Deciding factor The National Energy Board’s recommendation to approve the Enbridge Northern Gateway oil pipeline project was not unexpected. However, it is by no means the end to this debate. In fact, the decision is likely to create a more unified opposition than already exists. First Nations, environmentalists and other concerned citizens have already condemned the energy board’s decision, despite the fact the organization included 209 conditions to its report. And it’s not just groups or individuals whose communities will be directly affected by the proposed oil pipeline that are voicing their concerns. Protests have occurred throughout the province, including Nelson and other areas in the Kootenays. Opposition appears to be everywhere. The project still needs the approval of the federal government in order to proceed, and even then, the debate will rage on. First Nations groups have already indicated that they will take the fight to the courts — a battle that could last for years. Enbridge’s vision to create twin pipelines, carrying diluted heavy bitumen from Alberta, through B.C. and into Kitimat is, realistically, a long way away, if it happens at all. The questions are, does our need for oil justify the risk of a spill in Beautiful B.C.? Is new technology being developed fast enough to create affordable, reliable fuel alternatives? Ridge council does what it is told A
ll elected officials, whether local, provincial or federal, are slaves to their respective bureaucracies. The only significant difference between our elected representatives and slaves is the size of their pay cheques. Sidewinder This seems to be Sandy Macdougall particularly true of Maple Ridge municipal council. If you don’t believe it, just review the annual performance of Mayor Ernie Daykin and his elected band of merry followers. Virtually every major item of business that has passed through council chambers in the past year was generated by Maple Ridge’s high priced senior bureaucrats, not by the councillors or mayor. An in depth review of the budget and subsequent annual statement on a line by line basis will reveal very few original ideas emanating from council members or Daykin. And the geneses of the few items that do appear to be the initiatives of individual council members have only become a reality because of support of the bureaucrats. I have scanned the past couple of years of council business and have been unable to find even a single instance of any major item surviving the process when it was opposed by municipal bureaucrats. By and large, Mayor Daykin and council

do almost exactly what their bureaucrats suggest and allow. After all, they’re only following orders. To be fair, it must be pointed out that there are bureaucratic functions over which council has little say because those powers stem from provincial statutes rather than municipal authority. The chief administrative officer, the municipal clerk, the directors or supervisors of finance and engineering, the head planner, the approving officers, the chief of police, the fire chief and fire marshals all draw their authority from provincial statutes and, in many cases, cannot be told what to do. This doesn’t mean that mayor and council must, in all cases, abide by the dictates of these bureaucrats. They can be successfully challenged on many items. A case in point is the budget provision calling for a three and half percent increase in property tax rates. You can bet that figure didn’t emerge from the murky mind of any council member. It was a bureaucratic initiative and was only publicly opposed by one council member. Mayor Daykin and five members of council meekly agreed that raising property taxes to help fund current and future capital projects is a good idea. Council members all went along with it so they will have plenty of money to build more bike paths to nowhere. Budgets are almost entirely the culmination of bureaucratic plans and goals, which are not necessarily reflective of public needs, desires or affordability. If you think this system can be easily

changed, think again. It will take a lengthy concerted effort of a majority of council members to make even the slightest dent in the bureaucratic fortress and there seems to be no political will to even make the attempt. The only council member to seriously challenge Maple Ridge’s senior bureaucrats in the past two years now stands alone, ostracized by council colleagues and staff and defeated in attempts to instill change.

Honda’s contemporary on a dying breed 2014 Honda Accord Coupe V6 It’s fascinating to watch trends in the auto industry play out over time. Some changes happen quickly, with one manufacturer coming out with a feature, then the rest of the industry following suit. Backup cameras would be a good example of this. Other trends are much slower, changing because of demographic fluctuations. One example of a slow-moving trend is the two-door coupe falling out of favour and its replacement by sedans and crossovers. This trend is greatly affected by baby boomers getting older and buying more for practical reason, rather than styling. In the 1980s, and even the beginning of the 90s, there were plenty of coupes to choose from and they sold well. But where are the Honda Prelude, Toyota Celica, Pontiac Sunfire and Ford Probe coupes? Now gone and many not replaced with newer models. I’m thrilled to report that there are a few coupes still available and one that is worthy of consideration is this new 2014 Honda Accord Coupe V6.

Verdict When I started reviewing cars back in the early 1990s, cars like this were common: a mid-sized sedan with a V6 engine and a manual transmission. I can clearly remember driving a Toyota Camry, Nissan Maxima and Accord equipped this way. While most companies are moving away from this design, Honda is sticking with it for now. Soon Honda will have smaller turbocharged 4-cylinder engines available and this big coupe might too be fitted with something more efficient. If you like the idea of a smart looking car that is well equipped and powerful, you might want to move on an Accord Coupe V6 before it follows the latest trend.

power plants and duel clutch automatic transmission in favour of a manual. I’m glad that Honda still offers this layout; it shows they are serious about being a true enthusiast’s car company. Granted, most buyers will get the very good 6-speed automatic transmission with the 3.5L V6, but with 278hp and 252 lb.ft. of torque it will be a very lively car in either configuration. The manual is a joy to use and it is like a throwback to drive a V6 equipped manual car. The 4-cylinder models have 185hp from a direct injection 2.4L engine and either a manual transmission or continuously variable transmission (CVT) for added fuel savings. The CVT is capable of 7.8L/100km in the city and 5.7L on the highway. The

in the automotive industry for decades as both a race car driver and coach. He is currently the owner and chief instructor of Max Performance Driving and is the director of Bridgestone’s Canadian Winter Driver Training program. “As the temperatures drop, all-season tires get firmer and the rubber hardens up,” he said. “Winter tires don’t harden up. And that’s the big difference.” Mahler continued: “Traction essentially depends on the tire’s rubber conforming to the tiny, minute, irregularities in the pavement ... If the rubber gets too hard, it just can’t do that, so it slips. Meaning, it’s not just for snow and ice, but also for cold pavement.” While one might be tempted to put the twin turbochargers to good use in adverse conditions, Mahler advises against it. Before firing up the beast, I asked Mahler for some tips for all drivers. “It’s real simple one,” he said. “And it’s the one that should be at the top of everyone’s list: Slow down.” A close second: “Practice looking ahead. “One of the things that you should be doing when you’re driving in slippery conditions is break down the jobs your tire has to do. “If you need to brake for a corner, make sure you that you brake in a straight line before the corner so that you have all the available grip for slowing the car.” Another tip is to test out how much traction you have by applying your brakes. In the case of the M6, they’re the M Carbon Ceramic Brakes ($6,750), which are designed to stop in a flash. But if there’s no traction, the pricey option isn’t going to help much. On the days where grip is plentiful, and you can enjoy the ride a little bit more, the M6 Gran Coupe has a lot to offer. Not only is it, in my opinion, one of the sexiest vehicle’s BMW has ever produced, it comes loaded with the features that make you feel warm and fuzzy on a winter’s day, such as the Bang and Olufsen Sound System ($5,900.) It’s music to the ears. Following Mahler’s tips, I had no mishaps and really enjoyed the drive. In fact, if I hadn’t seen the white stuff on the ground, I would have sworn I was driving in dry conditions. Driving conservatively and letting the seven-speed double-clutch transmission with shift paddles do its work made for a satisfying and safe drive.

Charging ahead with plug-in hybrid, electric cars By Keith Morgan
T
he future of cars may be electric, but do not expect 2014 to be the dawn of the new age. In fact, I predict there’s a long road ahead for manufacturers trying to woo the driving public into buying a car with a chord attached. Throw in the sales numbers for all-electric cars, plug-in hybrids and gas-battery hybrids and they don’t come anywhere near five per cent of total vehicle sales. The commercial conundrum is that these eco-friendly vehicles come with a premium sticker price and the only way to bring them in range is to sell more. Most provincial governments have incentive rebates for those that make a green choice. If gas prices soar, then more buyers will go the hybrid route. But that said, there
are a lot of four-cylinder vehicles out there that are remarkably economical on gas. Let’s get our heads out of the dark clouds and accept that economy of purchase and operation are what drives most sales. I am not an electric car naysayer, far from it. But we have to recognize that much needs to happen before the majority buy into this future. Sticker price is one thing, but the single biggest challenge has to be the slow pace of infrastructure to fast-charge cars, whose batteries have run down mid-journey.

For that reason, it seems likely that the likes of the Chevrolet VOLT will enjoy more sales success as a main means of transport because an on-board gas-powered generator is ready to kick in to recharge the battery when the juice runs out. Similarly, the new BMWi3 while available as a pure electric vehicle can also be purchased with a range extending engine. Other manufacturers are set to follow that same route. Meanwhile, the plug-in hybrid, which combines the pulling power of a gas engine and electric motor, is the early winner of people’s green-tinged hearts. Back to the thorny issue of infrastructure, many advocates want government to play a lead role. But with all the demands made on the public, that’s a dead end street. Maybe the tax incentives they can offer will encourage the private sector. For instance, Canadian company Sun Country Highway has announced

listic approach. The German giant is collaborating with small tech companies, which will work with customers to make sure their homes don’t require a major power refit just to own one of the new i3s. And, as Dr. Ian Robertson, a BMW management board
member, told me at the L.A. Auto Show recently there are many other power opportunities right in front our eyes. Urban areas are awash with street lights, which could be used as a source for curbside recharging. He also pointed out that there are many discontinued

The family of Florence Cowin gives thanks to God for her life, which came to a close on December 19, 2013, and invites her friends to a service of celebration on January 18. Florence was born in Taber, Alberta in 1920 of Welsh heritage. She trained as a nurse at the Royal Alexandra Hospital in Edmonton during WW II, when penicillin was first introduced to her hospital. After a 10-year career during which her favourite ward was Men’s Surgical, she wed Jack Cowin in 1953 with her sister Irene Watkins at her side. Jack was a fellow Albertan, a veteran who had just begun his teaching career in Maple Ridge. Bob and Maureen were soon born, and in time two grand-daughters came along. Florence so enjoyed watching Beth and Laura grow and flourish; in turn they enjoyed their Nain’s propensity to infectious fits of giggles. She is also survived by her daughter-in-law of many years, Judy, whose periodic interest in jigsaw puzzles always sparked the same comment from Florence: “Here is a piece, it must go somewhere!”. Florence was a strong, contented person who quietly drew people to her and helped them connect with one other. An active participant in her church, she contributed her gifts of listening and wisdom, and received the warmth of community. The family thanks Nancy Thomson for her long friendship, particularly for supporting Florence the day of Jack’s sudden death in 1977 and during more recent physical challenges. Thanks also to the Brown family for their love over the past 20 years. Her memorial service will be held at Golden Ears United Church, 22165 Dewdney Trunk Road in Maple Ridge on Saturday, January 18 at 10:30 am. Memorial gifts may be made to the Mission and Service Fund of the United Church of Canada www.united-church.ca/funding/ msfund.
