimates a $5 toll on drivers crossing the U.S. border could raise $30 to $45 million a year for TransLink. Researcher Clark Williams-Derry of the Sightline Institute crunched the numbers in response to a controversial proposal by Vancouver transportation planner Eric Doherty, who argued a border toll would raise new money to fund transit, help stop TransLink’s loss of gas tax money, reduce border congestion and deter cross-border shopping. Williams-Derry estimated $38 million in revenue would be raised from a $2.50 toll charged each way at the five crossings from Point Roberts to Sumas, assuming 20 per cent fewer vehicles cross the border to buy gas as a result of the toll, with less dramatic decreases in other trips. He said another $4 million could come from more fuel instead being bought in B.C., with 17 cents per litre in tax going directly to TransLink and another 10 cents collected by the federal government that also flows to TransLink for capital projects. If Americans were exempted from the toll — something Doherty recommends so U.S. tourists aren’t dissuaded from coming north — Williams-Derry said the take from tolls might be 20 per cent less, as that’s the rough share of U.S. motorists crossing the border. “For a transit agency scrambling for every dollar they can find, this would certainly be one way of shoring up their finances,” Williams-Derry said. But he cautioned the extra revenue from border tolls might decline quickly if the Canadian dollar weakens further and makes cross-border shopping less of a

way, burning gasoline to buy gasoline for a little bit cheaper.” He said border tolls seem more logical to him than tolling all the region’s bridges. Doherty admits tolls might prompt more drivers to head east to the Fraser Valley to refuel without paying the TransLink tax. Tolls at the border would work best, he said, if they were applied not only at Metro Vancouver crossings for TransLink, but also at Abbotsford-Sumas, with revenue there funding transit projects chosen by the Fraser Valley Regional District. He noted there’s demand for light rail to the Fraser Valley, and the FVRD is also wrestling with how to pay for an intercity express bus between Chilliwack, Abbotsford and Langley. “They’ve got very many of the same problems that Metro Vancouver has,” Doherty said. “People want transit. They want HandyDart. They’ve got an aging population. It’s all the same situation.” Abbotsford Mayor Bruce Banman said the idea doesn’t make sense to him. “I just don’t think it’s going to fly,” he said, adding he’d prefer to seek ways to reduce gas taxes charged in B.C. “I wonder if we would not be farther ahead to reduce those and convince people to stay home and spend their hardearned dollars in Canada.” Drivers in Metro Vancouver pay about 49 cents per litre in combined gas taxes, compared to 15 cents in Washington State. Transportation Minister Todd Stone was unavailable for comment but his staff issued a statement saying the province has no plans to toll highways leading to the border crossings, adding that would be inconsistent with B.C.’s current tolling policy.

From an employee perspective, it is indeed modest. If real gross domestic product increases one per cent beyond the independent forecast used in the provincial budget, employees get an additional half of one per cent raise for that year. Contrast this labour relations development with what’s happening on the federal scene. A classic confrontation is brewing between the Harper government and the Public Service Alliance of Canada. A key dispute is over sick days, which the government estimates are averaging 18 a year. PSAC currently has 15 “bankable” sick days a year, which the union president refers to as a “negotiated right.” It takes me back to my first union job, where I was warned never to take just one sick day. We negotiated for two at a time, so always take two, the union rep told me. Implicit in this is the mindset that employees should give as little and take as much as possible. Looking through my files each December for the B.C. story of the year, I consider what is likely to matter five or 10 years from now. The provincial government gave Trinity Western University an early Christmas present this month with the decision to approve a new law school at the Langley campus, the first at a faith-based university in Canada. When Advanced Education minister Amrik Virk made the announcement, he referred to rumours there could be legal action over the the TWU Community Covenant that all staff and students are expected to follow. The document, viewable online at the TWU website, notes that the private university is part of an “evangelical Protestant tradition” that expects members of the university to “treat all persons with respect and dignity” while following certain principles. Among the many behaviours that can get a student or staffer in trouble and possibly expelled is “sexual intimacy that violates the sacredness of marriage between a man and a woman” which is defined thusly: “according to the Bible, sexual intimacy is reserved for marriage between one man and one woman, and within that marriage bond it is God’s intention that it be enjoyed as a means for marital intimacy and procreation.” Some critics have complained that this amounts to discrimination. The university denies that, saying it has graduated gay students who were able to follow the covenant. It is not the first time the university has found itself in the spotlight over this particular issue. The last time, the matter went all the way to the Supreme Court where it ended in a decisive victory for TWU. The B.C. College of Teachers had balked at allowing the university to assume full responsibility for its teacher training because the TWU Community Standards, applicable to all students, faculty and staff had a list of “practices that are biblically condembed” that mentioned “sexual sins including … homosexual behaviour”. In an eight to one ruling, the highest court in the land noted that TWU “is a private institution that is exempted, in part, from the B.C. human rights legislation and to which the Canadian Charter of Rights and Freedoms does not apply” and went on to say that the university can believe what it wants about gay people so long as it doesn’t actually discriminate against them. “Neither freedom of religion nor the guarantee against discrimination based on sexual orientation is absolute,” the court ruled. “The freedom to hold beliefs is broader than the freedom to act on them. Absent concrete evidence that training teachers at TWU fosters discrimination in the public schools of B.C., the freedom of individuals to adhere to certain religious beliefs while at TWU should be respected.” That set a precedent that means a court challenge over the law school would be even less likely to succeed.

Goodness prevails they
Goodness and charity have won over tragedy the last week in both Agassiz and Harrison Hot Springs, despite the potential for sadness. First, the community of Agassiz was devastated to learn that a family with four young children had lost their home to a fire. While the family was just happy to be alive, to be together and to be safe, their friends and neighbours rallied to make sure the family would also be clothed, fed and housed. The outpouring of love from the community has been beautiful to behold. But then, more shock as we learned that someone ruined Kyle Reilly’s memorial.Who would destroy such a special place, dedicated to a young life that was lost? It matters little who dared to stoop so low. What truly is in the hearts and minds of people is that, once again, the community showed its true colours. Friends and neighbours showed love and kindness as they worked together to rebuild the memorial. While some Grinches may believe that it’s just the season we’re in, this temporary time of goodwill and charity, that is seeing neighbours lend each other a hand. It’s more likely a sense of community that will last into the coming year. – Agassiz-Harrison Observer

Portland’s light rail model is worth considering Editor: Re: SkyTrain model worth supporting over LRT (The Times, Dec. 10) The writer makes claims for and against the SkyTrain over LRT. The one that caught my eye was, “a negative business case: LRT is expected to generate less in transportation benefits than it cost to put it in. A dismal reality for funding authorities.” Is this not the dismal reality of the SkyTrain and the never ending grasping for more money? I recently spent a few hours riding the MAX line LRT in Portland, Oregon — a great way to see the city and outlaying area. A day pass is $5. For me, age 65 plus (they call that an Honored citizen) $2.
Because of the much lower cost of building ground level stations there are many more of them giving much better service in all areas. This gets away from the ghetto living around the monster SkyTrain stations we have here. The claim that LRT is slow is incorrect. In the square, an area of downtown the trains travel at the posted limit, but very seldom ever stop for a traffic light as the trains trigger the lights to give them a green. In four seconds the three-car train is through the intersection and the traffic light returns to its automated cycle. Drivers in the know just slow down a bit and usually don’t come to a complete stop.
This is also the case in rural train routes. The train goes through the crossing so fast there is almost no interruption to the road traffic. If you are a couple of blocks away and see the train warning come on just slow down a bit. By the time you get to the crossing the train has gone by. The MAX line has been up and running for 30 years, and in that time have worked out all the operational bugs. The system is world famous for its efficiency and rider/cost proportions. Many cities have modeled their transportation systems after the Portland MAX line; Greater Vancouver should have done the same. It’s not too late. The LRT system
proposed by Surrey can showcase a modern LRT train system and can be built for the cost of just one route of the SkyTrain. If you want to ride the train in Surrey the ground level LRT is the system to root for and would link up with Light Rail in the valley very nicely. It’s time to abandon the great concrete white elephant. For the elderly and folks without cars, the LRT with many stations is a benefit as some can walk to the station. Ridership will always be greater if there is easier access to the train. Crime around the station is eliminated because everyone passing by can see what is going on. The MAX ticket has no zones. The price is all the same and
covers time. You can, on the way home get off, get a few things for supper, get back on the next train and be on your way. Just stay within your ticket time which is adequate for these little adventures. Try doing that on SkyTrain. A two-hour pass is $2.50, youth and student $1.60 and, for an Honored citizen, $1. The benefits of LRT are many when you think about it. So if you are curious about LRT Google MAX light rail. Better still, take a drive to Portland, get a day pass on the MAX Light and enjoy a fast, clean, smooth ride and have fun day taking in the sights. John Winter Langley
A framework, not regulation Langley’s generosity is heartwarming
Editor: I don’t know Mr. Brian Holmes, but I agree with his letter on the Fort Langley heritage guidelines. As one who has authored and edited corporate and governmental guidelines and protocols, I would like to stress the “guide” part of guidelines. They are not regulations, legislation, or laws to be strictly adhered to and enforced, but meant to provide a framework of principles for the user. Council has debated in detail the design of the Coulter Berry building, vis-à-vis heritage guidelines with staff input. Having an extra storey to provide greater ser-
vices for the community without incurring additional environmental costs (in terms of clearing more land for development and thus destroying habitat) is, in my opinion, a no-brainer. This, coupled with the fact that there are existing three storey buildings, is within the variance afforded by the guidelines of two-storeys. Heritage imparts a feel and ambience, and the building façade of the Coulter Berry provides this. Given the need for services, I believe the variance was appropriate in the big picture. My North Langley blog founders Michael Thorne and Tyler McClendon are feeling the power of community and the Christmas spirit after delivering four hampers to Langley Christmas Bureau families on Wednesday night. But their goal was to help 10 families this holiday. “We didn’t reach our goal of 10 for the best reason possible,” said Thorne. All the families registered with the Christmas Bureau this year had been sponsored already. For the four they did sponsor, within hours of posting to their My North Langley Facebook page, strangers were pitching in to help with food donations. “I was sitting in my living room yesterday surrounded by all this food that was donated by people we don’t know, and is going to families we have never met before. “It made me see we live in a ridiculously amazing community,” said Thorne. “Langley is such a special place to live and the power of “community” continues to floor me,” he said.

Construction of the new 232 Street overpass in Langley Township is nearing completion. A construction update from the Port of Vancouver said the overpass girders are in place and the next phase would involve installation of lightweight expanded polystyrene fill on the ramps leading to and from the land bridge and the tilt-up concrete wall that will cover it. The white plastic blocks are used because they don’t settle or decompose like ordinary fill. Work on the two-lane crossing over the Canadian Pacific Railway tracks is on schedule and it is expected to open to traffic by late March. The temporary detour road that has been operating since the fall of 2012 will be decom-
missioned by April. The overpass at the current level crossing will mean no more delays for drivers crossing the freeway to and from Fort Langley as well as an end to the requirement for trains to blow their whistles through the five-kilometre rural area between Glover Road and River Road. The construction work by BA Blacktop is a Port of Vancouver project to allow the westward extension of CN Rail’s Rawlison rail siding into CP Rail’s Page Subdivision. The crossing is part of a $307 million plan to build eight overpasses and one railway siding along the 70-km stretch that connects Roberts Bank, which contains Canada’s largest container port (Deltaport) and coal terminal (Westshore) to the North American railway network. The tracks currently car-

In Langley City, Glover Road has been realigned as part of the preliminary work on the Mufford Overpass which, when completed, will route traffic through the heart of Langley’s commercial area over the tracks. A triple overpass that will link Willowbrook Drive to 192 Street in Surrey is expected to open soon. That includes an overpass over the Langley Bypass and the tracks on the 196 Street alignment; another on 54 Avenue and a third one on 192 Street. The Mufford and Willowbrook projects will include a high-tech rail crossing information system which uses electronic notice boards to notify drivers travelling on nearby routes of incoming trains so they can re-route to one of the new overpasses and avoid delays.

There are signs of improvement in the local construction industry, based on the latest construction statistics generated for the Township of Langley. The “Township Development Indicators” report for November 2013 shows there may be fewer projects underway than there were a year ago, but those projects are worth more. The new numbers show there were 186 single detached houses built in the first nine months of 2013, a drop of 2.1 per cent from the previous year. There were 171 townhouses built during the same period, down 15.3 per cent. And 360 new apartments have been constructed — 25.2 per cent fewer than the
same period in 2012. Overall, housing starts are down about 17.9 per cent. However, house prices in Langley have risen, with the average single detached home going for $560,800, an increase of 3.5 per cent from a year ago, while townhouses and apartment prices are virtually unchanged, down 0.7 per cent and 1.6 per cent respectively. Overall, building permits in Langley have risen 2.2 per cent, for a combined total of $275.2 million in commercial, industrial and residential starts reported so far this year. The development indicators report is released monthly, “with intent to provide a snapshot of the state of our local economy” the Township website states.
Grant helps Grove company A grant from the federal government will help a Walnut Grove company in their quest to distribute quality educational books by Canadian authors. Langley MP Mark Warawa made the announcement last week (Dec. 16) on behalf of Shelly Glover, the minister of Canadian Heritage and Official Languages. “This investment will help CCI Learning produce, promote and distribute quality educational books by Canadian authors,” said Warawa. “Our government is proud to continue supporting a publisher that produces educational and training books that help people keep pace with technology in order to further their careers and enrich their lives.” The government is providing $166,533 through the Support for Publishers stream of the Canadian Book Fund. The fund’s principal
objective is to ensure access to a diverse range of Canadian-authored books in Canada and abroad. CCI Learning is an information and communications technology company that is committed to meeting the international need for digital skills through the use of appropriate learning methods such as guides, curriculums and certification programs. “CCI Learning is proud to research, develop and publish learning content here in Canada. Watching the world junior hockey championships will be extra special for self-described hockey fanatic Tayler Anderson. That is because the 18-year-old from Langley won the Canadian-wide Bauer and Boston Pizza Design-A-Mask Contest. Anderson won in the 13-to-18year-old category while Quebec’s Myriam Beaupre took the prize in the 12-and-under category. “It is pretty cool that I won,” admitted Anderson. “I was pretty confident in (my design) but you never know.” This was the first time she en-
tered the contest, which has now run 11 consecutive years. The rules were fairly straightforward — the design had to have the Hockey Canada logo and a Team Canada theme. The judging was done based on theme, creativity and the artwork. Being a hockey fan — she is a huge Vancouver Canucks supporter — and an artist, she decided to enter the contest. The idea and design took her a couple of days to come up with, but Anderson said she kept it fairly simple. Hockey Canada sifted through the more than 1,000 entries and

Honda’s contemporary on a dying breed It’s fascinating to watch trends in the auto industry play out over time. Some changes happen quickly, with one manufacturer coming out with a feature, then the rest of the industry following suit. Backup cameras would be a good example of this. Other trends are much slower, changing because of demographic fluctuations. One example of a slow-moving trend is the two-door coupe falling out of favour and its replacement by sedans and crossovers. This trend is greatly affected by baby boomers getting older and buying more for practical reason, rather than styling. In the 1980s, and even the beginning of the 90s, there were plenty of coupes to choose from and they sold well. But where are the Honda Prelude, Toyota Celica, Pontiac Sunfire and Ford Probe coupes? Now gone and many not replaced with newer models. I’m thrilled to report that there are a few coupes still available and one that is worthy of consideration is this new 2014 Honda Accord Coupe V6. Looks The Accord Coupe is based on the all-new Accord sedan that has been selling very well for Honda. In fact, it won the Canadian Car of the Year this year as decided by the Automobile Journalist Association of Canada. Honda has done a good job of updating this big coupe with a more modern twist. Granted, most buyers will get the very good 6-speed automatic transmission with the 3.5L V6, but with 278hp and 252 lb.ft. of torque it will be a very lively car in either configuration. The manual is a joy to use and it is like a throwback to drive a V6 equipped manual car. The 4-cylinder models have 185hp from a direct injection 2.4L engine and either a manual transmission or continuously variable transmission (CVT) for added fuel savings. The CVT is capable of 7.8L/100km in the city and 5.7L on the highway. The

Verdict When I started reviewing cars back in the early 1990s, cars like this were common: a mid-sized sedan with a V6 engine and a manual transmission. I can clearly remember driving a Toyota Camry, Nissan Maxima and Accord equipped this way. While most companies are moving away from this design, Honda is sticking with it for now. Soon Honda will have smaller turbocharged 4-cylinder engines available and this big coupe might too be fitted with something more efficient. If you like the idea of a smart looking car that is well equipped and powerful, you might want to move on an Accord Coupe V6 before it follows the latest trend.
