And dissatisfaction with paying to use the Highway 1 crossing of the Fraser River is greatest among frequent users. Nearly three-quarters of those surveyed who use the bridge once a week or more
oppose the toll, Insights West vice-president Mario Canseco said. “The issue of tolling remains contentious and opposition to the tolls has intensified,” he said. The poll comes as most bridge users face having to pay even more come next week. Half-price discounts for the first year end on Jan. 1, 2014 when the bulk of traffic using the bridge will begin paying the full $3 toll,

16-year-old arrested in murder of Karim Meskine by Kevin Diakiw IT’S A murder that’s
rattled the community and devastated the friends and family of a man brutally beaten to death in New Westminster last week. Surrey’s Karim Meskine was near the 22nd Street SkyTrain station on Dec. 17 when he was approached by a 16-yearold looking to rob him. Then the young thief savagely beat Meskine with a baseball bat, leaving him in a coma. A teen has been arrested for the attack. Meskine, who was 18 at the time of the attack, lived through his 19th birthday last week in hospital and died on Friday, Dec. 20. Friend Gilbert Moore was at Meskine’s bedside when he was taken off life support. “His dad right now is looking for work and the son who was trying to help them is dead. They (the family) are in really bad shape right now,” Moore told CBC News. The École GabrielleRoy student is described by friends as quiet, serene and religious. A Facebook RIP site set up in memory of Meskine indicates how deeply the act of violence has affected the community. “I didn’t know Karim but live in the area and wanted to send my heartfelt sympathy to his family and friends,” wrote Sarah Jones. “Such a tragedy and we know all those that he touched with his life will never be the same.” And Chantal Scharfenberg said, “There are truly no words... just aching and tears.” Sgt. Bari Emam, spokesperson for the Integrated Homicide

Karim Meskine Investigation Team (IHIT), said the killing is a tragedy. “Karim was the innocent victim of an unprovoked attack,” Emam said. “Karim’s family are devastated by this incident and are at a loss for words. This is one of the saddest cases I have been a part of all these years at IHIT.” Meskine’s school friend Kevin Jacinto told CBC News he was a quiet, gentle soul who loved to play soccer and had dreams of being a top player. Perhaps the most memorable quality of Meskine was his ability to put those around him at ease, Jacinto said. “He was quiet, but just his presence, you could feel it, he could make the room a whole lot livelier, and just a happy atmosphere.” A charge of seconddegree murder has been laid against the 16-yearold attacker and there has been an application for him to be dealt with as an adult. A trust fund has been created at TD Canada Trust in Meskine’s name to help pay for funeral expenses. The branch number is 9028 and the account number is 6083916.

AirCare reduces its fees
The fee for 1991 and older vehicles, now at $23, will be reduced by $1 each month. The vehicle emissions testing program is to be scrapped at the end of 2014. The provincial government says the air quality benefits from the program have diminished as vehicle pollution controls improved.

T
he decision by Canada Post to phase out its home delivery service in favour of community mail boxes has some groups up in arms and even shocked by the announcement. But the writing has been on the wall for years. Use of the standard mail process (now unflatteringly nicknamed “snail mail”) has been rapidly declining. The art of the written word has been quickly replaced by the typed – or texted – word. Email, Facebook and Twitter have made the “personal letter” all but obsolete. And more and more utility companies and other billing agencies are turning to electronic invoices and bills. However, Canada Post’s announcement still seems extreme. Rather than completely ending its home delivery system, which caters to about five million homes, a reduction in delivery would seem like a better first step. Why not deliver the mail three times a week, then eventually downgrade to once a week? That way seniors, or others who have mobility difficulties, could still receive their mail at home. The community mail box may sound like a good idea, but if some people can’t get there, then what could be their only line of communication is being cut.

Not all oil comes from oil sands

Canadians should be outraged at cuts
LAST WEEK’S announcement of Canada Post cuts to service was surprising and dramatic. Door-to-door mail delivery is to be cut and thousands of postal carriers will lose their jobs. However, all of the senior management at Canada Post will remain in place. This is such blatant hypocrisy it leaves one breathless. Canadians should be incensed and they should be outraged. But, rather than pointing the finger at retiring baby boomers, as Sandra Steffan does in her letter (The Leader, Dec. 17), our fingers should be squarely pointed at the CEO of Canada Post. In addition to being Canada Post’s Chief Executive Officer, Deepak Chopra is a member of the board of the Conference Board of Canada. It is the “independent” think tank that has been credited with coming up with the planned cuts. I don’t call that “independent.” I call it a conflict of interest.
LETTER WRITER Robbin Yager is right about the Kinder Morgan oil pipeline being 60 years old. In fact, it was built long before the technology was developed to extract the oil from the oil sands. Therefore, how can he claim the oil for the Kinder Morgan pipeline comes from the oil sands? In fact, the oil comes from refineries on the North Saskatchewan River right in the city of Edmonton. One of my sons and his family have a perfect view of a group of oil refineries located across this river from his front yard. How does Mr. Yager expect to replace the existing Kinder Morgan oil pipeline without first twinning this pipeline with an alternative pipeline so as not to interrupt the normal flow of oil to Burnaby and the U.S.? No bridge toll break for truckers by Jeff Nagel THERE WASN’T any
special Christmas present for truckers who use the tolled Port Mann Bridge. Transportation Investment Corp. (TI Corp.) officials have decided against offering any further reform to the tolls to provide a break to big rigs. They had been considering offering truckers a monthly pass similar to the one for regular cars that would give them unlimited use for a flat fee. “There will be no change for trucks,” TI Corp. spokesman Greg Johnson said. Talk of changes came in the fall after New Westminster councillors called for lower Port Mann truck tolls so fewer trucks divert to the free Pattullo Bridge and
congest their streets. Heavy trucks will continue to pay $9 per crossing. Unlike regular vehicles, most of which still have a half price discount on their $3 tolls until Jan. 1, there was no early adoption incentive for trucks. But Johnson noted truckers do have a permanent 50-per-cent toll discount if they use the bridge at night. He said trucks going between Langley and Vancouver are already saving 30 minutes in travel time after the new bridge opened. That time saving has climbed to one hour as the rest of the newly built lanes west of the bridge opened, he said, adding the cost savings from reaching destinations sooner will exceed what they spend on the toll.

sister Carol Kennedy have knitted almost 500 toques and scarves for children at Hjorth Road Elementary, an inner-city Surrey school. “We do it because it makes our Christmas,” says Sandra, an inner city early learning helping teacher. “I noticed there was a need so we started knitting. It is heartwarming when you go to drop them off and the children realize they’re getting them. They’re thrilled.” This year’s delivery of 250 toques and 220 scarves, which have pockets in the end for the children’s hands, tops the 200 items they delivered to Old Yale Road Elementary last year. To knit so many items, the trio—who call themselves Busy Hands, Warm Hearts—knit in their spare time throughout the year. “My mom has already started for next year,” says Ball, who always welcomes donations to buy

metal worker has been honoured by Surrey school trustees for donating his time to help students. Bruce Yantz has volunteered with students in the Foundations Program for the past four years. The Foundations special education program was developed by the Surrey School District to address the needs of at-risk youth aged 16 to 19 who have learning and behaviour challenges. Yantz, a Red Seal Sheet Metal Worker who was formerly an instructor with a successful sheet metal program for at-risk youth, has devoted his time weekly to Foundations students, helping them learn a trade and pursue career opportunities. As well, he has organized industry tours and helped develop program curriculum. “Mr. Yantz has a great passion for helping young people find their path to success,” said board of education chair Shawn Wilson in recognizing the volunteer. “He freely shares his time and expertise and continues to be an integral part of the Foundations Program.”

fitness can be made fun, especially when it is coupled with other healthy choices like eating right. That’s the goal of the 60 Minute Kids’ Club, a fun and engaging online program designed to help get elementary school-aged children active. The 60 Minute Kids’ Club is now looking to expand its community reach by partnering with Black Press. “Our strong commitment to healthy communities is well-served in our partnership with the 60 Minute Kids’ Club” says Randy Blair, president of Black Press’ Lower Mainland and Vancouver Island divisions. “The benefits of active families are so numerous, it will deliver increasingly great news”. “We want to make (children being healthy) even more of a community effort,” says Gillian Thody, Western Canada manager of the 60 Minute Kids’ Club. And that means engaging more parents on the importance of their children making healthy choices, while demonstrating healthy choices themselves. These include physical literacy (playing for at least 60 minutes each day), eating healthy (including five or more vegetables and fruits daily and eliminating sugar and sweetened drinks), and cutting back on computer and TV time (two hours or less). Two 60-day challenges and one 45-day challenge are held throughout the school year, skipping over busy times and holidays.

The first challenge of the year from Oct. 1 to Dec. 1 has wrapped up, with the second challenge set to begin Jan. 15, 2014. Schools across Canada participate at the same time. Schools can sign up for the challenge at www.60minkidsclub. org. Each student logs in and tracks their own progress, receiving points for each log in, which aggregate under their school. This enables organizers to determine the most active kids, grades, schools, districts, regions and provinces across Canada. The 60 Minute Kids’ Club, which is aligned with Canadian Sport for Life, originated in 2009 with Innovative Fitness, a personal training business. At that time 5,000 Kindergarten through Grade 6 students in five schools in B.C., Ontario and Nova Scotia participated in a pilot program which produced encouraging results. In 2012, 70 schools in B.C. were involved and the program has now expanded to Alberta and Manitoba. “We hope this year to engage 100 schools in B.C.,” says Thody. A B.C. Senator and MP are calling for the first Saturday in June to be proclaimed National Health and Fitness Day, to help reverse what they call an “epidemic of obesity” among young people. Senator Nancy Greene Raine introduced a bill in response to statistics that show one out of three Canadian children are overweight or obese, and only 12 per cent get enough physical activity. Canada’s Public Health Agency calculates that health care for obesityrelated cardiovascular and diabetes treatment already costs $7 billion a year. The bill encourages local governments and private organizations to hold community events to promote fitness.

Opportunity to Comment on YVR Add Fare Variance The South Coast British Columbia Transportation Commission, the independent regulator of TransLink, is seeking public comment on TransLink’s recent application to vary the YVR AddFare. Specifically, TransLink wishes to apply the YVR AddFare to DayPasses purchased on Sea Island and single fares purchased with Compass Card Stored Value for trips leaving Sea Island. Customers travelling with monthly passes (and certain other passes) will be exempt from the YVR AddFare. TransLink also intends to exempt airport employees and Burkeville residents. If approved, customers travelling from any of the Sea Island Stations (and beyond) using Stored Value from a Compass Card or a DayPass purchased at a Sea Island Compass Vending Machine or from a Compass Retailer on Sea Island will be charged the YVR AddFare of $2.50, collected as a return fare premium of $5.00 payable at a Sea Island Station. A SUPREME Court of
Canada ruling to strike down Canada’s prostitution laws is being hailed in B.C. as an irrevocable step toward protecting sex trade workers from violent predators. The unanimous 9-0 ruling gives the federal government one year to craft new legislation or else the industry will legally be able to communicate openly, operate brothels and profit from prostitution. “This is a total victory,” Pivot Legal Society staff lawyer Kat Kinch said after the ruling was announced Friday (Dec. 20). “Sex trade workers’ lives can’t be sacrificed at the cost of regulating prostitution.” Kinch predicted it will enable a range of practical safety measures for sex workers, including better screening of customers, spotting by friends or peers, hiring of security guards, and the use of apartments or hotel

n early November, the Amsterdam-based GPS producer TomTom released its 2013 ‘Travel Index’ ranking Vancouver as the most congested city in North America— more congested than Los Angeles, Toronto, and New York, ranked respectively at 2nd, 7th and 9th on TomTom’s ‘top ten’ list. Few commuters stuck in the various well-known choke points in Vancouver —on ramps to the various bridges, for example, or on downtown arteries in rush hour —would dispute this. But, at the same time, those who have also driven in the other abovementioned cities might still question this distinction. TomTom says congestion is getting worse in Vancouver, but, on balance, it doesn’t feel like it. Over the last decade the road and public transit infrastructure improvements made throughout the lower mainland, the BC interior, and the Vancouver to Whistler corridor have made a difference. And they indicate awareness on the part of our legislators, transportation policy experts and planners that infrastructure matters, needs attention and requires ongoing funding. Agreement on securing this funding and allocating it to the various projects is an ongoing challenge and big part of the transportation debate. South of the border transportation experts are also aware … and worried. Writing in the latest Eno Centre for Transportation newsletter, Roger Dow, the President and CEO of the US Travel Association forecasts that: “Without significant investments to improve the performance of the National Highway
System or provide alternative modes of transportation like high-speed rail, American highways will be as congested on a typical day as they are on Labor Day. For example, Labor Day congestion will be the reality on I-95 between Palm Beach and Melbourne, Fla., as soon as 2020, and between New York and Washington, DC, as soon as 2024. For the country that built the transcontinental railroad, federal highway system and once boasted an aviation system that was the envy for the world, this is simply unacceptable. As recently as 10 years ago, Republicans and Democrats worked together to invest in America’s transportation infrastructure. Congressional leaders made highperforming infrastructure a priority to meet demand and grow our economy. But times have changed. Referring to transportation funding, Sen. Jay Rockefeller, (D-W.Va.), said it best earlier this year: ‘We in Congress have simply not done our jobs when it comes to investing for the future.’” Mr. Dow goes on to say that the situation has now “grown so dire,” and the problem of solving it so complex, that it is too expansive for any one state to resolve on its own, too expensive for any one company to fund and too important for any elected representative to relinquish their role. He says the time has come to consider user fees as part of the solution, a reversal of the traditional position taken by the transportation industry. He concludes by exhorting the federal government to “get back in the game and jump-start investments in transportation solutions.” Road users in both Canada and the US don’t like the prospect of road user fees but discussion of this ‘solution’ isn’t about to end any time soon. Quite the contrary.

The owner of Nevada’s BunnyRanch brothel has already said he wants to expand into Canada if allowed. Lowman said he thinks federal Conservatives are more likely to gravitate toward the so-called Nordic model used in Sweden that makes it legal to sell sex but not to buy it, while also criminalizing any third party profiting from the sex trade. “What you have is the ridiculous spectre in countries with that legislation that they can only focus on street prostitution,” he said. “Because what are the police going to do? Set up escort services and massage parlours in order to entrap men. I don’t think that would fly in Canadian law.” That would invite more constitutional challenges, he said, although it may be embraced by feminists who think women’s equality can only be achieved by ending prostitution. “Unlike radical feminists, who treat prostitutes as if they’re infants – a highly paternalistic approach – my position is we need to give women choices, we need to create economic equality.” Lowman said addicted survival sex workers arguably don’t have much choice, but added social programs are what’s needed to help them escape prostitution, or at least be in a position to make that decision. “Ironically, it’s social programs that the Conservatives seem least interested in providing.” Lowman said there’s a good chance the Tories could also opt to let the laws be struck down and let individual municipalities or provinces try to regulate prostitution at a local level, rather than enforce a consistent national approach. That could result in a spectrum of approaches
from city to city, with some attempting various tactics to ban prostitution to those that license and regulate brothels in specific areas, he said. More court challenges would likely ensue, Lowman said. A more constructive approach, he said, would be to follow New Zealand’s model, which legalizes prostitution, subject to regulation, and relies on other criminal laws to control violence, coercion, trafficking and exploitation of children. Lowman said politicians have been told for decades the laws on prostitution don’t work but they refused every chance to enact reforms until the high court finally forced their hand. “This is precisely a situation where the court is justified in telling the government to do its job when the government has consistently refused and over 300 women

The 5’9” 166-pound centre was drafted in the second round (43rd overall) by the Winnipeg Jets in last June’s National Hockey League Entry Draft. Petan is second among WHL scorers with 20 goals and 66 points in 32 games played, and is a teambest plus-25. Last season, Petan tallied 46 goals and added 74 assists in 71 games to tie for the league scoring lead with 120 points. He added another nine goals and 28 points in 21 playoff games. He was invited to the 33-player Hockey Canada Under-20 Summer Camp in August in Lake Placid, New York, playing three exhibition games against Finland, Sweden and the United States. He joined the Winterhawks in September.

Senior Hockey League (WRSHL) first hit the ice at Centennial Arena, league founder and organizer Brian Brown didn’t figure it would expand much past the four teams that took part in the inaugural season. Now, 17 years later, he’s happy to have been wrong. This season the league has 32 teams, 700 players, and four divisions playing out of two cities. “It’s been a real fun journey being a part of this league since its inception. We’ve worked hard to get it to this point,” Brown said. The league is open to players 30 years old and over, and players under 30 are permitted if they are beginners. Each team plays a 21-game schedule – one game per week – that runs from September through February. A year-end tournament is held after the season ends. Brossoit just three starts to tie an East Coast Hockey League (ECHL) record. The netminder from Cloverdale earned his third consecutive shutout Wednesday night, making 28 saves to backstop the Bakersfield Condors to a 4-0 win over the Idaho Steelheads last Wednesday night (Dec. 18) before 3,090 fans in Boise, Idaho. After two shutouts in a pair of previous starts with the Alaska Aces in October, the 20-year-old has tied the ECHL record with three straight shutouts, a standard shared with six other net minders. His league-record tying streak came to an end Friday, when he gave up two goals in a 3-1 loss to the Idaho Steelheads Saturday night. His shutout streak ended at 211:17, just over 25 minutes shy of the ECHL record of 236:03. Brossoit was assigned to the Condors earlier in the day by the NHL’s Edmonton Oilers, after playing seven games with the Oklahoma City Oil Barons where he posted a 3.53 goals against average in seven games played. Brossoit was drafted by the Calgary Flames in the 2011 NHL Entry Draft, and after two games with the Abbotsford Heat of the American Hockey League, he was sent to the Alaska Aces of the ECHL. He played the final six minutes in his ECHL debut, and did not give up a goal. In his two stars with the Aces, he posted a pair of shutout wins before his NHL rights were traded to the Oilers in early November. Ironically, both shutouts with Alaska were against Bakersfield.

ters’ Guild returns to the Surrey Art Gallery with a new exhibition of traditional and contemporary quilts. Visitors will see intricately crafted quilts that incorporate embroidery, appliqué, thread painting, needle punch, beading, use of overlay fabrics, hand painted elements, and hand-dyed fabric. The cultural influences incorporated into many of the works demonstrate the quilters’ knowledge of the history of quilting; other works show innovation and experimentation. The exhibit is on display now and continues to Feb. 9. Themes range from natural images to creative explorations of pattern and complex abstractions. The exhibition features John Weir’s Something Different This Way Comes, a large-scale complex quilt employing New York Beauty, SunCompass, and Solar Wheels blocks along with computer programmed embroidery; and Judy Leslie’s autumn-themed composition Winds of Time, which was awarded Best Quilt of Canada in 2012 at the World Quilt Show.
