A plan to develop nearly 100 hectares of land in Okanagan Centre, known as McCoubrey Plateau, will go to public hearing after Lake Country council adopted the McCoubrey Plateau area structure plan at a recent council meeting. The area in question is a unique parcel of land that rises up from Okanagan Lake and is mostly forested but also includes a pond, several flat bench areas as well as numerous rocky outcrops. Central to the plan is the development of up to 2,800 units; however, after an earlier public meeting, the possibility of allowing highrise towers in the development has been scratched. But Lake Country is moving ahead with plans to allow for development on the parcel of land. “It has a fair bit of development potential,” said Lake Country director of planning Mark Koch. “Council has said that this is an area they want to develop, something that is close to the Town Centre. It’s an area
that can accommodate growth for a number of years and its envisioned that it can grow quite extensively over time.” Council heard that the development will include approximately 12 acres for a mixed use commercial centre which will be integrated with high density residential buildings as well as a senior’s complex and commercial use. The higher density units are envisioned to occupy the upper benches of the plateau area, surrounded by medium density residential and lower density residential to the west. Centered within the neighbourhood is the proposed senior’s complex. The high density will include high density residential buildings (six-storey maximum) to accept growth in the distant future. The project envisions substantial growth, including up to 2,800 future units, not including any commercial space. The core area itself, is accessed and serviced by an inner spine road and will be surrounded by a series of neighourhood parks, linear parks,
trails system, and open space features to provide for recreation opportunities and to protect the integrity of the natural environment and steep slopes. Lake Country council was generally supportive of the plan, with Coun. Penny Gambell saying the area is very unique and hopefully future development will take into consideration the many natural wonders the area has. “This is a significant area. There are parts of it that are very important to preserve,” she said. “There is a topography in there that is really unusual and beautiful. It’s a fabulous piece of land.” “I think it’s very important with such a large area that we not be afraid to engage the public. I think it’s very important that we consider the public before moving forward.” A public hearing was scheduled for the regular council meeting last night, Jan. 21 after the Lake Country Calendar deadline. newsroom @lakecountrynews.net

More airlines, more destinations, more passengers New destinations, new airlines and growing passenger numbers have made 2013 a record-breaking year for the Kelowna International Airport. “This has been a tremendous year for the YLW community,” said airport director Sam Samaddar. “We have a record number of airlines serving our region to a record number of destinations and we had each of the 12 months reach record breaking numbers.”

In 2013, Air North and Pacific Coastal Airlines both added the airport to their route maps, while Abbottsford, Whitehorse, Cranbrook and Ixtapa/Zihautanejo, Mexico, became new destinations for YLW passengers. “Two new air carriers, four new destinations and more partnerships with our travel and business stakeholders have helped YLW serve over 1.5 million passengers in 2013,” said Samaddar. With every month
last year breaking alltime highs in terms of passenger numbers at the airport, YLW saw 1,503,288 passengers pass through its terminal in 2013, a 4.11 per cent increase over the 2012 total and 8.14 per cent ahead of 2011. “August was once again the busiest month of the year with 143,555 passengers using YLW, which was 5.5 per cent ahead of August 2012,” said Samaddar. “December was the second busiest month
with 136,145 passengers.” Last year began with the addition of United Airlines service to Los Angeles, inaugurated a few weeks earlier on Dec. 18, 2012 and in April, Northwestern Air began service to Abbotsford. In June, Air North started what was planned to be seasonal service to Whitehorse, but thanks to stronger than expected passenger loads and success in the market, it announced the service was being changed to yearround. In November, Pacific Coastal Airlines announced flights between Kelowna and Cranbrook in the Kootenays, and Sunwing Airlines offered a new destination for winter sun seekers
to Ixtapa/Zihautanejo Mexico. There’s a lot to learn to run without injury, have fun

Angela Preston wasn’t completely new to running when she joined the Sun Run InTraining clinic last year. Like many, she had participated in track and field and ran some distances in high school, but in the years since graduation, the 32-year-old professional had stopped running altogether. And not only that, although she was interested in getting started again to keep in shape and improve her health, Preston wasn’t sure she had the proper skills because when she had tried to get back into running, she had not enjoyed it. “The main challenges I had trying to do it on my own was I wasn’t doing it properly. I was getting tired or hurting so I wasn’t having any fun,” said Preston. “I never really understood running as a recreation. It was difficult because I didn’t know the techniques and wasn’t sure of the proper breathing and the little things that you overlook because you are ignorant to it all. There are tools you need to enjoy it and make it a whole lot more fun.” Last year Preston and a group from her work
decided to join the Vancouver Sun Run InTraining program, 13 weeks or training that culminates

with participants taking part in the 10-kilometre long Vancouver Sun Run. The clinic included group runs as well as information sessions and eased runners into longer distances, using timed runs. Clinic leaders helped participants with their running program as well as offering tips on proper techniques. “It was nice to have the support and to have the system implemented by the leaders,” said Preston. “At the beginning you run for a minute and then walk for a minute and you’re thinking ‘how am I ever going to run 10 kilometres?’” But over the 13 weeks and as the intervals be-
tween running and walking changed, the participants were running for 40 minutes straight as they were approaching the Sun Run. The group then traveled together and ran the Vancouver Sun Run’s 10 kilometre course. “I remember when we ran for 10 minutes straight and I thought this was never going to happen,” said Preston. “But then we were running for 40 minutes straight. When we went to Vancouver we were all thinking back to when we were freaking out over being able to run for five minutes. Then we did the run and it was crazy. We all met up at the finish line so everyone could share their experiences. It was a pretty remarkable experience.” Since taking part in the Sun Run clinic and the actual 10 kilometre course, Preston has not only kept running for recreation but she has also taken it to another level. She ran a few more 10 kilometre races and even went longer, completing both the wine country half marathon and the Okanagan half marathon as well as several other races. This year she will be a leader at the Sun
Run Clinic and, perhaps most important, she feels healthier than ever. “I felt a great sense of accomplishment (completing the Sun Run),” she said. “I’m sleeping better, I have more energy, I want to go outside. The Sun Run is something that is achievable by everybody. The clinics are a controlled

After touring Fort McMurray in his electric car with actor-turned-protester Daryl Hannah, the 68-year-old Young covered all the big propaganda hits and added his own fantasy facts. It looks like a war zone up there! Hiroshima! If it keeps going it will be like the moon! There’s no reclamation! Tar sands oil is all going to China, and that’s why their air is so bad! All of those statements are false. And then Young dropped his own nuclear bomb, claiming cancer rates in Fort Chipewyan are 30 per cent higher than, well, somewhere else. scare, referring darkly to newer research showing increased mercury and PAH (polycyclic aromatic hydrocarbon) contamination. When you peel back the propaganda and journalistic hype, these studies mainly reveal that such toxins are on the rise, but are found in much higher concentrations around large cities where fuel is consumed. The cancer claims were then debunked by a Royal Society of Canada expert panel in 2010. This cancer scare is the most damaging and
dishonest part of the selective attack on Alberta. The oil industry, politicians and most of the media seem unwilling to examine it critically. Climate scientist-turned-politician Andrew Weaver was at Young’s Toronto news conference. He says there were no questions for him, Adam or Young’s other validator, David Suzuki, who previously worked with Schindler on a slanted oilsands documentary for the CBC. Weaver calculates that Young’s claim about greenhouse gas emissions is substantially correct, if you include emissions from the finished fuels. Weaver refused any comment on the cancer claims. Young included the obligatory sneering comparison between Stephen Harper and George W. Bush, which is another sign he’s lived in California too long. He seemed unaware that the NDP’s Thomas Mulcair and
Liberal leader Justin Trudeau support continued oilsands development. As for moonscapes, Young could have driven his famous electric Lincoln from his Redwood City mansion on a hill to nearby Bakersfield, to view the greasy expanses of closely packed pumpjacks reaching to the horizon, still expanding due to hydraulic fracturing. Young could have visited North Dakota, where the second shale oil train explosion luckily didn’t kill anyone. It seems there will be no remake of Young’s classic Kent State lament dedicated to 47 Dead in Old Quebec. That’s American oil, so no protests. He was a perfectionist, never satisfied with our performance. He was irritable, critical, and inaccessible. I will say this for him—he didn’t play favourites. He would qualify for a term invented by Yale University’s Marcia Wheeler in 1996: “toxic leadership.” Jean Lipman-Blumen, professor at Claremont University in California, later defined toxic leaders as “individuals who, by virtue of their destructive behaviours and their dysfunctional personal qualities or characteristics, inflict serious and enduring harm on the individuals, groups, organizations, communities and even the nations that they lead.”

Cancer claims simply a dishonest scare tactic

Strangely enough, that boss created a remarkable cohesiveness among his staff. We were united in disliking him. For some, the feeling went as far as loathing. Another staff member saved my sanity, and perhaps my career, by inviting me for an evening lubricated by alcoholic drinks called Rusty Nails. I spent several hours venting frustrations that had been eating me alive for three
years. I can’t say I felt much better the next morning—hangovers don’t induce happiness—but I found I had purged enough animosity to avoid doing anything for which I might be held criminally responsible. Whether or not we’ve had bosses as toxic as that one, we recognize the symptoms. And so I find it strange that many churches promote worship of a distant, perfect God who knows everything, demands unquestioning belief and obedience, and favours a selected few. Those sound a lot like the qualities of toxic leadership. Granted, they didn’t have any organizational models to choose from. The Roman army was certainly the most successful model available. So they copied it. Constantine made it official, when he adopted Christianity as the official religion of the Roman empire.
Most social analysts cite the military as the classic example of authoritarian, top-down, organization. It’s efficient. But it’s almost the opposite of the new way of living that Jesus practiced and Paul taught.

Thief takes taxi to work

Stolen property recovered from cab after passenger stiffs cabbie in Lake Country. An Oliver man is facing a number of criminal charges after refusing to pay his taxi cab fare in Lake Country. On Jan. 15, at 8:54 a.m., the Lake Country RCMP received a report of an unpaid taxi cab fare. The suspect was reportedly picked up in the Lake Country area, driven to a destination in Vernon and returned
back to Lake Country where he fled the cab, refusing to pay the sizable fare. The suspect male left both personal items and property suspected to have been stolen behind in the taxi cab, which was turned over to police to investigate. The male suspect later showed up at the Lake Country RCMP detachment, in another taxi cab,
in possession of additional suspected stolen property, at which point he was taken into police custody without incident. A 29-year-old man faces possible criminal charges of fraud, obstruc ting a peace officer and possession of property obtained by crime under $5,000. He was later released from police custody on a promise to appear in court on April 7.

Is your stuck joint really ‘frozen shoulder’ or just stiff?
H
ere at Sun City Physiotherapy, we often see patients with shoulder injuries who are worried that they have developed “frozen shoulder.” Adhesive capsulitis, commonly known as frozen shoulder, is a condition where the connective tissue surrounding the shoulder becomes thick and tight. It can be painful in certain stages of development and is associated with a loss of movement in a particular pattern. Unfortunately, we do not know what causes adhesive capsulitis. The risk of developing this condition increases if you have had trauma to the shoulder, shoulder or chest surgery, or prolonged immobilization, however others develop it spontaneously. It is more common among women, people aged 4060 years old, and diabetics. There are three stages of adhesive capsulitis; the freezing stage, frozen stage and thawing stage, and it may take a while for one’s body to move through these phases. The good news, however, is that adhesive capsulitis is rare and most patients that come to see us with decreased shoulder range do not actually

Many patients come to physio after an acute muscular shoulder injury, such as a rotator cuff injury, when the movement of the shoulder is limited due to pain or muscular tone. Although the range of motion is limited when the patient tries to move his or her own arm, it is not limited when the Physiotherapist moves it passively. This is a good sign, in that the stiffening process has not begun and the patient can prevent stiffness by keeping the arm mobile while the soft tissue is healing. Sometimes we see patients who have had a longstanding injury resulting in stiffness of their shoulder in a pattern that is different from the pattern we see with adhesive capsulitis. In this situation, stiffness in parts of the con-
nective tissue surrounding the shoulder joint has occurred without a thickening of the entire capsule. This often happens if a person has had a shoulder injury and did not move the shoulder for a long period after the injury. It can also occur after shoulder surgery. Again, this is a good sign in that physiotherapy and exercises can help to loosen the shoulder and restore range of motion. One of the best ways to prevent frozen shoulder from developing is to wear your jacket when you are outside this winter. Just kidding. The actual best technique to prevent the shoulder from becoming stiff
is to keep it mobile after an injury. To do this you can place the hand of the injured arm on top of a broom stick and use the other arm to slowly lift the broomstick as high as you can without causing pain in the injured arm. Repeat this 10 times in a row throughout the day trying to bring your arm a little bit higher each time without causing pain. If you have just had shoulder surgery make sure the surgeon approves this exercise before performing it. You can also see your local Physiotherapist to help diagnose what is causing your decreased motion and how to properly manage it. If you have already been
diagnosed with adhesive capsulitis your Physiotherapist can assess in which stage of healing you are, and what exercises and therapy will be the best for you during that period of healing. If adhesive capsulitis is not present, but your shoulder is stiff, mobilizations your Physiotherapist will perform can have a substantial impact on improving your range of motion and keeping your shoulder “unfrozen” this winter. Dental disease is one of the most common medical conditions seen by veterinarians. Over 68% of all dogs and two thirds of cats over the age of three are estimated to have some form of periodontal or dental disease. Few pets show obvious signs of dental disease. It is up to the pet’s family and veterinarian to uncover this hidden and often painful condition. Just because an animal is eating doesn’t mean dental disease is not causing pain or other health consequences! In people, the most common problem is tooth decay, which, due to the loss of calcium from the enamel, results in painful, infected caries (cavities). In the dog, tooth decay represents less than 10% of all dental problems. The most common dental problems seen in dogs are caused by periodontal disease. This is a term used to describe inflammation or infection of the tissues surrounding the tooth. Accumulation of tartar and calculus on the teeth causes gum recession around the base of the tooth. Infection soon follows and the gums recede further, exposing sensitive unprotected tooth root surfaces and the bony tooth sockets. Left untreated, the infection spreads deep into the tooth socket, destroying the bone. Ultimately, the tooth loosens and falls out.

Remember to look at the small details before looking at the bigger picture and have a realistic plan with a time-frame that will allow you to do a great job. What causes gout and how can I treat it?
Gout is caused by an accumulation of uric acid, a breakdown product of digested protein - specifically purines - in our diet. Uric acid can stay dissolved in the blood but if it accumulates enough it will deposit in our joints and cause pain. The most common joint this occurs in is the big toe joint. The big toe joint is the coolest in the body and the uric acid will often deposit there. Foods that are high in purines that contribute to gout include beer and alcohol, anchovies, breads, fish roe, meats, sardines, yeast, seafood, liver, dried beans, mushrooms, peas, and spinach. Cutting these foods out of your diet will help reduce symptoms. Foods that are beneficial for those with gout include dark berries, vegetables not listed above, nuts, eggs, fatty acids found in salmon, flax oil, low fat dairy, and tofu made from soybeans. A family history of gout can also predispose you to this problem. Chronic gout can in turn also cause arthritis. If your big toe joint becomes painful, red and inflamed, seeing your podiatrist can help control your symptoms and prevent them from recurring.

What exactly does it mean when someone says they’re colour blind?
Colour blindness is a condition in which a person is unable to identify certain colours in what would be considered a “normal” way. Our retinas are populated by colour sensitive red, green and blue cones that respond preferentially based on the wavelength of light that enters our eye. In individuals with red-green colour blindness, both the red and green cones respond to the same wavelengths, thereby making it difficult to distinguish between the two colours. A similar phenomenon occurs with individuals who are considered blue-yellow colour blind. While it’s not actually known how a person with red-green colour blindness perceives the world, it is thought that what we consider red or green would actually appear as a blend of beige like tones to them. Naturally, there is a wide spectrum of colour blindness types and severities - all of which can be easily assessed in-office with your local optometrist.

Wat said the Liberal government plans to work with the Opposition NDP in draft-
ing and presenting the apology during the upcoming spring session of the B.C. Legislature. In Kelowna, Wat was told historical wrongs, such as provincial legislation, rules and regulations and the hated Head Tax of the late 1800s and early 1900s— deeply affected both the Chinese men who
came to work in Canada, mainly building the railroad, and their families back in China. Legislation such as the Chinese Exclusion Act, which barred Chinese immigrants from coming to Canada between 1923 and 1947 and the preceding Head Tax, which charged as much as $500 per person
for each family member a worker wanted to bring to Canada, tore families apart. Shui Lee, a fifth generation Chinese-Canadian and president of the Chinese-Canadian Freemason’s Club in Kelowna, told of how his great-great-grandfather never saw his wife and children again after
coming here in 1914 in search of a better life. He called the Kelowna forum, which was organized as a way for the public to give input into the promised apology, a “happy day and one I have been waiting for a for a long, long time.” As an audience of about 60—mainly Chinese Canadians—lis-
tened, seven speakers told Wat how important the apology will be. They spoke of how racist government laws and regulations of the past affected their ancestors and subsequent generations because, in some cases, non-Oriental people and businesses took their lead from the government and enacted their own
racist and discriminatory rules aimed at all Asian people. Several said the apology should include a reference to racism outside of only past direct government legislation. Tun Wong, who grew up in Kelowna’s China-

Permanent Full-time Planner The Planning and Development Department is seeking a permanent full-time Planner to join their team. The Planner provides research, analytical, report writing, presentation services respecting policy development, land use planning projects, and land use applications. The normal work week is 35 hours, Monday to Friday, plus the option of a compressed work week to get every 3rd Friday off. This is a mid-level professional planning position in the Planning and Development section that requires a high degree of professional responsibility in the development and implementation of planning strategies, statutory documents, and municipal policy.
