Creek dangerous to cross before channel built In some years the water gushed down the creek making passage across the isthmus exceedingly dangerous. Before a navigation canal was built in 1908, a free-flowing creek drained Wood Lake into Long (later renamed Kalamalka) Lake. Wood Lake was naturally about four feet higher than Kalamalka, perhaps five or six feet higher during the

spring freshet. In some years the water gushed down the creek making passage across the isthmus exceedingly dangerous. Two items in the Vernon News from the time, illustrate: “There came near a drowning accident last week at the

creek between Wood’s Lake and Long Lake, at the place known as the “railway.” J. Shore attempted to ford the creek, which is much swollen, and his horses were swept off their feet, and he was carried down for some distance by the stream, getting out with much

difficulty. A road and bridge is badly needed by the settlers of that vicinity, and we trust that it will be among the first work of its kind after this year.” (circa 1902) Two weeks later the newspaper reported another incident: “A. Cary had a narrow

escape last week from losing a valuable horse in the creek at the “railroad,” between Long Lake and Wood’s Lake…” (circa 1902). Since 1985, the Lake Country Museum has been collecting, preserving and presenting the area’s history.

BAILLIE POSTED AN EVEN OR BETTER PLUS-MINUS RATING IN 10 OF THE 12 GAMES HE PLAYED DURING DECEMBER. Baillie was particularly effective on the road, recording at least one point in all eight road games the Rockets played in December, scoring four times. Two of Baillie’s five goals during the month were game-winners. Baillie’s outstanding play saw him selected among the three stars three times during the month, while posting an even or better plusminus rating in 10 of the 12 games he played. Organizations that help keep Central Okanagan safe receive grant funds

Kick-off Okanagan Reads with pony rides this Saturday

Six organizations that help keep people safe in the Central Okanagan will share $119,400 in Community Gaming Grants from the Ministry of Community, Sport and Cultural Development. The Central Okanagan Search and Rescue Society is receiving $33,200; the Canadian Ski Patrol Ogopogo Zone is receiving $25,000; Kelowna and District Safety Council Society is receiving $20,000; the Kelowna Snowmobile Club is re-

ceiving $18,000; the Orchard City Amateur Radio Club is receiving $13,200; and the Canadian Ski Patrol System—Pacific Division is receiving $10,000. “We’re investing in the safety of the Okanagan with these grants of more than $100,000,” said Norm Letnick, MLA for Kelowna-Lake Country. “Safety is a top priority for our government and, in partnership with these hard-working organizations, we are preventing unnecessary ac-

cidents and saving lives,” he said. Fellow MLA, Steve Thomson, Kelowna-Mission, said: “Public safety is about giving our community the tools to prevent accidents, and working together to make sure that we are able to react to unforeseen incidents, to save lives. “It’s great to see funding go to these great groups who work every day to keep Kelowna safe.” Westside-Kelowna MLA and premier,

Christy Clark said: “From preventive education to search and rescue, these organizations do great work keeping people safe. They not only prevent emergencies, but step in and save lives in emergencies.” Across British Columbia, 127 recipients share $5,386,380 in the latest round of grants. In 2012-3, the B.C. government distributed a total of $135 million in Community Gaming Grants to approximately 5,300 community groups.

Rockets flying high atop national rankings WARREN HENDERSON Lorne Frey had a pretty good hunch the Kelowna Rockets would be one of the teams to beat during the 2013-14 Western Hockey League campaign. But even the Rockets’ assistant GM admits the team’s Canadian Hockey League-best record comes as a most pleasant surprise. The No. 1 nationally-ranked Rockets, who went unbeaten in December, are currently the runaway leaders in the WHL with a 33-40-2 record. Included among the club’s exploits this season is a winning streak of 16 games, as well as a franchise-record 16game winning streak on the road. Since Oct. 22, the

Rockets have won 26 of 28 games. “We knew we were going to be competitive this year but to look at our record now, that’s a surprise and a pretty impressive performance,” said Frey, who is also the Rockets’ director of player personnel. “No matter which way you slice it, they’ve faced some tough travel, the quality of teams they’ve beaten, the streaks they’ve been on…it’s pretty inspiring.” As for the main ingredients to the Rockets’ success this season, Frey points to coaching, team chemistry and depth. “We’ve had great coaching from Ryan (Huska) and Danny (Lambert) and the rest of the staff,” added Frey. “We’ve also got really good players, but probably the biggest thing is

their closeness, the guys get along great and that shows on the ice. “We have guys with good character who don’t give up and who compete hard. Our overall depth and balance is as good as we’ve had and we’ve got 23 players who are all capable of playing.” Coming off a 4-2 win over Vancouver on Saturday, the Rockets will be put to the test this week in Alberta, as Ryan Huska’s squad plays four games in five nights starting Wednesday in Edmonton against the Oil Kings. Kelowna will visit Lethbridge Friday, Medicine Hat Saturday and Calgary Sunday. By Sunday night, the club will have played 16 of its last 18 games on the road.

Meanwhile, with the WHL’s trade deadline approaching this Friday, the Rockets are busy exploring their options, including the possibility of adding a forward for the stretch run. “In some way you have to think if it isn’t broke don’t fix it, but on the other hand we’re always looking to make our team better,” said Frey, who will sit down to discuss the team’s needs with GM Bruce Hamilton when he returns from the world junior hockey championship in Sweden. “We want to to put the best team on the ice we possibly can. A lot of teams are in the battle right now and are looking to make upgrades, so that makes it tough, too.”

Another year of enviro-wars begins

T

he new year lurched to life with a round of shouting about the environment, as our post-industrial, post-literate urban society grapples with conflicting claims of impending doom. The release of a group of Greenpeace protesters from a Russian prison was welcomed by TV news networks desperate to fill the holiday dead zone. Our intrepid Canadian pair got to describe over and over their bid to hang a strongly worded banner from a Russian offshore oil platform, and their horror when security forces boarded their vessel from helicopters and seized it. In all the fawning interviews, I kept waiting for these questions to be asked: What did they think Vladimir Putin’s regime would do? What was the point? How is disrupting one oil platform for an hour going to save the planet? The Greenpeace “ac-

Tom Fletcher tivists” claimed this was the first oil platform to operate above the Arctic Circle. So it was a line in the snow, which I’m sure impressed Putin as he ramps up his territorial claim to include the North Pole. Meanwhile, at the South Pole, TV anchors remained carefully sombre as they reported numerous bids to rescue a scientific vessel trapped in thick ice. No quips about the predictive abilities of climate scientists please! In fact this ill-fated voyage was a re-enactment of Sir Douglas

Mawson’s 1913 expedition, with pro-global warming news outlets BBC and The Guardian aboard to capture the melting wrought by a century of industrial expansion. The rescue efforts (from a Russian ship by Chinese helicopters) also disrupted an Australian icebreaker’s supply trip for one of the real scientific expeditions working in Antarctica. Sceptics had great fun with the Antarctic debacle, as they did earlier with the resurgence of Arctic ice that trapped climate tourists. As is normal in the Internet age, the climate debate has split into two fanatical factions, each of which promotes the most extreme examples it can find to prop up its version of truth. They call each other “warmists” and “deniers” among other pithy names. Greenpeace is now known in B.C. as part of our Team America anti-tar sands brigade. They

got off to a good start in 2014 by selectively seizing on reports of a new study of mercury contamination in northern Alberta. A “bullseye” of this dreaded neurotoxin has been drawn around oilsands operations by measuring traces in snow. The study by Environment Canada scientists isn’t published yet, but Postmedia News reported on a presentation in November by the researchers. “The federal scientists stress the mercury loadings around the oilsands are low compared to the contamination seen in many parts of North America including southern Ontario and southern Quebec,” the news report states. This is like the study of polycyclic aromatic hydrocarbon (PAH) pollution in northern Alberta lakes that was twisted into propaganda and fed to the news media last year. This is another group of neuro-

toxins that are far more concentrated in urban areas than around remote industry. Consumption, rather than production of coal, diesel and other fuels produces the vast majority of these emissions. I look forward to the study of their effects around Lost Lagoon and Burnaby Lake. Of course, safe levels of these materials have been set by Health Canada. You’re more likely to get significant exposure to mercury from a broken fluorescent lamp or the mercury amalgam in your old tooth fillings than you are from feeding ducks at the lake, although you might get a whiff of PAH when you gas up the car or board the bus. There’s no doubt that cars and drivers may be at fault. They may be travelling too fast; or not be paying sufficient attention; or be momentarily distracted. Ultimately, it doesn’t matter whose fault it is. The car weighs 20 times as much as the pedestrian. In any collision between a pedestrian and a car, the pedestrian always loses. It’s not considered politically correct to blame victims. But in fact it’s the pedestrian who can do the most to avoid an accident. Every pedestrian can do two things. First, make sure drivers can see you. Dark clothing blends into dark nights. Wear light coloured pants or jackets. Better yet, wear a reflective vest. Highway workers wear them, for good

Make sure your bookkeeper knows a lot about Canada’s income tax act

W

elcome to 2014 and the month of New Year’s Resolutions. Apparently less than 25 per cent of resolutions made on New Year’s Day are actually carried on past the first week of the new year. One of your resolutions may be to get your income tax receipts organized early. If you have a sole proprietorship/partnership, you may require someone to do the bookkeeping for you. It would be a good idea to begin early because bookkeepers are extremely busy for the first three to five months of the year. Just like there are different kinds of accountants specializing in different areas of accounting, there are also different kinds of bookkeepers. Sometimes the accounting/tax firm that prepares your annual taxes can recommend someone. What you need to look for is a bookkeeper that also has some tax experience. From a tax perspective, there is nothing more frustrating than receiving something

Behind the Counter prepared by a bookkeeper who doesn’t follow the tax act. The reason being is that it will all need to be reclassified in order to put it into the format required by the tax act. The file will take extra time to correct and you will have paid for the work twice. Once to the bookkeeper and once to have it corrected and then you need to pay for the tax preparation on top of that. This is also the first season after the CPP contribution changes. You need to have deducted CPP for all employees who are 60 to 65 years old even if they are currently receiving their CPP and have not had CPP deducted in the past. If you are self em-

ployed, the CPP owing will be calculated when you have your tax return completed. For the employees aged 66 to 70 years old, deduct the CPP unless they provide to you a completed form CPT30 – To elect to stop contributing to the Canada Pension Plan. As an employer if you have forgotten to deduct the CPP and the employee is no longer employed by you, you are required to pay both the employee and the employer’s share and may be charged penalties and interest on the outstanding amount. Anyone who is 70 years old or older cannot contribute to CPP. The deadline to complete and file the T4’s and T4A slips is Friday, February 28th. In the play, life is pleasantly daft at the roomy uptown New York City home of Grandpa Vanderhof, a lively little man of 75 who, for the last 35 years, has been determinedly “relaxing” and having fun. A new take on the classic story of Red Riding Hood will lead the 2014 season of Bumbershoot Children’s Theatre Company from Jan. 16 to 26. Created in the U.K. by playwright Mike Kenny and composer Julian Butler, the story unfolds during a sleepover at grandmother’s house, but the actors and audience are soon magically transported into the forest. Taking the lead roles will be two seasoned Kelowna adult performers, Gwen Plitt as Bridget and a familiar mystery performer who is new to the Bumbershoot stage as Stephen. The Stage magazine described the U.K. production as “… a clear and comic telling of the story that the children will remember all their lives.” A new Bumbershoot community involvement feature will debut with a special Community Night program on Friday, Jan. 10 at the Bumbershoot Theatre which will be partnered with the RCMP. The 45 minute program will begin at 6 p.m. with Bumbershoot artistic director Tracy Ross reading the story of the Red Riding Hood play to a family audience. RCMP representatives will then relate the story to real life experiences with strangers and how children should handle them, illustrating the topic of “stranger danger.” Similar partnered themes will be featured with other Bumbershoot

productions in 2014. Ross described the music as well as the script, which is leavened with humour, as truly fantastic. The all-ages production will follow the children who decide to pass the time at grandmother’s house by acting out their favourite story with things found around the attic, including clothes from the wardrobe. Soon what’s real and what’s imagined blur, and the children find themselves in the deep, dark woods with a wolf tracking them down. The 2014 productions will be complemented by a new Passport Program which offers children special pre- and post-show activities that they can bring to each production, inspired by the 2014 Bumbershoot theme: “Oh, the places you’ll go…” Subscriptions for the 2014 season are now available with season and family passes through the Bumbershoot website www bumbershootthreatre com . Bumbershoot, which was launched in 2009, is a non-profit registered charitable theatre company dedicated to introducing Okanagan youth and children to the magic of the theatre. In addition to its

live theatre performances the children’s theatre company also offers a full selection of drama workshops and classes. Another activity is its residency program which is done in conjunction with participating Okanagan schools. The program offers a week long in-school program which immerses students in a drama workshop as part of the school’s curriculum. After gaining first hand drama knowledge and experience the students host a performance for parents with the proceeds going to the school. That is not the reality very many retired Canadians with debt are moving into today. Unless they are sailing away in a boat with a loan attached to it, they’re not sailing into the sunset in retirement. Almost 40 per cent of Canadians carry debt on credit cards—this is very expensive debt, costing between an interest rate that can range from nine per cent to 28 per cent annually. Some 30 per cent carry debt on a line of credit—this can range from three up to six per cent or higher. Sixteen per cent carry mortgage

Fiscal Fitness debt. Almost 15 per cent carry consumer loans. If you have debt of any kind, you should know how much your interest rate costs are, and pay the lowest interest rate possible. Do not make the credit card companies any richer than they

are—they don’t need your money to increase their wealth. They already have enough other people paying high interest rates and not paying their credit balance each month when due. Interest rates are low in Canada and many retired people have consumer debt. A per cent of this debt makes it difficult for retirees to make other consumer choices because of their debt load. Paying down debt after retirement becomes more difficult due to living on a fixed income with reduced cash flow. Financial planning in pre-retirement should involve a review of cash

flow, budgeting and interest rate costs to determine if you need to or should carry debt in retirement. Baby boomers, those born between 1945 and 1964, are painfully short of their retirement savings goals. Debt among seniors is growing faster than other age groups. Individuals are accumulating more debt by using credit cards or consumer loans so they can continue to enjoy a pre-retirement lifestyle they may no longer be able to afford. Credit rating company Equifax says seniors are increasing their debt levels to maintain the lifestyle they enjoyed

before retirement. Equifax says the average debt for consumers over 65 has climbed more than any other age group at 6.5 per cent. Some retirement people head back to the work force to earn additional income. Downsizing your home is an option to help fund retirement. Staying in a home you can no longer afford in retirement can quickly drain your bank account. Teaching young (or old) dogs new tricks just takes time and treats ELSA LARSEN When I began my dog training career in 1997, I started out by training service dogs. While most dog owners don’t require that level of training for their pet, I do believe that the average dog owner would like the same kind of self-restraint that any person with a disability

expects from his or her working dog. Here is my list of the five most critical skills I want any dog to learn. 1. Default Sit The very first thing I would teach any new canine charge is a default sit. I’ll be honest here— I’m not crazy about dogs that jump all over me. Not many people are, even the most enthusi-

astic dog lover. Bearing that in mind, I would start right away to teach my dog that it is more beneficial to sit than to jump. To do this, I first want to set the dog up so that he or she can’t make many (or preferably any) paws-on-people mistakes. I make sure my dog is either on a leash or on a tether whenever

In North America, obesity is the most common preventable disease in dogs. Approximately 25-30% of the general canine population is obese, with 40-45% of dogs aged 5-11 years old weighing in higher than normal. Excess fat negatively impacts a dog’s health and longevity. Studies have shown that being even moderately overweight can reduce canine life expectancy by nearly two years compared to their leaner counterparts. It’s a sobering statistic. Previously, fat was considered to be relatively inert tissue, simply storing excess energy calories and adding to body mass. Scientific evidence now reveals that fat tissue is biologically active. It secretes inflammatory hormones and creates oxidative stress on the body’s tissue, both of which contribute to many diseases. Thinking of obesity as a chronic, low-level inflammatory condition is a new paradigm. Obese dogs develop an increased risk for cancers of all types, diabetes mellitus, heart disease and hypertension, osteoarthritis and a faster degeneration of affected joints, and urinary bladder stones. On the other hand, obesity may be an indicator of disease, such as hypothyroidism (an underactive thyroid gland) or Cushing’s disease (overactive adrenal glands) and so veterinary consultation is recommended.

This topic has over 60 years of evidence-based scientific research backing it up. In fact, the World Health Organization has stated that fluoride is one of the Top 10 Public Health Achievements of the 20th century. It is one of the best preventive measures you can take for the betterment of your oral health. The following is part 4 of our series discussing fluoride: Part 4 Q: Should I be using fluoridated toothpaste with my child? A: For children from birth to 3 years of age, the use of fluoridated toothpaste is determined by the level of risk of tooth decay. Parents should consult a health professional to determine whether their child up to 3 years of age is at risk of developing tooth decay. If such a risk exists, the child’s teeth should be brushed by an adult using a minimal amount (a portion the size of a grain of rice) of fluoridated toothpaste. Use of fluoridated toothpaste in a small amount has been determined to achieve a balance between the benefits of fluoride and the risk of developing fluorosis. If the child is not considered to be at risk, the teeth should be brushed by an adult using a toothbrush moistened only with water. For children from 3 to 6 years of age, only a small amount (a portion the size of a green pea) of fluoridated toothpaste should be used. Children in this age group should be assisted by an adult in brushing their teeth.

How exactly can diabetes cause me to have foot problems?

Diabetes that is uncontrolled will affect the organ systems in different ways. Peripheral neuropathy is a term commonly used to indicate an uncomfortable burning or tingling sensation in the feet. While this is correct, the term also encompasses other symptoms related to nerve damage. The inability to feel a small pebble in your shoe to ominously not feeling a razor blade left in the bathroom is also caused by peripheral neuropathy. Healthy nerves that regulate perspiration from sweat glands in the feet and send motor signals telling our foot muscles and tendons when to contract and relax are also compromised in peripheral neuropathy. This can lead to dry, cracked skin, and rigid contractures of our toes leading to dangerous pressure points, respectively. Increased blood sugar circulating in the blood stream will deposit into tendons causing them to be more rigid and lead to further contractures and a less supple leg and foot. Arteries carrying blood to your feet can also become diseased limiting blood flow needed to help heal any wound or bring antibiotics needed to treat infection. If you have diabetes, it is a good idea to see your podiatrist to be assessed for the above and also for care of your nails and calluses.

Absolutely. There are in fact 2 styles of correction that can be used with contact lenses in order to help regain your near and distance clarity. The first style is called monovision and involves correction of one eye for near tasks and the other eye for distance. While it takes a short adaptation period, this often proves very effective for many people. The second style of correction are multifocal contact lenses which utilize concentric rings of varying power (search a picture on the internet if you’re keen - very neat stuff) in order to give you a range of clear vision at both near, intermediate and distance. For either style a full exam and contact lens fitting will help determine what style of correction will suit you best.

Repeating commands is the quickest way to teach your dog to ignore you. Go and get her/him and go back to working with the dog on a line until he or she is more reliable. 4. Eye Contact Eye contact is a great way to teach your dog to keep his or her focus on you. I start this skill by rewarding my dog every time he or she chooses to look at me—on walks, at the dog park, when kids are around, in the house, etc. I call these “check-ins.� Check-ins are a great way to start to teach your dog or pup that it pays to look. 5. Leave It Leave that alone! Don’t mess with it. The purpose of this skill is to teach your dog to back away and not to touch anything that you’ve asked him or her not to. The “it� in question could

be a cat, a hamburger bun, a sock. Imagine how handy that would be. In closing, remember to dedicate time to training your dog or pup. It’s not fair to get angry with your dog for misbehaving if you haven’t taken the time to teach your dog what is expected of him or her. No matter which skills you find important for your dog to learn, understand that behaviours need to be rewarded often and well and you will need to limit your dogs opportunity to make the wrong choices by using better management—head halters or no pull harnesses for a dog who pulls, leashes and tethers for jumpers and long lines for a dog who won’t come when he or she is called. Zoning Amendment (DC11 Live-Work) Bylaw 878, 2013 (Z2013-007) is a zoning amendment that would change the property FROM C2 (Neighbourhood Commercial) TO DC11 (Direct Control 11 (Live-Work)) to allow for the development of multiple dwelling units and Live-Work units. The principal use of each of the Live-Work units would be residential and a part of the unit may be used for select commercial purposes. These Live-Work units must front a public street. A Direct Control zone has been prepared, and if adopted, could be used throughout the community.
