Snow removal keeps companies and individuals busy

By Treena Mielke Due to the accumulation of snow received in central Alberta this winter, shoveling sometimes requires leaving the safety of the ground. Kelsey Kurpiniski who owns apex Landscaping spent many hours last week cleaning the snow off the roof of the Rimbey agricultural building. Despite the grueling work of shoveling the snow off the huge roof, Kurpiniski took a few minutes to chat, although he didn’t take time to climb down off the roof. Kurpiniski said he has been “extremely” busy this season keeping roofs as well as driveways clear of snow and his landscaping business has very much been in demand. Mayor Rick Pankiw encourages homeowners to hire a contractor to make sure snow is removed from the roof of their home if there is no family around to help out. “This is absolutely the most snow I’ve ever seen. I’ve heard of four roofs in the Rimbey area that have collapsed and 11 in the province, so far.” Rimbey developer Steffen Olsen said his crews have been busy clearing snow off roofs in town and in the Gull Lake area. While the developer couldn’t confirm exactly how much snow could cause a roof to cave in, he said he has heard 24 inches could be bad news. “I talked to an engineer who said when you reach two feet of snow on your roof you should consider taking it down,” he said. Darrell Peters, an agent with Co-operators in Rimbey said there are no definite guidelines in place regarding snow removal from a roof, but it’s best to keep buildings as clear as possible. He said there is insurance coverage available if a roof collapses because of a snow load. “It depends on the policy.” Pastoral assistant at the Catholic Parish of St. Margaret, Vivian Longman said an awning on the south side of the church collapsed due to the weight of the snow. Although, the roof had collapsed last year as well, some sources reported the structure had up to four feet of snow on it this year. Rimoka Housing board chairman Paul McLauchlin said maintenance workers are keeping a close eye on Parkland Manor roof to ensure snow levels don’t get too high. During December 2013, record snowfalls claimed some roofs in the regions. On Dec. 30, heavy, dense snow caused about half of the canvas top covering a tent at the south end of Westerner Park in Red Deer to collapse. The tent was insured for $700,000 and crews have since knocked down snow on the roofs of other buildings in the area. A farmer near Bentley suffered cattle loss when a roof collapsed on the structure in which the animals were housed.

Message about drinking and driving not getting through This week the Rimbey RCMP responded to 50 calls for service. Highlights include break and enters, drugs, fraud, theft, and other serious matters. Your local detachment continues to work diligently on keeping drunk drivers off the road. As reported earlier, most detachments that serve communities equivalent in size to Rimbey will charge less than 10 impaired drivers a year. In Rimbey, we arrested nearly that many in the last week! The message to not drink and drive is clearly not reaching everyone. Impaired driver charged: On January 5, police arrested a 34-year-old female, a resident of Westerose, after she hit the ditch several times in her pickup truck on Highway 611. She has been charged with impaired driving. Drunk driving and drug charge laid: On January 8, an alert officer patrolling the highways near Rimbey stopped a 23-year-old man, a resident of Winfield, who was also impaired. When police searched the man, they found cocaine as well. The accused has been charged with drunk driving and possession of cocaine. Calgary man charged: Also on January 8, when the school buses were just about to hit the road after school, a Calgary man travelling through Rimbey on his way home from work was arrested on Highway 20 near Centerview Road. The man was erratically driving southbound and pulled over to the side of the road to relieve himself. Police were right behind him and arrested him on the spot. The accused has been convicted of impaired driving on four previous occasions. In this case, the driver told the arresting officer that
the last time he was caught drunk driving he provided a breath sample and that didn’t turn out so well for him. The inebriated man followed up by stating, “this time I refuse to blow and we’ll see how well that works out for me.” The accused has been charged with refusing to provide a sample of his breath and with impaired driving. Maybe this time he will get the message to not drink and drive! Impaired driver carrying drugs: On January 9, a Rimbey Mountie conducting highway patrol on Highway 53 stopped a Jeep Liberty after the license plate revealed that the registered owner was wanted by police in Alberta. The driver, who was the fugitive, was also drunk at the time he was stopped on his way to Rimbey for a new job. Upon arrest, police also located over 100 grams of marihuana and a quantity of Oxycodone in his possession. The accused has been charged with impaired driving as well as drug possession.

Charges pending for forged prescription: Police are following up on a case where a young adult male attended a local pharmacy and attempted to get oxycodone with a forged prescription. Police have located the newcomer to Rimbey and serious charges are pending the outcome of the investigation. Goalie equipment stolen: On January 6, a local young man reported that expensive goalie equipment in a black Reebok bag was stolen from his vehicle while it was parked in town. Firearms and bow and arrow stolen: On January 7, police attended a residence on Highway 607 north of Rimbey for a break and enter complaint. Unknown culprit(s) stole a Husqvarna 7mm Remington Mag-
num rifle and a bow and arrow from the property. Investigation continues: Police continue to investigate the break and enters to the local churches on Christmas Eve. The investigation has led Mounties to other jurisdictions in Alberta as they continue to work hard at solving these cases. Why we should re-elect Steven Harper It has been said that once you reach 80 years old you can get away with saying anything you like (not least because no one any longer pays attention to anything you say). Even though still a few months short of the four-score mark, let me test that theory by uttering the most outrageous statement it is possible to utter in this country at this time, let alone to flourish it in everyone’s faces in a column in a newspaper. This heretical proposition is that a good case can be made that the best result for Canadians and for Canada in the election due in 2015 would be the re-election of Prime Minister Stephen Harper. Having just offended almost all my personal friends and colleagues and, far more serious, enraged an overwhelming majority of Star readers, let me admit hastily that defects in this proposition are easy to enumerate. Harper is probably the least popular prime minister we’ve ever had but for R.B. Bennett in the 1930s, although what Canadians really hated then was the Depression more than the prime minister of the day. Harper is today’s R.B. Bennett. But in Harper’s case the culprit is his character rather than his actions (even the Senate scandal, while it has deeply shocked the public, is in itself not that big a deal). Put bluntly, even cruelly, almost no one likes Harper. He’s seen widely as mean, insensitive, crassly partisan. He’s seen by many, that is to say, as un-Ca-
Gwynne Dyer Guest Columnist
nadian, or not in the way most Canadians see themselves, and want their leader to be. Some of this is unfair. Harper happens to be an introvert while today success in politics depends on an ability to persuade voters that you really do, really and truly, “Feel their pain.” Never search in politics for fairness or for logic. A substantial part of Canada’s current economic success, certainly so in comparison to all but a handful of other industrial democracies, is due to Paul Martin Jr. for his mid-1990s overhaul of our then out-of-control finances: Martin’s reward for that accomplishment was to be immediately heaved out of office — by Harper. So why re-elect a prime minister whom even many among the dwindling number of Conservatives who still support him now do so because they themselves are rock-ribbed, bitter-ender conservatives rather than because of him? The very fact so many Canadians dislike Harper is the very reason why he may now be the right man in the right place. Economically we’re at present as well off, relatively speaking at least, as it gets. But after every rise, comes a fall. Our omens are no longer favourable. We’re los-
ing industries in the most painful way — watching them cross the border. Our oil and gas boom is being overshadowed by the far larger American energy boom. For a long time, much of our economic growth has been in the public sector. The 6,000 jobs due to be shaved from the Post Office is a sign of what lies ahead. Our universities cannot continue educating young people for jobs, as in the humanities, that simply don’t exist. Who better to get the nasty but necessary reforms and belt-tightening done than someone everyone loves to hate? We’ll all be grumpy as hell while these corrections were being imposed but we would be able to vent our rage and pain upon an individual rather than upon each other. An obvious flaw in my proposition is that Harper may pre-empt it by deciding to hell with the job, and the ungrateful voters, and quit before the next election. A way to keep him there does occur to me. Rather than trying to be nice and one of the guys, Harper should re-cast himself as one of the most successful of current TV characters. He is the grumpy, insensitive, truth-telling Doctor Martin. Anyway, even if you do reject everything I’ve said in this column, as most will, do catch the next episode of Doc Martin.

Work continues on the Rimbey Agrim Centre. Tenders are now out for inside work including mechanical and electrical contracts. Treena Mielke Photo
Rimbey Agrim Centre is a work in progress By Treena Mielke Work on the Agrim Centre in Rimbey is steadily moving towards completion and bids are now out for electrical and mechanical work. Rimbey Agricultural Society treasurer, Shirley Ingram said it is encouraging to see the building up and the progress that has been made. “It seems interest is picking up now that people can see the building and that things are happening.” The tin is being put in place on the east side, but will not be put up until water and sewer pipes are installed on the west side. The agricultural society is waiting for town council to complete its budget to ascertain monetary help for water and sewer. Mayor Rick Pankiw said he sees the Agrim Centre as a huge boon to Rimbey. “The revenue possibilities it could bring into the town are wonderful. The revenue (potential) is astronomical.” Earlier, the town helped out the Agrim Centre financially by waiving the $50,000 security deposit. Meanwhile the public is being encouraged to purchase a square foot or more of the building and clip and mail coupons are available in the Rimbey Review. “We plan to approach oil companies and store owners for more donations, as well,” said Ingram. Last month the Rimbey Ag Society received an early Christmas pres-
ent from the provincial government when MLA David Dorward from Edmonton-Gold Bar presented them with a CFEP (Community Facility Enhancement Program) cheque for $125,000. Ingram said the society will apply for the grant again this year. Ponoka County has contributed $1.2 million to the project and Ecrim Agencies recently contributed $25,000. Ponoka County’s continued belief in the Rimbey Agrim Centre has not only manifested itself in actual dollars, but also in the county’s willingness to back a $1.8 million dollar loan. The guarantee is in the form of a line of credit with ATB Financial, Rimbey, with an interest rate of prime less 0.5 per cent. The 60,000-square-foot Agrim Centre will include a riding arena, meeting space, boardroom, announcers box, concession and a grandstand to seat 900. The centre is to be multi functional and bring in spectators for various events as well as provide space for organizations such as 4-H clubs. The ag centre is to be built with an outside balcony. Builders will use green technology in the construction of a solar wall and rainwater will be used for the building’s non-potable water needs. Ironwood Building Systems is the primary contractor. At a Rimbey Chamber of Commerce meeting, held last Wednesday, Mayor Rick Pankiw told chamber representatives to suggest the town supply seed money for the project for one full year in their business proposal. While Pankiw didn’t confirm the town would dish out the seed money, he said the town is “interested in helping.” The chamber plan to work on a business plan and approach home businesses within Ponoka County to gauge the interest. Chamber president Jackie Stratton is optimistic the incubator program could work here. “I could certainly see it here. It certainly would give small businesses the opportunity to test the waters when they are just starting out.” Some of the businesses in Rocky Mountain House who participated in the incubator program were Pure Healthy Essential Oils, That Game Store, KES Graphic Designs, Cougar Ridge Bookkeeping, Coldwell Banker Realty and Deep Reflections, a registered psychologist. The Rimbey Chamber of Commerce is working behind the scenes to launch a program that could give fledgling businesses the roots to grow and finally, the wings to fly. The incubator project, which is up and running successfully in Rocky Mountain House, may catch on here, said chamber president Jackie Stratton. The program works by providing a large commercial space, dividing it into smaller areas, and allowing small businesses to set up shop there. Businesses would be given reduced rent, have access to mentoring services and receive promotional suggestions and encouragement. The incubator project is successful in other communities such as Rocky Mountain House. Michelle Andrishak, manager of the program in Rocky, attended a meeting in Rimbey recently. She said government funding for the program helped the incubator project get off the ground, adding there were receptive business owners who were willing to participate. “We were fortunate. We had renters right off the bat,” she said. “We were ready to rock and roll in three months.” Andrishak said she was pleased to help the renters become self-sustaining. “They were my chickens in a hen house. I really wanted them to survive.” While the businesswoman said she would be happy to help Rimbey in an advisory capacity, a manager would be needed to oversee the project. “I would be happy to act as an advisor and assist you in any way,” she said. “I can advise you, but you would manage it.” The project is simple, she said. “If you can’t afford a house, you get a roommate. It’s simply a commercial version of that.”

Parkland Manor residents provide input about proposed facility By Treena Mielke Parkland Manor residents expressed some curiosity, but did not appear unduly concerned about a proposed new seniors’ facility when they met with Rimoka Housing Authority board members and officials at a meeting, Monday. Board chairman Paul McLauchlin, mayor Rick Pankiw and councillor Mathew Jaycox along with Rimoka director of client services and acting CAO Sharon Mikla joined residents at the manor to answer questions and listen to concerns. Wendy Filewich, the acting manager of Parkland Manor was also in attendance. While residents didn’t appear to have many concerns about a proposed new senior’s facility, some questions were raised. “How many of us want a new facility?” questioned resident Ruth Casey. The mayor was quick to point out that the present facility will stay, but the proposed new lodge was to have 14 additional suites, and the extra rooms are needed to accommodate seniors now and in the future.
He said the average current age in Rimbey is 45.7 years, about 11 years older than the provincial average. “There is a need,” added McLauchlin. “An immediate need.” However, the board chairman stressed residents will have input into any future changes. “We’re talking about your home here and we want to ensure this (facility) stays an important part of our community.” McLauchlin said keeping in closer contact with Parkland Manor’s residents was the board’s new year’s resolution. “We want to connect with you and open the channel of communications in the New Year,” he said. “Where is the new building going to be built?” a resident asked. McLauchlin said land negotiations are ongoing, but presently the area being looked at is west of the community centre. Pankiw was quick to point out that if the land deal went ahead, the new facility would be closer to the hospital and only about 100 metres further from the Co-op than the manor. Anne Ingram is a long-time resident of Parkland Manor and seems happy to be there. “I have been here 13 years and it’s home,” she said. “I probably won’t see the other one (completed).”

Influenza vaccine not available for people on waiting list in Rimbey By Treena Mielke Flu shots are no longer available at Rimbey drug stores. Patrick Rurka from Rimbey Value Drug Mart said both drug stores have received official notification no more vaccine will be forthcoming. “We had to let the 61 people on our waiting list know,” he said. A press release from Alberta Health Services states some doses of vaccine will be reserved for children who have received first doses and require second doses. Children under the age of nine who are receiving seasonal influenza vaccine for the first time this season require two doses to be fully protected. Limited does will also be kept for specific outbreaks in health care centres and continuing care sites. Use soap and warm water to thoroughly wash your hands. Wash after coughing, sneezing or using tissues or the washroom and before eating or preparing foods. the AHS website. Updated information on vaccine availability, clinic schedules and site breakdowns of staff immunization rates at AHS acute care centres will be posted. Provincial statistics on the number of immunizations delivered, influenza cases, deaths and hospitalizations, are also posted. These statistics will be updated weekly. Bentley Dynamites skate in big arena in Red Deer By June Norvila The Bentley Dynamite Canucks minor hockey team had an exciting experience. They had the chance to skate at the Red Deer Enmax Centrium during a Red Deer Rebels game. Head coach Kelly McKinlay reported the Bentley Dynamite team got dressed during the first period and high-fived the Rebels before going out onto the
ice between the first and second period. After playing five or six minutes in the big arena, the team high-fived the Rebels team again when they left the ice. It was a unique chance to skate in a big arena in front of a lot of people. “We have a good mix of kids on the team,” stated McKinlay. “We have 18 kids playing this year which is a very high number. This is exciting as numbers for Dynamite were falling the previous

ENTERTAINMENT
The Rimbey Review, Jan. 14, 2014 13
February brings top notch entertainment to community By Treena Mielke Want to break up the winter doldrums? Want to enjoy a night out with great entertainment, delicious food and plenty of socializing? Liberty Hall Society has just the thing for you. Their February production of Maid to Order, a two-act comedy, is just around the corner. The play is to be held at Liberty Hall Feb. 7, 8, 14 and 15, 21 and 22, 28 and March 1. And this year, organizers have opted to include an afternoon matinee of the play beginning at 1:30 p.m. on Feb. 9 which will include a delicious array of deserts. Maid to Order will be presented by a
talented and dedicated cast of local actors and actresses. “It promises to be very entertaining; lots of laughs, said production manager Dariel Sroka. The cast has been having lots of fun rehearsing for this play. They have been practicing since October.” She said cast members range in age from 13 to 65 plus. Sroka said volunteers are always welcome and there are many roles to fill besides actually acting in the play. Other jobs such lighting and sound technicians, ticket sales people, set designers, builders and decorators, script assistants, costume, make up and hair design people, directors, production manager, still photographers, videographers, musicians,
bar tenders and hall cleaners, cooks and dishwashers are all important. Money raised from the dinner theatre goes towards the new hall which is on the same site and is now at the lock up stage. Liberty Hall was built in 1921 as a temporary structure. Now, almost a century later, the hall remains a busy place and a central hub for the community where reunions, picnics, dinners and meetings are held. However, even though the spirit is strong, it is a sad reality that the roof leaks badly, the water and sewer pipes often freeze in winter, the kitchen is not up to commercial qualifications and operational costs continue to rise. The hall board has been diligently sav-
ing for many years to build a new facility and was most pleased that Ponoka County contributed $140,000 in matching funds for their project. In an earlier interview, Ponoka County Reeve Paul McLauchlin said council was impressed because the hall board had already raised significant dollars on their own when they requested the funding. “This was one of the few situations for council where there was no debate,” he said. “It was an unusual request as we had never seen this level of community support for a project. They (the Liberty Hall board) are an example for other communities to follow.” McLaughlin will be master of ceremonies for the February productions.
Valentine fundraiser back again By Treena Mielke The Big Band Valentine Gala Fundraiser, held for the first time last year, is back again. The Rimbey Victim Services second major fundraiser will give the community a chance to swing into Valentine’s Day with all the pomp and splendor of the big band era. The fundraiser, coming to Rimbey Community Centre on Feb. 8, promises those in an attendance an opportunity to experience all the romance of Valentine’s Day while supporting a worthy cause. The semi formal gala will get underway at 6 p.m. with cocktails, followed by a full course meal featuring prime rib and salmon. A live and silent auction is part of the evening’s exciting agenda. The dance will kick off at 8 p.m. and will feature The Flatiron Jazz Orchestra from Lacombe. This well-known 17-piece band musical repertoire has a wide and delightful range and, no doubt, the melodies they will perform will persuade even the most reluctant person to put on their dancing shoes and dance the night away. Hanging out: West Country Outreach School students Conrad Goetz and John Koenig spent some time with Parkland Manor residents Brian McKilligan and Elsie Jaffray during the holiday season. “They are a jazz band, but they do all kinds of music,” said Rebekah Seidel, chairperson of Rimbey & District Victim Services. “They are very well known in the area. Last year’s fundraiser was so popular we decided we would make it an annual event.” Rimbey & District Victim Services Society is a non-profit, police-based association organization which assists the police in providing support, information and referrals to victims of crime, tragic or traumatic circumstances and disaster. Victim Services also participates in local community education and awareness raising programs, providing valuable information to he general population on topics such as bullying, suicide, domestic violence, Internet safety and healthy relationships in teen dating. The organization operates with a paid coordinator and a volunteer board of directors made up of community members. Volunteer Advocates offer support to victims in the community.
