NDP leader Adrian Dix on Wednesday as they proposed the Surrey Accord at a news conference at the Newton Cultural Centre.
The plan comes two weeks after the brutal murder of hockey mom Julie Paskall, 53, who was beaten to death while she was waiting for her 16-year-old son outside the Newton Arena. The slaying galvanized the Newton community and prompted calls for more police and remedies for the many social issues in the community. Dix said Surrey RCMP are swamped with calls involving people with mental illness and substance abuse problems.

in identifying a man who sexually assaulted a young woman at the Gateway SkyTrain Station in Surrey. At about 10:15 a.m. on Friday, Sept. 6, 2013, a 29-year-old Japanese foreign exchange student walked into the Gateway Station to buy a transit fare. A man approached her, helped her buy a ticket and then forced himself on her, repeatedly kissing and hugging her. She was finally able to push him away and head to the platform where she boarded a train. The suspect left the station on foot.
The suspect is described as a white male in his late 50s, 6’, 170 lbs., clean shaven with balding/short hair, wearing beige pants, perhaps a green shirt, brown jacket, brown shoes and carrying a briefcase. A video at surreyleader. com provides clear images of a suspect. The victim, who spoke little English, was traumatized and did not report the incident at the time. Some time later, she told her homestay host who encouraged her to report the incident to the Transit Police. Anyone with any information about the identity of the suspect is asked to call Transit Police at 604-515-8300 or Crime Stoppers at 1-800-222-8477.
Man charged in separate assault A WHITE ROCK man has been charged with
sexual assault after a 21-year-old woman was confronted on a Coast Mountain bus. Sebastian Ramon Lopez, 37, was arrested and released after reports that a man was “rubbing up against a… passenger in a sexual manner” at the Surrey Central bus loop. The bus was travelling from White Rock. Transit Police say they have made it a priority to target sexual offenders in 2014, and have launched a non-emergency texting service that allows public-transit users to message in reports. The number is 87-77-77.

Ann Livingstone of the Vancouver Area Network of Drug Users (VANDU) said she suspects the change aims to stop some pharmacies from watering down the methadone they dispense and skimming off a bit of the powdered drug to sell separately. “It can’t be monkeyed around with,” she said of Methadose. “But because it’s 10 times more concentrated it can be very dangerous if people are even one millilitre out [on their dosage].”

Accord: Public meeting to come The causes of crime, Dix said, are multifaceted and all levels of government must be involved to address and fund the solutions. Bains (Surrey-Newton) said Surrey has one of the highest crime rates in the province, yet ranks 31st in the number of police officers per capita. “In 2013, Surrey had 25 homicides, compared to six in Vancouver,” Bains said, adding 2012 statistics show Surrey has just 137 police officers per 100,000 residents. “Cities such as Vancouver, New Westminster, West Vancouver, Delta, Port Moody and Langley all ranked better (in policing per capita).” Bains said Surrey residents often complain police response times are incredibly slow – when there’s a response at all. “(This) all points to one direction,” Bains said. “Police resources are overstretched and need help.” The Surrey Accord, he said, would find resources and examine policing models, such as community policing that would see more beat cops on patrol. The MLAs are also calling for the creation of a community court. “Community courts are an efficient access to the justice system and a problem-solving approach to criminal behaviour,” Bains said. He notes that Surrey was promised one of the courts – which mandates treatment programs for offenders – six years ago, yet it has yet to materialize. Hammell (SurreyGreen Timbers) said the accord will also deal with issues of mental health. She notes senior staff with Surrey RCMP have told her that the amount of time officers spend responding to calls involving people with mental illness is similar to that of Vancouver. In that city, 21 per cent of the calls involve someone who is mentally ill. “Clearly, police resources are being spent on responding to the mentally ill, and we must ask, especially under the circumstances, if that is an appropriate use of the police force,” Hammell said. It’s important to ensure community health resources are adequate to support the need, she said. She also said the number of unregulated drug and alcohol recovery homes in Sur-

Set up for failures
WITHOUT FAIL, each new year, we
set ourselves up for failure by the making of new year’s resolutions. Perhaps one reason for the futility of new year’s resolutions is that they are expressed in such general terms as to end up in procrastination and ensuing personal disappointment at their non-accomplishment. Commendable intentions such as losing weight, more family time, quitting smoking, etc. are the familiar stuff resolutions are made of – only to be broken, leaving behind misgiving and despondency. It’s been said that a new year’s resolution is something that goes in one year and out the other. But Oscar Wilde maybe said it best: “Good resolutions are simply cheques that men draw on a bank where they have no account.”
Great hospital care I AM HERE to tell everyone who will con-
tinue reading that the health care system in B.C. is great. For the first time in my 65 years, I became a patient in both Royal Columbian and Surrey Memorial hospitals. I was about a week in both hospitals and couldn’t have been looked after any better in either of them. I must have seen at least 10 doctors at Royal Columbian (because people my age aren’t supposed to have suddenly collapsed lungs. Young people who are tall and slim and about 20 fit the suddenlung-collapsing profile, and being short, stout and old I’m zero-for-three). So I was a curiosity to the doctors. But I digress. I just want to say that while we mostly hear bad news regard-
ing the health care in hospitals, my experience couldn’t have been better. The nurses that looked after me and the others in my respective rooms at Royal Columbian and Surrey Memorial were the best. Unfailingly cheerful and attentive, they were all willing to do everything they could to make us all feel better about our stay. And some of us were more difficult than others, but we were all treated with the utmost respect. I’m happy to say I am well on the road to recovery and I attribute that to the good care I received in both hospitals. I’m in no rush to become a patient again, but if I ever have to be, I will have very good memories to make things easier.

Are feds serious about environment?
IN RECENT YEARS the federal government has given over $400
million of our tax dollars to rich oil, gas and pipeline companies to “go green,” even for capturing carbon pollution and burying it underground. So why would Port Metro Vancouver, of whose board of directors, eight out of 11 are appointed by the federal government, be even considering the request of Fraser Surrey Docks to install a transfer facility to ship up to eight million tonnes of U.S. thermal coal to China annually? Are they oblivious to the horrendous smog which is enveloping many cities ? Do they even care that for every tonne of coal burned, more than two tonnes of pollution is emitted into the atmosphere, much of it falling back onto our own country? If the federal government is as serious about the environment as the above would indicate, why don’t they give Port Metro Vancouver some guidance and tell them to deny the request by Fraser Surrey Docks? Someone needs to wake up before it’s too late.

SURE WE NEED more money for new transit infrastructure, but spread it out a bit so it doesn’t bite so hard. How about $2 per new bridge crossing, $2 for border crossing, and a one-cent-a-litre gas tax? Stop making the bites so big. If the bites are smaller, they will be easier to swallow and perhaps digest.

Unfortunately, I was unable to get in, but I do have an idea regarding the grove of trees next to the arena/pool area that is presently a haven for drug deals and street people. I propose it be made into an off-leash dog park, for small to medium-size dogs and perhaps larger dogs, too, if the area is large enough. Right now, the closest park for smaller dogs is in Clayton Heights. Small dogs are intimidated by the larger dogs, which there seems to be a lot of in Surrey. Since there are a lot of seniors in the condos and families in the townhouses with smaller-sized dogs in this area, it would be nice to have a dog park in walking distance, especially for those unable to drive. A dog park would increase foot traffic to the area, and we would be able to keep most of, if not all of the trees. Sort of a win-win situation, as I see it. I’m not sure who to direct this idea to, but hopefully someone from city hall will see it and it will go forward.

urinating on the Komagata Maru Memorial in downtown Vancouver will not be charged, Vancouver Police say. The incident happened Dec. 3 amid an argument between the young man and an Indian tourist, and sparked outrage on social media. VPD spokesman Sgt. Randy Fincham said police interviewed the suspect but charges won’t be laid after it was determined his actions do not constitute a criminal offence. “While the actions of an individual may be offensive and disrespectful, it does not make those actions criminal,” Fincham said.
He said urinating in public is not a criminal offence on its own and it was also concluded that a bylaw ticket would not be appropriate either. Fincham said the man was made aware of the memorial’s cultural significance and that his actions were insensitive and inappropriate. The VPD had initially indicated the incident might be investigated as a hate crime. The Komagata Maru incident is a black mark in B.C. history. The passenger ship’s 376 wouldbe South Asian immigrants were blocked from disembarking in Vancouver for two months in 2014 and were ultimately forced to return to India.

Government seeks suggestions for reform by Jeff Nagel THE PROVINCIAL gov-
ernment is being urged to raise disability benefit rates that advocates say are far too low. The call comes as community consultations get underway on issues facing people with disabilities to guide the drafting of a white paper on potential solutions that will be unveiled in June. The disability benefit rate for a single person is currently $900 a month and the B.C. Coalition of People With Disabilities wants that raised to at least $1,200. “That amount is for housing, food, clothing and all of life’s necessities and it is not enough
to live with comfort and security in this province,” executive director Jane Dyson said. She said the province deserves credit for increasing the amount that people on disability benefits can earn in wages without penalty to $800 about a year ago. “That’s a positive step,” she said. Dyson said a further improvement would be to calculate exempted earnings over the course of a year, rather than on a monthly basis. She said that would allow people with episodic conditions who can work only a few months at a time to retain more of their wages. Consultations are

Vancouver Coastal Health, and the UBC Faculty of Medicine’s eHealth Strategy Office hopes to put its finger on the pulse of the public’s health status and healthy life choices with “My Health My Community,” a new webbased health and wellness survey. Health and well-being are closely linked to what we eat, where we live, and what we do, says Dr. Michelle Murti, Medical Health Officer with Fraser Health. The survey is aimed at helping the public understand exactly how these factors impact one another. “People take the My Health My Community survey for many reasons, but they all focus on building a healthier future,” said Beatrice Hernandez who is one of the surveyors helping residents complete these surveys. Over the past few weeks, Her-
nandez has been across the Fraser Region, from Delta to Chilliwack, helping people complete the survey, and has been amazed at the positive response. MSP premiums rising for 2014 Medical payments up fifth year in a row by Tom Fletcher MEDICAL PREMIUMS for all but low-
income B.C. residents have gone up again with the start of a new year. The B.C. government is increasing its Medical Services Plan premiums for the fifth straight year, by four per cent across the board. The Canadian Taxpayers’ Federation recently released its annual survey of tax and other payroll deductions, calculating that MSP premiums in B.C. have risen 28 per cent since 2010. Effective Jan. 1, the monthly health premium for a single person rose from $66.50 to $69.25. In 2014, families of two pay $125.50, up from $120.50, and families of three or more pay $138.50, up from $133.00. Many full-time employees have their MSP premiums paid by their employer. People earning $30,000 or less are eligible for reduced premiums on a sliding scale, with premiums eliminated for those earning $22,000 a year or less. The B.C. government has used the increased MSP revenues to offset the
long-term growth of health care costs, which are approaching half of the total provincial budget. Finance Minister Mike de Jong’s 2013 budget projected health spending to increase 2.3 per cent in the current fiscal year, 2.7 per cent in the year beginning April 1 and only 2.2 per cent the following year. The government’s critics called that unrealistic after years of increases of more than five per cent. The CTF reports that Canada Pension Plan and Employment Insurance payments are also going up for many people, despite a federal government pledge to freeze EI premiums for three years. In its New Year Tax Changes report, it calculates that maximum EI premiums will go up $23 in 2014, totalling $914 for the year. The maximum employee Canada Pension Plan deduction, charged to those earning $52,500 or more, goes up $70 to $2,426. Employers match employee CPP payments dollar for dollar.

n early January 2014, IHS Inc., a global forecasting company providing coverage of the automotive industry released Emerging Technologies: Autonomous Cars—Not If, But When. This study forecasts that, by 2035, annual self-driving global cars sales will reach nearly 12 million and that close to 54 million will already be in use worldwide. Note the ‘in use’ wording. If IHS Inc.’s predictions are accurate, this may well be the diction of t he future for describing our interaction with automobiles. The word “driving” may be lost. A report summary on the IHS website— www.ihs.com—has many interesting aspects. One is the breakdown of the definition of ‘self-driving car’ or SDC to distinguish between SDCs retaining driver control capability and SDCs with ‘only autonomous control’. This breakdown is then matched up with a timeline that brings this ever out there ‘Tomorrow land’ closer to the real not-so-distant future. Before 2025 —now only a short 11 years away—the report predicts that SDCs retaining driver control capability will be on the highways around the globe. After all, as the summary details, “Several automakers have said publicly they will have autonomous cars by 2020, or earlier. Autonomous car technology is already affecting driver assist systems such as adaptive cruise control, lane keep assist, and collision mitigating brake systems.” Furthermore, SDCs retaining driver control are broken down into levels with a distinction made between a ‘Level 3 capability’— some

driver control retained but with autopilot for highway driving and parking functions, and “full control of all safety-critical functions under certain traffic and environmental conditions.” SDCs with ‘Level 4 capability’ will be wholly self-driving, but also allow for human controls. In other words, advancement towards fully autonomous SDCs will come in stages from the years 2020 to 2030. As noted above, the study goes so far as to wrap sales numbers around these predictions, saying that “total worldwide sales of selfdriving cars will grow from nearly 230,000 in 2025 to 11.8 million in 2035. By 2035, it says that “Nearly 54 million self-driving cars [will be] in use globally.” Then “sometime after 2050,” it forecasts, “nearly all of the vehicles in use are likely to be self-driving cars or selfdriving commercial vehicles”. The report canvasses the effect on pricing: in 2025 SDC electronics technology will add a price premium of between $7,000 and $10,000. As is the usual case with new technologies, acceleration of the uptake towards full autonomy will reduce the price premium substantially. It notes the barriers to SDC deployment— the development of a legal framework, appropriate rules and regulations and how to deal with the technology risks including software reliability and cyber security. Also noted in the report are the several benefits “to society, drivers and pedestrians,” quoting Egil Juliussen, the IHS analyst and co-author: “Accident rates will plunge to near zero for SDCs, although other cars will crash into SDCs, but as the market share of SDCs on the highway grows, overall accident rates will decline steadily. ...Traffic congestion and air pollution per car should also decline because SDCs can be programmed to be more efficient in their driving patterns.” All one can say is: “we’ll see”. …by Cedric Hughes, Barrister & Solicitor with regular weekly contributions from Leslie McGuffin, LL.B.

2014 Infiniti Q50 challenges the old order
Looks It could be argued that the current BMW 3 Series and Mercedes C-Class are a bit conservative, while this Q50 and the major competitor, Lexus IS, are much edgier. This is especially true with the front grille. The rest of the Q50 is nicely sculpted, with flowing lines and an almost elegant rear end. Sold as a base model, sport trim, all wheel drive (AWD), premium, and even a hybrid, there is a broad market for this sedan. Starting at $37,500 and ramping up to the AWD sport model at $49,950, there is a substantial discount with the Q50 when you compare it to a similarly equipped BMW. The base model comes with 17-inch wheels but most of the higher trim levels are equipped with 19-inch wheels. The car seen here is the AWD premium model starting at $43,400.

As much as the Japanese automakers like to challenge the German makers, they really end up competing with each other. Yes, this is a worthy car but the one thing you cannot factor into the buying decision is the badge appeal that storied brands like Mercedes, BMW and Audi provide.

Infiniti has had a bit of an identity crisis over the past year with a wholesale change in the way it names its products. Gone is the JX crossover, it’s called the QX60 now and the G 37 sedan has been replaced with the Q50 sedan. Q signifies for cars and QX for crossovers or SUVs. The outgoing G37 was already a very worthy on-road performer but a bit too simplistic in the inside. Now, Infiniti has taken things up a notch with the Q50, adding a dynamic look, sumptuous interior and class leading technology.

So, you’re not married. That’s okay! You don’t have kids? No worries. You pretty much have the pick of the litter when it comes to buying a car. Why? Because you don’t necessarily have specific requirements that need to be met when selecting a vehicle. Meaning, you don’t need to consider having a large enough backseat to fit car seats, unless you want a big back seat for other reasons. Like, you have a dog that weighs as much as an adult. Or you don’t need four doors because you’re pretty much the only one going to be inside the cabin at any given time. Unless your profession requires you to haul around equipment or gear, you don’t have to buy a crossover, minivan, sedan or SUV if you don’t want to. That said, many singles I know decide to get something a little less “practical” in the grand scheme of things. Less practicality is usually spelled with five letters: coupe. So, to those individuals who are the alpha of their one-person wolf pack, here are a few coupes under $30K to consider. Honda Accord Coupe: Base MSRP $26,400 I’m starting off with the Accord because it’s a cool car. The current generation has so much going for it and definitely has developed more personality in the redesign. You have the option of two engines: a more economical 2.4L 4-cylinder or a more powerful 3.5L V6. Either way, you can get them equipped with a 6-speed manual or a CVT transmission. Only the EX-L Navi trim with the V6 has the option of a 6-speed automatic transmission. No matter how you slice it, you’re getting a great car. Better yet, it has a decent cargo capacity of 379L so you could easily dump your hockey gear inside. The interior is spacious and comfortable, and heck, it looks good. And you could argue that a Mazda MX-5 is a better value (you won’t be wrong) but it’s still loads of fun. Dodge Challenger: Base MSRP $26,995 If you’re driving a Dodge Challenger, you’re getting noticed. You don’t even need to have the grunt and roar of the SRT’s 6.4L V8 HEMI to turn heads. Inside and out, this two-door has style and power. The base SXT trim comes equipped with a 3.6L V6 and 305 horsepower. Kia Forte Koup: Base MSRP $20,550 For just over $20K, the Kia Forte Koup is a solid value. And it’s not a bad looking car either. Inside, the interior is well finished and isn’t cheap. Furthermore, you have many great standard amenities that come with the base model like 16-inch alloy wheels, fog lights, heated front seats, remote keyless entry, air conditioning and more. VW GTI: Base MSRP $29,375 The 3-door VW GTI is one of my favourite cars. The frontwheel, German engineered bundle of excitement has poise and pizzazz, along with a fabulous interior and a tried and tested engine. What’s great about the GTI is that it works for all ages. You could be 16 and driving it, or 60, and you’d still look good. You wouldn’t look out of place and people would give you nods of approval. Granted, the current generation is on its way out and the seventh generation (2014 model year) is coming soon. The 2014 Nissan Pathfinder Hybrid is on a quest, to get your family where you need to go on as little fuel as possible. Looks: One of the biggest changes last year was the switch from body-on-frame to a unibody construction. This reduced the overall weight, which makes a big difference on the fuel economy. The shape and design characteristics of this truck have changed, much smoother lines, and more aerodynamic. I remember the first Pathfinder introduced in 1986 and aimed at capturing some of the Toyota 4runner buyers. It looked promising but never completely took off. I think the focus was more on the off-road when it should have been more on-road with the ability to travel off-road. This version has done this, taking design cues and comfort from the Nissan Rogue and creating a larger crossover capable of transporting seven. In The Cab: My tester was the Platinum edition. It came equipped with leather seats with 8 way power adjustability, 4 way power for the front passenger, EZ flex seating system with 2nd row 60/40 split fold-flat bench seat, and 3rd row 50/50 split fold flat reclining bench seat. The leather wrapped steer-

Curb Lane Crazies Did somebody change the curb lane into the fast lane and not tell me? A day never passes when I don’t see drivers zipping down major drags in the curb lane, cutting in at the last second to avoid piling into a parked car. Roadworthy: This vehicle does remind me of the Nissan Rogue. It is larger but feels very similar and that’s a good thing. I think Nissan is heading in the right direction with this vehicle. If studies show limited use off-road, then why spend money making this an off-road vehicle? Pitching in for families Members of the Fleetwood Fastpitch Association held their Christmas at the Park fundraiser on Dec. 15. The group collected more than 30 boxes of food and $600 in cash donations and gift cards for two families they adopted for the holidays.

rade 3 students at Delta’s Gray Elementary School raised exactly $2,000 to support the Make-A-Wish Foundation through a candy cane sale. “We can hardly contain our excitement,” said teacher Janelle Feenan. “We doubled our goal.” Last year, the school’s two Grade 2 classes supported a water project in Africa, and this year they wanted to do something local. Each of the roughly 60 Grade 3 students donated at least one box of candy canes to be sold. Their classrooms were set-up like candy stores and all of the students in the school came through to shop – selecting their preferred candy cane flavour in exchange for a donation (the fruity flavours and unique flavours, such as French vanilla, were the most popular). “My favourite part was selling the candy canes to raise money for kids to have their wishes,” a Grade 3 boy said after a busy day of selling.

British Columbia’s most effective Mayor, Dianne Watts, should be given the benefit of the doubt when it comes to crime prevention in historically the most crime ridden area of the Province. It’s ironic for NDP MLA Harry Bains to criticize, when Surrey’s main challenge in crime prevention, is the dealings with the mentally ill, the homeless, the addicted or any combination of the above. All of these mitigating factors can be attributed to both right and left wing Provincial Governments of the past. The closing of Riverview Hospital and not finding proper alternate services for those, and no fault of their own, extremely challenged individuals has led to massive crime and health problems both in Surrey and the Downtown Eastside. The obvious solution for these two areas, should be the same solution as everywhere else in the Province. It’s time we finally deal with the Riverview Lands. We desperately need a new Provincial Mental Health facility. A facility that is logistically centered for the whole Province, away from Surrey and the Downtown Eastside. As RCMP Supt. Bill Fordy points out, no amount of Police funding is going to solve this problem. She was a Nurse, Early Childhood educator, Artist, and Children’s Author. The Founder of Edenridge Daycare Center in Surrey, and receiver of a Childcare Legacy Award in May of 2011. She was recognized for 40 years of outstanding child care services. She loved children and worked at the centre up until only a couple years ago. She is forever cherished by her Husband Evald, Son’s Andres, Ian, Karl (Sharon), Daughter Evi (Daroyl) Grandsons, Todd, Steve (Tera), Granddaughter Caitlyn, her 7 great grand children and Sister Viive. She will always be remembered for her passion in Christ, Love for Children and family, her need for peace and her forgiving ways. She will be greatly missed. STEELE, Donald Etheridge Sept. 5, 1939 – Jan. 8, 2014 Donald Etheridge Steele passed away on Jan. 8, 2014 at the age of 74. Don was born in Coronation, AB. Don is survived by his wife, Brenda, and 3 daughters: Paula, Jan, and Jackie. Don is also survived by his siblings Marg Twissell, Robert Steele and 4 grandchildren: Zack, Sena, Ben and Gaby. Don was a respected instructor of communications at SAIT and BCIT. He was passionate about family, lifelong learning and fun. For the last twenty years, Don learned to live with cancer, courageously fighting Carcinoid Syndrome. In support of knowledge and scientific research, Don generously donated his body to the UBC Faculty of Medicine. A funeral will be held at 11 a.m. Sat. Jan. 25th, 2014 at Cloverdale United Church at 17575 58 Ave, Surrey. In lieu of flowers, donations may be made in Donald Steele’s name to the Terry Fox Foundation at www.terryfox.org.
