This poor little bear cub is just sitting in the chicken coop with the chickens running around it, not hurting them, not killing them or anything.” When her husband called the Conservation Service he was told their options were limited. “The officer whom he spoke to just said destroying it was most likely the best,” Miranda told the Times in an interview a week later. But she wouldn’t take that as the answer without looking for other options. She told her husband to give her a day to make some phone calls and see what she could do. She found out the Northern Lights Wildlife Society in Smithers in northern B.C. had room for the cub.
With a new set of floor plans set to go, the rebuilt Grand Forks City Hall looks like it could be completed by late spring. After a fire caused extensive damage to the venerable building, the city has had to move services into different locations throughout the area while City Hall is rebuilt. “These floor plans are really an improvement over what we had before in terms of the utility of the building,” said Mayor Brian Taylor. “I’m talking primarily of the bottom (main) floor which was where the majority of the damage was.” The city will be taking the opportunity to upgrade a number of things in the building, he added. Taylor said the plans for the inside of the building are creative, but won’t affect the historical veneer of the outside at all. “Everything is on schedule in our planning,” he said. “What we’re doing is looking at finalizing our floor plans and budgeting for the renovations to start in the spring.”

An orphaned bear cub has put the Boundary on the map. Since Christmas the story of the rescue of 11-month-old Tinsel has gone around the world. Tinsel was found taking shelter in Dale Tiiffenbach’s chicken coop beside Boundary Creek, halfway between Midway and Greenwood the week before Christmas. During church on Dec. 22 Tiffenbach told others about the starving cub. He’d contacted both the BC Conservation Service and the RCMP, but as to what to do about the bear cub was up in the air. One option considered was putting the bear down. But Midway resident Miranda Charles, who attends the same church, didn’t like that idea. So, with Tiffenbach’s permission, she, her husband James and her father Daryll Davies (conveniently visiting from Cape Breton) went to see the cub.

in the elbow of the Kettle River, south of the Canadian Pacific steel bridge, got underway. 1944 Lynn McParlon was killed in action on Dec. 23. 1949 Henry Wiebe, manager of the Grand Forks Co-operative Growers Exchange for 12 years, purchased the insurance and real estate business of J.C. McCaig. 1954 Donald A. McKinnon, a resident of Grand Forks since 1900, passed away in Grand Forks Hospital on Jan. 3. 1959 One of the most ancient devices for finding water in the ground, the water diviner, was used to bring in a second well in west Grand Forks. 1964 Rev. John D.E. Watts was ordained a priest at a ceremony held in St. Paul’s Anglican Church in Michel, conducted by Rt. Rev. W.R. Coleman, Bishop of Kootenay. Rev. Watts was a student minister for the Anglican parish of Grand Forks and Boundary missions. 1974 First baby in the new year in the Boundary district is the daughter of Mr. and Mrs. Wm. Lazeroff of Grand Forks, who arrived on Jan. 1 at 10:15 p.m.
1979 Capt. George Fawcett, a 25-year veteran of the Canadian Armed Forces, is the new commanding officer of 841 (Boundary) Air cadet Squadron. 1989 Recent winners in the Border Bruin 52-Draw were Margie Smallbones $1,000 and Dorothy Brother $300. 1994 The Kootenay Region Branch of the United Nations Association of Canada (KRUNA) contributed $2,000 on Dec. 20 to the Bosnian Children’s Relief Fund. 1999 More than 200 young partiers rang in the New Year at house party on the 7400 block of 22nd Street. The party caused over $5,000 worth of damages to the house. The parents were on the premises at the party. 2004 A joint effort between Grand Forks RCMP and U.S. Border Patrol agents at the newly-established Curlew station in Washington led to the location and capture of 12 Koreans who were trying to cross the international border illegally. People smuggling has become an increasing problem at the Canadian-United States border in the area, second only to drug smuggling. 2009 At a public meeting to discuss the City of Grand Forks’ five-year financial plan, city manager Victor Kumar said that keeping up with infrastructure demands, providing services despite the economic downturn, and coping with the province’s climate protection goals are some of the challenges ahead. He estimated that by 2020, about $33 million will have to be spent on infrastructure renewal.

Charting the future of food CRAIG LINDSAY
Attempted break and enter On Dec. 30, Grand Forks RCMP received a report of an unknown person was going around to residences on 16th Street and was trying to gain entry or peer inside windows. “One of the window screens had been ripped out of its frame,” said Cpl. Richard Lanz. “Entry was not gained to the residence and nothing was taken from the property.” If anyone saw any suspicious individuals in the area is urged to contact the Grand Forks RCMP at 250-442-8288 or CrimeStoppers. Cell phone stolen On Jan. 2, RCMP received a report of a cell phone stolen from a residence. “The owner had a few people over and after they left he noticed his cell phone was missing,” said Cpl. Lanz. Pepper sprayed On Jan. 3 at 3:55 a.m., police were called to an assault with a weapon after a 25 year-old male from Grand Forks used pepper spray on another male. This occurred at a residence on 72nd Avenue. “Upon police attendance the male had already left,” said Cpl. Lanz. “The male was located a few blocks away and was arrested and released on conditions to appear in court at a later date.” No serious injuries were reported. Charges pending after truck goes off the road At 10:24 p.m. on Jan. 3, RCMP were called to a motor vehicle collision on Gilpin Road by Carson Road. “A blue Chevy pick-up had gone off the road left and down a steep embankment,” said Cpl. Lanz. “The four occupants in the vehicle received injuries but they weren’t life threatening.” The occupants, who were all from Grand Forks, were taken to Boundary Regional Hospital. The driver of the vehicle, a 25 year-old male, was identified and charges are pending regarding completion of the investigation. Alcohol and speed were both a factor. A blood sample has been obtained from the driver.

The Grand Forks and Boundary Regional Agricultural Society (GFBRAS) is hosting their forum on local food on Jan. 11 at the Senior’s Centre in City Park. The forum is called: Ideas into Action! The Future of OUR food in the Boundary Region and it’s open to all Boundary residents, business owners, processors, food retailers and food eaters. The forum features speakers Aimee Watson and Russell Precious. Key themes will be better labeling, why local and why now; food preservation, local training needs; land use options; food and health links; and good food for everyone – a fun day of planning and imagining. “We’re having a forum with folks who attended the previous meeting (in late November), or who missed it and still want to participate and get involved in setting up some strategies involving food strategy in our region,” said organizer Sheila Dobie, president of GFBRAS.
“The idea is we’ve got more time set aside to build on a plan and build on a strategy and identify what the priorities are for the community around food security. We certainly have strengths in some areas and weaknesses in other areas. We’ll identify what those areas are and who can take those on.” Dobie said that even though GFBRAS is putting on the forum and wants to see the work done, they realize the need for partnering with other groups in the area. In addition to the November forum, the society also leaned heavily on the results
of a survey they put out last year when coming up with the format for the forum. “It’s leading towards more specifics on what we need to work on to build on our food security system,” said Dobie. “What specifically do we need to work on? Do we need to build capacity around access? Do we need to build more around educating people? Do we need more production? That’s what will come out of it.” The forum goes from 10 a.m. until 3 p.m. and is free of charge. There will also be lunch served and childcare provided.

Be a good neighbour
The following is a New Year’s resolution submitted by a reader (who wished to remain anonymous): his New Year’s Eve, I reconnected with a simple idea—be a good neighbour. I ushered in 2014 supporting a mission my parents had to introduce their street’s new residents to those who had been in the area for some time. And what a time! I re-engaged with people that I had not seen in years, though they only live a few doors down. I also met a wonderful array of new people that had moved to the block over the last decade. One by one, familiar and new faces entered our house, carrying with them gifts that only they could bring, a unique and perfect mix of skills, knowledge and experiences. Do you know who lives on your block? Well, let me share with you who lives on mine: zoologists, botanists, geologists, brew masters, peace keepers, leather workers, farmers, gardeners, nurses, teachers, builders, and, halleluiah, musicians, to name a few. A world-class education at my doorstep! Having spent the last decade working on poverty reduction projects around the world, I am well acquainted with the concept of social capital, or put simply, the number and strength of the relationships around you. It’s the idea that together we are stronger and better equipped to face the struggles that confront us. It’s not rocket science, but often in society it is elusive. Well, I guess, if you let it be. There is power in the sentiment, “be the change you wish to see in the world.” There is truth in the belief that we can to turn the places where we live into the places where we want to live. My New Year’s resolution is clear and uncomplicated, and hopefully for once, sustainable: to be a good neighbour. It’s something that this block has figured out, and it’s a lesson worthy of sharing.

The key to successful resolutions is not keeping them second opinion JIM HOLTZ
E
very New Year I make a resolution to not write a column about New Year’s resolutions, and like all my other resolutions, every year I fail to keep it. I used to see this as a problem, a personal shortcoming. I don’t any more. That is because while going over the long list of my failed resolutions, a list that has grown heavier on my conscience for years, I suddenly realized that keeping the resolutions is not really the point. One isn’t defined by one’s ability to actually keep New Year’s resolutions, but by the intent to keep them. In fact, people who actually keep their resolutions are not admirable at all. If, for example, I had kept the resolution made for at least 10 years that I was going to run one to five kilometres every day, as well as the resolution
made for eight years that I was going to go to the exercise room at the Rec. Centre three times a week, by now I would be muscular, thin, and fit, in other words, hardly recognizable. Friends would look at me oddly, resentment of my physique and conditioning would grow, and soon the only people who would want to associate with me would be other insufferably fit men. I would end up drinking spinach from a blender and discussing my latest feats of strength and endurance, not my latest diagnoses and operations, alienating my remaining old friends even further. If, in addition, I had always kept my resolution to lose 10 pounds in the next 12 months, a resolution I have made seven times, by now my weight would have dropped from 200 to 130 pounds; I would be skin and bones, a veritable spectre. And what about my other recurring resolution, to spend less money and save more? What a disaster that would have been if I had kept it over the years! My wife and I would never have had

Plus, if I had kept that resolution, we wouldn’t have spent 10 days in a Maui spa luxuriously languishing in volcanic mud baths and reclining on padded massage tables, while those pounds of fat that we couldn’t lose by dieting, were sweated, pounded and pummelled off. No, it is much better to be known as a person who has the proper, responsible intentions than the person who actually turns those intentions into reality. After all, who really wants to be a thin, healthy, wealthy individual who has only himself to thank for his station in society? Claiming to be GE/GMO free a fallacy To the Editor: Regarding the visit by Dr. Thierry and Dr.Chopra on GMO/ GE foods. My thanks to the few persons who recognized and respected my education on the matter of GE/GMO foods. I have been a part of this issue for many years. As a consultant for two of our major plant producers, I have the responsibility of monitoring for pests, making recommendations for controls, and following up with subsequent observations to ensure the efficacy of our efforts. I always support means and ways that limit the negative impact on the environment. In fact, my work with Bron and Son’s has been recognized as a leader in B.C. under the Integrated Pest Management Act: a template for pest management across the country. I was recently supplied with a video clip of Dr. David Suzuki. My respect for Dr.
Suzuki is huge. At the same time I reserve judgement on several of his comments with respect to the forces driving GMO research. He does mirror my comment with respect to what is done is done, and that labelling should be available to offer the general public a choice, and he appears to agree with my position that if there was damage done, we are 20 years too late in stopping it. What ever else he says is completely unsupported by current science. There is no peer reviewed research to support any of his claims, and I believe it to be professionally irresponsible to advocate on behalf of a biased position without such support. I will be making a similar complaint to him directly. Making a declaration that this or any other community in B.C., or the nation for that matter, is GE/GMO free is a
fool’s pursuit in my opinion, because there is no way to verify or police it, and certainly no way to enforce it. This would have been a valid tact 20 years ago, but the day is done, and this hindsight approach is unproductive, unrealistic, and divisive. Live how you choose to live as a vegan, vegetarian, meatatarian, or whatever. Coming in 20 years after the fact to tell everyone how to live is downright senseless. Manage your own life and believe that others can do the same without you. I don`t care for your religion, your beliefs or your agricultural orientation. It is no-one`s responsibility to tell me what to think, what to believe, how to act or what to do do. If that is something you or anyone else that reads this message has a problem with, then let the door hit you on your way out. I ain’t buying it. Gary Smith, Grand Forks
Debate is over, your side lost Hepworth To the Editor: In response to the letter by Lorne Hepworth regarding the G.E. food forum, I would like to point out that the forum was not a debate but rather a vehicle to inform the populace of the dangers inherent in the genetic modification and patenting of seeds with the intention of controlling the supply and price of world food production. Mr. Hepworth complains about cherry picking the audience at the forum. I would remind him that those high-priced lobbyists in Ottawa

are cherry picking who they are trying to influence while they spread largess for the industry. The great disservice to the Canadian consumer that Mr. Hepworth mentions is not perpetrated by the forum but rather by the misinformation emanating from the industry and its lackeys. The debate is over Mr. Hepworth. All the claims of increased productivity and less chemicals have been debunked. Europe won’t allow those products and nor should we. The system is rigged against everything but limitless growth We must withdraw from a system that is rigged against anything but limitless growth.
If we were as well informed about climate change and its potential consequences as Naomi Klein, Canadian author and journalist, we would rousing know we will likely face crises of the rabble unknown proportions if we refuse to ROY RONAGHAN take drastic action to reduce greenhouse gas (GHG) emission levels. We would also share Klein’s fear that weather events like hurricanes and typhoons that have begun to occur with greater frequency around the world could be the locations for militarism and increased capitalism to take advantage of people’s shock and suffering. Klein is fully familiar with how large corporations have profited from disasters because of the extensive research she and her team did for her book, The Shock Doctrine: The Rise of Disaster Capitalism. The financial crisis in Argentina, the war in Iraq, Hurricane Katrina in New Orleans, and the British Petroleum (BP) oil spill in the Gulf of Mexico are examples of events where corporations profited at the expense of the people. As a journalist, Klein also writes about environmental issues and she has recently exposed several Big Green environmental groups for accepting support from fossil fuel companies to support their work. The Nature Conservancy (TNC), the Wildlife Conservation Society (WCS), and the World Wildlife Fund--US (WWF) as having large endowments built with fossil fuel contributions. TNC is reported to have a whopping $1.4 billion in publicly traded securities. If we were as well informed as Bill McKibben, an American, author of several books, environmental activist, and the founder of 350.org, we would support initiatives directed at social service institutions to get them to divest from their investments in fossil fuels. McKibben has been on a speaking tour in North America and Europe as part of the Fossil Free Divestment campaign designed by 350.org to urge universities, city councils, and faith based institutions to divest from fossil fuels. The mission statement of the Fossil Free movement is” “If it is wrong to wreck the climate, then it is wrong to profit from the wreckage. We believe that educational and religious institutions, city and state governments, and other institutions that serve the public good should divest from fossil fuels.” University students in North America, Europe and Australia are taking McKibben’s message seriously and are working to get their university boards of governors to divest from their fossil fuel holding and reinvest in renewable energy technologies. By May 2013 four universities and 10 cities in the United States, including Seattle and San Francisco had announced plans to divest from the fossil fuel investments. In October 2013 there were 19 active divestment campaigns across the United Kingdom, including Cambridge, Oxford and Edinburgh, the universities with the largest endowments supported by fossil fuel stocks. There is an urgency about these campaigns. According to the Intergovernmental Panel on Climate Change (IPCC) report published in November 2013, the planet is undergoing climate shifts far greater than any ever experienced during human civilization and the forecast is that they will get worse. The IPCC also stated unequivocally that the known reserves of coal, gas and oil should remain in the ground if complete climate catastrophe is to be avoided. McKibben is reported to have stated in an interview about the divestment campaign with a Rolling Stone reporter in February 2013, “Here is my bet: the kids are going to win, and when they do, it’s going to matter. In fact, with Washington blocked, companies are suddenly a front line in the climate fight--a place to stand up to a status quo that is wrecking the planet.” We should be appreciative of the work of people like Klein and McKibben and many others who are doing their utmost to arouse us from our complacent state on the issue of climate change and its potential consequences. In response to the work of these people, we’ve got to advance our understanding of the issues and the need to move away from increased consumerism supported by fossil fuels to more self-reliant practices. We must withdraw from a system that is rigged against anything but limitless growth. This is serious stuff and its time we paid close attention. Roy Ronaghan is a Christina Lake-based writer.

PUBLIC NOTICE THANK YOU FOR YOUR FEEDBACK REGARDING SNOW REMOVAL IN THE COMMUNITY. Below are commonly asked questions we receive after a heavy snowfall.
Why does the snow plow leave a windrow in my driveway? Plow operator must plow snow to the curb or right hand side of the road, and has limited control over the amount and direction that comes off the blade. The plow blade is at a set position, and does not have the ability to swivel around driveways and crown of the road. When clearing your driveway, try to pile the snow on the right side (standing in your driveway and looking towards the street). This can help reduce the amount of snow that is pushed onto your driveway when a snow plow passes. Can the snow plow operator lift the blade at every driveway? In order for our snow plow operators to provide the most efficient and cost-effective snow removal, continuous movement is required. With hundreds of driveways in the City, it is not practical or cost efficient for plow operators to lift their blades at every driveway. Since our main goal is to safely open roads as soon as possible, lifting the blade at each driveway would slow down the snow removal operation significantly and would leave snow in the road that may in turn be a hazard to motorists. Can the snow plow trucks plow all the snow to the other side of the street where there are no sidewalks or driveways? The snow plows are designed to plow snow to the right hand side of the road. In order to plow all the snow to one side, the equipment would have to drive on the wrong side of the road creating an unsafe traffic situation and this would take more time which means the streets not serviced yet would have to wait longer. It is not an effective cost method based on the current level of service the City of Grand Forks provides. Can I place the snow from my driveway or parking area onto the traveled portion of the street? Residents are encouraged to avoid pushing or blowing snow from their sidewalk or driveway into the street because it is potentially creating a dangerous situation for motorists. By placing the snow back onto the roadway after a plow truck has gone by creates issues for our snow removal crews. The plow will need to make an additional run down your street to clean it up which increases City’s costs with additional staff time, fuel and equipment wear and tear, not to mention delays in getting to other areas of the City that also need to be plowed. When will our street be plowed? After a snowfall the streets are prioritized based on our snow removal policy No. 1103 and 1104, which outline the priority areas. Within the standard, the Priority 1 streets include such streets as main arteries, bus routes, hill areas and streets leading to schools and public buildings, and emergency services; once Priority 1 is complete, then the City will clear Priority 2 and Priority 3 streets. In such circumstances, some residential streets may not see a plow for an extended period. These situations are the exception and we ask for your patience. The City of Grand Forks does not perform work on private property. Clearing snow is the responsibility of the City Public Works department and the community; help keep the community safe this winter! Here’s how you can help: • The City will ensure that all roads are passable as soon as possible. This is our number one priority. • Park your vehicles in your driveway as opposed to the street. • Stay back a safe distance from the rear of a plow truck so the driver can see you. • Please avoid passing or driving beside plow trucks. • Please avoid placing snow from your driveway back into the street. Less snow will be pushed into your driveway by passing plow trucks. • If you can, help your neighbour with snow removal. To the Editor: Re: A response to a Dec. 24 letter from Dave Peterson, assistant deputy minister for Tenures, Competitiveness and Innovation Dear Minister Mary Polak (Environment) and Steve Thomson (Forests, Lands and Natural Resource Operations): BC’s wildlife are invaluable and need to be properly managed with appropriate hunting seasons, bag limits and means of ‘fair chase’ designed to ensure all species of wildlife and associated ecosystems are well and properly managed. Please do your utmost to: • Bring licencing and appropriate regulations to off road vehicles (ORV) before the end of the year and adjust hunting regulations to complement this legislation. • Ensure that the NRO officers have appropriate authority and support to protect our forest and range lands from indiscriminate use of ORVs. • Ensure the passage and implementation of the Road Resource Act so that all roads in B.C. are well and properly managed and the extent of same is minimized as far as possible. To the Editor: I’m sure we’re all looking forward to peace, caring and justice for all in 2014. Global poverty should have been reduced but instead has increased. We have to be aware of what is going on. The general media does not give us accurate information. We must turn to magazines like Canadian Perspectives led by Maude Barlow, The Canadian Centre for Policy Alternatives and Canadian Dimension to just mention a few that speak to a wide range of issues on which we should be informed. Here are a few: 1. Canada Post may need to be streamlined but, we don’t want it to be privatized.. 2. Stop making war and thus, stop spending money on military equipment—instead, use the funds to increase the Old Age Security substantially, because, many women stayed home to raise a family. They weren’t able to build up their Canada Pension Plan. 3. We should combat climate change by using less carbon fuels and instead develop more energy from fuel cells, develop more wind power generators, tidal power generators and smaller hydro dams built by BC Hydro. Site C dam is too large and would destroy too
much agricultural land. 4. Don’t build the Enbridge Line as bitumen is impossible to clean up. The line is bound to have leaks. Also, shipping at the rugged coast is impossible to cleanup when the ships destruct. As well, the fishing industry would be seriously harmed for years. 5. Build refining plants at the site of the tar sands. That will create far more jobs. 6. Stop fracking. It uses vast amounts of water, pollutes and poisons the aquifer and its chemicals poison the environment, spreading disease and destroying communities. 7. Canada should not sign on to the CETA (Comprehensive and Economic and Trade Agreement) with Europe. It could deny local businesses the right to bid on municipal projects. 8. Stop the tar sands. They create devastating effects on global warming. Note the extreme weather taking place in many parts of the world and subsequent lives lost. There are other issues we should be informed about. If we are informed then we know what action to take or how to vote when the opportunity presents itself. Only our awareness and action can bring about change. Harold Funk, Grand Forks

To the Editor: Re: Open letter to the premier Having very recently experienced the provincial healthcare system from the patient’s perspective, be assured that I feel privileged to have been the patient and accorded the highest quality of care and attention, skills and professionalism by the broadest range of hospital staffs at Boundary District Hospital here in Grand Forks, Kelowna General and Royal Jubilee in Victoria. Such skills, repairs and care were fully enabled by the most impressive range of tools and technology associated with cardiac care, more especially in the latter edifice appropriate to our capital city. I dread to imagine the dollar sum of accommodation and meals, transportations—including a Medevac—medical care, diagnostics/operations infrastructure, hospital running costs and all the incidentals. I shall be forever grateful that my event didn’t happen, uninsured, say, south of the border. Apart from freedom of thought and speech, Canada is measured by universal health care for all of its peoples, universal education to Grade 12, universal freedom of movement among well-ordered cities, towns and villages set among some of the most beautiful landscapes on Earth. These towering attributes are among the reasons so many immigrants make their ways here—myself included. I also believe these to be some hallmarks of our civilisation. Despite the vagaries of revolving politicians and their credos, the disconcerting belligerence of corporatism and the apparent inability of either the province or the country to realize adequate financial returns from the extraordinary natural wealth of the country, these hard-won attributes must remain inviolable. These universalities, not taken for granted by me, but alarmingly whittled away at, are the soul of our nationhood. I urge you and your government to re-state unwavering commitment to them and take stringent measures to ensure their viability for the generations to come. Dave Milton, Grand Forks.

Survey gauges Pulse of Kootenay communites STAFF

Readers of the Grand Forks Gazette and Black Press community newspapers across the Kootenay-Boundary will have a chance to win a cool $1,000 for completing an online survey that will help local businesses better understand customers in their community. Black Press has partnered with research company Pulse Research to bring the Pulse of West Kootenay survey to readers, which looks at the shopping plans and priorities of people and their media reading habits. People’s answers will help gauge the current consumer climate to help local businesses craft new ways to serve their clients and customers. Responses will be kept completely confidential; contact information will only be gathered in order to enter the name into a prize draw for one of five $1,000 cash prizes to be given away across the Kootenay-Boundary. People who submit the survey before Jan. 31 will also have their name entered into a draw for a $20 grocery gift card. The online survey will take about 35 to 40 minutes, erasing the need for people to spend long periods of time on the phone answering questions. “We are very excited to be a part of this service to the business community,” says Black Press group and Gazette publisher Chuck Bennett. “We are pleased to be able to offer this information and are certain it will be beneficial.” The Pulse Research survey has already been successful for businesses. In fact, one client took the results of the research to the bank and was able to secure a loan to expand their business, on the strength of the research. Among the benefits of the study is allowing businesses to identify niche areas of its business, showing potential areas for growth or expansion. Pulse Research was founded in 1985 to provide publishing clients with research-based advertising sales and marketing programs designed to get results. ’ve got some very exciting news to start off 2014 – we are getting rid of overdue fines! Our board of directors passed a motion to do this for a one-year trial period, that started Jan. 1, 2014. There are a few public libraries in Canada who have eliminated overdue fines, and I spoke to each of them to see what their experiences had been. They all mentioned that they have not seen an increase in overdue items (and in one case there was even a decrease), and that both staff and patrons were much happier with the change. Fines can also serve as an obstacle to many patrons, preventing them from returning to the library. We eliminated overdue fines on children’s materials last year, and the response from both staff and patrons has been very positive. What about the money, you might be asking yourself? Well, overdue fines only make up 0.7 per cent of our annual revenue, so it won’t have much of an effect on our budget.

IN BRIEF Deflation in B.C. prices B.C.’s consumer price index slipped into negative territory in November, partly due the repeal of the harmonized sales tax last spring. The price index in Vancouver was up slightly, but deflation in Victoria and other areas of the province produced a provincial average of -0.2 per cent for the month. Canada-wide, inflation was 0.9 per cent. The cost of restaurant food fell 4.4 per cent in November compared to the same month in 2012, Statistics Canada reported. The provincial average cost of health and personal care, including services where sales tax was removed, went down 3.1 per cent. There were average price increases in food purchased from stores, up 1.1 per cent, clothing up 1.3 per cent, transportation up 0.7 per cent and alcohol and tobacco products, up 1.7 per cent.
B.C. population reaches 4.6 million B.C.’s population grew by 24,000 in the third quarter of 2013, reaching 4,606,375. It’s the largest population increase for that quarter since 1996. The increase was mainly a result of 15,477 non-permanent residents, which Statistics Canada warns are a volatile component of population measurement. Northern B.C. communities are dealing with what they call “ghost populations,” with thousands of workers flying in and out of industrial camps who put pressure on local services without contributing to communities. Interprovincial migration figures showed the seventh consecutive quarter of net loss for B.C., down 282 people from the second quarter. B.C.’s total population increase over the 12 months ending Oct. 1 was 47,496 people, mainly due to international immigration.
Housing market upswing predicted The B.C. housing market will see slow but steady growth over the next three years, according to a forecast by Central 1 Credit Union. The trade association for B.C. and Ontario credit unions predicts the number of sales will rise about seven per cent to 72,500 in 2014, and reach 84,000 by 2016. The median resale price is forecast to increase 1.5 per cent in 2014, 2.5 per cent in 2015 and three per cent in 2016. New home sales are expected to rebound by about 30 per cent in 2014, but remain at a low level of 15,500 units sold, said Central 1 economist Brian Yu. New construction in the Lower Mainland Southwest region is expected to decline slightly due to high inventory, while housing starts are forecast to rise in most other areas of the province.

There is no disputing there are plenty of deer in and around Grand Forks. Unfortunately, the mix of deer and vehicles means plenty of Bambis end up meeting their demise at the hands of cars and trucks. What’s left behind after the deer meets the bumper isn’t pleasant for most folks, but for others, it’s an important part of their culture. Greg Sterling, vice president of the Metis Community Association in Grand Forks, told the Gazette in a recent interview he is the only one in town with a permit to pick up road kill. “At the deer committee meeting back in early part of the year, I was talking to one of the members there about how to go about getting a permit for road kill for the purpose of tanning and cultural use,” said Sterling, who is one of the Aboriginal representatives on the City of Grand Forks deer committee. “So we applied for it back in September. I just received it in the middle of November.” Sterling said the permit he received is good for six months and goes until March of this year and is for the area of Eholt to Grand Forks. “The purpose of the permit is to pick up mule deer, white tail deer and moose off the highway for the purpose of us using the parts, the remains, the hide, for cultural uses such as for ceremonial uses, for crafting,” he said. Sterling said he was told by ministry staff in Victoria that he was likely the first person to get a permit for road kill in the area. “We’re really proud to have it and we want to use it properly,” he said. “I know there have been people picking up deer and animals off the road. It came up at the (committee of the whole) meeting the other day. I have forwarded the permit to the RCMP, the city yard, Emcon, and City Hall. I just want to put it out there that we do have the permit to pick these up.” Sterling said he would have a sign on his vehicle stating that they are removing highway animals. The application is for Sterling himself as the representative of the Metis. He said he must have the permit on him at all times, to pick up road kill. “It is a shame when you think of a few hundred deer that are killed from Rock Creek to Grand Forks,” he said. “That’s a lot of hides, that’s a lot of usage of horns and everything else that we could desperately use for our crafting and our heritage ceremonies and stuff like that.” Sterling said anyone who sees road kill on the highway can give him a call at 250-442-5848 or 250-443-4793.

Unfortunately, Northern Lights doesn’t accept cubs without a conservation officer’s approval. “But the CO that we were dealing with at that time hadn’t given us that,” said Miranda. Constable Charles called the conservation office in Castlegar and reached a conservation officer there who, after talking to the shelter in Smithers, gave the approval—if the bear became trapped it could be transported to the shelter for rehabilitation. Miranda, herself a border guard with Canadian Border Services, gave the cub its name. Since government projects seem to always be identified with a code name, and since it was Christmas, this became known as Operation Tinsel. Meanwhile, the cub was still back at the chicken coop, by now having spent at least six days there. Tiffenbach had upped the ration of feed he was putting out for the chickens and locking the hens away at night.

Daryll was told if he got the bear to Kamloops that night Bandstra would take it the rest of the way. Tinsel arrived at Northern lights on Christmas Eve. In the spring in June or July, if all goes well, she will come back down here to be released. “It wasn’t an option to shoot it,” said Miranda. “We wanted her to have a fighting chance.” Angelika Langen, who with her husband, operate Northern Lights, reported last week that Tinsel was doing awesome. They didn’t know the gender of the bear cub until they got her sedated for a complete checkup—Tinsel was female. Langen said Tinsel had no real health concerns, aside from the lack of nourishment. “It will take time but she should make a full recovery,” assured Langen. “All is well. All she needs now is some good food and time to grow and by the time summer comes around she should be caught up to the other cubs that are hibernating.” Langen said most cubs come to the shelter as a result of human intervention—car accidents or their mothers get shot. “That’s how we end up with the cubs that are left behind.” Northern Lights has been in operation for 24 years and is licensed by the government. When Tinsel arrived at the shelter she weighed only 9.5 kilograms (21 pounds) when she should have been 25 to 34 kg (55 to 75 lbs.). The plan is to release Tinsel back into the Boundary later this spring.

Kootenay musher coming to Boundary Dog Sled Classics Grand Forks Gazette
Al Magaw will be bringing his sled dogs from Salmo to compete with mushers from all over Western Canada and the U.S. in the Boundary Dog Sled Classics sprint races in Grand Forks from Jan. 25-26. It won’t be his first competition. “It’s my 36th season,” Magaw said. He wasn’t quite 40 when he decided that mushing was something he had to do. “When I first started, I was publishing a local newspaper, and at that time the Salmo Celebration Society decided to have horse races down main street pulling toboggans with local mayors on them. “I said, ‘Do you realize how dangerous that is? A bunch of old mayors behind horses? You’re gonna kill someone.’” Magaw said they changed their mind and decided they were going to have the Media Challenge Sled Dog race. “So I got on the phone and finally persuaded somebody
from Priest Lake, Idaho, to come up with his team, and when I saw these dogs working I said, ‘I’ve got to try that,’” he said. “And the first time I got on a sled it was like, ‘I’ve done this before in another life maybe,’ and I was hooked.” Through 35 years of competition in sprint races, Magaw has earned his share of accolades. His most cherished was being selected in 2000 to represent Canada in the 2001 World Championships held that year in Fairbanks, Alaska. Today Magaw has about 30 dogs of his own and boards another 30 at his Spirit of the North Kennels in Salmo. Now 75, he only races a few times each year, but he loves introducing new people to the sport and conducts dog sled tours on a daily basis. “It’s only in the last few years that I started doing tours,” Magaw said. “I had an epiphany at a race. The trail was so beautiful and the dogs—a 10-dog team—was running so nice; it had snowed

a little bit of powder snow the night before, and the sun was shining through the trees on the trail, and the ten dog team was running shoulder to shoulder just flying, and I had that moment when I wished I could share it.” Magaw had reservations, though. The science of setting your resolutions and succeeding
T
he new year brings with it exciting possibilities. For half of North Americans it means a new beginning or a chance to push the “re-set button.” We set New Year’s resolutions every January hoping to achieve our lofty goals. The number one resolution is to lose weight and out of the top 10 New Year’s resolutions half of them are related to health, wellness and living a well-rounded life. Unfortunately only eight per cent of us live up to the promises we make. Experts say when making New Year’s resolutions most of us are doomed to fail because we set unrealistic expectations on ourselves. When the goal is to lose weight for instance, we often don’t have a strategic plan in order to meet our goals. People also tend to set a date for completion when, realistically, losing weight or living healthier is more of a lifelong process. The professionals recommend setting realistic goals and “small” milestones that are achievable. Share your resolutions with someone you trust and ask them to help you remain accountable. grams whether it be fitness classes or support groups. If your goals are to lose a significant amount of weight, or to quit smoking cigarettes, consult a professional for help with that. The staff at Grand Forks Recreation may not be experts at solving all your New Year’s resolution needs. However, we are able to provide a wealth of opportunities for those interested in making 2014 a healthier year for both the body and mind. Fitness Annex The new Fitness Annex at the Grand Forks Arena will host a variety of circuit weight training classes. The morning classes are by drop-in using regular aquatic centre admission rates and membership passes. The evening classes will be preregistered programs. Although the classes are being held at the arena use of the aquatic centre is still available at no extra charge.
To my exercise group, pool staff, paramedics and all of the medical staff at Boundary District Hospital who so readily attended to my immediate needs following my mishap on 9th December. Thanks also to all of the administrative, household and the catering staff for all that made my stay so welcoming. Further work at both Kelowna General and Royal Jubilee in Victoria ensures that I am good to go just as soon as I get the recuperation behind me. You make my heart sing, albeit somewhat arrhythmically.

The fitness room hours will be the same as the public swim. Border Bruins bounce back big with two road wins CRAIG LINDSAY

The Grand Forks Border Bruins broke out of their recent slump in a big way on the weekend, winning two road games in the North Okanagan. The Bruins beat Kelowna and North Okanagan during the trip and moved to within one point of Spokane in the Neil Murdoch division battle for the last playoff spot. “Obviously, the return of our captain and leading scorer (Jackson Purvis) is enough but we really have to credit the whole group,” said head coach Kevin Flather. “As a whole, everybody got on board. The key really was preparation.” Flather said the team came in early over the break, a full six days before the Friday game and have been practicing two to three times a day. “It was what we did all week, everything we worked on, in those sessions,” he said. “We took out the first place team in their division (Kelowna) without our starting centre (Dakota Kittle).
Purvis picked up four points on the weekend. We’ve got our leader back. They all rallied behind him.” Flather relayed that Kelowna at one point took a run at Purvis, but the whole Bruins team came to his side. “That’s when the boys woke up,” he said. “They wouldn’t let him get hurt again.” After eight straight losses, The Bruins headed into Armstrong Friday and beat North Okanagan Knights 5-2 to get back in the win column. Connor Gross led the way with two goals, while Jackson Purvis picked up an assist in his return from nearly a month off with a concussion. The Bruins led 2-0 after the first period with a power play goal from Gross, assisted by Mitchell Dolman and Mitchell Pearson, and a goal by Coleton Dawson, from Rav Shokar and Purvis. Ryan Kelm brought North Oke within one at 1:38 of the second period. Another power play marker from Gross (assisted by Michael Rand and Kittle) put the Bears up two a
pair again after two. North Okanagan once again cut the GF lead to one with a goal from Cole Woodliffe at 9:19 of the third. Rand, assisted by Shokar and Corey Munro, scored with just over a minute left to give the Bruins a two-goal lead at 4-2. Munro got an empty net insurance marker with 14 seconds left, assisted by Dawson and Lukas Peters. “Our third and fourth lines played amazing in North Oke,” said Flather. Kai McDonald was solid between the pipes for Grand Forks stopping 49 of 51 shots. On Saturday, the Border Bruins beat the Okanagan division leading Kelowna Chiefs 6-4 on the road to win their second straight. Leading the team was Gross with four points, including the game winning goal with two minutes left. “Connor (Gross) is a natural goal scorer,” said Flather. “His ability to stay calm under pressure and not panic is incredible. His panic threshold is really high. He just stayed focused and tucked
the puck in.” Max Newton and Rand also added a pair of goals each. Purvis chipped in with three assists in his second game back. Flather said the key to the win for the Bruins was playing strong in the third period. “Kelowna couldn’t stay with us in the third,” he said. “I told the boys that they we would win the game in the third period. They can’t skate with us.” McDonald started for the second straight night and was solid again stopping 43 of 47 shots. “Kai played phenomenal,” said Flather. “His really worked on centering his chi. He’s been working on being more calm out there. He was solid both nights and make stops and gave us a chance to win.” Dominik Stadynk was back in the lineup but had to settle for back up goaltender duties during the road trip. “He wants to get in the net but Kai’s been hot lately,” said Flather. “Kai’s earned it. He’s a great kid. He’s worked hard on and off the ice.”

The Grand Forks Secondary School (GFSS) Wolves junior girls basketball team hosts their tournament this weekend (Jan. 10/11) at the school. The tournament features teams from Boundary Central (Midway), Mt. Sentinel (South Slocan) and South Okanagan (Oliver). The teams play each other in round robin action and then the two top teams play for the championship at 1:30 p.m. on Saturday. “It should be a very good tournament,” said GFSS coach Craig Lindsay. “It’s hard to say who the favourites will be. We haven’t seen any of these teams but I expect them all to be competitive. “It’s also our first tournament this year so it should be a good
experience. We’ll have to play four games in two days, but with 13 players, I don’t expect fatigue to be too much of a factor.” GFSS plays off against Boundary Central in their first game Friday at 3 p.m. “We were supposed to play them before Christmas but it didn’t work out so they’ll be a bit of a mystery,” said Lindsay. “If Kari Durban is playing they’ll be tough. She played guard on the Kootenay Summer Games team and did very well. She’s quick and very aggressive.” In their second game, the Wolves host Mt. Sentinel from the Slocan Valley. “It’s a small school and much more well known for their powerful girls volleyball program, but I expect they’ll have a good team with Tekki Hyrniw coaching,”
said Lindsay. Hyrniw, who hails from Salmon Arm, played five years at Simon Fraser University. “She has that intensity as a coach and so do her players,” said Lindsay. GFSS wraps up the round-robin portion of the tournament against South Okanagan Hornets, whom Lindsay says is an unknown. “Obviously, they are from the Okanagan and play in a different region than us,” he said. Although Lindsay hopes the team gets to the final, he’s really hoping to see improvement over the weekend. “We’ve only played one game this year so far,” he said. “We played Castlegar in December and won quite handily. Tournaments like this give you a chance to evalu-
ate players and see how they’ll fit in to the rotation. “They also allow you to see what the team needs to work on to improve. We should see plenty of different styles of play over the weekend.”
Stadnyk is expected to get the start in the Bears next game Friday when the Bruins are in Midway to face Princeton. “Last time out there we played Kelowna and they handed it to us,” said Flather. “I feel we owe it to the Midway fans to really give them a good game. We’re going to be coming to play. We want to ride this momentum and pick up win number three.” The team returns to Grand Forks on Saturday to play the always tough Beaver Valley Nitehawks at the Jack Goddard Memorial Arena. The Nitehawks are riding a 10-game winning streak and are only one point behind league leading Nelson. “They’ve been really hot lately,” said

Doris peacefully passed away at the age of 82 on December 25, 2013 in the Trail Hospital. She was born on July 9, 1931 in Carmi, BC to Leo and Robina Ferroux and grew up in the Carmi and Beaverdell area. On April 3, 1948 she married Kenneth Clapperton. She is survived by her daughter Donna (Glen) Shaw, son Leo (Christine), daughter Kenna Millar, one brother, three sisters, seven grandchildren, nine great grandchildren and one great great grandchild. Doris was active in community work and curling. She worked as the Post Mistress in Beaverdell for many years until she retired in 1996. She was loved by all that knew her and will be sadly missed. Cremation has taken place and she will be laid to rest with her husband Kenneth. No service will be held as per her request.
Alex Laktin
Alex Laktin was born October 15, 1926 and passed away January 05th, 2014. Alex was born in Aaron, Sask and lived in Benito, Manitoba, later moving to B.C. Living in Nelson, Salmo and finally Grand Forks where he met Betty Zebroff and married in 1948. Alex and Betty had 4 children; Linda, Marilyn, Walter and Bob. The majority of his life Alex was a truck driver and worked numerous construction jobs along with logging. He was predeceased by his parent Alex and Polly Laktin and his wife Betty in December of 2001. He is survived by his children Linda, Marilyn, Walter (Margaret), Bob (Cindy), brother Fred (Mary) Laktin sister Doris (Mickey) Postnisoff, grand children Marcus and Christopher Turner, Eric, Scott, Nicholas, Michael Laktin, Shane and Amber Vandiver, great grandchildren Ethan and Lexi and numerous nieces and nephews. Alex passed away peacefully at his present home at “Ivy House” on Silver Kettle Village; where he was surrounded by the caring staff. May he rest in peace. A Funeral Service will be held on Saturday, January 11th at 10:00 a.m. at Grand Forks Funeral Home with the burial to follow at the Sion Cemetery and then a luncheon in Alex’s memory. Nick Samuel Strukoff Nick Strukoff was born October 11, 1922 in Grand Forks, BC to the parents of Sam and Tina Strukoff. Nick was the eldest of three children, with two younger sisters Mary and Dorothy. On March 25, 1945 Nick was united in marriage to Annie Strukoff, daughter of William and Dasha Strukoff. Nick and Annie were blessed with two children, Shirley and Harold. Nick lived his entire life in Grand Forks. He passed away peacefully with his family at his side on Saturday, November 23, 2013 at Hardy View Lodge at the age of 91. Nick was predeceased by his wife Annie of 63 years in 2008, and his precious great-grandaughter Maya Kate in 2012. Nick is survived by his daughter Shirley and husband Mike, grandsons Sean, Brent and wife Lisa and great-grandaughter Kara Anne Sookochoff; and his son Harold and wife Terri and grandchildren Carrie and Derek Strukoff. Dad was a hard-working man, a devoted husband and a kind, caring and generous father and grandfather. He had a very strong work ethic, was a passionate handyman and everything domestic interested him. We will miss you Dad, May You Rest in Peace. A funeral service was held on Friday, November 29, 2013 at the USCC Community Centre, Grand Forks, with burial at the Sion Cemetery, Grand Forks. Funeral arrangements entrusted to Everett Baker of Grand Forks Funeral Home. On behalf of our family we would like to express our sincere and heartfelt gratitude to everyone who attended Dad’s service and to those who travelled from out-oftown. Thank you to all who expressed their condolences, for your phone calls, cards, flowers, for the food and baking, and for your generous monetary donations; your love and support is very much appreciated. A huge thank you to Jerry Seminoff for officiating the service, words cannot express our gratitude for all your help. Thank you to John J. Verigin and Laura Verigin for your support and your kind and comforting words. Thank you to all the singers for the wonderful singing, the Ladies Cooking Group for the delicious luncheon and to the grave site attendants. And a very special thank you to the wonderful Staff and Caregivers at both Care Homes for the care and attention given to Dad and the kindness shown to the family, and to the Boundary Hospital doctors and nursing staff who were always there for Dad when needed. Sylvia Louise Jmaiff December 24, 1941 - January 3, 2014 It is with saddened and heavy hearts that we announce the crossing over of our beloved mother, wife, and Nana on Jan. 3, 2014 at the Boundary Hospital surrounded by her family, friends and love. In 1999 she bravely fought and beat breast cancer and was clean for 13 years from the dreadful disease. But this time it was a battle with heart and renal failure that there was no cure for and lost her battle. Sylvia was born on Dec. 24, 1941 to her parents Alfred and Emily Bull and her 2 brothers, Alfred and Clifford and a sister Lillian a Christmas gift in a hospital in Saskatoon, Saskatchewan. At a young age the family moved around Sask. before moving to Burnaby, BC where the family made their final home. As a young lady Sylvia went to Burnaby South School from there she graduated. Sylvia worked at various places in the Lower Mainland and Greater Vancouver area more notably Red Robinson at CJOR, BC Electric under the Big “W” Woodworth and finally in Mission Hospital as an admitting clerk. Sylvia and her 4 children moved to Grand Forks from Mission BC in 1978 to get away from the hustle and bustle of the Lower Mainland. When she moved to Grand Forks she worked at Hardy View Lodge, Boundary Hospital as an admitting clerk and finally as a receptionist at the BC Forest Service Office for twenty years. After the provincial cut backs and the closure for the office in the Boundary Forest District she took an early retirement. To enjoy babysitting her grandchildren which were her pride and joy, camping and the occasional visit to the casinos where she called a no-brainer and put her mind in holiday mode. She also liked to be busy and be in touch with the community and made many new friends. She spent many hours at the hockey rink with her 2 sons and later a billet mom for the Border Bruin players and many of them treated her as their own mom. She loved volunteering at the Hospital Thrift Store, coordinating volunteers for the BC cancer agency mammogram screening agency in Grand Forks. Past member of the Royal Purple, member of the Legion, member of Good Sames Kettle River Ramblers club and Ducks Unlimited. She supported the Make A Wish Foundation and the Canadian Red Cross. Sylvia was predeceased by her parents Alfred and Emily Bull, brothers Cliff and Alfred (Jim) Bull and sister Lillian Tayler. She is survived to mourn and grieve her passing by husband Larry 30 years of marriage, her children Clifford McLeod (Mary Ann Ehlers) Red Deer, Alberta. Christine Evans (Ben) Oliver, BC. Craig MacLellan (Laurie) Grand Forks, BC. Colleen McKay (Warren) Grand Forks, BC. 8 grandchildren and 6 great grandchildren and many nephews, nieces, and relatives, and many very close friends from near and far. Funeral service will be on January 11, 2014 at 11:00 am at the Anglican Holy Trinity Church. Rev. Simon Shenston officiating. Andrew (Andy) Elliott 1924 - 2013
With great sadness, we announce the death of our beloved husband, dad, grandpa, brother and uncle, Andrew (Andy) Elliott on Tuesday, December 17, 2013. Andy was born on November 29, 1924 to Sarah Dunn and John Brogan in the County of Donegal, Ireland. With his mother’s family, he immigrated to Canada as a toddler and spent most of his life in BC. He worked as a commercial fisherman, logger, mechanic, farmer, house builder and renovator. He retired from the City of Greenwood work crew in 1993. Andy is survived by his wife Catherine, daughter Halainne Rayne, grandson Michael (Donna) Rayne and great granddaughter Aiishe, and granddaughter Serrah (Bryn) McArthur. Also survived by step-children Roxane Erixon and boys Dalton and Alex; Darren (Krissy) Lloyd and his children Azalea, Ezra and Bae. He leaves behind his brothers Lloyd Elliott and Jack Larsen; also five nieces and nephews. Many thanks to Dr. Naude, Bev and Leslie at the Midway Clinic, to the Boundary Hospital nursing staff, Louise Fitzgerald of Hospice, Deborah at the Grand Forks Funeral Home, Martin Fromme, the Reverend Paul Brandon and to all the friends and neighbours who gave comfort in word and deed. Bud Edwin Hallstrom
Feburary 21, 1956 December 28, 2013 Bud Hallstrom was born to Jim and Rose Hallstrom at the Boundary Hospital on February 21, 1956. Bud grew up and lived on the corner of Boundary Creek Road for 57 and a half years. On August 23, 1980 he would marry the love of his life, Patricia (Trish) Winchester, having two children shortly after, Jayme Herbert (March 13, 1982) and Breann Rose (February 20, 1986). He worked to keep our highways clear for 35 plus years with twin brother Lief right beside him. Through the many campings and family outings, Bud would talk to anyone given the opportunity, and if you were fortunate enough to know him well, you were usually blessed with a nickname. The Hallstrom family would like to thank their friends, health care professionals, psychologists, psychiatrists, and all others that helped Bud during his battle with mental illness, as well as their continued support since his passing. Bud is survived by his mother Rose Hallstrom, sister Delle (Norm) Hoffman, brothers John and Lief (Julie) Hallstrom, children Jayme (Kendra) and Breann Hallstrom (Bill Campbell), nephews Dylan Hallstrom (Jade Bennett) and Devin Hallstrom (Stacy Ludwar), and granddaughters Jacey and Kennady Hallstrom. Bud was predeceased by his father James Johnson Hallstrom.
