Rimbey welcomes New Year’s baby girl By Treena Mielke
New Year’s baby: Rimbey’s New Year’s baby was a late, but welcome arrival to the community this year. Henley Mary Lynn Bryson arrived at Rimbey Hospital on Jan. 20 at 1:37 a.m. The baby, the daughter of Tom and Ashley Bryson, weighed six pounds, 13 ounces. Daughter number three arrived six days early for Tom and Ashley Bryson and she arrived quickly. “I had her in an hour,” said the mom, as she cradled her newborn. “It was a quick delivery.” Henley Mary Lynn Bryson arrived at the Rimbey Hospital at 1:37 a.m. Jan. 20. The six pound, 13 ounce baby was the first child to be born in the hospital in 2014. The couple, who moved to Rimbey from Edmonton last summer with their girls, six-year-old Autumn and four-year-old Ryder are pleased, though somewhat surprised their baby, who was due Jan. 26, is the town’s New Year’s baby. Tom Bryson is delighted with his new daughter, and looking forward to family life in Rimbey. He spent six years in the military as a member of the Princess Patricia Canadian Light Infrantry, serving time in Afghanistan in 2009 and 2011. He and his wife moved to Rimbey when he left the military in August so they could live closer to his mom who lives in Red Deer and Ashley’s parents who live in Sylvan Lake. Bryson is now upgrading at Red Deer College and plans to go on to attend a technical school to become a power engineer. The new lifestyle is a “huge change,” he said, adding his family is enjoying the community. Both parents are pleased to have another daughter. “It’s great,” said Ashley, smiling at her new little bundle of joy. “I love it, too,” said her husband. “It’s definetly a challenge having three girls, but I’m up for it.”

DARE program to run Vehicle accident on This week, the Rimbey RCMP responded to 40 calls for service. Highlights include break and enter at an oil field site, drugs, theft, dangerous drivers and other serious matters. Alleged domestic assault Police attended a rural residence where a domestic assault had allegedly occurred. The adult male is very well known to police and was recently released from jail on conditions to abide by in the community. The accused has been charged with assault. Illegal drugs targeted Police continue to target illegal drugs in the community. This week, a 24-year old-man, a resident of Rimbey, was arrested and charged after being found in possession of methamphetamine, cocaine and marihuana. Officers will continue to pursue those involved in illegal drug activity in our detachment area and will utilize all possible resources to do so. Lakes unsafe Alberta Fish and Wildlife and RCMP officers have been out routinely checking lakes in the area. Due to the early heavy snowfall and ranging temperatures in Central Alberta, many of the lakes are unsafe for travelling on. The ice is very unstable and it is recommended that you do not venture out onto any water body at this time. Oil lease broken into Another oil lease site was broken into this week northwest of Rimbey near Range Road 43. Culprit(s) smashed the window to the building on site and stole computer equipment and tools. DARE program coming Cst. Larissa Shadforth will again be teaching DARE at Bluffton and Rimbey Elementary School starting in February. The new 10 week DARE program is called “keeping it real”. Red Deer Regional Hospital with serious but non-life threatening injuries. Unfortunately, the driver and lone occupant of the Ford Ranger died at the scene as a result of the collision. A witness to the collision advised police that the Ford Ranger was noted to appear to lose control moments prior to the collision. The roadway was slippery at the time of the collision. Red Deer Collision Analysts are assisting with the investigation. Alcohol is not a factor. The name of the deceased is not being released as this time.

Technology. Even though I’m a teenager and part of a generation that has grown so dependent on technology, I find it to be something that is extremely abused and misused. In only a decade I’ve noticed a substantial change in Taylor Snell the way the world does Work Experience things and how fast it is now evolving. In this column I will express my feelings toward the subject and also what I believe might be in store for us in the future. When I was younger I enjoyed playing outside and getting messy. Ripping things up and rebuilding them. I was never one to be inside much. We had a television and a big white box for a computer that my mother used for work. That was it for electronics in my house as a kid. I remember not being allowed video games or cell phones until I was much older, and even then they didn’t excite me much. No matter what, my sisters and I had to ask permission to play a computer game or watch a show on T.V. That’s the way it should be, or at least I think so. Those things were treats, not an everyday thing. Now, it seems to me, that all children do is watch cartoons or play the latest video games. It seems as though a lot of parents have forgotten to let their children get dirty and fall down and learn things on their own and not be glued to a television set for hours on end. Is technology a good thing? Yes, but only if it’s respected and used properly. To me, I see it the same as alcohol, for an alcoholic. Nice too kick back and have a drink amongst friends or family, but after you have one taste you’re going to want more. Then you overindulge. Then it consumes you. You’re stuck. You end up drinking every day. It is a scary thing. It can become an addiction. If you start using technology, like the Internet, you will see how easy it is to find things or connect to people. It is a very good to be connected and have something to help you find a certain thing or learn something with just a couple clicks. At the same
time it’s holding people back from using their own common sense. My opinion is that it is holding people back in many ways. They no longer need to pick up a book if they don’t want to. People communicate by phone, texts, e-mails, websites such as Facebook or Twitter more then they do face to face. Youth, your future is bright and generations to come will have many amazing opportunities, but the reality of this has its downfalls. Future generations will be faced with a lot more problems than even generations from only a decade or two ago. They will be forced into a life that has a shorter childhood because technology will expose them to mature content at a young age. If we continue to let youth spend so much time with technology they will become worried about the latest tech talk
and want all the cool but unnecessary gadgets. They will aim less of their attention on main matters such as the environment or health or, maybe even, the overall well being of the world. While this is good for numerous jobs and schools, I think people should consider putting down their phone, laptop or any kind of technology for that matter. Just use a good old pencil and paper. Try and do mental math. Believe that you can think of something that will keep you entertained. Try and live a day without any technology. It’s harder than it seems. We were meant to advance; with ourselves, with people, even technologically, but not like this and most definitely not at this rate. We need to keep a healthy balance and use technology as a tool, not a way of life.
Bill C-18, the Agricultural Growth Act -- Growth for whom? On December 9, Omnibus Bill C-18, the Agricultural Growth Act went to Parliament for first reading. Passing Bill C-18 would make Canada compliant with UPOV ‘91, a much more restrictive form of Plant Breeders’ Rights than we currently have. The second part of the Act will prepare Canada’s regulatory regime for fast track approval of feed or food additives, drugs or other inventions that are already approved in jurisdictions we trade with. Bill C-18 also opens the door for farmers to tap into multi-year advance payments secured by crops in storage or grown in the future. After a groundswell of farmer-led opposition to adopting UPOV ‘91 in 2005, the Liberal government of the day let it quietly die, as it became clear that farmers would be drastically restricted in their ability to save, reuse, exchange and sell seed. The Canadian public clearly demanded that genetic resources remain a public good. Before reintroducing UPOV ‘91 through Bill C-18, Agriculture Minister Ritz has been actively spreading the myth and managing to convince many farm organizations and commodity groups that saving seed is enshrined in this bill., . It is ob-

vious that UPOV ‘91 gives plant breeders significantly more “rights “ and tools for royalty collection, while farmers’ seed-saving right is reduced merely to “privilege”. A privilege was typically given to peasants by feudal lords, and could be arbitrarily and unpredictably retracted. A closer look at the text of Bill C-18 reveals that indeed, it talks about a farmer’s ability to save seed. When storing that saved seed however, the farmer needs the permission of the holder of the Plant Breeders’ Rights (PBR) – which may or may not be given. Of course the breeder has the right to charge royalties as well. Bill C-18, in fact, also empowers government to remove, restrict or limit the farmer’s seed-saving privilege by passing regulations, a process that can happen quickly and without public debate. UPOV’ 91 has many provisions for royalty collection after a crop has been harvested, when
seed is cleaned in seed cleaning plants or when a crop is moved off the farm for sale at elevators and other points of transaction, in the year the crop was harvested or any year after that. Canada should reject UPOV ’91 and defeat Bill C-18. Instead, we should reinforce our public plant breeding programs. With the continued allocation of farmer check-off dollars, there will be ample funding for essential variety development. There is absolutely no need to grant transnational plant breeders more tools to extract excessive funds from farmers. Adopting UPOV ‘91 may result in some genetic improvements of crops, but at significantly higher costs than a public breeding system -- which benefits the whole Canadian economy. UPOV ’91 would result in significantly higher costs for farmers and growth in profits for Bayer, Monsanto, Dow and Syngenta and other seed and chemical companies headquartered outside of our country. Reader frustrated with the Rimbey Ratepayers Assoc. Dear Editor, I am writing this letter in response to the letter from Florence Stemo in the Jan. 20 Rimbey Review. I am truly amazed and frustrated that group of people (The Rimbey Ratepayers Association) has again decided to come out of the cellar. This group started up approximately four years ago with the goal of getting rid of the town council at the time and replacing it with its own hand picked people from their own group. At that time they were successful in dividing our wonderful town, got the council they wanted in and went back into hibernation. They have now raised their heads with this new town council, going after them for not appointing Gayle Rondeel to the library board. During the library debate, these same people stood up and said these people were elected to make decisions for our town, so let them. Now after the election in October, with their candidates being defeated, one would think they should practice what they preach. As for Mrs. Stemo I have two questions. Are you a taxpayer in the Town of Rimbey? Are you listed as a voter in the Town of Rimbey? If you answered no to these questions, I believe you should remain silent in council chambers when it comes to the business of the town of Rimbey as well as stay away from all election facilities. I believe given the opportunity, this new council will always take the time to become informed, have discussions with those who it affects, and at times, even bring to the public some issues that they do need an opinion and/or advice on. Until then please treat this council with the same dignity that was given to your council. We did. I am also going to ask this town council about usage of historic buildings, owned by the Town of Rimbey. I would like to know if what is going on inside of those buildings is to aid Rimbey in any way. Masonic bursaries available until Feb. 1 By Treena Mielke Time is running out for students who wish to apply for a Masonic higher Education Bursary. The deadline for applications to be received is Feb. 1. For the 13th consecutive year, Rimbey Masonic Lodge received recognition for the highest average per capita contributions to the Masonic Higher Education Bursary Fund for the Central District Lodges from the Grand Lodge of Alberta. “Kitchener Lodge has been the recipient of this awards since its beginning, something of which we are very proud,” said Earl Giebelhaus, acting master of Kitchener Lodge. Giebelhaus said the bursary fund was started to provide assistance to students who wished to receive a higher education, but lacked the every increasing funds to do so. “A high proportion of the funds for these bursaries are generated from contributions from individual Masons,” he said. Each year one hundred $2,000 bursaries are awarded to students who are attending post secondary institutions in Alberta and the Northwest Territories. There are also two annual $7,000 bursaries under The Lauraine Douchet Masonic Bursary for Pharmacy and Medicine available. By Treena Mielke A new youth program, designed to provide hours of fun for Rimbey and area youth, will soon be up and running. The Boys and Girls Club’s Terrific Tuesdays program will begin at the Rimbey Community Centre Feb. 4. The program will run from 3:30 to 5 p.m. Tuesdays until the end of June. Terrific Tuesdays is geared for ages six to 12 and will involved games, crafts and a chance to learn about the Rimbey community. The Boys and Girls Club’s Mid-week-mashup; a drop in program for ages 13 to 18 will be held Wednesdays from 6:30 to 9:30 p.m. at the Youth Action Centre and will involve planned activities and games. Program director Annette Peck said she and Jossie Krenzler, youth program coordinator are excited to get the programs underway. “The schools have been kind enough to invite us in to talk about the new programs and the students seemed very excited to hear of the new club and anxious to get started,” said Peck. “We are ex-

A good attendance of over 40 people was at the Bentley & District Agricultural Society’s annual general meeting in the Blindman Valley Ag Centre (BVAC) hall they operate. The evening started off with cocktails and a great supper catered by All Occasions Catering (Chelsey McCallum) from the Forshee area. High school student Chris Robie and his mother attended. Chris gave an overview of his Encounters With Canada Ottawa trip that the Ag Society had sponsored for him. At this year’s meeting there was an induction of honorary lifetime members. Ag Society president Joan Dickau spoke of the many years and countless hours of volunteer work this year’s four recipients had devoted to the Ag Society and its events. In attendance to accept their plaque and certificate were Chloe Ree and Merlyn Wilson. Unable to attend were
Paul and June Norvila who will receive their awards at a later date. A large plaque with their names inscribed will be hung on the wall in the hall and will be added to each year someone is nominated. A plague is also going to be hung honoring people involved in the actual building and start up of the hall. Attendees had a chance to see the augmented hall kitchen that now contains full dishwashing facilities and a commercial stove, and is government inspected. “Everyone was pleased with the renovations done in the kitchen, including the caterers. We were able to cover the complete cost of the upgrade with federal and provincial grants, and donations and fundraising,” says Dickau. A kitchen renovations financial report showed it came in under budget by over $1,300 so the surplus will be used to purchase more dishwasher chemicals.

Sub-committee reports were given covering the BVAC and the Bentley Farmer’s Market, from the Bentley Rodeo committee and the RevMasters Car show, as well as how the bench show and drive-in movie went during the fair. The Ag Society is developing their own policy manual with guidelines for operating the society and the BVAC hall. Director Jennifer Johnson spoke about the Canada’s Farmers Grow Communities Program $2,500 Monsanto grant she had applied for and received for the Ag Society to help with the kitchen in the Ag hall. Omission In an article written in Jan. 21 edition of the Rimbey Review titled ‘Former councillor’s application to sit on library board turned down by council’ information was omitted. In the article it states: Stemo accused council of making its decision based on personal prejudice. Mayor Rick Pankiw, who appeared visibly annoyed with Stemo, retorted by saying council is not obligated to respond to such an accusation. Mayor Pankiw, in fact, responded to Stemo when she said to Councillor Jaycox, I have a good idea how you voted seeing you requested the secret ballot. Pankiw responded by saying you are out of order and I am not sure we are obligated to say what the vote was other than it was defeated. The Review apologizes for this omission.

Snow blower: The Town of Rimbey has contracted a snow blower from a Ponoka company to help alleviate the heavy snow conditions. Several roads which have been identified as first priority in which travel has been hampered due to narrow conditions due to excessive snow are being widened. Canadians saving more, but not using best plans By Kim Inglis Recent data indicate that Canadians are saving more. Statistics Canada reports that the Household Savings Rate is currently 5.4%, a 0.4% increase from the previous year. Likewise, a recent BMO Bank of Montreal study found that 48% of Canadians are now investing in Tax-Free Savings Accounts (TFSAs), a 23% increase from 2012. It’s good that Canadians are saving but unfortunately too few are making the most of it. Part of the problem is that many remain puzzled by the various investment vehicles available, and much of the confusion
lays in TFSAs. The BMO study found that only 11% of Canadians can identify eligible TFSA investments. And, only 19% understand the annual contribution limit; which might explain why one in ten TFSA holders has over-contributed since inception. Investors should spend a bit of time learning the rules so they can take full advantage of this very useful investment vehicle. TFSAs are available to Canadian residents 18 years of age or older. They can save up to $5,500 per year in cash and investments, and unused contribution room can be
carried forward indefinitely. Withdrawals can be made anytime in any amount, without being taxed, and can be fully re-contributed the following calendar year. It’s important to remember that re-contributions in the same calendar year count against contribution room and could cause over-contributing, which the Canada Revenue Agency penalizes. TFSAs can hold investments such as mutual funds, stocks, bonds, and GICs. However many investors don’t realize this, perhaps confused by the words “Savings Account”, and instead use their TFSAs to hold
cash. BMO says cash is the most common component held in TFSAs, at 57%. Mutual funds weigh in at 25%, followed by Guaranteed Investment Certificates at 23%, stocks at 14%, and Exchange-Traded Funds at 5%. The cash earns tax-free interest but the tax advantage is minimal in a low rate environment. TFSAs are best used for investments offering better growth potential. With income and capital gains accumulating taxfree, they are suitable for investments that otherwise generate greater total tax payable if held in a non-registered portfolio. Continued on Page 18

In the other hard fought C-event game, after being tied 5-5 after 6 ends, John Hatala, Arnold Kubista, Lois Johnston, and Cecil Galloway ended up defeating the Bill Hanrahan foursome 7-5 when Hanrahan missed his last shot of the eighth end. The D-event was played out to the fours. Placing were the teams of Chris Jensen, Norm Crossman, Ralph Scarlett, and Doug Culshaw. “All prizes were cash, but it isn’t about the winning for the seniors, it is about the socializing,” says Scarlett.
Twenty-eight teams participated in the 2014 modified 4-event Bentley Senior’s Bonspiel that ran from January 13 through 17. The number of teams were down slightly from the usual 30 or 32 teams due to last minute cancellations. “People like one game a day, with daytime curling, and knowing ahead of time what time they curl for their first three games,” said volunteer organizer Ralph Scarlett. Bentley is known for feeding its entrants well every day, especially with homemade desserts and FEBRUARY this year soup as well, and CALENDAR for providing a banquet catered by Lora Walker on the Thursday night for all curlers and guests. GAIRDNER Gloria J. Gairdner of Ponoka, Alberta passed away at the Northcott Care Centre, Ponoka on Thursday, January 16, 2014 at the age of 68 years.

Gloria was born to Gordon and Jean Levers in Edmonton on December 17, 1945. She attended school in Breton and did light housekeeping and babysat for teachers for many years. Gloria also helped to look after the tiny tots in the town’s playground. On March 5, 1981, she was united in marriage to Pierre Gairdner. He passed away a few years later in April, 1986. Gloria relocated from Edmonton to Rimbey in 1994, where she enjoyed helping seniors at the Parkland Manor. She also took great pleasure in knitting and some crocheting. Gloria will be lovingly remembered and sadly missed by her brother, Donald Levers of Sacramento, California; as well as a number of extended family members. She was predeceased by her husband, Pierre; her father, Gordon Levers in 2002; and her mother, Jean Levers in 2011. With respect for Gloria’s wishes, no formal Funeral Service will be held. Cremation took place at the Central Alberta Crematorium, Red Deer. If friends desire, memorial tributes in Gloria’s Memory may be made directly to the charity of one’s choice. This position is responsible for performing general maintenance and troubleshooting duties for Instrumentation and/or Electrical equipment located at the Minnehik Gas Plant and Field, This equipment includes Plant and Field analyzers, transmitters, control/ESD valves, SCADA systems, DCS systems, chromatographs, meters, electrical systems etc. QUALIFICATIONS: • Journeyman Instrument Tech (Electrician dual ticket preferred). • Minimum of 5 years’ experience in a sour natural gas processing environment. • Experience with PLC system will be considered a valuable asset. • Strong commitment to Health, Safety and the Environment. • Self-starter who is able to work independently with a minimum of supervision. • Strong team player with proven communication, problem solving and decision making skills. • Highly organized, reliable individual with attention to detail. • Valid Driver’s License, H2S Alive, WHMIS, TDG and First Aid Certi¿cates are an asset. PHYSICAL DEMANDS/REQUIREMENTS: • Physically able to perform all components of the position (lifting, working at heights, etc.) • Able to work in seasonal weather conditions • Must reside in or able to relocate to the Buck Lake area.

Although 25% profit is an exceptional year, the tax-free advantage holds true even at lower return levels. Consider an investor who puts $5,000 into a TFSA at the beginning of every year for the next 20 years, invested in a product generating a 6% gain per year. After 20 years, the TFSA would be worth $194,964. In comparison, if the investment was made in a non-registered
account and taxed at a marginal rate of 32%, the balance would be $156,258. The $38,706 difference speaks for itself. Since 2013 the TFSA contribution limits are $5,500 per year, up from $5,000 per year from 2009 through 2012. An investor who has never contributed to a TFSA, and has been eligible to do so since 2009, can invest up to $31,000 this year.
