Celebrating 10 years of Telehealth Submitted Every day, patients across Interior Health access medical care without ever having to travel to meet with their specialists. This time-saving service is made possible through telehealth, which links patient and health care provider through technology. This month, Interior Health is marking an important milestone – the 10th anniversary of the introduction of Telehealth. On Dec. 15-16, 2003, the first Telehealth videoconference consultations in IH took place when Kelowna-based surgeons from the B.C. Thoracic Surgery Program linked with patients in Cranbrook and Trail to conduct initial surgical assessments and post-operative follow ups. Thoracic surgery is treatment for serious illness of the lung or throat. In the decade since, nearly 11,300 thoracic patients have received telehealth care at 54 different hospitals and health care sites, saving patients more than 8.4 million kilometres in travel to appointments – the equivalent of 211 trips around the world. The program has reached beyond Interior Health to patients in communities throughout B.C., including approximately 2,500 from Northern Health. “Telehealth technology helps ensure that patients have access to high-quality health care services they need without travelling hundreds of kilometres to access specialist services,” says Health Minister Terry Lake. “For patients and families who live outside major centres, this program can make a big difference by supporting faster diagnoses and better health outcomes.” Interior Health is a telehealth leader and was an early adopter of the technology. IH offers telehealth in three ways: through direct patient consultation via videoconferencing, the upload of photographs to a health authority-wide system, or through Home Health monitoring,
where patients “check in” from their homes. Since its introduction, the telehealth program has grown to include more than 20 different medical fields, with nearly 55,000 patient uses per year throughout Interior Health. This includes everything from surgical consults, to wound treatment, to renal care. “Telehealth technology has changed the way Interior Health is able to deliver health care, and its use continues to grow,” says Interior Health Board Chair Norman Embree. “Today, 30 per cent of all thoracic practice in Interior Health is performed via telehealth. I’m proud to say that this success has been recognized across the province. In fact, the tele-thoracic program was recognized in 2009 with a HEABC Top Innovator Gold Apple Award.” Dr. Michael Humer of Kelowna was one of the thoracic surgeons who, along with his colleague Dr. Bill Nelems, performed the first telehealth consultations a decade ago. Dr. Humer says telehealth supports patients and physicians in their own communities and streamlines patient care when they come for surgery in
Kelowna. “We are excited to celebrate 10 years of the tele-thoracic program. Providing prompt access to thoracic surgical consultations for rural patients in remote communities is one of the best things we do,” says Dr. Humer. “We are able to perform scheduled consultations, but we are also able to assess patients who need urgent or emergency care. In the past, they would have only been able to access that care by physically travelling to see a physician. To now have the ability to reach us virtually is what’s best for the patient, no matter where they live.” Patients are able to reach beyond Interior Health, as well. For instance, patients with high-risk pregnancies are able to consult with physicians at B.C. Children’s and Women’s Hospital in Vancouver via teleultrasounds. “Telehealth is a true patient-centric service. It reduces the patients’ burden of travel and helps to equalize their access to specialty and other health care services,” says Mal Griffin, Chief Information Officer for Interior Health. “Health professionals benefit, as well.
Telehealth improves access to continuing medical education and to a second opinion when one is needed. This helps reduce the isolation of health care professionals working in rural and remote communities.” Telehealth is also an environmentally friendly way of providing service. The telethoracic service alone has helped reduce greenhouse gas emissions by approximately 2,160 tonnes of carbon dioxide, which is akin to taking about 450 vehicles off the road.

New to the team are Katie Young and Todd Larsen. Todd is the new Program Manager with EKIPC. He recently completed a Master’s of Science degree in Agriculture, with research focusing on the biology, ecological impacts, and man-
agement options of Japanese Knotweed in Nova Scotia. Before joining EKIPC in September Todd worked as an invasive species ecologist with Dalhousie University, where he conducted research and reported the findings at various meetings, conferences, and in the media. Prior to completing his schooling, Todd lived in the Kootenays where he ran a ski school and was the owner/operator of a landscaping business in Rossland. Todd works from his home office in Kimberley and is eager to work with the EKIPC board and staff to run a sustainable and effective invasive species council. Katie Young is the new Field Operations Co-ordinator. She joined EKIPC last June and has just completed her first successful summer with EKIPC. Katie is a recent graduate from Thompson Rivers University in

Kamloops with a degree in Natural Resource and Conservation Science and loves her new work with EKIPC. She has moved to Fernie and is looking forward to spending her free time on the ski hill or the mountain trails in the area. This summer saw the first Aquatic based program, managed by Sue Crowley for EKIPC. The Ministry of Forests, Lands and Natural Resource Operations provided contract funding to conduct watercraft inspections and public education regarding aquatic invasive species. The objective was to increase public awareness and communication about this issue and engage partner groups with activities in the East Kootenay. Between August 9 and September 8, 2013, over 675 individual contacts were made with boaters and recreationalists at ten lakes
in the East Kootenay’s, and/or at public or special events during this timeframe. The EKIPC council is made up of representatives from Ministry of Agriculture and Lands, Regional District of East Kootenay, Ministry of Transportation and Infrastructure, Kootenay Livestock Association, Ministry of Forests, Lands and Natural Resource Operations, Teck Coal, Parks Canada and the Rocky Mountain Natural Resource Society. A new website for the council is nearing a launch in January 2014. The refreshed site will contain educational information, how to report invasive plant problems and council contact information. Lottery Corporation, Gillespie says he is pleased to have been able to contribute to the enhancement of health services for Interior residents. “Interior Health is the most important organization in the Interior dealing with people’s health. Everybody has a stake in how health care is provided,” says Gillespie. “I am proud of what Interior Health has accomplished in the last six years, and I look forward to seeing further advancements in the years to come.” Interior Health’s Board consists of nine Directors appointed by the Minister of Health through a process established by the government’s Board Resourcing and Development Office. New appointments to the Interior Health Board are expected to be made in early 2014.

The holiday season is here and it is nice to sit in a cozy home with friends and family to feast and laugh. At one point, however, you might get the urge to venture outdoors to walk off that turkey dinner or just to get some fresh air. Why not participate in the Christmas Bird Count this year? Each year around Christmas, bird watchers across North America, Latin America and the Caribbean take an informal head count of the birds in their neighbourhood. This year, the dates for the count are December 27 in the Creston Valley, December 28 in Cranbrook, December 29 in Elkford and January 4 in Kimberley. For more information on the individual counts, you can go to the website of the British Columbia Field Ornithologists at http://bcfo.ca/british-columbiachristmas-bird-counts/. Birds that have stuck around for the cold season are now foraging for food to sustain them. The frozen and snow covered ground makes it extremely difficult for them to get the enough calories to keep their bodies warm during the cold months. You can help out - and get some friendly visitors to your yard in return - by offering up some food. Sunflower seeds and peanuts both have a high fat content and can easily provide the extra calories and most birds in our area enjoy them. Suet is another good way of ensuring wintering birds get the fat content they need. Commonly sold in the shape of cakes, balls or bells, suet is a mix of fat, bird seed and nuts and can easily be hung almost anywhere. New this year at the garden centre is a product that provides a unique kind of delicious nutrition for your winged friends. These all-natural bird treats contain premium seeds, dried fruits, hearty nuts and protein-rich, pesticide-free worms and insects to attract a greater variety of wild birds. They are available as toppings for your regular bird seed or special suet cakes. Like other animals, birds also need a good source of water to stay properly hydrated and you can make your yard more attractive by providing a bowl with fresh water near the feeder or put the food close to a constant fresh water source such as open water in a pond. Chickadees are the most commonly recognized birds in our yards and can easily be identified by their call. Many people have heard their "chickadee-dee-dee" being called from the trees. Chickadees prefers wooded areas, but they are also quite content in backyard hedges and birdhouses that can protect them from the elements. They enjoy a diet of black oil sunflower seed and are voracious eaters of insects – a very good reason to keep them around your yard and garden. Woodpeckers frequent a wide variety of habitats and their nests are commonly situated in deciduous trees including aspen, birch, and maples. A woodpecker’s diet includes fruit, nuts, corn, ants, tent caterpillars, grasshoppers and many kinds of flying insects. They change their diet according to what food sources are most abundant and forage in the air, on the ground, and in trees. They often poke into crevices and chip at the bark of trees, searching for insects, but not “eating” wood. The favourite winter foods of the nuthatch are black oil sunflower, suet, sunflower chips and skinless peanuts. In summer, their diet consists mainly of insects, including caterpillars, ants, and other pests. During the cold months, nuthatches will often forage together with other birds in a group known as a foraging guild. They will occasionally feed on the ground, and readily visit feeding stations. Nuthatches are distinctive when seeking food, because they are able to descend tree trunks head-first and can hang upside-down beneath twigs and branches. Till next time… happy bird watching! The big idea for 2013 comes from a different kind of union contract by Tom Fletcher B.C. Views One of Canada’s great entrepreneurial success stories in recent years is WestJet, the Calgary-based airline that is expanding across the country and taking on European routes. Clive Beddoe, the founding CEO of Westjet, was famous for helping the cabin crew tidy up the plane before getting off a flight. And the company is also known for its profit-sharing program, with all employees referred to as “owners” who have a stake in the success
of the operation. I thought of this management approach when news emerged that the B.C. government was offering public service unions a new kind of contract, with a five-year term and wage increases tied to improved economic growth. The surprising thing is that unions are accepting the idea, even though provincial growth must exceed the government’s independent economic forecast council projections before it can take effect in a given year. The generally non-militant Health
Sciences Association was the first to recommend acceptance of a five-year agreement with only 5.5 per cent raises guaranteed. Then they were joined by negotiators for 51,000 health and social services employees, represented by the B.C. Government Employees’ Union and other unions that have long been adversaries of the B.C. Liberals. John Fryer, negotiator for the BCGEU going back to the epic battles with Social Credit governments and now a professor at University of Victoria, wasn’t impressed when he heard the news.
“These deals reflect what happens when public sector unions back the losing party in a provincial election,” he said. “Union bargaining power takes a trip down the pooper.” I think there’s more than that going on. Perhaps today’s union leadership is beginning to accept that its wage, benefit and pension arrangements look pretty good compared to the harsh reality of private businesses competing in a global economy. I asked Premier Christy Clark if this new approach is inspired by privatesector profit sharing.
She agreed that is the model. “I think that’s a great principle for all of us to work from,” Clark said. “Until now, the growth of public sector wages has been completely insulated from changes in the private sector. And this is the first time we’ve ever been able to successfully link those two things. At this point it’s still a small increment wage growth, but it’s a big change, and I hope we can continue to build on it.” From an employee perspective, it is indeed modest. If real gross domestic product increases one per cent
beyond the independent forecast used in the provincial budget, employees get an additional half of one per cent raise for that year. Contrast this labour relations development with what’s happening on the federal scene. A classic confrontation is brewing between the Harper government and the Public Service Alliance of Canada. A key dispute is over sick days, which the government estimates are averaging 18 a year. PSAC currently has 15 “bankable” sick days a year, which the union president refers to as a “negotiated right.” It takes me back to
my first union job, where I was warned never to take just one sick day. We negotiated for two at a time, so always take two, the union rep told me. Implicit in this is the mindset that employees should give as little and take as much as possible. Looking through my files each December for the B.C. story of the year, I consider what is likely to matter five or 10 years from now. This partnership approach to building the provincial economy is my pick for 2013.

There was some Christmas magic in the air at the last Dynamiters home game! Wildstone Golf Course was the game night sponsor on Saturday December 14th and hosted a “Chip to Win” event during the first intermission. Two lucky fans were chosen to take to the ice and chip tennis balls towards a golf flag with the person chipping closest to the pin taking home a set of free golf passes. Contestants were also challenged that if they did the almost impossible and land their ball directly on the flagged face off dot they would win a Free 2014 Seasons Pass to the highly acclaimed local gem Wildstone Golf Course valued at $1,500. Skiing for New Year’s Eve Submitted If you are looking for one of the best ways possible to ring in the New Year, look no further than the loal slopes. The Kimberley Nordic Club and Nordic Racers are proud to be partnering up again this holiday season to offer the New Year’s Eve Candlelight Ski. The event has become a very popular way for family and friends to gather as they ski the beautiful trails of the Kimberley Nordic Centre with 3 kms lit with torches and can-
dles. Last year over 500 people attended the event and it certainly proved to be a crowd pleaser. Skiers enjoyed the amenities that the lodge has to offer by enjoying appies, treats and hot beverages after their ski. As well the Nordic trails offer a fantastic view of the firework display that takes place at the Ski Hill. The Candlelight Ski takes place between 7 and 10 p.m. on Tuesday, December 31 at the Kimberley Nordic Centre. All ages are welcome and encour-
aged to participate. Admission is by donation (cash,appies/ treats) with proceeds supporting the KNC junior ski programs. Tin Cans - all tin food and beverage cans can be recycled. They must be rinsed out. Labels can be left on if they are difficult to remove. Styrofoam - Even though Styrofoam is marked with a #6, it is NOT recyclable in our program. It should go in the garbage if it can’t be reused. Plastics - all plastics with the triangular recycling symbol and the number between 1 and 6 (except Styrofoam) can be recycled in the yellow bins or Invermere’s blue bag program. They must be clean and every piece of plastic must be numbered. Plastics Not Accepted: • #7 plastics, dirty plastics, plastics with no number. They go in the garbage if they can’t be reused.
On December 25th alone, over 30 million bags of garbage will be thrown out of Canadian households. Please recycle.

Tragic ending for missing Pincher Creek man By Joni MacFarlane Editor
Pincher Creek RCMP announced that the body of missing Pincher Creek resident Taylor Elliott was found on the morning of Tuesday, Dec. 17. RCMP said the deceased was located near his residence and no foul play was suspected. Elliott had been missing since 4:30 a.m. on Dec. 1 and after the official Search & Rescue
effort was called off, volunteers and private individuals from the surrounding communities went out daily combing the area. Search coordinator Rod Sinclair told the Free Press earlier that the weather had been against them since the beginning of the manhunt. A private helicopter joined the search for two hours on Dec. 12 but had to be shut down because of high winds. Elliott disappeared on foot without a trace in the early

With the passing of a calendar year, it’s customary to look back on the highlights that topped the news. Here’s a recap of the top stories of 2013 from the Crowsnest Pass.
JANUARY The year started with an announcement by Riversdale Resources that they bought 35,000 acres of land north of Blairmore. The sale worth $24 million takes control of the Grassy Mountain mine, estimated at 30 million tonnes of metallurgical coal. Ranchland MD is caught off guard by the sale and by the municipality’s plans to annex the area. Investors initiate foreclosure proceedings on a 24-acre parcel of land at Crowsnest Lake, formerly owned by Bridgegate Financial Corporation. Taxes over $90,000 remain unpaid to the municipality.
FEBRUARY A sale and construction agreement is signed between construction company Medican General Contractors and the municipality for the former Crowsnest Centre site. Hotel management consultant Chris Vachon is introduced into the project which proposes a hotel and tourism amenities development. The municipality’s new brand is launched at a series of presentations to municipal employees, the media and the public. The logo – a combination of five interlinked triangles in shades of blue, green and ivory – and new entrance signs continue to generate discussion and debate. Ranchland MD flatly refuses a request from the Crowsnest Pass for annexation of land owned by Riversdale Resources and Elan Coal. The request also asks for $200,000 per year for five years from Ranchland, or until the Pass receive revenues that would pay for servicing the area. This is regarded by Ranchland as subsidizing the Crowsnest Pass and is strongly opposed to by their ratepayers.
Council approves a master fire plan that closes the Hillcrest fire station. Hillcrest was deemed to have the lowest number of calls and an aging building. The plan says four halls could provide adequate fire protection and the closure would save almost $50,000 per year. The province appoints Russell Farmer & Associates Consulting Ltd. to conduct an inspection of the management, administration, and operations of the municipality. The inspection is in response to a petition, organized by the Crowsnest Pass Ratepayers Association.
APRIL Cat owners are mandated to license their pets with the introduction of a revised Animal Control bylaw. The bylaw also prohibits wildlife attractants such as bird feeders at certain times of the year, and increased fees for infractions. Best Canadian Motor Inns (BCMI) announces reconstruction of its Blairmore property devastated by fire in November 2011. Plans include a redesigned interior and exterior with added square footage including a conference room and restaurant. Opposition grows to the province’s South Saskatchewan Land Use plan by motorized backcountry trail users who say restricted access will have a detrimental effect on recreational opportunities and the region’s tourism economy. Organizations such as the Crowsnest Pass Quad Squad believe levying fees on registered motor
MAY
A provincially-funded study begins to look at service sharing opportunities with neighbouring communities. Crowsnest Pass, Cowley, the Town of Pincher Creek and the MD of Pincher Creek consider five areas for shared services: Animal Control, Solid Waste/Recycling, Recreation Facilities/ Programming, Public Transportation, and Protective Services/Enforcement. Discussions begin between the municipality and Bellevue Seniors to negotiate the sale of the building to them. The group was asked to relocate to the MDM but didn’t believe that location would work for them. The municipality believes the building is unsafe and requires significant funds to repair it.
JUNE During the evening hours of June 19 and morning hours of June 20, up to 120mm of rain fell resulting in one of the province’s worst flooding incidents in memory. The already swollen Lyons Creek spilled over flooding homes and businesses in Blairmore’s east end. Extensive damage occurred to municipal roads and infrastructure as well as the backcountry trail systems. Cont. on Page 6...

Wishes for a final journey
When I was 13, my oldest brother was a hippie. It being the 70’s, this wasn’t unusual. Being older, he was automatically wiser, more exciting and way cooler than anyone else I knew. This too wasn’t unusual – my early adolescent standards had little to go on. Youth in those days departed the nest immediately, whether they had somewhere to go or not. And so, upon graduation from high school, Peter slung a backpack over his shoulder, kissed my mother goodbye and left for faraway lands and adventures. His journeys took him to Middle Eastern countries such as Afghanistan and Turkey, and to the islands of Greece, where later hints suggested a romance memorable by images of sun bleached houses dotting hillsides above the white sands of the Mediterranean. But that may just have been my girlish imagination embellishing whispered conversations overheard late at night. When he returned from these trips, he showered trinkets on those of us left behind - strange and exotic gifts that seemed reflective of the mysteries I had conferred upon him. He had left my childish world and entered one that in my imagination lent him a worldly allure and greater powers that only someone who had seen and travelled in strange and exotic lands could have. The small gifts and tourist tokens captivated me as much as the strange and beautiful places he’d seen. I silently marveled at it all. As I grew older, his journeys continued and although they grew closer to home, they never diminished his mystique. A winter in a mining town in the Canadian north was no less fascinating to me than a pilgrimage to the Ganges. Visions of rough, unshaven men gambling their wages in backroom poker games and excursions to taverns in the bush swirled through my imagination and took on a romantic hue fueled by movies far beyond my years. In my tender youth, these stories were strange and endlessly fascinating. Peter’s world was no more real to me than the books I buried myself in. After a time, a country came between us. With me at one end and Peter near the other, our familiarity never had a chance to grow and the wonderment I had from those early gifts and tales of exotic faraway lands never lost their luster. During my early years in the west, he would call, faithfully filling a paternal role he believed was his. Never pushy or intrusive, these calls came as a surprise to me, but a wonderful one – that he would take time to make sure his youngest sister was struggling to find her place in the world. Over the years the calls became less frequent, but we continued to check in with each other regularly. I didn’t know the daily details of his life, nor he mine, but there was always that inevitable bond that connects siblings. Even though face-to-face visits were infrequent, Peter remained a rock – faithful to his family, his friends and most important, his values. He was the wise one, the kind one. And his caring carried across the miles towards me like the current through the telephone lines. The bond between siblings is unlike any other. The memories of a shared childhood are as unique as their shared DNA. No one else can know quite like them what that childhood was. Their joys and their grievances, their celebrations, triumphs and losses are understood as only those who shared them in childhood can understand. I’m more grateful than ever before for the love and support I get from my siblings treasured all the more for its fragility. Peter’s final journey came much too soon. We will miss him, mourn his loss and treasure his memory. And I like to hope that just as his journeys to those faraway lands gave him so much joy, this journey too is as wonderful and magical as any he may have hoped for. JLM
Letters Dear Editor, The Crowsnest Pass is a wonderful place regardless of economics, politics and all else. The natural appeal of a valley in the mountains with rivers running through it, forest touching the little towns and turn of last century buildings cannot be denied. An amazed tourist told me that this is a place that time passed by. If people wish to buy real estate in Alberta’s mountains, the Pass is the best choice. North of us in the Parks, you can lease a place but not buy it. In Canmore, you may purchase land but living on it will be no different than living in the city. Every town within an hour’s drive from Calgary is turning into a tiny Calgary itself. Peo-
ple who truly wish to live in a little town atmosphere that is not too far from Calgary will automatically be drawn to the Pass. Here they can choose one of the little towns that appeal to them, but first they must know about it. There is a huge group of people out there who naturally would be interested in the little heaven in the mountains which we call the Pass. The “baby boomers” are now retiring. Many have homes they can sell for a good price and then get good pensions. A percentage of them are tired of city life, traffic jams, crowded malls and a high crime rate. All they need is a spark that will kindle an interest to drive two hours south and see a
perfect retirement place. Quaint little towns nestled in mountains, near prairie, close to B.C.s natural beauty, yet in Alberta’s low tax country. For us the most important thing is to increase our population. More people would mean less taxes per individual, new businesses will open and all of our wonderful amenities and programs fully used. I think that all of us, Council and Chamber of Commerce included, must make constant efforts to advertise what we enjoy and like to share. We should include in our day-to-day activities an effort to bring more people in. Our safety and future prosperity depends on it. Avner Perl

A letter from bowlers is presented to council to consider purchasing the bowling facility.
JULY Long-time MP for Crowsnest Pass, Ted Menzies, announces his retirement from federal politics. Menzies represents the Macleod riding that was hardest hit by flooding and says it’s important for him to be in the community more often.
A proposed hotel deal falls flat after Medican General Contractors pull out. Council is told the problem revolved around getting investors while working on franchise approval. The municipality pays $50,000 to consultant Chris Vachon to retain the rights to a Best Western franchise. Demolition of the site is approved Council votes to proceed with the annexation of 870-quarter sections in Ranchland MD. A formal Notice of Intent is submitted to stakeholders such as the MD, the province, school boards and other affected parties.
AUGUST A second coal mining company expresses interest in coal deposits in Crowsnest Pass. Altitude Resources signs an exploration and option agreement with Elan Coal that gives them the option to acquire working interests in Elan’s coal leases and to conduct exploration activities.

In response to Crowsnest Pass’s intention to annex about one-third of Ranchland, the MD council prepares to oppose the move. The Crowsnest Pass Promoter is closed after 40 years in the community. Sun Media officials say the decision to shut down the newspaper is due to the changing media landscape and market conditions.
SEPTEMBER Fifteen candidates for the position of councillor and three candidates for mayor step forward. These include the incumbent mayor and four incumbent councillors. Results of a municipal inspection are presented to the public including 87 recommendations on a wide range of issues. No mismanagement by municipal administration was found, but the report highlights ongoing human resource issues among municipal employees. A level of fear and animosity within the community is also cited and consultants say it’s important to work towards resolution. Demolition of the former Crowsnest Centre begins. The cost, including backfill, is about $700,000.
OCTOBER Residents go to the polls and elect an entirely new slate of council members. Newcomer Blair Painter receives an overwhelming 77% of the vote for Mayor. Bucking the trend, the Crowsnest Pass Free Press begins a weekly community newspaper. The move is in response to the recent closure of another paper and gets resounding support from the community.
NOVEMBER The final round of public consultation begins on the province’s South Saskatchewan Land Use plan. While details are not yet released, officials say the draft plan aims to strike a balance between numerous competing interests.

An early winter snow storm closes Highway 3 at the west end of the municipality on Nov. 19. Less than two weeks later, the Highway is closed for a second time after severe winds and heavy snow wrecked havoc across southern Alberta. In the wake of MP Ted Menzies announcement not to seek re-election, four candidates step forward for nomination to the Conservative Party in the Macleod riding. A by-election must be held within 180 days of Nov. 9.
DECEMBER The municipality and province grapple with repairs to roads, backcountry trails and other infrastructures damaged in June’s flooding event. Although the province has committed funds for the repairs, some fear further damage may occur next spring if work is not done immediately. Riversdale Resources begins drilling at their Grassy Mountain Mine project, north of Crowsnest Pass, to determine the quality of coal. After determining quality, the company will start geo-technical drilling to understand the shape of the coal deposit. Altitude Resources presents their plan to begin mining operations north of Crowsnest Pass. The company says the province’s new land use plan may significantly impact mining in southern Alberta.

Wolfstone developer asks for council’s help By Joni MacFarlane Editor Wolfgang Wendrich, owner of the Wolfstone and RV Subdivisions, appeared before council on Dec. 3 requesting assistance for completion of a project now eight years old. The development includes an RV lot as well as lots for private homes on land adjacent to Crowsnest Mountain Resort in west Coleman. The subdivision has become bogged down in legal issues between the developer and the municipality and multiple development extensions have been given. In August 2013, the municipality issued a Stop Order for non-compliance of a 2005 development agreement. The Subdivision and Development Appeal Board found that the Stop Order was issued correctly but extended the time frame to complete the development by 20 months, up to July 31, 2015. In a letter read to council, Wolfstone lot owner Daniel Gratton asked, “Why are we waiting 8 years?” Gratton questioned whether there was enough water for both the subdivision and a new RV subdivision. He said lot owners were also concerned why application to Alberta Environment has not been made for a water licence or wastewater disposal. “The question becomes why does the
municipality continue to issue extensions on the Wolfstone subdivision?” Gratton wrote. “We are now into our 8th year and with the 20 month extension it will be 10 years.” He requested that the 20-month extension be cancelled and that property taxes be waived, “since the subdivision is not habitable”. In a report from Russell Farmer & Associates Consulting Ltd. completed in response to a municipal inspection, one of the recommendations was that the municipality come up with a plan to deal with Wolfstone’s developer and determine what the municipality should do to address lot owners’ concerns. Wendrich told council that in fact he had applied for a water licence from Alberta Environment but that the municipal consent required has not been given. He’s been asking for a letter since July, he added. Since consent was not received within 31 days, Alberta Environment closed the file. Wendrich and an engineer brought to council both said the plant has been designed to supply potable water for the entire RV subdivision, private homes on the site, and the Wolfstone subdivision. Further, as soon as approval is given, they are ready to start construction. Neither subdivision is finished, said Wendrich, but his plan is to subdivide
the RV property in order to raise funds to complete the private home subdivision. He has been awaiting approval of the development agreement since August 2011 and the Wolfstone agreement since 2010. A number of requests were made to council. These included: approval of a draft development agreement for the RV subdivision; designation of a municipal officer other than the outgoing Chief Administrative Officer (CAO) to assist with completion of the RV subdivision development agreement; formation of a delegation including a council member and administrative representative other than the outgoing CAO to work on the necessary actions to be taken to complete Wolfstone in 2014; approval of a change to the land use bylaw for the RV sites; access to all information supplied to council in past meetings with the CAO; inclusion in any further meetings between administration and council regarding these subdivisions. “The RV subdivision is the tool to raise funds to complete Wolfstone,” he said. A positive decision regarding the RV development agreement would be a big step on the way to the completion of Wolfstone in 2014, he added, “and to secure the future existence and further development of Crowsnest Pass”.

Phone foolery On Dec. 4 at 10 a.m., police received a complaint of a missing cell phone about a month ago in Blairmore. The complainant took the necessary steps to lock the phone from further use and later received a call from someone advising they have bought the phone off Kiiji and requested it be unlocked. The matter is under investigation. Do you know where your grand-kids are? On Dec. 6 at 1:45 p.m., police received a complaint from a Sparwood resident who had received a phone call from someone posing as their grand-daughter asking for money for a lawyer after a car collision. The grand-parent attended a Coleman business and wired over $2,000 to the number that was given. It was later discovered that this was a scam when the grand-parent spoke to her grand-daughter who advised she wasn’t in trouble and hadn’t called. Texting trouble On Dec. 5 at 1:50 a.m., police received a complaint from a Lundbreck resident of harassment via texting and emails. The matter is under investigation. Keyed On Dec. 5 at 5:55 p.m., police received a complaint of mischief to a vehicle parked on 19 Ave. in Coleman. The vehicle was scratched with a sharp object on the driver’s side of the vehicle. The suspect has been identified and the matter is under investigation.
No papers I On Dec. 7 at 4:30 p.m., police stopped a vehicle at a check-stop on Highway 3 near the Burmis Weigh Scales. A 24-year-old female from Lethbridge could not provide insurance papers and was charged with Failing to Produce Insurance.
On Dec. 11, police received a complaint of a hit and run to a 2008 blue Mercedes parked on 20th Ave. Blairmore. The incident occurred the previous morning.
No papers II On Dec. 7 at 5:45 p.m., police stopped a vehicle at a check-stop on Highway 3 near the Burmis Weigh Scales. A 33-yearold male from Calgary could not provide insurance papers and was charged with Failing to Produce Insurance.
Suspended redux On Dec. 15 at 2:15 a.m., police observed a traffic infraction in Blairmore. The vehicle was stopped and it was discovered the 29-year-old male from Lethbridge was suspended from driving. He was charged with Driving While Suspended and a court date of Feb. 2 was set. He was also issued a violation ticket for failure to stop at a stop sign. His vehicle was seized for 30 days.
Horsing around On Dec. 7 at 9:35 p.m., police received a complaint of a missing horse from the Hillcrest area. The complainant, from Fort Macleod, later called to report the horse had jumped the fence and was located on the neighbour’s property.
Skidoo central On Dec. 15 at 1:30 p.m., police received a complaint of a snowmobile driving on 22nd Ave. Blairmore. People are reminded that under municipal bylaws, operation of an Off-Highway vehicle is not permitted.
A friend in need On Dec. 8 at 5 p.m., police received a complaint from a Blairmore resident that he had lent his 2005 Toyota Tacoma to a friend who had failed to return it. The vehicle was later located stuck in a snow bank on 20th Ave. Blairmore. The operator of the vehicle was located inside a local restaurant with an odour of liquor on his breath. A 59-year-old male from Blairmore was charged with impaired driving. A court date of Jan. 21 was set.
Another brick in the wall On Dec. 16 at 6:15 a.m., police received a complaint of construction noise in Coleman. A construction crew had started machinery but had not started working. People are reminded that under municipal bylaws, construction cannot start before 7 a.m. and must end by 11 p.m.
No papers III On Dec. 8 at 12:30 p.m., police observed a vehicle speeding on Highway 3 in Coleman. The vehicle was stopped and the driver, a 29-year-old female from Calgary, had an expired insurance slip. She was charged with Failing to Product Insurance. Impaired On Dec. 17 at 8:55 p.m., police received a complaint of a possible impaired driver on Highway 22 near Highway 520. It was reported that the vehicle was in the ditch and the driver was possibly impaired. Police located the vehicle and a 44-year-old male from Calgary was arrested for Care and Control of a Motor Vehicle While Impaired. A court date of Feb. 18 was set. Blowin’ in the wind During the weekend of Dec. 15 and 16, along Highway 22 in the 10 to 15 km area north of Highway 3, numerous commercial and personal vehicles ended up in the ditch due to high winds. No injuries were reported. On Dec. 17, in Pincher Creek Provincial Court, a 27-year-old male from Crowsnest Pass was fined $1,500 under the Provincial Wildlife Act for hunting (turkey) in closed season. A 28-year-old male from Pincher Creek was fined $500 for also hunting (turkey) in closed season

Opening track meet nets results By Ritch Braun Submitted Passtrak’s first track meet of the indoor season was hosted by the University of Calgary Dino’s on Dec. 14. Five Passtrak athletes attended and took part in 12 events. Mosese Ratudradra ran three races in the 10-yearold boy’s category. He placed eighth in the 800m, eighth in the 150m and fifth in the 60m in 10.99 seconds a mere 4/100’s of a second off his personal best. Tim Jorgensen ran in the 11-year-old boy’s category where he finished seventh in the 60m in 9.55 seconds and sixth in the 150m in 23.86 seconds. This was Tim’s first official indoor competition so he set new personal bests in both races. Zion Ratudradra ran two races in the 13-year-old
boy’s age group. He finished 12th in the 150m in 23.37 seconds and fifth in the 800m in 2:52.97. Alisi Ratudradra competed in the girl’s 14-year-old division. She placed sixth in the 60m hurdles in 10.58 seconds just 5/100’s of a second from a life time best. She then ran the 200m in 29.19 seconds for fourth place and also finished fourth in the 60m in 8.64 seconds only 9/100’s of a second from her current Personal Best. Tate Kenny is a newcomer to Passtrak and this was his first official competition. He placed seventh in the 800m in the 15-year-old boy’s age group. His time was 2:53.55. He then finished sixth in the 200m in 29.22 seconds. The next competition for Passtrak is scheduled for Jan. 4 also in Calgary.

Perfect Nachos for New Year’s Eve An unsatisfying visit to a franchise restaurant, and the expectation of the New Year’s Eve celebration, has compelled me to write this column on nachos. With fierce competition in the restaurant industry, it surprises me that there are any menu options that lack flavour, let alone something as simple as nachos. For approximately ten dollars (plus the cost of adding chicken or beef) I was presented with a mediocre sized plate of bland nachos. The presentation was great as it offered many colours to please the eye, but flavour was very scarce. There was nothing special about them. One would like to assume that restaurant owners/managers actually taste their wares and make efforts to offer the most superior product within their means and food cost budget. Flavour comes from a variety of ingredients that will produce a complex complimentary taste in the final product. First, let’s discuss seasoning. The chips weren’t even seasoned – not even a light dusting of salt. This gave the impression that the nachos were made with pieces of crispy cardboard. The so-called “spicy chicken” that accompanied the toppings was even bland. Seasoning is very crucial. For example, if one was consuming tomato slices, chances are they would be lightly seasoned with salt and pepper to help enhance the natural tomato flavour. When preparing nachos for the crowd at New Year’s Eve, make sure to use a number of toppings to add depth of flavour. I recommend starting with salted tortilla chips that are thick enough to support a number of toppings and inhibit sogginess. Rather than placing all of the ingredients on top the nachos, build three or four layers of chips, cheese, and toppings. This ensures that toppings are in abundance throughout the dish, and no one is left with plain chips once the top has been consumed. One can use an array of ingredients, but I recommend the following: aged cheddar cheese, beef or chicken cooked with blackening spice or taco seasoning, fresh diced tomatoes, sliced black olives, green onions, and jalapenos. Furthermore season each layer with a sprinkling of salt, pepper, and chili powder. The additional seasoning will guarantee the full taste of the toppings will be prominent. Make a habit of being selective with ingredients in any recipe you prepare and you will have a more superior tasting product. For example, instead of using mild cheddar cheese, use extra-old aged cheddar – the taste will be more prevalent throughout. For the other topping suggestions, make sure you use “fresh” whenever possible. Serve with side dishes of sour cream, fresh salsa, and homemade guacamole for the perfect accompaniments and you will have everybody raving about your celebratory fare. All the best to you in 2014! When I was a teenager, it was considered daring to order these fiery green rings on nachos, and downing three or four slices was a feat in itself. I won’t reveal how long ago that was, but the demand for these peppers have grown considerably over the years. Through some investigation, I learned that in many instances they are now cultivated to be milder. This is done to expand the appeal of this pepper to a larger consumer market and thus increase sales even further.
