Trail mayor Dieter Bogs, who recently mused about not seeking re-election, is the West Kootenay/ Boundary’s longest serving mayor currently in office. Since 2011, he’s also been Trail’s longest serving mayor ever. “I am considering retiring,” Bogs told the Trail Times with one year left in his term. “But it is early to say. I’ve worked hard all these years so the most important thing is that the city is left in good hands.” Bogs was first elected to the city’s top job in 1996 following a decade as a councillor and time as a school trustee before that. Sandy Santori narrowly defeated him in 1999 but Bogs returned in a by-election in 2001 after

Santori resigned to run provincially, and has been mayor ever since — a total of 15 years and one month. If Bogs does pack it in next year, he’ll finish with 16 years and two months of service, tying him with longtime Rossland mayor Bill Profili. But he would have to spend more than twice as long wielding the gavel at the council table to equal Midway’s Jim McMynn, who was mayor for 38 consecutive years, from the village’s incorporation in 1967 until his retirement in 2005 — a Canadian record. He was returned 17 straight times, 14 by acclamation. Next on the list is Peter Swan, mayor of Slocan for 27 years between 1919 and 1947. In 1931, he decided not to seek re-election, but no one else put their name forward, so council had to employ rarely-used legislation to appoint a mayor. Swan was conscripted back to his old job. Combined, Willie Hearn and Merle Hanson served as Salmo’s mayor for 47 of its 67 years as a municipality — Hearn for 25 and Hanson for 22. Hanson is presently a councillor. Warfield’s Jim Nelson is also a councillor following a 15-year stint as mayor. While the list of long serving local mayors is dominated by men, there are three exceptions: Castlegar’s Audrey Moore, who served from 1977-93; Fruitvale’s Libby Nelson
from 1996-2011; and Nakusp’s Rosemarie Johnson from 198799. The longest serving councillor appears to be Trail’s Gord DeRosa, who has served 27 consecutive years (he was briefly interim mayor in 2001). The longest serving regional district director was John Voykin, who represented rural Castlegar from 1980 until his retirement in 2011. The longest serving director still in office is rural Salmo’s Hans Cunningham, first elected in 1986. On the federal scene, Alex Atamanenko recently announced he won’t run again in 2015, which will cap his service as local Member of Parliament at nine years. He’d have to serve another 14 years to match the record of Bert Herridge, who represented Kootenay West from 1945-68. Herridge’s predecessor, Billy Esling, served for 20 years. The longest serving MLA in our region was James Schofield, who represented the riding variously known as Ymir, Trail, and Rossland-Trail for 26 years, from 1907 to 1933. He had a highway named after him. Randolph Harding spent 23 years as MLA for Kaslo-Slocan and Revelstoke-Slocan between 1945 and 1968, then served as Kootenay West MP from 196874, and mayor of Silverton from 1977-92 (a job he also held in 1967-68) — for a total of 44 years in politics.

Dog sled racing in the Boundary is about to undergo a change. In the past the Boundary Dog Sled Association (BDSA) has conducted mid-distance 100 and 200-mile, twoday races that took teams from one end of Boundary country to the other. This race season, on Jan. 25-26 the BDSA is hosting the Boundary Dog Sled Classics, a two-day event made up of short sprint races, all taking place in the area around Jewel Lake, five minutes east of Greenwood and 30 minutes west of Grand Forks. According to BDSA president and race organizer Ruth Sims, the races will have a combined start-finish line and consist of individual loops of varying length. “There are five classes this year,” Sims said. “A three-dog team, four-dog team, sixdog team, a purebred four-dog team and a two-dog skijoring team, which consists of a cross country skier attached to a team of two dogs.” The sprint race format is very specta-

tor-friendly. Since the race course is relatively short, from three miles to six miles depending on the race class, there will be ongoing action in and around the staging area all day. There will be a concession stand and lots of time to visit with the mushers and dogs as well as skating on the lake or cross country skiing. Jewel Lake is freezing over nicely, Sims noted. “All race courses cross the lake so that is good news to us,” he said. The snow is starting to pile up and there is a small, dedicated trail crew out packing the trail base and keeping up with
trail clearing as needed. “It is going to be a fun weekend,” Sims predicted. The races will start at 10:30 a.m. on both Saturday and Sunday, with a new race class starting every 45 minutes. The musher with the combined fastest time for both days in each race class will be the winner. The awards will be handed out on Sunday afternoon shortly after the last race is finished. “So mark the weekend in your calendar and come out and help us cheer on the teams,” Sims said. The Regional District of Kootenay Boundary (RDKB) has recently approved to provide $130,000 to begin the process of expanding their waste management program to include the separation and collection of organic waste. Tim Dueck, Solid Waste Management Coordinator for the RDKB, said that the new program should be in place some time in 2015. “We would complete our Solid Waste Management Plan in 2014. We would have that strategic plan to move forward with, and then we could start rolling this thing out into the 2015 period. We want to do this very carefully and clearly so everyone understands what the options are.” Alan Stanley, General Manager of Environmental Services for the RDKB said that there would be public meetings in February and March. The process, he said is to prepare a plan, submit to the public for consultation, make changes based on public input, submit the amended plan to the RDKB directors for their approval, and then submit it to the Ministry of Environment for final approval. “These plans are finally approved by the provincial government. This is a big deal,” he said. “Once you get your plan in place, it is pretty much your marching orders for about ten years.” Stanley said that the final plan will probably resemble that which is in place already in Grand Forks. “We have a program there that is working very well,” he said. “Grand Forks is our showcase for how this can work in other areas. The program has proven that this can work in communities of less than 4000 households. In the Grand forks
model, they have general garbage collection every two weeks. Every week we pick up the organic, smelly stuff, and every week we pick up either the recyclable material or the residual garbage.” Dueck said that there are issues around garbage collection in rural areas that are not found in urban areas. “We recognize that there are issue around wildlife management when we talk about garbage collection in rural areas,” he said. “However, as long as people are properly managing their garbage in their back yards, ie. having proper storage bins, then the addition of a green bin shouldn’t make a difference in the scheme of things. “We are at times a little perplexed at the suggestion that, oh, well, now we are going to have to do something different to look after our organic garbage to minimize wildlife interactions. Well, no, you are going to the same thing that you did with your garbage can.” When asked if there would be penalties imposed on those who refused to take part in the sorting of organic waste and/or recyclables, Stanley said. “You go through an education process with people,” he said. “The drivers at the roadside can detect whether the right stuff is in the right bins, and there is a process of informing people what they should be doing if they’re not doing something quite right. “If people don’t want to take part in the diversion program, they can buy additional garbage bags for three bucks a pop. Tip of the Week: As is customary for this first issue of the year, each horoscope entry will provide an overview of themes and trends that can be expected in 2014. The year begins with a dynamic exchange of energy between Mars, Jupiter, Uranus and Pluto. All 4 of these planets are in Cardinal Signs which are symbolic of deliberate initiative. The particular ‘aspects’ or energy exchanges between them indicate powerful assertions of change affecting us individually and socially. This particular series of interactions already began in mid-December. As usual many of these will stem from official places and certainly not all of them will prove popular. We can expect more of the same over the first six weeks or so anyway of 2014. On February 18, 2014 the Moon’s Nodes will leave Scorpio and Taurus and enter Libra and Aries. This 18 month cycle will coincide with aggressive social elements seeking a new quality of diplomatic exchange towards fairer solutions. The other big news includes Jupiter entering Leo in mid-July 2014. This combination is combustible, inflated and dramatic. Positively, it could produce more support of the arts and to services and laws linked to the health and welfare of children. As well, we will likely witness new, charismatic leaders coming to the fore boasting powerful slogans of change. 2014 is a universal 7 year which is also in sync with the themes mentioned because it also indicates initiation. Since it coincides with the year of the Wood Horse, we can expect 2014 to be very fast paced and dramatic packed new initiatives that will spur humanity on to its next stage of evolutionary experience.

Cultivating a new quality of exchange in some of your closest relationships will be a core theme in 2014. You will continue to undergo measurable changes which may be linked to the way you look, think and conduct your affairs generally. At best, this includes a steady rise of power, authority, responsibility and confidence.
A process of establishing a whole new foundation which began about 1.5 years ago will continue this year.
